Lincoln’s goal was to preserve the Union. He wanted the southern states to rejoin the union. Lincoln knew how important the Border States were. If he tried to do something about slavery, they might secede. He was especially worried about Maryland because Washington D.C. was on it’s border.

Chunk 6:

THE EMANCIPATION PROCLAMATION (1863)

As the war progressed, Lincoln knew he would have to do something about slavery. On January 1st, 1863 he issued the Emancipation Proclamation. Lincoln proclaimed that all slaves in the rebel states were emancipated (freed). The Proclamation did not free the slaves in the Border States.

The Emancipation Proclamation had several effects:

► It changed the goal of the war. Now the goal wasn’t just to preserve the Union, but also to end slavery in the U.S. once and for all.

► Slaves in the Border States were not freed.► African Americans were overjoyed. Although technically no slaves were

freed since the rebel states were not under Union control, it gave them hope that finally slavery would come to an end.

► European opinion shifted in Lincoln’s favor. The South’s hope of help from Europe was shattered.
