FRANCIS SCOTT KEY HALLMARK PROGRAMS

Advisory ProgramAll students and teachers are involved in Francis Scott Key High School’s Student Advisory Program. Faculty members are advisors and role models for students as they advocate for student success in the areas of academics, attendance, and behavior. Teachers assist students in exploring their career interests and developing their individual program of studies. Regular meetings are held and topics crucial for student success in high school are explored. Communicating with parents and building a strong student/teacher/parent partnership are key aspects of this program. Advisory is held on Monday.

KEY Time (Knowledge Enrichment for You)KEY Time is a separate, specified block of time embedded into the school day to provide students with support to meet the demands of increased academic rigor and to enrich their complete learning experience. KEY Time activities consist of, but are not limited to: Testing, Tutoring/Remediation, Media Center Research, School Counseling/Career Connections, Clubs, and Self-Directed Learning. KEY Time is held on Tuesday, Wednesday, Thursday, and Friday with teacher priority given to a Mod each day: Tuesday – Mod 1, Wednesday – Mod 2, Thursday – Mod 3, Friday – Mod 4.

Freshmen SeminarFreshman Seminar is a course taken by 9 th grade students new to Francis Scott Key High School. The curriculum has been developed to meet students where they are and reinforce and provide them with the skills and resources needed to be successful during their high school experience. Freshman Advisory continues to reinforce the concepts covered in Freshman Seminar. Students meet with adult advocates on a regular basis. This partnership is designed to enhance the transition to high school.

Francis Scott KeyFrancis Scott Key was born in the local community of Terra Rubra, a farm near Keymar, Maryland. During the bombardment of Fort McHenry in the Baltimore Harbor during the War of 1812, Key wrote what later became our National Anthem. The sight of the American flag still flying over the fort at daybreak signified that American forces had survived the British bombardment and held the fort, inspiring Key to write the poem:

O say, can you see, by the dawn’s early light,What so proudly we hail’d at the twilight’s last gleaming?Whose broad stripes and bright stars, thro’ the perilous fight,O’er the ramparts we watch’d, were so gallantly streaming?And the rockets’ red glare, the bombs bursting in air,Gave proof thro’ the night that our flag was still there.O say, does that Star-Spangled Banner yet waveO’er the land of the free and the home of the brave?

ACADEMICSAttendance

Consistent attendance is a critical factor in academic success. All absences must be verified with a parental note, phone call, fax, e-mail or other form of official documentation such as a physician’s note or a court summons. Any absence judged to be unlawful as established by the Maryland State Department of Education, will be subject to disciplinary action ranging from after school detention to Saturday School and/or in-school intervention. Students must be present in school to participate in classroom instructional activities that are vital to the educational program for all students. Local employers also place emphasis on attendance records of their employees. Preparing students for the world of work, which Carroll County Public Schools view as one of their roles, includes an expectation of regular attendance.

Absences from school that are considered lawful by the State of Maryland and therefore excused include death in the immediate family, illness of the student, observance of a religious holiday, court summons, and suspension of the student. An absence for any portion of the day, for any reason other than those determined to be lawful by CCPS is presumed to be unlawful and may constitute truancy. Any absence judged to be unlawful will be subject to disciplinary action ranging from after school detention to Saturday School and/or in-school intervention.

Whenever a student is absent, a parent should call the attendance line at 410-751-3323 by 8:45 AM to report the reason for the absence.

State law requires an official verification of a student’s absence by a parent/guardian. A parent or guardian may verify a student’s absence by a written note, fax (410-751-3325), email [email protected] phone.

Verification notifications should include the following:-student’s full name-date(s) of absence-reason for absence -parent/guardian signature

If no communication verifying a student’s absence is received after five (5) days an unlawful code will be assigned to the absence.

Excessive unlawful absences may result in the loss of driving privileges for those students who currently drive to school, and could also jeopardize any future requests for a parking permit.

Upon return to school from an absence, students should report to the attendance clerk to provide an absence note if needed.

Attendance – MVA RequirementsEffective July 1, 2007, any student applying for a learner’s permit who is under the age of 16 years must present to the motor vehicles administration a certified copy of their school attendance record. The MVA will not issue a learner’s permit if the school attendance record indicates more than ten (10) unexcused absences during the prior school semester. Students who need this documentation for MVA will submit to the attendance secretary a completed MVA form. The school will need 24 hours to verify and process the information required to complete the form.

Students may be absent three (3) days for the purpose of visiting colleges with no absence charged. Prior written notification from a parent and completion of a College Visitation Form 3 days in advance of the visit is required for the no absence eligibilty. The form must be signed by the student, the student’s counselor, and teachers. Upon return to school, verification of the visit from the college or verification note from the parent should be presented to the Main Office.

The Board of Education recognizes that participation in outside organizations such as 4-H, Boy Scouts, etc., provide valuable learning experiences. Absences for these activities may qualify as lawful. Parents should discuss specific situations with an administrator at least one week prior to the absence.

Code of Academic HonestyAcademic honesty is an essential part of any school community. Francis Scott Key High School seeks to promote the importance of honesty as a basis of respect and cooperation among all of its members. All parties - students, teachers, administrators, and staff have the obligation to act in a consistently honorable manner with one another. Academic dishonesty/cheating, in any form on a graded assignment, will not be tolerated. Examples include, but are not limited to: turning in work as your own when someone else has done all or part of the assignment, knowingly giving or receiving information about answers to homework, quizzes or tests, and plagiarism. Plagiarism is using someone else’s words or ideas without giving them proper credit. This includes the use of Internet sources. Schools develop honor codes to encourage students to value personal integrity and to emphasize the responsibility that individuals have for their own honesty. All students need to be fully aware of definitions and expectations related to their specific school’s honor code and address any questions about the code to the school administration.

Unless the assignment itself is designed to be a cooperative task or unless the teacher indicates specific conditions, academic dishonesty will include, but not be limited to, the following:

Using notes when not permitted. Copying work that is to be done independently. Submitting someone else’s work for a grade. This includes classwork,

homework, projects and compositions. Plagiarizing another’s work, including information taken from but not credited

to Internet sources. Changing a grade or answers during or after the work has been graded. Stealing a quiz, test, or answer key. Allowing someone else to copy your work (i.e., test, composition, homework). Using a computer or other electronic device to complete work that is to be done

by the student. If there is a question, the student should contact the teacher to be clear about the use of technology for a given assignment.

Taking or using photographic images of a test will be considered academic dishonesty.

Using a cell phone or any communication device during an assessment.

The disciplinary action for academic dishonesty may vary depending on the severity of the offense. The following actions will be taken by the teacher:

Parents will be contacted, and a discipline referral will be created by the teacher detailing the incident.

No credit will be given for the assignment, quiz or test. Depending upon the worth of the assignment, the zero (“0”) for the assignment could have a major impact on a marking period grade.

A record of the incident will be filed with an administrator. For repeated offenses, a student may receive a failing grade and earn no credit for the course.

Course Selection and Schedule ChangesStudents should choose their classes after thoughtful planning with their parents/guardians, teachers, advisor, and counselor. Student schedule changes will be restricted and should be requested only for the following reasons:

Lack of necessary prerequisites or academic misplacement Incomplete schedule Two courses scheduled for the same time Senior lacks a course needed for graduation Senior completes requirements for Career Connections, Released Time, or

Concurrent EnrollmentStudents withdrawing from a class must adhere to the course withdrawal policy in the Student Services Manual.

Early DismissalThe school day for students will begin when they arrive on school property. Students are not allowed to leave school or the school grounds during the school day without official authorization. Permission to leave the school grounds during the school day will be granted only for medical or dental appointments or upon an approved release from a parent/guardian.

A student’s note for early dismissal are to include the following information:-Student’s name-Reason for the excuse (if doctor/dentist, include the physician’s name and

phone number)-Date of excuse-Time to leave school premises-Telephone number to reach parent/guardian

Parents are encouraged to keep medical and dental appointments during school hours to a minimum. Students should bring requests for early dismissal before school to the cafeteria on the day of the dismissal between 7:15 AM and 7:25 AM. Excuses to leave school, which do not meet “Lawful Causes of Absence,” will be identified as unlawful in the attendance recording system. Students who have an early release from school before 10:55 AM will be charged with ½ day absence.

Students must report to the attendance clerk and follow the sign-in/sign-out procedures before leaving and/or returning to school. Students are not permitted to leave school property during the school day without following the above procedure. Students leaving school for reasons other than medical or approved appointment reasons are considered attendance ineligible for that day. Extended Absences from School: Family Travel Activities Absences for family travel/activities will be coded lawful and students will be permitted to make up missed work provided that the following conditions are met:

1. A written request is made by the parent to a school administrator explaining the circumstances and dates of the absence.

2. A student takes the absence form to his/her teachers prior to the absence.

Both students and parents need to understand that some loss of learning opportunity is likely when students miss school for family travel. For example, some school work such as class participation/discussion or laboratory experiments is difficult, if not impossible, to make up and, therefore, may have a negative impact on a student’s grade. Parents are encouraged to consult the school calendar when planning vacations as no exams will be given early. Parents of students already having excessive absences and poor grades need to understand the implications of any extended absences.

Students absent due to family travel activities are still subject to the “Carroll County High School Attendance Statement” and denial of credit guidelines.

Final Examination PolicyAll teachers are to give final exams for each course. Also, all students registered in the course must take the exam, and it will be counted as part of the final grade. Students will not be permitted to take final exams in advance. By CCPS policy, exams count 1/10th of the final grade for the course.

Grading, Homework, and Communicating Student AchievementEffective communication among educators, students, and parents enhances the teaching-learning process. Issuing interim and report card grades is an effective way to communicate a measure of student achievement of course objectives and provide feedback and guidance regarding student learning. Meaningful homework assignments can have a positive impact on student learning. It is the policy of the Board of Education that interim and report card grades be as pure a measure as is possible of student achievement in mastering content standards and course outcomes. In addition, homework assignments shall be meaningful; that is, they shall be related to course outcomes, rigorous and relevant to students, and differentiated, as appropriate, to account for individual differences among students.

Please note that starting with the 2014-2015 school year, Interim reports will be issued via the Home Access Center and it is the responsibility of the student and parent to examine these reports when posted.

Grading – Grade of IncompleteSometimes students are faced with situations where, as a result of excessive absences or the timing of their absences, they are not prepared to submit work or take an exam by the established deadline. In such an instance, a student may request permission to take an incomplete and finish their work at a later time.

Incomplete grades for quarter/final grades will only be considered upon formal written request to the principal, or his/her designee, initiated by any of the following: student, parent, teacher, counselor, PPW, or school administrator and/or upon review of the principal, based upon multiple “lawful” absences. Written requests must be made prior to the close of the marking period (per course) where an incomplete grade is sought. Should the principal approve the request for a grade of an incomplete “I”, a deadline for the completion of all missed work will be established. A grade of “I” is considered an F until the work is satisfactorily completed, unless the principal, due to extenuating circumstances such as an extended illness, makes an exception. If the missed work is not

satisfactorily completed prior to the established deadline, the grade of “I” will return to the grade as originally calculated. See County Student Handbook for more information.

Graduation RequirementsAll seniors must complete all graduation requirements before participating in commencement exercises. All financial obligations are to be fulfilled before graduation. A specific list of graduation requirements is found in the Carroll County Public Schools’ Program of Studies.

Honor RollStudents may achieve Honor Roll Status when a 3.0 weighted grade point average is attained:

1. Only a full-time student, which is a student enrolled in two (2) or more credits each semester, is eligible for the Honor Roll.

2. A student who receives an “F” is not eligible for the Honor Roll.3. The Honor Roll will be determined at the end of each marking period using

quarter grades.4. A student may earn an academic letter by achieving Honor Roll status for six

consecutive marking periods or a total of eight marking periods on the Honor Roll.

The Honor Roll medal will be awarded to seniors to wear at graduation provided they have been on the Honor Roll all 15 quarters prior to graduation. Seniors will receive their medals at the time they receive their graduation gowns.

Homework Request PolicyIf students are absent for fewer than three days, they should contact students in their classes or, if the absence is a planned absence, they should see their teachers before the first day of the absence. Otherwise, we urge parents to follow these guidelines to obtain homework by calling the counseling office at 410-386-4589

Students must be absent or expect to be absent for at least 2 days before a request will be honored.

A 24-hour notice must be given before homework can be picked up. Parents are responsible for the pickup of materials in the main office.

Interim ReportsPlease note that starting with the 2014-2015 school year, Interim reports will be issued via the Home Access Center and it is the responsibility of the student & parent to examine these reports when posted.

Make-Up WorkAlthough an absence from class may be authorized by the administration or faculty, each student must take personal responsibility for his/her absences from class. Arrangements for making up classwork missed due to an approved student activity must be made by the student with the classroom teacher before the absence occurs. Students are encouraged to

utilize KEY Time to complete missing assignments. If these arrangements are not taken care of prior to the class absence, the student may forfeit his/her opportunity to receive full credit for missed work. Students and parents should become familiar with each teacher’s policy for make-up work. These policies are provided at the beginning of each course. In the case of extended absence, upon his/her return to classes, the student should communicate with teachers personally regarding the work missed to determine the teacher’s expectations for making up work missed during the absence.

Promotion/RetentionPromotion from one grade to the next is based upon a student earning six (6) credits during an academic year. To earn promotion to Grade 10, a student must earn six credits. To earn promotion to Grade 11, a student must complete a minimum of 12 credits. To earn promotion to Grade 12, a student must complete a minimum of 18 credits as well as complete 55 documented student service hours. For students who do not earn enough credits for promotion to the next grade, a plan will be developed to recover credit and shared with the parents and student.

Report CardsReport cards will be issued to students four times during the school year. The Report Card is a cumulative report to parents. The Report Card will include the present marking period’s grades as well as those grades from previous marking periods. In addition, the Report Card contains data on days present, absent and tardy. The number of student service hours completed are also shown. *Note: Teachers are asked to arrange a time with the student for the detention to be served within a 2 week time frame. If a student fails to serve a teacher-assigned detention, the teacher shall double the detention time to 2 hours. If the student fails to serve the two hours, the teacher should refer the student to an administrator for consequences. All students who leave classrooms while classes are in session must have a pass.

Tardiness to School Students who arrive after 7:30 AM will be recorded tardy to school. Those students who are late to school should report to the Attendance window for a tardy note.

Students who participate in extracurricular activities are to be present for the entire school day. Tardiness resulting from a morning medical or dental appointment must be substantiated by a note from the physician or dentist office. Tardiness resulting from a court summons must be substantiated by presenting a copy of the summons. Tardiness resulting from a recognized school activity must be verified by the appropriate school official.

Students tardy to school on the day they are to participate in extracurricular activities must submit a note from a doctor or the court, or they will be ineligible to participate in the activity. (Refer to “Eligibility Policy” in the CCPS Student/Parent Handbook.)

Tardiness due to a late bus is excused. Tardiness for any other reason must be documented. Only excuses recognized as lawful by the State of Maryland will be excused. Failure to bring appropriate documentation when a student is late to school will result in the tardiness being designated as unexcused. Oversleeping and car problems are not lawful reasons for tardiness to school.

A student who arrives at school after 10:55 AM will be charged with a ½ day absence. Consequences for unexcused tardies to school are the same as those for tardiness to class. Disciplinary action will be taken by the Main Office staff and administrators to address the issue of late arrivals to school. This discipline may include loss of driving privileges for those students who currently drive to school, and could also jeopardize any future requests for a parking permit.

Students arriving late or leaving early must report to the attendance office. Students missing any part of the school day will be coded tardy or absent according to the county attendance policy. Students involved in extra-curricular activities who miss any part of the school day must have administrative approval in order to participate in practices, games, or events. (See Carroll County Public Schools Eligibility Policy)

Every accident or injury on school grounds must be reported immediately to the person in charge and to administration. An accident report must be completed and filed by the supervising adult. School insurance will not cover unreported accidents.

The Buckley Amendment: Records Responsibilities of Educational InstitutionsThe Family Educational Rights and Privacy Act of 1974, called the Buckley Amendment, provides for cutting off U.S. Office of Education (OE) funding to institutions that do not comply with the standards prescribed in the act. The essence of these standards includes the following: Parents of a child who is under age 18 and has never attended an educational

institution beyond the high school level must be allowed to look at that child’s school records.

Students on reaching age 18 or attending an institution beyond the high school level must be allowed to look at their own school or college records and their parents may no longer do so.

Schools and colleges may not release information about students or let anybody else look at their records within certain exceptions listed in the statute, unless the parent or eligible student has given written consent.

Building and Grounds AccessEntrances to the school building will be locked during the school day. All entrances will be under surveillance. Students are not permitted outside the school building without a pass during the school day. Students are not to remain on school property after buses depart unless they are under the direct supervision of a teacher or they are attending a school-sponsored activity in session.

Bus TransportationStudents are to ride only their regularly assigned bus. If there is an emergency, which requires a student to ride a different bus or to get off at a different stop, prior approval must be obtained from the principal or assistant principal. The parent must make this request in writing to the school to receive this approval. The bus driver is in charge of the bus and will assign seats. From the time a student gets on the bus to come to school until they get off the bus to go home, it is expected their behavior is acceptable and appropriate. All school rules apply on the bus. If a student’s behavior on the bus is not appropriate or the student does not cooperate with the driver, the bus driver may submit a

Bus Referral to the Assistant Principal for administrative action. Depending upon the seriousness of the behavior, the referral may result in immediate removal from the bus. Serious or chronic offenses will result in denial of the privilege of riding the bus. Students are expected to immediately enter the building upon arrival on school property.

Change in Student AddressMaryland State Department of Education requires that the school has written verification of proof of residency in order to appropriately maintain a child’s enrollment in school. This proof of residence may be provided in the form of any of the following:

A recent W-2 form A signed contract on a home which has been purchased A signed contract on a home/apartment that is or will be rented/leased A recent utility bill A completed Residency Verification Form (available upon request from the

Guidance Office)

Drug Free School ZoneIn 1989, Drug Free zones were established across the State of Maryland. This regulation specifically addresses penalties for persons convicted of manufacturing, distributing, dispensing, or possessing with the intent to distribute a controlled dangerous susbstance in, on, or within 1,000 feet of any real proprety owned by or leased to any elementary school, secondary school, or school board, regardless of whether school is in session at the time of the offense or the property was being used for other purposes at the time of the offense, or on a school vehicle. Penalties for a first offense may be imprisonment for not more than 20 years or a fine of not more than $20,000 or both. For a second or subsequent offense, the penalities are imprisonment of not less than 5 or more than 40 years, or a fine of not more than $40,000, or both.

Emergency Procedures CardsStudents must have a completed emergency card on file in the Main Office. It is extremely important that parents notify the school in writing whenever there is a change of information on the emergency card.

Implementation of RegulationsSchool staff members have authority over any and all students whether or not they have the student in class. School staff have been given professional responsibility to correct unacceptable behavior of any student in the hallways, cafeteria, or any other area on the school grounds. Understanding that this responsibility has been given to staff, students are expected to respond in a positive manner by stopping or avoiding those actions which are not acceptable. The student must identify him or herself to any staff member when asked. Violations for unacceptable student conduct or behavior will be addressed with disciplinary measures.

LockersLockers are provided by the school at no cost so that each pupil may have a safe repository for books, clothing, etc. Lockers are equipped with a combination lock and combinations are changed each year. The locker service is provided by the Carroll County Board of Education and the locker is not owned by the pupil; therefore, the school administration has the legal right to maintain regular locker inspections and to inspect lockers whenever it is in the best interest of the majority of the pupils and teachers and provided there is cause for this inspection.

Each student will be held responsible for the maintenance, contents, cleanliness, and condition of his/her locker. Lockers which are not operating properly should be reported to the main office for immediate repair. Locker assignments are made and recorded by each advisor on the first day of school.

The security of the locker is dependent upon the secrecy of the combination. Only the student who is assigned to a locker is given the combination to that locker. Under no circumstances are students permitted to use any locker other than the one that is assigned to them.

Obligations PolicyAny student who loses, fails to return, or damages beyond use, a book, school material, or school property, shall be held responsible for the total repayment value of that item. Unpaid parking fines are considered financial obligations of the student and will be treated as any other obligation. All outstanding student obligations must be cleared prior to a student purchasing a parking permit and/or admission tickets to a school-sponsored activity. Seniors must fulfill all obligations before they will receive tickets to the graduation ceremony.

Posting of Signs/SurveysStudents must have permission of an administrator to post signs or place notices in school mailboxes.

Prohibited ItemsThe possession and/or use of certain items in school may be disruptive. Examples of these items include but are not limited to:

These items are not to be brought onto school property as they have little or no educational value for public school use. These items will be confiscated and returned to the parent only. School Closings – WeatherWhen weather conditions cause the closing of schools, such announcements will be made at the earliest possible time over the area radio stations listed below and through the AlertNow System. Similar announcements will be made for changes in the school’s start time or early dismissal brought on by inclement weather. Please do not call the school for this information.

On days when there is an early dismissal because of inclement weather, or when school is closed, all practices, events, and activities will be cancelled. School HoursThe hours of the normal school day for students are 7:30 AM to 2:20 PM. Bus transportation is provided to and from school for the normal school day hours only. Additional time required beyond the school day for extracurricular activities, extra instruction, field trips, or discipline purposes will require alternate means of transportation. Students not under direct supervision of a staff member must leave the building by 2:45 PM.

Supervision of StudentsStudents are not to remain at school after regular dismissal unless they are under the direct supervision of a staff member. After 2:45 PM, students not under direct supervision of a teacher, coach, or activity advisor will be asked to vacate the building and wait for rides outside. Violations of this policy may result in loss of after-school privileges. For school sponsored activities, supervision extends from ½ hour before the activity begins to ½ hour following the end of the activity.

Teacher ConferencesSchoolwide academic teacher conferences will be held on Wednesday, October 10, 2019 and Thursday, March 5, 2020. Advisor parent scheduling conferences will be held on Thursday, February 6, 2020 and Wednesday, February 12, 2020.

Telecommunications – Acceptable Use ProceduresTelecommunications use (computers or other electronic devices) is a privilege, not a right; inappropriate use will result in immediate consequences. Compliance with the County Telecommunications Policy will be enforced and students may be subject to discipline for the violations. Students are reminded of some of the following restrictions:

Students have no right to privacy on school computers, and the school holds the right to review files in order to maintain system integrity and enforce the Acceptable Use Policy.

Students may access the Internet only for legitimate educational purposes. Students are responsible for maintaining their passwords, and password sharing

is strictly prohibited. Students are prohibited from loading or downloading software or scanning

images into school computers without prior approval, since such actions can violate laws or affect computer performance.

A student must not cause any disruption to the school setting through use of computers, including obvious acts such as hacking into the school’s computer files, but also including off-campus activities which would likely cause disruption.

Students are responsible for any damage they cause to files, computers, or the school’s computer network.

Students may only use e-mail under the direction of a staff member for curricular purposes.

ValuablesStudents are cautioned not to bring large amounts of money, cameras, cell phones, iPods, or other valuables to school. Students are responsible for their own personal property. Students should not share lockers or locker combinations. Valuables are to be turned in to the teacher/coach during classes or activities or locked in available storage bins. Valuables are never to be left unsecured. Students are responsible for their own locks on a daily basis. Unsecured valuables are not the responsibility of the school.

VisitorsAll visitors on official business will need to wait to be buzzed into the building. Upon arrival, all visitors must provide a photo ID. The ID will be scanned and a photo badge will be produced to be worn at all times while in the building. Any violation of school policies while visiting may result in appropriate legal action being taken by school authorities against those who are found to be in violation of the established school policy. The administration of the school reserves the right to restrict the visitor’s privilege of anyone who is in violation of school policies. Requests may also be denied to visitors who may wish to visit at an inopportune time. Friends or relatives of students are not permitted to attend school for a day as a visitor.

STUDENT ACTIVITIESClubs & OrganizationsFrancis Scott Key High School has traditionally supported various clubs and organizations. All student organizations desiring to conduct activities must follow the following guidelines:

1. In order to form a new club or organization, ten or more students must demonstrate an interest and have a staff member willing to serve as an advisor. Specific procedures and forms are in the FSK Advisor Handbook, which is available in the main office.

2. The principal shall have the authority and responsibility for approving the organization, the meetings, and all activities of groups, which may be organized within the school.

3. Every activity must have a sponsor from the professional staff of the school.

4. All organized classes or groups shall observe the financial policy as outlined in the advisor handbook.

5. All established school groups or organizations should hold their meetings in the school building at a time approved by the principal and/or advisor.

6. The type of organization as defined by the principal will determine student organizations’ meeting times, use of school announcements and/or advertising, and exposure.

Francis Scott Key student clubs and other school organizations will generally be permitted to use the school building and facilities after the school day under the following conditions:

1. Permission must be obtained from the supervising teacher in the area to be used.

2. To use areas or facilities other than a single classroom or to schedule any night activities, permission must be obtained from an administrator.

Club meetings occur during KEY Time and take priority over all other KEY activities. Students not participating in a club have all other KEY options available to them.

Dances1. School dances and other social functions are held primarily as a source of

recreation and enjoyment for our students. All school policies are in effect for all students and their guests attending extracurricular activities or dances both on and off of school property. Dances may begin no later than 8:00 PM and end no later than 11:00 PM. Students must arrive no later than one hour after the start of the dance. For example, students must arrive by 9:00 PM for a dance that is scheduled from 8:00 PM to 11:00 PM.

2. Non-FSK students must have prior approval from an administrator in order to attend any school dance. Additional paperwork may be required. Non-school guests one year removed from high school or in middle school (or younger) will be denied permission to attend any dance. The only exception to this rule is for Prom where any student 21 years of age or older wishing to attend as a guest must meet with the Principal and gain approval.

3. Semi-Formal and Formal Attire: We do accept the fact that the formal wear for some students may be a bit more “revealing” (“spaghetti” straps and off- the- shoulder wear) than the regular school dress code policy allows. But, it is very important that your formal attire meet a standard of decency.

Dresses that reveal too much of the body around the stomach, navel, lower back and sides are not appropriate. Slits or splits in clothing must be modest.

Prom- Dressed in formal attire; dress/gown, suit or tuxedo Homecoming: Dresses, Dress pants or Khakis; No jeans, sweats, or shorts, Button down shirts; No tee shirts, muscle shirts, tank tops

It is important that our students are dressed in a manner that does not undermine the character values that Francis Scott Key promotes in high school. Any student who does not meet this standard of dress will be denied admission to the dance.

4. Dancing that has clear sexual over tones is prohibited. The clear sexual over tones of this form of dancing is not the kind of social climate we want to promote at school-sponsored activities. Students who participate in this kind of dancing will be asked to leave the dance and may be denied the privileges of attending future dances.

5. The following rules and regulations will apply to all dances: Students and guests must provide a valid picture ID if requested. No admittance one hour after the dance begins. Students not attending Francis Scott Key must have their name on a

guest list before being admitted to the dance. FSK reserves the right to deny any student or non-student admission to a school dance.

Guests must enter and leave the dance with their host student. The host student will be responsible for the conduct of their guests.

Students leaving the school building must promptly leave the school property. There will be no re-entry.

Students removed from or asked to leave a dance for violation of school policy may be barred from future school activities.

The administration reserves the right to limit the content/lyrics of the music presented.

Students must meet eligibility requirements which include but are not limited to: attendance, behavioral issues, and obligations.

National Honor SocietyGoals and General Membership Information

The official National Honor Society Handbook establishes the following goals: “The purpose of this organization shall be to create enthusiasm for scholarship, to stimulate a desire to render service, to promote leadership, and to develop character in the students of secondary schools.” In addition, the Handbook identifies general principles governing membership eligibility and selection. “Students may not apply for membership in the National Honor Society. Membership is granted to only those students selected by the Faculty Council in each school.” Students meeting eligibility requirements are further considered “on the basis of service, leadership, and character.” Students who meet eligibility requirements and who submit supporting information “should understand that such surveys are not applications for membership, and that a review of information gathered does not guarantee selection.” Finally, “membership in the National Honor Society is both an honor and a responsibility” and “parents and students must understand that no student has a right to be selected for membership in a chapter of the National Honor Society.”

or more semesters have a cumulative weighted GPA of 3.75

Student Conduct at School ActivitiesIn keeping with the philosophy of Francis Scott Key High School, students should respond in a positive supporting nature through their cheering and applause at all activities. Students should keep in mind the type of activity taking place and should respect the rights of others, participants, and spectators. All regulations such as those banning use of or possession of tobacco, alcohol or drugs, are in effect at all school sponsored activities.

STUDENT BEHAVIORGeneral Statement Students are expected to conduct themselves properly and to be conscious of their responsibilities as school citizens. Students should display courtesy, honesty, and consideration for others at all times. Students are to demonstrate appropriate respect for self and others by refraining from public displays of affection and the use of inappropriate language.

Assemblies and Class Meetings1. Requests for scheduling assemblies or class meetings will be directed to and

approved by an Assistant Principal.2. Francis Scott Key High School has developed a tradition of respect for others.

Therefore, students are reminded of the following rules of courtesy:a. Move directly to your assigned seats and be seated.b. When a person moves to the microphone to begin the program, you

should give him/her your attention and be quiet.c. Refrain from talking or making noise during the assembly.d. Keep your feet on the floor, not on the chairs.e. Exit the auditorium in a quiet and orderly manner when you are

dismissed from the assembly.3. Assemblies will be terminated if student conduct is not attentive, courteous,

and respectful.4. Students who do not follow the above guidelines will lose the privilege to

attend future assemblies.

Book BagsBags and backpacks may be used to bring books to school. Upon entering school, students must store bags and backpacks in their lockers until the end of the day. Any bags large enough to contain and fully conceal the agenda book are not permitted to enter a classroom, the cafeteria, media center, or the auditorium. Any bag that contains a book other than the agenda book will be considered a book bag. A bag may be used to carry a gym uniform to and from a student’s locker to the locker room; however, the bag must be in the student’s locker at all other times. Sports equipment and sports bags must be stored during the school day.

Cafeteria ConductStudents are assigned to the cafeteria during their regularly scheduled lunches. Students are to remain seated unless they are purchasing lunch, returning their trays, involved in a school-related activity, or using the restroom. Students are expected to report on time and are not permitted to leave the cafeteria or cafeteria restrooms without permission.

Bus transportation is provided for all Tech Center students on a daily basis. All Tech Center students are to ride the bus to and from the Tech Center unless written permission is obtained. Students are responsible for boarding their bus on time. Students who miss the CCCTC bus will be held accountable. A Tech Center student who needs to drive to the Career and Tech Center must follow the procedures established by the Career and Technology Center, including having the proper parking permits from both schools. Students are not to transport other students to and from the Career and Tech Center.

Conflict Resolution, Bullying, or HarassmentConflict happens. In a school, workplace, or home, conflict is a normal part of everyday life. The emotions associated with conflict are normal but often difficult to deal with appropriately. Often, the problem is not the conflict, nor the emotions associated with the conflict, but the way we deal with those emotions associated with the conflict. In dealing with personal or peer conflict, Francis Scott Key High School has an extensive system of support and resources to assist students.

Individual counseling, peer-to-peer mediation, meetings with teachers and students, and parental involvement, are some of the methods that staff and students can use to deal with conflict at FSK. To get help with conflict resolution, specifically peer relationship problems, family issues, dating issues, or teacher/student issues, students are encouraged to contact:○ Peer Facilitators – accessible in guidance office during class time○ Counselors In addition, Francis Scott Key High School administration, faculty, staff and students do not tolerate bullying or harassment in any way, shape, or form. It is our goal that every student can attend Francis Scott Key High School without the fear of conflict, bullying, or harassment. We need your help in reporting any such incidents immediately to a staff member.

Class CuttingIn accordance with county high school policy, students are expected to attend all classes as assigned on their schedule and to be in the area of the school building assigned by their schedule or as directed by their instructors. Failure of a student to report to class, or to be in areas where they are not assigned, will result in a determination of class cutting or being out of the assigned area. School administrators will make this determination and apply consequences including detention, Saturday School, in-school suspension, or out-of-school suspension. Students must personally obtain prior approval from their assigned teacher before missing a class for any reason. Class cutting may result in loss of credit for time missed.

DetentionSchool-sponsored afternoon detention will be from 2:30 PM to 3:30 PM, Monday through Friday in the Eagle Learning Lab. Student’s assignment of afternoon detention will include a parent contact that will describe the incident causing the detention and the

date to serve. Parents will be responsible for student transportation. Students will be given a 1-week window (5 school days) to serve detention.

Disrespect to Staff, Deliberate Defiance of Staff, Abusive LanguageA student must identify himself/herself to any staff member when asked. Failure to correctly identify one’s self to a staff member when requested will be handled as insubordination. Students who are disrespectful toward staff, deliberately defiant of staff authority, or who use foul/abusive language in the presence of a staff member or directed toward a staff member, will be referred to an administrator for disciplinary action.

Dress CodeThe Board of Education RECOGNIZES THE VALUE OF ALLOWING INDIVIDUAL STUDENT EXPRESSION AS WELL AS THE NECESSITY OF PROTECTING STUDENT HEALTH AND SAFETY AND MAINTAINING AN ATOMSPHERE CONDUCIVE TO EDUCATION. STUDENT DRESS CODE PROCEDURES MUST BE DESIGNED WITH THE GOAL OF BALANCING THESE COMPETING INTERESTS.ALL DRESS CODE PROCEDURES WILL ADHERE TO HEALTH AND SAFETY CODES AND COMPLY WITH APPLICABLE LAW. Other: APPROPRIATE SHOES SHALL BE WORN. No bedroom slippers or pajamas shall be worn. CLOTHING THAT MAY ENDANGER HEALTH OR SAFETY, THAT

MAY BE USED AS A WEAPON, OR THAT MAY CAUSE DAMAGE TO PROPERTY SHALL NOT BE WORN.

UNDERGARMENTS shall not be worn as outerwear OR BE VISIBLE THROUGH OUTERGARMENTS.

CLOTHING SHALL NOT BE WORN THAT WOULD LEAD SCHOOL OFFICIALS TO REASONABLY BELIEVE THAT SUCH ATTIRE WILL MATERIALLY DISRUPT, INTERFERE WITH, DISTURB, OR DISTRACT FROM SCHOOL ACTIVITIES, THE SAFE OPERATION OF THE SCHOOL, OR THE RIGHTS OF OTHER STUDENTS TO ACCESS AND PARTICIPATE IN A SAFE AND WELCOMING EDUCATIONAL ENVIRONMENT.

Clothing shall not convey advertisements for or promote the use of condoms or other birth control devices, tobacco, alcohol, drugs, or THE UNLAWFUL USE OF weapons, stated or implied.

Clothing shall not convey PROFANITY OR symbols/messages DEPICTING, IMPLYING, OR WHICH ARE REASONABLY PERCEIVED AS PROMOTING intolerance, HATRED, AND/OR A HOSTILE EDUCATIONAL ENVIRONMENT OR HARRASSMENT/ BULLYING ON THE BASIS OF AGE, COLOR, GENETIC INFORMATION, MARITAL STATUS, MENTAL OR PHYSICAL DISABILITY, ANCESTRY OR NATIONAL ORIGIN, RACE, RELIGION, SEX, SEXUAL ORIENTATION, GENDER IDENTITY OR GENDER EXPRESSION. THIS PROHIBITION INCLUDES, BUT IS NOT LIMITED TO, THE CONFEDERATE BATTLE FLAG AND SWASTIKAS.

CLOTHING AND ACCESSORIES SHALL NOT DEPICT SYMBOLS/MESSAGES OF GROUPS WHICH ARE GENERALLY RECOGNIZED AS PROMOTING INTOLERANCE, HATRED, AND HARASSMENT/BULLYING, SUCH AS THE KU KLUX KLAN OR ARYAN NATION.

Clothing shall not convey establishments or products whose names can be directly interpreted or construed as carrying a “double meaning” involving sexual innuendo, gang symbols, or sexual activity.

BODY ART, WHETHER PERMANENT OR TEMPORARY, WHICH WOULD OTHERWISE VIOLATE THIS POLICY IF DEPICTED ON ATTIRE, MUST BE COMPLETELY COVERED DURING THE SCHOOL DAY OR AT ANY SCHOOL-SPONSORED OR SCHOOL-SANCTIONED EVENT.

Dress Code Violations All student dress code violations SHALL be addressed in a respectful manner. WHEN POSSIBLE, A STUDENT’S DRESS CODE CONCERNS SHALL BE ADDRESSED BY A STAFF MEMBER OF THE STUDENT’S GENDER IDENTITY. A student found wearing inappropriate clothing will be asked to change or remove the item, and will be given an opportunity to do so. Should the student not be able to change or remove the item, clothing may be provided by the individual school. Student failure to cooperate will be referred to an administrator. Any student not complying with the direction of the administrator may be considered insubordinate and subject to appropriate disciplinary action. The Superintendent/designee may enforce additional restrictions in order to maintain a safe and orderly environment.

ExceptionsExceptions to the dress code for the purpose of school activities (I.E., SPIRIT WEEKS, ATHLETIC GAME DAYS, DANCES) are up to the discretion of the school administration.

Driving to SchoolStudents who drive to school must have a valid FSK Parking Permit displayed in order to park on school property. Students who drive must maintain conduct eligibility and good attendance in order to receive and keep a parking permit.

Parking permits are issued through the Main Office. Applications may be downloaded from the school website or picked up in the Main Office. Students and parents should closely read all rules and regulations printed on the parking permit application. The administration may revoke the driving privilege of any student who does not abide by the rules and regulations stated on the parking permit application. Unexcused lateness to school or excessive absences from school will result in the loss of driving privileges.

Prohibited Activities Cellular phones and electronic devices are allowed on campus, but must be used for

educational purposes during classroom or other educational settings. The use of electronic devices at school is a priviledge and any violations or insubordination may be grounds for revoking this priviledge.

Gambling is prohibited on school property. Money and gambling implements such as playing cards, dice, etc., will be confiscated.

Skateboards and roller skates/roller blades may not be used on school grounds. Running in the halls poses a safety hazard to both students and staff and will not be

tolerated. Sale of any items other than those approved and sponsored by FSK is prohibited.

Goods and money may be confiscated and returned through a parent. Further, the sale of food items is limited by CCPS to after school hours.

Consumption of food, including soft drinks and candy, is limited to the cafeteria. The contents of open containers in a student’s possession other than in the cafeteria will be confiscated and discarded. The exception to this policy will be the transportation of such items for teacher-directed activities or to a student’s locker before school or following lunch. Students who must consume food or drink, other than water, during the school day for medicinal purposes must verify the need through the health suite and carry written permission from the nurse.

Glass containers and coffee mugs should not be brought to school. Snowmobiles or ATVs are not allowed on school property. All other vehicles must be

confined to designated parking areas and roadways. Snowball throwing is prohibited on campus. Students are to refrain from public displays of affection such as hugging or kissing.

Students will be asked to stop inappropriate displays, and the expectation is that they will stop.

Parties will not be held during regular school hours unless approved by the principal in advance.

Students suspended from school are banned from school property during the duration of the suspension. Suspended students may not ride the school bus, attend classes, participate in extracurricular activities, nor attend school performances/activities during the time of suspension. Work missed during suspension may be made up for credit.

TheftTheft is a serious infringement upon the safety and well being of all members of the FSK community and will be addressed through the following consequences:

Suspension, a required parent conference, and agreement to make restitution. Loss of eligibility to participate in extra-curricular activities in accordance with

the eligibility code. Involvement of law enforcement officials as approporiate.

STUDENT SAFETY & SECURITYCameras on School BusesCarroll County school buses now have video security cameras. Students may be monitored by a video system. The camera will be placed in buses by school administrators and/or pupil transportation staff. The cameras are another means of deterrent for unacceptable behavior. Security cameras (both exposed and hidden) are placed both inside and outside of our building in order to monitor the school and its surrounding areas. These cameras provide additional safety and security for individuals on school property.

Crisis/Emergency ProceduresAn announcement will be made on the public address system designating a “Lock Down” Emergency. No students or staff are to be in the hallways, all doors are locked, and the teacher takes roll and reports any missing students via e-mail. No student will be dismissed to parents/guardians until such time dismissal is determined to be safe. The school will remain in a lock down situation until notified by an administrator. Any parent may ask to review a copy of the entire Crisis Management Plan through the Main Office.

Eye Protective Devices/Lab Safety ProceduresState law requires the wearing of goggles, safety glasses, or other eye protective devices in shop and science areas. Teachers in shop and science laboratories will require the appropriate eye protection to be in use and will see that they are issued and appropriately used. Closed-toe shoes are required in lab areas. Failure to follow safety procedures established by the course instructor will result in consequences for insubordination.

Fire Emergency DrillsThese drills require the full cooperation of all students for the protection of everyone. Exit in a quiet, orderly manner. An announcement will be made indicating a fire drill. If the alarm sounds and it is not a planned drill, administration will come over the PA to announce if you are to evacuate or not.

If an exit is blocked all staff and students must quickly choose the nearest alternate exit(s).

The following rules must be observed during emergency evacuations of the building:1. Adhere to Fire Drill Exit Procedure, which is posted in each room of the

building.2. Walk rapidly, do not run. Go to the area outside the building as posted on

directions near the exit of each room. Do not congregrate in the building as this impedes individuals leaving the building as well as the action of emergency personnel in the event of a real emergency.

3. Keep together. Meet outside the class in an area designated by the sign posted in your room. Face the building. Staff will take attendance and report missing students to designated staff member in that area.

4. If you are at lunch, assembly, or while changing classes when the alarm sounds, leave by the nearest exit, and move away from the building.

5. Leave all belongings such as books and papers in the room.6. Carefully cross the roadway around the school. Do not stand in the road as

this interferes with emergency traffic.7. Only return to the building when directed to do so by a staff member.

STUDENT SERVICES

Computer UseComputers are for curriculum based usage and are set to work with a network. All students must have a login to access the school computers. Any student who improperly uses a computer, in anyway, should expect to have computer privileges suspended immediately. Each student signs the Internet usage policy before he/she is allowed to obtain the login.

Dining ServicesOur school maintains a cafeteria where wholesome food is prepared and may be purchased for breakfast and lunch. Meal tickets may be purchased in advance. Students who qualify should take advantage of our free/reduced lunch program. Details about this program are provided at the beginning of the school year and can be obtained at any time through the Main Office.

A wide variety of choices exist on the daily menu providing main courses, soup and sandwiches, or salad. All food and drink will be consumed inside the cafeteria. Students must return all dishes and trays to the dishwashing window. They must remove all trash from the table. Students and parents are not permitted to bring food to share with other individuals or groups.

Health ServicesThe Health Suite is provided for emergency care, dispensing of medications, and for maintenance of a student until transportation arrangements can be made if illness or injury make it necessary for a student to go home. A student who becomes ill at school should request a pass to the Health Suite from his/her classroom teacher. The nurse will:

1. Notify the parent or the person designated on the Emergency Procedure Card if the student is judged ill enough to be sent home. Resting in the Health Suite may be permitted if the student’s Emergency Procedure Card indicates a problem, or upon judgment of the school nurse.

2. Send the student back to class when a parent requests his/her child to remain in school. The student will be given a copy of the Health Room Report with the time out recorded on it as his/her pass to re-enter class. When the Health nurse is not on duty, a sign will be placed on the door instructing students to report to the Main Office for assistance.

In case of an injury the following procedures will be followed:

1. In cases of major injury or need for emergency first aid, the injured student should be given first aid immediately. An administrator and a health nurse should be notified as soon as possible to assist with emergency care.

2. In cases of minor injury the student should be sent to the Health Suite for medical care. An accident report will be filled out by the nurse and signed by an administrator and teacher in whose class the injury occurred.

Media ServicesThe Media Center is open Monday-Thursday from 7:00 AM until 3:00 PM. Students who come to the media center during the school day (and not accompanied by a teacher) must have a pass and a purpose. Students must sign in at the desk.

Students are welcome to visit the Media Center during lunch mods with appropriate permission. Students should sign up for a lunch pass in the Media Center before school. Hall Monitors will permit students with passes to leave the cafeteria. Once there, students will remain in the Media Center until the end of the lunch mod. Students may not take food or drink to the media center.

The Media Center is open to all students and staff to serve the school's learning community through reading, research, and information.

The Media Center has over 12,000 books, 26 magazines, 3 daily newspapers, 40 computers and AV equipment. Teachers may reserve instruction time and space in the Non-Fiction area, Reference, TV Studio, and Computer Lab. Instruction is offered in Information Literacy skills: finding best print and electronic resources, avoiding plagiarism, creating bibliographies, reading as a leisure activity, etc.

Loan periods: Print materials (3 weeks), Reference materials (overnight) Extensions may be made with your media specialist.

Databases: Each high school subscribes to a number of electronic databases with home and school access. See Media Specialist for usernames and passwords.

Fines: Books and magazines (10 cents per day), Reference Materials (25 cents per day) (Maximum fine - $10)

Computer Files: Files brought from home or other outside source must be scanned for viruses prior to use on media computers.

Copies: 10 cents per copy for students.

Peer Facilitators Students are encouraged to meet with peer facilitators to resolve potential conflicts and/or personal problems. Any student may make an appointment to see a Peer Facilitator by filling out an appointment slip in the Counseling Office. Peer Facilitators are trained to help students with a variety of the school and/or personal problems.

School Counseling ServicesSchool counselors are available to each student and provide a variety of services. School counselors serve as sources of information concerning careers, colleges, advisors in making course selections, and most significantly, confidantes to whom personal problems or grievances can be presented. Conferences will be scheduled with each student periodically throughout the year; however, students may request an appointment by seeing a school counseling office secretary. Students who wish to make an appointment and do not have an emergency need are asked to sign up for their appointment before or after school or during their lunch mod.A support counselor is also available to all students for individual counseling sessions regarding problems the students may be experiencing at school or in the community. The support counselor also mediates serious disputes. Peer Facilitators are also available to assist students.

Parents are encouraged to schedule an appointment for conferences or to contact the counselors by telephone, 410-386-4589, which is a direct line to the counseling office. Counselors will schedule evening appointments as the need arises and counselors are also available during the summer months.

Transcript Request ProcedureSeniors requesting transcripts should complete a transcript request form in the Counseling Office. A senior is allowed three (3) free official transcripts. A $2 fee is required for each additional transcript.
