4 IntroductionThis technical specification (technical part of the tender documentation) is the assignment for the selection of the Contractor for the performance of the Work “Greening of Přerov CHP – Multi-fuel Boiler K6”, which is an integral part of the project entitled “Greening of PŘCHP”.

5 Basic description of Přerov CHPThe Přerov CHP supplies thermal power to district heating systems in the form of medium pressure steam and hot water. Electricity is supplied to the power distribution grid. Přerov CHP is a provider of ancillary services – power supply balance services for ČEPS.A more detailed description of the current situation is given in Annex P01.10.

6.2 Basic elevation ± 0.0 mThe elevation of ± 0.0 m corresponds to 207.48 m above the Baltic sea level after levelling (existing floor at the entrance to the machine room).

The Work is located in the 100-year-old Q100 flood plain. However, it is not an active zone of a floodplain area. The founding conditions are assessed as complex. The first geotechnical layer is formed by a thick made-up ground with low-bearing fine-grained soils. The more bearing gravel layers lie in the range of 4-10 meters below ground level. Deep foundation footing seems to be a more suitable foundation method. The groundwater level varied in various measurements and ranged from 3 to 5 meters below the adjacent terrain. Structures below the level of groundwater are subjected to weak aggressivity with sulphate ions. The environment was assessed as weakly aggressive.The hydrogeological surveys are available in the Czech language at the investor.

6.4 SeismicityAccording to EN 1998 (73 0036) Eurocode 8. According to EN 1998, there is a reference gravity acceleration for rock bed of 0.004 g. The subgrade of the building facilities in question consists of soft to stiff clays. It is a type of foundation soil B (S = 1.25). The building's class of importance is IV (γ1=1,4).

Seismic areas are divided into areas with very low and low seismicity according to the formula:

agR*S*γ1 = 0.004*1.25*1.4 = 0.07 < 0.10 g

This is an area with very low seismicity, where the static load is dominant. According to available information, there are no technological devices in the area that would imply technical seismicity.

7 “Greening of PŘCHP” projectThe project “Greening of PŘCHP” project deals with the fundamental modernization of the power source of the Přerov CHP, which will combust biomass, solid alternative fuel (RDF) and natural gas. The project is divided into several parts, the breakdown of the project into stages is given in Tab. 1.

The implementation of the Work “Greening of Přerov CHP – Multi-fuel boiler K6” will take place during the operation of the existing PŘHP technology (gas boilers K7, K8, K11 and K12) and during the implementation of other parts of the project according to Tab. 1.Boilers K1, K2, turbines TG1 and TG2, ESP of K1, K2 and BHF will be shut down no later than on 1 May 2021.The Work includes the cooperation and coordination with: ● operation of the PŘHP,● contractors of project parts (building structures).

8 Scope of the WorkThe Work entitled “Greening of Přerov CHP – Multi-fuel boiler K6” includes all supplies, works and services necessary for the construction of a functional unit of the multi-fuel steam boiler K6, related technologies and flue gas treatment technology, including connection to existing and new parts of PŘCHP. The Work and its parts will be brand new and unused. The Work also includes the optimization of the operation of the Work (boiler including the related technology and flue gas treatment technology).The Work must meet, among other things, the following requirements and parameters.For proper processing of the bid and execution of the Work, the Bidder/Contractor undertakes to verify the documents submitted by the Client and to notify the Client of any shortcomings. At the same time, the following conditions must be met:(1) In the RDF bunker of stationary sources thermally processing municipal waste, the

negative pressure is permanently maintained and the extracted air is supplied to the furnace. If there is no combustion, the air extracted from the waste bunker is discharged to an outlet approved under the operating permit.

(2) The stationary sources thermally processing RDF are designed and operated in a manner that guarantees

a) sufficient residence time of the RDF in the furnace for perfect burn-out or thermal decomposition so that the slag and ash contain less than 3% of the total organic carbon, or that the loss on ignition is less than 5% by weight of the dry material;

b) that the waste gas is heated in a controlled manner after the last combustion air supply at all points of the waste gas flow profile, even under the least favourable conditions,

to a temperature of at least 850 °C for at least two seconds, measured near the inner wall or at another representative furnace location approved under the operating permit;

c) that at least one auxiliary burner in each combustion chamber is automatically switched on which shall not burn fuel which would incinerate in higher emissions than those of gas oil, liquefied gas or natural gas, in the following cases:

1. during the commissioning of the stationary source thermally processing waste and its decommissioning, in order to ensure that the specified temperature in the area of waste heat treatment is maintained for the entire period, while the unburnt waste is in that area, where thermal processing of waste takes place;

2. if the temperature of the exhaust gas after the last injection of combustion air falls below the specified temperature of 850 °C or 1,100 °C according to the thermally treated waste; or

3. if continuous emission measurement proves exceeding of one of the specific emission limits;

d) when putting the stationary source into operation and during its shutdown, in the case of temperature drop below the specified minimum limit according to letter (b) or in the event of any of the specific emission limits being exceeded, the supply of waste to the area where direct the waste is thermally processed through direct oxidation, is automatically prevented.

(3) Without prejudice to the provisions of clause 2 letter (d), the duration of operation of stationary sources thermally processing waste, while exceeding the specific emission limits for more than 4 hours continuously and concurrently the total operation time shall not exceed 60 hours if the specific emission limits in one calendar year are exceeded. This applies to all stationary sources whose waste gases are fed into the same emission abatement technology.

(4) Smoke opacity must be in accordance with the Act on Air Protection 201/2012 Coll. as amended and Decree 415/2012 Coll. as amended.

9.2 Other emissions The Work and its parts must, among other things, meet the requirement for residual concentration of dust (SPs) discharged into the air, e.g. from silo filters, bunker filters, etc.The residual dust concentration shall not exceed the value of 10 mg/Nm3.

● It is necessary to consider the location of installation mechanisms for subsequent repairs and maintenance of the technology;

● The Work and its parts must be easily accessible for operation and maintenance; ● The Work and its parts shall not impede the operation and maintenance of other equipment;● The layout of the Work must not restrict the existing operation and maintenance of buildings

and technologies at PŘHP;● It must meet the requirements for fire safety design and spacing distances from neighboring

buildings and building structures;● The layout of the Work must not interfere with the planned fuel storage site and transport

areas;

The new boiler K6 and related technological equipment will be located in the area of the existing K3 boiler house and its boiler abaft system. The Client prefers the placement of the new boiler K6 within the existing load-bearing steel structure of the boiler K3.In the event that the new boiler K6 cannot be placed in the anticipated space, the bid will have to indicate the extent of the required disassemblies or demolitions as counterperformance of the Client.The disassembly and demolition works that will not be included in the bid as a requirement for counterperformance of the Client, are a part of the Work and are included in the price of the Work.The contracting authority confirms that the scope of dismantling and demolition works performed by the contracting authority as counter performance includes the dismantling and demolition of the K3 boiler, incl. relevant technology (disassembly is currently in progress) and disassembly of the K3 boiler electrostatic precipitator, including the K3 boiler flue gas ducts to the mixing chamber at the existing stack (disassembly already performed). In the event that it will not be possible to place the new K6 boiler in the anticipated space, all the dismantling and demolition works that are necessary for the implementation of the work in connection with the layout of the bidder constitute a part of the work and must be included in the price of the work.

● New transformer stations and substations will have facilities located above the level of +0.80 m. This does not apply to electrical technology located in the existing premises of the substations at the level of +0.00 m.

● Collection sumps or trays will have their edge at least above the level of +0.80 m.

14.2[13.2] Specific requirements for the WorkThe space of the boiler house of K6 to be designed will be in accordance with ČSN 73 0804, Art. 5.2.4 and ČSN 73 0834, art. 5.1.1 a) will constitute a separate fire compartment. The Contractor shall prepare a separate report, including drawing documentation, for the fire safety design of the K6 boiler house.

The Work shall meet the following minimum requirements:● The above-ground structures will be of steel;

o Load-bearing structures inside the fire compartment - R 45/DP1 with lining with fire resistance at least EI 45/DP1;

● The cladding of buildings and roofs will be made with the necessary thermal-insulation and fire protection properties;

o Load-bearing structures of roofs – R 30/DP1 with soffit with minimum fire resistance EI 45/DP1

o Fire-resistant ceilings – REI 15/DP1;o New fire walls between the boiler hose and adjacent areas – REI 45/DP1;

o hose systems will be installed at a height of 1.1 - 1.3 m above the floor (measured to the center of the equipment), having a layout arrangement so that people can easily access them;

o hose systems will be connected to the internal water pipeline with non-flammable pipes and will be constantly under pressure with an immediately available continuous water supply;

o hydrodynamic overpressure of at least 0.2 MPa will be ensured on the most unfavorably located valve (tap) of the hose systems;

o water flow from the closable jet nozzle will be at least 0.3 l.● The building facilities will be equipped with the necessary mounting holes;● The Work and its parts will be equipped with the necessary handling and lifting devices

● specification of the limit share of co-combustion of dried sludge from the wastewater treatment plant during the combustion of RDF, biomass or a mixture of RDF and biomass.

14.6.3[13.6.3] Specific requirements for the boilerThe boiler must not be subject to corrosion, abrasion, clogging, blinding, formation of hard build-ups or impermissible stresses or deformations in the boiler and its parts. Temperature measurement will be installed at critical points of the boiler pressure unit. The deviation of the temperature of the individual evaporator tubes compared to the average temperature of all tubes or groups of tubes for which the measurement is installed shall not exceed 5%.In no operating condition of the boiler, water spraying or wet steam delivery at the boiler outlet must occur. Steam from the boiler will be fed to a new TG3 steam turbine.A stable and uniform flow through evaporator is required. The boiler will be equipped with all the necessary safety features and elements.The boiler and its parts will be designed so that it is possible to carry out regular internal inspections of the drum.The heat transfer surfaces of the boiler will be designed in an area without risk of corrosion.

The Client requires the Bidder/Contractor indicate the following in the Bid: ● corrosion diagram of all heat transfer surfaces at RDF limit parameters;● thickness of corrosion, erosion and burnt allowances on individual heat exchange surfaces of

the boiler;● specification of anticorrosion metal spraying and overlay welding on boiler heat transfer

surfaces, especially location, area, thickness and material (e.g. INCONEL) *);● specification of the material of individual heat exchange surfaces of the boiler;● dimensions of pipes of individual heat exchange surfaces of the boiler;● specification of applied linings, especially location, area, thickness and material;● specification of material of air nozzles on the nozzle bed;● grate bar material specification;● specification of the scope of the annual grate bar replacement.

14.6.3.1[13.6.3.1] Water and steam samplingThe boiler will be equipped with automatic samplers for sampling boiler water and steam.

14.6.3.2[13.6.3.2] Boiler blow-offThe K6 boiler will include a new blow-off expander common to both boilers and located at +0.0 m in the K6 boiler house. Blow-off (e.g. of drum, level indicators, chambers, etc.), venting, drainage of the silencers, direct drainage of boiler, etc., will be brought into this expander via the necessary fittings, check valves and screens.Control valves will be grouped in suitable locations to facilitate operation and control.The expander will be provided with water spray for cooling. The surface temperature of the tank insulation must not exceed 50 °C.

The expander will be connected to the atmosphere by a new steam pipeline that will be outlet above the roof of the boiler house. The expanded effluent will be discharged from the expander through the water loop to the flushing channel.

14.6.3.3[13.6.3.3] Drainage The boiler and its parts, including steam pipes, will be equipped with efficient direct and indirect drainage. Both direct/indirect drainage pipes will be routed separately.Control valves will be grouped in suitable locations to facilitate operation.Indirect drainage will take place through automatic condensate traps and will be introduced through pipes into the existing condensate expander at the TG2 machine room at +0.0 m.Direct drainage will be conducted to the sludge expander.

14.6.3.4[13.6.3.4] Boiler blowdownBoiler blowdown will be automatic depending on the conductivity of the boiler water.The Work will include a new blowdown expander. The Client expects to place the blowdown expander on the floor level of +14.0 m. For the operation of the K6 boiler, the steam from the blowdown expander will be transferred to the steam distribution manifold for NN No. 1 at +14 m. The condensate from the blowdown expander will be introduced into the existing blowdown cooler or the newly supplied blow-off expander.

14.6.3.5[13.6.3.5] Cleaning of heat exchange surfaces and empty passThe boiler will be equipped with devices for efficient automatic cleaning of heat exchange surfaces during boiler operation based on the principle of steam blowers for superheaters and economizers. The Client also requires the installation of an effective water spray system for cleaning the empty pass of the boiler using cooling water.The Bidder/Contractor shall state the method and description of the cleaning technology in the Bid.

14.6.3.6[13.6.3.6] CoolingIf it is necessary to cool some parts of the technology, it is required that the system recuperates heat to PŘHP technology.The Client requires a closed cooling circuit for cooling the boiler's own technology together with the cooling of the samplers. As part of the concept of connecting the cooling circuit, the Client requires the preparation of the branch terminated with fittings for the use of part of the heat for tempering the boiler house and fuel storage area. The expected need for heating output for the storage space area is at the level of approximately 200 kW.For the summer period, the Client offers the possibility of using circulating HV water for the use of waste heat.In the bid, the Bidder/Contractor will indicate the potential of heat and the possibility of its use in PŘCHP technology.*) The Contracting Authority also allows the use of other, quality and technically similar solutions or products while maintaining the required reliability and safety.

14.6.3.7[13.6.3.7] OtherThe boiler will also be equipped with the following:● Gas burners for starting and stabilizing the combustion process of the boiler;● The necessary access and control doors to allow easy access for maintenance, cleaning and

measurement;● Sight glass holes into the combustion chamber with interchangeable glass and air cooling;

The sight glass holes will be easy to open and close;● Inlets to the combustion chamber and subsequent pass for the installation of temperature field

measurement;● Silencers for start-up and safety valves;Components of the boiler will also include elements ensuring the safety of the equipment and protection against overpressure in the furnace.The Bidder/Contractor shall state the outputs of the individual burners in its Bid. It specifies the possibility of their use for drying linings and making blow purges.

14.6.4[13.6.4] Boiler feedingThe Work will include delivery and assembly of 2 pieces of new feeding pumps incl.  all related interconnections. They FPs will be located in the space of the existing pumps EN31, EN3 under the handling space of the bridge crane. The piping system will be designed and equipped to allow pressure testing of any boiler.The boiler feeding will include, inter alia: ● controlled minimum pump bypass● new inlet valves and fittings on the FP intakes● pump suction filter with remote differential pressure measurement upstream and downstream

the filter● new valves and fittings on the FP discharge with remote control● necessary connecting pipes, hinges, compensators etc.● measuring the FP flow on the pump discharge

14.6.4.1[13.6.4.1] Feeding pumps● The operating range of each FP will cover the entire boiler output range.● The pump concept will be without external cooling of the seals.● Shut-off electrical valves will be installed on the suction and discharge.● A minimum bypass valve, e.g. a SCHROEDAHL *) valve equivalent, will be located at the

pump output pipeline.● The feeding pump drive will be an electric motor with FM speed control. The FPs will be

automatically controlled to always Work at optimum efficiency.● The displacement of both feed pumps will be interconnected.● Minimum bypasses of the pumps will be introduced into the existing feed water tanks No.2 a

No. ¾.

● The design will take into account the suction conditions of the pump suction (NPSH).

14.6.4.2[13.6.4.2] Boiler feeding headThe feeding head will consist of a single branch with the required minimum equipment:● necessary shut-off valves, and a non-return valve,● automatic control valve, which must allow continuous and stable flow control,● remote measurement of the pressure difference on the control valve,● branch with necessary fittings for connection of the mobile pump to perform a pressure test

of the boiler (1.6 x nominal steam pressure).

14.6.4.3[13.6.4.3] Boiler feeding controlThe feeding will be maintained at a constant differential pressure on the feeding head. The feeding water flow control must be stable and continuous with maximum efficiency. The pressure difference on the feeding head must be adjustable on the OP.

14.6.4.4[13.6.4.4] Feed water preheatingIf it is necessary to increase the feed water temperature, a new steam/water exchanger will be supplied to incorporate in the line between the common discharge of the feed pumps and the feed head. The exchanger will be equipped with a bypass (2x closing manual valves).

14.6.4.5[13.6.4.5] Steam outlet temperature controlThe feed water pipe for injection will consist of two branches, the required minimum equipment:● branch no. 1 – 1x closing (manual) + 1x control (electric) + 1x closing (manual),● branch no. 2 – 2x closing (manual).

14.6.4.6[13.6.4.6] Pressure assembly of the boilerTwo safety valves of an approved type will be installed on the outlet steam line. Each valve will be equipped with:● impulse part and spring valve.The impulse pipes will be led from the boiler drum and the outlet steam line. They will be physically connected to the outlet superheated steam line from the boiler.The physical opening of the safety valves will be signaled on the superior boiler control system.Client refuses the heat surfaces concept using the finned tubes.

To measure the level in the boiler body, one direct level gauge will be replaced by the HYDRASTEP system level gauge. The Client requires the use of the existing system installed on boilers K1 and K2. ● Sensors (plugs);● Local and remote display panel.

Within the process of the performance of the Work, it will be dismantled, followed by assembly and installation of a new pressure cylinder and low-current connection.

14.6.5[13.6.5] Boiler air system

14.6.5.1[13.6.5.1] Air ductsThe air ducts will be of sheet metal, designed with sufficient rigidity and equipped with metal expansion joints. The materials used must withstand the operating environment.As the combustion air, air from the indoor fuel storage will primarily be used. The point of connection to the air duct from the storage shall be on the wall of the K3/K4 boiler house at the floor level of approx. + 8m.

14.6.5.2[13.6.5.2] Air fans / air blowersThe air flow control will be automatic by changing the FM speed. Due to the fan control, vibrations, pulsations and unstable fan operation must be prevented. Effective noise protection for fans / blowers is required.

14.6.6[13.6.6] Flue gas system – flue gas ductsThe flue gas duct pipeline will be of sheet metal, with a min. thickness of 6 mm and equipped with fabric compensators. The flue gas duct route will be optimized so as to avoid local ash separation and abrasion. This will be documented by CFD analyses (velocity profile, mass flow).The boiler will be equipped with flue gas recirculation to reduce NOx emissions.The flue gas ducts will be equipped with anchor points for internal revisions.The flue gas ducts will be routed before entering the stack flue intake so that a vertical vertical section of at least 5D of the flue gas duct is in front of the future AMS installation site, followed by 2D downstream the measurement of the flue gas duct.In the flue gas duct there will be ready connection points with inlets for the installation of the measuring apparatus supplied of the AMS supplied by the Client.

14.6.7[13.6.7] Operating fuel storage system

14.6.7.1[13.6.7.1] System of filling operating bunkersA new external fuel transport system (two transport routes), which is not included in the scope of supply, will provide transport of fuel from the fuel storage site to the operational fuel bunkers of the K6 boiler. The battery limit is at the fuel outlet of the chutes from the external fuel transport system.

14.6.7.2[13.6.7.2] Fuel operating bunkersThe boiler will also be equipped with the following:● through two operating bunkers (for RDF, biomass or RDF in mixture with biomass);● The usable (net) capacity of one bunker will be 75 m3.

The bunkers will be of such a design as to eliminate the possibility of fuel vaulting and to ensure a reliable and smooth fuel flow through the bunker.In particular, each fuel bunker will be equipped in particular with:● two fuel inlets from external fuel transport (one for each transport route),● safety device against fire or explosion,● necessary dedusting,● reliable emptying with the possibility of emergency emptying outside the boiler,● an appropriately sized outlet opening with a closing device,● vault disintegration and vault-removal equipment,● lining of the sliding surfaces with a suitable material, ● remote continuous fuel level measurement,● remote continuous measurement of representative temperatures (inner space of the tank, wall

surface in the area of the discharge hopper),● continuous analysis of CO in the inner space of the bunkers.

14.6.8[13.6.8] Internal fuel transport from operating fuel bunkers to the boilerRequirements for fuel transport lines:● There will be one conveyor line from each operating bunker to the boiler;

● Each fuel line from the bunker to the boiler will be designed for the worst RDF fuel;

● The technology will be designed for the transport of RDF and biomass;● Each line will be equipped with automatic FM power control;● Each line will be designed so that it can be serviced or repaired during boiler operation;● The line must guarantee tightness against air intake or backflow of flue gases into the

operational bunkers in case of internal overpressure in the boiler;● Each line will be equipped with a safety device against fire or explosion.

14.6.9[13.6.9] Storage and transport of dried sludge to the boilerThe Work will be equipped with:● a separate inlet to the combustion chamber of the boiler that provides the dried sludge

technology connection to the combustion chamber without needed boiler shut down.

The Work will expect with a free area for:● receiving point accessible for truck transport● technology for fuel transporting from the truck to the silo,● silo with an expected capacity of min. 30 m3,● transport technology from the silo to the combustion chamber of the boiler

14.6.10[13.6.10] Transportation, storage and shipment of bottom ash or waste

The Bidder/Contractor will propose the most suitable method of transport, storage and shipment of bottom ash matter from the fluidized bed boiler, respectively through fall from the grate boiler, also with regard to the type of ash. The Bidder/Contractor shall provide information on the amount of ash and its classification according to Decree 93/2016 Coll. In the case of a fluidized bed boiler:● The boiler will be equipped with two routes of bottom ash matter removal from under the

combustion chamber;● Each route will be designed for the worst RDF fuel;● The concept of the ash removal technology will enable servicing of one route while operating

the other;● Recirculation of bottom ash matter will be routed back into the boiler fluidized bed layer.● The technology of bottom ash matter removal will be designed with respect to the possible

future installation of separation of metallic impurities;● The technology of ash matter removal from the boiler shall ensure safe cooling (50 °C) and

heat recovery.

In the case of a grate boiler:● The boiler will be equipped with one route for the removal of fall through from under the

grate;● The route will be designed for the worst RDF fuel;● The technology will be designed to maximize drainage of the through fall in the case of

installation of a wet discharge conveyor.

14.6.10.1[13.6.10.1] Containers for road transportIn case of using containers for road transport:● The solution must allow loading on the means of truck transport;● Each boiler will have at least 2 containers inside the boiler house.The Client requires assumes the placement of containers inside the boiler house where the place of loading will be built. The place of loading of containers will be connected to the PŘHP area roads. Electrically operated industrial sectional gate will be installed in the boiler house wall. The Work includes the design of container handling logistics.In case of unsuitability of containers for storage of bottom ash resp. through fall the Contracting Authority allows the use of silo.

14.6.10.2[13.6.10.2] Sand silo Basic requirements:● One silo In particular, the silo will be equipped with:

a max. of 10 mg/Nm3,● overpressure/underpressure protection,● other necessary equipment.The reception point of the silo will allow for the silo to be filled by tank trucks.

14.6.11[13.6.11] Internal gas distribution systemThe scope of the Work also includes the execution of internal natural gas distribution systems leading to and complementing the gas firing and stabilization burners of the boiler. The connection point will be on the outlet flange of the manual shut-off valve of the external gas distribution system on the roof of the K4 boiler house (in front of the K3 wall). The external DN200 gas distribution system and shut-off valves are not included in the scope of the Work. Basic requirements for internal gas distribution system:● It will be equipped with an automatic gas safety closing valve and possibly a pressure

controller at the entrance to the boiler house;● Gas distribution systems must be equipped with venting outlet from the boiler house;● Each burner will be equipped with a separate gas line with filter, manual and automatic shut-

off and control valves, etc.;● Each burner will be equipped with gas volume measurement with remote transmission to the

control system;● The gas will be supplied to the boiler burners via flexible compensators;● Valve state signaling brought to the operator station;● Signaling of fault states and emergency limits at the operator's station;● The burners will be fully automatic with remote transmission to the control system.

14.6.12[13.6.12] Boiler house safety measuresBoiler house premises will be equipped according to the valid regulations (in particular ČÚBP Decree No. 91/1993 Coll.) with a gas leak detection system connected to the automatic safety shut-off of gas supply to the boiler house.The system will consist mainly of:● gas leak detectors (of 1st and 2nd level) located according to TPG 938 01,● measuring the maximum air temperature in the boiler house (45 °C) with warning and

protection function,● CO concentration measurement,● CH4 concentration measurement,● exchange room,● optical and acoustic signaling of gas leak detection and high temperature in the boiler house

at the thermal control room.

Safety buttons will be installed. Pressing any button will shut off the gas combustion in the respective boiler and shut down the boiler. The buttons will be designed so as to prevent accidental pressing. Button layout:● on access routes to the boilers,● on escape routes from the boiler house,● on the thermal control room.

14.7[13.7] OA 04.02 DENOx technologySNCR technology or SCR technology will be used (if necessary) to reduce NOx emissions in the flue gas with respect to specific emission limits. An undiluted 24-25% ammonia water solution will be injected into the boiler as a reducing agent. Spraying medium – compressed air.OA 04.02 consists mainly of the following: ● parts for tapping and storing the reducing agent (storage tanks or storage vessels, tapping

pumps, etc.), ● steel structures, service platforms and footbridges,● reducing agent distribution systems (piping, pumps, valves, fittings, etc.) to the boiler, OA 04.03 DeNOx technology must comply with the provisions of ČSN 12952–14 and regulations for the storage of ammonia water.

14.7.1[13.7.1] Basic requirements for DeNOx technology● The nozzles will be positioned within OA 04.01 Boiler K6, so as to ensure high SNCR

efficiency;● Within OA 04.01 Boiler K6 and OA 04.02 DeNOx technology the Contractor will create a

reserve in the penetrations into the boiler for possible future installation of injection lances;● Material of pipes, valves and fittings etc. will be stainless steel, at least AISI 316;● The injection lance must be removable during boiler operation; ● Individual lances can be independently and reliably shut-off from the media for a long time;● The correct position of the injection lances will be permanently marked;● Each level of injectors will be equipped with its own mixing and distribution module as close

as possible to the injection lance, the modules will be equipped with appropriate equipment for control, measurement together with connection to the flushing medium;

● The individual mouths of the injection lances must be designed with emphasis on minimizing damage to the linings in its vicinity;

● Within the OA, one complete spare injection lance and a set of nozzles will be delivered.● The boiler house will also be equipped with the following:

o rinsing spot for washing eyes with drinking water,o safety shower with drinking water.

● The warehouse will be located outside the boiler house building in the area according to Annex P01.04 and Annex P01.05;

● A tapping point of the reducing agent will be established near the storage;● The tapping point, including the storage, will be covered (sheltered);● In the event of a tank accident and for SNCR technology flood protection, the storage tanks

and the reducing agent tapping stations will be placed in a monolithic concrete containment tray;

● The containment tray will be connected to the collecting sump;● The containment tray will be designed to collect the volume of one storage tank/vessel;● Dredging sump No. 1 under EP of K4 boiler will be used as a collection pit for possible

leakage from a tank truck.● The reducing agent storage will be equipped in particular with the following:

o necessary accessories,o equipment for handling and storing ammonia water,o the storage will be equipped with a rinsing area for washing eyes with drinking water,o safety shower with drinking water.o measuring equipment and safety measures that include inter alia:

▪ a spray sprinkling system that will cover both the tapping point and the storage tank area,

▪ level measurement and limit level sensor (max. level sensor) in storage tanks,

▪ measurement of the temperature in the tank,

▪ safety detection and signaling of ammonia water leakage (NH3 leak sensor),

▪ electronic fire alarm signaling (EFAS),

▪ wind direction indicator (local/remote),

▪ acoustic and visual alarm signaling,

▪ CCTV system.

14.7.3[13.7.3] Basic requirements for the tapping point of the reducing agent● An impermeable paved surface with monolithic curbs with drainage to the collecting sump

will be created in the space of the reducing agent tapping point;● Any leakage of the reducing agent will be collected to a new collecting sump and an

underground emergency tank;● The tapping point shall be located in the space according to according to Annex P01.04 and

Annex P01.05;● The tapping point of the reducing agent must be readily available to tank trucks and will be

connected to the PŘHP roads;

● The tapping point will be equipped in particular with:o the filling pipe of the tanks with quick couplings and shut-off valves,o tapping pump of sealless design,o a vapour transfer device for tapping back into the tank truck,o other necessary elements.

● A tapping control box will be placed in close proximity to the tapping device to control the shut-off valve (pneumatic);

● Reducing agent level indicator will be placed on the control box.

14.7.4[13.7.4] Basic requirements for design – storage tanks● 2 x standing stainless steel tank, at least of AISI 316;● The tanks must be certified for the storage of ammonia water.● Storage capacity – Tab. 4● Import of reducing agent on working days;● The tanks will be at least equipped with:

o a system for emergency discharge of the contents (with doubled valve) into the tank truck,

o a review opening,o a safety device,o a reserve for field instrumentation,o a reserve outlet,o an ammonium vapour filtration system,o necessary measurement,o inlet for rinsing water from the lance,

● reducing agent pumps will be in a 1 + 1 arrangement (sealing system to minimize leakage of the pumped medium).

● Tank connection allowing to operate with any tank.● The connection of the tanks will allow the pumping of the reducing agent from one tank to

the other.

14.7.5[13.7.5] Basic requirements for design – storage tanksIf the required storage capacity requirement is fulfilled according to Table 4 Requirements for storage capacities, the Client permits to design the storage of reducing agent in another optimized solution without its physical tapping in the area, e.g. in the form of storage containers.

● in case of protection of SNCR technology against floods, the storage vessels and pumping stations of the reducing agent will be placed in a monolithic concrete sump accessible with regard to their regular replacement (filling off-site) by handling equipment (forklift)

● Reducing agent storage shall be equipped according to clause 14.7.3● with 2 x double-walled container, with level indicator and filling valve.

14.8[13.8] OA 04.03 Flue gas treatment technologyThe flue gas treatment technology includes all the parts needed to meet the emission limits given in chapter 11 (except NOx – see 2914.7).The flue gas treatment technology will be conveniently located in the area of the boiler abaft system of K3 boiler house. The reactor will be positioned as close as possible to the bag house fabric filter.The technical design of flue gas treatment has to be designed as multi-stage filtration with minimum and optimized pressure loss. The flue gas route from the boiler to the stack will be optimized to prevent abrasion and undesirable local sorting of fly ash. Optimize the flue gas routes to the individual sections of the bag house fabric filter with regard to the homogeneous flow of flue gas and fly ash. This will be evidenced by CFD analysis.For flue gas pre-filtration and filtration, the Client requires the supply of new technology in the boiler abaft system of the K3 boiler house. Flue gas treatment technology consists mainly of:● flue gas pipes in the boiler abaft system upstream flue gas filtration,● additive dosing system,● reactor,● new bag house (fabric) filter, ● automatic bypass of the fabric bag house filter for non-stationary conditions of the

technology,● flue gas recirculation,● flue gas exhauster,● recirculating fan (if necessary),● all necessary remote-controlled enclosures,● connection of the flue gas treatment technology to the existing PŘHP stack,

14.8.1[13.8.1] Flue gas system – flue gas ductsThe flue gas duct pipeline will be of sheet metal, with a min. thickness of 6 mm and equipped with fabric compensators. The flue gas ducts will be equipped with anchor points for internal revisions.The flue gas ducts will be routed before entering the stack flue intake so that a direct vertical section of at least 5D of the flue gas duct is in front of the future AMS installation site, followed by 2D downstream the measurement of the flue gas duct.In the flue gas duct there will be ready connection points with inlets for the installation of the measuring apparatus supplied of the AMS supplied by the Client.

14.8.2[13.8.2] Basic requirements for flue gas pre-filtration and filtrationWithin the delivery of the new technology for pre-filtration and filtration of flue gas, the Contractor shall include especially the following in the bid:● Pre-filtration of the flue gas must ensure, to the maximum extent possible, the separation of

solid pollutants from the flue gas before dosing of the additives;● Bag-house fabric filter technology will be used for flue gas filtration; ● The technology will be optimized to minimize pressure loss;● Corrosion protection of all outdoor steel structures including ladders, platforms, staircases,

etc. will be provided within the scope of supply;● The technology will be safely separated from the steel structure to prevent thermal bridges

and corrosion;● Pre-filtration and filtration technology will be sheathed with internal tempering of the

technology space, preferably with waste heat from the technology;● The Client requires the use of waste heat from a future new compressor station provided as

counterperformance by the Client;● The filter area will be designed with a reserve for clogging of the filter sleeves in each

section;● Minimum requirements for filter fabric:

o surface density min. 550 g/m2

o operating strength min. 900 N (according to ISO 9073-3:1989)o transverse strength min. 1000 N (according to ISO 9073-3:1989)

the dosing of activated carbon.● Dosing of additives with regard to the best possible mixing with flue gas resp. residence

time;As part of the technology tests, a leak test of the filter hoses using two fluorescent powders will be performed.As a part of the bid, we require you to specify the following:

● scope of supplies, works and services related to the delivery and assembly of technology;● internal and external dimensions of pre-filtration, reactor and filtration technology;● description of the flue gas treatment technology offered and basic information on the

equipment;● for the baghouse fabric filter technology the bidders must state the following information:● arrangement and number of chambers, rows in the chamber, sleeves per row;● total filter area, sleeve length and diameter,● flue gas pre-filtration and filtration reserve,● minimum, nominal and maximum values for flue gas flow rate,● information about the flue gas bypass dimension and its capacity (% share of nominal flow

14.8.3[13.8.3] Sorbent storageThe sorbent storage will consist mainly of a lime hydrate reservoir Ca(OH)2, or a reservoir of NaHCO3, an activated carbon reservoir, steel structures, service platforms and footbridges, additives dosing systems and accessories.

14.8.3.1[13.8.3.1] Basic requirements for sorbent storage● The sorbents are assumed to be filled from tank trucks with approx. volume of 40 m3;● The reception point of sorbents will be easily accessible for tank trucks;● Activated carbon silo will be fitted with an inertization system to eliminate the risk of

explosion in the event that this measure is necessary with regard to the assessment of technology according to the risk of explosion;

● Under the sorbent reservoir a safety rinsing point with drinking water will be created for eye washing;

● The waste water from the rinsing point will be drained into sewer; Connection to sewerage and other utilities will be addressed in basic design, see chap. 15.3

● The technology will be protected from the weather.

14.8.3.2[13.8.3.2] Basic requirements for sorbent reservoirs● venting with a filter with compressed air regeneration; residual dust concentration at filter

outlet below 10 mg/Nm3,● clarification with dry air,● protection against overpressure/underpressure,● dust-free reservoir emptying system.

14.8.4[13.8.4] Flue gas ducts and fans and flue gas recirculation fanThe flue gas duct pipeline will be of sheet metal, with a min. thickness of 6 mm and equipped with fabric compensators.The flue gas ducts will be equipped with sampling points for continuous emission measurement and for emission control measurements. These locations must be accessible from service platforms and footbridges (constituting part of the Work). The technology must withstand the flue gas operating temperatures, abrasion and composition. The fan design shall allow easy inspection and cleaning. The fan motor will be equipped with thermal protections of winding. Speed control will be ensured by FM.The working area of the flue gas fan will also include the operating status of the flue gas cleaning technology via by-pass.The fans will be roofed and equipped with silencers.

Pneumatic transport will be remote controlled, fully automatic.Pneumatic transport routes:● from flue gas pre-filtration to shipment silo N°1 (500 m3). New route.● from flue gas filtration to shipment silo N°4 (500 m3). New route.● Pneumatic transport of fly ash from pre-filtration will consist of two separate branches under

each of the filter halves with subsequent connection to one branch further routed to the shipment silo N°1.

● Pneumatic transport of fly ash from filtration will consist of two separate branches under each of the filter halves with subsequent connection to one branch further routed to the shipment silo N°4.

The Client requires the use of existing piping bridge structures (after their static verification and modifications) for routing of pneumatic transport routes.Basic requirements:● Inspection and modification of all the existing used parts of pneumatic transport including

steel structures and including static recalculation will be performed;● Corrosion protection of all used outdoor steel structures including ladders, platforms,

staircases, etc. will be restored within the scope of supply;

increased fly ash leak during boiler blowing),o so as to prevent fly ash settling,o with maximum efficiency,o so that all parts can be inspected and cleaned,o with a view to minimizing abrasion (installing arches instead of elbows),

14.10[13.10] OA 04.05 Electric partElectrical equipment and wiring will comply with the applicable ČSN, IEC standards, especially with regard to protection against electric shock, conductor sizing, external influences and electromagnetic compatibility. The equipment must also comply with EU energy efficiency regulations.In the electrics and M&I part, it is necessary to incorporate the new equipment into the existing power supply grid of the Přerov CHP, their nominal parameters, capacity, short-circuit ratios, etc. Assumed concept - must meet at least the second stage of electricity supply according to ČSN 341610. The Client reserves the right to individually request the first stage of supply for selected major facilities.Furthermore, it is necessary to consider the concept of secured supply of control circuits so that the technology can continue to operate at least after a 1 second drop of the power voltage. This requirement implies precise technical requirements for equipment of the facilities e.g.:● secured control voltage, ● equipment of all closing actuators, ● equipment of all the control actuators, which will be single-phase and will be powered by the

UPS's secured UPS power supply and other information, so as to meet the condition of safe and controlled shutdown of the technology.

The Work shall include:● construction of bays for new HV/LV dry transformers,● installation of new main switchboards for the boiler,● The necessary modifications will be made to connect the technology of the boiler as required

by the Work. The Client allows the use of the existing premises:● space of the self-consumption substation for the former K3 boiler at the level of + 0.00 m,

including the cable compartment at the level of of -3.50 m,● space of the self consumption substation at the level of + 3.50m,● space of secondary substations of K3 boiler.● If necessary, a static assessment of the unused space of the former thermal control room will

be carried out at + 7.5m for use as a substation for the K6 boiler;The Work shall include complete construction works in the premises, including technical equipment, new air conditioning and ventilation.

The Work shall include all equipment of the new switchboards with protective work equipment, insulating carpets (on the entire floor surface), safety aids, warning signs, etc. according to ČSN. Compensation of power factor of the new boiler substations will not be addressed within the scope of supply of the new boiler.The delivered technology components must not be a source of interference – emissions (transient overvoltage, starting currents, currents of higher harmonics, etc.). At the same time must meet the requirements for electromagnetic compatibility (EMC). If some of the delivered technology components will be a source of interfering signals, it is necessary using all suitable means and ways to limit them in accordance with valid ČSN, EN standards.

14.10.1[13.10.1] Basic requirements

14.10.1.1[13.10.1.1] Instrument equipment of switchboards   ● The basic technical requirement for the new equipment is to ensure the unification of the new

equipment with the existing equipment of Přerov CHP to a maximum possible extent.● Wire marking (start and end) - in switchboards, control cabinets, etc. must be done with two-

way marking. ● Wire labels will be made in the form of marking sleeve, which will be described

mechanically by a durable description. As follows: From where (instrument / terminal board / terminal) and to where (instrument / terminal board / terminal).

● Termination of stranded wires will be done by pressing terminals. When using two conductors under one terminal, one double-sleeve will be used to maintain the connection.

● Color design of conductors and deposition will be in accordance with valid ČSN. In particular for

o AC wires: L1 (black), L2 (brown), L3 (gray), N (light blue), PE (yellow/green)o DC wires: + (dark red), - (dark blue)o Full-length bare wires/LV and HV wires: phase (orange) with black phase sequence

strips, N (light blue), PE (yellow/green) ● Wire laying - the connection of the control and power circuits in the control cabinets and

local control cabinets shall be carried out exclusively with stranded wires.● There will be a description of the importance of the protection elements for the specific

switchboard cabinet array, including the measuring instruments, on the switchgear doors. ● Each technological drive will have its power circuit, including protection and control circuit,

including protection. ● The equipment must be adapted to the needs of securing the drive and the works on the same.● The devices in the switchboards will be placed in such a way that the cabinet door can be

closed in any position (e.g. inspection position). ● Each drive over 30 kW will have local and remote current measurement, an electricity meter

with pulse output to the control system.● The electricity meter must be have a suitable design for the nature of the currents of the load

being measured.

● In the manufacture of switchboards and control cabinets, the representative of the Client specialized in electrics will be invited to discuss the actual design and execution, i.e., for example, array ventilation, instrument placement, power connections, interconnection control cabling routes, etc.

The Bidder/Contractor shall specify in the bid, how to safely shut down the Work in the event of an emergency power failure.

14.10.1.2[13.10.1.2] HV cables and cable routes● The power supply distribution systems for high voltage electrical equipment will be made –

type AYKCY. ● New cable routes will be laid in hot galvanized cable trays with deep hot galvanized

treatment. ● The cable routes will be connected to each other and connected to the main structure of the

boiler house, substation, etc.● The wiring will be laid separately according to valid ČSN standards. ● The cable routing must be laid out and arranged clearly so that it is crossed in the least

possible extent. ● HV cabling will be described every 20m and on both sides in the point of a penetration. The

indication will also include the information where to and where from. ● The line penetrations through building structures, including outlets to switchboards, must be

provided with fire barriers with a resistance of 60 min. ● The cable marking will be made with durable cable labels (with outdoor use parameters) at

the beginning and end of the cable and at the point of the cable branching. The indication will also include the information where to and where from.

14.10.1.3[13.10.1.3] LV cables and cable routesThe distribution systems for low voltage electrical equipment will be made with PVC insulation

and Cu core - CYKY type. ● New cable routes will be laid in hot galvanized cable trays with deep hot galvanized

treatment. ● The cable routes will be connected to each other and connected to the main structure of the

boiler house and the substation.● The wiring will be laid according to valid ČSN standards. ● The cable routing must be laid out and arranged clearly so that it is crossed in the least

possible extent. ● The line penetrations through building structures, including outlets to switchboards, must be

provided with fire barriers with a resistance of 60 min.● The cables will be protected from mechanical and thermal damage in the technological

process.

● The armored pipes will be hot-dip galvanized to protect the fixed installation and flexible plastic sleeve protectors with UV resistance to protect the flexible installations.

14.10.1.4[13.10.1.4] Other cabling and routes● For emergency lighting, cables according to valid ČSN with fire resistance will be used.● JYTY-type cables will be used for low-voltage wiring.

14.10.1.5[13.10.1.5] Dry transformersThe supplied dry transformers will meet the requirements listed below, in particular:● They will be in the IP20 design with a thermostat of dangerous temperature, door switches

on all doors and surge arrester on the primary side;● The transformers will be of low-loss design;● Dyn1 connection; ● Rated voltage 6.3//0.4/0.230 kV; ● Short-circuit voltage approx. 6%; ● With branches ±5%;● Suitable design with respect to the waveform of the load current;● It will enable short-term parallel operation with the existing 0.4kV LV backup collector low-

voltage network.

14.10.1.6[13.10.1.6] Main LV switchboard of the boiler● Each boiler will have a separate main LV switchboard (boiler switchboard and boiler abaft

system switchboard). ● It will be rated for short-circuit currents behind the new dry transformer. ● A condenser (to protect the transformer during idle operation) and surge protection will be

installed in the input array.● The overvoltage protection will be installed using the shortest conductors at the input to the

switchgear and will be as far away from other devices as possible. The manufacturer's installation instructions shall be strictly observed.

● The input circuit breaker will be of similar design and parameters as the BL or ARION type switch according to the required rated power input and will be withdrawable.

● It will include electronic short-circuit and overload protection. ● It will also be equipped with auxiliary status contacts – on, off, retracted, extended – two sets

will be used, i.e. for local indicator and for remote control. ● Interlocks will be direct electrical with a link to the primary transformer switch. ● The switchgear will also have a standby power input leads supplied from the LV standby

collector in the same dimension. ● It will allow short-term parallel operation for switchover of the input leads at defined states.

● The main supply standby will also be addressed from the undervoltage at the collector. ● Undervoltage tripping of the drives will also be controlled and adjustable in time. ● The control will be from a secured voltage of 220V DC IT. ● Measuring current transformers for input leads and for drives over 30kW will be equipped

for local and remote current measurement and will be fitted with an electricity meter with adjustable pulse output for processing in the control system.

● The current transformer terminals will be doubled, robust and must allow short-circuiting or connecting an additional meter for service purposes during operation and calibration.

● In the input lead arrays there will be local signaling, control and measurement.● Remote signaling and control will only be on the supply input lead and standby connections. ● The circuit breaker status signals extended/retracted, on/off will be two-state (bi-stable). ● Signals such as remote control on, control power loss, accumulator power loss, short-circuit

action, overload, input lead undervoltage, collector undervoltage, voltage analog signals upstream and downstream the switch, currents and power will also be introduced into the Experion *) control system.

● The output signals from the control system will be switched on and off of the LV switch and the standby selection.

● The unified instrumentation will have the parameters of the OEZ series fuse disconnectors, power contactors and industrial relays of the Schneider series (not miniature relays), single-row (not multi-row) well-arranged power and control terminal boards, industrial converters.

● The surface temperature of the instruments during normal operation shall not exceed 60 °C. ● The switchboard will have a space reserve of at least 10% to 20%.

14.10.1.7[13.10.1.7] Secondary technological switchboards● The switchboards will be installed in suitable indoor premises to supply remote technology. ● They will be equipped with two input leads from the main LV switchboard. ● The equipment will be intended for industrial use according to the existing specification. ● Undervoltage tripping of the drives will also be controlled and adjustable in time, not the

entire switchboard.● The switchboard will have a space reserve of at least 10% to 20%.

14.10.1.8[13.10.1.8] Drives for pumps and fans● The motor’s parameters will be similar to types 1LG4 (i.e. cast iron design, increased rigidity

of the structure and motor covers), protection at least IP 55 class, thermal insulation of class F (their use in operation will be in class B at ambient temperatures up to 40 °C), 400V, 50Hz, efficiency at least IE3 (according to ČSN EN 60034-30), input power reserve will be 10%. The motors will be manufactured in (with certified origin) and certified for the European Union.

● Each motor in the position will be permanently marked (technological importance) on a non-removable part.

● Each drive will have a transition box (drives over 30 kW will have a box of metal industrial design), which will serve for the transition from a fixed installation to a flexible installation (heavy-duty flexible cabling) with protectors. In addition, they will have a separate IP54 local control box with operation signaling alarm, Local-0-Remote switch and Start/Stop buttons.

● In addition, if the motor is controlled by a frequency converter, it will be additionally equipped with thermistors in the stator winding.

● If the motor is operated at the values below 25 Hz it will have an external fan. ● Engine speed control will only be up to 50 Hz. ● Motors powered by a frequency converter with a size of 280 and above, it will have an

insulated bearing.● If the motor is installed outdoors, i.e. with the risk of condensation, it will have anti-

condensation heating. ● Motors from the size of 180 will be equipped with a re-lubrication device with a flat

lubrication head.● The motor will be properly connected – protection of non-live parts according to ČSN.● When installing the motor outdoors, the motor will be provided with a lightweight roof

against direct exposure to atmospheric effects at a height of 200 - 300 mm with an overlap of at least 100 mm. Electric motor must be located in areas providing free access of cooling air so that the warmed air blown out is not re-aspirated by the electric motor.

● The motor terminal block must be freely accessible for maintenance purposes. ● Motors with a weight of more than 50 kg will have a suspension installed above the motor

for lifting and replacement.● In case of significantly heavier components, an installation of crane monorail incl. a lifting

device will be required.● The following specific signals will be transmitted to the control system:

14.10.1.10[13.10.1.10] Actuators of shut-off flaps or shut-off valves● The servo drive parameters will be similar to those of Modact. ● The speed will range from medium to low. ● The motors will be 1 x 230 V AC or 3 x 400 V AC according to the required power output. ● The grease-filled servo drive will be equipped with mechanical limit switches, torque

switches, position signaling switches, CPT1 transmitter, at least IP55 protection, operating temperatures ranging from -25 °C to + 55 °C, and anti-condensation heating for outdoor installation.

● When installing outdoors, the servo drive will be provided with a lightweight roof against direct exposure to atmospheric effects at a height of 200 - 300 mm with an overlap of at least 100 mm.

● Electric motor must be located in areas providing free access of cooling air so that the warmed air blown out is not re-aspirated by the electric motor. Minimum distance from the wall for fresh air inlet is 100 mm.

● The motor and servo drive terminal block must be freely accessible for maintenance purposes.

● Servo drives with a weight over 50 kg will have a suspension installed above the servo drive for lifting and replacement.

● There will be a local IP54 enclosure with open/closed position signaling, Local-0-Remote and Open/Close buttons at each servo drive (not on the servo drive).

● Control servo drives will only be single-phase 230 V AC due to power supply via UPS. Parameters of control servo drives are listed in M&I OA.

14.10.1.11[13.10.1.11] Light and socket distribution systemArtificial lighting, emergency lighting and sockets will be installed in all areas where the new technology of the Work will be built and installed and in all reconstructed operational areas, walkway and ancillary structures where the Work is to be inspected, serviced and maintained. Socket boxes with a voltage value of 400 V (63 A, 32 A, 16 A), 230V (16 A) and safe 24 V AC SELF (100 VA) in accordance with the applicable ČSN in IP54 will be installed near the new technology for maintenance purposes.The standard and design of the lighting system according to valid ČSN with IP54 protection. Luminaires will be safely accessible for maintenance and cleaning. The power supply will be from the main switchboards intended for electrical installation of the building facilities (not technological ones).Outdoor lighting will be installed (see 16.5). The power supply will be determined according to the needs of the Work using the existing outdoor lighting system in PŘHP. Emergency lighting will be installed according to valid ČSN with fire resistance for lighting system from external power supply. Emergency lighting will be supplied from the switchboard

14.10.1.12[13.10.1.12] Air-conditioning In order to ensure reliable operation of substations with frequency converters, it will be necessary not only to ventilate the premises but also to cool them. Requirements:● It will be necessary to perform calculations needed to design the air conditioning units; ● Supply and installation of indoor and outdoor units;● The equipment must optionally operate both in cooling mode and in heating mode; ● Supply and installation of cooling pipes and the necessary insulation; ● Supply and installation of condensate drainage pipeline and connection to sewarage; ● Classification and confirmation of the type and volume of cooling medium in accordance

with Act No. 73/2012 Coll.;● Performing of masonry dressing of all penetrations;● Filling of cooling circuits with nitrogen and performing a leak test by a direct method;● Vacuuming of the cooling circuit; ● Filling refrigerant circuits with refrigerant;● Performing the tightness test of the cooling circuits by a direct method;● Commissioning and testing;● All the installation works of new air-conditioning and cooling circuits will be carried out

according to valid legislation;● Supply and filling in the necessary number of register books for air-conditioning units,

including all records on installation, leak tests, commissioning, etc. All the records will be in a format compliant with applicable legislation;

● Supply and application of stickers on air conditioning units with durable description according to valid legislation (text: "Contains fluorinated greenhouse gases", name of FSP, quantity of the substance, tons of CO2 equivalent, GWP potential, etc.);

● submission of valid certificates issued by the MoE, to check the tightness of the equipment with fluorinated greenhouse gases and controlled substances, to recover fluorinated greenhouse gases and controlled substances, to install, maintain and service equipment with fluorinated greenhouse gasses and controlled substances, both the company and the installers;

● air conditioning will also allow tempering.

14.10.1.13[13.10.1.13] Weak-current installation of building facilities (telephone wiring, data wiring and other)

Weak current installation will be modified and supplemented according to the Work needs and according to valid standards, e.g.● Local telephone line;● Local Radio;

14.10.1.14[13.10.1.14] Grounding● Grounding will be done according to valid standards. ● It will be attached to the metal structure with a screw or welded joint, to the device only with

a screw connection, with subsequent corrosion protection. ● Connection of protective conductor with Cu core will be done by cable eye and screw

connection. ● The terminals and connections will be permanently marked according to ČSN.● Cable trays and all equipment will be connected and grounded. Grounding and connections

will be marked along the entire length of the cable route (in yellow/green).● For fire and explosion hazard environments, the applicable standards will be followed.

14.10.1.15[13.10.1.15] Lightening conductorThese works will be necessary for the removal of the existing roofing of the buildings. It is expected that the lightning conductor will be dismantled and will be re-installed and connected to the existing wiring after the installation of the new roofing. Their installation will be carried out in accordance with the valid ČSN standard.The new building facilities will also have lightning conductors according to the current standard, including the new grounding - using a foundation earthing wire.

14.10.2[13.10.2] R3.2–6.3 kV switchboardThe existing switchboard is a structure of the year 1976 with the partial modernization of HV switches in 2011. The main insulation of the switchgear structure has already gone through two floods and the metal part of the structure inside is corroded. The switchboard R3.2 will be replaced by a switchboard of similar design and parameters, such as the ZS1 type switchboard. ● It will be dimensioned for short-circuit currents according to data on short-circuit ratios of

Přerov CHP (minimum Ip = 31.5kA). ● The switchboard will have a type test certificate where its parameters are verified. ● It will meet the requirements for protection of persons against internal short circuits by the

exhaust channels to the ceiling, especially from the collector, switch and outlet compartments, the flaps will be equipped with sensors.

● The whole power section will be in copper. ● Voltage and current measuring transformers will be officially verified and have windings to

measure with an accuracy of 0.5% and windings for overload protection value of 20. ● The ground blades will be installed for all cubicles and will mechanically block the HV

switch disconnection to a short circuit. ● The switchgear will be equipped with vacuum switches of a similar type and parameters as

VD4 with mechanical interlocks, with local control and switch and accumulator status signaling.

● They will be withdrawable. ● The control part of the switchboard will be equipped with protective terminals of the design

similar to REF615 or REF630. ● It will have an extended set of inputs to ensure complete signaling, control and protection of

the HV array and Ethernet communication via IEC 61850 protocol with the Experion *) superior system over the optical line.

● The switchboard will have fully equipped 2pcs of reserve, which will be used for solving emergency conditions.

● Each array will be equipped with a separate local signaling of the tripping switch and ground blade and further local control. The signaling will be in the LED design on the switchboard cabinet door.

● Each array will be protected by arc protection for the compartment of busbar, tripping switch and overcurrent interlock outlet.

● Local and Remote shutdown of each HV array must be enabled regardless of the Local/Remote mode option - i.e. without inetrlocks.

● Undervoltage tripping of the drives will also be controlled and adjustable in time. ● The main supply standby will also be addressed from the undervoltage at the collector. ● The control voltage will be provided by 220V DC, IT network. ● The inlet leads will be under synchronous status protection with respect to the power supply

by a branch from the generator or 6.3 kV standby collector. Short-term parallel operation allowed for overrunning of supply lines at defined states.

● The supply leads of the R3.2 switchboard shall include VO7 and VO11 disconnectors located in the cable compartment. New ones will be installed at the level of + 0.00m with a surge arrester.

● The control of the disconnectors includes in particular the electrical interlock to the R3.2 supply switch and the master tripping switch.

● The signaling and control system will be both local and remote.● The terminals will provide short-circuit, overcurrent, undervoltage, arc and ground

protection, exhaust flaps and internal protection controls. Further also, external faults, door and dangerous transformer temperatures.

● Status signaling of disconnector, circuit breaker and ground blade status will be of two-state (bistable) type.

● Signals such as remote control on, control voltage loss, accumulator voltage loss, 100V AC circuit breaker trip, tripping route failure, supply lead undervoltage, bus undervoltage, analogue voltage, current and power signals will also be introduced into the Experion *) control systems.

● The output signals include HV circuit breaker ON and OFF, standby selection. The terminals will provide local signaling, measurement and control.

● The terminals will be time-synchronized with a superior system.● Smart terminals must be characterized by the flexibility of configuration tailored to the needs

and habits. In addition, it must support the new IEC 61850 substation automation standard,

including GOOSE horizontal communication (communication between functional units of the same layer) and DNP3 communication protocol, offering comprehensive connectivity to substation automation systems and to SCADA systems.

● A service device (laptop) will be supplied to diagnose, manage and maintain high voltage protections (terminals) with applications and the necessary communication cables to connect to the equipment.

● Each array shall be equipped with an electricity meter with adjustable pulse output for processing in the control system.

● The current transformer terminals will be doubled, robust and must allow short-circuiting or connecting an additional meter for service purposes during operation and calibration.

● The T31 transformer will be replaced with new low-loss, suitable for supplying the load from FC and will be rated for the required boiler technology at the low voltage level (see the section on dry transformers).

● The new switchboard will have a busbar for minimum parameters In = 1250A, Ip = 31.5 kA/1s and will have the following minimum equipment:

14.10.5[13.10.5] Identification of external influencing factors The applicable standard shall be followed. Existing external influential factors will be provided by the Client in the form of protocols on identification of external influential factors. At least the head of electrics and M&I department of the Client will be a member of the commission. The Work and its parts will correspond to the specified environment, i.e. they will be designed and in line with the surrounding environment and in accordance with the conditions to which they will be exposed during normal operation.

Field instrumentation will respect the existing instrumental unification of the Přerov CHP. All measurements will be installed in accordance with the installation requirements specified by the instrumentation manufacturer.● A 4-20 mA current loop will be used to transmit AI and AO signals.● A 24 VDC voltage level will be used to transmit the DI and DO signals.● Temperature measurement will be performed by temperature sensors of Pt100 type,

thermoelectric sensors of J, K type.Individual measurements and action elements shall be designed in accordance with the surrounding environment and in accordance with the conditions to which they will be exposed during normal operation.The gauges entering the balances will be metrologically verified, accompanied by a protocol on verification of the specified gauge and accompanying documentation of the manufacturer in the Czech language. 14.11.1.3[13.11.1.3] Flow sensorsFlow measurement will be provided by the sensor type selected for the medium to be measured and operating conditions. Throttling bodies will comply with ČSN ISO 5167 as amended. The primary elements will be of flange design.Note: Flow measurement sensors, which will make part of the commercial measurement, will be supplied with a certificate of verified design for billing measurement.Ultrasonic flow sensors will be with 4 - 20 mA output signal and frequency/pulse output. Flow sensor power supply is preferred to be 230 VAC from backup voltage.

14.11.1.4[13.11.1.4] Flow and heat meters● The flowmeter outputs (frequency or 4 - 20 mA) will be input into the INMAT mathematical

member. ● Pt100 (verified) sensors will also be connected to the INMAT unit. ● The heat output unit will be in GJ/h and the unit of energy is GJ. ● The INMATS will be connected to the I&C via the RS 485 MODBUS RTU communication

line.● Visualization of the measured values on displays of operator stations and archiving of

14.11.1.7[13.11.1.7] Valves with servo drivesAutomatic regulation and control is ensured mainly by valves with electric control servo-drives (flaps, valves, fittings etc.), which will be controlled and monitored by the control system. Control servo drives will be supplied with 230 V AC and controlled in three-points from the control system. The information on actual position of the valve opening (AI 4 - 20 mA signal) will be transferred back to the CS. The servo drives will be equipped with a CPT-1 position transmitter, torque switches, position switches and a heating resistance in the IP54 design. Control valve servo drives will be powered from the UPS.

14.11.1.8[13.11.1.8] Interlinks of M&I/ACS and ELECTRICSEach appliance of the power part that has to be monitored/controlled via the control system will be managed as one circuit within the ACS. The boundary for connecting DI/DO signals will be the terminal board in the M&I switchboard. The boundary for connecting AI/AO (FM) signals will be the terminal board in the M&I switchboard. The individual DI and DO type signals will be separated by a relay. The relays for the DO signals are located in the M&I switchboards and the relays for the DI signals in the electrics switchboards.

14.11.1.9[13.11.1.9] Cable glands and plugsConnection of instrumentation with cables will be solved by corresponding cable glands (gland size, protection).

14.11.1.10[13.11.1.10] Screw fittingsConnecting screw fittings are used for tight connection of appliances (pressure sensor, sampling device on the pipes, test manometer valve). Applied screw connections will be made of stainless steel grade 17.Valve kits and pressure gauge valves:The test pressure gauge valve separates the pressure sensors from the process part. They will be of a min. steel grade 17 and will correspond to the pipeline pressure class.

14.11.1.11[13.11.1.11] Holders and auxiliary steel structuresThe M&I devices will be fixed according to the instructions and regulations of the device manufacturer. Preferably, the typified parts supplied by the manufacturer. In case of necessity or

atypical installation, load-bearing and supporting structural steel parts will be made to ensure proper attachment of the instrumentation. All brackets and auxiliary structures will be made of a material that will resist the environment (temperature, chemicals, mechanical resistance, etc.).

14.11.1.12[13.11.1.12] Cables and cablewaysOnly copper core shielded cables and wires will be used for electrical connections. The remote and communication infrastructure interconnection, such as FTE, ModBus RTU etc. will be made with fibre optic cables. The cables will be provided with plastic labels – always at least at the beginning and at the end of the cable. The individual cores of the cable used are provided with sleeves. Termination of stranded wires will be done by pressing sockets. The following basic principles must be observed when laying cables:● Deposition in accordance with ČSN 33 2000-5-52 ed. 2.;● Protection against mechanical damage;● Protection against thermal influences;● Bending radii and laying temperature conditions must be observed;The cable shielding will only be connected on one side of the cable. This place is the control system switchboard. Shielding between field instrumentation elements and junction boxes must be isolated from earth potential. Only the shielding of one input cable (composite) and all output cables (signal cables) must be connected to the shielding terminal board in the junction and control boxes to avoid a ground loop that could become the source of the induced interference signals. The signal cable connection terminals in the junction boxes will be isolated from the earth potential.The M&I cable routes are generally divided into the main (backbone) and branch cable routes. The main cable routes will be made of closed MARS cable trays. In general, all MARS cable trays will be made of galvanized steel sheet. The cable routes will be divided/structured according to the voltage level.Cable routes will be marked with color strips according to the signal type:● RED AI + AO type signals● BLUE DI type signals ● GREEN communication signals ● BLACK voltage level 230 V and above Branch routes will be made in two ways:A) MARS cable trays of smaller sizeB) Hot-dip galvanized steel pipes. Branch cable routes serve mainly for branching from the main cable routes to individual instrumentation elements. ● Falling route – outer elbow;Screws will be used to secure the joints of individual cable tray components. The cable trays will be screwed to the load-bearing and support elements. Cable outlets/inlets from the cable trays will be provided with edge guards or bushings. Cable trays and break parts will be fitted with lids. ● The cables will be laid in cable trays in layers to maximize the tray space. ● Before installing the cables in the protective pipes, the pipe ends must be free of dirt and

provided with the appropriate gland. ● The load-bearing and supporting parts of cable routes are made of structural elements

(profiled sections), which will be welded to the steel structures and bolted if so required in extreme cases.

● The cable routes will be supported by structural members at a distance of 2000 mm but not more than 2300mm.

● Both internal and external steel structures with the exception of hot-dip galvanized or stainless steel ones will be provided with a protective coating. A primer coat and two topcoat layers for outdoor use will be used. The coatings of the structures will be made in RAL colors in matt finish.

14.11.1.13[13.11.1.13] Switchgears (switchboards) and junction boxes (cabinets)The control system, peripheral signals of field instrumentation components, peripherals and terminal elements of optical devices incl. transducers and information from high-voltage components will be installed in M&I switchboards. Design and structure of switchboards:● Steel sheet switchgears will be used. ● The switchgears will be equipped with a lock with opening using a standard switchgear

key/tool. ● The switchgears will be fitted with a light inside and a door switch. ● The dimensions of the switchgears will be determined according to the number of installed

devices with regard to the standard requirements of thermal load. ● The switchgears will comply with the enclosure protection in accordance with the

surrounding external influences. ● The switchgears will be manufactured and tested according to ČSN EN 61439-1 ed.2 and

ČSN EN 61439-2 ed.2. ● The switchgears will be equipped with all the labels, markings and elements in accordance

with the operator's standard requirements and practices. ● The cable inlets and outlets will be at the bottom of the switchgear (from below). ● Furthermore, there will be at least a 10% space reserve inside the switchgears.In the switchgears, the control system components, terminals, relays, distribution and disconnection of AC 230 V 50 Hz and 2 - 220 V DC will be installed. Further production and unlocking of DC 24 V power supply.

Depending on the interior equipment, the cabinets will be equipped with heat exhaust fans and ventilation grilles with air intake filters. The structure and design of the junction boxes respectively cabinets (JBs):● Mostly glass-fiber-reinforced plastic distribution boards will be used. ● The cabinets will be equipped with a lock with opening using a standard key/tool. ● The dimensions of the junction boxes will be selected with regard to the expected internal

usage and the free space at the point of intended installation. ● The cable interconnection of the individual M&I field instrumentation elements will be

mainly addressed by using junction boxes. ● The cables are routed from the junction boxes as composite cables via the interface box to

individual I/O cards of the control system. ● The junction boxes placed outside will be provided with a roof. ● Irrespective of external influences, the JB protection rating will be at least IP54. ● If the junction boxes contain equipment that is a source of heat (e.g. loss heat from

transmitters), protection against moisture condensation inside the cabinet will be ensured.● The JBs will be manufactured and tested according to ČSN EN 61439-1 ed.2 and ČSN EN

61439-2 ed.2. ● Furthermore, there will be at least a 10% space reserve inside the JBs. ● JBs will be placed on metal frames.● JB frames will be hot-dip galvanized or coated with a protective coating. A primer coat and

two topcoat layers for outdoor use will be used. The coatings of the structures will be made in RAL colors in matt finish.

14.11.2[13.11.2] Monitoring and control systemThe control system of the newly constructed Work will ensure the processing of measuring signals from the operation, continuous and sequential control, the function of the information system for the needs of operation and maintenance, diagnostics of the controlled technological equipment including protection and self-diagnostics. The system will cover control functions ranging from basic manual level control to automatic control of functional groups, regulation, Work operational optimization, etc. The parameters of the Work will be maintained within the limits of the specified range without operator intervention.

14.11.2.1[13.11.2.1] The control system will meet the following requirements:● Any control system will be unlocked for possible modifications by the Client after expiry of

the warranty period. The Contractor shall hand over the “Software Keys” to the Client.● The control system of the boiler will prepare and transmit data for production balance and

data storage for long-term archiving on the PŘCHP data server - Plan history database system (PHD);

● The system hardware will be compatible with the existing PŘCHP - Experion PKS system and TDC3000 from Honeywell company. Its components (printers, PC-based stations, etc.) will be typified products designed for industrial use;

● The control system will enable two-way communication between the control system of the given boiler and the related professions (fuel, boiler feeding, transport of sorbents, fly ash removal, bottom ash removal, etc.);

● The system software will be shipped fully developed, debugged, installed, and tested, capable of managing communication between all system components. It will include means for detecting and correcting faulty data and diagnostics for troubleshooting - diagnostic screens, system alarms, etc.

● The control system will provide operational and maintenance personnel with all necessary data in a form that ensures safe and economical operation of the Work;

● The philosophy of control ensures maximum safety for operators and maintenance personnel and for the controlled process; The control system implies the assumption of maximum service life of the technology controlled;

● Local failure of the control system does not cause subsequent failures or shuts down of some parts of the Work and shall not result in limited operation of the Work, the key components and system communications including controllers must be redundant - standard in PŘHP;

● Any combination of input and output data or operator commands may not block the system or part of it;

● Failure of the system shall not cause sending of erroneous signals;● In the event of an unwanted process state, the control system guides the operator to its root

cause;● The control system will prepare and transmit data for production balance and data storage for

long-term archiving on the actual PŘHP data server - Plan history database system (PHD);● Reserve in the number of free inputs (including cards) - min. 10% for each type of the input

signal used, evenly distributed throughout the entire system;● Reserve in the number of free outputs (including cards) - min. 10% for each type of the

output signal used, evenly distributed throughout the entire system;● Wired reserve in cabinets for installing additional i/o cards - min. 10% of evenly distributed

● It is possible to use the components of the boilers K1 and K2 control system. It consists in the use of switchboards and components of HPM (High-Performance Process Manager) part of DCS TDC3000. It means using the I/O carts with FTA modules pro the signals connection, Actual HPM processors have to replaced by the new ones C300, with the communication via FTE hub with the actual redundant Experion *) servers. Honeywell can provide a warranty for the listed existing hardware and its use.

● It will not be possible to use the existing cards and components of LM (Logic Manager) blocks, as they will not be supported by Honeywell in the future.

● Delivery, connection and commissioning of the new ES-T type operating stations;

14.11.2.2[13.11.2.2] Backup power supply (UPS)The M&I MCS equipment will be powered from the newly supplied uninterruptible source of power supply, the online type. The back-up source of power supply will be single-phase, 230 V, 50 Hz. The UPS will have a separate battery box, an internal by-pass and an external no-by-pass outage switch. At the same time, the external by-pass switch concurrently ensures that the UPS is disconnected from the load and power supply. Switching and backup power system status will be signaled to the operator at the operator's workstation. The backup time will be set to allow safe shutdown of the technology in the event of a power outage, for at least 30 minutes. The batteries used for UPS will be of maintenance-free design. The UPS will be connected in tandem and dimensioned so that if one UPS fails, the second UPS will take over 100% of the power output.

14.11.2.3[13.11.2.3] New operator workplaceOperator workplace of the Work:● It will be equipped with a central operator's workplace, a shift manager's one, a system

engineer's one and an extension of the substation management workplace. All these workplaces have to be able also to control the existing equipment, necessary for the operation of the delivered technology (water treatment technology etc.), connected and controlled by the existing control system TDC3000.

● It will be equipped with brand computers certified for the used software (Client expect its installation approximately 10 m from the operator workplace);

● The PCs will be via the industrial ethernet / FTE connected to the actual system servers

14.11.2.6[13.11.2.6] Alarms and trendsAlarms and technology data will be stored on disk of the data / system server in daily files. System and operating alarms can be sorted and evaluated according to priority, technological part of operation, etc.Data from communications will be used in energy balances.

14.11.3[13.11.3] Continuous emission measurement (AMS)The boiler will be equipped with a new continuous emission measurement, which will make part of the Client's couterperformance.The Work includes the preparation of technology for its installation:● suitable routing of flue gas ducts to meet the requirements of ČSN EN 15259 Air quality –

Measurement of emissions from stationary sources,● installation of service structure and two platforms installed on both flue gas duct sides with

the dimensions of 4 x 2 m and 1,5 x 1 m.● preparation of sampling points for connection of own sampling probes,● preparation of control machine samples for AMS verification and for required one-time

emission measurements by an authorized entity according to Decree No. 415/2012 Coll.,● arrangement of compressed air pipelines,● preparation of sampling equipment for installation of emission control equipment as per ČSN

EN 14181 QAL2,● arrangement of all the cabling and cable routes for the AMS connection and introducing the

signals from the AMS to the control system,● arrangement of the communication line from the new AMS PC to the boiler DCS. At least

the temperature and pressure of the flue gases, the amount of O2 and the recalculated instantaneous, minute and half-hour average values to the normal conditions of the measured pollutants will be transmitted over the communication line. The transmitted values will be displayed, optically alarm and archived in the boiler DCS

● specification of the quantity and types of signals required to control the proposed technology.

14.12.1[13.12.1] Extension of EFASThe existing FAS system will be extended to the required extent. The Work will also include modifications to the superstructure of the EFAS. This consists in the processing of graphics and configuration of the appropriate number of addresses. The graphic superstructure is currently installed at the thermal control room.The existing analog addressable fire control panel MHU 111 Firexa is installed in the area of the thermal control room of the MCS at the + 3.5m floor level. The MHS 811 operator panel is installed in the gatehouse, where there is a permanent service and there is also the fire alarm reporting service.● Operating voltage: 2DC, 12 V● Protection acc. to ČSN 33 2000-4-41: by low voltage - SELVThe newly installed equipment must be homologated for operation in the Czech Republic by the Fire Rescue Service Directorate of the Ministry of the Interior of the Czech Republic and must comply with ČSN 34710 and EN-54 standard.

Boiler house ventilation requirements:● Emergency ventilation of the boiler house will be connected to the gas leak detection system;● Forced ventilation will be achieved by means of axial fans located in the lower part of the

“northern" rear perimeter wall of the K6 boiler house.● The fans will be designed for outdoor use and will meet requirements of the sanitary
