AWARDS AND DECORATIONS

1 AFJROTC AWARDS AND NATIONAL AWARDS:  The SC-821 AFJROTC Cadet Group will recognize individuals for performance, achievement, and participation.  A number of distinctive awards are authorized by the AFROTC Cadet Uniform and Awards Guide for AFJROTC cadets to recognize outstanding academic and leadership performance or for a specific display of valor.  When a cadet is recognized by a subsequent award of a ribbon he/she has previously received, an oak leaf cluster is awarded to be attached to the ribbon.  Medals, ribbons, and certificates are awarded in the following categories:

1.1 Gold Valor Award.  Award consists of a medal, ribbon and certificate. This award recognizes the most outstanding voluntary acts of self-sacrifice and personal bravery by a cadet involving conspicuous risk of life above and beyond the call of duty.

1.2 Silver Valor Award.  Award consists of a medal, ribbon and certificate. This award is given to a cadet for a voluntary act of heroism, which does not meet the risk-of-life requirements of the Gold Valor Award.

1.3 Cadet Humanitarian Award.  Award consists of a ribbon and certificate. This award recognizes cadets who provide aid in response to a singular extraordinary event such as a natural disaster or other catastrophe that has placed or has the potential to place a hardship on their fellow citizens. This award is not to be used to recognize day-to-day service in the community.

 1.4  Air Force Association (AFA) Award:  This award consists of a medal and ribbon. This award is presented annually at each unit to the outstanding AS-III cadet in AFJROTC who meets the following eligibility criteria:

 1.4.1 Award recipient must posses the following personal characteristics and eligibility criteria:

Positive attitude (toward AFJROTC and school).Outstanding personal appearance (uniform and grooming).Display personal attributes such as initiative, judgment, and self-confidence.Courteous demeanor (promptness, obedience, and respect for customs).

 1.5 Daedalian Award:  This award consists of a medal and ribbon and is offered to encourage the development of the spirit of patriotism, the love of country, and those high ideals of self-sacrifice which place service to the nation above personal safety and position, and to interest them in a military career.

1.5.1 This annual award recognizes one outstanding AS-III that meets the following criteria:Demonstrate an understanding and appreciation of patriotism, love of country, and service to the nation. Each cadet must:Indicate the potential and desire to pursue a military career.Rank in the top 10% of their AS class.Rank in the top 20% of their school class.

1.6 American Legion Scholastic Award:  This award consists of a bronze medal accompanied by a ribbon with a distinctive miniature attachment depicting a scholastic scroll.

1.6.1 The award is presented annually to one AS-III or AS-IV cadet based on the cadet’s overall scholastic achievements.  Each cadet must:

Rank in the top 10% of the high school class.Rank in the top 25% of their AS class.Demonstrate leadership qualities.Actively participate in student activities.

1.7 American Legion General Military Excellence Award:  This award consists of a bronze medal accompanied by a ribbon with a distinctive miniature attachment depicting a torch.

1.7.1 The award is presented annually to one AS-III or AS-IV cadet based on the cadet’s general military excellence.  Each cadet must:

Be in the top 25% of their AFJROTC class.Demonstrate outstanding qualities in military leadership, discipline, character, and citizenship.

1.8 Daughters of the American Revolution (DAR) Award:  This award consists of a bronze medal and ribbon.

1.8.1 This award is presented annually to an outstanding AS-I, AS-II or AS-III cadet.   Each cadet must:

Rank in the top 25% of their AS class. Rank in the top 25% of their high school class. 

   Demonstrate qualities of dependability and good character.Demonstrate adherence to military discipline.Possess leadership ability and a fundamental and patriotic understanding of the importance of JROTC training.

1.9    American Veterans (AMVETS) Award:  This award consists of a medal pendant and ribbon.

1.9.1 This award is presented annually to an AS-I, AS-II or AS-III cadet who possesses individual characteristics contributing to leadership such as:

A positive attitude toward Air Force JROTC programs and service in the Air Force.Personal appearance (to include the wearing of the uniform, posture, and

grooming, but not physical characteristics per se).Personal attributes (initiative, judgment, dependability, and self-confidence).Officer potential (capacity for responsibility, adaptability, and maintenance of high personal standards).Obtain a grade of “A” (or the numerical equivalent) in their AS class.Be in good scholastic standing in all classes at the time of selection and at the time of presentation.

1.10 Reserve Officers Association (ROA) Award:  This award consists of a bronze medal, ribbon and certificate.

1.10.1 This award is presented annually to an outstanding AS-I, AS-II or AS-III cadet for military and academic achievement to an outstanding cadet.  Each cadet must possess individual characteristics contributing to leadership such as:

  Positive attitude toward the AS curriculum.Outstanding personal appearance (wear of uniform, posture, and grooming).Attributes of initiative, judgment, and self-confidence.Courtesy (promptness, obedience, and respect).Growth potential (capacity for responsibility, high productivity, adaptability to change).Demonstrate the highest personal and ethical standards, and strong positive convictions.Rank in the top 10% of their AS class.

1.11 Military Order of World Wars:  This award consists of a bronze medal pendant, certificate and ribbon.

1.11.1 The award is presented annually to an outstanding first year AS-I cadet who has committed to continue the aerospace science program the following school year.  Selection is based on outstanding accomplishments or service to the JROTC unit.  The SASI, with the concurrence of the principal, selects the recipient and completes the Military Order of the World Wars (MOWW) citation by summarizing the cadet’s outstanding accomplishments or service to the unit.

1.12 The Military Officers Association Award (MOAA):  This award consists of a medal pendant with ribbon.

1.12.1 This award is presented annually to an outstanding AS-II or AS-III cadet who shows exceptional potential for military leadership.  Each cadet must:

Be an AS-III cadet.Be in good academic standing.Be of high moral character.Show a high order of loyalty to the unit, school and country.Show exceptional potential for military leadership.

 1.13 Veterans of Foreign Wars (VFW) Award:  This medal consists of a medal pendant with a ribbon.

1.13.1 This award is presented annually to an outstanding AS-III or AS-IV cadet who is actively engaged in the AFJROTC program and who possesses individual characteristics contributing to leadership.  Each cadet must:

Have a positive attitude toward AFJROTC.Have outstanding military bearing and conduct.Possess strong positive personal attributes (such as courtesy, dependability, punctuality, respect, and cooperation).Demonstrate patriotism (being a member of the color guard or drill team) and actively promote Americanism.Demonstrate leadership potential.Attain a grade of "B" in AFJROTC with an overall grade of "C" in all subjects for the previous semester.Be active in student activities.Not have been a previous recipient of the award.

1.14 National Sojourners Award:  This award consists of a ribbon, medal pendant and a certificate.

1.14.1 This award is presented annually to an outstanding AS-II or AS-III cadet who contributed the most to encourage and demonstrate Americanism within the corps of cadets and on campus.  Each cadet must:

Be in the top 25% of their academic class.Encourage and demonstrate ideals of Americanism.Demonstrate potential for outstanding leadership.Not have previously received the award.

1.15 Sons of the American Revolution (SAR) Award:  This award consists of a bronze medal with ribbon. 

1.15.1 This award recognizes an AS II or AS-III cadet who exhibits a high degree of leadership, military bearing, and all-around excellence in AS studies and not has previously received the award.  Each cadet must:

Be currently enrolled in the AFJROTC program.Be in the top 10% of their AFJROTC class.Be in the top 50% of their overall class.

 1.16 Scottish Rite, Southern Jurisdiction Award: This award consists of a medal, ribbon, and certificate.

 1.16.1  This award recognizes an outstanding AS-II, AS-III or AS-IV cadet annually.  Each cadet must:

Contribute the most to encourage Americanism by participation in extracurricular activities or community projects.Demonstrate academic excellence by being in the top 25% of classDemonstrate the qualities of dependability, good character, self-discipline, good citizenship and patriotism.Not have been a previous recipient of this award.

 1.17 Military Order of the Purple Heart Award.  This award consists of a medal pendant with a ribbon.

 1.17.1 This award annually recognizes an outstanding AS-II, AS-III or AS-IV cadet who is enrolled the AFJROTC program and demonstrates leadership ability.  Each cadet must: 

Have a positive attitude toward AFJROTC and countryHold a leadership position in the cadet corps.Be active in school and community affairs.Attain a grade of "B" or better in all subjects for the previous semester.Not have been a previous recipient of this award.

 1.18 Air Force Sergeants Association (AFSA) Award:  This award consists of a medal pendant with a ribbon.

1.18.1 This annual award recognizes an outstanding AS-II, AS-III or AS-IV cadet.  The recipient must demonstrate outstanding qualities in military leadership, discipline, character, and citizenship. Each cadet must: 

Be in the top 25% of the AFJROTC class.Demonstrate outstanding qualities in military leadership, discipline, character, and citizenship.Not have been a previous recipient of this award.

 1.19 Sons of Confederate Veterans H.L. Hunley Award: This award is presented to a rising second-year cadet who has demonstrated the qualities of Honor, Courage and in particular Commitment to his/her unit throughout the school year. This award consists of a Medal ribbon and a certificate.

1.20 Tuskegee Airmen Incorporated (TAI) Air Force Junior ROTC Cadet Award: This TAI sponsored award consists of a ribbon and a certificate and is presented annually to two cadets. 

1.20.1 Cadets may be AS-I, AS-II or AS-III cadets and must meet the following criteria:Attain a grade of “B” or better in their AS class

Be in good academic standingActively participate in cadet corps activitiesParticipate in at least 50% of all unit service programs

 1.21 The Retired Enlisted Association Award: This award consists of a medal set with ribbon and certificate from The Retired Enlisted Association.

1.21.1 Awarded annually, at the SASI’s discretion, for exceptional leadership to the most outstanding AFJROTC cadet while serving in an Enlisted Rank. The selected enlisted cadet must have shown outstanding leadership throughout the course of the school year.

1.22 The Celebrate Freedom Foundation: Awarded annually, at the SASI’s discretion, for outstanding performance in academics and cadet corps activities as a first or second-year JROTC cadet. This award consists of a ribbon and a certificate.

1.23 Air Commando Association Award: Awarded annually, at the SASI’s discretion, for completing a one-page essay based on a historical AF Special Operations Mission possessing the thirteen critical attributes of success: integrity, self-motivation, intelligence, self-discipline, perseverance, adaptability, maturity, judgment, selflessness, leadership, skill, physical fitness and family strength. This award consists of a ribbon and certificate.

1.24 Marine Corps League Award: Presented annually, at the SASI’s discretion, to an outstanding cadet who is actively engaged in the AFJROTC program and who possesses individual characteristics contributing to leadership. 

1.25 Distinguished Unit Award:  Awarded to cadets enrolled during the academic year when a unit is selected by HQ AFJROTC to receive the Distinguished Unit Award.

1.25.1 Distinguished Unit Award with Merit: A separate ribbon with a silver star is awarded to cadets enrolled during the academic year when a unit is selected to receive the Distinguished Unit Award and the unit received an “Exceeds Standards” during the Unit Evaluation by HQ AFJROTC. Cadets who receive a second DUA award would wear a second silver star.

1.26 Outstanding Flight Ribbon:  Awarded each semester to members of the outstanding flight of the SC-821 cadet group based on the criteria found in Chapter 19.

1.27 Top Performer Award: The Cadet Top Performer Award is a HQ AFJROTC award presented to a maximum of 2% of the cadet group. The SASI may nominate candidates to their respective Area Administrators who will present the awards during their visits.

1.28 Outstanding Cadet Ribbon:  Awarded annually, at the SASI’s discretion, to the outstanding AS-I, AS-II, AS-III, and AS-IV cadet.  Recipient from each class must be of high moral character, demonstrate positive personal attributes, display outstanding military potential, and attain academic and military excellence. 

 1.29 Leadership Ribbon:  Awarded, at the SASI’s discretion, for outstanding performance in a position of leadership as an AFJROTC Cadet in corps training activities.  This ribbon is limited to 5 percent of the eligible Group to ensure recognition of cadets who have consistently displayed outstanding leadership ability above and beyond expected performance.

 1.30 Achievement Ribbon:  Awarded for a significant documented achievement (for example – earn a ROTC scholarship, Academy appointment, contest winner, student council officer, class president/vice-president, selected for National Honor Society, athletic achievement, first place in JROTC fundraising) as deemed appropriate by the SASI.  Limited to 5 percent of the cadet corps.  Cadets may not receive more than one ribbon per school year. 

 1.31 Superior Performance Ribbon:  Awarded for outstanding achievement or meritorious accomplishment or service rendered specifically on behalf of AFJROTC.  This ribbon is presented for a single or sustained performance of a superior nature (for example – SHS Gold Academic Card winner for all 4 quarters, top three cadets in PT tests, second and third place cadets in JROTC fundraising).  The award is limited to 10% of the Group to ensure recognition of achievements and services which are clearly outstanding and exceptional. Cadets may not receive more than one ribbon per school year. 

1.32 Academic Ribbon:  Awarded for academic excellence as signified by achieving an overall “B” grade point average with an “A” in JROTC (no grade lower than a “C”) for a nine-week grading period (in block scheduling, 9-weeks is equal to a semester in traditional scheduling).

1.33 Leadership School Ribbon:  Awarded for completion of an approved leadership school program of at least 5 days duration.  A silver star is added for outstanding performance or leadership ability at a Leadership School.  The star is limited to 10% of the class. 

 1.34 Special Teams Competition Ribbon:  Awarded to drill team members for “placing” 1st, 2nd, or 3rd

in an Air Force or Joint Service Competition to include Color Guard, Marksmanship, Drill, Saber and Academic Teams .

1.35 Orienteering Ribbon:  Awarded to orienteering team members for participating in an orienteering meet or for completing a unit specific Orienteering Program as part of the unit curriculum.

1.36 Co-curricular Activities Leadership Ribbon:  Awarded at the discretion of the SASI for leadership in AFJROTC co-curricular activities (newspaper editor, drill team commander, Raider team commander).  The recipient must have demonstrated exceptional leadership in achieving objectives through the coordinated efforts of others. 

1.37 Drill Team Ribbon:  Awarded for distinguished participation in at least 75 percent of all scheduled drill team practices and 80 percent of drill competitions.  An oak leaf cluster will be added for each year of active membership beginning with the second year.

1.38 Color Guard Ribbon:  Awarded after completing 5 Color Guard events or after earning 25 points in Color Guard details (raising/lowering the US and SC flag for the school).  An oak leaf cluster should be added for each additional 5 Color Guard events or after each additional 25 points in Color Guard details.

1.39 Saber Team Ribbon:  Awarded after completing 1 Saber Team event.  An oak leaf cluster is added for completing each additional saber team event. A cadet must be on the Drill Team to be a member of the Saber Team.

1.40 Marksmanship Ribbon: Criteria to be developed at a later date.

1.41 Good Conduct Ribbon:  Awarded to cadets with no suspensions of any kind and no adverse reports from other staff or faculty in a 9-week grading period (in block scheduling, 9-weeks is equal to a semester in traditional scheduling).

1.42 Service Ribbon:  Awarded for distinctive performance in school, community, or AFJROTC service projects.  This award is limited to members whose active participation in a service project contributed significantly to the goals of the organization. The ribbon is initially awarded after 5 credits of service and an additional cluster is earned for each 5 credits of service. One credit is earned each time a cadet participates in a JROTC sponsored service project such as football game parking detail or Adopt-a-Highway cleanup. For service projects completed outside JROTC, 2 hours equals 1 credit.

 .1.43 Health and Wellness Ribbon:  This award is given to Cadets for sustained participation and outstanding performance in the SC-821 Physical Fitness Program. Criteria for the Health and Wellness ribbon and ribbon with a star device is found in Chapter 16.

 1.44 Recruiting Ribbon. Awarded for outstanding effort in support of unit recruiting activities.  Some examples of outstanding efforts that may qualify cadets are: Active participation in eighth grade recruiting efforts at Forestbrook Middle School, recruiting one eighth grader who registers up for JROTC during registration, recruiting one student already attending Socastee High School, and developing unit brochures or displays.

 1.45 Activities Ribbon:  Awarded for participation in scheduled co-curricular activities other than Drill, Color Guard and Saber teams. Examples are orienteering meets, parades, ceremonies, pot-luck dinner, WinterFest, JROTC athletic events. The initial ribbon is awarded after participating in 3 events and an oak leaf cluster is awarded for participating in 3 additional events.

 1.46 Attendance Ribbon:  Awarded to cadets with no more than 4 absences, no unverified absences, in a semester.

 1.47 Dress and Appearance Ribbon:  Awarded for wearing the uniform on all designated uniform days during a nine-week grading period (in block scheduling, 9-weeks is equal to a semester in traditional scheduling), conforming to all AFJROTC dress and appearance standards and maintaining a 90% uniform grade average.

1.48 Longevity Ribbon:  Awarded for completion of each AS Year. The ribbon or oak leaf cluster will be presented at the Final Commander’s Call.

1.49 Patriotic Flag Ribbon: Awarded for participation in non-color guard events specifically designed to honor our nation’s flag. Such events include flag raising ceremonies, flag retirement ceremonies, flag folding ceremonies and historical flag demonstrations.

1.49 CAP Awards: Only five CAP ribbons (General Carl Spaatz Award, General Ira C. Eaker Award, Amelia Earhart Award, General Billy Mitchell Award and the General J.F. Curry Achievement Award) may be worn with the AFJROTC uniform.

 1.5 Insignias and Badges: 

1.5.1 Ground School Badge.  Awarded for completion of the honors ground school curriculum option or completion of an aviation ground school program prescribed by the FAA.  Seniors may wear the badge after the first grading period if they are receiving a passing grade. 

 1.5.2 Flight Solo Badge.  Awarded to any cadet possessing a solo flight certificate signed by a FAA certified flight instructor for either powered or non-powered aircraft.

 1.5.3 Flight Certificate Badge.  Awarded to any cadet who possesses a FAA flight examiner pilot's certificate for either powered or non-powered aircraft.

 1.5.4 Awareness Presentation Team Badge.  Awarded for participation in an APT presentation (see paragraph 10.1.4). 

1.5.5 Kitty Hawk Air Society Badge.  Awarded to those cadets who are members of the Kitty Hawk Air Society (see paragraph 10.1.3).

 1.5.6 American Modeling Association (AMA) Wings.  Awarded to cadets who are members of a local AMA chartered model airplane club and successfully complete the flight simulator solo pilot requirements.

 1.5.7 Distinguished AFJROTC Cadet Badge:  This award consists of a certificate and a Distinguished AFJROTC Cadet badge.  The award recognizes one outstanding AS-III cadet annually. The recipient must be of high moral character, demonstrate positive personal attributes, display outstanding military potential, and maintain consistent academic and military excellence.  The recipient must also hold the following awards prior to selection:

 1.5.8 Aerospace Education Foundation (AEF) Academic Cadet Award.  Awarded to rising Junior and Senior cadets for academic excellence as signified by attaining an overall 3.3 grade point average with no grade below a "C" on their transcript.  The individual must be recommended by the SASI.

 1.5.9 Model Rocketry Badge.  Awarded to cadets who have fulfilled the following model rocketry program requirements: (1) Construct, launch and recover a model rocket (2) Completion of the National Association of Rocketry Safety Test with a minimum score of 75%.

1.6 Most awards will be presented at Commander’s Calls held throughout the school year.  National and annual awards will be presented during the Final Commander’s Call held in May of the school year.   1.7 AFJROTC cadets are authorized to wear ribbons earned while enrolled in Army, Navy, Marine Corps or Coast Guard JROTC.  Badges or insignia from Active Duty, Guard, Reserve, or any other non-AFJROTC group are not authorized on the AFJROTC uniform. 

1.7.1 Medals and ribbons may be worn simultaneously for formal, semiformal, and special occasions (Corps photographs) of a limited nature. If both medals and ribbons are worn, the medals will be centered ½" below the bottom row of ribbons.  The order of precedence is the same as for ribbons.  The routine wear of medals with ribbons is prohibited.

JOB DESCRIPTIONS

2.1 As with the active duty Air Force, duties and responsibilities increase with rank. Each cadet is expected to prepare for assuming additional responsibilities and higher positions. The following job descriptions outline the major duties of each leadership position contained in the Unit Manning Document.

2.1.1 CADET GROUP COMMANDER (CC):(1) Set the example

(2) Command and control of the Cadet Group using the staff and subordinate commanders.

(3) The appearance, discipline and training of the unit.

(4) Establishing Corps goals and implementing the action plan to meet them.

(5) Determining the Uniform of the Day (UOD) for weekly uniform inspections, in coordination with the instructors

(6) Evaluating the performance of the Cadet Deputy Group Commander, Director of Operations, Flight Commanders and Command Chief Master Sergeant

(7) Evaluating all staff functions.

(8) Convening Cadet Personnel Boards, as required.

(9) Management of the Cadet of the Month and First-Year Cadet of the Month programs (board participant, photos, congratulatory letter to the parents and posting on the school marquee).

(10) Planning Corps activities in accordance with school and AFJROTC policies.

(11) Planning and execution of all Commander’s Calls

(12) Following up on delegated actions from staff meetings.

(13) Acts as the liaison between the unit and school.

2.1.2 CADET DEPUTY GROUP COMMANDER (CV):(1) Set the example.

(2) Assuming command of the Corps in the absence of the Cadet Group Commander.

(3) Assisting the Cadet Group Commander as directed.

(4) Keeping the Outstanding Flight Competition matrix board updated.

2.1.3 CADET DIRECTOR OF OPERATIONS (DO): (1) Set the example.

(2) Planning and coordinating all Corps activities and training.

(3) Maintaining the unit calendar of events

(4) Developing the Cadet Operations Plan indicating weekly activities and the UOD for the upcoming week.

(5) Reporting the progress and status of all activities.

(6) Tracking cadet participation at all corps activities in concert with the Cadet Personnel Officer and Project Officer for the activity

(7) Supervising and evaluating the performance of the Cadet Team Commanders, Kitty Hawk Air Society Commander and the Community Services Officer

(8) Monitoring after school practices of all Teams.

(8) Participating as a Board member for Cadet Personnel Boards.

(9) Ensuring all permission slips for unit activities have been Prepared/completed, in concert with the Team Commander or Project Officer

(10) In the absence of the Cadet Deputy Commander, maintaining the Outstanding Flight Competition Matrix Board

(12) Tracking items delegated for action during staff meetings

(2) Supervising and evaluating the performance of the Personnel, Information Management and Academic Services Officers.

(3) Participating as a board member for all Cadet Personnel Boards.

(4) Preparing all Special Orders for the Corps to be published by the Information Management Officer.

(5) Ensuring all credits for service and activities are posted through use of participation rosters provided by team commanders and project officers.

(6) With IM, ensuring the requirements for all awards and decorations have been met and properly documented.

(7) Assisting IM with preparation of certificates and awards.

(8) Ensuring adequate supply of awards, decorations and certificates are maintained in SC-821 inventory

(9) Assist the Cadet Group/CC and CV in the planning and execution of all Commander’s Calls.

(10) Performing other duties as assigned by the Cadet Group Commander.

2.1.5 CADET COMMAND CHIEF MASTER SERGEANT (CCM):(1) Set the example.

(2) The health, morale, and welfare of all enlisted cadets

(3) The conduct and effectiveness of all enlisted cadets

(4) The correct appearance and uniform wear of all cadets

(5) Conducting meetings with all Corps NCOs, as required, to ensure support of the Cadet Group Commander

(6) The quality of unit drill (provide written feedback to the instructors, squadron and flight commanders at least once per nine-week reporting period after visiting each flight).

(9) Participating as a board member for Cadet Boards and chairing the First-Year Cadet of the Month Board.

(10) Being the “eyes and ears” for the Instructors and Group Commander.

(11) Visit the flights at least once per month

(12) Perform other duties as assigned by the Group Commander.

(13) Supervising and evaluating the performance of the Cadet Flight Sergeants.

2.1.6 CADET DRILL TEAM COMMANDER (DT/CC):(1) Set the example.

(2) Supervision of the Drill Teams.

(3) Supervising and evaluating the performance of the Drill Team NCOIC

(4) Accountability and maintenance of all de-militarized weapons used by the drill team.

(5) Conducting team practice and training.

(6) Ensuring all cadets are given the opportunity to compete for a position with the drill team.

(7) Maintaining a roster of Drill Team members.

(8) Ensuring all team members are provided copies of the drill routines for the events.

(9) Recommending the primary and alternate members for drill competition to the ASI for approval prior to scheduled competitions.

(10) Creating and updating competition rosters.

(11) Maintaining standards and discipline as well as building morale and esprit de corps.

(12) Ensuring signed permission slips for all Drill Team activities are turned in at least a day before the event and preparing the master list of names and emergency contact numbers for use by the instructors

(13) Conduct periodic evaluations on individual drill performance and conduct.16

(4) Ensuring the United States and South Carolina flags are raised and lowered properly each morning/afternoon.

(5) Ensuring all credits for Color Guard & Saber details are posted through use of participation rosters provided by the detail commanders.

(6) Accountability and maintenance of all de-militarized weapons used by the color guard team.

(7) Recruiting new members to conduct Color Guard details.

(8) Conducting training for new members and practice for all members, as needed.

(9) Maintaining a roster of trained Color Guard & Saber cadets.

(10) Scheduling team members for Color Guard & Saber details.

(11) Creating and updating the classroom Color Guard & Saber detail board with events and team members.

(12) Ensuring signed permission slips for all Color Guard activities are turned in at least a day before the event.

(13) Providing updates of the status of the Color Guard and activities, as requested.

(14) Creating and updating participation rosters for all events.

(15) Ensuring team members maintain the highest standards of appearance, military bearing, and discipline.

(16) Ensuring Color Guard detail commander completes the Color Guard Roster form after each Color Guard performance

(4) Accountability and maintenance of all athletic equipment.

(5) Scheduling two Corps physical fitness tests (1 each semester) for cadets to earn the Presidential & National Physical Fitness awards and/or the Health & Wellness ribbon.

(6) Scheduling and conducting JR’s Obstacle Training Course.

(7) Establishing athletic teams for HCS JROTC competitions (Track and field, Softball, Basketball)

(8) Scheduling and conducting all athletic team practices

(9) Recommending the primary and alternate members for athletic competitions to the SASI/ASI for approval prior to scheduled competitions

(10) Ensuring signed permission slips for all athletic activities are turned in at least a day before the event

(11) Providing updates of the status of the athletic teams and activities, as requested

(12) Creating and updating participation rosters for all athletic events

(13) Perform other duties as assigned by the Cadet Group Commander.

2.1.9 CADET KITTY HAWK AIR SOCIETY COMMANDER (KH/CC)(1) Set the example.

(2) Supervision of the Kitty Hawk Air Society (KHAS).

(3) Planning and conducting the annual KHAS induction ceremony.

(4) Ensuring KHAS membership requirements are met and maintained by members

(5) Conducting KHAS meetings as required.

(6) Establishing and performing KHAS community service projects (Maintenance of the POW/MIA Chair area)

(3) Preparing all Special Orders for the Corps to be published by the Information Management (IM) Officer.

(4) Ensuring the Special Order for the Cadet Chain of Command is current and typed and posted on the classroom bulletin board and copies provided to both instructors.

(5) Ensuring all credits for service and activities are posted through use of participation rosters provided by team commanders and project officers.

(6) With IM, ensuring the requirements for all awards and decorations have been met and properly documented.

(7) Assisting IM with preparation of certificates and awards.

(8) Ensuring adequate supply of awards, decorations and certificates are maintained in SC-821 inventory

(9) Assist the Cadet Group/CC and CV in the planning and execution of all Commander’s Calls.

(10) Performing other duties as assigned by the Cadet Group Commander.

(11) Participating as a board member (Recorder) for all Cadet Personnel Boards

2.1.11 CADET INFORMATION MANAGEMENT OFFICER (IM) (1) Set the example. (2) Responsible for all unit files, correspondence and administrative supplies.

(3) Acting as the recorder for staff meetings, preparing, obtaining SASI approval and posting the minutes, including attendance, on the bulletin board no later than two school days after the staff meeting

(9) Assist the Cadet Group/CC and CV in the planning and execution of all Commander’s Calls.

(10) Perform other duties as assigned by the Cadet Director of Personnel.

2.1.12 CADET COMPUTER SERVICES/FACILITIES OFFICER (CS/F)(1) Set the example.

(2) Maintaining Unit and School Computer Systems and associated equipment.

(3) Ensuring all cadets are following the SHS acceptable-use policy when using computers in JROTC area.

(4) Maintaining the Corps web page.

(5) Conducting a weekly JROTC facility walk-through to identify/report any items needing repair to the instructors. Also, identifying safety concerns to the Safety Officer and instructors.

(6) Perform other duties as assigned by the Cadet Group Commander.

2.1.13 CADET PUBLIC AFFAIRS OFFICER (PA):(1) Set the example.

(2) Maintaining the Unit scrapbook.

(3) Updating the bulletin board in the JROTC hallway

(4) Taking or arranging for photographs/video to document unit activities.

(5) Preparing articles and photos for release to school yearbook, newspaper, local media and Air Force JROTC publications.

(6) Ensuring instructors review and approve all articles leaving the unit.

2.1.14 CADET FINANCE OFFICER (FM):(1) Set the example

(2) Assisting the Instructors with all fund raising events.

(3) Perform other duties as assigned by the Cadet Group Commander.

2.1.2 CADET LOGISTICS OFFICER (LG):(1) Setting the example.

(2) Assisting the Instructors with the management, control, issue, and security of all Air Force clothing, uniform items, and equipment in the uniform rooms and classroom Logistics Cabinet.

(3) Maintaining inventories on all accountable unit items.

(4) Notifying the ASI when items need to be ordered.

(5) Establishing a program for cadets to obtain new/replacement items needed for uniform inspection day.

(6) Ensuring that the Logistics rooms are neat, clean, safe, and prepared for inspection at all times.

(7) Allowing only authorized personnel in the logistics rooms.

(8) Perform other duties as assigned by the Cadet Group Commander.

2.1.16 CADET ACADEMIC SERVICES OFFICER:(1) Set the example.

(2) Establishing a tutoring program for cadets who have poor performance on JROTC academic tests, promotion test, drill performance or uniform inspections.

(3) Coordinating with the KHAS Commander to arrange tutoring sessions for cadets with difficulties in non-JROTC courses

(4) Provide JROTC academic scores to the Cadet Deputy Commander at the end of each nine-week reporting period

(3) Ensures a cadet Project Officer (PO) and Assistant Project Officer (APO) are selected for each community service project.

(4) Ensures the PO complies with all procedures found in paragraph 2.1.25

(5) Perform other duties as assigned by the Cadet Director of Operations

2.1.18 CADET FLIGHT COMMANDERS (FLT/CC):(1) Set the example.

(2) Supervision, training, appearance, discipline and conduct of all flight members.

(3) Leading and directing the flight during all cadet formations.

(4) Leadership of the flight in the Outstanding Flight and PT competitions.

(5) Planning and coordinating activities within the flight.

(6) Accuracy and currency of all flight personnel records.

(7) Conducting weekly individual uniform inspections.

(8) Ensuring weekly uniform/LIA grades are computed correctly and entered properly in the instructors’ grade book

(9) Morale and welfare of all flight members.

(10) Preparing written nominations for Cadet-of-the Month and First-year Cadet-of-the Month boards

(3) Assisting the flight commander with the conduct and discipline of the flight.

(4) Taking the daily classroom attendance report from the flight’s element leaders.

(5) Ensure proper wear of the uniform by all flight members.

(6) Assisting with the training of the flight.

(7) Falling the flight into formation, as directed by the flight commander.

(8) Preparing, maintaining and annotating the flight inspection book.

(9) Ensuring weekly uniform/LIA grades are computed correctly and entered properly in the instructors’ grade book.

(10) Establishing a birthday recognition program for flight members.

(11) Attending all meetings as required.

(12) Perform other duties as assigned by the Cadet Flight/CC.

2.1.20 CADET FLIGHT GUIDES:(1) Displaying the Guide-on and proper positioning of the flight.

(2) Leading the direction of march for the flight.

(3) Learning and demonstrating all Guide-on movements and procedures.

(4) Setting proper cadence and rhythm of the flight.(5) Proper training of all element leaders.

(6) Proper storing of the Flight Guide-on.

(7) Perform other duties as assigned by the Cadet Flight/CC.

2.1.21 CADET ELEMENT LEADERS (FLT EL):(1) Leading the cadet element in the classroom and during drill.

2.1.22 CADET ARMORY NCOs:(1) The accountability of the rifles and sabers stored in the armory area.

(2) The cleanliness of the armory area.

(3) Ensuring all rifles and sabers are signed out and returned utilizing the rifle and saber sign out logs.

(4) Ensuring the rifle and saber racks are locked at all times when you are not physically present in the armory.

(5) Allowing only authorized personnel in the armory area.

(6) Immediately notifying the Instructor when any rifle or saber is lost or damaged.

(7) Performing maintenance/repairs on the rifles and drill team equipment.

(8) Perform other duties as assigned by the Cadet Drill Team/CC.

2.1.23 CADET STAFF AND TEAM NCOs:(1) Assisting the Officer assigned in the fulfillment of their duties.

(2) Filling in for the Officer assigned when they are absent.

(3) Completing any task or duties assigned by their Staff Officer or Team Commander

2.1.24 CADET COLOR GUARD EQUIPMENT NCO:(1) Issuing and returning all color guard equipment to the logistics rooms and armory

area.

(2) Preparing Color Guard equipment for competitions and details.

(3) Sorting equipment and clothing for cleaning

(4) Assisting the Armory NCOs with cleaning the armory area.

(5) Perform other duties as assigned by the Cadet Color Commander.24

2.1.25 CADET ACTIVITY PROJECT OFFICER (PO):(1) Post a participation roster sheet in the classroom for cadet sign up.

(2) Prepare a Parental Permission Slip, if required, and have it approved by the instructors before making copies.

(a). Ensure all cadets signed up for the activity receive a Parental Permission Slip.

(b). Prepare a master list with cadet names and emergency phone numbers for the instructors’ use.

(c). Deliver the Parental Permission Slips and master list to the instructors before departing for the activity (a copy is left in Mr. Vinson’s, Assistant Principal, box in the Teacher mail room for his use).

(3) On the day of the activity, take attendance by marking the participation roster with those present (ensure all cadet names are legible and attendance is properly marked).

(4) If required by the instructors, compute flight participation percentages using flight cadet totals provided by the instructors.

(5) On the next school day after the activity, provide copies of the participation rosters and flight percentages to:

CADET PERSONNEL BOARDS  3.1 Cadet Personnel Boards will be formed to make recommendations concerning cadet promotions (see paragraph 13.7), Cadet-of-the-Month and First-Year Cadet-of-the-Month Awards (see paragraph 13.8) and other Group personnel actions. Additionally, it may be necessary to convene a Cadet Evaluation Board (CEB) for a cadet who fails to meet standards of conduct or discipline (see paragraph 13.9).  3.2 Cadet Personnel Boards will consist of a president, members, and a recorder (who is a voting member).   Make-up of the board will be:

President - Cadet Group Commander Recorder - Cadet Personnel OfficerMembers – Cadet Deputy Group Commander, Cadet Director of Operations, Kitty Hawk Air Society Commander, Cadet Command Chief Master SergeantOther Members - Cadet Officers and Cadet NCOs as appointed by the Cadet Group Commander.

 3.3 Cadets appearing before the board will report to the president/chairperson in a military manner at the time and place previously announced. Board members, as well as the cadets meeting the board, will be in the service dress uniform. 3.4 Findings and recommendations will be submitted in writing to the Cadet Group Commander by the recorder.  After reviewing the report, the Cadet Group Commander will place his or her recommendation on each report.  All reports will then be approved or disapproved by the SASI/ASI. 3.5 The SASI or ASI will be available during cadet boards to offer advice and ensure proper procedures are followed. 3.6 Pertinent findings and recommendations of the board, following review and approval by the SASI, will then be prepared as Special Orders by the Personnel Officer, published by the Information Management Officer and become a part of the cadet personnel records.

3.7 PROMOTION BOARD. The Cadet Deputy Commander or Executive Officer will arrange all Promotion Board Meetings and inform the Board Members. The promotion board will review each cadet’s Cadet Promotion Report to determine the board’s promotion recommendation. The SASI/ASI has the final approval/disapproval of the board’s recommendations. The promotion board report, regardless of outcome, will be placed in the cadet’s file.

3.8 CADET OF THE MONTH (GROUP) BOARD:  One "Cadet of the Month” and one “First-year Cadet of the Month” will be selected from the Cadet Group for each month of the school year starting in September. The Cadet Group Commander will chair the Cadet of the Month Board and the Cadet Command Chief Master Sergeant will chair the First-year Cadet of the Month Board. Each board will consist of three members. *Cadet Flight Commanders and Flight Sergeants will not be board members. The name of each cadet selected will be added to the respective perpetual plaque located in the AFJROTC classroom. The SASI will prepare a congratulatory letter to the parents/guardians of the selected cadets. The Cadet Deputy Commander/Director of Operations will request the principal to display the Cadets of the Month’s names on the school marquee.

13.9 CADET EVALUATION BOARD (CEB). SASI approval is required to start any CEB action. A CEB

will not be conducted without the SASI/ASI present. Depending on the circumstances of the offense, the offending cadet may be asked to meet the CEB. After the CEB, the cadet staff will provide recommendations for failure to meet standards of conduct or discipline to the SASI for approval.

3.9.1 The CEB may make the following recommendations:

3.9.1.1 Recommend removal from cadet position.3.9.1.2 Recommend removal from the next promotion cycle.3.9.1.3 Recommend reduction in rank. 3.9.1.4 Recommend grounding from AFJROTC extracurricular activities.

3.9.2 After the SASI has decided on the action to be taken, the disciplined cadet may provide a letter of appeal or concern to the SASI for review. Written appeals must be provided within two days of the SASI’s decision. The letter will be typed - not hand written. After reviewing the written appeal, the SASI/ASI will meet with the cadet to discuss the appeal. A final decision will be reached no later than two days after the meeting. 3.9.3 A copy of the CEB letter and any cadet appeal will be retained in the Cadet's Personnel Record for a period of one year from the date of the SASI's final decision.
