WHO WE ARE
BACKGROUND
Bugema Community Child Based Organization (BCCBO) is a nonprofit–making Community Based Organization which was incepted in 2012 by Mutyaba Paul and Nalubula Abisagi, by then who were students at Bugema University pursuing Bachelor’s Degree in Social Work and Social Administration, after noticing, realizing, identifying and analyzing that there was a great need to help both vulnerable and disadvantaged children such as orphans, those with disabilities and those living with HIV/AIDS and other illnesses, to access better health care services, better nutrition and quality education, and to protect them from domestic violence, child labour and violation of their rights such as the right to life, education, health, food, play among others, and to nurture their talents through music dance and drama as well as games and sports.
Bugema Community Child Based Organization is fully registered with the Government of The Republic of Uganda with Certificate Number CD-017 2012.

COMMUNITY HEALTH
Maternal and child Health
Home care and support for pregnant and nursing mothers in communities. Mobilization of mothers and children for immunization in accordance with the schedules
by the Ministry of Health Uganda. The mother –child transmission of HIV/AIDS prevention. HIV/AIDS Testing and Counseling for mothers and children in communities.
Nutrition
Nutrition of children and other community people living with HIV/AIDS. Nutrition of children and other community people with special needs. Production of dense foods in communities to feed those with HIV/AIDS. Food classes and their nutrients.
HIV/AIDS
Home care and support for children living with HIV/AIDS HIV Testing and Counseling. Management of HIV/AIDS opportunistic infections in communities. Distribution of condoms among adolescents and adults. Encouraging abstinence from sex until marriage among adolescents. Family Planning

Supplying of plastic containers and bottles to communities for storage of drinking water. Supplying of mosquito nets to communities in an effort to prevent the spread of malaria. Training of communities in management of common conditions. Supplying of domestic tools such as slashers and rakes to community people to clear
bushes around their homes. Training of communities in first aid giving.
COMMUNITY EDUCATION
Adult education through computer training, reading and writing. Education for children with special needs. Vocational skills such as jewelry making, hair dressing, candle and soap making, art and
craft design, juice making among others. Training of communities in income generating projects using small pieces of land such as
poultry rearing, bee keeping, vegetable growing, mushroom growing and rabbit rearing.
CHILD PROTECTION AND SAFETY
Advocacy for safe motherhood in communities. Advocacy and lobbying for children with disabilities. Protection of children from domestic violence in communities. Advocacy and lobbying for children living with HIV/AIDS. Observation, promotion and protection of children’s rights in communities.

OUR ACHIEVEMENTS
We have trained parents and guardians in Home Care and Support for children/people living with HIV/AIDS and Management of HIV/ AIDS Opportunistic infections.
We supplied tree seedlings to communities to address environmental protection. We supplied plastic containers to communities for garbage disposal in an effort to
promote sanitation, and hygiene and environmental protection in communities. We carried out community education and sensitization on family planning and practical
demonstration on contraceptive use. We trained community people in appropriate and proper natural resource utilization and
conservation especially the wetlands. We trained communities in domestic violence prevention against children. We have trained children in various sports and game to help the nurture their talents. We have distributed HIV/AIDS Magazines in schools and other public places. We gave out relies items to needy children in communities. We have formed HIV/AIDS Peer Clubs in school. We supplied cartoons of condoms among adolescents and adults in communities to
prevent the spread of HIV.

EXECUTIVE SUMMARY
There are a number of problems which children with special needs face in various rural communities in Uganda. In our interaction, needs assessment and consultation with community members of Bugema and other 17 neighboring communities in Kamira parish, Kalagala Sub- County Bamunanika County, Luwero District in Uganda, we realized, noticed, identified and analyzed that the most pressing problem affecting such children is illiteracy. 76% of these children in rural communities do not go to school; they remain at home all the time because the current education system in Uganda does not cater for such children. This has increased illiteracy among children with special needs especially in rural communities. The problem is caused by a number of factors such as:
1. The current education system in Uganda does not cater for children with special needs especially in rural communities. These children remain at home all the time. Hence increased illiteracy among them.
2. Most of such children come from poor families, therefore their parents, relatives and guardians can take them to available schools in other areas.
3. Increasing number of children with special needs in communities which exceed available services in some areas.
4. Lack of social support for such children from communities, and relevant sources.
The consequences of the problem are:
1. Deprivation of the society of future professionals.2. Increased ignorance among children with special needs especially in rural communities.3. Increased crimes among such children in an attempt of finding means of survival.4. Poor living standards among such children especially in rural communities.
The construction of a school to offer special education for 4000 children with special needs in Kamira Parish, Kalagala Sub County, Bamunanika County, Luwero District in Uganda and fully equip it with modern library and computer laboratory will fully provide sustainable solution to the problem.
The main goal of this project is to improve the quality of life of children with special needs in rural communities in Uganda through provision of special education.
The objectives of the project are:
1. To provide special quality education for children with special needs in communities in Uganda.2. To reduce illiteracy among children with special needs in communities by 55% from present 76% to
21 % through provision of special education3. To equip children with special needs with skills which will enable them to earn a living in the future?4. To produce productive children who are literate for better performance in social, spiritual, political
and economic activities in the future.

What is the project about?
The project is about construction of a school for 4000 children with special needs in Kamira Parish, Kalagala Sub County, Bamunanika County, Luwero District in Uganda.
What problem / need is the project addressing?
There are a number of problems which children with special needs face in various rural communities in Uganda. The direct beneficiaries will be children and youth with special needs in Kamira Parish, Kalagala Sub County, Bamunanika County, Luwero District as well as other children from other parts of the country (Uganda).
Who are indirect beneficiaries from the project?
The indirect beneficiaries will be all parents, relatives and guardians of the benefiting children, community people, social workers, health workers, councilor, project staff, donors, community leaders among others.

IMPLEMENTATION SCHEDULE
Sensitization will be carried out to seek support from community members in mobilizing available suitable resources for the construction of the school for children with special needs in Kamira Parish, Kalagala Sub County, Bamunanika County, Luwero District in Uganda. Other institutions such as schools and churches will be visited to sell project idea to them.
On identification, mobilization and gathering resources, an invitation for the general meeting will be done, in the meeting; a date for starting construction work will be set.
PROJECT IMPLEMENTATION STRATEGY
Project activities will be carried out in Kamira Parish, Kalagala Sub County, Bamunanika County, Luwero District in Uganda. The project activities will involve families, individuals, groups, community leaders, churches, schools and other community members.
CONCLUSION
This project outlines the main issues surrounding children with special needs in Uganda; due to the current education system in Uganda which does not cater for children with special needs especially in rural communities. That these children remain at home all the time, hence increased illiteracy among them, also most of such children come from poor families, therefore their parents, relatives and guardians can take them to available schools in other areas, Increasing number of children with special needs in communities which exceed available services in some areas and Lack of social support for such children from communities, and relevant sources.

Job description
Executive Chairperson will be responsible for:
1. Tracking project progress and producing regular status reports.2. Ensuring that all project activities are carefully monitored. 3. Maintaining regular contacts with stakeholders.4. Managing the project team5. Resolving all conflicts promptly6. Helping in making decisions at all levels to achieve project objectives.7. Delivering the expected outcomes at each stage on time and budget.8. Shall be a co signatory to organization’s bank account.
Project Staff will be responsible for:
1. Coordinating all project activities including logistics required.2. Supervising and monitoring the construction work 3. Helping in mobilizing all community members, community leaders and other institutions
for active participation in the construction of school for children with special needs.
Treasurer will be responsible for:
1. Ensuring proper handling of finances of the project.2. Paying all the monies into the bank.3. Issuing receipts for every amount of money received by the organization for the
establishment of the project.4. Keeping the duplicate pay- in slips in proper date order so that the entries may be checked
later, with pass book or statement provided by the bank.5. Paying all accounts.6. Maintaining a file of accounts and relating receipts for record and audit purposes7. Ensuring that all cheques are signed strictly in accordance with authorities given in the
organization’s constitution. 8. Presenting details of payments to the Executive Committee for approval before they are
made.9. Being the principle signatory to the organization’s bank account.
Mobilizer will be responsible for:
1. Acting as a link between the project and the community.2. Creating public awareness of the project activities.3. Helping in soliciting for funds from sponsors and well-wishers.4. Identifying sources of information resource and organizing for their application.
Secretary will be responsible for:
1. Handling and managing all correspondences in relation to the project.2. Maintaining the petty cash.3. Providing secretarial support from time to time as may be required.4. Helping in coordinating project activities.5. Ensuring that all records and documents of the organization and project are properly kept
