B

aba Deep Singh ji is one of the most honoured Martyrs in Sikh history. He was the founder of the Shahid Misl (group) and as well as of the Damdami Taksal (Damdama school of learning). He spent most of his life as a custodian of the Panth. Not only was he a brave and fearless soldier but a very intelligent scholar also who had mastered several languages.

Baba Ji was born in January, 1682. He was the son of Bhai Bhagata Ji and Mai Jeoni Ji, a Sikh couple living in Pahuvind, Amritsar. Baba Ji's parents were hard-working Sikh farmers. He was named Deepa (light). From about 12 years of age, he grew up around the tenth Guru, Guru Gobind Singh Ji in Anandpur Sahib. He learnt Gurmukhi (Punjabi script) and several other languages from Bhai Mani Singh and other Sikh scholars. It was here that he learnt the art of horsemanship, hunting and the use of the bow and other weapons. At the age of eighteen, he received 'Amrit' from the Panj Pyare at Anandpur Sahib on Vaisakhi day and took an oath to serve as one of Waheguru's warriors (Akal Purakh Dee Fauj). With his new name, Deep Singh also learnt that Sikhs are meant to always help the weak and needy, and to fight for truth and justice.

Guru Gobind Singh Ji recited the entire Granth Sahib to Bhai Mani Singh Ji and Baba Deep Singh Ji while they wrote the text. Baba Deep Singh Ji hand-wrote five more copies of the Holy Scriptures. Four copies were sent to Sri Akal Takht Sahib, Sri Takht Patna Sahib, Sri Takht Hazur Sahib, and Sri Takht Anandpur Sahib. Another copy was prepared by Baba Deep Singh Ji in Arabic script and sent to the Middle East.

In 1707, Baba Deep Singh Ji joined Banda Singh Bahadur to fight for the freedom of Punjab. They fought together in the battle at Sirhind- -the city in which Guru Gobind Singh Ji's younger sons had been killed. During the battle, Baba Deep Singh Ji beheaded Wazir Khan. Later, when the Sikh forces were reorganised into twelve mists (groups), Baba Deep Singh Ji was appointed in charge of the Shaheedi division.

In 1755, when India was attacked by Ahmad Shah Abdali, the emperor of Afghanistan, Baba Deep Singh Ji and his men freed much of stolen goods and liberated the prisoners, returning them to their homes. Ahmad Shah Abdali was able to escape to Lahore. In 1757, Jahan Khan, his General, proceeded to Amritsar with heavy artillery. Many Sikhs died fighting to defend Sri Harimander Sahib but unfortunately the Gurdwara and its surrounding buildings were demolished and the Sarovar was filled with dirt and debris. Sri Harimander Sahib was then closed to all Sikhs. Baba Deep Singh Ji took a vow not to come back alive, without freeing the Gurdwara from the Mughals.

Although Baba Deep Singh Ji was seventy-five years old, he still had the strength of a young warrior. Baba Deep Singh Ji fought with his 18-ser khanda (weighing about 32 tbs.). During the clash, one of the Mogul commanders, Jamal Khan, attacked Baba Deep Singh Ji. As they fought, both men swung their weapons with great force, leaving both of their heads separated from their bodies. Baba Deep Singh Ji immediately stood up, holding his head on his left palm while holding his khanda upright in his right hand and continued fighting till he reached Sri Harimandir Sahib. He bowed his head at the Prikarma (rectangular walkway) and lay there as a Martyr.

Baba Deep Singh Ji's shaheedi incited the Sikhs to continue to fight against Mogul oppression for many years. Even today, he is a symbol for all Sikhs how to live and die with dignity.

ASSOCIATION OF SIKH MINORITY EDUCATIONAL & PROFESSIONAL INSTITUTIONS OF HARYANA RESOLUTION

The General Secretary informed the members of society that being a Sikh Minority Institution our college is permitted to conduct admission for B. Ed. and D. El.Ed. courses at its own level. Members discussed the matter in detail and resolved as under. The member further authorized S. Harmeet Singh, secretary to take necessary steps in regard accordingly.

Accordingly S.B.D.S. Medical Science and Welfare Society should fill all the seats from the merit list decided by the Managing Committee. Out of these seats 50% seats will be reserved for Sikh Minority candidates. Remaining 50% Seats will be available for general candidates. Shaheed Baba Deep Singh Medical Science and Welfare Society is registered under Societies Act since 2005 It consists of selfless and committed set of philanthropist and public spirited citizens with varying backgrounds in the field of Education, Medical Science and Social Service etc. The Society has a clear cut Vision and Mission to spread the Quality Higher Education among masses.

FOR ATTENTION OF PARENTS AND STUDENTS

The Parents and students are hereby politely counseled to go through the College Prospectus carefully before filling and signing the admission form. Once the form is signed, they would be solemnly bound to follow all the rules and regulations of this institution. Please read the following instructions carefully:

· The subject Combination to be carefully checked to avoid subject clash.

· Attendance in the House Examination, conducted by the college is compulsory. The college will take punitive action against the absentees.

· The name of a student absent for more than 7 days without information will be struck off the college rolls.

· For counting of attendance, period of medical leave or any other leave taken by the students will be treated as absence. The permission for leave only ensures that the student's name remains on the college rolls and is not struck off.

· Each Student is duty bound to give information to the college office immediately in case of change in Address or contact Number.

· Mobile Phones are allowed only in the lawns. Camera Phones are not allowed.

· Any student found guilty of Misbehavior/Disobedience shall invite strict disciplinary action in accordance with college rules. He/She will not be eligible for any prize/scholarship/fee concession or membership of students' council/any other body.

· Morning Prayer is held every day and weekly assembly is held on Saturday of every week. The presence is compulsory during the prayer and the assembly. Students must remain in the college till 3.30 P.M.

· Identity Cards are to be carried all time. Students without their I-cards will not be allowed to enter the college campus.

· Visitors are requested to contact the reception to meet the students during college hours.

· Switch off lights and fans while leaving the class rooms as a social obligation.

· Avoid carrying heavy cash, jewellery or expensive items and abstain from lending or borrowing of money. The authorities shall not take responsibility for any loss.

· Visit the information Centre daily to keep abreast of the ongoing activities. Read the Notice Boards regularly for important information.

· The following objectionable activities will be viewed very seriously:

· Littering the campus

· Scribbling on the walls or on any other item of college property.

· Making noise in the corridors.

· Tampering with vehicles of the Staff/Students/Visitors in any manner.

· Hanging around in campus while classes are going on.

· The students found involved in any incident of Ragging shall be summarily expelled from the Institution.

· Students should come in prescribed uniform of the college.

ESSENTIAL INFORMATION

This prospectus has been designed to provide the students important information about the college so that they could make the best of their stay in this institution. ADMISSION TO B.ED. AND D.El.Ed. (REGULAR) COURSE, 2019 Shaheed Baba Deep Singh College of Education, Aherwan (Fatehabad) has been declared as Sikh Minority Institution by the State Govt. of Haryana and has been allowed to conduct admission of Sikh candidates as well as General Candidates.

Accordingly, S.B.D.S Medical Science &Welfare Society has decided to fill all the seats from the merit list decided by the Admission Committee. 50% will be reserved for Sikh Minority candidates and the remaining 50% seats will be available for the general candidates. COURSE OF STUDY

ELIGIBILITY CONDITIONS:

Candidates with at least 50% marks either in the Bachelor Degree/or in the Masters Degree of Maharishi Dayanand University, Rohtak, Kurukshetra University, Kurukshetra, Chaudhary Devi Lal University, Sirsa or any other degree recognized as equivalent there to are eligible for the programme.

NOTE:

· There shall be no rounding off of percentage of marks of the qualifying examination from 0.5% and above to next higher number for determining the eligibility i.e. 49.5% and above will not the rounded 50%.

· 47.5% marks for SC/ST candidates and for blind/physically Handicapped and Visually Impaired candidates.

· Compartment candidates will not be allowed admission in B.Ed. (Regular Course) in any case.

DIVISION OF SEATS

50% seats of the total seats in the college shall be reserved for group i.e. Science & Maths group candidates. Other seats shall be reserved for Group II i.e. Humanities & Commerce Group candidates.

NOTE: The seats which remain vacant in Group-I can be converted in Group-II and vice-versa.

RESERVATION OF SEATS

50% will be reserved for Sikh Minority candidates and the remaining 50% seats will be available for the general candidates. In case the Sikh reserved seats are not filled by Sikh candidates then these will be offered to Non-Sikh candidates strictly on merit basis.

ATTENDANCE

As per University rules a student is required to attend not less than two third of lectures delivered and practical (not less than 75%) separately held in the college in each academic year. Students not fulfilling the attendance requirements will be debarred from appearing in the Annual Examination of the University.

INTERNAL ASSESSMENT

As per decision of the University, 20% of total marks in B.Ed. course will be awarded on the basis of Internal Assessment based on tutorials/mid-term examination/ class presentations and attendance etc. These marks will be shown in the Marks Sheet issued by the University and will be included in determining the division. Students will be required to submit written assignment under the guidance of their teachers. They are required to participate in group discussions, project work and appear in the house examination.

UNIVERSITY EXAMINATION

For students of B.Ed. there is an Annual University Examination at the end of academic year. Pass Percentage for the University Examination is minimum 33% in each subject (Theory and Practical Separately), with a minimum aggregate of 40%.

AWARD OF DEGREE/DMC

The successful candidates will be awarded Degree/D.M.Cs on the basis of their result at the end of the session classifying the division as under

First Division 60% marks and above in the aggregate.

Second Division 50% marks and above but below 60% in the aggregate.

ELIGIBILITY:

(A) The admission will be open to bonafied residents of Haryana and outside (In compliance of CWP No. 23829 of 2014 of Hona’ble Punjab & Haryana High court Chandigarh).

(B) The minimum Education Qualification for Admission to these courses is as follows:-

(1) DIPLOMA-IN-EDUCATION (D.El.Ed.)

Admission forms for D.Ed course for the residents of Haryana and outside Haryana are be available.

I. Candidates with at least 50% marks in Senior Secondary (10+2) or its equivalent examination with five subjects including passed English as one of the subjects.

II. There shall be relaxation of 2.5% mark in minimum qualifying marks at senior secondary level (10+2) for Scheduled Castes (SC), abled candidates.

III. Matric with Hindi/ Sanskrit.

(2)Diploma in Education (Urdu):- D.El.Ed. (U)

In addition to the qualifications prescribed as at (1) above for Diploma in Education (D.El.Ed.), the candidate should have passed Urdu in Secondary (10th class) Examination from the Board of School Education Haryana Bhiwani or any other board having equivalence of their examinations with the Board of School Education, Haryana, Bhiwani.

NOTE :

1. A candidate having higher qualifications will not be entitled to any additional benefit what so ever, he/ she will have to fulfill the requisite prescribed qualification and other eligibility conditions.

2. The eligibility of a candidate for admission shall be verified at the time of admission/ counseling.

3. The medium of instruction & Examination will be Urdu except English subject for D.El.Ed. (Urdu).

DISTRIBUTION OF SEATS FOR D.El.Ed.

The Merit List will purely be prepared on the basis of percentage of marks obtained in 10+2 examination stream wise (Arts, Science, Commerce Et Vocational) and distribution of seats will be as under:-

NOTE :

1. 15 % seats are reserve for outside Haryana candidates. If the seats of outside Haryana remain vacant then these seats will convert in open category.

2. If the seats in Science stream remain vacant, these will be converted into Commerce Stream and vice versa.

3. If in all three- stream (Science, Commerce and Vocational Education) seats remain Vacant, these will be converted into Arts stream seats.

STREAM SUBJECTS: (REQUIRED FIVE SUBJECTS)

1. Science Stream-English (compulsory) and at least two subjects from:- Physics, Chemistry, Mathematics /Biology

2. Commerce-English (compulsory) and at least two subjects from:- Business Studies, Accountancy, Mathematics/ Economics

3. Arts-English (compulsory) with any four subjects.

4. Vocational-English (compulsory) and all other basic subjects in Vocational Institutes Affiliated by the Board of School Education Haryana, Bhiwani or any Technical Diploma approved by Technical Education Department Haryana/ passed 12th with NVEQF or its equivalent.

NOTE:

The candidates are advised to apply for stream as per their subject combination in Senior Secondary examination and if any candidate does not apply in proper stream as mentioned above, his/her candidature will be treated as cancelled.

RESERVATION OF SEATS

50% will be reserved for Sikh Minority candidates, and the remaining 50% seats will be available for the general candidates in all Groups/ Streams. In case the Sikh reserved seats are not filled by Sikh candidates then these will be offered to Non-Sikh candidates strictly on merit basis.

ATTENDANCE

The students of D.El.Ed. programme are governed by the rules and regulation of the SCERT/BSEH, Bhiwani. They are required to attend their lectures, tutorial and practicals regularly. As per Board's rules a student is required to attend no less than 85% of these lectures, tutorials and practicals separately. Students not fulfilling the attendance requirements will be debarred from appearing in the Annual Examination of the Board

INTERNAL ASSESSMENT

As per decision of the BSEH, 40% of the total marks in D.El.Ed. course will be awarded on the basis of Internal Assessment based on tutorials/mid-term examination/class presentations and attendance etc. every year. These marks will be shown in the Marks Sheet issued by the Board and will be included in determining the division. Students will be required to submit written assignments under the guidance of their teachers. They are required to participate in group discussions, project work and appear in the house examination.

BOARD EXAMINATION

For students of D.El.Ed. there is a Board Semester Examination at the end of every Semester. Pass Percentage in the Board Examination is minimum 40% in each subject (Theory and Practical Separately) with a minimum aggregate of 40%.

Classes are held from 9:00 a.m. to 3:30 p.m. The college observes a six day teaching schedule from Monday to Saturday

ORIENTATION PROGRAMME

Orientation Programme is conducted for the students at the start of the academic session to acquaint them with the working of the institution and its rules and regulation. This occasion is also used for Face-to-Face introduction of the Faculty members with the students.

IDENTITY CARD

Every student admitted to the college is issued an identity card. Students should keep their identity cards with them every time. In case of loss of identity card, duplicate identity card is issued with fine of Rs. 50/- at college office.

DRESS CODE

Our institute has prescribed a specific uniform to maintain discipline and specific identity. Our dress code is:

Boys :Black Trouser, White Shirt, Black Shoes

Girls :Pink -Salwar, White -Shirt, Pink- Dupatta, Black Shoes

There is no Dress-Code on Wednesday & Saturday

TIME TABLE

The time table is put up on the Students' Notice Boards. In case of any clash, the Time Table incharge may please be contacted.

CHANGE OF SUBJECT

No change of subject will be allowed without the permission of the Principal. The permission should be obtained in writing within four weeks of the commencement of the session and in no case later than the date specified by the University.

TUTORIAL GROUP

To establish rapport between the teacher and the taught, all the students are divided into Tutorial Groups. Each group is placed under the guidance of a Tutor who keeps full record of the activities and progress of each student of the Group during his/her stay in the college. Character certificates are issued on the basis of these records.

LEAVE RULES

· Leaves must be applied for in advance on the prescribed Leave Form available in college office. Leave for three days will be granted by the Tutor or by the Senior Tutor in the absence of the Tutor.

· Leave for more than three days and up to six days will be granted by the Senior Tutor on the recommendation of the Tutor. Leave for more than six days will be sanctioned by the Principal.

· Application of Hostel Students for sick leave up to 3 days will be recommended by the Superintendent/ Warden of the Hostel.

· In case of serious illness, the leave application must be submitted at the earliest possible along with medical certificate. No medical leave will be sanctioned after a week of student's resuming studies after illness.

· No leave should be combined with autumn or winter break.

COLLEGE ACTIVITIES

The college provides ample opportunities, channels and incentives for students to develop their inner potential and demonstrate their skills through a multitude of curricular and extra- curricular activities. There are a number of Associations, Clubs, Societies and Cells which engage the students in constructive, healthy and educative use of their leisure time. These activities channelize their urges, aspiration and enthusiasm in the right direction. The overall aim of these endeavors is to inculcate in them courage, imagination, reasoning, discipline self-reliance and analytical and decision-making capabilities.

The students may join any of the following associations suiting their literary, artistic, cultural or social inclinations and aptitude. They will be awarded participation/performance certificates along with Character Certificate after completion of their course.

SPORTS

With the aim of all round development of the personality of the youth, special emphasis is laid on Physical Education. The Department of Physical Education in the college offers the plying and coaching facilities in different sports disciplines for the sports-minded students. The college sends its outstanding sportsmen/sportswomen persons to participate in the inter-college sports competitions The organization of the Annual Athletic Meet is an important sports event of the Annual Calendar of college activities wherein winners are awarded prizes and certificates. Those declared as Best Athletes of the Meet from amongst Men and Women participants are suitably honored with cash awards and incentives.

COMPUTERIZED LIBRARY

College has provided wide range of facilities in Library having 9500 general books along with 17 (Monthly & Annual) Journals, more than 1250 Reference books & many encyclopedias, periodicals and newspapers. Library is fully computerized with an integrated system connected to campus network providing internet. The library is under the charge of a well qualified and fully competent Librarian with all the fervor, commitment and devotion that it deserves.

ICT Resource Centre

The institute lays stress on mandatory computer literacy to meet the requirement of today's complex world. To facilitate elementary as well as advanced skill in computer, computer and educational technology lab is established. Pupil teachers are trained and encouraged to use ICT Based Learning, Computer Bases Learning, Computer Assisted Instruction and Blended Learning. A fully fledged ICT Resource Centre with machine of latest configuration and broadband internet facility has been provided for the students in ICT resource centre.

Psychology Resource Centre

A balance between the creative & applied skill is must for development of complete personality. Our institute has provided the facility of Psychology resource centre that is equipped with multiple pods of psychophysical equipments. It introduces the pupil teachers' to psychological experimentation that helps to elucidate psychological science with demonstrating its application to real life phenomenon. Our Psychology resource centre meet such type of requirement of pupil teachers with different type of intelligence tests, personality tests, interest tests, case study tests, aptitude tests ET creativity tests etc.

Science Resource Centre

Today's age is the age of Science and Technology. Science Resource Centre is necessary for innovations and technological advancements. Our institute has provided the Science Resource Centre with all the modern instruments for various scientific experiments.

Medical Aid

A room with a complete First Aid Kit along with a bed has been provided to care for minor injuries and ailments. In case of emergency, a student is referred to nearby hospital. Required medical help is provided free of charge to the students. Sufficient medical aid is provided within the campus by the sister Institution viz. SBDS College of Nursing.

TALENT SEARCH COMPETITION

At the start of the session, Talent Search Competition is held as per University Instructions in various items including music, dance, declamation contest, debate and quiz etc. The prizes are given by the University to the students securing First, Second and Third positions in these contests. The winners are suitably groomed and encouraged to further participate in various inter-college cultural contests, zonal and University Youth Festival.

CAREER COUNSELING & GUIDANCE CELL

Career Counseling & Guidance cell has been established in the college for providing adequate information regarding better career. There is a special wing of staff members who provide career and personal counseling to the pupil teachers. This wing also gives coaching classes for Teacher Eligibility Tests. Students can also get current/latest information of other competitive examinations and institutes of higher studies.

PLACEMENT CELL

The training and placement cell of S.B.D.S. college of Education is known in the region for its well organized department that is constantly occupied with active efforts to engage various reputed educational institutes for placements. Its remarkable achievement is seen in the number of the educational institutes that have come one after the other in order to secure the best possible placement for the students of S.B.D.S. College of Education.

Participation in Youth Festivals/ Inter College Competitions

This college regularly participates in zonal University Youth Festivals and Education Fests held in various colleges. Students are motivated to take part in cultural activities by providing them incentive in the form of prize (cash or utility items) and certificates etc. Conveyance facility and refreshments are also taken care of during rehearsal and actual performance days.

ANNUAL FUNCTION

College organizes annual function towards the end of the every session. The students are given prizes, certificates and colors etc. for their outstanding performance in various fields comprising academics, sports and extra-curricular activities.

CAFETERIA

The College runs a Cafeteria inside the campus to cater the need of hygienic and fresh food and drink to the faculty members and the students. The College Cafeteria offers a varied menu at subsidized rates. Students are welcome to give suggestions for further improvement to the Convener, Canteen Committee.

VISUALLY HANDICAPPED STUDENTS

Visually handicapped students are issued tape-recorder and blank cassettes for use.

EXTENSION LECTURES

Series of extension lectures on current issues are organized regularly for the students' professional growth. Experts from various fields are invited to enlighten the students on various areas of education for innovative and research oriented knowledge.

GIRLS' HOSTEL

The college has excellent hostel facilities for women with an intake capacity of 500 students. Its residents include female members of teaching faculty as well as the students of sister SBDS institutions. BUS PASSES

Bus passes are provided to the students pursuing regular course on concessional rates as notified by the Haryana Roadways. The passes are issued for distance up to a limit of 60 km from Aherwan.

PARKING STAND

A parking stand is provided by the college for the parking of two-wheelers and four-wheelers of the staff and the students.

EDUCATIONAL TOUR

The college organizes Educational Tours to places of historical importance, educational value or science beauty. A student will be allowed to join the Tour on furnishing written permission from his/her parents in the office. Senior teaching and non-teaching staff members accompany the students to help and guide them in Tour's duration.

The recognition of a student's merit and worth is very important. This recognition works as a vital boost for the students to carry for their hard work. It instills in them a sense of confidence. FREE GROUP INSURANCE FOR STUDENTS AND CLASS IV STAFF:

Free Group Insurance under Personal Accidence Scheme is provided to the students and Class IV Staff members on yearly basis by the college. This scheme covers accidental death and total disablement of the insured anywhere in India. Sum Insured in case of death is Rs. 50,000 / - and 50% in case of total disablement.

COLLEGE STIPEND TO PHYSICALLY HANDICAPPED STUDENTS: College provides a stipend of Rs. 100/- per month per Student to the PH students of the college out of its own resources.

"EARN WHILE LEARN" Scheme: Remuneration of Rs. 300/- per month is given to those students who are willing to work on part time basis in Office, Library or Laboratory etc.

(i) Post-Metric Scholarship Scheme for SC Students of Haryana:

The scheme is applicable to SC students studying at Post-Matric stage whose parents/guardians' income is up to Rs. 2, 00,000/- . These scholarships are awarded by the State Government of Haryana.

(ii) Post- Matric Stipends Scheme for OBC Students of Haryana:

The Scheme is applicable to OBC students studying post matric stage whose parents/guardians income is up to Rs.1,00,000/- These stipends are awarded by the State Government of Haryana.

(iii) Stipend to Physically Handicapped Students:

The Department of Social Welfare, Haryana Govt. provides Stipends to the Physically Handicapped students. The college forwards application forms of Physically Handicapped students to the District Social Welfare Department, Fatehabad and the stipend is sanctioned.

NOTE: All the SC/BC and Minority Students will open there personal account in the Nationalized Bank and link them with aadhar card.

ADMISSION PROCEDURE

Affidavit for Minority (Sikh) Students

In addition to other eligibility conditions applicable, the Sikh candidates have to submit Affidavit, at the time of admission to authenticate as Sikh students, under personal oath mentioning "I belong to Sikh religion, abide by principles of Sikhism, have faith in Ten Sikh Gurus and Sri Guru Granth Sahib and maintain complete Sikh Appearance ("Sikh Saroop") and do not believe in any other sect", duly attested by Judicial Magistrate/ Oath Commissioner.

Preparation of Merit List for Admission

Merit for admission to B.Ed. a D.El.Ed. course shall be determined on the basis of marks obtained in the qualifying examination. In case a candidate for B. Ed. has passed the Master's Degree Examination also along with Bachelor's Degree, the higher percentage of marks obtained in any of two will be taken into consideration while determining the merit. However, if two or more candidates have obtained equal marks, following procedure will be used for the preparation of merit.

i. Candidates senior in age will the given first preference.

ii. If tie still persists, then marks obtained in 12th will be considered.

iii. If tie still persists, then marks in 10th will be considered to break the tie.

Selection Procedure: Counseling and admission for the session 2018-2019

1. The counseling schedule, if any, will be published in the newspapers or given on the website.

2. Candidates will be called for counseling on the basis of merit on the scheduled date and time. However, candidate reporting late may be considered for admission subsequently on the available seats.

3. If a candidate having reported to counseling on scheduled date and time submits defective certificate (s)' he/she may be considered for counseling /admission when he/she submits the correct and valid certificate (s) at any subsequent date and time of the counseling on available seats.

4. The admission will be given to the candidate who is having higher marks in graduation /post graduation course.

5. Group (Science or Humanities) for B. Ed. and Stream Art, Commerce, Science and Vocational Education for D. El.Ed. shall be decided on the basis of eligibility of qualifying examination. Group /Stream once opted, shall not be changed.

6. The candidate shall have no right to claim admission to B.Ed. or D.El.Ed. course even after taking the admission, if it is detected at any subsequent stage that the candidate was not eligible. His/her admission shall be cancelled outright.

Counseling Board shall have the power to call any document (s) from the candidate in support of his/her claim and reject any certificate/ claim not considered valid. The decision of the Counseling Board in this regard shall be final.

RAGGING IS A CRIME

(SUPREME COURT RULING)

The students are advised to read carefully the following instructions issued on the basis of the order of the Hon'ble Supreme Court of India regarding ragging

"Ragging in education institutions is banned and anyone indulging in ragging is likely to be punished which may include expulsion from the institution, suspension from the institution or from classes for a limited period or fine with a public apology. The punishment may also take a shape of withholding scholarships or other benefits debarring from representation in events with holing results suspension or expulsion from hostel or mess, and the like. If the individuals committing or abetting ragging are not/cannot be identified, collective punishment can be awarded to act as deterrent"

Definition of Ragging provided by the Hon.ble Supreme Court of India includes:

"Ragging means any act which violated the dignity of the individual student or is prescribed to violate his/her dignity. The Raging is neither a means of familiarization nor an introduction with fresher but is a form if psychopathic behavior and a reflection of deviant personalities. It reproduces the entrenched power configurations prevalent in civil society"

Ragging can be either of the following forms of acts: -

1. Verbal Ragging : Where seniors cause mental harassment or discomfort for the juniors by forcing them to answer unacceptable/personal questions. Forcing them to dance and sing etc. is said to rag the junior. It also includes its ambit cyber ragging. Punishment: One year imprisonment with fine.

2. Severe Verbal Ragging : Where the mental harassment and discomfort is to such an extent as forces the junior to withdraw from the college. Punishment: Seven Year imprisonment with fine.

3. Physical Ragging: Any act be the senior towards the junior which inflicts bodily injury on the junior be beating the junior, hitting him/her with objects etc. Punishment: Seven year imprisonment with fine.

4. Sexual Ragging : Where the senior asks the junior to do an act which damages sexual dignity of the junior.

Punishment: Seven year imprisonment with fine.

Important instructions at a Glance

1. In case a candidate has passed the Master Degree Examination also along with Bachelor Degree, the higher percentage of marks obtained in any of two will be taken into consideration while preparing the merit for B.Ed. candidates.

2. In case of D.El.Ed. candidates, only %age of 10+2 marks will be considered for preparing of merit list. No weight age will be given for higher education, whatsoever.

3. If the last date fixed for the receipt of Application Form is declared holiday by the State Govt. / University, the next working day will be considered as the last date for the purpose.

4. No one who is already in employment (whole time or part time or in honorary capacity) shall be admitted to the B.Ed. (Regular) /D.El.Ed. course in any college of education without taking leave from the employer for full academic session.

5. It will be the responsibility of the candidates to ensure eligibility for admission before applying for the course. If on verification at a later stage, it is found that a candidate does not fulfill the eligibility condition, her candidature will be cancelled and the fee deposited by her shall be forfeited.

6. In case of ambiguity about any rule, the interpretation of the same by the college shall be final.

7. All legal disputes relating to admission to B.Ed. (regular) Et D.El.Ed. course will be subject to the Court having jurisdiction at Ratia

8. The number of sanctioned seats may increase or decrease based upon the approval and affiliation from the concerned University/Haryana Govt.

9. The candidates must retain a photo copy and the acknowledge slip which is attached with the Application Form. White making correspondence with the institution, Sr. No of Application form should be mentioned.

10. Admission of candidates who have passed their qualifying examination from other university shall be provisional subject to verification of the eligibility by the registration branch of the concerned university.

11. SC students are directed to open their bank accounts in any nationalised bank for the purpose of Post-Matric Scholarship.

Annexure-I

Instructions regarding Bonafide Residents of Haryana issued vide letter No. 62/17/95-6 GSI dated, Chandigarh, the 3rd October, 1996 no. 62/32/2000-6 GSI dated 23rd May, 2003 and No. 62/ 27/2003- 6GSI dated 29the July, 2003 by the Chief Secretary of the Government of Haryana.

Subject: "Bonafide residents of Haryana Guidelines regarding".

1. I am directed to invite your attention to Haryana Govt. letters on the subject noted above vide which the instruction were issued regarding simplification of procedure for obtaining the certificate of Domicile for the purpose of admission to educational institution (including technical/ medical institution). The matter has been reconsidered in the light of judgment delivered by the Hon'ble Supreme Court of India in the case of Dr. Pardeep Jain vs. Union of India and others reported as AIR 1984-SC-1421, wherein it has been held that instead of the word 'Domicile' the word 'Resident' be used in the instructions issued by the state Government and it has been decided to revise the government instructions. Henceforth, the following categories of person would be eligible for the grant of Resident certificate:

I. Candidate, who have passed the qualifying examination for selection in the institution from a school/college in Haryana.

II. Children/Wards (if parents are not living)/ Dependents:-

a) Of the regular employees of Haryana state posted in or outside Haryana State or working on deputation.

b) Of the regular employees of statutory bodies/ corporations established by or under an act of the State of Haryana who are posted in Chandigarh or in Haryana or outside Haryana.

c) Of the regular employees of Government of India posted in Chandigarh or in Haryana in connection with the affairs of the Haryana Government.

III. Children/ Wards (if parents are not living)/ dependents persons who after retirement have permanently settled in Haryana and draw their persons from the treasuries situated in the state of Haryana.

IV. Children/ Wards (if parents are not living)/ dependents persons of Haryana Government irrespective of the fact that the original home of the retiree is in a state other then Haryana or he has settled after retirement in or outside Haryana.

V. Children/ Wards (if parents are not living)/ dependents persons, who have been permanent home in Haryana and include persons who have been residing in Haryana for a period of not less than 15 years or who have permanent home in Haryana but an account of their occupation they are living outside Haryana.

VI. The wives of such persons who are Bonafide residents of Haryana irrespective of the fact that they had belong to any other State before marriage.

VII. Persons who were born in Haryana and produce a certificate to that effect; provided that the parents/guardians (if parents are not living) of persons belonging to anyone of the above mentioned categories are.

(a) Citizen of India.

(b) Produce an Affidavit to the effect that they or their children/wards (if parents are not living)/ dependents have not obtained the benefit of Resident in any other State.

2. All candidates claiming to be bona fide residents of Haryana should produce a Haryana Resident Certificate signed by the District Magistrate/General Assistant to Deputy Commissioner or Sub Divisional Officer (civil) of the District/ Sub Divisions to which the candidates belong. Resident Certificates in respect of elsewhere or in respect of the children/wards / dependents of Haryana Govt. employees who are posted at Chandigarh, Delhi or elsewhere or in respect of children/wards/ dependents of pensioners of Haryana Govt. or in respect of the children/ wards/ dependents of the employees of the government of India posted at Chandigarh or in Haryana in connection with the affairs of Haryana Government or in respect of children/ wards/ dependents of the employees and retirees of the Statutory Bodies/Corporations of Haryana established by or under Act of Statement of Haryana or a Central Act and located at Chandigarh, Haryana or outside Haryana.

3. Candidates seeking admission in educational institutions (including medical and technical) located in Haryana may not be required to produce Resident Certificate, if they have passed the examination from a school/college situated in Haryana. For this purpose, a certificate of the Principal/Headmaster from sufficient. The Principal/Headmaster of the institution shall be competent to issue such certificate, which should be sufficient.

4. If a candidate admitted on the basis of claim that he belongs to the State of Haryana but at any subsequent time is discovered that his claim was false, the student shall be removed from the institution, all fees and other dues paid upto the date of such removal shall be confiscated. The Principal/ Headmaster may take such other action against the student and his/ her parents /guardians as he may deem proper in the circumstances of any particulars case.

5. The instruction may be noted carefully for compliance.

Note:

1. The state government. Vide letter no. 22/28/2003-3GS-0 dated 30-01-2004, has decided that henceforth Circle Revenue Officers (Tehsildar/ Naib Tehsildar Cum- Executive Magistrate concerned has been, authorized to issue Resident as well as Caste Certificates (SC / BC / OBC). In case of Haryana Govt., employees serving in the offices located at Chandigarh/ Panchkula and residing at Chandigarh / Panchkulan, the resident Certificate and Caste Certificate to SC/BC employees and their children will be issued by their respective Heads of the Departments. The proforma for these certificate have also been prescribed by the state Govt. therefore, all candidates will be required to submit such certificates in the prescribed proforma. The certificate issued by anyone other than the competent authority in the proforma other than he prescribed proforma will not be accepted.

2. Haryana Resident certificate should be of the date of 30-01-2004 or after. Certificates issued before this date will not be accepted. The candidates must ensure that they get Haryana Resident Certificates and not Haryana Domicile Certificate from the appropriate authority, as Haryana Domicile Certificate is invalid for the purpose of Admission.
