All inspectors will get a unique list of establishments for inspection based on computerized risk based assessment and randomization. 2. 3. Inspection checklist: It is mandated that inspector will inspect the establishment on prescribed parameters and check list URL of the checklist is http://labour.rajasthan.gov.in/Documents/Inspection_Checklist.pdf

4. Inspector Uploads the inspection note into LDMS within 48 hours: Inspector inspects the Establishment under all applicable labour acts as per prescribed checklist displayed on department’s website. Inspector prepares the inspection note and takes the signature of establishment owner/Representative on it. Then Inspector logs into LDMS, uploads the scanned copy of inspection note. The inspection note is online forwarded by the system to the Establishment and designated department’s officer for review & further action.

5. If inspector does not Upload the inspection note into LDMS within 48 hours: Show cause notice issued by LDMS to inspector. There is a separate MIS for top officials to monitor the uploading of inspection note process, distinguished by colour coding e.g. red for inspection note uploaded after 48 hours. Sample reports shown below from CIS and LDMS respectively.

6. Establishment owner can download inspection note uploaded by inspector on LDMS.

User logs into LDMS clicks on the “compliance of inspection note” and select the act, Provide the registration number and Click on submit. This tab is also used for compliance of any contraventions found during inspection

All the inspections conducted on the establishment after March 2014 will show on the Dashboard in the manner as shown below.

7. Sample Downloaded inspection Note: The sample Inspection note can be downloaded after clicking on "View Inspection Note" as shown above in the red rectangular box, filled by the inspector and its one copy used to given to the representative of the company was available at the time of inspection.

8. Joint Inspection: There is a mandate for joint inspection by factory & Boiler Department and labour inspectors in the circular dated 27.10.2015 available on the department website. Rajasthan Labour department is following the mandate since 27.10.2015

9. The same inspector shall not inspect same establishment twiceconsecutively: There is a mandate for inspection, that a inspector will not inspect the same establishment twice consecutively. Circular dated 27.10.2015 available on the department web site.

10. Innovative third party options: Labour department Rajasthan has provided a facility to the establishments that they can adopt third party inspection if they fall in the category of “medium risk industries”. Establishment’s categorisation is mentioned in the department circular date 27.05.2016.List of third party inspecting agencies is also published on the departmental web site. Establishment can register as citizen in the LDMS and apply.

11.Self certification option: Establishment can register as citizen in the LDMS and from where he can apply for the self certification scheme-2005.

12. Inspection based on complaint: If department receives any writtencomplaint against any establishment, then as per the circular dated 27.05.2016 Labour Department may conduct inspection, with permission of head of the department.
