Installation Vows for Elder Blake Taylor as Moderator of Presbytery of South Carolina

Leader: Speaking for the Presbytery of South Carolina, I call Blake Taylor forward to be installed as Moderator of the Presbytery of South Carolina. God has called you to serve Jesus Christ in a unique way.

Do you believe in One God- Father, Son, and Holy Spirit- and do you boldly declare Jesus Christ as Savior and Lord, and acknowledge Him Lord of all and Head of the Church?

Do you believe the Scriptures of the Old and New Testament to be the Word of God, and, inspired by the Holy Spirit, the unique witness to Jesus Christ and the authority for Christian faith and life?

Will you receive, adopt, and be bound by the Essential Tenets of ECO as a reliable exposition of what Scripture teaches us to do and to believe, and will you be guided by them in your life and ministry?

Relying on the Holy Spirit, do you humbly submit to God’s call on your life, committing yourself to God’s mission, and fulfilling your ministry in obedience to Jesus Christ, under the authority of Scripture and guided by our confessions?

Will you be governed by ECO’s polity and discipline? And will you be accountable to your fellow elders, deacons, and pastors as you lead?

Do you promise to be faithful in maintaining the truth of the Gospel and the peace, unity, and purity of the Church?

Will you pray for and seek to serve the people with energy, intelligence, imagination, and love?

Will you be faithful in your service as Moderator promoting the health of the covenant community in South Carolina so that its congregations and members may bear fruit for the Kingdom of God?

Questions to the Presbytery Gathering

Do we, as covenant partners in our congregations and delegates to this Presbytery Gathering, accept Elder Blake Taylor as our Moderator, chosen by God through the voice of this body to lead us in the way of Jesus Christ, according to the Word of God and the Constitution of ECO?

Do we agree to pray for him, to encourage him, to respect his decisions and to follow as he guides us, serving Jesus Christ, who alone is Head of the Church?

Prayer and Laying of hands

Leader: You are now a Moderator of the Presbytery of South Carolina. Whatever you do, in word and deed, do everything in the name of the Lord Jesus, giving thanks to God the Father through Him. Amen.

APPENDIX #2

Minutes: Presbytery of SC, October 17, 2020 @ Fairview PC, N. Augusta, SC

Attendance: 52 were pre-registered with 46 of that number being voting pastors and Elder commissioners (23 pastors, 23 elders). A quorum was present. Participation was both in-person and virtual (Zoom). Total attendance was 61. 14 churches were represented. Cane Creek PC, Union PC, and Presbyterian Fellowship of Fountain Inn were absent.

Open: Following a period of worship the Business Session was opened with prayer led by Rev. Dr. Thompson (Fairview PC). The Moderator, Rev. Handley (FPC Florence) presided.

Stated Clerk’s Report: Elder Johnston, Stated Clerk (Fairview PC) presented the report as it was posted in the published Docket.

1. Minutes of 25 April 2020 (Gathering of PSC via Zoom) were approved, as presented. (see Docket)

2. The current listing of churches within PSC was presented as information (17 Churches and 1 church plant) (unchanged). Accepted as information.

3. The pastor members of PSC as of 17 October 2020 were listed. Changes were noted: (A) Rev. Jack Patrick to Honorably Retired, (B) Rev. Dr. Anne T. Hilborn as Transitional Pastor at Calabash Covenant PC, and (C) the resignation of 1 pastor.

The report was accepted as presented.

Report of the Treasurer: Presented by Vice Moderator, Elder Taylor due to the planned absence of the Treasurer.

The current (October 2020) financial statement of the Presbytery was included in the Docket and was accepted as presented to the Gathering. In summary, the statement indicates that with all debits and deposits being accounted that the ending balance is $27,161.

Motion from Council related to PMOT: Presented by Elder Taylor.

Motion: That ECO Synod be informed (as directed by Synod action) that the PSC elects to maintain its current structure with the Pastoral Ministry Ordination Team functioning as a Standing Committee of the Presbytery.

The Motion was duly seconded. Discussion explained that with the adoption of the recently instituted ordination

process by ECO Synod that presbyteries with standing PMOTs advise Synod regarding their intent regarding these PMOTs. Merging MPT with PMOT is the option.

The Motion was approved as presented. PMOT will remain a standing committee of PSC.

Report of the Nominating Team: Presented by video (Chair, Rev. Dr. Leonard) and to the Gathering by Moderator, Rev. Handley.

The proposed slate was published in the Docket as follows:The Nominating Team makes the following nominations for the offices that are open or

will be opened because of term expirations occurring in January 2021 and recommends acceptance by the Presbytery.

The nominations were accepted as presented and without addition or exception and approved for service unanimously.

Report of the Ministry Partnership Team: Presented by Rev. Dr. Thompson, Chair.

1. Recent actions by the MPT

A. Rev. Anne T. Hilborn as Transitional Pastor/HOS at Calabash Covenant PC. Dr. Hilborn will continue as a member of PNC while serving in the PSC.

B. Dan Morris at Fairview PC who is serving on staff while seeking ordination in ECO and PSC, a process in progress.

C. Renewed the Call in Validated Ministry (Chaplain) for Rev. Margaret Harouny.

D. Accepted Rev. Pamela Cole’s request that she be listed as Inactive in her Validated Ministry, effective October 1, 2020.

E. Accepted Rev. Bill McCain into membership of PSC from PNC as Honorably Retired. McCain has served in South Carolina previously as Transitional Pastor.

F. Accepted Ann Waldron as CLP2 at Calabash Covenant PC.

These actions were all affirmed by the Gathering.

2. Reminder to Churches: ECO polity requires an annual review of the church’s financial status be re[ported to Presbytery Council. These can be sent to the Stated Clerk and will be presented to Council for review. Received as information.

3. Churches were also reminded that ECO recommends Churches participate in the Flourishing Churches Initiative and. if possible, in the related Vision Frame evaluation. The cost of the Vision Frame program has been reduced and MPT Chair, Thompson has been certified to mentor participation in the program. Received as information.

Report of Pastoral Ministry Ordination Team: Presented by Chairman, Rev. Lewis.

Candidates currently in the ordination process or under care of the PMOT:

1. Dan Morris, Candidate for Ordination and being mentored by Lewis. He has finished seminary.

2. Beth Plyler, Candidate for Ordination and being mentored by Rev. Kelly Gabrielle (Ocean Drive PC).

3. Ron Barron (FPC Loris) continues as Candidate while serving as CLP1 at Loris.

4. Jeremy Hunt has moved to Tennessee.

5. Ande Guthe is a new candidate involved in the church plant near Fort Mill. There is question whether he will be in the PSC or in the PNC. Dr. Hilborn reported that the MPT of the PNC has acted to accept his candidacy. Information from Rev. Brian Stewart (FPC Greenville)—Guthe will be visiting churches within the PSC to learn about ECO polity and practices.

The entire PMOT Report was received as information.

Report of the Church Planting Team: Presented by Past Moderator Elder Mary Ann Edwards, incoming Chair of CPT.

1. The Gathering was reminded about the statement by ECO of its 10 year goals which was presented to the Partnership last year. She highlighted the more recent stated goals about church planting which is based upon presbytery size. The PSC, under these goals will plant 3 churches within the next 4 years. Micro-expressions are included in these stated goals. CPT will contact each church within the Presbytery in its effort to work toward completion of the effort.

2. Moderator Handley added Council of PSC has allocated funds toward working with ‘New Thing’, a cohort organization working to help develop new church plants. ‘New Thing’ may be able to help PSC churches interested in the church planting effort.

Report of the Global Missions Team: Presented by Elder Glen Covington (Westminster PC), Chairman.

1. The written report from the GMT that was published in the Docket was used as template for the verbal report as high lights of the changes, challenges, and accomplishments that have occurred during 2020. Thanks to the responses and reactions to natural and material stresses associated with 2020 global mission work has moved forward and is well positioned for progressing into 2021.

2. Rev. Cody Watson of Frontier Fellowship was present in North Augusta and was able to report on the outstanding results related to ‘telling the story’ in areas of India. Frontier Fellowship is one of the global ministries partially funded by PSC. Watson asked for continued prayer support from out Partners.

3.The report was ended with prayer by Covington.

The report was received as information.

Report of the Moderator: Presented by Rev. Handley.

1. The Gathering was reminded that the 2020 National Gathering will be via a virtual platform with no in-person attendance.

2. The Gathering was told of ongoing efforts to publish a Presbytery newsletter regularly. The goal is to share information and to promote collegiality among churches and Partners.

3. There is a new cohort of CLP1 candidates undergoing training now. Past Moderator and Elder Mary Ann Edwards (Rock PC) and Elder Martha Ponder (Fairview PC) are new to the program and Ron Barron (FPC Loris) has completed the training and been accepted by the session at Loris.

4. Further information about CLP1 training: FPC Greenville is preparing to present approximately 12 candidates for the educational opportunity.

The report was accepted as information.

Report from Russell Community: Pastor Dale Youngs reported. Russell Community was founded 70 years ago in a community near Greenville as

a community related Presbyterian church. It grew and expanded its campus over the years to a membership of 400 and a campus with 18,000 square feet of buildings. Over the years globalization of the textile industry and other pressures have combined to bring the current membership to 40. Because of the large Campus with structures and the small congregation the property has been sold and the congregation is sharing space nearby with another congregation. This moved has allowed the church to move past the troubles of maintaining a large facility and toward ministry for both its Partners and its community. The Partners are encouraged about this new direction. This was received as information.

The Gathering agreed to amend the Docket and postpone a report from Fairview PC.

APPENDIX #7

Amending the Manual of Operations of the PSCOn handling the report of an Investigative Committee when the Committee finds that no charges are to be filed: Council approved an addition to the PSC Operations Manual as follows—

Section 7.3.12a. If no charges are filed after a complaint has been reviewed by the Investigative Committee appointed regarding a complaint, the records of the Investigative Committee shall be maintained by the Stated Clerk for 3 years after the person submitting the written statement of an alleged offense has been sent notification of the decision of the Investigative Committee not to file charges and the Stated Clerk has been notified of the decision of the Investigative Committee. The records shall be considered strictly confidential and shall not be released to any person including the parties to the disciplinary case unless the release of the records is ordered by a court of competent jurisdiction.
