Special Staff, South District has arrested six interstate desperate robbers who mainly robbed the showroom outlets at gun point while the staff was counting cash earned from the sale of the day. Two country made pistols with four live cartridges and two motor cycles used in commission of crime have been recovered from them. With their arrest ten sensational cases of robberies committed in Delhi and NCR worked out.

ACCUSED ARRESTED:

1. Rohit @ Ajay Soni @ Gauri (Gang Leader), age 22 years S/O Suresh Chand R/O Village Muchhdi Ram Nagar, Nainital, (UP) and presently staying at A-341, Jwala Puri, Block 4 (near Nangloi), New Delhi.

2. Sanjay Kumar @ Vikki, age 20 years S/O Mahender Kumar R/O Village Tigra, PS Ateli Mandi, District Mahendergarh, Haryana and presently staying at A-342, Jwala Puri, Block 4 (near Nangloi), New Delhi.

3. Deepak @ Vishal, age 23 years s/o Satbir Singh R/o 16/251, Gali No. 9, Joshi Raod, Karol Bagh, New Delhi.

6. Narender @ Fauji, age 28 years S/O Jagdish Singh R/O Village Baklana, P.S. Narnod, District Hissar (HR).

BRIEF FACTS :

In the recent past there was a spurt increase in the day and night robberies/dacoities committed at gun point in the showrooms / outlets of big companies like Reliance Fresh, Big Apple, Vishal Mega Mart, Sabka Bazar and Garment, mobile, electronic, medicine and hardware shops, etc.

On 21-2-12, similar incident was also reported in PS Malviya Nagar, Delhi, in which Sh. Sunit Sharma R/O F-157, Moti Bagh, New Delhi, Manager, Sabka Bazar Store, B-28, Shivalik, Malviya Nagar, New Delhi reported that on 21-02-12 at about 10 PM, while he along with other workers of the store was counting the cash of the day, three young boys having pistols with them entered in the store and pushed the guard and pointed the deadly weapon towards the manager/staff and threatened for dire consequences. They robbed 4-5 thousand rupees from the cash drawer and other articles. On his statement, a case vide FIR No. 57/12 u/s 392/34 IPC PS Malviya Nagar, Delhi was registered and investigation taken up.

In order to prevent such criminal activities, two teams comprising SI Jeet Singh, Gyanender Singh, ASI Mahender, Ramkishan, Ashok, Sheoram, HCs Ashok, Manoj, Shyambir, Rajender, Surender, Hawa Singh, Bir Singh, Bhoop Singh, Vijay, Cts Yashvir, Vijay, Sandeep, Amrish and (Dvr) Lakhminder Singh was also formed under the supervision of Inspector Aishvir Singh, I/C Special Staff and Sh. Kulwant Singh, ACP/Operations, South District to identify and apprehend the criminals involved in these cases.

The team worked relentlessly and collected details of several criminals with similar modus-operandi and activated their secret informers to collect the information about the criminals involved in these incidents. These details were analyzed minutely and on the basis of secret information, it came to fore that gang headed by Rohit @ Ajay Soni @ Gauri might be involved in these incidents. So, the team focused on accused Rohit @ Gauri and his associates. All the members of this gang are so clever that after committing robbery they even would not talk on their mobile phones and used to change mobile numbers and handsets frequently. Due to this, it was very difficult to track them on the basis of analysis of mobile phones. Sustained hard work of above team technically and manually bore fruit and on 26.02.12, a specific information was received through a reliable sources that the gang member Narender @ Fauji along with his associates would come at Triveni, near MCD Office, Malviya Nagar at about 3 PM. The

team laid a trap at Triveni near MCD office, Malviya Nagar. At about 03.30 PM, three boys came on a motor cycle and they were identified as Narender @ Fauji, Rajesh and Sanjay, associates of Rohit @ Ajay Soni @ Gauri by the informer.

The above mentioned team acted swiftly and nabbed all of them. One mobile phone, part of robbed articles, robbed from the Reliance Fresh Outlet, Gurgaon was recovered from their possession. All the accused confessed their involvement in the robbery committed by them with their associates at Reliance Fresh Outlet, Gurgaon. Accordingly, they were arrested vide DD No. 64 B dated 26/2/12 U/S 41.1 CrPC PS Malviya Nagar, Delhi.

INTERROGATION :

During interrogation, it revealed that accused Rohit @ Ajay Soni @ Gauri along with other associates would also come to meet them at Chirag Delhi near Ganda Nala within half an hour. Immediately, the team reached at Chirag Delhi near Ganda Nala and laid a trap. At about 04:30 PM, two youths came there on motor cycle and both of them were identified by the informer as Rohit @ Ajay Soni @ Gauri and Sanjay Kumar @ Vicky. The team acted promptly and apprehended both of them. On search, 2 country made pistols and 4 live cartridges recovered from their possession. Both accused were arrested vide FIR No. 64/12 U/S 25 Arms Act and FIR No. 65/12 U/s 25 Arms Act dated 26.2.011 PS Malviya Nagar, Delhi respectively. On 27.2.12, their associate namely Deepak @ Vishal R/o 16/251, Gali No. 9, Joshi Road, Karol Bagh, New Delhi was also arrested vide DD No. 15A U/S 41.1 CrPC PS Malviya Nagar.

On sustained interrogation, accused persons disclosed that they formed their gang as they want to earn easy money to fulfill their needs. Sanjay @ Vikki, a close friend of Rohit @ Ajay Soni @ Gauri and Deepak @ Vishal had gone to Amarnath about 4 months back and came in contact with Satbir, an Army man, through whom he came in association with Narender @ Fauji, an Army absconder and his friend Rajesh and Virender @ Jhangra. All of them collectively met to each other at Gurgaon and decided to earn money. Rohit @ Ajay Soni @ Gauri who earlier worked at garment shop as a sales boy in Tri Nagar, Delhi, gave an idea to rob the showrooms / outlets of big companies like Reliance Fresh, Big Apple, Vishal Mega Mart, Sabka Bazar etc. in the late evening when customers are not available and staff of the outlets remains busy in closing the shop and counting the whole day cash. They procured two country made pistols and cartridges from Kairana, Muzaffar Nagar, UP. Accordingly, as per their plan, they committed series of robberies/dacoities in various parts of Delhi and NCR in last three months.

PROFILE OF ACCUSED PERSONS :

1. Rohit was born in 1990 in his native village at Nanital, Uttrakhand. He left his studies when failed in class 12th. After that he started working in an Garment Shop at Tri Nagar Delhi as a sales boy. Meanwhile, he fell in the bad company of local criminals and started committed robberies and formed his own gang with Sanjay and Virender.

2. Sanjay Kumar @ Vicky was born in his native Village Tigra, District Mahender Garh, Haryana. He is illiterate. He came in contact with local criminals and started committing robberies with Rohit @ Ajay Soni @ Gauri and Deepak @ Vishal.

3. Deepak @ Vishal was born in Delhi. He is a school dropout. Earlier, he worked as waiter boy in a Tent House in Karol Bagh, Delhi. He was not satisfied with his low salary and joined the gang of Rohit @ Ajay Soni @ Gauri.

4. Virender was born in 1988 at his native village in Dabla, District Jind, Haryana. He is a school dropout. He came to Gurgaon in 2006 in search of job and started working as a generator boy at Raj Nagar near Shitla Mata Mandir, Gurgaon. After that he worked in a Generator Shop near Basai, Gurgaon. He came in contact with Rohit through Narender and joined their gang.

5. Rajesh was born in 1983 at Village Baklana, Haryana. He has studied up to class 12th. After that he started farming at his village. Meanwhile, he came in contact with Narender Fauji, his village mate and other gang members and joined their group.

6. Narender was born in 1984 at his native village Baklana, Haryana. He has studied up to class 10th. After that he joined Indian Army in 2006. He came to leave in his home town in October, 2011 and did not resume his duties. Later, he came in contact with Rohit through his friend. He joined his group and started committing crime with them.

Counterfeit Indian Currency Racket busted. Two persons arrested. Counterfeit Indian Currency worth Rs. 20,000/- of Rs. 100/-

denomination seized.A team of officers of crime branch led by Inspector Rajbir Singh, SI Lokesh

Sharma, SI Vijender Singh, HC Rishikesh, HC Umed, HC Dinesh Kumar, Ct. Shashi Kant, Ct. Anil Hooda and Ct. Harbir Singh under the supervision of ACP Rajender Bakshi have busted a Counterfeit Indian Currency racket. Two persons have been apprehended and Rupees Twenty Thousand counterfeit currency in the denomination of Rs. 100/- has been recovered.

Information was received by HC Rishikesh that on 21/02/2012 two persons involved in a counterfeit currency racket would come near Karol Bagh, Delhi. On this information a trap was laid and two persons identified as i) Sharafat Khan (aged 65 years) s/o Guchchan Khan r/o Peela Talab, PS Thana Ganj, Rampur City, UP and ii) Yusuf Khan (aged 55 years) s/o Wahid Khan r/o Deeg Gate, Mathura, UP were apprehended. Counterfeit Indian currency notes worth Twenty Thousands (20,000/-) in Rs. 100/- denomination was recovered. A case under the appropriate sections of the law was registered.

Both the accused persons were subjected to intensive interrogation. It was revealed that Sharafat Khan is the master mind of the counterfeit currency racket. He procured the counterfeit Indian currency notes from Rampur, UP for supplying it to Delhi and other parts of India. The notes are printed on excellent paper having fine printing quality and appear quite genuine to the naked eye. He also involved Yusuf Khan in his gang to circulate the counterfeit currency in Delhi and National Capital Region.

Sharafat Khan is earlier involved in trafficking of drugs in Delhi and was arrested in the year 2002 for having 400 Gms of heroin. In jail, he came in contact with Yusuf Khan who was also in jail in a case of drug trafficking. After release from jail, they both started supplying Counterfeit Indian Currency.

Further investigation is in progress.

DESPERATE GANG OF ROBBERS BUSTED. FIVE ROBBERS ARRESTED FIVE CASES OF ROBBERY OF DELHI WORKED OUT. ONE .315 COUNTRY MADE PISTOL ALONGWITH TWO LIVE

CARTRIDGES, TWO SPRING ACTUATED KNIVES AND THREE MOTORCYCLES USED FOR COMMITING ROAD ROBBERIES RECOVERED.

A team of officers of Crime Branch led by Inspector Arvind Kumar and consisting of SI Surender Dalal, SI Shivraj Tyagi, ASI Shivraj, HC Rajbir, HC Lalit, HC Sukhbir, HC Ramesh and Ct. Pradeep Hooda, Ct. Suraj and Ct. Sandeep under the supervision of ACP M.C. Katoch and overall supervision of Addl. DCP/Crime Dr. Joy Tirkey have apprehended five desperate Robbers. One country made pistol alongwith two live cartridges, two spring actuated knives and three motor cycles have been recovered. Five cases of robbery of Delhi worked out.

Information was received on 25/02/2012 by Ct. Pradeep Hooda that desperate gang of Robbers active in Delhi would assemble near Rithala Metro Station, Rohini.  On this information a trap was laid and three persons were apprehended.  They were identified as Daulat Ram @ Kalia (aged 39 years) s/o Rattan Singh r/o Anand Parvat, Delhi, Joginder @ Jugnu (aged 23 years) s/o Sardar Singh r/o Aman Vihar, Delhi and Hari Mohan @ Haria (aged 28 years) s/o Dashmi r/o Azamgarh (UP). Subsequently Deepak Kumar (aged 21 yrs) s/o Rajender Kumar r/o Sultan Puri, Delhi and Pappu Kumar Mourya (aged 23 years) s/o Rampreet Mourya r/o Karan Vihar, Kirari, Delhi were also apprehended. One .315 country made pistol with two live cartridges and two spring actuated knives were recovered. Three motor cycles recovered from their possession were also seized. A case under appropriate sections of law was registered.      

All the accused persons were subjected to intensive interrogation. It was revealed that Daulat Ram @ Kalia is the king pin of the gang. He is an absent Bad Character of PS Anand Parvat. He is a desperate criminal and involved in more than 12 cases of Murder, Dacoity, Robbery, Threat and Arms Act of Delhi. He has also been convicted for life in the murder case of Khusi Ram along with his brother

Vishnu that had been committed in the area of PS Anand Prabat. Joginder @ Jugnu is earlier involved in 2 cases of Murder and Attempt to murder of Delhi. Hari Mohan @ Haria is previously involved in 3 cases of Dacoity, Theft and Arms Act of Delhi and Deepak Kumar is previously involved in a case of murder of PS Sulatan Puri, Delhi. Their apprehension has led to the working out of 5 cases of cases of Robbery of Delhi. The details are given below:-

1. On 24/07/2011, Daulat Ram @ Kalika along with his associates looted Rs. One lakh and recharge coupons of mobile phones from the area of PS Bharat Nagar, Delhi.

2. On 12/09/11, Daulat Ram @ Kalia along with his associates looted Rs. 1.25 lacs from the area of PS Keshav Puram, Delhi.

3. On 20/9/11, Daulat Ram @ Kalia along with his associates looted Rs. 1.75 lacs from the area of PS Ashok Vihar, Delhi.

4. On 30/10/11, Daulat Ram @ Kalia along with his associates looted Rs. 1 lacs from the area of PS Mourya Enclave Area, Delhi.

5. On 09/11/11, Daulat Ram @ Kalia alongwith his associates looted Rs. 4 lacs from the area of PS Keshav Puram, Delhi.

Concerned Police Stations have been informed about their arrest.

movements, menacing gestures, screaming, shouting, wilfully frightening horses or cattle or otherwise disturb the public peace or order.

II. Throw water/coloured water, rubber balloons containing water/coloured water or any other liquid through any means or apply any colour/gulal or any other substance etc. on the face or any other part of the body of any unwilling person (S).

III. Wilfully and indecently expose his person in any street or public place or within sight of, and in such manner as to be seen from any street or public place, whether from any house or building or not, or use indecent language or behave indecently or riotously, or in a disorderly manner in a street or place of public resort or do any act which may occasion a breach of peace.

IV. Sell rubber balloons of two inches or less when uninfected in size.

5. This order shall come into force with effect from 3/03/2012 and shall remain in force till 12.03.2012 for a period of 10 days. It shall extend to the entire jurisdiction of North Distt. Delhi.

6. Any person contravening this order shall be punishable under Section 188 of Indian Panel Code.7. As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It

II. Whereas, as large number of private courier service operate in and around the capital to facilitate sending of goods through courier across the country.

III. And whereas, it has been noticed that the private courier services generally book goods or items to be transferred on the face value of the courier sender without bothering to verify his or her address thereby paving the way for unscrupulous person using the courier services for illegal activities.

IV. And whereas, instances have come to notice where criminals have used courier services to send incriminatory items, contraband and even dead bodies in the guise of courier.

V. And Whereas, it has also been observed that the record of courier senders are not kept by the courier services or agents engaged in the business of facilitating courier of good making courier of goods making it difficult for the investigation agencies to identify the culprits behind such crime.

VI. And whereas, it is thus rendered imperative to put regulatory check on the private courier services who deal in booking and sending goods from one place to another so that the anti social elements may not be able to use them to send incriminatory things through them and it is felt that immediate action is necessary in this regard.

VII.Now, therefore, in exercise of the powers conferred upon me by virtue of section 144 CrPC, 1973 (No. 2 of 1974)

read with Govt. of India, Ministry of Home Affairs, New Delhi's is Notification No. U-11036/(i)UTL, dated 9.9.2010, I Mohinder Singh Malik, Asstt. Commissioner of Police, Sub-Division, Civil Lines, North District, Delhi do hereby make this written order that all such private courier services or agents who deal in booking and sending goods in the jurisdiction of Sub-Division, Civil Lines, North District, Delhi Shall:

(a) Maintain a register of courier senders and detail of goods to be sent through courier.(b) Keep copies of identification documents like election card, ration card, PAN card, Driving licence etc. of the

courier sender for access by the police as when required.(c) Cross-check from the concerned company or office if its representative or employee approaches for getting the

goods booked for courier in case sender is acting on behalf of a company or office or organization.(d) Generally satisfy oneself about the goods before accepting the packet/parcel booked for courier.(e) Install CCTV with sufficient number of cameras and recording system with play back facility, to cover booking

office and the area where goods are to be kept. The CCTV should monitor anyone coming for booking a courier.(f) The recording system shall preserve a digital record of CCTV coverage for not less than 30 days.(g) The private courier service or agent shall cause to copy the CCTV coverage on a CD and hand over the police

whenever demanded. (h) Inform the nearby police station if the courier sender of the goods is found suspicious.

These order shall come into force with effect from 27.02.12 and shall remain in force for a period of 60 days up to 26.04.12 (both days inclusive) unless withdrawn earlier.

Any person dealing a business of courier services or agent who contravenes this order shall be liable to be punished in accordance with the provisions of section 188 of the IPC.

As the notice cannot be served individually on the concerned, the order is hereby passed ex-parte. VIII. Whereas, information has been received that the Central Board of Secondary Education Class X & Xll examinations are being held from 1 ist March 2012 to 16th April 2012 at a number of Examination Centers in the jurisdiction of Sub-Division Civil Lines Delhi.

IX. And whereas preservation of peace and tranquility in and around the examination centers is considered essential for orderly conduct of the examination.

X. Now, therefore, in exercise of the powers conferred upon me under Section 144 Criminal Procedure Code, 1973 read with Govt. of India, Ministry of Home Affairs, New Delhi's Notification No. F-11036/1/2008- UTL, dated 31/10/2008, I, Mohinder Singh Malik, Assistant Commissioner of Police, Sub-Division Civil Lines, North District, Delhi do hereby prohibit the following activities with in 200 mtrs. Of the boundary of any examination center for Central Board of Secondary Education Examination- 2012 from 1.03.2012 to 16.04.12 during the forenoon sessions:-

(a)Carrying of any arms, Cudgels, swords, bludgeons, guns, knives, sticks or lathies or any other articles which are capable of being used for causing physical violence;

(b)Carrying of any corrosive substance or explosive,(c) Carrying collection or preparation of stones or other missiles or instruments or means of

casting or impelling missiles;(d)Raising of any slogans or loud voice facilitating copying in exam from outside the hall(e)Exhibition of placards/banners; and(f) Usage of Photo-copiers which could be used for facilitating unfair means during the timings of

the examination.(g)The use of loudspeakers to be prohibited switching 200 meters of any examination center.

4. Any assembly or procession within the above specified area and timings excepting assembly of bona fide students going for appearing in examination.

5. Any person contravening this order shall be punishable under section 188 of Indian Panel Code.

6. It is further directed that this order shall be promulgated in the National Capital Territory of Delhi through publication in Newspapers and through other media and by affixing at offices of District Deputy Commissioner of Police, Delhi and offices of MCD/NDMC and at all the examination Centers

HIGHLIGHTS:-

         One Deepak @ Deepu (age 22 years) S/o Narender Bhardwaj, R/o C-4/239, Sultanpuri, Delhi arrested.

         Three Gold Chains, Two ladies bags, One Motor Cycle No. DL-10-SC-3237 recovered.

INCIDENT/       BRIEF FACTS:

            On 25.02.2012, while HC Padam No. 94/OD and Ct. Anil No. 1950/OD of PS North Rohini were on picket checking duty at Sec-6/7 dividing road, near BSA Hospital, Rohini, at around 2.40 PM one person came from Ayodhya chowk side on  black colour pulsar M/Cycle who was directed by the picket checking staff to stop for the purpose of routine checking but the rider tried to escape. He was overpowered by the picket staff. Later on his name was disclosed as Deepak @ Deepu. On enquiry the said M/cycle having registration No. DL-10-SC-3237 was found stolen from the area of Police Station Samaypur Badli Vide FIR No. 72/12 U/s 379 IPC, PS-Samaypur Badli. After verifying the facts the said vehicle was seized and accused Deepak@ Deepu was arrested. On sustained interrogation it is found that accused Deepak alongwith his associates had committed many offences of M/cycle theft and snatching in the nearby areas. Sincere efforts are being made to arrest the associates of accused Deepak.

Fatal accident:

One Sonia, 35 years old W/o Rajender Sethia R/o  New Friends Colony  died in a road accident.  The accident took place when she was going from Gulmohar park to August Kranti Marg today. She was sitting in rear seat and her driver Rakesh was driving the Honda City Carr and another driver, Keshav Sharma was sitting in front seat.  Her car was hit by Swift Car driven by one Mohan Kumar, 46 year, R/o Aurvigyan Nagar, coming from back side.  Mohan  kumar  also died  whereas his son, Anjay, 19/20 years old,  who sitting with his in car got injured.

                Some Media Persona are asking whether the deceased Sonia was pregnant.  She was not pregnant.  A case under the relevant sections of the law has been registered at Police Station Hauz Khas and investigation is on.

 

In an another incident one Bunti Malik, 10 years old, S/o Akash Malik R/o Masjid Mod was run over by TATA 407 today morning. The accident occurred when Bunti , student of 3rd class in Sarvodya Vidhyalaya Shadique Nagar, was going to school with his father.  He was taken to Trauma Center where he succumbed  to his injuries.
