1. INTRODUCTION

The State Government of Madhya Pradesh approved an incentive scheme for the

participating banks on “Sharing of recovery cost basis” with a view to achieve the

objectives laid down under Madhya Pradesh Lok Dhan (Shodhya Rashiyon Ki

Vasuli) Adhiniyam 1987 for recovery of bank dues. The scheme came into force

with effect from 1st April 1995. However, the Scheme was effectively

implemented with effect from 1st April 1996. Initially, sixteen commercial banks

had volunteered to join the Scheme. Subsequently two more commercial banks

joined. Keeping in view its success, 21 Regional Rural Banks have opted to join

the Scheme since 1st April 1999. After bifurcation of the State, at present

nineteen commercial banks, seventeen regional rural banks and one financial

institution are the participating members of this scheme. Upto the March 2002,

recoveries effected under the Scheme amounted to around Rs. 275.24 Crores.

During 2002-2003 inspite of drought in most parts of the State around Rs. 41.06

Crores were recovered.

Commercial Banks assist State Government in meeting targets for institutional

financing of government sponsored programmes and schemes of poverty

alleviation and self employment. As disbursement of loans to beneficiaries under

government sponsored schemes are target oriented, very often recoveries are not

up to the mark. Recoveries are lifeblood of financial system, as these make

recycling of funds possible. Therefore, Commercial Banks have constantly been

urging State Government to assist them in recoveries, just like the banks assist

State Government in meeting targets. Under the Bank Recovery Incentive

SCheme (BRISC) the Banks were required to pay to BRISC account 2.5 percent

of the amount recovered under RRC filed cases with the help of the Government

(Revenue) authorities.

NIC MPSC Bhopal has studied, conceptualized, designed & developed Web

Based Bank Recovery Incentive Scheme. The objective of system is the efficient

maintenance of Revenue Recovery Certificate (RRC), monitoring and

management of recovery made. The basic inputs to the computerized system are

RRC Details and Recovery made.

1.1 Audience

‘BRISC’ has been designed for the end users of Directorate of Institutional

Finance and District BRISC Cell. The functional knowledge of BRISC and basic

knowledge for operation of computer under windows environment is a pre-

requisite. The user can operate the software by following the instructions given in

this manual without any specific training. Operational learning of Computer-

based BRISC is also required.

1.2 Purpose of this Document

The purpose of this document is to guide the user on the operation &

implementation of the computerized system BRISC. It also provides workflow &

user-friendly instructions on how to use various modules of software.

1.3 Document Organization

For convenience, this document is organized into five sections.

Section-1 deals with introduction while Section-2 provides product features.

Section-3 contains General Operating instructions & Specific operating

instructions covered in section-4. Section-5 comprises of annexure on Input &

Output formats.

2 PRODUCT’s SALIENT FETURES

The web-based BRISC software has been developed in ASP.net as a Front-end & MS

SQL Server as Back-end under Windows Environment. Software empowers the State

Government and Bank Administration to monitor the recovery against the loan to

reduce the revenue losses. Software also assists to analyze the data in various ways

with help of on-fly computer generated reports. It provides Effective, Efficient &

Transparent system for the Bank Recovery Incentive Schemes by efficient

maintenance of RRCs, monitoring and management of recovery made, etc. The

features of the package are as follows:

• Web based solution, with UNICODE compliance /local language support

• Easy to navigate menu structure to meet the functional needs facilitate quick access

to any option.

• Built-in security features including the User-id and password protection mechanism

to prevent unauthorized access to the data

• Role based access

• Necessary built-in checks for inter-related fields.

• Facilitates easy maintenance and updation of data

• Serves as Decision Support System for State / District Level authorities and provides

various on-line analytical reports

3 GENERAL OPERATING INSTRUCTIONS

A. Information Requirement

Following information is essential to implement BRISC

• Master information of Districts, Tehsils, Banks, Branches, Schemes,

Revenue Officers & Treasuries (Master Data)

• Revenue Recovery Certificate (RRC) Details

• RRC allotment

• RRC payments to Bank, Treasury

• RRC disposal

B. Steps for Implementation of Software

The steps for implementation of BRISC are as follows:

• For better results use web browser Mozilla FireFox

• Invoking of BRISC Package

• Creation of state level bank user

• Creation of State/district level government users

• Creation of bank users at district/Branch for operation of package

• Creation of government users at tehsils for operation of package

• Verification of Master data related Tehsils, Banks, Branches, Schemes,

Revenue Officers & Treasuries

• Any updation in Master data may be communicated to Directorate of

Institutional Finance.

• Entry of RRCs & computer generated RRC nos.

• Verification of Check list

• Forwarding of RRCs by Banks

• Approval/Rejection of RRCs

C. User Management

There are two categories of Users viz. Government & Banks. In each

category there are three levels. For government users these levels are State,

District & Tehsil and for Bank users the levels are State, District &

Branch. At state level, Super user will create the users for both categories.

State user of both categories will create users of the next lower level viz.

District level users. Like wise the district level users will create users for the

next lower level viz. Tehsil/Branch under respective categories of government

and Banks. Access to various options in the application will depend upon the

category and level that the user belongs.

D. RRC Reconciliation

In the existing system, sometimes the details of payments made by the defaulters

at banks against RRCs are not reached DIF / District BRISC Cell for various

reasons. This software helps in bridging this information / communication gap.

To begin with while capturing the person’s details it also captures the loan

account number of the beneficiary in the bank. The mapping of RRC and its loan

account number is internally done by the system. At the end of the month a

branch-wise statement is generated at district level for each bank for RRC

reconciliation. It produces loan account number wise details like deposits made,

non-receipt of deposit, etc of all the defaulters of the said bank/branch.

4 SPECIFIC OPERATING INSTRUCTIONS

Invoking of the Package

BRISC package can be invoked by double clicking the Mozilla Firefox web browser. On

clicking on the Mozilla Firefox, URL address screen will be displayed:

Type the following URL in front of Address

After typing address correctly, Press Enter key or Click on Go with the help of mouse, first

screen of BRISC software will be displayed as below –

In above screen, the System will prompt for User Name and Password. Enter User ID

and Password and click ‘Submit’ Button. Successful login will result in display of a

screen with a Main menu of the System as below

At any point of time, by Clicking Home Page user can go back to Main Menu from

any previous option selected earlier. The procedure for selection of option & field

navigation is as follows:

The Main Menu of the ‘BRISC’ has five options Besides Home Page as given below:

1. Data Entry

2. Information

3. Reports

4. House Keeping

5. Logout

The option-wise details, like purpose, function and how to use, etc are explained in

subsequent paras for better understanding of user perspective.

4.1 Data Entry

This option allows entering, modifying, deleting & viewing the data related to Master data

viz. Districts, Tehsils, Banks, Treasuries, Revenue Officers & Schemes, RRC Management

and RRC Deposits for the chosen location of district/Tehsil/Bank/Branch. On selection of

Data Entry on the main menu, a sub-menu will be displayed as shown below:

Data Entry Option has three sub-options:

1. Master Entries ( For Super User only)

2. RRC Management

3. RRC Deposits

The functions performed by each of the sub-option and it’s use are as follows:

01. Master Entries

The details pertaining to Districts, Tehsils, Banks, Treasuries, Revenue Officers and

Schemes will be maintained and updated as and when required by Super User. However

all authorized users of this web application, can view and print this information.

02. RRC Management

The access to the options available under RRC Management is entirely role based. Bank

user is authorized to use options of RRC Creation, RRC Modification, RRC Checklist and

RRC forwarding. The Government user is permitted to use options RRC Approval, RRC

Allotment and RRC Disposal.

03. RRC Deposits

The details of recoveries made against the RRC issued are recorded here. The RRC

amount deposited at Bank/Branch is entered using RRC Deposits- Bank. The sub option

RRC Deposits- Treasury records the details pertaining process fee and cost of processing

amount deposited through challans at Treasuries.

4.1.1 Master Entries (For Super User Only)

This sub option is used to enter details pertaining to Districts, Tehsils, Banks, Treasuries,

Revenue Officers and Schemes. On selection of Master Entries the following screen will

be displayed:

Clicking of sub option ‘District’ displays the following screen from where Super User

can either add a new district or modify/delete already existing district details.

Like wise remaining subs-options viz. Tehsils, Banks, Treasuries, Revenue Officers,

Schemes under Master Entries can be chosen for addition, modification or deletion. The

mode of operation is same for all the sub options. However, access to this option is only

permitted to Super User. Therefore any changes required in the master information have

to be communicated at Directorate of Institutional finance. It will be maintained and

updated as and when required by Super User only. However all types of users to this

system, can view and print this information.

4.1.2 RRC Management

Depending on the category of the user, this option provides appropriate sub-options. A

Bank/branch user is entitled to use sub-options of RRC creation, RRC Modification and

RRC Checklist. A bank district level user will have additional option i.e. RRC

Forwarding. Bank branch user can enter the RRC details and all the entered RRC of a

particular bank will be forwarded by district level bank user for its issuing. The

Government user will have sub options RRC allotment and RRC disposal. A Government

district level user will have additional option i.e. RRC Approval. Screen shots showing

4.1.2.1 Bank Users

4.1.2.1.1 RRC Creation

A branch level Bank user can enter RRC of its branch. After login, the District, Tehsil,

Bank & branch will be automatically set for the user. The Scheme name and RRC issue

year are to bed initially to start with data entry. After feeding rest of information necessary

for generating Form-1, user has to click ‘save’ button to permanently store the information.

Against each RRC, computer will generate a unique number which has to be used for any

future reference. In case of RRCs already issued, user has the optional facility to record

details of RRC issue no & date as well. The computer generated 16 digits RRC number

comprises of 4 digit RRC issue year, 2 digit bank code, 2 digit district codes, 3 digit tehsil

code and 5 digit serial number. (example: YYYYBBDDTTTNNNNN. YYYY-year, BB-

Bank code, DD-District Code, TTT – Tehsil code and NNNNN-Serial Number)

4.1.2.1.2 RRC Modification

The facility to modify the RRC entries (made earlier) is available under RRC Management

option for the Branch level bank user. User is required to provide only RRC issue year and

5 digit serial number from the computer generated RRC number. The RRC related details

can be modified using this option.

4.1.2.1.3 RRC Checklist

The RRC can be printed using this option. User will have the facility to either print a

single RRC based on its computer gene rated number or all RRC created in a particular

day.

4.1.2.1.4 RRC Forwarding

This option is available to district level bank user. At district level, bank will have the

provision to forward it’s branch-wise RRCs to competent government authority for

approval. Once the RRC is forwarded, the modification of that particular RRC will not be

allowed and the details are deemed to be freezed.

4.1.2.2 Government Users

4.1.2.2.1 RRC Approval

Using this option, government user at district level, either approves the RRC presented

online by the bank or rejects it for any specific reasons. In case of rejected RRC,

modification is permitted for respective branch/bank.

4.1.2.2.2 RRC Allotment

Once approved, the RRC is available to be allotted by the Government District user. RRC

case no and issue date is marked. It also captures the information about the Revenue officer

– to whom the RRC is allotted. Software picks up the Revenue Officer by the unique

employee code of the Revenue officer. Other wise employee name can be directly entered

by choosing Allotment Officer as other.

4.1.2.2.3 RRC Disposal

The RRC can be disposed off by the Government district user after the settlement. There

are various categories under which the cases are settled.

The Categories of RRC disposal are -

CA- Cancelled - In case of RRC returned by the RO.

SA- Satisfied – In case full amount recovered.

ST- Settled – In case of OTS by bank (full @ 3% processing cost on RRC amount and on

settled amount @ 2.5% BRISC amount to be deposited by concerned bank).

WT- Withdrawn – In case RRC is withdrawn by the bank. (@ 3% processing fee has to

be deposited by the bank)

4.1.2 RRC Amount Deposits

4.1.2.1 Bank Deposit

The amount recovered against the RRC issued is recorded using this option. It also captures

the information about the Officer/other authorized person through whom the amount is

recovered.

4.1.2.2 Treasury Deposit

This option helps in capturing the details of process fee & cost of processing through

challan at Treasury against the recovered amount by Banks.

4.2 Information

This option is used to view / query the stored information on screen. It has got two sub-

options.

a. Master Information

b. RRC Search

4.2.1 Master Information

This option helps in viewing the master details related to districts, Tehsils, Banks,

Branches, Treasuries and Revenue Officers etc on screen. On Selection of this option,

following screen will be displayed.

4.2.2 RRC Search

RRC search facility is also provided for the ease of operations. User can search RRCs,

based on the criteria of RRC issue year or RRC creation date or issue date or by the name

of the defaulter.

4.3 Reports

The Report option facilitates, generation of various reports. These reports can be printed on

paper as well exported to any desirable formats (Excel, word, pdf, etc). On selecting

Reports option on main menu, a drop down sub-menu will appear on the screen as shown

below.

At present, it has got three sub-options.

c. RRC Reconciliation

4.3.1 Master Reports

This option facilitates printing of details pertaining to master data of District, Tehsil, Bank,

Branch, Treasury, Schemes and Revenue Officer into printable formats. User will have the

facility to export these reports in different formats i.e. PDF, Excel etc.

4.3.2 Managerial Reports

This option facilitates printing of all the formats viz. Form-1 ~ Form-10 into printable

formats. User will have the facility to export these report in different formats i.e. PDF,

Excel etc. However access to these options is User type / User Role Dependant.

4.3.3 RRC Reconciliation

Every month bank can generate this summary report which reflects branch-wise deposits

made to the bank. This will record individual’s loan account number along with the amount

deposited by him at the bank.

4.4 House Keeping

The House keeping facilities are internal requirement for the smooth operation of the

software system such as User Management, Password Change, User List and Password

Reset. On selecting this option, the following menu appears on the screen:

4.4.1 User Management

This option facilitates creation of new users and only Super User admin has privilege to

access this option. On selection of this option the following screen will be displayed.

4.4.2 Password Change

Using this option user can change his password. On selection of this option, following

screen will be displayed.

4.4.3 User List

Using this option next higher level user of both categories viz. Government & Bank can see

the list of users along with their last login details and working availability (Users gets

locked by system due to failed 5 login attempts).

4.4.4 Password Reset

User who has forgotten password may request its next higher level user to reset its

password. This can be achieved using option.

4.4.5 User Reset

Users are sometimes locked by the system due to failed login attempts. In that case using

this option next higher level user can unlock the user.

4.5 Logout

This option enables the user to exit from the BRISC software.
