The Montgomery County Department of EconomicDevelopment (DED) was busy throughout 2012 working tosupport many business openings, initiatives and successes. Highlights of thisactivity include:

l Clean Currents – an independent, green energy wind power company,graduated from the County’s Rockville Innovation Center and moved toexpanded headquarters in Silver Spring;

l Federal Capital Partners – relocated its headquarters to Chevy Chase,bringing nearly 30 new jobs to the County;

l InvestMaryland – Bethesda-based BrainScope received a $250,000investment, the first from the State’s $84 million venture capital initiative;

l Montgomery County Biotech Investment Tax Credit Program – celebrated the first 10 localcompanies to receive investments, totaling $6 million, under the program;

l National Cybersecurity Center of Excellence – U.S. Senator Barbara Mikulski secured $10 millionin federal appropriations as part of the National Institute of Standards and Technology’s FY12 budgetto create this new center in Gaithersburg to encourage cybersecurity-related tech transfer;

l National Recognition – the national spotlight shined brightly in Montgomery County this year, as 11local companies made Inc.’s Top 500 Fastest Growing Companies list, over 30 made Inc.’s Top 5000Fastest Growing Companies list, and Money Magazine named Bethesda the country’s top earningtown and Gaithersburg and Germantown ranked in the Top 25 on its Top 100 Best Places to Live list,just to name a few;

l New Farmer Pilot Project – launched this summer, this unique program trains and mentors newfarmers by allowing them to lease individual, long-term farm sites to support agriculturalentrepreneurship in Montgomery County;

l Pike & Rose – ground was broken for Maryland’s first “Fast Track” approved project, featuring 24acres of retail, housing and office transit oriented development in White Flint;

l Rockville Women’s Business Center – established with support from Montgomery County,celebrated its two-year anniversary and has served over 1,000 women-owned businesses in that time;

l Social & Scientific Systems, Inc. – signed a lease to maintain its headquarters and 300 full-timeemployees in Silver Spring through at least 2023.

l Targeted Business Support Programs – DED continued, launched or supported numerousprograms to support the growth and success of local businesses including the Tech TransferSpeakers Series, Health IT Breakfast Forums, Global Trade Forums, Federal Markets & PropertySummit, Bagels & Business procurement breakfasts, Meet the Lenders financing seminars, BusinessMentorship Program, Women’s Power Conference, Innovation 2 Commercialization federal lab techtransfer conference and more.

This is just a sampling of the many initiatives, programs and successes we have been fortunate towitness across the County over the past year. These examples, along with those contained in thissupplement, demonstrate the resilient, robust nature of our local business community.

Other County programs and initiatives, like our Small Business Revolving Loan Fund, Local Small BusinessReserve Program, and Economic Development Fund and related strategic tax and incentive programsdemonstrate Montgomery County’s commitment to stimulating continued job and economic growth.

Despite a challenging economic environment, ChoiceHotels continues to expand and anticipates a number ofexciting developments in 2013, most notably relocatingits corporate headquarters to Rockville, Maryland.

Choice Hotels will occupy approximately 130,000square-feet of Class A office space at One ChoiceHotels Circle. The building’s contemporary, exposedlayout includes an open staircase, low cubicle wallsand outdoor spaces all designed to encourageteamwork and communication. The structure will beconstructed to meet the guidelines for certificationunder the U.S. Green Building Council’s Leadershipin Energy and Environmental Design.

Across the street from the corporate headquarters,a 140-room Cambria Suites® hotel is scheduled tobreak ground in spring 2013. Choice’s new all-suiteupscale brand is designed to appeal to businesstravelers seeking contemporary accommodationswith exceptional services at a great value. The CambriaSuites hotel in Rockville is expected to accommodateapproximately 30,000 guests annually, providing upscalelodging to visiting employees, franchisees, vendors,prospective developers and Rockville area visitors.Another Cambria Suites hotel is currently underconstruction nearby as part of CityMarket at O, a $300million mixed-use development located by theConvention Center in downtown Washington, D.C.

Choice Hotels recently announced the officialgroundbreaking of three Cambria Suites hotels in NewYork. The properties will be located in Times Square andChelsea in Manhattan, and downtown White Plains innearby Westchester County. Entry into New York buildson Choice Hotels’ growth in the upscale lodgingsegment and the expansion of Cambria Suites in keyurban markets. Choice also recently announced plans tobring Cambria Suites to West Orange, N.J.; West PalmBeach, Fla.; and Williamsport, Pa.

Other exciting company developments include Choice’scontinued expansion of its Ascend Hotel Collectionmembership program, the refresh of its highlyrecognized Comfort Inn brand and the repositioning ofits Sleep Inn® brand.

Ascend Hotel Collection is a network of one-of-a-kindhotels that appeal to the growing number of travelersseeking upscale hotels with local flair when traveling forbusiness or leisure. Choice Hotels is continuing tosuccessfully enter high barrier-to-entry urban marketsthrough this unique hotel membership program.

Choice’s largest and most iconic Comfort brand, whichincludes Comfort Inn® and Comfort Suites®, recentlylaunched a multi-faceted plan to strengthen and revitalizeits 2,000 domestic hotels. The ‘Comfort: Redefined andRedesigned’ plan is scheduled to be completed by theend of 2015. “By the end of 2015, the Comfort brand willhave a refreshed system that is not only morecompetitive, but also delivers a more consistent guestexperience. The ‘Redefined and Redesigned’ plan isgoing to set the stage for the next 30 years of successfor the Comfort brand family,” said Joyce.

The Sleep Inn brand is also in the process of beingrefreshed through a multi-year Designed to Dream®

program. First launched in May 2010, Designed toDream hotels can now be found across the UnitedStates. The revitalized design is available in all newlyconstructed Sleep Inn hotels and is a cost-effectiverenovation program for the brand’s existing properties.Designed to Dream hotels feature an inviting, residentialsetting with stylish, serene artwork, and flexible, openpublic spaces. The overall experience, coupled with“Dream Tips” throughout the hotel, is designed to leavetravelers feeling happy and well rested.

The project stemmed from Choice’s multi-yearpartnership with Room to Rebuild, the nation’sleading nonprofit organization working topreserve affordable homeownership andrevitalize communities. Throughout the year,Choice Hotels’ employees and franchiseesparticipate in rebuilding projects in communitiesacross the country to rehabilitate homes for themost vulnerable of our population—the low-income, the elderly, disabled veterans andfamilies with children. The partnership kicked offwith a project in Rockville on Sept. 11, 2009, whenmore than 100 Choice employees volunteered torehabilitate Stepping Stones Shelter on thenational day of service and remembrance.

The company supports this partnership and otherphilanthropic efforts through The Choice HotelsInternational Foundation. In recent years, theFoundation has donated more than $2 million toorganizations that provide food, clothing andshelter to those in need; supported theeducational efforts of schools, workforce entry

organizations and the hospitality industry; and promotedthe growth and development of tourism. The Foundationalso provides scholarship opportunities to thedependents of Choice associates, employees offranchised properties and dependents of employees offranchised properties.

The Montgomery County Department ofEnvironmental Protection (DEP), Division ofSolid Waste Services (DSWS) Waste Reductionand Recycling Section provides numerous

programs and resources to assist businesses andorganizations in their efforts to reduce the amount ofwaste generated, maximize recycling efforts, andpromote reuse opportunities and purchasing ofproducts made from recycled materials. MontgomeryCounty has had a long-standing goal to recycle, and in2012 the county enacted a new recycling goal: to reducewaste and recycle 70 percent of all waste in the countyby 2020. In Montgomery County, the nonresidentialsector generates more than half of all solid wastegenerated in the county, and businesses are integral tothe county’s effort to reach the new 70 percent recyclinggoal. All businesses in Montgomery County areencouraged to utilize the resources provided by theDivision of Solid Waste Services to maximize employeeparticipation in their continuing efforts to reduce theamount of waste generated and reduce costsassociated with the disposal of solid waste.

All businesses in Montgomery County, regardless of thetype or size of business, are required to recycle thefollowing materials:

l Mixed paperl Cardboard and paperboard boxesl White and colored office, copier and printing paperl Stationary and letterheadl Shredded paperl Magazines and catalogsl Newspapers and insertsl Telephone, paperback and hardcover booksl Unwanted mail, including envelopes with windowsl Coated paper items including milk and juice cartons,

juice and drink boxes, frozen food containers, icecream containers and produce boxes

l Any other clean, dry paperl Commingled materialsl Aluminum cans and foil productsl Bi-metal steel/tin cansl Glass bottles and jars

l Plastic bottles, containers, jars tubs, lids, pails, buckets,flower pots, reusable/durable containers, and #1 PETplastic packaging including clamshell containers,trays, deli containers, domes, lids and cups

l Yard trim (grass clippings, leaves and brush)l Christmas treesl Scrap metal items (metal furniture, filing cabinets,

shelves, appliances, etc.)

Businesses are also encouraged to closely examinetheir processes, review their waste stream and recycleother materials generated that can be recycled, such ascomputers, televisions, printers, copiers and otherelectronic items, toner, print and ink cartridges,vegetable/cooking oil, food waste, textiles, pallets, andmore. DSWS provides assistance to companies seekingoutlets to recycle these and other materials. Byincreasing the amount of materials ultimately recycled,the amount of waste that must be disposed of isdecreased, resulting in decreased refuse disposal andcollection costs for businesses.

Small businesses that generate lesser amounts of wastecan also maximize their recycling efforts bycooperatively contracting combined recycling and refusecollection services with other small businesses. DSWShas developed and implemented several of thesecooperative collection projects in the county.

Participating businesses sharing collection containers forrefuse and recyclable materials, as well as collectioncosts, have seen a decrease in their monthly servicecosts, while increasing the amount of materials recycled.

Every person handling recyclable materials has animportant role to play in the success of businessrecycling programs. All employees need to know whatthey can recycle and how they can recycle at theirworkplace. Cleaning contractors and janitorial serviceproviders must ensure that recyclable materialsseparated by employees are placed into the appropriatecollection containers. These containers are ultimatelyserviced by private recycling and refuse collectioncompanies and the materials must be taken to theappropriate facility for recycling or disposal. DSWSprovides on-site trainings, tenant education events,business recycling seminars, and janitorial and custodialservice provider and hauler/collector trainings to ensurethat everyone knows about the importance of recyclingand participates in the county’s recycling efforts.

In addition, Montgomery County recognizes businessesand employees that have implemented successfulrecycling and waste reduction programs. As leaders inthe community, share your experiences with otherbusinesses and organizations to help them green theirefforts. The division’s “Partners in Recycling” programmatches businesses and organizations of all types thathave implemented successful waste reduction,recycling, reuse and buying recycled programs to peerbusinesses that need assistance in improving theirefforts to reduce waste and maximize recycling. Shareyour experiences with other business owners andmanagers as they work to develop successful programs.The county will provide training sessions and will matchyour organization to a peer business.

Since January 2011,the graduate MBA and MPA programs have beenoffered fully online.

In the center of our campus stands a brick-and-irongateway that symbolizes our long held motto at

Washington Adventist University: “Gateway to Service.”We take that motto to heart every year during the WAUService Days that we hold once each semester. Morethan 500 students chose to volunteer with localorganizations to serve in a variety of ways. This yearstudents packed food at food banks, cleaned upneighborhoods in Takoma Park, assisted the TakomaPark Police Department with various projects,ministered to the homeless, provided free bloodpressure screening and medical tests, and paintedand cleaned at a number of schools.

Mission trips abroad are also a way we serve othersoutside of our immediate community. Students havehad the opportunity to travel, experience other culturesand take the message of Christ to faraway places. Duringthe 2011-2012 academic year, students participated intrips to Russia and Tanzania. During the current schoolyear, students will travel to Haiti, Mauritius and India.

These accomplishments in community service aretaking place alongside significant strides in other areasof the institution, such as academics, fiscalmanagement, enrollment, physical/infrastructuraldevelopment, information technology and strategicplanning, captured in our Vision 2020 framework, ablueprint developed by the university to promoteexcellence in all aspects of institutional life. Here are afew highlights from these areas.

AcademicsThe evaluation of WAU by the Middle StatesCommission on Higher Education, which culminatedwith a site visit March 25-28, ended with a final reportaffirming that the university has met the standards forall 14 criteria against which it was evaluated. With theaccreditation reaffirmed for 10 years, WAU is not dueanother self-study evaluation until 2021 to 2022. Aperiodic review is due 2017. Graduation was anotherhigh point this year. On April 29, slightly fewer than 300students graduated from WAU, the largest graduatingclass ever. Another 122 graduated at the summercommencement exercise in July.

Fiscal ManagementOur Consolidated Financial Index score, a highereducation financial health measurement, has greatlyimproved over the last several years. Our current scorebeats the average of all private colleges in Maryland.The index takes into consideration four qualities: liquidity,debt, return on assets and margin. Currently, we rankwell in all four of those categories.

EnrollmentWAU is the fastest growing United States NorthAmerican Division of Seventh-day Adventistinstitutions and the fastest growing among theMaryland Independent Colleges and UniversityAssociation. The four-year growth rate in overall headcount, from 2007-2011, is 50 percent, while the one-year rate, from 2010-2011, is 15 percent. Last fall,WAU set a new record for highest official head countin its 107 years with 1,493 students.

Physical ImprovementThis year, we completed our new music building—thefirst on our campus in more than 40 years. The $6.2-million building, which was completed in January anddedicated in April, began the kickoff of our new campusmaster plan. Currently, the cafeteria is being renovatedat a cost of approximately $1 million. The athletic field isalso scheduled for a face-lift. Other short-term campusimprovements include providing more meeting spaceand parking space for students.

Information TechnologyThis year, Richard’s Hall and the new Music Buildingwere upgraded with wireless capability throughout. TheResidence Halls have also been completed this fall forthe 2012/13 school year. Additionally, four moreclassrooms were upgraded with multimedia equipmentthis year—RH101, RH103, WH404 and WH433—and all75 computer lab workstations in the Science buildinghave been upgraded. This effort turns the campus into awireless hot spot.

Washington Adventist University is a relatively smallschool, with a student body of more than 1,400 students,but we have a big voice. That voice is WGTS-FM 91.9,the second largest Christian radio station in the nationand a top three station in the Washington metro area asranked by Arbitron.

The WAU vision is to produce graduates who bringcompetence and moral leadership to their communities.We remain one of Montgomery County’s vitalresources, being the only home base, residential, four-year higher education institution in the county, and willcontinue to seek out ways to not only provide a sourcefor higher education, but to also find ways to serve ourneighboring communities.

In addition to its main goal of attractingand encouraging visitors from outside ofthe county to come and stay overnight astourists in Montgomery County, the CVBalso implements programs that promotethe county’s great quality of life so thatresidents are reminded of all there is toenjoy here in their own backyard.
