ABOUT US
Our Beginnings• In the late 1990s, amid the rapidly changing global
economic and business landscape, the government, in consultation and with the support of business leaders, called for a more comprehensive organisation and representation of the Singapore business community.
• With the passing of the SBF Act by Parliament in July2001, all Singapore-registered companies with a paid-up share capital of $0.5 million and above became members of the SBF. Local chambers of commerce and industry which represent the interests and welfare of any local or foreign business group(s) join as Constituent Members.
• SBF was established on 1 April 2002 and officiallylaunched by then Prime Minister Goh Chok Tong on 11 April 2002.

2013 was an eventful year for the Singapore Business Federation.
We launched the SBF Foundation, established the NTU-SBFCentre for African Studies and inaugurated the SBF Business Institute.Webecameamoreeffectiveadvocateofbusiness.
The Federation engaged some 74,500 participants in 550 events and activities organised and supported by SBF. These included incoming and outgoing business missions, seminars, policy briefings, workshops and surveys.
SBF continued to proactively support Members’ efforts tointernationalise theirbusiness.We led39overseasbusinessmissions to Asia, Africa and Central and Eastern Europe in response to Members’ interests in these markets. We alsoreceived 102 in-coming delegations from some 40 countries. These enabled our Members to make valuable contacts, access information and help forge strong links with their overseas partners.
There was heightened interest in Africa, with four outgoing missions covering seven African countries and 19 incoming African missions during the year. Our market activities for Africa were capped by the inaugural Africa Asia Oil & Gas Summit whichweorganised.At thisSummit, theNTU-SBFCentre forAfricanStudieswasinaugurated.IamverythankfultothefiveSBF Members who have donated $1 million each to help fund this Centre.
SBF also led a business delegation to Hungary, Czech Republic and Slovak Republic in conjunction with President Tony Tan Keng Yam’s State visits. Another SBF mission accompaniedPrimeMinisterLeeHsienLoongonhisofficialvisit toFranceand Poland.
During the year, SBF made further progress as a voice of business. In 2011, we formed the SBF-led SME Committeeto provide our SME Members with a more coordinated voice to Government. Through this Committee, the Federation continued to engage Government Agencies on issues relating to business costs, manpower crunch, financing and productivity.
We are heartened that a significant proportion of the33 recommendations to the Minister for Finance by the SBF-led SME Committee were included in Singapore Budget 2013. The Singapore Government has recognised our constructive role, wide representations, good data research and careful deliberations.
Internationally, SBF actively pushed for further trade andinvestment liberalisation. We were delighted that ourcollectiveeffortswiththeinternationalbusinesscommunityplayed a role in the successful conclusion of the Trade
Facilitation Agreement byWTOMembers at itsMinisterialMeeting inBali inDecember.Welookforwardtothespeedyimplementation of this Agreement which will increase global trade and create more jobs benefitting businesses, governments and workers. At ASEAN and APEC, we continued to advocate for greater regional integration of our economies to allow our Members better access to a larger and more efficientmarket.
AspartofoureffortstohelpMembersbuildcapability,theSBFMentorship Programme facilitated dialogue sessions between SMEbossesandexperiencedCaptainsofIndustries,allowingthe sharing of valuable experience and tips for success. SBF alsocollaboratedwithpartnerstolaunchtheYoungBusinessLeaders Alliance to support young entrepreneurs and business leaders.
The launch of the SBF Foundation by the Prime Minister in NovemberisanewmilestoneforSBF.Itprovidesaplatformforbusinesses to do their part in inclusive growth by promoting corporate social responsibility and corporate philanthropy. Many Founding Donors have contributed generously to the Foundation. I thankthemagain for theirdonationsandtheirbelief in the good works that the Foundation will do.
Another milestone will be the opening of the permanent headquartersforSBFinlate2016.Itwillbelocatedinaprimedowntown development named the “SBF CENTER”. We aregrateful to Far East Organization, led by Mr Philip Ng, for this landmark contribution.
SBF has made steady progress since its founding in 2002. The Federation rests on a firm footing to serve the varied needs andaspirationsofits21,000Members.Iamheartenedthatthelevel of our activities and Members’ participation have grown steadily over the years. Importantly, we are receiving morepositive feedback from our Members of the benefits they have received. SBF is playing a more important role for Singapore businesses,andIencourageMemberstocontinuetosupportthe activities of the Federation to build a vibrant and resilient business community.

Launch of SBF FoundationPrime Minister Lee Hsien Loong launched the SBF Foundation (SBFF) on 12 November 2013. SBFF aspires to encourage a compassionate and pro-active business community, playing itsparttobuildan inclusiveSingapore. Itsmissionis to encourage, enable and enhance the contributions of the business community to the social, vocational and educational upliftment of all in Singapore.
The Foundation, which was mooted by Mr Tony Chew, Chairman, Singapore Business Federation, hopes to encourage businesses to become more actively involved in community development. As the apex business chamber, SBF believes it has a role to play in encouraging businesses to become more involved in contributing to the well-being of society. In particular, SBFF will work with the businesscommunity to promote corporate social responsibility and corporate philanthropy to uplift the less privileged and improveourenvironment.Italsoaimstopromotethewelfareof the low-wage, elderly and other disadvantaged employees, as well as education to enhance the employability of needy and disadvantaged youths through partnerships with the business community.
The Foundation was incorporated on 20 June 2013, andreceived its InstitutionsofaPublicCharacter (IPC)statuson15July2013.In2013,SBFFreceived$18mindonationsandpledges from 24 founding donors.

Inauguration of NTU-SBF Centre for African StudiesThe Singapore Business Federation and the Nanyang Technological University signed a Memorandum ofUnderstanding (MOU) on 27 November 2013 to establishtheNTU-SBFCentre forAfrican Studies.The first of its kindin South-East Asia, it will provide in-depth insights on the diverse African market through research, workshops and programmes.TobehostedatNTU’sNanyangBusinessSchool,the Centre aspires to build knowledge on business, politics and social economics to strengthen the capabilities of policy makers and businesses for their engagement with Africa.

The signing, which took place at the Africa Asia Oil and Gas Summit 2013, was witnessed by Mr Lee Yi Shyan, SeniorMinister of State for Trade and Industry and NationalDevelopment, Mr Tony Chew, Chairman, SBF, and Professor GillianYeo,AssociateDeanofNBS,andsome270governmentofficialsandoilandgasplayersfromAfricaandAsia.
The Centre will be launched by the second half of 2014. At the Summit, five of Singapore’s leading investors in Africa were recognised for their contributions to the Centre’s funding. Indorama Group, Olam International, Pacific InternationalLines,TolaramGroup andWilmar International, have eachdonated S$1 million to the Centre’s endowment fund.
Government response to the Budget 2013 Recommendations Since its inception in 2011, the SBF-led SME Committee (SMEC) has provided an effective platform to analyse cross-cuttingSME issues. For its Budget 2013 Recommendations, SMEC prepared a 54-page submission with 33 recommendations. At the SME Convention 2013 organised by SBF, Minister of StateforTradeandIndustryTeoSerLuckcommendedSMECfor its effort, noting that the majority of the Budget 2013Recommendations were adopted. He also acknowledged that the introduction of the Quality Growth Programme had drawn reference from the business issues surfaced by SMEC.
Budget 2014 RecommendationsIn September 2013, SMEC set up a fifth sub-committee tospearhead SME issues related to Innovation, in addition toits existing focus on Cost of Doing Business, Manpower & Productivity,FinancingandInternationalisation&MarketAccess.
Budget 2014 recommendations were submitted on 30 December 2013, urging the Government to allow more time for economic restructuring and not exacerbate the already challenging conditions. A more targeted approach was proposed for SMEs in three situations: those seeking growth, those in survival mode and those in sectors with specialneeds.Indevelopingitsrecommendations,SMEChasworked closely with the Singapore Contractors Association Limited (SCAL), Singapore Retailers Association (SRA) and Restaurant Association of Singapore (RAS). These sectors were highlighted as those with special needs, as they are more severely impacted by rising costs and tightening of manpower policies.

SBF STEPPED UP ITS EFFORTS IN ADVOCACY AND VOICEREPRESENTATIONIN2013The SBF-led SME Committee (SMEC) presented its Recommendations for Budget 2013 to government in late December 2012, following which, several major events were organised to engage the interests of members and the wider business community.
SBF organised two post-Budget outreach sessions for members and one for trade associations and chambers, featuring panel discussions with representatives from government agencies who elaborated on the help schemes unveiled in Budget 2013. The Federation also arranged for Deputy Prime Minister and Minister for Finance (DPM) Tharman Shanmugaratnam, to meet with captains of industry from key business sectors for specific feedback on Budget 2013.

Voice Representation
During the year, SMEC’s main and sub-committees met on 19 occasions to deliberate challenges facing SMEs. The meetings provided the basis for discussion with government agencies as well as inputs for Budget 2014. SMEC also collaborated with Singapore Contractors Association Limited, Singapore Retailers Association, and Restaurant Association of Singapore on recommendations to advocate on issues in the construction, retail and F&B sectors respectively.
The Strategic Planning Session in March helped foster closer relationships with trade associations and chambers not represented on SMEC and provided a platform for future collaboration. SMEC also inaugurated the Innovation Sub-committee to help SMEs adopt innovation and technology to raise productivity at the workplace. This is in addition to the existing Sub-committees on Cost of Doing Business, Manpower&Productivity,FinancingandInternationalisation& Market Access.

SBF engaged members on policy updates such as National Wages Council Guidelines 2013/14, Wage Credit Scheme,Foreign Manpower Policy and the Personal Data Protection Act,amongstothers.ItalsopartneredtheNationalSecurityCoordination Secretariat, Ministry of Health and the Ministry of Home Affairs to organise the 2013 National SecurityConferenceonthetheme“SecuringYourBusinessHealth–withPandemicPreparedness”.MrGanKimYong,MinisterforHealth, addressed some 500 business leaders on the critical roles businesses and individuals play to better prepare and mitigate the impact of pandemic threats.

In conjunction with the APEC Business Advisory Council(ABAC) meeting in Singapore hosted by SBF in April, SMECorganisedanAPECSMEForumonInnovation.Themed‘Driving Heartware for Innovation-Oriented Growth’, theforum explored the underlying drivers of innovation and the shift in corporate behaviour and attitude towards becoming pro-innovation enterprises that are competitive in international markets. The event was attended by 175 local SME representatives and ABAC delegates. The SBF SME Convention in October capped a busy year of engagement and advocacy for SMEs. The event was an important platform to reach out to business leaders and to gauge key issues impacting the business community. Some 320 C-level participants benefitted from the lively dialogue with SMEC Advisor, MOS Teo Ser Luck and prominent SME leaders. The session enabled SMEC to collect constructive feedback from the business community to validate its recommendations for Budget 2014.

REGIONAL ECONOMIC INTEGRATION – ASEAN AND APEC ASEAN Business Advisory Council (ASEAN BAC)SBF was actively involved in key projects of ASEAN BAC in 2013:
• SBFsecuredsponsorshipsandhelpedtogarnerresponsesfrom businesses for the ASEAN Competitiveness Survey 2013 conducted by NUS Lee Kuan Yew School of PublicPolicy (NUS-LKYSPP). The2013Surveywas the third in aseries that started in 2010 by ASEAN BAC, in collaboration withNUS-LKYSPP.
• SBFfacilitatedtheparticipationof18Singaporecompaniesin the ASEAN BAC Business Awards (ABA) 2013.

Brunei (August 2013) -Dr RobertYap, Singapore’sASEANBAC member and SBF Vice Chairman, led a delegation of nine companies to participate in the ASEAN Business & Investment Summit and ASEAN BAC Business Awardsceremony.
• ASEANYoungEntrepreneursAssociation(AYEA)–SBFwasappointed as the Singapore representative secretariat organisation, as the AYEA would be formed under theauspices of the ASEAN BAC of which SBF is the national Singapore secretariat.
APEC Business Advisory Council (ABAC)• Being the apex business chamber, Singapore Business
Federation (SBF) served as the national secretariat to ABAC for Singapore, and played an important role in providing the linkage between the business community and our government on business issues discussed at ABAC.
• ABAC’s theme for 2013 under Indonesia’s chairmanshipwas “Partnership, Resilience and Bridges to Growth”. Singapore hosted the 2nd ABAC Meeting for 2013 from 3-6 April, attended by over 270 delegates, including top businessleadersandseniorgovernmentofficialsfromthe 21 APEC economies.

• Singapore ministers who hosted the meeting took theopportunity to reiterate the city state’s commitment to APEC, shared views on Asia-Pacific developments, and promoted Singapore as a Global Asia Hub. The regional forum provided various networking opportunities for SBF members to meet prominent businessmen from the APEC economies.

• At the concluding meeting in Bali in October, membersof the APEC Business Advisory Council (ABAC) met with the 21 APEC Leaders in a private dialogue to present their 2013 recommendations and inputs to APEC’s work. ABAC members also took this opportunity to ask the Leaders for their assessment on the progress made towards attaining the Bogor Goals 2020 of an open and free trade area in the region, with special focus on services liberalisation, increasing foreign direct investments and enhancing the competitiveness of small, medium and micro enterprises.
• In its Report to Leaders, ABAC called on APEC to have a
more ambitious agenda on trade, investment and services liberalisationtargets.Itstronglyadvocatedtheachievementof a Free Trade Area of the Asia-Pacific (FTAAP) and urged APEC governments to continue to engage in activities that accelerate trade and investment liberalisation.

• Onglobaltrade,ABACsupportedtheDohanegotiations,and welcome the successful conclusion of the Trade FacilitationAgreementbyWTOMembersatitsMinisterialMeeting in Bali in December. Businesses now look forward to the speedy implementation of this Agreement which will increase global trade and create more jobs benefitting businesses, governments and workers.
• The three ABAC Singapore Member were Mr GautamBanerjee,ChairmanofBlackstoneSingapore;MrJacksonYap,GroupManagingDirector&CEOofUnitedEngineersLimited; and Mr Ho Meng Kit, CEO of SBF. Mr Ho also served as the Co-Chair of the Action Plan & Advocacy WorkingGroup.

SBF led a 35-strong business delegation to France and Poland inconjunctionwithPrimeMinisterLeeHsienLoong’sofficialvisit to the two countries.
The following key events were organised during the business mission:
• SBF-UBIFRANCE ‘Singapore and France: Linking Asia &EuropeThroughTradeandInvestment’Seminar
• France-SingaporeBusinessForum• Poland-SingaporeBusinessForum
The business mission provided delegates a first-hand understanding of the overall market dynamics and opportunities for France and Poland against the backdrop of theEU-SingaporeFTA(EUSFTA)thatisexpectedtocomeintoforce by 2015. The visit also helped participants to establish usefulbusinessandofficialcontactsinFranceandPoland.
The mission helped to generate several high-level business leads, with some S$12 million of sales confirmed and another S$55 million under negotiation.

Deepening Engagement with Africa Emerging markets in Africa present numerous opportunities for Singapore companies and interest in the continent is growing.In2013,SBFmountedbusinessmissionstoAngola,Mozambique, Ghana, Ivory Coast, South Africa, TanzaniaandUgandatoexploretradeandinvestmentopportunities.These missions helped create greater awareness and interest for our companies and generated some S$30 million in new business opportunities.

Africa Asia Oil and Gas Summit, 27 – 28 November 2013The inaugural Africa Asia Oil and Gas Summit (AAOGS) organised by SBF served as a platform for African and Asian governments, leading oil and gas stakeholders and related businesses to share, develop and gain insights into the latest developments and opportunities available in Africa.
The Summit helped to profile Singapore / Asia companies’ oil and gas developmental experience and capabilities, and provided Africa delegates access to expertise in developing a more vibrant oil, gas and petrochemicals ecosystem.

PILOTING OPPORTUNITIES IN EMERGING REGIONAL MARKETSRussia-Singapore Business Forum (RSBF), 23 – 26 September 2013The 8th edition of the forum aimed to foster greater connectivity between the regions of Russia/Commonwealth of Independent States (CIS) and Singapore/Asia. RSBF2013 leveraged on the success of previous forums to facilitate greater business networking and matchmaking opportunities for both regions. Singapore’s Deputy Prime Minister Tharman Shanmugaratnam, along with some 500 ministerial and business elites from Asia and Russia/CIS,attended the forum. RSBF 2013 also featured a first-of-its-kind technology investment roundtable with young Russian and Singaporean start-ups to ignite and convert the best new ideas to reality.

SME’s 2013, The International Spring Trade Fair (Mongolia), 7 – 11 June 2013The International Spring Trade Fair is the largest trade fairorganised by the Mongolia National Chamber of Commerce &Industry.SBF,withthesupportof IESingapore,organiseda Singapore Pavilion at the Misheel Expo Center in Ulaanbaatar. SBF led a total of 11 Singaporean companiesfrom the building materials and food & beverage industry to participate as exhibitors in the trade fair. The expo attracted more than 10,000 trade visitors and consumers with a focus on enhancing international standards of imported brands and to demonstrate new technology and products into Mongolia.
10th China-ASEAN Exposition (CAEXPO), 3 – 6 September 2013 SBF, with the support of MTI, led Singapore’s participationat the 10th CAEXPO, attended by 85 businessmen. To commemorate CAEXPO’s 10th anniversary, awards were presented to companies that contributed to the exposition’s success over the last 10 years. GLOBAL ASIA HUB In2013,theGlobal-AsiaHub(GAH)initiativereachedouttoover 1,200 foreign enterprises through 20 events including RepresentativeOfficeBriefings, Singapore Business Insightssessions for visiting business delegates and overseas “Singapore Day Seminars”. In addition, GAH also hosted 49incoming visits that comprised 27 group and 22 individual companyvisits. In the last three years,GAHhas assisted28foreign mid-sized companies to incorporate their operations in Singapore.
ACCESSASIA@SINGAPORE ProgrammeLaunched in April 2013, the ACCESSASIA@SINGAPOREprogramme is an initiative by SBF that provides a single point of entry for foreign enterprises to access Asia through Singapore. It enables companies to tapon the expertise ofleading professional service providers combined with a suite of one-stop services and wide networks to support business start-ups and expansion into the region. Business Continuity Management Award 2013, 24 January 2013Through the Business Continuity Management (BCM) Award, SBF acknowledged 20 enterprises who have committed their efforts and resources inensuring that their companyis BCM-ready.
Over 160 senior management executives learned how BCM and Enterprise Risk Management (ERM) can increase the reliability of a company’s operation, build its resilience to crisis, and foster conditions for a sustainable and profitable performance. SBF also launched the BCM Ambassador programmme and appointed its first batch of BCM Ambassadors who will share first-hand experiences and encourage other businesses to build up critical capabilities.
Supply Chain Leadership Forum, 31 October 2013Local and international thought leaders discussed the latest outlook on global supply chain, challenges and risks faced, as well as new approaches to sustainable, resilient and innovative growth at the Supply Chain Leadership Forum. The federation rolled out 12 runs of bizSAFE courses to help members adopt certification. Financial ManagementA series of conferences, seminars and workshops were conducted with knowledge partners, attracting over 690 senior management executives. Participants were able to gain a better understanding on how to improve their financial management capabilities and resilience.

Mentorship Programme: Enabling Business Leaders and Accelerating Business Growth The Mentorship Programme was initiated in 2010 with the commitment to accelerate growth for members and help groom businesses into globally competitive companies.

Through the programme’s roundtable sessions and one-to-one mentoring, participants benefit from the sharing and advice of eminent and successful business personalities. Since its launch, there has been growing interest from family-owned businesses, mainly from Chinese-speaking backgrounds, to understand diverse business issues, ranging from dispute resolutiontotalentretention.In2013,theFederationembarkedon conducting mentorship sessions in Mandarin.

Productivity Programmes: Enhancing Productivity-led and Quality-driven GrowthInpartnershipwithgovernmentagencies,SBFisrepresentedin the National Productivity and Continuing Education Council (NPCEC), which aims to boost skills and enterprise productivity, as well as develop a comprehensive system for continuing education and training. Led by Chairman Tony Chew, SBF provides strategic leadership in driving the national productivity agenda. One such initiative from the council is the Empowering Efficiency and Excellence (3E) ProductivityProgramme, supported by the Singapore WorkforceDevelopment Agency (WDA). The programme focuses ontraining “Productivity Champions” who will be equipped with productivity know-how and tools over a three-month period.
Since its launch in 2nd quarter of 2012, the Federation has sinceassistedsome30companies fromdifferent industries.Over 150 productivity champions received consultation from productivity specialists and underwent training through a series of in-house projects. Asia Pacific Sustainability Leadership Forum (APSLF), 31 October 2013APSLF 2013 presented modern day issues on the topic of sustainable development and how such concepts can be adopted and applied to different businesses. The forumaddressed sustainability challenges facing the region, highlighted emerging cleantech solutions and discussed prevalent issues on regional haze and the sustainable business outlook for the future. It attracted some 150 attendees,including industry professionals, entrepreneurs, researchers, aswellasgovernmentofficials.

Singapore Sustainability Awards, 31 October 2013The Singapore Sustainability Awards is an initiative of SBF that aims to strengthen Singapore’s position as a global and regional hub in Sustainable Development. The awards serves as a yardstick for enterprises to benchmark against leading companies’ sustainable business practices and solutions. Through the awards, 14 companies from various industries were recognised for exemplifying business excellence in embracing sustainable practices.

Singapore Sustainability Awards Winners’ Case Study HandbookSBFincollaborationwiththeNationalUniversityofSingapore(NUS) Business School published a handbook whichdocumented successful case studies of the 2012 winners of the Singapore Sustainability Awards. The handbook was launched by Dr Vivian Balakrishnan, Singapore’s Minister for the Environment and Water Resources, at the Asia PacificSustainability Leadership Forum on 31 October 2013.
The Case Studies Handbook provides insights on the motivations and experiences of the Awards winners’ sustainability journeys, and serves as a source of reference to inspire companies towards greater excellence in their sustainability practices
SBF-NUS Executive Leadership Programme, 20 - 29 June 2013 Organisedby SBF and theNationalUniversityof Singapore(NUS) Business School, participants of the five-day courseengaged in in-depth discussions and learned critical sustainability concepts which they could apply to their own business endeavours. As part of the programme, participants developed bespoke Sustainability Plans for their own organisations, which they would thereafter implement.
Singapore Sustainability Directory 2013To complement SBF’s sustainability efforts, the Federation publishedthe 2013 Singapore Sustainability Directory to profile Singapore-based enterprises in the sustainability sector. The Directory, which lists more than 3,000 providers of green products and services, is a comprehensive reference to
facilitate the matching of businesses’ sustainability needs with corresponding solution providers. It features an extensiverangeofgreen companies thatoffer energyefficient / eco-friendly products and services, across all major Sustainable Development sectors.
Singapore International Arbitration Centre TheSingaporeInternationalArbitrationCentre(SIAC)enteredinto an alliance with SBF in 2003 to strengthen its ties with the business community and step up its promotion of arbitration services for businesses. This was a collaboration aimed to develop Singapore as a centre for international arbitration.
SIAChasmadesteadyprogressovertheyearsasaproviderof arbitration services to the global business community and has seen a robust increase in case filings in 2013. Mr Lucien Wong,ChairmanandSenior PartnerofAllen&Gledhill LLPand Member of the SBF Board of Trustees, was appointed ChairmanoftheBoardofDirectorsofSIACin2013.
International Chamber of Commerce As the Singapore National Committee representative of the International Chamber of Commerce (ICC), SBF supportedand promoted several ICC activities and initiatives in 2013including the following:
