    In the weeks and months run-upto the presidential election therewas a lot o ALK about caringor all Americans those withouthealth care, the struggling middleand working-class poor, coastal vic-tims o Hurricane Sandy, etc., etc.

    But beyond the recent nationwidepolitical rhetoric on perhaps soon-to-be-broken promises regardinghealth care, on Friday, Nov. atFront Royal Presbyterian Churchthose not only talking the talk, butWALKING the WALK as ar ashelping area residents acing medi-cal needs without being able to a-ord health care were recognized at

    St. Lukes Community Clinics An-nual Volunteer Appreciation Din-ner.

    It was a diverse group, all with astake in continuing St . Lukes impor-tant provision o medical services tothose in need without the economicresources to access the necessaryhealth care.

    Te unsure uture o communityclinics such as St. Lukes in the cur-rent volatile rich versus poor po-litical climate was addressed by theclinics Board o Directors ChairmanDr. om Rhyne during his remarks.Rhyne observed that an estimated40-million Americans, 15 percent othe population, was currently with-

    out health insurance.He said whatever the uture brings

    in health care reorm or regres-sion, as the case may be his boardwas trying to be proactive in prepar-ing or that unknown uture.

    Exciting and challenging days lieahead, Rhyne said o the evolvinghealth care landscape.

    Indeed they do, as the political letand right squabble over reorm romthe progressive ideal o single- payer,ull coverage or all Americans, paidor by all Americans versus the con-servative goal o a totally privatizedsystem where prot, not health is

    Is it really a coincidence that U.S. ederal elec-tions all just a ew days ater Halloween? I dontthink so. Ater all, it could be argued that bothevents provide an opportunity or sinister char-acters to roam the countryside scaring the WillyWonkas out o us.

    While there are many odd aspects to Americanpolitics, surely one o the most bizarre is how weassign animal mascots to the two major politicalparties. And even stranger: neither is a turkey.

    Te Republican Party has long been associatedwith the imposing elephant, while the Democratsare linked to the humble donkey. But how didthese connections come about? Well, the asso-ciation can be traced back to nineteenth centurypolitical cartoons.

    It all began in 1837 with a then little-noticeddrawing that showed Democratic President An-drew Jackson, well-known or his stubborn na-ture, leading a donkey. Te donkey-Democratassociation might have abruptly ended there,were it not or an observant political cartoonist,Tomas Nast, who revived the Democratic don-key some three decades later. Te public quicklyaccepted the quirky connection.

    Not wishing the GOP to eel ignored, a ewyears later Nash again sharpened his quill andturned his artistic wit towards the Republicans.

    In 1874, a New York newspaper printed a sto-ry suggesting that two-term Republican Presi-

    dent Ulysses S. Grant might run or a third term which no American president had previouslyattempted to do, at the time.

    Although the story o Grant running again was

    apparently untrue, the Democrats seized on theidea, hoping to scare Republican voters awayrom the party by portraying Grant as an a spiringemperor o the United States (nice to see thatthe distortion o acts as part o political strategyhas been remarkably consistent throughout the

    years).Mr. Nasts sketch was published in Te New

    Yorker magazine, and depicted the Republicansas elephants that were unmovable when calm,but unstoppable and destructive when agitated.Te public quickly embraced the connection, andthe Republican Party would be orever linked tothe popular pachyderm.

    Along these lines, o course, the Democratshave seen the elephant symbol as a bungling,pompous and conservative beast. But it was aormer presidential candidate o the 1950s, Ad-lai Stevenson, who oered the best description o

    the Republican symbol at least rom the Demo-cratic viewpoint.

    He said: Te elephant has a thick skin, a headull o ivory, and as everyone who has seen a cir-cus parade knows, proceeds best by grasping thetail o its predecessor.

    Undeterred by the Stevenson description, theRepublicans actually adopted the elephant astheir ofcial symbol some years ago, preerring tobelieve that the dignied, strong and intelligentanimal represented them well. One wonders ielephants would view the comparison as compli-mentary or not.

    Not surprisingly, the Republicanered a particularly attering view donkey either, considering it to bsilly, and ridiculous.

    Te Democrats have never ofed the donkey as their partys symprobably wise since, no matter hodescribe it, you will always be subjecwhen your party is represented by a

    Wouldnt it be rereshing i, aterthe two parties could not only actua

    work together but could combine strength o the elephant with the dbornness to succeed, and carry ththe nation to solve our problems oo all?

    Tis letter is in response to thearticle in the late October edition

    about the own Councils decisionto make the local yard sale ordi-nance more restrictive. While thiscertainly isnt the Councils mostegregious power grab in memory,it is still a conscation o ree-dom and the good people o FrontRoyal are worse o because o it.

    In the early September editiono this paper, we were told that achange in the towns yard sale ordi-nance was needed in response to acitizens complaint about a nearbyapartment hosting yard sales nearlyevery weekend.

    With that being said, was theordinance changed to protect sur-rounding property owners rom

    violations o their private propertyrights by these requent yard salegoers?

    No!Was the ordinance changed in

    order to protect the commonwealrom the nonexistent nuisance othese yard sales?

    No!In a rare moment o candor,

    Council member Hollis Tarpegives us the REAL reason or the

    restrictive change in the ordinance.Te WCR, in giving Mr. Tarpesexplanation or the change, writes:Hollis Tarpe said the town want-ed to protect small, local retail busi-nesses rom undue competition

    sneaking between the regulatory,tax, and ee lines applied to busi-nesses licensed to sell commerciallyin town. Who knew that well wornwinter coats, old VHS tapes, and0 year old Nintendo games werestaple items o the inventories olocal businesses? So the ordinancechange had nothing to do with thesaety o the public ater all; it wasall about economic protectionism.How dare these mundane citizenstry to steal away the prots romlocal businesses by peddling theirwares on their own ront lawns!

    Whenever this type o thing hap-pens with Congress, the corpora-tions or industries that are seeking

    government protection usually o-er up bribes in exchange or po-litical avors. Tese transactionsarent called bribes, o course, butcampaign contributions. I haveno idea what these transactions aresupposed to be called whenevera local government oers protec-tion, but one has to wonder: justhow much DOES governmentprotection cost at the local level?

    Hopeully, the townspeople will

    begin to see that the Front Royalown Council is not protectingtheir lie, liberty, and property perthe countrys ounding documentsbut, is instead, much like Congress,

    only looking out or itsel and its cronies.

    When the San Francisco Giantswon the 01 World Series, we allknew that the Bay would hold a ter-ric parade and by all accounts theydid not disappoint.     Retiring heads o two schools, onein Front Royal, the other in the Unit-ed Kingdom, have teamed up over thepast decade to allow students annual

    cultural and educational exchangeswhich, they agreed in a recent inter-

    view, has enriched the kids beyondall hopes and aspirations and hopethat the program will continue asthey step down rom their positionsthis year and next.

    Hobgood, USAF (ret), president oRandolph-Macon Academy, and Dr.A.R. (Roger) Wilkes, headmaster oQueen Elizabeths Grammar School(QEGS) in Ashbourne, Derbyshire,England, reected on the student ex-change in an exclusive interview Oct.6, agreeing that it was continuing toevolve and to improve the culturalabric o both institutions.

    Both hoped their successors wouldcontinue to regard the exchange aspart o their regular curricula. Wil-kes, 61, retired recently ater 18 yearsas headmaster o what has becomeone o Englands top schools in sec-ondary education, graduating stu-dents to historic universities such as

    Oxord, Cambridge and even Har-vard. Hobgood retires next June ater16 years as president o R-MA, to-taling 48 years in the uniorm o theUnited States military.

    Both men have set an unrivaledrecord o excellence in educationalachievement since taking the helmo their respective schools. Follow-ing his retirement, Hobgood willtake over as president o the VirginiaCouncil or Private Education. Wil-kes continues to be active in the up-per echelons o English rugby oot-ball, his passion rom childhood.

    Ater hearing a positive recommen-dation rom its planning commissionwithin certain parameters, the FrontRoyal own Council appeared to beormulating a positive reaction to acitizen-driven annexation requeston about 600 acres o undevelopedarmland owned by Front Royal Lim-

    ited Partnership. Te property hasbeen central in discussion o utureresidential and commercial develop-ment on the towns meandering ea st-side boundary bracketed by HappyCreek Road, Shenandoah ShoresRoad and the riverside neighbor-hoods o Marys Shady Lane.

    Prior to the housing and economiccrash o 007-08 national developerCentex had proposed rst 400, then

    186 residential units with park spaceand commercial strips on 604 acreso county land at the towns easterndoorstep.

    FRLP principal Dave Vazzana ap-peared at the work session with plan-ning and real estate consultants JoeDuggan and Bill Barnett. Respond-ing to a question, Vazzana pointedout that growth trends over the pastdecade have seen 61-percent countygrowth versus 0-percent insidetown limits. With planning trendsorwarded at the state level, thoughremoved rom law by the currentRepublican legislature, rst mandat-ing, now suggesting unneling uturedevelopment adjacent to existingdevelopment and utilities inrastruc-

    ture, Vazzana pointed to the logic obringing his property into the town.

    Following an Oct. 17 meeting, theplanning commission said it gener-ally supports the annexation becauserst, It will help the own better a-cilitate its transportation planninggoals, including an east-west con-nector road between ShenandoahShores Road and the area o EighthStreet that has been proered as parto past FRLP development proposals;and second, it will aid the own increating a more unied and longerterm land use plan or the North EastPlanning Area in terms o housing,economic development, conserva-

    tion, public acilities, recreation, ur-ban orestry, tax revenue generationand utility inrastructure.

    At a quarterly Neighborhood Watch meeting at Mar-low Heights Baptist Church on Nov. 1, town police o-cials addressed various reactions and overreactions regarding recent incidents in which adult males ap-proached or made comments o a sexual nature to un-der-age, teenage girls, in at least one case apparentlywalking rom school.

    FRPD Investigator Jason Ryman, Community Rela-tions Specialist Janice Hart and VIPS volunteer CharlesHamner met with our citizens and the primary topicwas what began as incidents o interest to police butlater developed a lie o their own, largely through socialmedia escalation.

    Right now there is no crime that has been commit-ted. People may have disgusting habits but that may notelevate to a crime i a 16-year-old girl looks 1, has

    the mind o a kid but the body o an adult woman peo-ple can get crude, Ryman said o three October inci-dents, one on South Street, one around Bel Air Avenueand another in which the person was identied but nocriminal charges resulted. Our inormation going outmust be act driven, not rumor driven; otherwise werechasing ghosts, Ryman added.

    Is it a little suspicious? Yes.Is it out o line? Yes.Is it an attempted abduction? No, absolutely not,

    Hart added o the acts now known to police on the in-cidents documented to have occurred in recent weeksin Front Royal.

    One citizen present was commended or posting onlywhat the police had released regarding the acts o theincidents. Unortunately, that was apparently not therule o thumb or some posting online.

    We got a call rom a woman with a group calledSave Our Children who was on the verge o hysteriabecause o what she had heard about this, a Neighbor-hood Watch rep present said.

    Ryman said police are very sensitive to any incidentsthat could be considered abusive or criminal in whichchildren are victims. Tat would bring the ull orce othe police into play. But we have nothing like that so ar It is not a situation where kidnappers are trying tosnatch children o the street, Ryman said.

    Ryman also pointed to some subsequent reports romschool-age children that ended up being attention-get-ting devices, apparently inspired by the actual incidentsand the school reporting o them, rather than actual in-cidents. We have had incidents o that sort since this

    the dramatic story o his uncle 1stLt. Tomas Peter Welchs experienc-es during World War II. As a tank

    commander with the U.S. 3rd Inan-try Division, ommy Welch oughtor three long years in several o thebloodiest battles ought against theNazis in North Arica and Europe.

    With the help o ommy Welchsmany letters to his mother andother relatives and riends backhome, Failmezger has woven, in480 pages, a graphic and never-toldtale o World War II in Europe byvisiting, re-visiting and photograph-ing those identiable locales over-seas where his uncle ought. Fail-mezger, a retired naval ofcer nowresiding in Reliance, spent countlessdays and hours in libraries, archives,military bases and even ea marketsthroughout the U.S. and Europe re-searching his book. Failmezger wasalso able to elicit and reerence rare,post-war personal conversationswith his uncle, who like many vetspreerred not to discuss battleeldexperiences.

    ommy Welchs letters rom theront told little o where he wasand what he was doing, reectingthe dearth o inormation rom newgenerations o heroes in Aghani-

    stan and earlier in Iraq, Vietnam,and Korea, who either do not wishto worry their kinolk or are notallowed by the military to revealmuch o their current whereaboutsor what they are doing in the eld.

    But Failmezger, a man o consid-erable military experience, read be-tween the lines and has producedperhaps one o the last tomes aboutthe Greatest Generation, drawingon those post-war conversationshe had with his uncle, ofcial his-tories, including that o the 3rd In-antry Division, and even personalinterviews o veterans now in theireighties who knew ommy duringhis service (194-45), or who oughtat the same time in the same highlydecorated division.
