Wayne C. Bailey Executive Assistant Director -Atlantic Naval Criminal Investigative Service Wayne C. Bailey was born in Abingdon, Virginia. He received an AAS Degree, Magna Cum Laude, in Police Science from Wytheville Co Hege in 1973, a Bachelor of Arts Degree from Pfeiffer University in 1974 and a Master of Arts Degree in Political Science (Public Admin- istration) from Appalachian State University in 1977. He began his law enforcement career in I 974 with the StatesviJJe, North Carolina, Police Department, where he attained the rank of detective sergeant and was awarded the Advanced Law Enforcement Certificate from the North Carolina Attorney General. He joined the NCIS in 1979, serving his initial tour in Charleston, South Carolina. Since joining NCIS, Special Agent Bailey has served as the Squad Leader (Fraud) at the NCIS Resident Agency (RA) Subic Bay, Repub- lic of the Philippines (RP); Assistant Special Agent in Charge (ASAC), NCISRA Cubi Point, RP; ASAC (Special Operations), NCISRA Nor- folk, Virginia; ASAC (Criminal Investigations), NCISRA Norfolk; Spe- cial Agent in Charge (SAC), NCISRA Portsmouth, Virginia; SAC, NCISRA Sigonella, Sicily; SAC NCISRA Naples, Italy; SAC Norfolk; and Deputy Regional Director, NCIS Eastern Region prior to being appointed as the SAC of the NCIS Field Office Norfolk. Special Agent Bailey was next appointed as an Assistant Director of NCIS, with responsibilities of first level supervision of SAC's in the Middle East Field Office, Europe Field Office, Northeast Field Office, Norfolk Field Office, Carolmas Field Office, Central Field Office and the Southeast Field Office in Mayport, which provides NCIS support to COMUSNAVSO, the Navy Component to SOUTHCOM. Special assignments have included Protective Service Detail Leader during "Red Blanket", a joint U.S./ Italian, Red Brigade Antiterrorist Operation; Counterintelligence Advisor to Commander, U.S. Naval Forces Philippines and Commander in Chief Pacific Representative Philippines during a coup d'etat in that coun- try; and as a Detail Leader on the Protective Service Detail requested by the Commandant of the Marine Corps for Lt. Col. Oliver North, USMC, during Iran-Contra. Special Agent Bailey has also served for an extended period as the Assistant Director (acting) for Counterintelligence at NCISHQS in Washmgton, DC. In Sep 02 Special Agent Bailey led a U.S. Delegation to Moscow and was a signatory on a Letter of Agreement with the First Deputy Chief of Military Counterintelligence, Federal Security Service of the Russian Federation to secure reciprocal security support for COMUSNAVEUR ships visiting the Russian Federation. Special Agent Bailey was presented with the Navy Superior Civilian Service Award for counterintelli- gence and criminal investigative support to U.S. and Coalition Forces during the Persian Gulf War while serving as SAC ofNCISRA Naples. Other awards include the Navy Unit Commendation for service during the Philippine crisis periods; Special Act Award for Protective Services; the Meritorious Unit Commenda- tion for service throughout the European and Central Command area of responsibility during the Persian Gulf War; the NCIS Director's Cup, and numerous U.S., foreign and local awards from counterpart agen- cies. Special Agent Bailey completed the National Security Leadership Course with John Hopkin s University's Paul H. Nitze School of Advanced International Studies and Syracuse University's Maxwell School of Citizenship and Public Affairs, at Syracuse University. Special Agent Bailey is a graduate of the Federal Executive Institute in Charlottesville, Vuginia, a graduate of the UNC-Chapel Hill Kenan-Flager Business School Navy Executive Business Course, standing participant in the Current Strategy Forum at the Naval War College and a tenured member of the Senior Executive Service. He presently serves as the senior NCIS representative to COMLANTFLT/CFFC for counterintelligence, antiterrorism and law enforcement mat- ters, and oversees NCIS support to the U.S. Second, Fifth and Sixth Fleets, and NAVSOUTH. 11-03
