The UNM Wayfinding & Signageproject, to date, is a seven yearproject, which commenced utiliz-ing the expertise of wayfindingfirm, Corbin Design (Corbin), a nationally recognized wayfindingconcern located in Traverse City,Michigan. The final development,and completion of the project wasdirected by Michael Polikoff, andUNM Planning & Campus Devel-opment.

The campus-wide Wayfinding &Signage project provides a comprehensive messaging and signage program to unify thecampus environment and provides a consistent information strategyto orient not only the student population, but also first time usersto the campus.

These standards & guidelines outline the overall information strategy and wayfinding strategyas well as provide detailed designguidelines for future implementa-tion of the signage program.

Founded in 1889, The Universityof New Mexico includes morethan 150 buildings on 600 acresalong old Route 66 in the heart of Albuquerque, a city of morethan 600,000 people. The uniquePueblo Revival and Territorialstyles of the campus architecturewere established in 1933 whenJohn Gaw Meem, holder of thefirst architectural license from theState of New Mexico, became the University Architect. Meem designed Zimmerman Librarywhich opened in 1938. The nationally recognized CampusArboretum and the popular Duck Pond offer an outstandingbotanical experience in the midstof one of New Mexico's greatpublic open spaces.

PROGRAM GUIDING PRINCIPLESThe guiding principles establish criteria for the development, design

and implementation of a campus-wide wayfinding & signage program. The guiding principles are consistent with UNM’s mission, vision, values & strategies, and strive to fulfill the university’s commitment

to reducing energy usage and our impact on the environment.

Visual identity is the keystone ofthe UNM communication andmarketing efforts. The UniversityIdentity Standards, produced by UNM Communications andMarketing, defines the objectivesand standards with regard to the all graphic media, and brand-ing components. To that end, the UNM Identity Standards set thefoundation for the design and implementation of these Wayfinding& Signage Guidelines.

Like the Identity Standards, theUNM Wayfinding & Signage program should be developed to be flexible but also work in a methodical and hierarchical manner. These recommendations

are provided for the universityand its constituencies to establishconsistency with the manner inwhich UNM is identified as a part of wayfinding.

In addition, like the Identity Standards, the purpose of theWayfinding & Signage Guidelinesis to reinforce the distinct identityof each of the academic units,while also providing a unifiedand consistent information system.

UNM Climate Action Plan

UNM has the potential to drastically reduce its long-term energy and resource costs whileimproving the well-being of itscommunity members. Enactingcarbon neutrality is a long-termstrategic interest and in the bestinterest of the University and the climate.

To that end, in April 2008, President, Dr. David J. Schmidly,led the way for the University toadopt “Sustainability” as a corevalue. By signing the AmericanCollege & University President’sClimate Commitment (ACUPCC),UNM indicates our commitment to attaining carbon neutrality.Though UNM had already initiateda number of carbon-emission

reduction initiatives, this commit-ment is a bold move that willplace UNM at the forefront of climate and sustainability leader-ship in the 21st Century.

This plan is a step toward implementing a strategic actionplan that will reduce Albuquerquecampus emissions by a minimumof 70% by 2030.

UNM will endeavor to achieve a zero net carbon emissions campus while ensuring and improving its economic strength,community cohesiveness, and environmental footprint, alongwith the well-being of individualcommunity members.

elsewhere in the course of resource extraction, manufacturing, distribu-tion and disposal. Procurement willfavor suppliers that demonstratesustainability practices. When purchasing these items, depart-ments should select vendors thatstrive to minimize negative impactson all communities affected.

Economic OpportunityThe green economy favors energyefficiency, reduced use of materials,minimized waste and pollution and corporate responsibility forthe fate of materials over product lifetimes, so whenever possible the university should support thelocal green industry. In addition,UNM will continue to build a creative materials managementprogram that promotes reuse, reduces consumption, minimizeswaste and maximizes recycling.

UNM’s Strategic Framework isfounded on the principle of holism(UNM Policy 2100) whereby designs and solutions insure futurebenefit in supporting and restoringsystems that provide the materialsand energy for well being.“The Principle of Holism” is that thesystem as a whole determines inan important way how the partsbehave. The system includes physi-cal, biological, chemical, social,economic and cultural elements,among others.

Holism encourages strategies that couple desired outcomes to incentives.

Holism includes life-cycle account-ing for environmental and socialimpacts beyond the geographicconfines of the campus.

Holism views waste as a potentialresource and thus favors strategies that follow the hierarchy of wasteprevention, recycling/reuse, treatment and disposal.

Holism requires transparency viaparticipatory planning practices,and effective communication among students, faculty, staff andthe public. Holism embraces the triple-bottom line of sustainability(Brundtland 1987), namely socialequity, environmental protection, and economic opportunity, abbrevi-ated as people, planet and profit.

Finally, conceptualizing the campusas a forward-thinking institutionopens opportunities for thriving com-munity relationships that in return,reduce financial risks of studentsand thereby improve recruitment,retention and graduation rates.

1. GeneralThis document defines the policiesand procedures necessary to ensure the development and main-tenance of a successful and costeffective wayfinding system for the University. Wayfinding involvesthe development of a consistentvocabulary of design and materi-als, including signs, to function as University branding and the cohesive visual identity. Well defined and organized wayfindingpromotes marketing the University’sresources, creating a positiveimage, evoking a sense of history,quality, and character, establishinggateways and improving thestreetscape. Additionally, wayfind-ing involves accessibility and publicsafety. It focuses the attention ofwalkers, cyclists, and drivers reduc-ing accidents and liability costs.

2. AuthorityThe University Planning Officerand the Vice President for Institu-tional Support Services (ISS) willcollaborate to ensure the ongoinginvolvement of the appropriatelevel of administration, staff andbuilding occupants in the plan-ning, design, and constructionphases of wayfinding systems and signage.

3. Design GuidelinesWayfinding system standards and exterior signage guidelineswill be posted on the Planning & Campus Development website:http://iss.unm.edu/PCD/index.html.Sign types include: Site Identifica-tion, Building identification, Build-ing Directory, Vehicular andPedestrian Directionals, ParkingIdentification, Pedestrian Orienta-tion Kiosks, and Pedestrian Regu-latory & Safety. Additional signtypes may be developed by theUniversity Planning Officer as re-quired.

4. Request for ApprovalApproval requirements for namingUNM facilities, spaces, endowments,and programs are according toUNM Policy 1020. Departmentsor units wishing to request exteriorsigns must make their wishesknown in memo form, includingthe sign’s proposed wording, tothe University Planning Officer ortheir official designee.

Sign Request Procedure The University Planning Officer or their official designee will confirm approved message andgraphic placement based on the intent of these Wayfinding &Signage Standards & Guidelines.Freestanding building identificationsigns shall present only: formalBuilding Name or Donor Name,College/School; Department, Executive Office or established Institution; numeric address andbuilding number. (Figures 1 – 5)

Once the request conforms withthe above criteria, the UniversityPlanning Officer or their officialdesignee will arrange for the fabrication and installation.

6. Request Denial AppealThe University Planning Officerwill refer all written requests forappeals to the Vice President of Institutional Support Services.

7. Cost The cost of building signs for new or major remodeled buildingswill be charged to the constructionaccount. Changes to existingbuilding signs that are a result ofaction by the University Adminis-tration will be charged to the University from the appropriatefunding source established andavailable. All other name changesand/or sign requests which areinitiated by a Department or unitwill be charged to the requestorthrough a Purchase Requisition approved by the Purchasing Department. The Purchasing Department will not process anyexterior building sign requests without written approval of theUniversity Planning Officer or their official designee.

Naming Convention

An information strategy is the classification, hierarchy and metho-dology for how information is presented/disseminated to users.

Naming convention refers to thelist of names and/or the system ofprinciples, that assign a word orphrase to a particular object or property.

The principles of naming varyfrom the relatively informal conventions of everyday speech to the internationally agreed principles, rules and recommen-dations that govern the formation and use of terms.

As it relates to UNM and the Signage & Wayfinding program,the naming convention is the systemof principles related to the namingand identification of buildings,schools, colleges, departments,services, and amenities.

The principles include: Formal name or donor name of buildings for primary identification.

Formal name of schools, colleges & departments for secondary identification.

Abandon acryonyms as identification unless universally accepted within campus vernacular.

Eliminate redundant naming & information, ie. Student Union vs Student Union Building.

Consistent identification throughout all communication & visual media.

Re-scripting all verbal and written directions to comply with these principles.

As illustrated above, the use of the lettersUNM (aside from the UNM logo) on the building is redundant, as the buildingis located within the central campus.

Student Union vs Student Union BuildingAlthough the building signage indicatesthe correct name, all references to this facility verbally or in print are StudentUnion Building or SUB, not Student Union.

Hierarchy of Informationfor UNM

An hierarchy of information is a system, based upon an organi-zational structure, for how wordsand messages are presentedand/or referenced.

The diagram on page 17 illustratesthe detailed, overall organiza-tional hierarchy for UNM. The information hierarchy datesback to the formative years ofUNM, when the university wascomprised of the College of Arts& Sciences and School of Engi-neering, who, through friendlycompetition, sought prominence.

Over the years, the recognition of the Colleges and Schools has diminished by the emphasis onparticular departments within thecolleges and schools.

The hierarchy presented, reestablishes the importance of the Colleges and Schools withinthe UNM organizational structure,and this hierarchy should be consistently implemented for all aspects of communication withinUNM (websites, internal docu-ments, directories, maps, etc.)

Note: Regarding diagram, additional departments, servicesand amenities exist within theUNM organizational structureand are not represented in the diagram, as they do not relate specifically to academia.

Information within the hierarchy has specific classifications. These classifications are as follows:

A. Honorific & Identification Information 1. Honorific information

recognizes a donor, personor an established namewithin the campus vernacular.

2. Identification informationidentifies a place, destina-tion, amenity or service.

B. Directional InformationInformation for the purpose of guiding of giving direction.

Within the UNM Wayfinding & Signage program, these two types of information have very distinct guidelines for visual articulation & treatment.

These guidelines establish a hierarchy for the information, allowing users to unconsciouslydistinguish information for navigating the environment more easily.

Honorific Information

The criteria for distinguishingbuilding names versus donornames is at the discretion of theUNM Campus Planning & Devel-opment, and/or (insert name of entity for determining namedbuildings).

A. Formal building names are articulated using all capitalizedletters (all caps) to easily distin-guish it from other types of information, and as it is “more”honorific. All caps should neverbe used for any other types of information,except for acro-nyms which are determined as part of campus vernacular.

B. Donor names are articulatedusing upper & lower case letters,when the circumstance by whichthe building being named requires more verbiage than thesurname. When the donor nameincludes two persons, or firstnames, these names will be presented using an ampersand“&” and not “and”.

Note: at this time, the use of Sabon(Roman) versus Sabon Italic isbeing determined.

Given the hierarchy of informationfor the UNM Wayfinding & Signage program, with the use ofupper & lower case Sabon (Roman)as Identification Information, it is recommended that Sabon Italicbe used for Donor Names.

Form Follows Function

Form follows function is a princi-ple associated with modern archi-tecture and industrial design in the20th century. The principle is that the shape of an object be primarily based upon its intendedfunction or purpose. American architect Louis Sullivan, mentor toFrank Lloyd Wright, coined thephrase, in 1896.

What is Wayfinding?

Wayfinding is defined as the orderly structuring of informationand graphics required enablingpeople to comfortably and success-fully navigate the built environment.Functionally, wayfinding meansreaching a destination within an acceptable amount of time and

energy, and is measured in terms ofefficiency in student and businessproductivity. Wayfinding also estab-lishes an experiential relation-shipwith architectural, urban and natu-ral landscapes, and is essential aspart of a modern campus environ-ment, impacting all users of UNMand the surrounding community.Wayfinding affects users emotionsand attitudes about the University,and is more than a navigationaltool, it is a way to market a specificarea’s resources, alter negative perceptions, evoke a sense of history, character and pride, whileimproving the streetscape. Finally,wayfinding encourages accessibil-ity and public safety, focusing onall modes of transportation, by foot,bicycle and automobile, reducingaccidents and University liability.As stated in the 2009 UNM MasterPlan Update, wayfinding is essentialfor the success of the University.

Two Programs, One Campus

UNM is separated geographicallywith 3 campuses: north campus,central campus, and south campus.

North CampusThe north campus, located northof Lomas Blvd; consists of UNMAcademic facilities, UNM NorthGolf Course, and services for UNMas well as UNM Health SciencesCenter. These two entities, (UNMHealth Sciences and UNM Acade-mia), although integrated, operatewithin a separate organizationalstructure.

Central CampusThe central campus, located between Central Ave. and LomasBlvd; houses the main academic facilities, student housing, athletics,and services for UNM.

South CampusThe south campus, located be-tween Lead Ave and Gibson Blvd,along University Blvd, is the mainnexus for UNM Athletics, UNMScience & Technology Center, and future student housing.

To distinguish the two main entitieswithin the North Campus, (UNMAcademics and UNM Health Sciences) a color coding systemhas been developed (illustratedabove). In some cases a sign may serve both Academics andHSC, in which case, it will be determined which color coding is most appropriate.

A hierarchy of signs is a system,based on similar visual and organizational components, inwhich each level of the hierarchyis articulated by the signs size, or configuration.

Identification Signs

Site Identification (A1)Site Identification signs serve to identify a “stand alone” areawhich encompassess multiplebuildings within a site. (eg., UNMCancer Center) It is intended to be used in addition to individualBuilding Identification monumentsand is located perpendicular tomajor roadways; Lomas Blvd,Central Ave, University Blvd,Avenida Cesar Chavez, etc.

Building Identification (B1-B4) Building Identification signs areused to identify individual build-ings and structures within the campus and a site. The size of thesign is intended to be consistentwith the height and location of the building, with the tallest signsbeing B1, for multi-story buildings,and B4, for the smallest buildingson campus. Building Identificationsigns are located perpendicular tomajor & minor roadways as wellas pedestrian pathways within the campus interior; Lomas Blvd,Central Ave, University Blvd,Avenida Cesar Chavez, Yale Blvd,Las Lomas Dr, etc.

Parking Identification & Aisle Identification (E1, E2)Parking Identification signs are intended specifically for the identification of surface lots andparking structures. These signs arelocated at the primary vehicularentrance of a parking area, usingmultiple signs where appropriate.The larger Parking Identificationsign (E1) being used along majorroadways, and the smaller sign(E2) along minor roadways, andare positioned pendicular to theroadway.

Aisle Identification signs are located within larger surface lots.They are mounted to existing lightpoles, at a minimum height of 15'as determined by UNM Planning& Campus Development.

Wayfinding Signs

VehicularThe purpose of vehicular signs is to direct vehicular traffic to specific sites, facilities and parking.Within the UNM Signage &Wayfinding Program, there arefour types of vehicular directionalsigns, distinguished by their sizeand function.

A. D1, D2 Vehicular Directional D1 Vehicular Directional signsare always located alongmajor roadways, where theviewing distance of the sign ismore than 150'. These signsare positioned perpendicular to the roadway: Lomas Blvd;Central Ave; University Blvd;Avenida Cesar Chavez; etc.

D2 Vehicular Directional signsare used on minor and interiorroadways where the viewingdistance of the sign is less than 150'.

B. D3, D4 Vehicular DirectionalD3 Vehicular Directional signsserve to direct traffic within the interior campus, or within asite. These signs are locatedperpendicular to the roadway.

D3 Vehicular Directional signsare used where it is necessaryto direct vehicular traffic to multiple building entrances andspecific parking areas, withinlarger surface lots and sites (eg, UNM Health Sciences).These signs are not to be usedin lieu of Pedestrian Directionalsigns.

Wayfinding Signs

PedestrianPedestrian signs are used to direct pedestrian traffic to specificdestinations within the interior campus, including: sites, facilitiesand parking.

Within the UNM Signage &Wayfinding Program, there are three types of signs designatedfor pedestrian traffic, and they are distinguished by their formand the function they serve.

A. Directional Signs (P1)Pedestrian directional signs areused to direct pedestrian trafficwithin the campus, or a site,and are located at strategic locations where pedestrianpaths cross, or where multipledestinations are located. These

signs are located adjacent to or within walkways, and are mounted to existing polestructures. In some cases, newpoles are required to be installedwhere there are no existingpoles.

B. Kiosks/Orientation Maps (P2)Orientation kiosks provide avisual map of the campus,oriented based on view,and serve to provide contextand location of specific De-partments, buildings andservice amenities. They arelocated within the walkway.

C. Building Directory (C1)Directories serve to identifyoccupants/tenants within abuilding. These signs are

located adjacent to the pri-mary entrance of a build-ing and are intended to bevisible from pedestrianwalkways. Directories arenever intended to be usedfor identification from ve-hicular roadways, althoughthey may be seen from aroadway. Directories arenot used in lieu of BuildingIdentification signs, but are intended to provide additional information forpedestrians.

A san serif font is used for all information which is intended todirect or guide users. For example,facilities, colleges, school, etc.,when listed on a vehicular orpedestrian directional sign or amap, would be listed in this sanserif font. Numeric address andbuilding numbers would also be presented using a san serif font.

This methodology of differentiatingthe kind of information, providesclearer wayfinding, as users intuitively and even unconsciouslydecipher and filter the differenceand function of the two fonts.

Letter Spacing

Letter spacing is based on even,optical spacing as representedabove. Type size and leading (line spacing) is determined by regulatory guidelines with a minimum 4" cap height, as deter-mined by overall viewing distance,and as specified for vehicular directional signs.

A. Color Coding. Only to be used to distinguishing UNMHealth Sciences from other UNM entities.

B. All signs shall be designed forday and night conditions usingeither internal illumination, orreflective lettering or background.

C. All signs shall have a minimum70% reflectivity (“contrast”for laymen) between graphics/information & background during day and night conditionsper ADAAG recommendations.

D. Vehicular: all signs shall have a minimum 4"cap for graphics/information. With additional 1" increases in cap size for alltraffic over 35 mph and/or 50' viewing distance, whenviewed from major roadways,per MUTCD (FHA, Manual of Uniform Traffic Control Devices).

E. Vehicular: no sign shall containmore than five destinations.

F. All fonts shall comply to thefullest extent possible in width/height and stroke/width ratios per ADAAG.

G. Only the UNM logo is permittedon signs.

H. Directional Signs: one arrowper direction.

I. Upper & lower case shall beused for directional/destinationinformation.

J. All caps shall be used for building name and honorific information.

K. Simple Identification. No redundant or superfluous information shall be used.

Sign Locations

The following signage program-ming summary includes UNMNorth, Central & South Campuses.

For the purposes of this document,every building at UNM has beenconsidered. For the purposes ofbudgeting, UNM Campus Planning& Development, has created a prioritized list of 89 buildings to be considered for wayfinding and signage improvements.

Priority for fabrication will be determined by UNM.UNM HealthSciences has been included in this preliminary program. More extensive, detailed programmingand a more specific messageschedule may be warranted, and could be provided under a separate contract and scope of work.

Programming is illustrated for conceptual purposes only. Exactplacement of specific signs is tobe coordinated with UNM Cam-pus Planning & Development.

General Guidelines

The sign fabrication is a “hybrid”system, incorporating manufac-tured components, as well as custom components. The qualityand fabrication of the “hybrid”system fulfills UNM objectives for a consistent, cost effective, flex-ible, updateable sign program, utilizing the highest quality manu-factured components and materialsin the industry.

A. All typography and layout, including letter spacing, linespacing, alignment of arrows,etc., will be required to complywith UNM Signage Standards

B. Sign face template artwork to be provided to fabricationvendor by UNM.

C. Precise letter spacing and legibility specifications will be provided as part of overallcontract documentation for bidding and fabrication.

E. Sign Installation: direct embedbase panel directly embeddedinto ground.

The guidelines supporting the law were issued in July 1991 by the ArchitecturalTransportation Barriers Compli-ance Board (ATBCB). The ADA legislation andguidelines (ADAAG) have beenpublished in the Department ofJustice Federal Register, 28 CFRPart 36, Title III and may be obtained from the ADA office(202 514-0301 (voice) or (202)514-0381 (TDD).

All signs should comply with theintent of ADAAG for contrast, legibility and typeface, as well asMUTCD for type size and reflectiv-ity. Consideration of universal design and equal facilitationshould be considered to projectan accessible and all-abilitiesmind-set. With respect to UNMHealth Sciences, ADAAG andMUTCD should be considered the minimum standards, as accommodation represents a commitment to access for all

individuals. While the passage of ADA legislation was an impor-tant achievement for all peoplewith disabilities, the resulting regulations fail to respond adequately to the needs of theADA’s target audience. Thoseparts of the regulations that applyspecifically to signage do not display an adequate appreciationof wayfinding and communicationprinciples, character and symbolrecognition, and typography. For this reason, the Society for Environmental Graphic Design(SEGD) White Paper was draftedto clarify specific legibility and typographic considerations. The White Paper includes inputfrom the ATBCB.

Five ADA TitlesTitle I: Employment prohibits companies with 15 or more employees from discriminatingagainst qualified disabled job applicants or workers.

Title II: Public services and transportation prohibits state andlocal governments from discrim-inating against the disabled.

Title III: Public accommodationsand commercial facilities pro-hibits private facilities from dis-crim-inating against the disabled. It incorporates accessibility guide-lines for privately owned facilities.

Title IV: Telecommunications requires telephone companies toprovide special services for thehearing and/or speech impaired.

Title V: Miscellaneous containsmiscellaneous legal and imple-mentation details.

ADA Guidelines for SignageWhile the ADA federal guidelinesrequire “removal of communica-tion barriers in existing public accommodations”, compliancewill most often be achieved eitherby modifying existing signs, or by installing new, compliantsigns. Additional signs may be required to identify and give directions to accessible facilities and features.

Exterior SignsExterior signs must meet require-ments for character proportion,sign finish and contrast. They may use upper and lower casecharacters.

Identification of Accessible Facilities and Features Entrances,Restrooms and Bathing Facilities (4.1.2[7][c-d])The international symbol of accessibility must be displayed ataccessible entrances (if all entrances are not accessible). Directions including the symbolmust be provided from inaccessi-ble entrances to accessible ones.Similar guidelines apply to restrooms and bathing facilities.

LegibilityLegibility is defined by font style(serif and san serif), size, contrastand letter spacing in conjunctionwith viewing distance.

San Serif (4.30.4)Sans Serif is an accepted typo-

graphic term. However, SansSerif letter forms include a widerange of styles ranging from those that are clearly legible tosome fairly eccentric displayfaces. Care should be taken touse only those faces that areclearly legible.

Simple Serif (4.30.4)The term “simple serif” has no typographic meaning. We assumehowever that it means ‘conven-tional’ rather than ‘exaggerated’or ‘exotic’. Although personaljudgment may vary here, wewould suggest, as with sans serifforms, that legibility is the primary issue.

Viewing Distance (4.30.3)Overhead directional or ‘flag’signs may be upper and lowercase, and must have a cap heightof at least 3”. Other directionalsigns do not have a specified cap height, but must be “sizedaccording to viewing distance”. One reliable source of basic data on viewing distance, amongmany others, was established by Paul Arthur in the New YorkState University Campus GraphicsProject in Albany in 1970.This study showed that high contrast Helvetica, under optimalviewing conditions, viewed head-on and observed with20/20 vision, needed 1" of cap height for each 50 feet of viewing distance. However,

the constituency we are address-ing includes a wide range of individuals whose ability rangesfrom slightly to severely impaired.In addition, general viewing conditions will often be far fromperfect, and signs will frequentlybe viewed at an angle.

Consequently, we are proposingthat an appropriate cap height be two times that determined in the above study. This results in 1" cap height for each 25 feet of viewing distance. In a situation,where space and viewing distance is otherwise unrestricted,a minimum 3" cap height, for a 75 feet viewing distance is recommended.

Architectural Signs –Honorific, Formal, DecorativeIt should be understood that theADA does not make any demandon or regulate ‘architectural’ signsas long as they are installed inaddition to required ADA signage.In this context architectural signsmean signs that serve an architec-tural, formal, honorific, or decora-tive function in addition to beinginformational.

The regulations should not beconstrued as to require the abolition of the enrichment of the environment with formal ordecorative graphic elements. For example, the guidelines donot require the main identificationof a building to be ADA compliant

and may be of any style, form,material or finish. Other signswhich are not included in theguideline requirements are dedication plaques, and honorary identification.

Finishes (4.30.5, A4.30.5)Finishes of the compliant compo-nents of signs are required to be an “eggshell, matte or othernon-glare finish”, which is “recommended” to be between 11 and 19 degrees on a 60 degree glossimeter. Acceptablefinishes include: eggshell andmatte finish paints and inks; most non-glare acrylic sheet,mylar or frosted glass; most non-glossy self adhesive vinylfilm; and certain satin or random-brushed finishes on metal.

Unacceptable finishes include:gloss or semi-gloss finish paintsand inks; polished surface acrylicsheet, mylar or glass; glossy self- adhesive film; and polishedor directional brushed finishes on metal. In any event, designersand specifiers should include reflectance values in their specifi-cations, and manufacturersshould have glossimeter testsmade of actual samples to deter-mine compliance. It should benoted again that the finish recom-mendations apply only to thecompliant components of a sign.The rest of the sign, such as headers, footers and non-compliant

message areas can be of any appropriate material, finish andcontrast. However, it is still important to understand that allcomponents of a sign should be designed to be clearly legible.

ContrastCharacters and symbols are “recommended” to have a minimum70% contrast with their background.Most paint and ink manufacturerswill provide a list of reflectancevalues for specific colors. Remem-ber, however, that even black and white are never absolutely 0%or 100%, so care must be takenwith the use of black or white copytogether with a color, to ensurethat a 70% contrast is obtained. It should also be remembered thatthe ADA contrast requirement isonly a “recommendation”, not arequirement. Consequently, whilewe would strongly suggest the recommendations are followed,minor discrepancies in measuredvalues need not be considered critical.

Illumination (4.30.8, A4.30.8)The issue of illumination has been“reserved”, with the recommenda-tion that signs be illuminatedwithin a range of 100 to 300 lux,or 10 to 30 footcandles, and thatillumination should be “uniform”over the entire sign surface. Signsare recommended to be located so that the illumination level on thesurface is not significantly lower

than the ambient light level, or is not subject to glare of a brightlight source either in front of or behind the sign, including naturallight such as that from an openingor window.

Letter SpacingFor appropriate legibility, where allcaps messages are required, it should be remembered that letterspacing should be wider than is‘normal’ for upper and lower casecopy. The accepted typographic‘rule of thumb’ is to track letter spac-ing between110% and 120% de-pending upon typeface. The sizing of a sign face needs to becarefully considered to comfortablyaccommodate expected messageswith appropriate spacing. In no caseshould copy be tightly spaced just tofit it on an improperly sized sign.

Protrusion Limits (307.2, 307.3)Objects with leading edges morethan 27" and not more than 80"above the floor shall protrude 4"maximum horizontally into the circulation path.

Post Mounted Objects (307.3)Objects on posts or pylons shall bepermitted to overhang 4" maximumwhere more than 27" and not morethan 80" above the floor. Objectson multiple posts or pylons where the clear distancebetween the posts or pylons isgreater than 12" shall have thelowest edge of such object either27" maximum or 80" minimumabove the floor.

MUTCDThe Manual on Uniform TrafficControl Devices (MUTCD) forStreets and Highways, publishedby the US Department of trans-portation, is approved by the Federal Highway Administrator as the National Standard for signs,signals, markings, and other devices used to regulate, warn, orguide traffic, placed on, over, or adjacent to a street, highway,pedestrian facility, or bikeway, in accordance with Title 23 U.S. Code, Sections 109(d), 114(a),217, 315 and 402(a), 23 DFR655, 49 CFR 1.48(b)(8), 1.48(b)(33)and 1.48(c)(2). As it pertains towayfinding and signage, the Federal Highway Administrationrelies on recommendations and research by the National Committeeon Uniform Traffic Control Devicesfor updates and revisions to the

MUTCD. The MUTCD applies to allhighways and roadways which are included as part of the FederalHighway Administration’s networkof roadways. However, most states, including the State of New Mexico,Department of Transportation,adopt and implement all aspects of the MUTCD for state ownedroadways. Although the UNM Signage Program will rare highwayuse, as many of the identificationand directional signs are locatedalong city and state roadways,MUTCD guidelines are observed.In instances where there is a

discrepancy between the MUTCDand the ADAAG, the ADAAG,being more restrictive, shall prevail.

Summary of Guidelinesa. Cap Height. 4" & 6" cap

height for all vehicular signage,based on viewing distance,width of roadway and posted traffic speed.

b. Guide signs shall be retroreflec-tive or illuminated to show thesame shape and similar colorby both day and night.

c. Signs shall be a distance of1.5m (5 ft), measured from thebottom or leading edge of the sign to the near edge of the curb or pavement.

d. Where parking or pedestrianmovements occur, the clear-ance to the bottom of the sign shall be at least 2.1m (7ft).

e. Ground-mounted sign supportsshall be breakaway, yielding, or shielded with a longitudinalbarrier or crash cushion ifwithin the clear zone.

f. Regulatory signs shall be installed at or near where theregulations apply. The signsshall clearly indicate the requirements imposed by the regulations and shall be designed and installed to provide adequate visibility and legibility.

International Fire CodeInternational Fire Code §505.1 and§505.2 state:

505.1 Address NumbersNew and existing buildings shallhave approved address numbers,building numbers or approvedbuilding identification placed in a position that is plainly legible andvisible from the street or roadfronting the property. These numbers shall contrast with theirbackground. Address numbersshall be Arabic numerals or alpha-bet letters. Numbers shall be a min-imum of 4 inches (102 mm) highwith a minimum stroke width of 0.5inch (12.7 mm).

505.2 Street or Road SignsStreets and roads shall be identifiedwith approved signs. Temporarysigns shall be installed at eachstreet intersection when constructionof new roadways allows passageby vehicles. Signs shall be of anapproved size, weather resistantand be maintained until replacedby permanent signs.
