press an opinion on the ecrious inconveniencewhich arises from tbe paucity of foreigners inour Elective Legislature. Owing to a deplorableapathy prevalent among many of our foreign pop-ulation, with reference to electioneering move-

ments, it has resulted that our present ElectiveLegislature is composed, with but very few ex-

ceptions, of natives exclusively. Again, werepeat, that we by no meariB desire to make itappear by these remarks that the natives of thiscountry may not eventually become as fully qual-ified as foreigners to discharge the importantduties of legislators; this we believe it to beonly common justice to admit. But, where for-

eigners occupy 6o weighty a position in this coun-

try, whoso beet interests, monetary, commer-

cial, and indu&trial, moral, social, and religious,arc eo largely represented by tbe foreign elementof population we certainly feel bound to deplorethe almost total absence of foreigners from theelected Representatives of the people in the Leg-

islative Assembly. Among the Nobles, who arenominees of the crown, tbe proportion between na-

tives and foreigners is pretty fairly maintained.But, in the elective body ot the Legislature, thepreponderance of the native clement is an in-

congruity, which calls for emendation at ournext elections in February 1878. If the foreignpopulation of this Kingdom could bo roused intosomething like a patriotic interest in the forma-

tion of the elective Legislature of the countryand the motives are manifold which should

awaken ench a patriotic feeling wo doubt notthat, by a timely prevision such a Btato of thepolls in each of the electoral "districts at theforthcoming elections, might be secured, aswould ensure the return of at least two foreign-

ers in each of tho islands of Oahu, Maui, Ilawalfand Kauai. J The introduction of eight for-

eigners into ttio Elective Legislature would bean inealculable benefit to the country, as eventhe natives themselves muBt plainly comprehend tjWith every consideration for native talent, abili-

ty, and capacity for legislatorial duties, it mustbe clear to the native members themselves thatthere arc numerous questions constantly beingbrought forward as subjects for tbe deliberationsof their body, upon which the opinions of en-

lightened foreigners are of paramount importance,with a view to the full understanding and elu-

cidation of tho eame. Indeed we may eay posi-

tively that no question whatever can be intro-duced into tbe Legislative Assembly whereupontbe decision of foreigners of enlightenment is notcalculated to add perspicacity to the debate. Weshould be very sorry to think that tbe intelligentnative population of this country, could ever

make bo deplorable a mistake as to desire to

see tho- - seats of the Elective Legislators of ; theKingdom exclusively filled by natives themselves.We believe that the circumstance of the presentpreponderance of the native Elective Legislators,is . the result, as we observed above, of apathyand want of national spirit on the part of tbeforeigners' In tbla country. Hence it is, that we

felt bound to call the attention of our foreign

population to this important question, even atthis distance of time from the forthcoming elec-

tions. Wo doubt not that eight or ten foreignerscould then be returned, if the foreign population ofthese Islands only bestirred themselves ever eo

little in tho matter.Remembering the very considerable amount of

capital invested and likely to seek investmenthere by foreigners; and the grave questions ofimmigration, labor and public improvements' thatare euro to come up for discussion and decisionat the next session of the" Legislature; we feel

confident that all classes of our population willappreciate the justness and expediency of ourremarks on this question.

Is another column wc publish a, letter on thesubject of a Submarine Telegraph, from Mr.Audley Coote, of Tasmania, which has beenobligingly placed at our disposal by its recipient,Hon. A. S. Cleghorn. From tho letter in ques-

tion, the public of Hawaii nei will bo glad to

, learn that active steps are being taken to providethe people of these islands with telegraphic com-

munication with the outer world by means of aSubmarine Cable. A point on these islands,probably at Honolulu, will be selected, accordingto the cable scheme in question, as an Intermedi-

ate station, on terra firma, along tbe proposed

line of Submarine Cable destined to connect Ncw

Zealand and Australia on the one hand with SanFrancisco on the other. Thus, if tbia scheme becarried out, the Hawaiian Islands, with an inter-- J

mediate terra firma station, will become tele-

graphically united with tho rest of tho world. Ofcourse, bo far, there is no positive certainty thatthe scheme in question will be ultimately realized.All that can be said about it at present is, that itis on the lapis, and that thcro is good reason to

hope that it will one day become a fait accompli!

The sooner the better, eay we, with all our heart,although a heavy additional expense will thusas a matter of course, have to be incurred by theHonolulu Tress, this journal included, in orderto provide the Hawaiian public with telegraphicnews.- - It is an expense, however, which we 6hallnever grudge ; on the contrary, the sooner such

an outlay becomes necessary, the more gratifyingsuch a circumstance shall be for us, as therebyour hopes of seeing this Kingdom telegraphicallyconnected with the outside world, shall have beenrealized. It would be a mistake to pretend thata very great gain can ever result to the under-taking from telegrams sent from our islands,although we fully expect that a comparativelylarge amount will be found to be paid here fortelegraphic communication with other parts ofthe world. However, we believe that, on theother Land, tbe general advantages of trade andcommerce " throughout the world will be greatlyenhanced by tbe inclusion of this HawaiianKingdom in the cosmopolitan telegraphic net-

work already existing by land and sea. It is afact beyond question that all the resources of ourislands would thus be placed within reach,almost instantaneously, of the people of all therest of the telegraphically united earth ; and thisis a condition of things by which the world atlargo would bo even greater gainers than our-

selves. Thus, for instance, a ship, sailing say,from New York or London, for China or Japan,is forced to put in to Honolulu by stress of cir-

cumstances. At present, the monthly steamermail or casual sailing vessels alone Bene as a mo--

dium of cjmmunication between such a ship here

and its owners, or interested purii-.- s elsewhere.

Where, with the cable laid down oi.ee for all,the captain or agents of the s':;ip here could atonce communicate with the jarties therein inter-

ested in any part of tLe telegraphic world. Itcan easily be understood then, what a feeling ofease must naturally be experienced by shipowners, and even governments witli fleets, at thercSection that all trading cr war vessels in theNorth Pacific would thus find in Honolulu a portof rail, or of refuge, as the case might be, wherethey would be at once in communication with theother telegraphic centres of the world. This ia

only one view of the case ; we might place beforeour readers others equally important. But we

deem it unnecessary to show how far the grandmcclianiem of society throughout the whole wide

world 1 benefited by increased telegraphic com-

munication, no matter how comparatively remoteand insignificant the locality may be, which isintroduced into the general telegraphic net-wor- k

of the inhabited earth. Hence we hail with ex-

ultancy the prospect, now seemingly well

grounded, and by no means remote, of the Haw-

aiian Kingdom's being admitted into the impor-

tant sphere of cosmical telegraphic union.It occurs to us, before quitting this subject,

that it may be useful to call attention to the fact,that this government has provided, by special

legislation, for tho case of electric telegraphicenterprise within its dominions. On the 4th day.of August, 1874, His Majesty gave the RoyalAssent to " An Act for tbe encouragement andaid of any company now incorporated, or thatmay be hereafter incorporated, for the transmis-sion of intelligence by electricity." By this Act,very important concessions are made by this gov-

ernment to telegraph companies, whether subma-

rine or local. We quote in ejlenso, Section 2 ofthe said Act :

"The Minister of the Interior is hereby author-ized to take up and 9et apart lor the use of suchTelegraph Company or Companies, sufficient landand premises for Telegraph Stations and otherneedful uses in operating said telegraph line orlines, and to grant every facility for tho landing ofsubaqueous cables, telegraph cord or wires, instru-ments, apparatus, and all and every article, goods,wares and merchandise appertaining to the build-ing of such telegraphic line or lines, and tbetransmission ol intelligence by electricity, and sucharticles and merchandise shall be exempt from du-ties, and the vessel or vessels chartered, or other-wise specially engaged in the laying or mainte-nance of a telegraph line or lines, shall be-- exemptfrom all port charges except pilotage."

We may also observe that Section 6 of thesame Act provides amplo protection for tho prop-

erty of such companies.In fine, we may here 6tate that Captain U. C.

Moreno, a gentleman well known in the UnitedStates in connection with telegraphic enterprise,

land a warm advocato with that government forinitiating submarine telegraphic communication

'in the Pacific, Honolulu prominently included,is expected to arrive here by the next steamerfrom San Francisco for the purpose of delibera-ting with our executive upon this importantmatter. We shall welcome his arrival as an ad-

ditional earnest of the ultimate realization of ourhopes of speedy telegraphic communication withthe outer world.

King Kalakaua to Senator Sargent.The Washington correspondent of the San Fran-

cisco Chronicle, under date of January 23d, writesas follows :

Last Fall, while he was in San Francisco, SenatorSargent received an intimation that King Kalakau.of tbe Sandwich Islands, desired to give some tcstmonial to him for his successful efforts in securing,legislation giving effect to the Reciprocity Treaty.The Senator thought he could not properly be the A

recipient of any present for the discharge of anofficial duty, and therefore declined it. Thereuponthe King wrote the following autograph letter,which was received by Mr. Sargent a day or twosince : .

which had entered into a solemn treaty with theUnited States as well as by your wish to promotethe commercial interests of your own State.

I wish therefore to tender you my personal thanksfor yonr efforts, and to request you to express tothose who with you my high apprecia-tion of the support they gave to a measure which,though perhaps inappreciable in its eflects on yourgreat country, is of the highest importance to theindependence and prosperity or my people.

Marshal of the Hawaiian Kingdom was heroicallydisplayed. Tbe Marshal was called to see an in-

dividual staying in a certain boarding-bouse- , whohad threatened to shoot any one who dared to enterhis room, with an imaginary revolver, for he didnot' possess ' real one. While the manager of theestablishment and other persona present carefullyke t back, the intrepid Marshal nothing daunted bythei danger of being shot, went to the door of the

shooting maaV room; and, of course, nothinghappened to him from tha imaginary revolver; butas khe Marshal did not know, till he entered theroim that the shooting man" had no revolver atalj, the Marshal's " pluck " and cool courage inthe discharge of his duty are not the less admirableand worthy of being recorded. It turned cut thatthe Marshal and the " shooting man " were old
