Workshop on Public Private Partnership in Integrated Agriculture Development (PPP-IAD) One day workshop on Public Private Partnership for Integrated Agriculture Development (PPP-IAD) was held on th 28 November 2017 at Bangaluru under the Chairmanship of Sri. Krishna Byregowda, Honourable Minister for Agriculture, Government of Karnataka. The objective of the workshop was to orient and invite private partners to associate with watershed development department to provide end to end solutions to farmers; through Farmer Producer Organisations (FPOs); so as to minimise the cost of production and maximise the returns. Heads of the line departments, NABARD and representatives from 54 private companies participated in the workshop. A leaflet on PPP- IAD was also released by Honourable Minister during the workshop. Workshop on Public Private Partnership in Integrated Agriculture Development (PPP-IAD)

One day workshop on Public Private Partnership for Integrated Agriculture Development (PPP-IAD) was held on

th28 November 2017 at Bangaluru under the Chairmanship of Sri. Krishna Byregowda, Honourable Minister for Agriculture, Government of Karnataka. The objective of the workshop was to orient and invite private partners to associate with watershed development department to provide end to end solutions to farmers; through Farmer Producer Organisations (FPOs); so as to minimise the cost of production and maximise the returns. Heads of the line departments, NABARD and representatives from 54 private companies participated in the workshop. A leaflet on PPP-IAD was also released by Honourable Minister during the workshop.

The World Bank team visited Karnataka from November 13-24, 2017 to undertake an implementation support mission for Karnataka Watershed Development Project-II (Sujala III). The primary focus of the mission was to review physical and financial progress to date across all components; review current project results against the revised results framework; review cumulative disbursements to date against forecasts from May 2017 mission; estimate disbursements to June 2018; and based on the disbursement projections, discuss the potential requirements for extension of the project.

The mission was co-led by Sri Ranjan Samantaray and Ms Jacqueline Julian, Co-Task Team Leaders and

INTEGRATED FARMING SYSTEM

Food security, livelihood security, water security, natural resource conservation and environmental protection are the foremost concerns of any developing economy. It is the proven fact that sustainable development is

the only way to promote rational utilisation of resources and environmental protection without hampering the economic growth. Integrated Farming System (IFS) forms the corner stone for sustainable agriculture development of any nation.

Integrated farming system refers to agricultural systems that integrate livestock and crop production. It is an approach where in by-product of one system becomes the input for other. Crop and Livestock cannot be separated for small agriculture land holders in India as Crop + Livestock is the predominant farming system existing in the Country and Livelihood of 117 Million marginal and small holdings resolves around this system. Small farms are often subjected to weather vagaries like flood, drought and other natural calamities and farming remains risky.

Vertical expansion in small farms is possible by Integrated Farming System which requires less space, time and can ensure periodic income to the farmers. It is considered to be a powerful tool to poor small and marginal farmers who constitute 84.97% of total operational holdings and has 44.31% operational area. It helps the poor small farmers to diversify farm production, increase income, employment and food security, exploitation of unutilised natural resources, improve the quality and quantity of food production.

Integrated farming meets the above goals through multiple uses of natural resources such as land, water, nutrients and energy in a complimentary way thus giving scope for round the year income from various enterprises of the system. Besides ever growing population, the consumption pattern in rural and urban areas is fast changing owing to the raising income of farmers as well as production of multiple commodities using available resources.

Thus, Integrated farming system is a promising approach for increasing the overall productivity and profitability of farming community through recycling the farm by-products and efficient utilisation of available resources.

Field visit by Implementation Support Mission of the World Bank

Implementation support mission of the World Bank along with the project director and Commissioner, Sujala-3 project, watershed development department visited Bidar,

thKalaburgi, Vijayapura, Gadag districts from 13 November

thto 17 November 2017. During the mission, the team inspected the project interventions such as soil and water conservation structures, forest plantation, fodder nurseries and interacted with project partners, functionaries and beneficiaries. The team also visited Self Help Groups (SHGs) and Farmer Producer Organisations (FPOs) of the project and elicited information about their activities and future plans. After the field visit the team expressed its satisfaction about the quality of interventions by the project.

Introduction

Demand for an exclusive University for Agricultural Sciences for Hyderabad-Karnataka (H-K) region was felt almost a decade back owing to inimitable climatic conditions and farming activities. The Hydrabad-Karnataka region comprising Bidar, Kalaburgi, Raichur, Bellary, Koppal and Yadgir districts, an agrarian area with an irrigation potentiality of 12 lakh hectares through Tungabhadra, Krishna, Karanja, Mullamari, Hirehalla, Bennethore and other irrigation projects, spanning a total geographical area of 44.96 lakh hectares accounting 33.60 per cent of the geographical area of the state, of which nearly 68 per cent is under cultivation and has a unique combination of medium (32.42%) and large farmers (36.69% bestowed with rich natural resources especially for agricultural development. The initiation for new Agricultural University at Raichur began through a letter by Government of Karnataka directing University of Agricultural Sciences, Dharwad to submit a feasibility report on the proposal. An expert committee was constituted which not only realized the need for new Agricultural University but also recommended the proposal. The cabinet approved the proposal for establishment of Agricultural University at Raichur, with an allocation of rupees five crores during 2008-09 academic year on 26-9-2008.

Raichur is privileged of being an oldest establishment for agricultural research in 1932 an Agricultural Research Station was established by the then Nizam's Government of Hyderabad with a mandate to carryout research on dry land farming. After the reorganization of states in the country, Raichur was identified as the main research station for oilseeds. With the establishment of State Agricultural

University in Karnataka in 1964 at Bangalore, it was elevated to Regional Research Station with a jurisdiction of five districts of Northern Karnataka. Agricultural Engineering Institute (AEI) was added to Raichur campus in 1969 to offer diploma course in Agri-Engineering which, in 1987, was upgraded to the status of College of Agricultural Engineering with up-gradation of Diploma to B.Tech degree. In 1984 and 2000, Colleges of Agriculture were started functioning, one at Raichur and the other at Bheemarayanagudi (Shahapur Taluk of Kalaburgi District) respectively, with an intake capacity of 30 students. However, with establishment of University of Agricultural Sciences, Dharwad during 1986, Raichur became the component campus under UAS, Dharwad. Intriguingly, Raichur continued its privilege of being the second largest campus and a major hub of education under UAS, Dharwad. The Post-graduate degree program leading to Master's degree in eight departments was started in 1995 with an intake capacity of five students for each department every year. In 1994, Krishi Vigyana Kendra (KVK), a component of UAS, Dharwad but funded and monitored by ICAR, started functioning in the campus and received the best Krishi Vigyana Kendra National Award for the year 2007-08, thus completing all the necessities of Teaching, Research and Extension. During 2008-09 and 2009-10, PG program began in other departments, thus making a total of 13 departments offering Post Graduate program at the campus level. The Raichur campus has registered significant growth in last decade reaching newer heights in education, research and extension.

Mission

University of Agricultural Sciences, Raichur shall persuade the needs of Agricultural Education to sensitize the farming community with scientific innovations, short and long term way outs for the tribulations faced by the farming community through Research for growth and sustainability of agriculture sector and outreaching the technologies to uplift the socio-economic status of the farming community through strong Extension linkages. Thus “Greening the life of farming community through Education, Research and Extension” is set as the motto.

Research

The University of Agricultural Sciences, Raichur, covers about 22% of the geographical, about 31% of total cultivated and about 20% of the irrigated area in the State, spreading across six districts of North Eastern Karnataka. A number of agricultural, horticultural and plantation crops represent the rich heritage of the area. There are three major irrigation projects, viz., Tungabhadra, Upper Krishna and Karanja, which provide irrigation to about 12 lakh ha, accounting for

18 per cent of the total cultivated area. The region is endowed with a variety of climate, soils and crops. The University covers three Agro-climatic Zones, viz., North Eastern Dry Zone, North Eastern Transitional Zone and Northern Dry Zone. The research needs of the farmers are catered through 11 Agricultural Research Stations located in diverse agro-ecosystem of University with 12 AICRPs and 15 externally funded ad hoc Projects. The support for ad hoc research projects was received by the World Bank aided NAIP, BARC, ICAR, DST, DBT, GOK and other national and international agencies.

Extension

The Directorate of Extension of the University of Agricultural Sciences, Raichur has an immense role to play with regard to transfer of technology in the field of Agriculture and allied activities. Extension service is a vehicle, which carries scientific agricultural and allied technology interventions developed at the Research Stations to the farmers' field. This noble activity facilitates in bridging the identified technological gaps exiting between the farmers and Research Stations. The ultimate goal is to enhance sustainable net income of the farmer by taking all the activities on the farm into consideration and by integrating them while treating the whole farm as one unit. This directorate carries its activities through six Krishi Vigyan Kendras and four Agricultural Extension Education Centres which are working at the grassroots level. The farming community can avail the services of the Directorate of Extension to get the solutions to the problems encountered in Agriculture and related activities.

Education

Integration of agricultural education, research and extension to achieve excellence in Teaching, Research and Extension education.

Training needs of the faculty to develop competence and qualified human resource in different branches of agriculture and allied fields.

Shall oversee the activities of communication centre and University Publications.

To strengthen and maintain quality in higher education.

To maintain standards in Academic regulations, examination reforms, infrastructure development, faculty recruitment and movement, library network and publications, restructuring curriculum to acquire skills and to develop entrepreneurship and developing student amenities.

The University strives it's best to integrate the above tripartite functions by ensuring excellent infrastructure

facilities for teaching, developing most suitable technologies for the farmers of various regions through research and dissemination of the innovative technologies to the farmers through its extension network including Krishi Vigyan Kendra (KVKs), Farmers Training Institute and the Staff Training Unit.

Role of UAS-Raichur in Sujala-3 Project

Establish a dedicated Project unit at their Raichur campus to undertake the tasks assigned. The team of scientists shall be from different disciplines such as Soil Science, Remote Sensing and GIS applications, Agronomy, Soil and Water Conservation, Engineering, Hydrology, Agricultural Economics and any other discipline as deemed necessary for the effective project execution.

Participate in stakeholder workshops & community interfacing

Undertake field surveys (Soil, Hydrology, Land use etc., and Socio economic survey at standard sample size) and collection of baseline data for all the project micro watersheds in Kalaburgi, Yadgir & Raichur districts

Make sub-watershed level assessment in association with NBSS&LUP for all the micro-watersheds in Kalaburgi, Yadgir & Raichur districts

Establish GIS, Lab and field facilities and strengthen analytical lab facilities at UAS, Raichur and Kalaburgi

Conduct hydro-geomorphological survey with technical guidance from IISc for all the micro-watersheds in Kalaburgi, Yadgir & Raichur districts

Make hydrological assessment for basic parameters with technical guidance from IISc for the micro-watersheds in Kalaburgi, Yadgir & Raichur districts

Conduct Intensive Hydrological Monitoring for groundwater management with technical guidance from IISc for selected four micro-watersheds in Kalaburgi (2), Yadgir(1) & Raichur(1) districts

Compilation and analysis of climatic data in association with KSNDMC,

Conduct laboratory analysis of soil & water samples for all the micro-watersheds in Kalaburgi, Yadgir & Raichur districts

Inauguration of Implementation of Sujala-3 activities by people representatives

Sri H K Patil, Honourable Minister for Rural Development and Panchayat Raj Inougurated the Sujala-3 watershed interventions in Gadag district. Other PRI members and farmers of the project area were present during occasion, Similarly, in Chikkamagalore district, after approval of detailed project Report (DPR), the implementation of Sujala-3 activities initiated with an inauguration by Sri. C.T. Ravi, Member of Legislative Assembly. The Joint Director (Agriculture) and other officers of the department were present during the occasion.

Officers Trained at CRIDA, Hydrabad

A team of nine officers comprising of various cadres were deputed from Sujala-III project to the 5 days customized training programme on “EFFECTIVE WATERSHED

thMANAGEMENT IN RAINFED AGRICULTURE” from 19 rd

September to 23 September 2017 at Central Research Institute for Dryland Agriculture (CRIDA), Hydrabad.

During the training the participants were trained on Frontiers technologies and methodologies for efficient Watershed Management, participatory and community based approaches for managing the natural resource, quality control in farm mechanization and its importance in agriculture, use of GIS methodologies in watershed monitoring and evaluation; Intensification of livestock production in watershed areas.

As part of the training program, participants were exposed to Gunegal Reserch Farm, Hayathnagar Research farm and Indian Institute of Millets Research (IIMR) to demonstrate the experiments taken up on Climate Resilient Agriculture.

Visit of Commissioner of Horticulture, GoI and members of Karnataka Agriculture Technology Advisory Board

Dr. BNS Murthy, Commissioner (Horticulture), Govt. of India and members of Karnataka Agriculture Technology Advisory Board visited Sujala-3 partner ICAR-NBSS&LUP on 23-11-2017 to know more about LRI and Sujala-3 project. Dr Rajendra Hegde made presentation on LRI and Sujala with the help of a Sujala watershed atlas and other documents produced under the project. Dr. BNS Murthy had asked for sharing the LRI and Sujala out puts with him as he is finalizing the DFI-2022 for Horticulture. The board members appreciated the efforts of the project in generating the site specific database for the state which is of immense help to the farmers and the departments in the coming years.

Sujala-3 Stall in Krishi Mela for Dissemination of Information

The University of Agricultural Sciences, Bangalore had th th

organized Krishi Mela from 16 to 19 November 2017 at GKVK campus, to provide information on agriculture and allied fields. To provide information about Sujala-3 project, micro-watershed model was exhibited. Charts and maps were also displayed to the visitors. In addition pamphlets highlighting the activities of Sujala -3 project in Kannada and English were distributed to two lakh farmers and visitors. It was very strongly suggested by the farmers that the project should cover the entire state.

thRSETIs (NACER) on 29 November 2017 for providing specialised trainings to SHG members on Income Generation Activities (IGAs). As per the agreement 2683 SHG members will undergo 10-30 days of residential training at district level RSETIs. The SHGs will be also be assisted to establish backward and forward linkages and provided with two years of handholding for sustaining the IGAs.

Two days training on Agro-forestry development

A two days training on Agro-forestry development was organized by Sujala-3 project at National Bureau of Soil Survey and Land Use Planning Regional Centre, Hebbal. The training was organized to the forestry officials of the project

th stdistricts on 20 and 21 November 2017. The participants were trained on overview of Sujala-3 project, Effective use of LRI inputs for selection of suitable forestry interventions, suitability of appropriate tree, fodder pasture species for watershed development, forestry based cropping systems etc. At the end of the training , the participants were also taken to forest technical and administrative training centre, Kadugodi for an exposure visit.

Training on “Software application for Baseline survey and analysis”

The University of Agricultural Sciences, Bangalore in consultation with other partners developed a software application for baseline survey and analysis. In order to provide hands on experience in using the android tab for data collection and analysis, one day hands on training programme was organized at UAS, GKVK, Bangalore on

th Tuesday, 26 September 2017 in which forty participants from SAUs and NBSS&LUP (RC), Bangalore took part.

Training on Institution building for Sujala-3 officials

A three day's training program on Institution building was th th

organized to the officials of Sujala- 3 project from 8 -10

November 2017. The training program was organized by project's training partner-ICRISAT. 20 participants across the project districts participated in the training program. The major topics covered during the training program includes social mobilization through community cadres, role of community cadres in technology transfer, formation and functioning of community based organizations, concept of cluster level federations, convergence of different developmental projects for the success of the project etc.

International training session on Sujala LRI project of Karnataka

Nineteen mid-level senior Government officers belonging to Afghanistan, Bangladesh, Iran, Bhutan, Fiji, Lao PDR, Myanmar, Srilanka, Thailand undergoing training on “Geo Spatial Applications for developmental programs” at National Institute of Rural Development (Ministry of Rural Development, Govt. of India), Hyderabad visited Sujala-3 partner ICAR-NBSS & LUP, Regional Centre Bangalore on 20-11-2017 to understand about LRI, “Sujala-3” project and its utility in developmental programs. The trainee officers belong to various departments like Agriculture, Land Development, Rural Development, Mining, Renewable Energy, Housing, Administration, Co-operation etc. They were on a mission to understand the Geo- spatial application in land resources development particularly with reference to Sujala-3 project.

The cumulative financial achievement since inception stupto 31 December 2017 stands at Rs19.782.98 Lakhs

Visit of Chhattisgarh team to Suajala-3 Project

Fifteen officers from Chhattisgarh visited Karnataka from th th

14 - 18 November 2017 to study Sujala-3 project to implement Neeranchal project in their state. First three days, the team was trained about Sujala-3 project at

Departmental training centre (DATC) located at Mysore followed by field exposure to Chamarajanagar district project area for interaction with field functionaries and the beneficiaries. On fourth day, the team was taken to interact with project partners such as NBSS&LUP, UAS-Bangalore, KSRSAC and KSNMDC. On the last day the team visited head offices of watershed Development Department and Horticulture Department and had discussion with project implementing officers. The team expressed its fruitfulness about the visit.

Visit of Rajasthan team to Suajala-3 Project

Twenty officers of Neeranchal watershed development department, Govt. of Rajasthan were on a tour to Karnataka from 02.11.2017 to 05.11.2017, to understand about Sujala–3 project which is in operation in Karnataka. The objective is to follow the footsteps of Sujala-3 in implementing Neeranchal project in their state based on the lessons of Sujala-3. During the visit the officers were oriented about the project at the watershed Development Department. On the second day team visited Chamarajanagar district project area and interacted with field functionaries and the beneficiaries. On the last day, the team visited NBSS&LUP, the lead Partners and UAS

Bangalore, KSNMDC and KSRSAC to understand the contribution of different partners to the success of the project. The team expressed its fruitfulness about the visit.
