Last Chance continued___________________as a major cause of these declines, exacerbatedby overfishing of the remaining stock.

The health of river ecosystems, and vibrant fish-eries that depend on them, begins with headwaterstreams. Those streams help maintain water qual-ity, providing the foundation for productive natu-ral habitat. Those ecosystem services are enhancedwhen the streams are buffered by adjacent wet-lands, which cleanse runoff waters of pollutantsand protect fish and shellfish nursery areas.

Coastal floodplains trap much of the sedimentcarried by rivers, slowing the silting of harbors.Wetlands also harbor soil bacteria, known as deni-trifying bacteria, which convert dissolved nitratein river water to nitrogen gas, which is releasedharmlessly to the atmosphere. In the absence ofthese bacteria, excessive nitrate from fertilizer andanimal runoff causes algal blooms, which killfishes and other wildlife in our coastal waterways.

According to its current plans, PCS Phosphatewill destroy vital streams in the Pamlico Riversystem in addition to thousands of acres of adja-cent wetlands. This loss of headwater streams andwetlands would strip resources from Eastern NorthCarolina for a onetime gain of nonresident share-holders at the expense of a local and sustainabletourism and fisheries-based economy.

PCS Phosphate purports to mitigate the irre-versible loss by creating artificial wetlands on in-land farmland. Even if successful, that mitigationwill not replace the function of the wetlands andstreams PCS would destroy immediately adjacentto the Pamlico River. If PCS is allowed to moveforward, the essential headwater streams and wet-lands that sustain premium water quality and fish-eries will be replaced by mounds of mine

byproducts tainted with heavy metals, especiallycadmium.

The real tragedy here is that PCS does not haveto destroy these headwater streams and wetlandsto continue to mine well into the future. EPA haspresented a compromise alternative that wouldallow the company to operate profitably for de-cades. PCS can avoid the critical areas, but thePamlico River, and North Carolina's fisheries,cannot afford to lose the essential habitat and eco-system functions these streams and wetlands pro-vide.

As the EPA recognized just last month, allow-ing the current mining plan to move forwardwould result in unacceptable adverse effects toaquatic resources of national importance. Now,the EPA must act to prevent those unacceptableeffects and to safeguard the diverse economic baseand natural heritage of North Carolina for current

and future generations.

Of Course the RecessionImpacts Garbage...AndUltimately Sludge, Too

South Carolina is studying a tax on out of stategarbage that is dumped in South Carolina. Thiswill have an economic effect on Western NorthCarolina as a lot of trash is hauled to SouthCarolina.

Wisconsin’s governor is proposing a $4.00 perton increase in “garbage tax” or some want to callit a fee. Chaz Miller says calling a “tax” a fee is“sort of like calling a bullet a sharp metallicobject”. (Waste Age, April 2009). Garbage isdirectly related to sludge. “How?,” you ask?

It is simple. Because landfills are beginningrecirculation of leachate. Then the leachate is manytimes transferred to the waste water treatmentplant. The leachate then is able to transmit anypathogens, virus or prions to the sludge that mayjust be applied to crop land. In California, treatedhuman waste water is used to irrigate both organicand conventional grown crops including lettuce.Remember that the next time you have a nice salad!

The City of Carmel, Ind. has decided to maketheir sludge from Class B to Class A so that theywould not have to dispose of the sludge in alandfill. If the Class B does not go to the landfill,there are extensive tests. Wonder if those tests aremixed batches to sample all of the sludge? Canyou take the sample in such a manner as to colorthe results? (Treatment Plant Operator May 2009)

Many questions and the city wanted to beprepared so they use a new process to cook thesludge to 160 degrees. What effect would this haveon prions? The temperature will not have any effecton the prions associated with “Mad Cow” typedisease. The process is much better than justadding lime but does not address the complexnature of sludge today.

As you can see, we have created a continuouscircle of solid waste to leachate to waste watertreatment to sludge and the game goes on, gettingmore costly and the real health threats being totallyignored by all regulatory agencies. The FederalEPA quotes the 501 sludge laws that permitapplication of solids to land. We have gone as faras applying septic tank pumping to land. Yet, wefine someone for dumping waste on their own landand will not permit the building of an old outhousein Buncombe County NC?

The departments of agriculture turn a blind eyeto the sludge practice while people are getting sickfrom eating tomatoes, cantaloupes, lettuce,spinach, green onions and never consider thepossibility that the pathogens are becoming partof the plant fiber.

Florida towns are evaluating plants to convertsolid waste in energy. Edmonton, Alberta isworking on converting solid waste into ethanolby concentrating on cellulose in the waste stream.Auburn is evaluating switch grass as a source ofcellulose and the conversion of cellulose is muchmore efficient that grain based ethanol production.(American Recycler May 2009)

We also find cities pushing for organicsrecycling to increase the diversion of waste fromthe landfills as they are filling up fast. AlamedaCounty in California has evaluated that the foodwaste and soiled paper products is 38% of thegarbage. (Resource Recycling, April 2009) Thepercentage food waste is usually large in touristtowns as restaurants give large portions and a lotof scraps end up in the dumpster. The same is truefor school. Why are the organics important?

Organics can be converted in methane gas is asimple process. The sludge is also organic and canbe converted into methane and eliminates the circleof from the landfill to the waste water plant andback to the landfill.

Yes, we can break this stupid circle and getenergy in the meantime. Does it sounds too goodto be true? It is being done in California and othercountries. We have a train wreck coming our way

with this sludge be used as a fertilizer for foodcrops. The proper testing would be very costly.The EPA rules are old and out dated.

What else goes down the drain? In Asheville, ithas been documented that chemicals that woulddissolve the rubber gloves of workers repairingleaks in sewer lines was in the waste water. Sure itwas diluted out or not even tested for but it mayhave ended up as fertilizer for some unsuspectingfarmer.

We have current technology that is better andthe real question is who will be the leader of theSenate or House of Representative in Washingtonor in some state legislature that steps up to theplate and knocks a home run. It may even be somecounty commissioner as counties in Alabama arepassing legislation to let them stop sludgespreading in their respective counties. The old EPArules do permit that.

How many more people will have to get sick toget action? We know better and can do better.

After Gov. Beverly Perdue stood in front of thewhole state and claimed she would be another so-called ‘Education Governor’ and the next dayraided the Education Lottery, it was just acontinuation of the so-called ‘EducationGovernors’ of the past who tax and steal the money.

The only public education improvements thathave been offered are only that of ‘do as we saynot as we do’ chant of corruption. The monotonechant of corruption broken record, and sound alikeclaims of success have been used along the trinketsof corruptions to keep the native taxpayers frombecoming restless. History documents trinkets ofcorruptions like the Longleaf Pine Awards wereused like worthless beads passed off with promisesto control people and steal property.

The models of corruption that began as smallagencies with small budgets were totally controlledby then Lt. Gov. Beverly Perdue and Sen. MarcBasnight for political payoffs soon grew to

Having routinely crossedover all NC and US Constitutional Laws to breakthe law to make corruption pay offs, but the ill co-conspired Kevin Eberle, Herb McKim and MikeCreed plan to steal all the federally funded sewer

treatment capacity from thepeople and property owners onthe Bay River Hwy 304corridor was just too much.

The whole two part plan wasunjustified and risky, soMcKim and Creed demanded a$1.85 million fee to cover upwhat was an over $20 millionbenefit for River Dunes andBB&T, and covered up forBeverly Perdue stealing all theFederal Funded SewerTreatment from the propertyowners on Hwy 304 to servicethe minimum security prison.McKim, Creed and Eberle puttheir NC Engineering licenseand freedom on the line tofabricate a $20 million dollarheist instead, building a $3

million plant at Reelsboro. The bait-n-switchReelsboro/Western Bay River Sewage to RiverDunes Sewergate Scam and Cover up was onlyan example of the tip of the iceberg.

After the funds were stolen, unfortunately forthe facilitators of corruption and thieves ofEnvironmental Funds, people all over the statewere turning up sick and dead from toxic water.Protection for the corruption broke down whenAgriculture Commissioner Meg Scott Phipps,Speaker Black, Rep. As the scope of the environmental corruptionin NC Government is almost endless, the moneyis long gone. The environmental and toxic publichealth problems that were ignored havecompounded and are beginning to completelydevour property values and the tax bases of dozensof municipalities in NC. Hundreds ofmunicipalities in Florida, Arizona and Californiaare bankrupt and serve as examples of the sametype of over speculation and municipalmismanagement of environmental funds.

The State of North Carolina budget numbersare still bouncing around and the deficit is likelyto be reach between $4-5 billion. The current andpast NC State Employees are sick of being lied toand disserved. The $70 billion NC StateEmployee’s Trust Fund is under investigation bythe New York Attorney General and has reportedlylost over $365 million in the 1st quarter of 2009.Questionable funds, code name Boxcar werecreated and funded to privatize profits andsocialize losses to divert This amount is likely toexplode as indications are that principle has beenlost in the Boxcar Scam.

As NC Government is now insolvent and theonly liquid assets in North Carolina are the NCState Employee Trust Fund, these funds must beprotected.

Currently over $365 million is due to the NCState Employee’s Trust Fund, from the State ofNorth Carolina because of losses from patterns ofabuse, neglect and fraud. The mismanagement hasnow made North Carolina insolvent, and no funds

are availablefor repayment.Wa t e r f r o n tSportsman andp u b l i cd o c u m e n t sconfirm that theabuse, neglectand fraud hasa d v e r s e l yaffected theNorth Carolina’s Citizens Health, the Environmentand Water Quality far and beyond North Carolina’sborders with the contamination of the CastleHayne Aquifer that is the water source for over 30million people in five states. Both of the Carolina stateshave a few things in commonbut one of the strongest traits isour love of swamps. It’s not justthat smell of pluff mud andpockets of gas hanging like fogon the dark back country roadsat night but the other sights andsounds that belong only to abayou down east.

One reader wrote to tell us hisfunny story about one suchexperience as a young boy, fish-ing down off one of those is-lands surrounding Charleston.He had hooked a fish and wasreelin’ it in. After almost gettingit to the waiting net, a fair sized‘gator rushed out of nowhere toswallow his fish. He said thatwas the last time he fished inthat particular spot since he didnot have ‘proper alligator defense tools.’

We laughed ‘til we all ended up with tearsstreaming down our faces when we read another

reader’s story about a fa-vorite swimmin’ holedowneast in NC that hada rigged cable trolley fromtree-to-tree. Kids of allages would set themselvesdown on an upside downsteel T-bar, launch over afarm pond and at just theright moment, fall off into

the water for a cool dip. What sent the WFS staff-ers into hysterics was the gentleman’s recountingof a made-for-America’s-Funniest-Videos mo-ment where an older teenager tried some fancyacrobats while dismounting into the water. Heended up naked in the pond with his swimmingtrunks swinging from the T-bar!

Which leads us back to our theme of watersources, most notably the Carolina swamps. BothNorth and South Carolina are blessed with un-usual coast lines which are young and fragile. They

are ever changing. But as you move inland just abit, you’ll find yourself either meandering up ariver or tidal creek.

In North Carolina, in the very northeastern cor-ner of the state there is the Great Dismal Swamp,which straddles the NC and VA state line.

And in South Carolina, there is the beautifulMagnolia Swamp Plantation near Charleston.Many a wedding has taken place in this primevalsetting (go figure).

There are other swamps of varying sizes acrossboth of the Carolinas. Waterfront Sportsman can’tstress enough that this is a great natural environ-ment to explore for an afternoon or whole day toget back to nature. There is so much to see, tolearn about our swamps and very important wet-lands. They are part of our natural defense againstthe elements and also nature’s best filtration sys-tem that man can’t top with all his technology.

The Redneck Environmentalist has traveled tojust about every corner of NC and nearly everypart of SC and found out one thing...that all Caro-linians feel real strongly about their waterways,particularly their coastline. Dale has heard storiesboth wonderful and sad, from so many people.

Yes, the blackwaters swirl for all of us.

If you happen to live in NC, then you mighthave already heard this term ‘half back.’ We hap-pen to live in a half back state.

What that means is that a lot of people wholived up north, went to Florida to retire, and cameback half way to finally call NC home.

Even though everyone thinks of Florida beingretirement heaven, North Carolina has a hugepopulation of senior citizens. Fortunately, our el-

ders can rely on NC SeniorCitizens Association(NCSCA), which has beenin operation since 1977.

The NCSCA is a non-profit, nonpartisan member-ship organization designed

to benefit the senior citizens of our great state.Currently, there are thousands of members state-wide.

This organization was founded because of itsinterest in the welfare of the senior population.They believe our senior citizens should not bepenalized or impoverished by today’s spiralinginflation, but should be able to live their olderyears with confidence, purpose, dignity, securityand peace of mind.

Anyone over the age of 50 is eligible for mem-bership in NCSCA. Membership dues for renew-als and those not enrolling in any of the insuranceplans are $10.00/year. Guv Perdue Sabotaging the Public’s Right to Know

about Health Risks

See this recent article below right, folks? This is atypical tactic that the corrupt environmental machineof NC uses to sabotage the People’s Right to Knowpolicy.

In the summer months as we are nowjust coming into the fish kill season, wewill start seeing more and more kills dueto bacteria robbing the water of oxygen.

Few people recognize the fact that ourlegislators defanged the very agenciesand organizations that are supposed toenforce environmental policies. Askyourself this folks....why wouldimportant positions in our state likeimmunologists be cut completely outwhen we actually need more to find outwhat’s happening with the public’shealth?

Answer is they don’t want anyone toknow how bad the public’s health risksreally are.

If Toxic Water is Killing Off the Fish,

We Have to Wonder What It’s Doing to Us

Upon first glance, these stats from the NorthCarolina Vital Statistics 2007 of the leading causes ofdeath (Vol. 2 produced in November 2008) compiledby NC Dept. of Health and Human Services, StateCenter for Health Statistics, and NC Public Health it’sclear to see two patterns emerging. The first pattern isthe repeated concentration of deaths within the 50-75mile radius of the PCS Phosphate Mine operationslocated in Aurora (Beaufort County). While subsidencefrom the dewatering of the Castle Hayne Aquifer bythe mining operation has been recorded as far as 250miles away, the cone of depression consistentlyidentifies a radius of 50-75 miles that is destroyingwater quality. These maps clearly indicate veryabnormal concentrations of fatalities.

The second pattern are bordering counties that arelegally permitting and accepting highly concentratedtoxic municipal waste sludge onto farm lands in watersheds throughout the state.

All maps support the allegations of 70 % of the HydeCounty citizens dying from toxic water related illnessesin a $500 million lawsuit brought against PCS Minefor toxic water contamination, but a magistrate Judgecalled the suit frivolous to continue the cover-up forPCS Phosphate Mine.

With deaths and illnesses from toxic water effectingevery family in Hyde County, Sen. Basnight ignoresthe people to cover up for PCS funneling millions oftaxpayer dollars into the estimated $14 millionBasnight Bed & Breakfast.

Eating Food That’s Not

ContaminatedAll of us at WFS and the EIC all agree that one of the

biggest looming crisis mankind faces is the assurance offood that is safe for consumption. It’s always been a giventhat contamination can happen in the process of harvestinga crop and the path all the way to the dinner table. Butnow we now have to go beyond that and look at the cropgrowing in the ground, getting water for nourishment.

So, Don Yelton and Dale came up with the ‘good sealof WFS approval’ that labels food grown in sludge-freefields and not being nourished with reuse water. We couldnever figure out the sense behind food being labeled‘organic’ and sold at higher prices if sludge was used forfertilizer or the crop was irrigated with reuse water.

A lot of people have pointed out the obvious problem- that retailers and restaurants right down to the farmers,and everyone in between, will protest loudly because it isa huge, seemingly impossible task to change how weproduce our food stocks.

It’s always been about the bottom line according tothe bean counters of the supply chain. But in the longrun, it could prove much more cost effective to change inthis respect in lieu of the long term cost associated withincreased insurance and medical cost out of control.

Earlier today (June 11, 2009) I posted the fol-lowing comment following Ruth Sheehan’s col-umn in the online edition of the Raleigh News &Observer:

“Paul O’Connor’s 1997 column about SenatorPlayer makes it abundantly clear that Pay to Playdid not start with Mike Easley; Hunt was Gover-nor in 1997, and cover-ups were common. Whydon’t you reprint the col-umn and explain the ref-erences? Too hot tohandle?”

Using state money topay for silence to protectinsiders appears to be sucha time honored traditionI’m amazed the N&O hasfailed to follow precedentand revealed a few of thelies that in times past wereignored. Thank goodnessfor the Feds.

If you want to clearyour conscience, how about a full list of the waystate funds have been used to benefit insider in-vestors? Which high officials were using statefunds to enhance their investment profits or buypolitical contributions?

I’ll say the same thing about Easley that I didabout Black – Don’t let him leave alone. If thehouse cleaning stops with Easley, nothing willhave been accomplished. The benefits Easley re-ceived for playing the role of Governor werepocket change.

To elaborate:Watching the breaking news concerning the

Easleys is far more fun for those of us who warnedof the corruption than for those who ignored it,enabled it, or are worrying about a call from theFBI. And don’t let anyone tell you favor-swap-ping in Raleigh is new news. The insider arro-gance currently on display is not new; the only

thing new is the federal investigation which isforcing the revelation of facts that would other-wise never be printed.

As a member of the Republican controlledHouse, I voted against the 1997 budget eventhough leaders of my party helped negotiate it.Easley was not Governor then; Hunt was. And themisuse of public funds for private benefit was al-ready clear to anyone with any degree of finan-cial knowledge who was willing to face the truth.

Paul O’Connor and I were seldom on the samepage politically, but I always admired his skill asa writer and his October 1997 column “On be-coming ‘the devil’s salon’” was one of the funni-est and saddest things I’ve ever read. In a delight-

fully tongue in cheekfashion, Paul describedhow he became “Sena-tor Player” and DOTfixed his “driveway” inreturn for help in thestate budget.

When DOT magi-cally appeared to fix his“driveway,” Paul asked“How much do I oweyou?’’ and was told“Nothing, senator . . .the governor helps allthe players on his team.

That’s your name, isn’t it, Senator Player?”As Paul said, “Now I knew how it felt to be a

Player. I called a buddy” and offered him a chanceto be on the Board of Transportation. The buddy’sresponse was classic: “don’t you have to go to anauction and give the highest campaign contribu-tion to the governor?” The unequivocal answerwas “Yes” but then the benefits of paying to playwere explained.

There’s much more, including an explanationof some of the trash hiding in the ’97 budget thatpersuaded me to vote against it, a vote wildlymischaracterized by my 1998 opponent who wassupported by Senator Plyler. One particularly in-teresting passage explained how “Senator Player”made the driving problem of a lady senator whomight “be governor some day” disappear. Thehypocrisy of the press coverage of Cary Allredbecomes a lot clearer when it is compared to the

almost total lack of timely coverage of far moreserious allegations.

The idea the press is really concerned by Easleyimproprieties is absurd given the timing of the“revelations.” The MSM waited ‘til the baton waspassed to Perdue, just as Black continued to getkid gloves coverage ‘til after the 2006 election.The system is still being protected at the expenseof the public.

As I’ve said many times over the last decade,the surest way to make serious money in NC is tobuy cheap land and cheap politicians. I’ve alsosaid that the corruption in Raleigh might be in-curable because so few realize what is happeningis corrupt; many of those in a position to blow thewhistle seenothing wrongbecause theyand theirfriends are suchgood peoplethey couldn’tpossibly beguilty of doingw r o n g .Sheehan’s col-umn is an ex-cellent exampleof making ex-cuses for miss-ing the obvious.

But now that it is obvious that the Easleysswapped favors, using political power for privatebenefit, when will the News & Observer and otherpapers follow the money trail to the real politicalpowers?

Easley was clearly not the first powerful politi-cian to receive favors he would prefer not to readabout in the papers, and unless Easley has somehidden accounts not yet revealed, the personalbenefit to him was paltry compared to the cost tothe public of misdirected public funds. Easley mayhave been the Governor, but it appears his rolewas fall guy to divert public attention from thereal power centers.

Who will be the next step up the chain of rev-elations? Will the press investigate Larry Leakeand demand his resignation from the State Board

of Elections? If unreported political contributionsof transportation are a problem, it is hard to un-derstand how Leake missed the issue since Easleyreportedly received a helicopter ride from statecontractors to a fund-raiser at Leake’s house.

Or will the press look at how the Rural Centeroperates and why they made grants to non-ruralcounties, how the Clean Water Trust Fund re-sembles a slush fund, and how insiders createdGolden Leaf using funds that should have beenused for health care to provide another way tobestow political favors? Will they follow up onthe Forbes story about misuse of state pensionfunds and trace who made money on some of the“alternative investments” arranged by those withpolitical ties to state officials?

Maps comparing concentrations of state fundsto the financial holdings of prominent officialscould be interesting. Or what about a list of the

state officials who invested with the developersnamed in the articles about Easley?

There’s enough corruption to be exposed to sella lot of papers. I hope the press profits from pro-viding a full explanation of who has been usingpublic funds for personal benefit.

Jeff described the meetingheaded up by long time political chameleon GaryGrant. Gary Grant is a questionable corruptionfascinator that both Don and I had run into before.

Don knew Gray Grant for hosting hispretentious going away to jail party for Rep.Balance. I met Gary Grant the so-called Directorof the Environmental Justice Network runningcover for Todd Miller Executive Director & BoardMembers John Runkle and Rep. Pricey Harrisonof the Coastal Federation “Slush Fund” and RickDove of the Neuse River Foundation, a knownfront for the ex-Gov. Jim Hunt engineeredSynagro/ Municipal Waste Water Spillage Scam.

Both questionable nonprofit organizations haveabout as much loyalty tothe environment as a pokerchip. Public documentsconfirm Dove & Millerhave been running warmand fussy pickpocket bagagencies for specialinterest like Randy Allen’sCannonsgate and CutterBay aiding in illegalexpress permitting, whilerunning cover-ups anddiversions for Synagro andthe PCS Mine.

Mr. Gibbs purchased adoublewide for his lot and was forced to pay the $12,500 im-pact fee before his water and sewage was hooked up. A restoration that would take us back in time toa place where things ran better, smoother and lifewas more enjoyable.

Change?That, in truth, is what they have been giving us

all along.We used to have a strong dollar .. Politicians

changed that.Marriage used to be sacred .. Politicians are

changing that.We used to be respected around the world ...

Politicians changed that.We used to have a strong manufacturing

economy ... Politicians changed that.We used to have lower tax structures ...

Politicians changed that.

We used to enjoy more freedoms ... Politicianschanged that.

We used to be a large exporter of Americanmade goods .. Politicians changed that.

We used to teach patriotism in schools ...Politicians changed that.

We used to educate children in schools ...Politicians changed that.

We used to enforce LEGAL citizenship ...Politicians changed that.

We used to have affordable food & gas prices... Politicians changed that, too. ... and one couldgo on and on with this list.

What hasn't been changed, politicians are prom-ising to change that as well, if you will elect them.

When, oh when, is America going to sit backwith open eyes and look at what we once wereand where we have come and say, enough isenough?

The trouble is, America 's youthful voterstoday don't know of the great America that ex-isted forty and fifty years ago. They see the worldas if it has always existed, as it is now.

When will we wake up?Tomorrow may be too late. When will America

What is needed is for the Constitution to beamended to limit all Senators and Representativesto TWO terms in office like the president.
