Urban structure development is a complicated process affected by many complexnatural and civilization conditions. Brownfields areas are one of the most expressive civilization problems with a strongimpact on the cities´ environment. This problem has emerged in the beginning of the 90´s of the last century caused by thequalitative and quantitative change of economic, social, sociable and politicalconditions on the one handand by the sociable and peoples´ interest not

Jedným z výrazných súčasných civilizačných problémov sú územia brownfieldov, ktoré výrazne vplývajú na kvalitu životného prostredia miest. Problém brownfieldov vstúpil do popredia v 90. rokoch minulého storočia spôsobený kvalitatívnou a kvantitatívnou zmenou ekonomických, sociálnych, spoločenských a politických podmienok na jednej strane a na druhej strane záujmom spoločnosti nie o extenzívny - kvantitatívny rast mesta(greenfields), ale naopak o intenzívny kvalitatívny trvalo udržateľný pružný rast mesta.

This brownfields issue is not new, it hasalready existed before, although its scaleand scope was not that large, as well asits impact on the city life.The emergence of brownfields can be dated to the period 60th to 70th y. 20th century., When due process of de-industrialization and tertiaryurban economies began to emerge in the United States and Great Britain. In the U.S., even since 70 r., and later in 80.r. in Europe came town councils with programs aimed at the regeneration of inner cities.

councils with programs aimed at the regeneration of inner cities.Dá sa povedať, že problematika brownfieldov nie je jav nový, tento jav existoval aj v minulosti, avšak jeho merítko a rozsah nebolo také veľké a ich vplyv na kvalitu života v meste nebol taký veľký.Vznik brownfieldov môžeme datovať do obdobia 60. – 70. r. 20. stor., kedy savplyvom procesov deindustrializácie a tercializácie mestských ekonomík začali objavovaťna území USA a Veľkej Británie. V USA dokonca už od 70. r., a neskôr v 80.r. aj v Európe prichádzali mestské rady s programami zameranými na regeneráciu vnútorných miest. Hlavným cieľom bolo pritiahnuť súkromné investície do upadajúcich lokalít, naštartovať ekonomický rozvoj a zlepšiť imidž zaostalých štvrtí (Temelová, Novák 2005).Brownfieldy vznikajú zväčša v dôsledku dynamických spoločensko-ekonomických a politických zmien, reštrukturalizácie (priemyselných odvetví, regiónov, štátu), transformácie vlastníckych vzťahov a pod., v ktorejkoľvek krajine a v ktoromkoľvekčase (Jackson In Ferber a kol. 2006).

United StatesThe term brownfields first came into use on June 28, 1992, at a U.S. congressional field hearing hosted by the Northeast Midwest Congressional Coalition. Also in 1992, the first detailed policy analysis of the issue was convened by the Cuyahoga County Planning Commission. The United States Environmental Protection Agency selected Cuyahoga County as its first brownfield pilot project in September 1993.[4]

Luda Projekt The problem of multi - faced urban distress is common across many European cities. These urban areas suffer environmental, economic and social distress, resulting in political pressure to make rapid improvements to the quality of life.

The LUDA network is intended to facilitate the flow and exchange of information, data, ideas, and demands between the project partners, the Reference Cities and interested parties.LUDA is a research project of key action 4 "City tommorrow and cultural heritage" of EESD with the running time from February 2004 to January 2006

improvements to the quality of life.

The cities are facing difficulties in finding the solution to the main problem of integrating a strategic approach of sustainable rehabilitation and redevelopment of these areas.

European Commission has started the 5th programme "Energy, Environment and Sustainable Development (1998-2002) " which focused directly on a number of pressing environmental and energy concerns. LUDA is a research project of key action 4 "City tomorrow and cultural heritage" of EESD.

The key question posed by the LUDA project is: How can an integrated strategic process of sustainable rehabilitation and development be initiated and better managed during its initial stages, given large urban distressed areas present complex problems, offer vague development prospects and are often accompanied by public pressure for rapid improvement?

Locations and types, clasificationGenerally, brownfield sites exist in a city's or town's industrial section, on locations with abandoned factories or commercial buildings, or other previously polluting operations. Small brownfields also may be found in many older residential neighborhoods. For example, many dry cleaning establishments or gas stations produced high levels of subsurface contaminants during prior operations, and the land they occupy might sit idle for decades as a brownfield.

However, the question arises as to name and define the non-industrialbrownfields .The definition of brownfield is not yet in Slovak conditionsunited , and even in our language is not adequate equivalent . The strategicand tactical documents adopted in Slovakia is working with the definition which isin line with the assessment of that concept . For brownfield in the case of the Nationalregional development strategy considered " abandoned or underusedempty territory , which may or may not have environmental burden , which his previoususe over and the market was not able ( without some kind of intervention )give impetus to its reuse . The help of PPP projects , and various other supportactivities of the State and the EU , however, it is possible to prepare for further use "( MVRRSR 2007 , p. 40 ) . However, it is possible to share the view that it is now noticeableabsence of a clear statement of national policy , which should define and promotefurther development of these areas. What is and what is not brownfield also significantly depends on local

What is and what is not brownfield also significantly depends on localcircumstances ( Ferber et al . 2006) .Vyvstáva však otázka ako pomenovať a definovať iné ako priemyselné brownfieldy.Definícia pojmu brownfield nie je ani v slovenských podmienkach doposiaľzjednotená, a dokonca nemá v našom jazyku adekvátny ekvivalent. V strategickýcha taktických dokumentoch prijatých na Slovensku sa pracuje s definíciou, ktorá jev súlade s európskym ponímaním tohto pojmu. Za brownfield sa v prípade Národnejstratégie regionálneho rozvoja považuje „opustené, nedostatočne využívané aleboprázdne územie, ktoré môže, ale nemusí mať ekologickú záťaž, na ktorom jeho predchádzajúcevyužitie skončilo a trh nebol schopný (bez nejakého druhu intervencie)dať impulz na jeho znovuvyužívanie. Za pomoci PPP projektov, či rôznych iných podpornýchaktivít zo strany štátu a EÚ je ho však možné pripraviť k ďalšiemu využitiu“(MVRRSR 2007, s. 40). Je však možné zdieľať názor, že v súčasností je badateľnáabsencia jasných vyhlásení v národnej politike, ktoré by mali definovať a podporovaťďalší rozvoj týchto areálov. Čo je a čo nie je brownfield tiež podstatne záleží na miestnychokolnostiach (Ferber a kol. 2006).

Redevelopment strategiesRedevelopment strategiesA number of innovative financial and remediation techniques have been used in the U.S. in recent years to expedite the cleanup of brownfieldsites. For example, some environmental firms have teamed up with insurance companies to underwrite the cleanup of distressed brownfieldproperties and provide a guaranteed cleanup cost for a specific brownfieldproperty, to limit land developers' exposure to environmental remediation costs and pollution lawsuits. The environmental firm first performs an extensive investigation of the brownfield site to ensure that the guaranteed cleanup cost is reasonable and they will not wind up with any surprises.

Post-redevelopment usesThe redevelopment of brownfield sites is a significant part of new urbanism, while some brownfields are left as green spaces for recreational uses.For historical reasons, many brownfield sites are close to important thoroughfares such as highways and rivers; their reclamation can therefore be a major assetto a city. Portland, Oregon, has pioneered the use of road and rail infrastructure to support the cleanup and reuse of brownfield sites.
