    What Is the Crisis and What Is Causing It?The water crisis facing humanity results from two basic facts: humans are using water at a

    rate much faster than nature can replenish it, and at the same time, some uses that humans

    have for water are degrading the biological habitat. Issues surrounding water become further

    The issues to be faced by politicians and corporations alike are very complicated and seri-

    ous. How will we bring together more energy production with other water requirements? If we

    want to produce more energy, well need more and more water to do so. There may be limits onhow much hydropower we can produce, how much cooling water will be available for nuclear

    power plants, and how high prices can be set. Two years ago, West African farmers could not

    aord to pump water from wells to irrigate crops because of the higher cost for energy. How do

    we bring together the need to use river water to light Bangkok and still serve the one million

    shermen in Cambodia who are dependent for their livelihoods on the same river?

    Bergkamp recommends putting in place institutions that can manage the distribution and

    access to water. The institutions need to be locally grounded and have local capacities to man-

    age and innovate. Second, we need to be looking at investing in a green economy that focuses

    on eciency, on ecological tax reforms, on incentives to not pollute and actually to depollute.

    Third, we need to invest in people focusing on secondary education and networked water uni-

    versities where students learn to work in an integrated and interdisciplinary manner.

    stitutional framework, providing principles by which water managers could make decisions.

    Water might be included in the human rights outlined in the United Nations Declaration on
