I. INTRODUCTION: In December 2009, City solicited Consultant services to provide an overview of City’s Water Supply status and related issues. This request was prompted by the following:

A. SFWMD “conditional approval” of Land Use Amendment

for Regional Activity Center (RAC).

B. Potential restrictions/encumbrance to Land Use Amendments with passing of Constitutional Amendment #4.

C. Existing well capacity reduced from 1.8 MGD to 1.1 MGD.

III. CURRENT ISSUES: The following are directly related to sufficiency of water supply.

A. Increased Demands: Updated 10-year Water Supply Plan

demand of 3.2 MGD by 2020; plant capacity shortage.

B. Temporary Reduction of Well Capacity: Saltwater intrusion concerns.

– SFWMD reduction of withdrawal to 1.1 MGD. – Safe yield study required to regain original 1.8 MGD.

C. Construction of 2 MGD Nano Filtration Plant: Previous report provides justification citing the following:

water quality, cost analysis (refurbish vs. construct), additional capacity, operational redundancy, and Availability of $2MM grant.

D. Certificate of Occupancy Restrictions: SFWMD conditional approval of land use amendment for RAC.

– Requires resolution prior to issuance of C.O.’s. – Projected for 2012.

E. Revisions to City of Dania Beach Comprehensive Plan: Quick response needed to meet submittal deadline created by potential enactment of Amendment 4.

F. Increase Demands - District 3A: Although not related to sufficiency within City system (service provided by County) additional demands will require approval.

Highly dependency upon Hollywood, infrastructure improvements likely, increase rates, loss of revenues, need for approval from SFWMD, forfeit raw water resources (Cnty, only), loss of fees and grant repayment to abandon nanofiltration plant.

F2D. Finished Wtr. from Hollywood purchase up to 2.0 MGD @ $1.90/1000 gallons.

Assumed to be available. No capacity reserve costs. Retain County raw water resource.

RECOMMENDATIONS: timeframe dependent upon issue:

– Projected shortage in plant capacity 8 years

– Projected timing of first C.O. in R.A.C. 2 years

– Comprehensive Plan submittal 2 months

Comprehensive Plan submittal (2 months) is the limiting factor

resulting in the following options:

– Option R1: Raw Water Supply from Broward County

– Option F2A: Finished Water Supply from Hollywood

– Option R2: re-establish City well

Note: Option R2 is currently being pursued. This is consistent with all alternatives utilizing existing City well for water supply.

Option R1: Raw Water Supply from

Broward County:

Pursue discussions with Broward County to secure additional raw

water supplies in a minimum amount of 0.3 MGD.

– Contract with Broward County already in place for up to 4.3 MGD beginning in 2010.

– Requires approval by SFWMD.

Option F2A: Finished Water Supply from

City of Hollywood:

Enter into agreement with City of Hollywood for finished

water in the amount of 0.3 MGD (assumes City cannot

secure either raw or finished water from Broward County in a

timely manor ).

Although conditions not as favorable, solution is more

immediate.
