    Introduction Sparks & Partners have been engaged by Cadence Constructions Pty Ltd to provide civil engineering services to support the proposed Development Application for Mixed Use Developments located at 744 Victoria Road & 2A Eagle Street, Ryde. The engineering services include the design and documentation of the stormwater drainage infrastructure including water sensitive urban design (WSUD) measures for the proposed development. Ryde City Council being the approval authority for the proposed development, require a Stormwater Drainage plan to be prepared that takes into consideration the objectives and controls under Ryde Development Control Plan 2014 (RCCDCP) Part 8.2. In response to this requirement Sparks and Partners has undertaken modelling of the proposed WSUD measures and prepared this report to demonstrate that the proposed mixed-use development identifies and incorporates stormwater management measures into its design and operation in accordance with the requirements of Part 8.2 of the RCCDCP.

    Existing Site The existing site is located at 744 Victoria Road & 2A Eagle Street, Ryde (Lot 4 & 5, DP 815938) within the Local Government Area (LGA) of Ryde City Council. The site is bordered by Victoria Road at North, Devlin Street at West and Eagle Street at Southern side of the site boundary. Multistory residential flat buildings are located along South Eastern and Eastern side of the site. The Locality plan for the site is shown below.

    The existing site contains a car wash caf and commercial buildings. There is a hardstand car park area located rear side of the existing buildings and a driveway from Victoria Road for access. There is an existing council easement running across north to south along eastern site boundary containing twin 600mm diameter pipes. The site eventually drains to Parramatta River and currently does not have any WSUD measures at all.

    Proposed Development The proposed development occupies a total site area of 1795m. The development is proposed for a multistory mixed use flat building which is accessible via the existing driveway entrance from Victoria Road and a new driveway located at Eagle Street. The Architectural site layout for the site is shown below. The Architectural drawing set for the site is provided in Appendix B.

    Water Sensitive Urban Design (WSUD) The objective of WSUD is to provide a strategy that brings together the different aspects of the water cycle as a whole rather than an ad hoc approach to water management. This includes the management aspects of stormwater. The following WSUD strategies have been considered and addressed for the proposed development:

    Control the quality of stormwater that is disposed from the site; Control the quantity of stormwater that is discharged for the site.

    To demonstrate the above concept stormwater drainage plans and associated details have been prepared along with detailed modelling using the Council endorsed MUSIC software packages. The concept stormwater drainage plans detail the location of the water management infrastructure including 10 of 690mm PSorb stormfilter cartridges (Stormwater 360) located within a proposed on-site detention (OSD) tank which is on basement 2. The civil drawings are provided in Appendix A.

    Stormwater Quality To ensure the quality of stormwater leaving the site is acceptable and meets councils requirements specific water quality treatment measures are to be employed. These treatment measures are to treat the collected stormwater runoff prior to discharge to the council drainage system. Refer to drawing No. DA 4.05 in Appendix A for the catchment delineation adopted for WSUD strategy. The treatment measures consist of a stormfilter chamber [Stormwater 360] with 10, 690mm PSorb cartridges located within the proposed OSD tank. The stormfilter meet water quality targets in accordance with Councils DCP 2014 - Part 8.2 Stormwater and Floodplain Management. Modelling of the proposed treatment measures has been undertaken using the MUSIC software package version 6.2. The modelling inputs have been extracted from Ryde City Council WSUD Reference Guideline, 2015. The modelling results of the water quality achieved for the site is detailed in Table 1 MUSIC Model Results below, along with a figure of the prepared model.

    Stormwater Quantity The proposed development requires the implementation of on-site detention (OSD) as per Ryde City Council Stormwater Management Technical Manual, June 2015 for proposed development to control stormwater discharge from the site. Based on Councils Stormwater Management Technical Manual an OSD tank is proposed to capture and detain stormwater runoff up to and including 100-year ARI storm events using Simplified Design Method. The proposed site is located in Zone 1 in accordance with OSD Catchment Map for RCC which is extracted from Stormwater Management Technical Manual, Appendix 5 Ryde Catchment Map. The catchment map for the site is shown below along with Permissible Site Discharge (PSD) and Site Storage Requirement (SSR).

    Figure 4: OSD Catchment Map for RCC (Source: Stormwater management Technical Manual, 2015) The proposed OSD tank for the site is designed in such a way to cater and detain stormwater runoff up to and including 100-year ARI storm events where the discharge has been adjusted including bypass of 1% of total impervious area of the site. The captured stormwater drains to the Stormfilter cartridges to meet water quality and overflow from water quality system to OSD tank which discharges through 225mm diameter pipe with 123mm orifice to existing council easement. The OSD Calculation Sheet for the site is provided in Appendix C.

    Maintenance and Monitoring To ensure the continued efficient and correct operation of the proposed WSUD infrastructure a maintenance and monitoring schedule is included in the Appendix D of this plan. The schedule details the frequency of inspections, what is to be inspected and what rectifications to make if required for the water management infrastructure located within the proposed development. The schedule is to be implemented upon commissioning of the water management infrastructure and remain in place for the life of the development; with all records kept on site for inspection should the approval authority deem it necessary.

    Conclusion Based on the preparation of the concept stormwater drainage plans and MUSIC modeling results it is demonstrated that the principles of WSUD have been incorporated into the design and operation of the proposed development at 744 Victoria Road & 2A Eagle Street, Ryde in accordance with RCCDCP 2014 Part 8.2. It is demonstrated that the proposed development achieves pollution reduction targets set by council and employs OSD for the control of stormwater discharge from the site in accordance with targets set by council. It is also demonstrated that the proposed developments employed water conservation measures will continue to operate effectively and efficiently through the implementation and use of a monitoring and maintenance schedule ensuring the integrity of the system is maintained.

ONLY USE GEOTEXTILE SPECIFICALLY PRODUCED FORSEDIMENT FENCING. THE USE OF SHADE CLOTH FOR THIS PURPOSE ISNOT SATISFACTORY.
