Water Quality Risk Assessment The following checklist will help you assess the potential for water quality problems in surface and groundwater on or adjacent to your ranch. By answering the questions in the checklist, you can identify sources of potential problems, rank yourself overall, and prioritize areas where you should take action. The checklist is a confidential, self-test. We suggest that you go through the checklist before you read the rest of the manual. Guidelines for Selecting Site Specific BMPs in the Lake Okeechobee Watershed
I. Introduction:
The assessments resulting from these guidelines represent the first phase of an iterative process to maximize water quality improvement on cow / calf operations in the Lake Okeechobee watershed.
The purpose of these assessments is to identify a unique set of Best Management Practices based on a detailed evaluation of individual land parcels. The body of the document to follow describes how these assessments will be conducted. The assessments will include a prioritized listing of appropriate BMPs to be implemented by each landowner and a time line for the implementation of the BMPs.
The goal of this assessment program is to select and implement BMPs that, to the extent practicable, maximize water quality benefit and minimize the rates and volumes of discharges to works of the district. To assure that assessments are systematically and uniformly conducted, the initial 20 assessments will be reviewed by technical staff from the cooperating agencies. This review process will provide reasonable assurance that the assessments are consistently documented and developed and that the BMPs identified for implementation represent the most feasible combination to improve water quality based on the unique characteristics of each land parcel.
The assessments are designed to work in concert with other nutrient management programs. The coordinating agencies will review and revise these guidelines as needed.
II. Initial Landowner Contact
FDACS staff will actively pursue landowner participation in this program via face-to-face recruitment and sharing of information. This will include a review of the Lake Okeechobee Protection Act and discussion of how the program is structured to provide regulatory relief, monetary incentives and other economic and environmental benefits. The Cow / Calf BMP Manual will be reviewed with each landowner and a time and date set for the site visit to begin the assessment process.
III. Data Collection

Before conducting the site visit, assessors will collect the following information and organize it in a folder for discussions with the landowner.

IV. Site Visit

The purpose of the site visit is to review with the landowner parcel specific information collected previously and identify opportunities for water quality improvement. Maps, water quality information, historical and current land use and other data will be reviewed with the landowner or operator in order for the parties to come to a clear understanding of water quality issues that must be addressed. At this time, current and planned landowner production objectives and management practices will be identified and incorporated into the assessment. During the field visit, locations of wells, feeders, mineral boxes, fence lines, water sources, cowpens, drainage systems and other structures and features will be indicated on aerial maps, additionally the condition and current level of management will be noted. Pasture condition will be evaluated with special emphasis on forage, fence, water source and drainage feature conditions. Nutrient management, including an analysis of all inputs, will be addressed. Below is a detailed listing of information to be collected during the site visit.

V. Identify Water Quality Concerns
Utilizing the data collected, the knowledge gained in the site visit and best professional judgement, the assessors will evaluate each cow/calf operation utilizing the AWater Quality Risk Assessment@ (assessment) contained in the manual AWater Quality Best Management Practices for Cow/Calf Operations in Florida, June 1999" (manual).
For each of the five potential water quality concerns, i.e. soil erosion, nutrients, pasture management, concentrated animal runoff and potential ground water contamination, answer the associated questions contained in the assessment. The assessors will select the answer listed which most accurately describes the water quality problem. For each individual question the related score must be documented. Once all questions for an area of concern have been answered and scored, the evaluator will compute the average score for each of the five potential water quality concerns.
For sections exceeding an average score of 2 or for any question with a score of 3 or higher, BMPs must be selected that are designed to specifically address the water quality problem identified. For those sections scoring an average of 2 or less, BMPs must be selected if there is a proposed intensification of land use. The scoring mechanism is a tool to identify all problems that must be addressed by implementing the appropriate BMPs. Additional or alternative BMPs may be considered based on the landowner=s objectives and the best professional judgement of the FDACS staff.

VI. BMP Selection A list of BMPs for consideration and designed to address each of the five water quality concerns is attached. However, in all cases, the specific set of BMPs selected for implementation must be integrated with the unique operational and natural (soils, wetlands, water resources, etc.) aspects of the cow/calf operation. The BMPs selected for implementation will be prioritized to achieve, to the extent practicable, maximum water quality improvement and will include a time line for their implementation. To address the identified water quality concerns, the landowners=s objectives and the best professional judgement of FDACS staff will be used to negotiate the selection of BMPs which are both technically and economically feasible. This process will result in a standardized method to identify the problems that need to be addressed, the appropriate pool of BMPs to address the problems, and the pool of additional BMPs to be considered as needed.
VII. Follow Up Visit With Landowner:
Upon completion of the assessment and peer review by coordinating agency team members, FDACS staff will again visit the landowner and assist the landowner with the preparation and submission of the Notice of Intent to Implement BMPs. At this time, the landowner will also be provided with a detailed description of the records that must be maintained to document implementation of the selected BMPs. The BMP implementation schedule will also be reaffirmed with the landowner. In addition, the landowner will be reminded that in order to maintain the presumption of compliance with water quality standards, he / she must operate and maintain the BMPs as they were intended to be implemented. Subsequent to this visit FDACS staff will notify SFWMD, DEP, NRCS and IFAS that the assessment is complete and BMP implementation has begun.
VIII. Compliance Inspection
Within the first six months, and annually thereafter, following completion of the assessments and submission of the Notice of Intent, FDACS staff will visit the landowner to evaluate the status of BMP implementation and operation and maintenance of implemented BMPs. A review of the landowners record keeping practices will also be conducted. If deficiencies are identified, the appropriate corrective measures will be communicated to the landowner and, followup visit will be conducted within the subsequent six month period.
