Alberto BiancardiCommissioner of the Italian Regulatory Authority for Electricity Gas and Water since February 2011. President of WAREG European Water Regulators since May 2015. Holds a degree in Economic and Social Studies taken at the Milan “L. Bocconi” University.With a background as economist, he served with the following institutions: AGCM (the Italian Antitrust Authority, the Italian Electricity and Gas Regulatory Authority, the Single Buyer (Acquirente Unico Spa), the Ministry for Industry and the Italian Prime Minister’s Office. In the latter institution, he coordinated the NARS (the counselling unit operating with the Interministerial Committee for Economic Planning, or ‘CIPE’, on the regulatory themes related to networkinfrastructure services). He also served with Eni and Enel (as the President’s assistant). From March 2007 to the current office, he served as: Director General of the Equalisation Fund for the Electricity Sector (CCSE); untenured Professor at the Genoa University, and Energy and Infrastructure Area Manager with AREL (Centre for Studies, Research and Legislation). He is the author of numerous publications on public services and economic regulation.

Eva BufiEva Bufi is the Executive Director of PPP for Cities a joint initiative of the IESE Business School and the United Nations. General Manager of Ardana Consultants. Consultant in public-private partnership with 20 years of experience working in the public and the pri-vate sector. She has been responsible to set up a PPP Unit in Spain being responsible of planning, designing, contracting and implementing PPP projects.

Dirk van PeijpeDirk van Peijpe (1962) is director of DE URBANISTEN. He studied urban design and plan-ning at the Academy for Architecture in Rotterdam. He worked for the municipality of Rotterdam where he was involved in the redevelopment of the Rotterdam waterfront for more than ten years. With his office for urbanism and landscape architecture DE URBA-NISTEN he focuses on the integration of systems of water, mobility and energy with the spatial design of the city to improve the quality of urban public space. He is currently involved in the climate related transition of major cities like Amsterdam and Rotterdam. He was co-author of the Climate Adaptation Strategy for the city of Rotterdam and is ‘climate ambassador’ for the Climateproof ZoHo-district.

Alessandro RussoAlessandro Russo, 34 years old, graduated in Political Science and since 2014 he is acting as President of CAP Group. CAP Group is one of the main public utility companies in Italy and it guarantees an efficient water service in the provinces of Milano, Monza and Brianza, Pavia, Como and Varese. Mr. Russo is also Vice President of A.P.E. - Aqua Publica Europea (European Public Water) which is an international association based in Bruxelles that groups European water companies with the aim to safeguard and foster efficient public water management models. Alessandro Russo also acts as Vice President of Confservizi Cispel Lombardia, the association of Lombard local public services companies. Furthermore Mr. Russo is a board member of Fondazione Housing Sociale, Foundation created with the aim to solve residential problems and specifically for families with economic or social problems.

Caterina SarfattiCaterina Sarfatti is a Strategic Programmes Manager at C40. She currently works with the delivery team and the event leads on a series of key strategic events that form the ‘Road from Paris’ to the 2016 C40 Mayors Summit in Cuidad de México (CDMX). Caterina formerly served as the Deputy Director for Europe. Before joining C40, Caterina worked in the City of Milan, where she served as policy advisor and project manager at the International Relations Office, focusing on the coordination of EU projects. In particular, Caterina led projects on smart cities and environment, social innovation and social cohesion, migration and integration. Caterina was also the key coordinator of Milan’s Smart City policies at the Mayor’s Office. Assistant Professor in Water Protection, University of Applied Sciences Ostwestfalen-Lippe, Detmold, with 120 publication in scientific journals and reports, author/editor of 4 books on applied stream ecology. Long-term consultant in river basin management and water protection in Brazil and several Eastern European countries. He is also member of associations for water management and standardization in Germany (DWA, DIN, CEN), President of the German Limnological Society.

Gustavo Ramon WilhelmiIndustrial Engineering from the Polytechnic University of Catalonia (UPC), with 15 years experience in the water sector: supply, drainage systems and waste water treatment. No-wadays is the Director of the Operations Department in BCASA, the Municipal Company of Water Cycle in Barcelona. Responsible of water cycle operations related to drainage sewer system, ornamental fountains and ground water exploitation in Barcelona City. Respon-sible for the definition of the company’s water and wastewater products and solutions strategy applying innovation and technology to reduce flooding problems in the city and to improve the quality of receiving waters.

Zinkernagel RolandRoland has been working for the Environment Department of the City of Malmö since 2001. His work includes a variety of different tasks, from coordinating externally financed projects on improving various sustainability aspects, to being involved in planning proces-ses together with municipal and external actors. He is working for the Institute for urban sustainable development (ISU) aiming at bringing the operations of the city and of Malmö University closer to each other. Since spring 2016 he is holding a part-time PhD position at Lund university to research on indicator development for assess the sustainability of cities.
