Phase 1 Contractor Requirements Highlights
• 30 Requirement Items- Proclamation 20-25
o COVID-19 Site Health & Safety Plan
o COVID-19 Training Before Restarting
o PPE to include eye coverings, masks
• Social Distancing: 6’ Minimum Required
o Instances where not possible, hazard assessment &
control plan plus proper PPE required
• Post COVID Safety & Health Plan on-site
• Sanitation/ Hand Washing Stations On-Site & Stocked
• Workers exhibiting symptoms must stay home or be sent
home
• Currently operating projects (essential) must be in compliance
by May 1
• Enforcement by Labor and Industries
o Except Items 28 (14-day quarantine) and 30 (daily
attendance log for at least four weeks), submitted
through Governor’s reporting site.

• COVID-19 Rapid Testing Availableo Vancouver Clinic: Columbia Tech Center, Ridgefield
o Check SWCA website for others as they come on-line
• Include protocols as part of COVID H&S Plans
• Communicating on Site
o Construction sites can be noisy
o Hand signals, cell phones to vibrate, etc. to signal need
to talk
o Maintain minimum 6’ separation
o Don’t share cell phones
• Equipment movement: don’t forget about safety
• Transporting materials to and around site
o Be aware that delivery/truck drivers may not be
wearing masks or other COVID-required PPE
o Establish procedures if crews <6’ apart
o Training & practice likely needed
• Subcontractors
o Generals responsible for training and ensuring subs
have/adhere to COVID H&S Plan
o Strong scheduling and shift management
o Need to communicate when inspections ordered
• Don’t Forget about dust control

• Consider bottled water instead of water
coolers
• Make sure portable toilet suppliers restock
hand sanitizer when they service the units
• Arrange on-site portable wash stations
with plenty of soap & water (hand washing
preferred over hand sanitizer)
• Health services continue to request
priority for N-95 masks; consider using
fabric masks (many local suppliers)
• Organized, daily site attendance roster
& daily briefings
• Daily sanitizing of work surfaces

Also, inspectors:
• Require a 24-foot social distance separation; and
new homes/structures must be vacated during
inspection;
• Doing many inspections by Sherlook video
inspections;
• Will not enter occupied homes – video inspection;
• All “push-pull” and repair mechanical and plumbing
inspections must be done by the installer via video;
• Will only communicate over the phone;
• No longer be doing same-day concrete pour
inspections;• Have authority to leave or cancel the inspection if
they feel unsafe.
