and Holds Sway DRAGS WEARilY Profession- alism ¬ Daily the waning interest In local stock speculation Is shown by the char- acter of the trading The public is appearances not taking more than a passing interest in the course of prices and the commission business Is reduced to the most meagre proportions Prices generally hold strong and where changes occur they are within a radius of a small fraction only This is more particularly shown in the case of a stock like Washington Railway com- mon In which the variations for a month past have not exceeded a full point this is one of the favorites that in the past has received much at- tention it indicates strongly the lack of public interest The trading today had no feature of special Importance as no single stock was dealt in to as much as 00 shares Such specialties as Gas Lanston Mer genthaler Railway preferred and oth- ers were passed over with but trifling dealing while Greene Copper Railway common and Capital Traction stood the brunt of the business with practi- cally no variation In prices WASHINGTON STOCK Sales of the board including after call amounted to 1000 in bonds and 3363 shares of stock Following arc the sales prin- cipal base upon which the Chinese boy cott is being sustained was the sub stance of the statement made by Charles Deriby chief clerk of the State De- partment before the Senate Immigra- tion Committee today Mr Denby said that the boycott had changed from an antiAmerican to an antiforeign boycott and it doveloped that the Chinese have such a high value upon themselves they are practically determined to pro hibit further encroachment of foreign- ers in the Industries of their country They want to accomplish in a couple years what Japan took two to accomplish and have carried intentions to such an extent that are making a fight to control and the mines of that country Try to Follow Japan They have foolishly said Mr Denby granted concessions to foreign coun- tries in years back to build railroads and to operate other branches of industry They now want to emulate Japan the concessions they have granted cannot be abrogated Mr Denby submitted figures to show the decrease In some of our exports from San Francisco to China Four barley and canned goods he said show ed the greatest decline He thought that by a strict yet broad interpretation of our present code of immigration laws some of the existing conditions could be overcome Cooperation to Effect Remedy He favored the cooperation of the Departments of State and Commerce and Labor in meeting the conditions In this he said that a representative of the Bureau of Immigration should be sta tioned as an attache to the legation In China and that consuls should not issue passports to Chinese without the author ity of such immigration officer He salt that there had been many fraudulent papers issued by consuls and that when tho Chinese Immigrants came to this country the officials of the Department of Commerce and Labor detecting the Irregularities subjected the immigrants- to what they termed disgraceful treat ment This he said may have actuated- to some extent the declaring of the It certainly did not help the service to suppress it he added A majority of the Senate committee In- dicated that they agreed with the recommendations of Mr Denby in this respect Another hearing will be held on next Tuesday LOCAL STOCK MARKET

DRAGS WEARilY

Profession-alism

¬

Daily the waning interest In localstock speculation Is shown by the char-acter of the trading The public is

appearances not taking more thana passing interest in the course ofprices and the commission business Isreduced to the most meagre proportionsPrices generally hold strong and wherechanges occur they are within a radiusof a small fraction only This is moreparticularly shown in the case of astock like Washington Railway com-mon In which the variations for amonth past have not exceeded a fullpoint this is one of the favoritesthat in the past has received much at-tention it indicates strongly the lack ofpublic interest

The trading today had no feature ofspecial Importance as no single stockwas dealt in to as much as 00 sharesSuch specialties as Gas Lanston Mergenthaler Railway preferred and oth-ers were passed over with but triflingdealing while Greene Copper Railwaycommon and Capital Traction stoodthe brunt of the business with practi-cally no variation In prices

CHINAS ATTEMPT

TO IMITATE JAPAN-

Mr Denbys View of theAntilForeiga Movement

China for the Chinese as the prin-cipal base upon which the Chinese boycott is being sustained was the substance of the statement made by CharlesDeriby chief clerk of the State De-partment before the Senate Immigra-tion Committee today

Mr Denby said that the boycott hadchanged from an antiAmericanto an antiforeign boycott and itdoveloped that the Chinese havesuch a high value upon themselvesthey are practically determined to prohibit further encroachment of foreign-ers in the Industries of their countryThey want to accomplish in a coupleyears what Japan took twoto accomplish and have carriedintentions to such an extent thatare making a fight to control andthe mines of that country

Try to Follow JapanThey have foolishly said Mr Denby

granted concessions to foreign coun-tries in years back to build railroads andto operate other branches of industryThey now want to emulate Japanthe concessions they havegranted cannot be abrogated

Mr Denby submitted figures to showthe decrease In some of our exportsfrom San Francisco to China Fourbarley and canned goods he said showed the greatest decline He thought thatby a strict yet broad interpretation ofour present code of immigration lawssome of the existing conditions couldbe overcome

Cooperation to Effect RemedyHe favored the cooperation of the

Departments of State and Commerceand Labor in meeting the conditions Inthis he said that a representative of theBureau of Immigration should be stationed as an attache to the legation InChina and that consuls should not issuepassports to Chinese without the authority of such immigration officer He saltthat there had been many fraudulentpapers issued by consuls and that whentho Chinese Immigrants came to thiscountry the officials of the Departmentof Commerce and Labor detecting theIrregularities subjected the immigrants-to what they termed disgraceful treatment This he said may have actuated-to some extent the declaring of the

It certainly did not help the serviceto suppress it he added

A majority of the Senate committee In-

dicated that they agreed with therecommendations of Mr Denby in thisrespect Another hearing will be heldon next Tuesday
