Washington Energy Star and Built Green Homes Measure
UpdateNew Measure Proposal
August 12th, 2014
2
Measure background
• Measure Name: Energy Star Homes and WA Built Green
Homes• Measure Type: UES• Measure Category: Proven• Measure Sector: Residential• Sunset Date: August, 2017 • Reason for Update: Change in State Code and
Energy Star Standard
3
Staff Highlighted Areas
• Cost of infiltration reduction. Should these differ from infiltration reduction on existing homes?• Assumption $ 250 / 0.1 ACHn
4
Specs Development Background• WA 2012 residential code allows a builder to choose one of
many paths• RTF staff worked with WA department of Commerce, NW Energy
Star and Ecotope Consulting to define typical code compliance paths
• RTF Subcommittee formed to help draft Energy Star and Built Green home specs for WA• Built Green 3 or 4 star will use same specs as Energy Star
• These specs provide a Reference Home that may be built to prescriptively or used as an energy use modeling target. Builders to use NW REMRate as a Energy Star compliance tool for RTF approved trade-offs.

Energy Savings Calculations• Simulations conducted in SEEM 96
• RTF approved new construction heating calibration applied
• Staff proposed cooling calibration applied
8
Incremental Cost
• Incremental cost derived from the following sources:• Standard Information Workbook• 6th Power Plan Appendix• Existing RTF workbooks• Energy Trust Resource Assessment
• Cost of infiltration reduction. Should these differ from infiltration reduction on existing homes?• Assumption $ 250 / 0.1 ACHn
9
Estimated Useful Life
• EUL of new construction measure is set at 45 years
• Measures with EUL < 45 years have recurring cost at EUL
• Source for EUL:• Existing measure workbooks• DEER• EUL consistent with new construction measures in other
states
