Developing partnerships between K-12 and higher education institutions and providing youth with college student coaches can improve their chances of academic success.

Washington Campus Compact (WACC) invites higher education institutions, K-12 school districts, community agencies, local governments, and foundations to submit a proposal to participate in the College Access Corps AmeriCorps program. Funding is provided by the Corporation for National and Community Service (CNCS).

The purpose of the College Access Corps AmeriCorps program is to improve college access of low-income 4th – 12th grade youth*. AmeriCorps members will serve on campuses, in schools and/or non-profit agencies, recruit college students to serve as College Access Coaches, and together they will provide college access support to youth.

*Low-income is defined as being eligible for the free/reduced lunch program. The program requires that 50% of the youth being served meet this criterion.

College Access Corps Program Goals: Overcome barriers to college access for low-income youth

Target: 4,500 low-income will be served.Target: 70% of participating 4-12 grade youth report, through a pre- and post- survey, improvement in academic engagement, academic preparedness for post-secondary education, and knowledge about how to apply to and pay for post-secondary education.

Provide opportunities for college students to serve as College Access Coaches for low-income youth Target: 600 college students will be recruited to serve as College Access Coaches to low-income youth.

Provide opportunities for students and community members to volunteer.Target: 1,200 volunteers will be recruited to serve during National Days of Service and other community service events.

While Washington Campus Compact will receive, screen, and refer applications from a national pool of potential AmeriCorps Members, recruitment of Members for local programs is the responsibility of campus/program partners. It is best to recruit from recent graduates of local institution or local candidates.

As a subgrantee of the College Access Corps grant, you are required to oversee the efforts of your College Access Corps Member(s) in recruiting volunteers for at least two National Days of Service (NDS) or other community service events during the grant term as well as have the College Access Corps Member(s) present to classrooms or student groups about AmeriCorps during AmeriCorps week (Spring 2020). 8. The College Access Corps program is intended to provide a meaningful personal and professional experience for the Members. At a minimum, Members must have consistent supervision, training, and guidance by a qualified staff or faculty member. They must have access to campus resources, and a secure office/desk space with office supplies.

Section 2: AssessmentThe College Access Corps program is designed to provide college access interventions to low-income youth with the intent of helping them overcome barriers to college access. We have designed the assessment plan to collect data on changes in academic engagement, academic preparedness for post-secondary education, and knowledge about how to apply to and pay for post-secondary education.

Members will be required to administer pre-surveys to the youth being served and a post-15-hour intervention survey once the youth has completed 15-hours of interventions. Some programs may also collect post-surveys at the end of the program period depending on specific program design.

List of Prohibited Activities Acknowledgement FormWhile charging time to the AmeriCorps program, accumulating service or training hours, or otherwise performing activities supported by the AmeriCorps program or CNCS, staff and members may not engage in the following activities (see 45 CFR § 2520.65):

a.     Attempting to influence legislation;b.     Organizing or engaging in protests, petitions, boycotts, or strikes;c.     Assisting, promoting, or deterring union organizing;d.    Impairing existing contracts for services or collective bargaining agreements;e.     Engaging in partisan political activities, or other activities designed to influence the outcome of an election to

any public office;f.     Participating in, or endorsing, events or activities that are likely to include advocacy for or against political

parties, political platforms, political candidates, proposed legislation, or elected officials;g.     Engaging in religious instruction, conducting worship services, providing instruction as part of a program that

includes mandatory religious instruction or worship, constructing or operating facilities devoted to religious instruction or worship, maintaining facilities primarily or inherently devoted to religious instruction or worship, or engaging in any form of religious proselytization;

h.     Providing a direct benefit to—i.  A business organized for profit;ii. A labor union;iii.A partisan political organization;iv. A nonprofit organization that fails to comply with the restrictions contained in section 501(c)(3) of the

AmeriCorps members may not engage in the above activities directly or indirectly by recruiting, training, or managing others for the primary purpose of engaging in one of the activities listed above.  Individuals may exercise their rights as private citizens and may participate in the activities listed above on their initiative, on non-AmeriCorps time, and using non-CNCS funds. Individuals should not wear the AmeriCorps logo while doing so.
