    ARTICLE IIIDeclaration of Objectives

    Sec. 1. WARAYA commits itself to advocating sexual and reproductive healthand rights through information, education and communicationprograms and projects, and forming networks consisting of variousstakeholders.

    Sec. 2. WARAYA, shall offer youth-friendly reproductive health services thatensureconfidentiality, affordability and accessibility.

    Sec. 3. WARAYA shall commit itself to providing opportunities for holistichuman development through innovative strategies and youthfulprograms.

    ARTICLE IV

    Membership

    Sec. 1. Anyone aging 10-24 regardless of ethnic origins, gender preference,nationality or other

    ARTICLE VRights and Privileges

    Sec. 1. Every member of WARAYA shall have the following rights andprivileges:

    a.) To participate freely and fully in all meetings of the organization;b.) To be informed fully by the organization of the reason for policies,

    programs, projects and actions adopted;c.) To propose, in meetings, changes on the state agenda;d.) To elect and be elected to office;e.) To vote in the approval and adoption of resolutions, programs and

    policies;f.) To present suggestions, comments, and criticisms to the

    organization of WARAYA;g.) To resign his/her membership.

    Sec. 2. Every alumnus of WARAYA shall have the following rights andprivileges:

    ARTICLE VIDuties and Responsibilities

    Sec. 1. Every member and alumnus of WARAYA shall have the following dutiesand responsibilities:

    a.) To uphold and abide by this constitution and by-laws of theorganization;

    b.) To abide by the policies, decisions and regulation which may fromtime to time be promulgated;

    c.) To take active part in the implementation of all programs, projectsand actions adopted by WARAYA

    d.) To adhere to the principle, purpose and objective of theorganization; and

    e.) To pay dues regularly.Sec. 2. All members and alumni of WARAYA shall fulfill such other reasonable

    duties and tasks delegated to them by the officers of the organizationSec. 3. Any member of WARAYA provided that he/ she has undergone due

    process, and if found guilty, may be disciplined, suspended, penalizedor removed from the organization on any of the following grounds:a.) Engaging in any act detrimental to the objectives or inimical to the

    interest of the organizationb.) Violation of or deliberate failure to abide by the duties and

    responsibilities expected of her/him.c.) Such other grounds as may be determined by the present set of

    officers.

    ARTICLE VIIPowers, Duties and Functions of the Officers

    Sec. 1 President - The President shall be the Chief Executive Officer of WARAYA.

    He/She shall have the following powers, duties and functions:a.) Preside over all meetings and/or may designate another officer to

    preside for a specific meeting;b.) Sit as the official representative of the youth volunteers of FPOP

    to the FPOP Chapter Council;c.) Enforce this constitution, by-laws and other regulations that may be

    promulgated;d.) Sign all official minutes, resolutions, correspondences, and other

    official papers of WARAYA.e.) Represent WARAYA in any official, external or internal

    functions/affairs whenever necessary or appoint another officer torepresent him/her;

    f.) Create Special Committees and appoint their heads and members;g.) Coordinates with the Advocacy committee in the conduct of the

    programs and projects of the committee. andh.) Perform such other functions inherent and incidental to his/her

    office.Sec. 2 Vice-President - The Vice-President shall have the following powers, duties

    and functions:

    a.) Assist the President in performance of his/her powers, duties andfunctions;

    b.) Assume office of the president in case of the latters death,incapacity, removal, resignation or absence;

    c.) Supervise members in planning and arranging meetings orprograms of activities;

    d.) Act as the over-all supervisor and coordinator of all the standingcommittees.

    e.) Perform such other functions/duties assigned by the organization.Sec. 3 Secretary- The Secretary shall have the following powers, duties andfunctions:

    a.) Keep accurate records of the minutes and document proceedings ofevery meeting;

    b.) Keep a file of all pertinent documents and papers of WARAYA andmake them accessible to WARAYA members;

    c.) Call and prepare all notices of WARAYA meetings and activities;d.) Develop and implement a database for all WARAYA members;e.) Coordinates with the IEC committee in the conduct of programs and

    projects of the said committee.f.) Perform such other duties as assigned by the organization.

    Sec. 4 Treasurer - The Treasurer shall have the following powers, duties andfunctions:

    a.) Keep all financial records of WARAYA;b.) Serve as the disbursing officer of all WARAYA funds;c.) Prepare the annual budget of WARAYA;d.) Prepare financial reports quarterly, annually, after an activity, and

    at the end of his/her term;e.) Collect the annual membership dues and reports a quarterly status;f.) Formulate pertinent financial guidelines for WARAYA;g.) Coordinate with the Resource Mobilization committee in the

    conduct of programs and projects of the aforementionedcommittee.

    h.) Perform such other duties assigned by the organization.Sec. 5 Auditor The Auditor shall have the following powers, duties andfunctions:

    a.) Have a copy of all financial records of WARAYAb.) Conduct systematic auditing of all financial reports on a quarterly

    and annual basis and even after an activity of the WARAYA;c.) Monitor the financial cash flow of the WARAYA;d.) Support the Treasurer in the collection of annual membership duese.) Provide assistance to the Committee Chairs in the budget proposals

    of every project/activity for the WARAYA;f.) Perform such other duties assigned by the organization.

    Sec. 6 Committee Chairs of the IEC, Advocacy and Resource Generationcommittees- The Committee Chairs shall have the following powers,duties and functions:a.) Act as Chief Operating Officer of his/her respective WARAYA

    committees;b.) Recruit committee members and coordinate activities to be

    developed and implemented by the committee;

    c.) Assist the organization in all activities;d.) Report committee activities at the General Assemblies and in

    meetings and on an annual basis;e.) Submit project proposals to the organization to be presented in a

    General Assembly called for such purpose;f.) Prepare project completion reports and submit to the officers and

    the General Assembly; andg.) Perform such other duties assigned by the organization.

    ARTICLE VIIIOrganizational Elections

    Sec. 1. The General Assembly of WARAYA shall be held biennially everysecond Thursday of April of that year.

    Sec. 2 All elective officers shall be elected during this General Assembly by apopular vote of those present members.

    Sec. 3 In case of one (1) nominee for an elective position, he/she must get at least aconfidence vote of 50% + 1 of all present members.

    Sec. 4 In cases of appointive positions, the officers shall elect the same byconsensus.

    Sec. 5 All candidates for the office should have at least one (1) semester or five (5)months membership in the organization.

    Sec. 6 All elected officers shall have a maximum term of two terms until the timehe/she exceeded the age limit set for members.

    Article IXImpeachment

    Sec. 1 On petition of at least one-third (1/3) of the members, any officer may bemade to undergo impeachment proceeding on any of the followinggrounds:a.) willful and culpable violation of this constitution and the by-laws of

    the organization;b.) gross neglect of duty;c.) disloyalty to the organization;d.) gross misconduct.

    Sec. 2. There shall be an Impeachment Tribunal. The creation of which shallbe ensured by the officers within one month from the commencementof their term. It shall be composed of three (3) members, one of themembers come from the WARAYA Alumni, one from the FPOP ChapterCouncil and one from the present set officers preferably the officerswhich occupies the highest position. They shall try and decide all casesinvolving the removal of, or suspension of any officer. Any decision ofimpeachment must carry the unanimous decision of the body.

    Sec. 3 The decision of the tribunal shall be final and executory.

    ARTICLE X

    Miscellaneous Provisions

    Sec. 1 WARAYA shall have an annual strategic planning at the last quarter of thecalendar year.

    Sec. 2 WARAYA shall have one General Assembly annually.Sec. 3 Contributions, in any form, are welcome and should be forwarded to the

    Treasurer for proper accounting.

    ARTICLE XIPromulgation and Amendments to this Constitution

    Sec.1 Promulgation This constitution shall be promulgated by WARAYA membersat a General Assembly called for the purpose by the President.

    Sec. 2 Amendments to the Constitution Any principal member can proposeamendments to this constitution and by-laws which may be ratified bythe vote of 2/3 of all the principal members of WARAYA at a GeneralAssembly called for the purpose by WARAYA President.

    Sec. 3All proposals for amendments or revisions must be submitted in written form,together with explanation for such, to the officers at least thirty (30)days prior to the General Assembly.
