1. WelcomeCroeso cynnes iawn – a warm welcome to Wales Rally GB, one of the UK’s leading motorsports events.
We’re looking forward to the 2016 event and to build on our experiences of previous years which have been such a success with fans and competitors alike and have given a major boost to the north and mid Wales economy.
Wales has some of the finest rally stages anywhere in the world and the Wales Rally GB is a showcase for the spectacular scenery and landscapes of north Wales.
The Welsh Government’s support for the Rally also shows our continued commitment to the event, which has significant links with the automotive sector. Wales is home to around 150 component and systems manufacturing companies and has 18,500 people employed in automotive manufacturing with an annual turnover of £3.4 billion.
This year’s Wales Rally GB promises to be another spectacular event and is yet another example of the amazing adventures which can be had here in Wales during our designated Year of Adventure. During this year we’re inviting people to find their epic in Wales, share with us where your adventures take you while in Wales #findyourepic.

Welcome to the Dayinsure Wales Rally GB – our award-winning event that just keeps getting better and better. Indeed, this will be the fourth year that Britain’s legendary round of the FIA World Rally Championship has been headquartered in Deeside and our event continues to build on the many notable recent successes.
Since relocating to Deeside, the world class sporting spectacle which runs through some of Wales’ most stunning scenery, has gone from strength-to-strength. Last year it attracted 87,000 spectators, an over-subscribed 160-car entry, international crews from 25 different countries and delivered £10m of economic benefit to the Welsh economy as well as extensive global TV and media coverage.
We are far from resting on our laurels, though, and have made a number of significant changes adding yet more both to challenge for competitors and to the appeal for spectators - not least as the earlier date at the end of October promises better autumnal weather and also coincides with schools’ half-term break.
Wales has declared 2016 as its ‘Year of Adventure’ and this year’s competitive route will certainly live up to that thrill-seeking billing. The 22 special stages – the majority of which are set on some of the world’s best gravel tracks through the awe-inspiring Welsh forests – is the longest and most challenging since the move to the north of the country in 2013.
Adding to the spirit of adventure, famous stages such as the classic Myherin and Hafren tests are to be run in reverse for the first time in more than 20 years while the demanding Pantperthog stage hasn’t been included since 1997.
The route also presents a new home for Saturday’s family-friendly RallyFest which, after three years at Chirk Castle, moves to nearby Cholmondeley Castle – a venue which is already well known to motoring and motor sport enthusiasts thanks to its annual ‘Power and Speed’ festival. The WRC will also be be making a very welcome return to Chester for what’s certain to be a popular Friday evening stop off in the historic city centre.
There are other great opportunities for the public to see the cars and stars up close, too. Thanks to our enthusiastic partners in Conwy County Borough Council the event commences on Thursday evening with a sparkling Ceremonial Start at the Parc Eirias stadium in Colwyn Bay, while the winners will be crowned in style on Mostyn Street in the seaside town of Llandudno on Sunday afternoon. As with Chester and Friday’s mid-day Regroup in Newtown, public admission is totally free of charge to both the start and finish ceremonies. All are welcome to the Deeside Rally Village, too.
UK rallying is certainly on an upward trajectory; Kris Meeke’s victory in Portugal confirms his standing among the very best in the world, while the revitalised MSA British Rally Championship is also contributing to a fantastic year for the sport.
Of course, the whole event would not be possible without the continued and incredibly enthusiastic support of our partners; principally the Welsh Government, with whom we are entering a new three-year agreement as principal funding partner, Conwy County Borough Council, Natural Resources Wales and all the other authorities and organisations who make it possible to bring a world class event to the region. We are also delighted to welcome a new title partner to the event and we look forward to making sure that the 2016 Dayinsure Wales Rally GB is going to be a very special event for you.

1.2 Changes for 2016The service park and scrutineering will continue to be located at Deeside in North Wales. The Ceremonial Start on Thursday evening will be at Parc Eirias, Colwyn Bay. This venue hosted the Ceremonial Start in 2014.Friday 28 OctoberThe route will use the Myherin, Sweet Lamb and Hafren stages in the reverse direction to 2015 followed by Dyfnant using the same route as last year. Between the two visits to these stages there will be a regroup and tyre fitting zone in Newtown. At the end of the day there will be a short halt in Chester city centre for autograph signing and allowing the fans to get close to the stars and their cars.Saturday 29 OctoberThe first stage of the day in Pantperthog forest has not been used on Rally GB for 20 years. This is followed by the Dyfi stage which will run in the reverse direction from last year whilst Gartheiniog is the same as 2015. Following a regroup in Corris, these 3 stages are repeated before a single run through the Aberhirnant stage, with the same route as last year. The spectator stage at Chirk Castle will move to nearby Cholmondeley Castle and this short stage will run on asphalt roads.Sunday 30 October3 stages make up the final day starting with Clocaenog which is a stage last used as Clocaenog East in 2014. This is followed by Brenig which will be run partly in the reverse direction from last year to allow spectators to view the end of stage podium celebrations when it runs as the final Power Stage. The third stage of the day is Alwen run to the same route as last year. The ceremonial finish podium will this year revert back to Llandudno town centre.National RallyThe popular National Rally will again give crews in MSA regulation compliant vehicles the chance to compete on all of the stages either running between the first and second loop of the WRC event (Friday) or after the second run of the WRC event (Saturday and Sunday). Full details of this part of Wales Rally GB will be released soon.

4.4 Criteria for Acceptance of EntriesThe maximum number of entrants will be 75 cars. If more than 75 entries are received the acceptance of entries will be at the discretion of the organisers. A reserve list of a maximum of 10 cars will be created.
To enable private entrants to have the maximum time to prepare for the event, the first 30 eligible private entries received will automatically be accepted. The full entry fee must accompany the entry and this can be paid by credit card, bank transfer.
To be eligible for the private entrant category and entry fee:
• neither crew member may be entered on any priority list by the FIA or MSA for rallies in 2016.• the vehicle is not the property of a motor manufacturer or importer.• the vehicle must be entered by one of the crew members, i.e. not by a team.

5. Service Park5.1 Location
The Service Park will be located in the area next to the Toyota Engine Manufacturing Plant in Deeside Industrial Estate, Flintshire.
The postcode for this location is CH5 2TW; the GPS reference is N53 13.990 W3 01.291. The surface is gravel.
The Service Park will be open from 09.00 Monday 24 October. Earlier access may be possible by prior arrangement with the organisers. Security will be provided on site from Monday 24 October until Monday 31 October.

All teams (except Manufacturer & WRC Teams) will be allocated a service area space of 10m x 10m.
Space within the Service Park is extremely limited but additional service space may be available, dependent on requirements, at a cost of £10 per extra sq. metre + VAT.
Additional space and facilities can be ordered using the Service Park form which will be available at www.walesrallygb.com when the Supplementary Regulations are published.
This form should also be used if competitors wish to use a joint service area with other competitors.
Generators are permitted in the Service Park however these must be super silent diesel or LPG. Generators must be fenced off to restrict access to competent personnel only.
NO PETROL GENERATORS ARE PERMITTED ON THE SITE AT ANY TIME
5.3 Tyre Fitting ZoneThere will be a tyre fitting zone in Newtown on Friday 28 October.
FIA WRC Sporting Regulations Article 52.1 will apply at the tyre fitting zone; additional information about the operation of this zone and the transportation of tyres to it will be given in the supplementary regulations.
6. Two-way Radio6.1 Application Procedure
Ofcom is the regulator for the UK communications industries, with responsibilities across television, radio, telecommunications and wireless communications services. Any radio equipment used by a competitor and/or the associated support teams in the UK, must be covered by a licence issued by Ofcom.
Its operation must be strictly within the terms and conditions of the licence. The installation or use of equipment without a licence, or outside the terms, renders the operator/installer liable to prosecution. Upon conviction the equipment is liable to forfeiture together with fines and/or imprisonment.
Programme Making and Special Events licences must be applied for as soon as possible and no later than 27th August. A license application form can be found at the event website.

6.2 ScrutineeringTo ensure that illegal equipment (or unauthorised frequencies) are not used during the rally, Ofcom staff may be inspecting competitors’ radio equipment at the pre-event scrutineering and may also be present throughout the event itself to monitor and check radio equipment in the rally cars and service vehicles.
7. Import of Vehicles and Spare Parts7.1 Competitors from the European Union
Competitors coming from the European Union do not need to make any special customs clearance. They may use any vehicle in Great Britain for up to 6 months, provided that the vehicle is not brought with the intention of selling it.

All vehicles need to have valid traffic insurance.
Tyres and spare parts can also be imported without clearance.
7.2 Competitors from outside the European UnionCompetitors coming from outside the European Union will have to report to customs on their arrival in Great Britain. Please prepare a list of all the tools and equipment you are bringing with you.

8. Helicopters8.1 Procedure
Full details of the procedures regarding the flying of helicopters during Wales Rally GB will be available from the Rally Office and at the event website.
9. Spectator Tickets and Hospitality9.1 Spectator Tickets
Passes and tickets are now on sale for the 2016 DayInsure Wales Rally GB. World Rally Passes and individual Day Passes have been held at last year’s prices and must be purchased in advance. Advance tickets for the RallyFest – now at Cholmondeley Castle – have been reduced by 20% to £20. Reflecting the revised half-term date, all accompanied children aged 15 and under are admitted free. With the exception of the World Rally Pass, all tickets will be sent as e-tickets which can be printed off or scanned directly from a mobile phone. Tickets are sold strictly subject to availability. • The premium four-day World Rally Pass (£99*) provides the maximum flexibility and allows access
to all Special Stages (except Pantperthog which is non-spectator access). This is the only pass that includes access to Thursday’s pre-event Shakedown in Clocaenog. The World Rally Pass is sent by post as a hard pass that comes with a lanyard, a programme voucher and a car park pass – for the first time this year World Rally Pass holders will enjoy on-site parking at the Deeside Rally Village (subject to availability) instead of using the Park & Ride.
• Day Passes (Friday, Saturday and Sunday) are priced at £25* and provide considerable savings over on-the-day, single stage tickets. Day Passes give access to all the stages on the selected day (except Pantperthog which is non-spectator access on Saturday) and are delivered as electronic tickets.
• Cholmondeley Castle RallyFest tickets cost just £20* per adult in advance and offer a cut-price entry to the day-long RallyFest stage on Saturday. Starting with the National rally competitors in the morning and concluding with the International field in the afternoon, Cholmondeley will provide entertainment, displays, catering and attractions throughout the day. The WRC front-runners will also be stopping for autographs and selfies! These passes are delivered as electronic tickets.
• Single Stage tickets will be available for purchase at the gate on the day for £30*. • When accompanied by a full-paying adult, children aged 15 and under go free.• All adult tickets - whether purchased in advance or on the gate - include free parking** and a
programme priced at £9.• Access to the central Rally Village in Deeside, the Ceremonial Start in Colwyn Bay on Thursday
evening, the Regroup in Newtown and Time Control in Chester on Friday and the Ceremonial Finish in Llandudno on Sunday are all free of charge.

to park a motorhome or campervan overnight at Sweet Lamb will be charged by the landowner (collected on arrival) of £10 per vehicle arriving between 8pm on Thursday 27th and 5am on Friday 28th October. 11. Reconnaissance11.1 Registration
Registration for reconnaissance will take place as follows;

The registration and collection of materials for Priority 1 drivers can be completed by a team representative. All other drivers and co-drivers must be present at registration.
At registration a reconnaissance form containing details of the reconnaissance car and contact details must be submitted. This form can be submitted earlier to the Rally Office and will be available on the event website.
11.2 Reconnaissance GPS TrackersThe FIA will require all Priority drivers, and possibly other competitors, to install a tracking system in their reconnaissance cars. Any non Priority competitors will be advised prior to the event if they are required to carry a tracking device. A fee may be payable for this equipment.
These trackers will be available from the SIT workshop in the service park between 14.00 and 17.00 on Monday 24th. These trackers must be returned to the SIT workshop between 16.00 and 19.00 on Wednesday 26th October.
11.3 Reconnaissance ProceduresA reconnaissance record card will be supplied which must be carried in the car for the duration of reconnaissance. This card will be stamped appropriately recording every run on each special stage. Failure to produce this card will result in refusal to participate in the reconnaissance.
Competitors will be issued with 3 reconnaissance numbers that must be fixed to the rear windscreen and rear side windows.
A reconnaissance road book will be supplied which will detail the routes to use between every stage during the reconnaissance; these will often not be the same as the main event road book. Competitors are required to follow these specific reconnaissance routes.
The fitting or carrying of radar detection equipment during reconnaissance is not permitted.
During reconnaissance, the organisers will set aside suitable areas on the route for competitors to service their reconnaissance cars, as in WRC Art 25.4.6. Competitors must not park reconnaissance service vehicles at locations other than those indicated in the relevant section of the Reconnaissance Book.
11.4 Reconnaissance onlyAny driver wishing to take part in reconnaissance only will be required to complete the reconnaissance registration form that will be available on the event website. The fee for taking part in reconnaissance only is £800 (+VAT).

Accreditation provides access to the media facilities in Rally HQ and the Service Park in Deeside and designated areas in Special Stages.
News and information can be supplied, free of charge, before, during and after the event to journalists and publications who are unable to attend the rally, or do not qualify for accreditation.

1. International Print Media & Photographers
Requests from International publications must be sent to the FIA Communications Department using the new online international rally-by-rally accreditation system on www.fia.com. International accreditation closes on Wednesday 5 October.
2. Accreditation Applications from all Television Broadcasters
Requests from TV broadcasters should be sent directly to the WRC Promoter: [email protected]
3. Commercial Photographers
Requests from all commercial photographers should go directly to the WRC Promoter: [email protected]. Applications should be submitted by Wednesday 5 October to allow time for approval.
4. United Kingdom Print Media, Internet Media, Radio & Photographers
Requests from the above must be sent by POST direct to the Wales Rally GB Accreditation Manager, using the form which can be downloaded from the media section on www.walesrallygb.com.
Wales Rally GB is allowed to nominate national/local radio stations to broadcast from the event. Internet media accreditation is only available for journalists not photographers.
Applications must arrive prior to Wednesday 28 September.
Guidelines and Information for Accreditation Applications
Up to a maximum of three (3) representatives per organisation will be considered for accreditation by the FIA. A separate application form should be submitted for each person to be accredited. A maximum of one (1) pass will be issued to websites (photo tabards are not issued to websites).
To be accredited, a publication must:
i) have a circulation size and quality that satisfies the criteria of the FIA.
ii) be on sale to the public.
The FIA considers the media pass to be a working tool to be used only by bona fide members of the press. Publishers, marketing personnel, sub-editors, staff of the publication’s secretariat, etc. cannot be accredited as media.

that do not intend to publish conventional rally reports but whose coverage is considered to be of promotional benefit to the sport. As a general rule, however, the FIA will not accredit publications less than one year old.
Accreditation for Press Photographers: The FIA provides 12 (twelve) photographer Tabards for UK-based Photographers. Priority will be given to national publications and agencies based on circulation, frequency and previous coverage of Wales Rally GB. All photographers must attend the FIA Media Delegate’s special pre-event safety briefing (time tba) before being granted a tabard.
Additionally a limited number of media may be accredited to cover the Wales Rally GB National Rally but, again, strictly based on circulation, frequency and previous coverage of the National Rally.
Advertising, PR, marketing, or sponsor representatives are not eligible for accreditation.
Once applications have been processed by Dayinsure Wales Rally GB and approved by the FIA, a letter or email confirming successful accreditation will be sent to the applicant(s). This letter must be produced when collecting passes at the event. No pass(es) can be collected without this confirmation.
Please note that tighter restrictions introduced for media accreditation in 2015 will be remain in place for this year’s event.
