The Security and Prosperity Partnership is an informal agreement among

the three countries of North America (the United States, Canada and

Mexico) to work in close cooperation to:

To accomplish these goals, government and business leaders say they are

working together to exempt goods and business people from red tape

and border delays. Meanwhile, the rest of us face increased surveillance,

restrictions on travel, racial profiling and invasive security checks. Is this ademocratic model?

Most people havent heard much about the SPP,

    and thats no mistake.

In fact, the architects of the SPP dont want

Parliament involved. Why? Because they dontwant democratic debate getting in the way of their

plans, so theyve found ways to avoid Parliament!

    Why the big secret?

    Goodquestion!

    but Arentpoliticians

supposed todebate importantchanges like thisin Parliament?

Whats the SPP?NAFTA meets U.S. Homeland Security

    Boy, Thissounds likesomething

that should bediscussed withall Canadians. Why are they

    keeping itfrom us?

they rememberthe fights against freetrade and globalization, and they dont want to

    go through thatagain.

September, 2006 Reporters uncover a secret, high-levelmeeting in Banff, Alberta, attended by some very powerfubusiness, government and military higher-ups from Canathe U.S. and Mexico. Even after submittingAccess to InformRequests, we still dont know what our government was dointhere. They say the meetings were private, not secret.

March, 2006 Prime Minister Stephen Harper (only too hato pick up where Paul Martin left off) meets with Bush and FoCancn, Mexico. They call together a group of top CEOs North Americas most powerful corporations, forming the NoAmerican Competitiveness Council. The NACC providespoliticians with on-going direction.

Their sneaky strategy: harmonize regulationsoh, theyre clever, thats how.

So how can theymake such bigchanges withoutParliamentor theCanadianpublicknowingabout it?

    Lets lookand see whos

    in there

    So,whoexactly is doing

this? I mean, whohas the power to makefundamental changes

    it with us?!

The people behind the SPP are making big changes. But instead of changing laws,

they are changing regulations. How? By harmonizing Canadas regulationswith those of the United States thats how they get around Parliament. Why

is this a problem? Because in most cases it means Canada will now be doing

things the U.S. way, whether thats good for us or not. In most cases it will meantougher, stricter regulations for ordinary people and looser, weaker regulations for

business, designed by and for themselves. The result? Higher profits for companiesat the expense of peoples rights and protections!

Heres an example from the airline industry:

Canada is under pressure to lower its standard

of one flight attendant for every 40 airline

passengers and accept the U.S. rule of one for

every 50 seats. These changes will benefit the

bottom line but will put public safety at risk!

Canadian unions are strongly fighting to stop

    this measure from going ahead.

how Else isAll this goingto affect us?
