Benefits
g Provides a wide area interoper-ability communications platformfor critical incident commandand control that is easily scala-ble.
g Allows efficient use of existingnetwork resources with com-mercial-off-the-shelf (COTS)equipment and proven Radioover IP (RoIP)/ Voice over IP(VoIP) technology.
g Provides remote access fromany point on the network.Authorized users may configure, control, and monitor unselectedaudio and communicate withany entity via selected audio.
g Allows disparate radio systemsto be connected locally, region-ally, statewide, or in a cross-nation network.
g WAIS Controller software’s user-friendly interface presents clear-ly the state of the system andallows operators to make andbreak connections swiftly.

Wide Area Interoperability System
A wide area interoperability system (WAIS) intercon-
nects communications systems over existing net-
work infrastructure - allowing users of disparate
radios, telephones, satellite phones, and dispatch
centers to communicate with each other locally,
regionally, or in systems that span entire states.
WAIS OverviewThe JPS WAIS is a wide areainteroperability solution thatlinks multiple communicationdevices through an IP network. The system is managed via theWAIS Controller software, thesystem’s graphical user inter-face (GUI).
A WAIS may range in size fromjust a few sites to an entirestatewide system or larger.Fixed sites and mobile plat-forms can be integrated, provid-ed they have an access pointinto the network. Any numberof control points, equipped withthe WAIS Controller, can beinstalled; each may control theentire system or any portion ofit. Operators stationed at thecontrol points can easily moni-tor communications and form ordisband multiple user talk-groups anywhere on the system. Each control point can have itsown password-protected per-mission set, customized toinclude the specific sites or
modules that they need to con-trol. As a safety feature, systemadministrators may be givenfull authorization, allowingthem to control the entire sys-tem or temporarily take over foranother operator from any con-trol station.
WAIS ArchitectureMost WAIS end users interfacethe system via the industrystandard radio interoperabilitygateway, the JPS ACU-1000.The ACU-1000 is the center-piece for local interoperabilty;its modular design is customiz-able to accommodate disparatecommunication devices. Anynumber of these fully function-al independent local systems, along with dispatch positionsand other communicationsassets, are linked over a net-work to create a WAIS. Thenumber of network audio linksfrom each local interoperabili-ty system (LIS) may be adjust-ed to suit system requirements.Single, independent users, dis-
patchers, operators or radiosystems not part of an LIS canconnect to the WAIS usingJPS’s NXU-2A.
WAIS Controller SoftwareA PC application called WAISController provides the GUI forthe WAIS. It monitors all sys-tem elements to keep operatorsapprised on the state of theentire system in real time. TheWAIS Controller software pro-vides an Overview screen, which manages connectionsamong any set of sites desired,or the operator can switch to theLocal View at times when it isnecessary to focus on activityfor a single site.
Making and breaking connec-tions are simple using the point-and-click interface. All sites inthe WAIS can have their owngraphical icon, making it easyto identify each site at a glance. The WAIS Controller has alibrary of preset icons, but cus-tom icons can be added.
