1. AIM OF THE GUIDE
1.1 The MOM Technical Notes is a document listing the requirements expected of
the Learning Service Providers (LSPs), the approved facilitators, course and facilities
suitable for the conduct of the WSH course. It also aims to help facilitate LSPs to
deliver effective training and conduct competency-based training and assessment.
1.2 The main part of this document contains key information on the
Work-At-Heights (WAH) training for WAH Trainers, including the course aim,
learning objectives, target audience, assumed skills and knowledge, course syllabus,
course duration, class size, and approved facilitator/learner ratio. It also sets forth
guidelines for training delivery and assessment for the course.
1.3 This MOM Technical Notes shall be reviewed on a regular basis and or
whenever it is deemed necessary due to changes in MOM policy and or
requirements, training syllabus and or industrial requirements.
2. MOM TECHNICAL NOTES
2.1 LSP Criteria:
• 1 full time Principal/Manager • 1 full time facilitator & 1 associate facilitator • 2 approved facilitators per language per course • bizSAFE Level 3 • Paid up Capital $5k
2.2 Facilitator Criteria:
• ACTA or DACE • Specialist Diploma in WSH: Supervisor and above courses • At least 3 years of WAH experience • Any other course specific requirement/s
2.3 LSP Facilities:
• Conduciveness of training facilities • Safe • Noise • Lighting • Sanitary • Projection • Tables/Chairs • Ventilation • No training in containers

2.3 Work-At-Heights Train-The-Trainer Course Theory Assessment
• Assessment duration: 1 hour • Assessment questions /sets issued by MOM • A closed book assessment • Invigilators shall alternate the assessment question sets • Approved facilitator for class is not allowed to be the invigilator/assessor
for the assessment (same class) • Assessment papers are to be issued in accordance to the course language
registered for only. No mix language assessment is permitted. • Approved facilitator to learner ratio is 1: 12 for theory • A safety certificate/pass/card shall be issued to each learner who passes
the assessment, by the LSP. • The issuance of the safety pass/card/certificate must adhere to the
standard MOM Safety Certificate/Pass/Card template. • All training records must be kept by LSP for period of no less than 2 years
for audit purpose.
2.4 Work-At-Heights Train-The-Trainer Course Practical Assessment
• Assessment duration: 390 minutes (6 ½ hours) • The structure shall be inspected every 7 days by MOM approved scaffold
supervisor (only when the structure is in use). • A register shall be created to account for all inspections carried out on all
equipment including PPEs to be used by the Learners. • At no time should a learner be left alone going through the circuit without
the supervision of a facilitator/assessor. • Practical training does not include Practical Assessment. A separate
Practical Assessment shall be conducted, apart from the practical training. • Practical training/assessment is 1:6 during training and 1:1 during
assessment • Assessors must be familiar with the assessment criteria before conducting
any assessment • Learner is to pass 100% in all the stations. • Assessors are to ensure they have documented questions for each station
and to each learner. • Approved Facilitator and Assessor cannot be the same person for the
same course, not even as an assistant approved facilitator or assessor. • All training records must be kept by LSP for period of no less than 2 years
for audit purpose.
2.5 Checklist for LSPs:
• URA approved use of venue: Commercial School (theory only) or Industrial Training (theory and practical)
• Approved facilitators to be approved by authority by course, language and venue
• Updated register of all approved facilitators by course, language and venue

• Approved facilitator certification: Specialist Diploma in WSH for supervisor & above courses
• Course information including cancellation and refund policy must be available to public
• Accountability for all test question sets produced / destroyed • Guidelines for invigilator and assessors • Code of conduct for Invigilators and Assessors • Register to show production, issuance and destruction of safety
certificates/pass/card • All safety certificates/safety pass/card to be issued by LSPs to learners no
later than one month from assessment date • To complete end of course evaluation by every learner for each course • LSPs to have a copy of the MOM Technical Notes Part I and Part II, and
relevant SOP/s for compliance, in addition to any other MOM stipulated requirements.
3. Work-At Heights Train-The-Trainer Course
3.1 The aim of the course is to provide course learners with the advanced WAH
knowledge required to competently deliver approved WAH training courses to
Worker, Supervisor, Assessor and Manager Levels in Singapore. At the end of the
course, the learners shall be able to:
1. Apply updated legislative requirements to Working at Height 2. Apply conditions of lost revenue and liability to WAH 3. Apply conditions of individual worker safety and responsibility for WAH 4. Identify & apply alternatives to WAH 5. Apply safe selection and use of various temporary access systems 6. Identify hazardous & unsafe conditions whilst WAH across key industry sectors 7. Define systems used for WAH and identify their benefits, limitations & common unsafe practices 8. Apply the fundamentals of fall arrest systems 9. Apply requirements of local and international standards to WAH and Fall Protection Equipment 10. Apply conditions of safely selecting anchorages 11. Demonstrate logged inspection of a non-certified anchorage connector 12. Apply conditions of safely selecting vertical lifelines 13. Demonstrate logged inspection of a vertical lifeline 14. 3.2 Recommended for the trainee to achieve the following:
• Specialist Diploma in Workplace Safety and Health;
• Advanced Certificate in Training and Assessment (ACTA);
• 3 or more years of working experience as Project Manager / Operations Manager or equivalent;
• 3 or more years of relevant Work-at-Height experience.
• Physically fit and able to complete all practical activities, including some strenuous climbing and work-positioning tasks.

4. OVERVIEW OF THE COURSE REQUIREMENTS
4.1. For detailed course content and weightage of assessment, refer to Annex A -
Course Syllabus.
4.2. Recommended course duration: 22.5 hours and 9.5 hours of assessment.
4.3. Maximum class size: 12 learners for course.
4.4. Recommended approved facilitator/learner ratio is
• Theory Lesson: 1:12
• Practical Lesson: 1:6
• Theory Assessment: 1:12
• Practical Assessment: 1:1
4.5. Course attendance record: 96% attendance. (1hr total tardiness)
5. TRAINING DELIVERY ADVICE
5.1. Approved facilitator’s guide and learners’ workbook / hand-outs.
5.1.1 Approved facilitators are required to have an approved facilitator’s guide
pertaining to the course. The guide shall contain information on the course
including:
• Course aim
• Learning objectives
• Target audience
• Assumed skills and knowledge
• Course duration
• Class size and approved facilitator / learner ratio
• Lesson plan
• Course contents and instructional materials according to the course requirements
• Training methodologies
• Training resource requirements
• Course administration instruction
• Personal Protective Equipment (PPE) required during the training
5.1.2. Learners shall be given a learner’s guide and any other relevant
hand-outs based on the course objectives and activities.

5.1.3. It is the responsibility of the LSP to ensure that no part of the materials
used for the training infringes on patent, design, copyright and intellectual
property rights of any individual or organization.
5.1.4. The LSP shall retain an updated version of the training course syllabus,
lesson plan, approved facilitator’s guide and any other relevant course
information at all times for inspection and verification by MOM/CB/SAC.
5.2. Training methodology
5.2.1. While it is a pre-requisite for training to include theory and practical
components, approved facilitators are expected to draw upon their expertise in
development and delivery of the training programme and to apply appropriate
principles of training in the design and delivery of the course.
5.2.2. There are numerous training delivery approaches for the WAH for
supervisors training course. The training methods can be a combination of a
wide range of delivery methods. Some of the suggested training methods
include:
• Classroom instruction
• Whole class, small group and individualized learning activities
• Games or simulations
• Case studies
• Videos 1 and photographs, other e-resources and instructional media emphasizing the visual and tactile aspects of learning
• Hands-on skills practice
• Group discussions
• Problem-based learning and instruction
• Experiential activities and visits
• Demonstrations of use of WAH equipment, and allow for adequate practice before assessment
5.3. Training venue requirements
5.3.1. The LSP shall ensure that the classroom has adequate chairs and
writing tables that are reasonably and comfortably spaced for the class of 20,
so as to be conducive to the learning process and the purpose of conducting
the assessment.

a consequence of a fall.

5.3.2. The classroom must have adequate lighting and ventilation. Emergency
exit routes must be clearly marked out and briefed to the course learners at the
start of the course. Necessary equipment such as projectors, multimedia
players, whiteboards, and flipcharts must be available.
5.3.3. There shall be sufficient space as necessary for the appropriate set-up
demonstration of fall arrest equipment and assessment purposes.
5.3.4. There shall be adequate safety control measures taken to ensure the
safety of the learner during training.
5.4. Training resource allocation:
• Emergency evacuation route
• Standard operating procedures for WAH
• Photos / slides of the various types of WAH hazards
• WAH training videos
• Case studies relating to WAH accidents in the various industries
• WAH props to be utilised for demonstration and assessment
5.5. Training Resource Requirements:
5.5.1. Equipment and setup shall be designed to simulate various WAH
activities, such as working safely on roofs, formwork construction or other
relevant WAH working environment. You can refer to Annex C on the
recommended setup for the structure and equipment used in the practical
training area.
5.5.2. The setup for training / assessment and all fall prevention solutions
including the structural setup, horizontal and vertical life lines must comply with
existing mandatory requirements, Codes of practice and recommended guides
with respect to design, installation, maintenance and inspection.
5.5.3 All anchorage structures for fall arrest must be professionally certified to allow a 2:1 Safety Factor given the maximum arresting force (MAF) of the energy absorbing device types used. ie. If energy absorbers with an MAF of 6kN are used, then all anchorage structures must meet at least 12kN.

6. ASSESSMENT ADVICE
6.1. General guidelines for conducting assessment
6.1.1. LSPs are advised to prepare an assessment plan for the course.
6.1.2. The assessment plan comprises four main parts:
• Overview of the assessment tools and its duration • Instructions for the conduct of the assessment • SOP to maintain the confidentiality of the assessment questions • Instruments or tools of assessment (question paper, practical checklist) • Assessment summary record 6.1.3. The assessment plan is subject to review on an annual basis by the LSP
to ensure that learners are constantly kept current and competent of the
industrial requirements.
6.2. Assessment tools and instruments
6.2.1. The LSP must conduct an Inspection Checklist & Log (ICL), Practical
Performance (PP), System Evaluation Assignment (SEA), Take-Home
Assignment (THA) & Written Test (WT).
a. Inspection Checklist & Log (ICL)
This method is highly recommended for skills assessment where equipment
inspection procedures must be demonstrated, and evidence gathered. Based
on the WAH equipments inspected, learners shall be assessed on the
following:
Demonstrate logged inspection of a non-certified anchorage connector. Demonstrate logged inspection of a vertical lifeline. Demonstrate logged inspection of a horizontal lifeline. Demonstrate logged inspection of a full body harness. Demonstrate logged inspection of a shock absorbing lanyard. Demonstrate logged inspection of an SRL.
b. Practical Performance (PP)
This method is for skills assessment. It can be matched very closely to the
actual task to be performed by the individual on the job. Based on the WAH
setup for various WAH situations, learners shall be assessed on the following:
Demonstrate sizing and fitting of a full body harness & lanyard.

Demonstrate safe connections to full body harness. Demonstrate safe movement with 100% connection whilst using twin lanyard. Demonstrate a “first man out” technique using a positioning lifeline & rope grab system. Demonstrate safe design, installation & use of a temporary horizontal lifeline system for fall arrest. Demonstrate safe use of a permanent vertical lifeline system. Demonstrate safe design, installation & use of a temporary vertical lifeline system. Demonstrate safe design, installation & use of an SRL & Tagline System. Demonstrate response to a fall emergency. Demonstrate key rescue from height techniques. Demonstrate effective post-rescue casualty management.
c. System Evaluation Assignment (SEA)
This method of assessment will provide evidence of applied system evaluation
skills, required at “WAH Assessor” Level. Based on the WAH System Case
Studies shown, learners shall be assessed on the following:
Evaluate the effectiveness of Fall Protection Systems (Assessor Level)
d. Take-Home Assignment (THA)
This method of assessment allows learners to progressively develop and show
evidence of applied Fall Prevention Plan Implementation skills, required at
“WAH Manager” level. Based on the WAH Examples shown, learners shall be
assessed on the following:
Identify hazardous & unsafe conditions whilst WAH across key industry sectors. Identify & apply specific fall arrest equipment (FAE) materials, components & systems for WAH across key industry sectors. Identify & apply specific equipment & systems for rescue from height across key industry sectors. Implement a Fall Prevention Plan (Manager Level)
e. Written test (WT)
This method of assessment is quick and the most convenient to conduct. It can
be used for a large class and a wide range of subjects particularly
knowledge-based. It should consist of multiple choice questions (MCQ) and
short answer questions (SAQ), and Essay Questions (EQ) to assess the
competency of the participants, in terms of the knowledge and application for
WAH. The WT should cover all learning objectives, other than those assessed

through means already discussed, which should be proportional to the
importance of the subject and duration.
6.2.2. Evidence of the competency mentioned above during the practical
assessment must be observed by the assessor and documented in the
assessment record. At no time should a learner be left alone going through the
circuit without the approved facilitator or assessor.
6.2.3. The time allocated for each assessment is:
a. Inspection Checklist & Log (ICL): 60mins
b. Practical Performance (PP): 390mins (6 ½ hours)
c. System Evaluation Assignment (SEA): 60mins
d. Take-Home Assignment (THA): N/A
e. Written Test (WT): 60mins
Total – 570mins (9 ½ hours)
6.3. Conduct of assessment
6.3.1. Assessment must be strictly conducted in accordance with the
assessment plan. In particular, each learner must complete all the assessment
requirements in the time allocated.
6.3.2. The assessor shall assess the competency of the learner based on the
evidence gathered. The evidence for each of the assessment instrument is
given in the suggested response to the WT and the Performance Criteria
accompanying the PP. The Assessor may use their own level of experience
and expertise to assign a level of competency to the ICL, SEA and THA.
6.4. Recording and reporting of assessment outcome
6.4.1. All assessment outcomes must be accurately recorded in the
assessment summary record form.
6.4.2. Assessment outcome must be conveyed to the learner at the end of the
assessment. Learner must acknowledge the assessment outcome and both
the assessor and learner counter-sign on the assessment record form.
6.4.3. The LSP shall maintain a record of the assessment results for 2 years for
inspection by MOM/SAC/CB.

6.5. Minimum Assessment Requirements & Passing mark

7. APPROVED FACILITATOR AND ASSESSOR REQUIREMENTS
7.1 The LSP must ensure that all approved facilitators assigned have the necessary knowledge on various WAH situations to demonstrate and articulate the component of WAH to the learners. 7.2 In-house trainer(s) for WAH course for Assessor and WAH course for Manager are required to be trained by other MOM Train the Trainer (TTT) training provider/s. The in-house trainers shall not be allowed to train in the same ATP from which they had obtained their TTT certification until 12 months later i.e. from the date of the TTT certification. 7.2 The approved facilitator and assessor of this course shall possess the
following qualifications:
a. Specialist Diploma in Workplace Safety and Health b. Advanced Certificate in Training and Assessment (ACTA) c. 5 years of relevant industry experience d. 2 years of Managerial experience e. Have at least 1 year experience in conducting rescue for WAH or 1 year
experience in conducting rescue training for WAH
8. END OF COURSE EVALUATION AND FEEDBACK
8.1 The LSP shall conduct an end-of-course evaluation after each course, where
learners provide quantitative and qualitative feedback on the course content,
duration, training delivery, training materials, training venue, training resources,
quality of approved facilitators and assessors.
8.2 The LSP shall analyse the feedback provided to improve the delivery of the
course. Whenever the rating falls below 3, immediate actions shall be taken to
address the issues. These actions shall be properly recorded and kept for audit
inspection.

1. Overview This document outlines the conduct of assessment for the WSH (Work-at-Heights) Train-The-Trainer Course. 1.1 Requirements for Assessor 1.2 Assessments can only be carried out by approved assessors for this unit. The approved assessors must have the following qualifications:
a. Specialist Diploma in Workplace Safety and Health b. Advanced Certificate in Training and Assessment (ACTA) c. 5 years of relevant industry experience d. 2 years of Managerial experience e. Have at least 1 year experience in conducting rescue for WAH or 1 year experience in conducting rescue training for WAH
1.3 Conduct of assessment
1.3.1 Assessment must be conducted strictly in accordance with the assessment plan. In particular, each learner must complete all the assessment requirements in the time allocated.
1.3.2 A judgment on the competency of the learner must only be made based on the evidence gathered. The evidence for each of the assessment instrument is given in the suggested response.
1.4 Recording and reporting of assessment outcome
1.4.1 All assessment outcomes must be accurately recorded in the assessment summary record form.
1.4.2 Assessment outcome will be communicated to the learner at the end of the
assessment, if applicable.
1.4.3 The record of the assessment result for each learner must be kept for 2 years for inspection by MOM/SAC/CB.

Practical training areas & equipment
Training Resource Requirements
This course is best delivered in a comfortable classroom environment that has
adequate open floor space, or is adjacent access to such a space, where practical
activities may be conducted. This space should be under cover to avoid disruption
from adverse weather conditions.
The classroom should contain a projector and screen area for delivery of the course
PowerPoint slides. A spare projector should be kept onsite in case of breakdown. A
whiteboard, pens and eraser should also be available.
Learners should have comfortable chairs and desks, arranged to facilitate small
group work of 3-4 pax.
Toilet facilities and refreshment facilities are a requirement. All classroom and access
areas should be adequately lit and emergency exits clearly signed. A smoking area
should be provided and clearly noted during course introduction.
Learners should be provided with writing tools such as ballpoint pens to take notes
during the course, and to complete the Written Exam Assessment.
The area for Practical Activities should contain a structure with, at least, the following
features:
• At least 2x Ladders or climbing structures of 4.5m+ w/ permanent vertical lifelines & O’head SRLs, preferably Auto-Descent Type.
• At least 2 Catwalks at 4.5m+ (w/ safe means of anchorage along entire length and at least 1 w/ horizontal lifeline).

areas of the training environment.
A fire alarm system and extinguishers should be installed/accessible to all areas of
the training environment. Trainers should be trained in their use.
A muster point, in case of emergency, should be specified and communicated to all
trainers and learners.

Training Equipment & Inspection/Maintenance
Learners should wear their own (comfortable) long trousers/jeans and shirt. They
should also wear tight-fitting safety shoes/boots.
Each learner (Up to 12) should be equipped with:
• Brimmed Helmet with Chin Strap. • Safety Glasses. • Safety Gloves. • Vest-Style 5-Point Adjustable Full Body Harness w/ Rear, Front & Side
