We are celebrating the 25th An-niversary of Wabun Tribal Council thisyear. The founding Chiefs includingLawrence Naveau, Mattagami First Na-tion; Clifford Diamond, Wahgoshig FN,Baptist Memegoes, Chapleau Ojibwe;Joseph Saunders, Brunswick House FNand Barney Batise, Matachewan FNmoved ahead with their vision of creatingWabun Tribal Council and started opera-tions in April 1990. Beaverhouse FN andFlying Post FN joined the Council later.We all owe much gratitude to the found-ing Chiefs and Councils for creating away and means of dealing with govern-ments, bureaucracies and finances at apoint where First Nations had little voiceand less representation in terms of lobby-ing and proactive strategic planning.Thanks also must be given to MargaretNaveau who served as the Executive Dir-ector in the early days ofWabun.This has been a very personal and re-

warding experience for me in terms ofheading up the tribal council as ExecutiveDirector for more than two decades. Thishas always been more than a job for me. Iknow the founding Chiefs of Wabunhave (or had) great satisfaction in watch-ing the Tribal Council develop with allkinds of improvements in our First Na-tions. The three that have passed on tookgreat pride in what they helped to createas do the two founding members stillwith us today – Barney Batise andLawrence Naveau. I recall when I firststarted in my position that our WabunFirst Nations were struggling and for themost part had little or no communicationsor telephone service in place, clean waterwas a real concern, none of our First Na-tions had proper administration facilitiesor resources, there were few communityhealth services, decent housing was lack-ing and unemployment and addiction is-sues were demoralizing.Thanks to the vision of and dedication

of our Wabun Chiefs throughout the 25years we have managed to work with ourFirst Nation members to produce some ofthe best run, most modern, safe and pros-

perous First Nations in the country. To besure, this could not have been accom-plished without the hard work and dedic-ation of staff, leadership, and communitymembers at the First Nation level. Myfamily and friends are part of the fabricthat makes up the Wabun Tribal Council.Today I feel greatly rewarded when I vis-it our First Nations and I see first-handhow life has improved for our members. Isee our Elders respected and cared for. Isee mothers and fathers for the most partleading better lives with jobs and oppor-tunities many of their parents did nothave. I see the youth getting support,education and employment opportunities.In our Wabun First Nations we now havemodern state of the art communications.We have a wide range of health services.We have water treatment plants and cleanwater to drink. We have community re-creation facilities and services. Our FirstNation administration office complexesare modern and fully equipped.

In thinking about all of this I can't helpbut get a little emotional because I havebeen there with our Chiefs, councils, staffpeople and members all along the way. Ihave seen Elders and leaders pass, lovedones go and babies being born. I remem-ber how difficult things were a couple ofdecades ago. I watched our WabunChiefs fight the good fight to make surethat our people would have a better lifewith hope for the future. We all need togive ourselves a pat on the back for a jobwell done. None of us gave up eventhough we all have experienced our upsand downs and we have agreed to dis-agree on occasions as does happen inmost families. In the long run throughdedication with the support and wisdomof our Elders and the strength in the spiritof our ancestors we have managed to im-prove the lives ofour Wabun members.I believe the key to our successes has

been our ability to keep going and to de-velop a little more every day throughhard work and creativity. The proof is inthe pudding as they say. Wabun TribalCouncil has been looked at over the past

decade as having one of the best negoti-ating systems in terms of dealing with re-source development. When courts pavedthe way for Aboriginal consultation inresource development projects on Nativeland about a decade ago our Chiefs in-structed Wabun administration to moveahead with negotiation and consultationstrategies so that our First Nations couldbenefit from development in mining,forestry and hydro projects and initiativeson our lands. I must say we hit the groundrunning and in a few years we emergedwith many agreements that have helpedchange the lives of our members for thegood. I point with pride to our develop-ment with HydroMega in agreements thatprovide us with ownership in powerplants that will reap us financial rewardsfar into the future. Our members areworking in mines and other resource de-velopment areas where we have signedagreements that have led to employment,training and business opportunities.For years now Wabun Tribal Council

has been recognized as a leader when itcomes to negotiating and benefiting fromresource development through all kindsof agreements and partnerships. At thispoint we are recognized on an interna-tional, Pan-American, national, provincialand local level for our successes in thisarea. Our Chiefs throughout the yearshave been strong, supportive and re-sourceful in putting Wabun Tribal Coun-cil on the trail to prosperity yet withrespect for the land and our traditions andculture. I was invited to present to the In-ternational Monetary Fund (IMF) andWorld Bank on third world developmentin Washington recently and before that Ispoke on our successes to business andindigenous peoples in Ecuador on invita-tion of the Government Of Canada. Lastyear I participated in presentations to theUnited Nations and I have made presen-ted to Native and Non Native groups andorganizations all across Canada. I amhumbled by the trust, support and direc-tion I receive from our Chiefs to continuewith our work and to share when we canour recipe for success with others. WhenI rise to stand and speak before a roomfilled with hundreds of people I remem-ber where I have come from. I think ofhow things were only a couple ofdecadesago in our First Nations. I think of myson and all my nieces and nephews andwhat a wonderful future they can lookforward to. I think about the long, wind-ing, difficult, challenging and supremelyrewarding trail I have been on and then Isimply tell our Wabun story.

Wabun Tribal Council celebrates aquarter of a century anniversary thisyear. As a Wabun member I can tellyou that I have witnessed many posit-ive changes in our First Nations overthe years. Of course as Health Direct-or my experience over the years hasbeen involved in lobbying for and at-taining first rate health services forall of our members.I know how difficult things were

in the 70s, 80s and 90s on our WabunFirst Nations. There was so littleavailable in terms of health servicesand everything was administered bythe government and layers of bureau-cracy.

When I have talked with ourWabun Chiefs over the years and ourElders stories of hardship andstruggle have always come up. Ourpeople had nothing. We had little orno infrastructure in our First Nations,few opportunities of employment,critical housing shortages, little interms of educational support andmost importantly next to nothing interms of health care. There were nohealth nurses in the community, nohealth centres, no patient transporta-tion services, no health promotion,prevention, immunization, commu-nicable disease control, health teach-ing, home visits, community visits,prenatal and post natal teaching, wellbaby clinics, school health, adulthealth, chronic disease and long term

care. There was no diabetes care inplace even though First Nationpeople were identified as being pre-disposed to this debilitating disease.We had no long term care in place orcrisis team coordination.Perhaps most importantly we as

First Nation people did not have con-trol of our own health care. We didnot have the capacity way back thento advocate for our members at a highlevel. It was difficult or impossible tobe proactive or to lobby for criticalhealth funding and services. That allchanged when Wabun Tribal Councilwas formed and later on when WabunHealth managed to make history inOntario by becoming the first HealthTransfer from Health Canada so thatfor the first time ever we actually hadcontrol of developing, implementingand administrating health care for ourWabun members.Today, when I visit my family and

friends in our Wabun First Nations Isee thriving, prosperous communitiesand it gives me much satisfaction toknow that our Elders, mom's anddad's and youth are getting the healthcare services they need. We have afirst rate Community Health NursingProgram in which registered nurseswork on site in our First Nations. OurPatient Transportation Programworks with our Community HealthRepresentatives to arrange for fin-ances, travel and the details in gettingour member clients or patients identi-fied care with physicians or Tradi-tional Healers.Our Diabetes Strategy guarantees

that a Community Health Nurse fo-cuses on providing a strategy of pre-ventative medicine and encouragingpeople to manage their own health.Most importantly our Health Team isinvolved in coordination with areaFirst Response teams in both FirstNation communities and local muni-

cipalities to ensure the safety of theWabun communities through theircomprehensive emergency responseplans. We no longer just rely on out-side help deciding when, where andhow to deal with emergency situ-ations as we are the ones making thecritical decisions for our members.Our Community Crisis teams workhand in hand with our First ResponseTeams to provide debriefing. OurLong Term Care (LTC) program al-lows for nursing assessment of LTCclients, case management and ad-vocacy for clients, foot care clinicsand other nursing services for clientsin Wabun communities. Our eldersand members who need care are nolonger falling through the cracks inour health system.

To face and deal with critical is-sues of mental health and addictionswe have a history now of providingteaching workshops with the supportand involvement of international ex-perts, our traditional healers/teachersand Elders. Today Native and non-Native governments and organiza-tions in health look to Wabun TribalCouncil's Health Department as ashining example of the kind of posit-ive development that can happen withour own people in control. I amhumbled and grateful to our Chiefspast and present, to all our healthstaff people over the years and mostimportantly to all our Wabun mem-bers for giving me the honour to headup Wabun's Health Department.

Janelle Golinowski is the featuredYouth Of The Issue for this edition ofWabun Sun. Over the past year, she hasdone much to promote and present a pos-itive image of her home communitythrough her participation in the MissNorth Ontario Regional Canada Pageant2014. She is also a role model for youthin her home community of MattagamiFirst Nation.“I was very excited and happy to rep-

resent Mattagami First Nation at such amajor event. It gave me an opportunity topromote and celebate our Aboriginal cul-ture and to serve as a positive role modelfor other young First Nation women,”said Golinowski.In late 2013 she was scouted by or-

ganizers of the Miss North Ontario Re-gional Canada Pageant 2014 event to takepart as a contestant in May 2014. TheMiss North Ontario Regional Canada Pa-geant is an annual event featuring youngwomen between the ages of 13 to 24. Theevent was created to help foster personaldevelopment in contestants as well as topromote and support charitable organiza-tions and tourism in Northern Ontario.Golinowski was given the choice of

what community she could representwhich normally meant representing a ma-jor city or town as a means to stand out.She opted to represent her home First Na-tion of Mattagami FN. This was the firsttime ever anyone had done so in hernorthern wilderness community.Happily she placed in the top 16 out of

a total of 46 contestants that took part inthe event and she was also awarded theMiss Entrepreneur Award for her effortsin gathering the most sponsors. She wasalso given the opportunity to participateas a contestant in the Miss Teen Ontario

event in October 2014 and other regionaland national pageants. In additon she alsohas the opportunity to participate again infuture Miss North Ontario RegionalCanada Pageant events.As a pageant representative for her

community, Golinowski has been proudto represent her First Nation in a varietyof events related to her involvement inthe pageant. She has spoken at gather-ings, taken part in photo opportunities atmajor events and gatherings and she hasmade presentations to local youth.Golinowski is also a traditional dancer.She performed at the Mattagami PowWow 2014 event and has been invited tothe 2015 event as Youth Lead FemaleDancer.In addition to organizing her time with

pageant events, Golinowski completedher secondary education in 2014 andgraduated from Timmins High and Voca-tional School. She is planning on takingpost secondary education in nursing inthe next few years and follow in her sisterTianna’s steps in becoming a nurse. Inthe meantime Janelle Golinowski wantsto concentrate her time on promoting hercommunity by becoming more active inpageant events. She credits much of hersuccess to the support of her family,friends and community. She commentedthat she lives by the motto of ‘Never afailure, always a lesson’.Golinowski also roots herself in learn-

ing as much as she can about her culture.She takes part in other traditional activit-ies such as hunting, trapping and fishing.Her boyfriend Devon Naveau is thegrandson of Elder Leonard Naveau, aprominent leader and traditional Elder inMattagami FN.She pointed out that she is grateful for

Elder Morris Naveau is the featuredElder for this issue of the Wabun Sun.He has been a strong supporter of

Wabun Tribal Council over the years.He congratulated the leaders of WabunTribal Council for having producedmany programs and initiatives over thepast 25 years that has improved life forWabun First Nation members. ElderNaveau believes that the role of the tri-bal council has been to strengthen thevoice of Aboriginal people in theWabun territory by bringing the mem-ber First Nations together as a groupfor the common good of each of theircommunities.“Before Wabun, all our affairs were

governed and controlled by Indian Af-fairs and the Canadian government.When we banded together as a councilof First Nations in a common territory,things changed for the better. We be-came more self sufficient and more act-ive in the lives of our communitiessocially, economically and administrat-ively. We banded together as a group ofFirst Nation with a stronger voice and ithas been great to see the positivechanges we have been able to createover the past 25 years,” said ElderNaveau.Born in Sudbury, he was raised on

Lake Mattagami on the old reservelands of Mattagami First Nation untilhe was ten years of age. He was raisedby his parents Walter and Mary JaneNaveau in a traditional lifestyle ofhunting, trapping and fishing on theland. His father lived mainly as a tradi-tional hunter and gatherer and hismother, Mary Jane Naveau was the firstCommunity Health Representative forthe First Nation.In the early 1990s, Elder Naveau

went back to school and attended postsecondary education in Timmins andSudbury to train as an Alcohol andDrug Abuse Worker. He graduatedfrom a three year program at CambrianCollege in Sudbury in 1994 and soonafter he went on to work for his com-munity as a National Native Alcohol

and Drug Abuse Prevention(NNADAP) Worker for several years.He also served as Chief of his com-

munity for one term.He is a strong supporter of access to

education for young people. As a resid-ential school survivor, Elder Naveauexplained that his experiences with theeducation system as a young boy had avery negative affect on his life.“I attended residential school for

one year in 1961 and it was a traumaticexperience for me. It changed my lifenegatively. When I see our youngpeople now, I want to encourage themto get as much education as possiblebecause my generation had such a hardtime with it in the past. Education canhelp our young people now to leadhealthier fuller lives. In fact I am veryproud to see our very own elementaryschool right here in our First Nation.This is where we give our children agood start,” said Elder Naveau.In recent years, Mattagami First Na-

tion administration, health services andlocal members have worked hard atbringing back cultural and traditionalactivities in part to deal with social is-sues and support young people. ElderNaveau said that he is happy to see therenewed interest and resurgence of Ab-original culture and traditions in hiscommunity.He is hopeful for the future of the

Wabun territory. Having witnessed somany changes during his life time, Eld-er Naveau explained that both Youthand Elders have an important role toplay in Wabun’s future.

“We have to maintain a connectionto our past and our cultural roots whilealso doing our best to live in a contem-porary world. Our Elders keep usrooted in our traditions and we need tosupport our young people to ensure abright future for all our communities,”said Elder Naveau.

Wabun continues to develop inmany areas by supporting its memberFirst Nations in key areas of economicdevelopment, self sustainability, selfgovernance, health, training and em-ployment. Elder Naveau said that themore the First Nations of Wabun worktogether, the brighter their future be-comes.“The more we support one another,

the stronger our communities become.Eventually, our young people now willtake over from us and they will have abetter place to start from. They will bethe ones to take us to greater develop-ment and self sustainability,” said ElderNaveau.

at the passing of Amy McKay and herbaby Emma Chantal Rocheleau whoboth tragically passed away at theTimmins and District Hospital, April1 3, 2015. Amy was employed as ourNon Wabun Health Clerk. She was avery dedicated, kind person and shewill be missed by everyone she workedwith and who knew her. She leaves herhusband Remi Rocheleau and childrenRyan and Ally. She is also survived byher mother Paulette McKay (LeeMcKeown), father Paul Roy, siblingsJulie McKay (Gord), Chris McKay(Alyssa), James McKay, Shawn McK-eown (Cathy) and Cory McKeown(Teila). She was a much loved memberofMattagami First Nation.

Wabun Tribal Council marked its25th Anniversary in April 2015. Fromits creation by the Chiefs of Wabun, theTribal Council has provided administrat-ive and Health Care administrationthrough a variety of services which areguided by Wabun executive and staff.The Council has also employed manyindividual Wabun members who arecommunity based.

In recent years Wabun Tribal Coun-cil, again with the guidance of theWabun Chiefs, has emerged as one ofthe most successful tribal councils inCanada in terms of developing resourcedevelopment agreements with theprivate sector and governments. Spurredon by court decisions and advancementsin political and public will, Wabun's ex-ecutive and administrative staff has de-veloped an expertise and dedication toworking with resource based corpora-tions and governments. Their hard workhas gone on to produce scores of Impactand Benefits Agreements (IBAs),Memorandums Of Understanding(MOUs) and Exploration Agreements(EAs) with positive results. This has cre-ated a new era of prosperity and oppor-tunity for Wabun First Nation membersthrough training, employment and busi-ness entrepreneurship opportunities.When Wabun Chiefs originally de-

cided to move on their vision of creatinga strong centralized voice through thedevelopment of a Tribal Council, theydid so in following a concept that grewout of the 1970s, 80s and 90s. Thesedecades marked the creation of Abori-ginal organizations such as the As-sembly of First Nations (AFN),Nishnawbe-Aski Nation (NAN) andmany others across Canada.The founding Chiefs of Wabun Tri-

bal Council included: LawrenceNaveau, Mattagami FN; Clifford Dia-mond, Wahgoshig FN; BaptisteMemegoes, Chapleau Ojibwe FN;

Joseph Saunders, Brunswick House FNand Barney Batise, Matachewan FN.Beaverhouse FN and Flying Post FNjoined the Tribal Council later. Thefounding members realized that a co-ordinated front with strength in numberswould be more effective in dealing withgovernments at the Federal and Provin-cial levels, various organizations and theprivate sector.Prior to the creation of council,

Wabun First Nations were limited intheir own capacity to deal with govern-ment agencies in terms of staff and ex-pertise. In most cases the strugglingFirst Nations were at the mercy of gov-ernment bureaucrats and had difficultyin identifying and sourcing funding op-portunities for development on manylevels.

Wabun Tribal Council was formedor incorporated in October 1989 andstarted operations in Timmins in April1990. The Council was formed underthe Indian and Northern Affairs Canada(INAC) devolution policy to coordinateand deliver services devolved from IN-AC to First Nation communities at thelocal level. The main objectives ofWabun include: promotion of self-reli-ance, provision for its members’ health,education, social and economic develop-ment needs and the enhancement of theunique cultures, traditions and languageof its members.

The Wabun Tribal Council is incor-porated under the province of Ontario’sBusiness Corporations Act, as a non-share capital corporation (non-profit)and administers funds and performs ser-vices as contracted with various fundingbodies, including Indian and NorthernAffairs Canada, Employment and Im-migration Canada, National Health andWelfare Canada, the Provincial MinistryofHealth and others.The Wabun Tribal Council Health

Services department is a shining ex-

ample of how a Native organization hassuccessfully taken over the administra-tion of what was once a federal govern-ment responsibility. Even better,Wabun’s Health Services departmentmade history in December 1993, as thefirst such organization in Ontario, totake control of health programmingfrom the Medical Services Branch ofHealth Canada.The council's Health Services depart-

ment took a further step in 1996, when itassumed responsibility for long termcare programming in Wabun First Na-tion communities from the OntarioMinistry ofHealth.

Also in 1996, the Council set up andfinanced a development organizationwithout outside grants. The creation ofa Development Corporation was put inplace by the Wabun Board of Directors.This was done with the idea of develop-ing a more independent and forwardthinking concept dedicated to realizingprofits from intelligent investments thatwould then be shared by Wabun FirstNations.In 1998, Wabun purchased a com-

mercial office building in Timmins,Ontario to house its staff in a more per-manent location. The purchase wasachieved through sound financial man-agement with no grant assistance. Thismove has provided a means of raisingincome as space in the building is rentedout and at the same time Wabun TribalCouncil and Wabun Health Serviceshave a central location in a modernbuilding complex. Instead of paying rentfor space the development corporationbenefits by rent paid by business tenants.The purchase and renovation of the

building complex was the first big in-vestment made by the DevelopmentCorporation. The benefits were farreaching and as a matter of fact therenovations were actually contracted outto local Wabun First Nation members.

ployment and training programs, WabunTribal Council developed a new regionalservice called Wabun Training and Em-ployment Services in 2005. This createda more cost effective and efficientmeans to administer and control trainingand employment services for WabunFirst Nations.In early 2009, Wabun Tribal Council

assisted its First Nations in developingThe New Relationship Fund, an initiat-ive that would create more capacity andsupport staff in each community to rep-resent their respective First Nations inlands and resources issues. Wabun Tri-bal Council together with its memberFirst Nations acquired this funding fromthe Ontario government to deal with theincreasing demand of personnel and ex-pertise in current and future natural re-source development projects andnegotiations.

Flying Post First Nation, formerly anindependent First Nation in the NANterritory, joined the Wabun Tribal Coun-cil in 2007. At the time of the new uni-on, Chief Murray Ray expressed hopethat his First Nation would gain new be-nefits and opportunities by becomingpart ofWabun Tribal Council.“We are excited to become part of

Wabun. I have been Chief of our com-munity for many years and I havewatched how this tribal council has de-veloped and worked for their First Na-tions. The leaders of this council aregood and knowledgeable people. Ourcommunity can only see great things forthe future in joining Wabun TribalCouncil,” said ChiefRay.Wabun First Nations and its members

have been enjoying the successesachieved under the direction of success-

ive Wabun Chiefs. Since the creation ofWabun Tribal Council, the organiza-tion's executive has worked tirelessly inthe development of the Technical Ser-vices and Economic Development de-partment to improve the quality of lifefor its First Nation members. The result-ing infrastructure and business develop-ments have produced modern FirstNations with services and facilities thatmany Native communities in Canada donot have.Over the years, the Council has as-

sisted in and supported the creation ofeconomic development opportunities,businesses, partnerships and trainingwhich have produced growth andprosperity in each of its member FirstNations. In some cases this has actually

meant an increase in on reserve mem-bership.Under the direction ofWabun Chiefs,

the Tribal Council's Executive Director,Shawn Batise and his staff have assistedin negotiations and the implementationof IBAs, EAs and partnership opportun-ities that have come about with resourcedevelopment.Although Batise can point to many

successes in terms of mining, forestryand hydro development, he explainedthat Wabun as a tribal council institutiondoes not benefit directly from any ofthese agreements. In fact Wabun TribalCouncil acts only to facilitate theseagreements through networking, lobby-ing and representation to governmentsand the private sector resource de-velopers.After working to develop an expert-

ise in resource development negotiationsover many years Wabun Tribal Councilhas become a leader in this area. Batiseand his staff have been invited to sharetheir experiences and successes at inter-national, Pan-American, national, pro-vincial and local levels.Most recently, Batise was invited to

Washington D.C., United States by theWorld Bank to make a presentation inregards to the Tribal Council's experi-ences concerning Aboriginal negoti-ations with resource development

companies and government.In March of 2015, Batise was also

invited to Ecuador in South America, bythe Canadian Embassy to make present-ations regarding Aboriginal resourcedevelopment negotiations. He was askedto speak to government officials, indi-genous groups, industry representativesand other associated groups as well. Hespent two days meeting with represent-atives, where he conducted panelpresentations at the Simon Bolivar Uni-versity, as well as meetings with localacademics and various other groups.“The presentations were all about

meeting with individual groups andtelling them about what we did here inCanada in our territory. I provided themwith a different viewpoint and how theycould adapt these views to their countryand situations,” said Batise.In 2014, Batise was also invited to

speak at United Nations permanent for-um on indigenous issues. Earlier in thesame year, he was asked to participate atan indigenous knowledge event on re-source development at McGill Uni-versity in Montreal.He has presented at the Prospectors

and Development Association ofCanada (PDAC) mining conference inToronto on three occasions. Wabun hasbecome a known participant in the an-nual PDAC convention where First Na-tions and mining developmentcompanies have called upon the TribalCouncil administration for presentationson their successes.Batise has also spoken at the Cana-

dian Aboriginal Mineral Associationannual conference, the Ontario MiningAssociation annual conference, theBeyond Section 35: Building Relation-ship Symposium in Calgary in 2013 (anevent for government, Aboriginal lead-ers and industry representatives con-cerning ongoing resource developmentin Canada), as well as numerous othermajor and minor conferences.He pointed out that when he is in-

vited to participate or present to FirstNation government, organizations, orindustry at large those who make the in-vitation also cover his costs to attend anevent.

The derailment site affected the tradi-tional lands of the Mattagami FN as thespill occurred at a railway trestle bridgeover the Makami River which leads toMinisinakwa Lake and the MattagamiRiver system. Thirty-five cars from thetrain of 94 tanker cars carrying crude oilfrom Alberta left the track. Five of thetanker cars ended up in the MakamiRiver. The derailment occurred near whatis known in railway terminology as Ruel88 and burst into flames during the acci-dent. In addition to spilling oil into theenvironment the derailment resulted infire fighting crews spending four daysfighting the blaze. The nearby communit-ies of Gogama and Mattagami First Na-tion were put on alert due to the blacksmoke and intense fire that occurred.During the long cleanup that was con-

ducted, CN reported that approximately1 .4 million litres of oily water was collec-ted and transported off site to an ap-proved treatment facility. In April, CNalso reported that approximately 11 ,500tonnes of soil was collected and transpor-ted off site to an approved disposal facil-ity in Cartier, Ontario.This was the second major derailment

to occur near Mattagami FN and Gogamaover a short period. The first happened onFebruary 14 and it involved a 100 tankercar long train carrying crude oil and dis-tillates. Twenty-nine cars left the trackand a subsequent fire raged for days afterthe accident. According to a press releaseissued by the Transportation SafetyBoard ofCanada, an estimate of over onemillion litres ofproduct was released.In northern Ontario, the February 14

and March 7 accidents near Gogama,Ontario were actually two of three derail-ments to occur in early 2015. On March5, a third derailment involving a mixedmanifest train occurred in Ruel Subdivi-sion near Minnipuka southeast ofHornepayne, Ontario. Although no fire orspill occurred in this derailment, it did in-volve what are termed as residue cars, ortanker cars that had recently carried flam-mable liquids.“Our initial reaction to the derailment

nearby on March 7 was shock at such atragic emergency. There was a huge fireand it was obvious a very bad spill hadhappened. There was much smoke and ofcourse that was an immediate threat tohealth. When the fire was finally put out

and we later learned about how muchdamage was caused by the spill, our con-cern turned more so to the land,” com-mented ChiefWalter Naveau, MattagamiFN.He explained that although Mattagami

FN has been working closely with CN indealing with the derailment his First Na-tion has deep concerns about the shortterm and long term environment and eco-logical consequences of the oil spill. Headded that his community as well as oth-er First Nations are also concerned aboutthe fact that tanker cars of oil and petro-leum products will continue to be trans-ported on the rail line and that there willbe more spills.To cope with all the information

provided by CN, environmental monitor-ing and the cleanup effort, Mattagami FNleadership brought on board consultantCaroline Burgess, Managing Director ofBurgess Environmental Planning, to or-ganize and develop a plan of action forthe community.

“There were a million tasks that had tobe dealt with from the start as well assharing with all the information and com-munications with everyone as the cleanupand monitoring progressed. It has beenamazing to see the resilience ofMattagami FN in reacting to this situ-ation,” said Burgess.In the weeks and months after the de-

railment, she has helped the First Nationin coordinating their participation includ-

ing the hiring of First Nation workers totake part in the clean up efforts. Her rolehas also been in coordinating communic-ations between First Nation leadership,the community, the company, outsideNative and non-Native organizations andgovernment agencies.The First Nation also hired Ryan

Wheeler, Owner / Consultant of Shear-water Environmental Emergency Solu-tions Inc. to assist the First Nation inindependently interpreting and under-standing the environmental and ecologic-al concerns of the oil spill.“My role is to interpret science lan-

guage and data in a way that everyonecan understand. I also take the concernsof the community, its Elders and its lead-ers into a more scientific presentation thatcan be understood by the regulatoryagencies involved,” said Wheeler.

He has almost 20 years of experiencein environmental science and engineeringand now uses his expertise in environ-mental emergency prevention, prepared-ness and response services. Wheeler hasbeen involved in a variety of projectsacross the country, in the United Statesand in Asia.In his current involvement with

Mattagami FN, he is working with regu-latory agencies, company representativesand the community in monitoring ongo-ing testing.“Every spill is unique and we don’t

know what the short term or long termeffects will be. In the past, traditional andcultural knowledge was never acknow-ledged but now everyone is more awareof the consequences of these spills andhow it affects the land. The First Nationwants everyone to understand the im-portance of their connection to the land.Their community’s cultural input into thescientific data brings another layer of in-formation to the picture,” said Wheeler.The clean up efforts are now centred

on rebuilding the environmental and eco-logical health of the affected area.Wheeler explained that the main effortsare directed towards restoring the af-fected area back to its original state asmuch as is possible. Remediation alsomeans monitoring of scientific, environ-mental and ecological data on a regularbasis to ensure the work is creating thedesired positive outcomes.Shawn Batise, Executive Director of

Wabun Tribal Council explained thatWabun leadership was quick to ask gov-ernment officials to deal with the spillsoon after it occurred. His office contac-ted the Ontario Minister of AboriginalAffairs and on March 12 Minister DavidZimmer toured the affected site and metwith Mattagami First Nation leadership.Batise and the Wabun Tribal Councilstaff has also kept in contact withMattagami First Nation Chief, counciland CN officials in terms of assisting theFirst Nation in dealing with clean up ef-forts and environmental monitoring.“Despite the major spill that CN Rail

caused, I give them credit for doing any-thing and everything they could to ad-dress our concerns. However, the moreimportant issue is that we are seeing moreand more of these disastrous spills on ourlands and something has to be done aboutit,” said Batise.He added that since there had been a

spill nearby three weeks before, it wasfortunate in a way that CN still had

equipment and man power nearby andavailable to react quickly to the March 7derailment.The events of the three train derail-

ments of oil tanker cars which have alloccurred in the greater Wabun territory,also shadows the concerns of the pro-posed TransCanada Energy East Project.This project proposes to send oil and pet-roleum products to Canada’s east coast

by pipeline that would pass throughWabun First Nation territory in north-eastern Ontario.“What do we do? We are in the situ-

ation where we have to figure out – is onebetter than the other. Is transporting oiland petroleum products by rail better thanpipeline? It seems as if we have to pickour poison when it comes to this issue.What we need from the companies thatare involved in this transportation is somekind of commitment and assistance indealing with future spills and believe methey will happen, ” explained Batise.He commented that the fact still re-

mains that oil and petroleum productswill continue to be transported throughthe territorial lands of the Wabun FirstNations. The greatest concerns that theWabun leaders have voiced is what hap-pens when an environmental event ordisaster occurs. Batise explained that nomatter what is decided, oil and dangerousproducts will continue to be transportedthrough their territory and it will be theWabun communities that will carry therisks of potential accidents while distantindustries, companies and non-Nativegovernment reap the full benefits of theseprojects and none of the danger associ-ated with these spills.“Our people live on this land. We fish,

hunt and gather on our lands as we havebeen for many generations. We can notsit idly by and watch as these tragic spillshappen in our backyard. There has to besome commitment regarding responsibil-ity and compensation when it comes tothe affect it has on our members lives,”explained Batise.

Christine Dobson has taken on therole of Community Health Nurse(CHN) for Mattagami First Nation.She started her new position onMay1 9, 201 5. Dobson will be re-sponsible for delivering many of thehealth care programs in the com-munity including immunization clin-ics, diabetes programs and nutritionalprograms for individuals of all agesincluding children, adults and the eld-erly. She will also work closely withWabun Health Care staff in develop-ing and maintaining health care pro-grams as well as advocating forclients to access services.Dobson, a member of the Moose

Cree First Nation on the James Bay

coast, brings to Wabun many years ofhealth care service experiencethrough previous positions in Abori-ginal organizations.“As a First Nation person, I feel

very comfortable in this position as Ihave worked in Aboriginal organiza-tions for most of my career in healthcare. I understand many of theobstacles and challenges there are forthe community but I have also wit-nessed what is possible when we allwork as a team to help our people,”said Dobson.In 1 990 she completed a three year

nursing program in Moosonee withNorthern College. Since then she hascontinually and regularly updated andupgraded her training and educationin health care services.For 1 8 years she worked for the

Weeneebayko Health Authority, anAboriginal health care organizationthat serves the isolated communitiesof James Bay. Dobson was the OutPatient Coordinator, a position whereshe helped to coordinate specialtyclinics where visiting medical profes-sionals could see clients directly in

the community rather than having totransport patients to hospitals insouthern Ontario.She also worked for Misiway Mi-

lopemahtesewin Community HealthCentre in Timmins for seven years asa Clinic Nurse where she workedwith clients and helped to manage theorganization’ s regular health clinic.Before joining Wabun Health,

Dobson took a year off from work tostay in her home community toprovide personal palliative care forher 94 year old father FrederickEchum. She said that it was an im-portant task for her and her family asit was their father’ s wish to stay athome. Her mother Barbara Echumhad passed on in 2001 .She has six children Dianna, Mor-

gan, Curtis, Tessa, Bradley andSarah. Her family keeps her busy asalmost all her children are involved insporting activities especially organ-ized hockey at multiple levels. Theirfamily also takes part in traditionalactivities and when they can, theyhead out for hunting trips on theirtraditional lands in the north.

The Wabun Health Services teamwelcomes back Cecille Wesley, asCommunity Health Nurse (CHN) forthe First Nations of Chapleau Ojibweand Brunswick House. She started hernew duties in May 2015. Wesley hadbeen with Wabun Health before andhad worked as CHN for Chapleau areaFirst Nations from 1998 to 2006.“I am happy to be getting back to

work with these Wabun communitiesagain. I am looking forward to gettingreacquainted with everyone in the twoFirst Nations and to help the com-munities with their health care needs,”said Wesley.Her main responsibilities in both

Wabun communities include essentialhealth services in areas such as healthpromotion, prevention, immunization,communicable disease control, healthteaching, home visits, community vis-its, prenatal and postnatal teaching,well baby clinics, school health, adulthealth, chronic disease and long termcare. Most of her weekly schedule willbe spent in meeting with and assistingclients in either Chapleau Ojibwe orBrunswick House First Nations andperiodically she will visit the Wabun

office in Timmins to meet with healthstaff there.Originally from Moose Cree First

Nation, Wesley is a current member ofthe Chapleau Cree First Nation. She isin tune with the needs of a northernNative community as she has gainedmuch experience from her personal lifeand professional career.“As a First Nation person, I enjoy

making the best use of my training andexperience to help our First Nationmembers. I feel comfortable in this roleas I get to interact with the communityat all age levels,” said Wesley.She brings many years of experience

in nursing to Wabun Health. She hasworked mainly for Aboriginal organiz-ations in nursing positions for the

Moose Cree First Nation, Weenay-bayko General Hospital in Moose Fact-ory and as a CHN for MushkegowukCouncil. In 2006, she worked as Com-munity Health Coordinator for theMoose Factory Health Centre and lateras a Diabetes Educator with MisiwayMilopemahtesewin in Timmins. In all,Wesley has acquired more than 25years of nursing experience to her ca-reer in health care.She completed her nursing program

with Northern College at its MoosoneeCampus on the James Bay coast as wellas acquiring additional training with theNorthern Clinical Nursing Programwhich was offered through McMasterUniversity. Over the years, Wesleycomplimented her training and educa-tion in health care through certificationas a Diabetes Educator through Cam-brian College in Sudbury, as well ascompleting various health care coursesand programs.She and her husband Gerald Wesley

have two sons Jeff and Glen. They en-joy spending time with their grand-daughter six year old Bella, as well astheir extended families in northernOntario.

Tianna McKay-Golinowski Joins WabunTianna McKay-Golinowski, Wabun

Training and Employment Coordinatoris the featured staff person for this edi-tion of Wabun Sun. She recently startedher new position on May 25 at theWabun office in Timmins. McKay-Golinowsky will be responsible forworking directly with Wabun First Na-tion clients in dealing with employmentand training programs and services. Shewill help individuals in ensuring thatthey are able to acquire, complete andmove through application procedures fortraining and employment programs theyare accessing.“This is a familiar position for me as

it is similar to the work I had to do withWabun Health Services as their HealthClerk. I am still working with people ona one on one basis, which I enjoy doingbut this time it is different in that I amhelping them achieve their training andemployment goals,” said McKay-Golinowski.Previous to taking on her new posi-

tion in training and employment she wasthe Health Clerk in a short term positionfrom April to May 2015.McKay-Golinowski is currently in

the process of completing a four yearnursing program. She had started theprogram with Laurentian University inSudbury for a year and a half but thenmoved to Timmins to complete theBachelor Science of Nursing program atNorthern College. She is midway

through completion of the program andMcKay-Golinowski hopes to use hereducation to develop a career in healthservices. In addition, she is also takingadded courses in Gerontology, whichfocuses on the study of aging. Currently,she is taking time away from her studiesand will commence her program againin January 2016.McKay-Golinowski enjoys travelling,

especially to other parts of the worldwhere she has been able to add to her ex-perience and education. In the summer of2012, she joined a travel group thatprovided humanitarian support for devel-oping nations. She travelled with over 20other young people from southernCanada to a small community in Nairobiin Africa for two weeks.“This was a big cultural shock for me

as we got to see people who do not havethe same opportunities as we do inCanada. Even though there was povertyeverywhere, we still were surrounded bypeople who were proud and hard work-ing. I have so many good memories butone of the best images I look back onwere of the children, who were gratefulfor everything they had and were conta-gious in hope with their positive en-ergy,” said McKay-Golinowski.She enjoys working towards her

goals in health care and over the pastfew years, she has taken on short termemployment opportunities in her com-munity. In 2014, she was a Health Sup-

port Worker who assisted the HealthCare Team for Mattagami First Nation.As part of her duties, she was given anopportunity to develop and plan thecommunity’s second annual DiabetesWorkshop.She enjoys keeping busy and in ac-

quiring new experiences through work,education and travel. She encouragesother young people to add to their ex-periences and to push their boundaries.“I want other youth to not be afraid of

what is out there, outside their com-munities. Travel whether near or far is agreat way of building confidence and ameans to gaining newer experiences andknowledge. We are part of a big worldand most of the time we only experiencea small part of it,” said McKay-Golinowski.She is a member of Mattagami First

Nation. Her parents are Patsy McKayand Dana Golinowski and she has ayounger brother Ethan McKay andyounger sister Janelle Golinowski.

“I am grateful to Wabun andMattagami for giving me so many greatmemories. There are far too manypeople to thank but the greatest mo-ments I take away are the connectionsand friendships I made with everyonein our offices and in our communitiesover the years. It also feels good that Iam not far away either as I will contin-ue to stay in contact with our com-munities and advocate for First Nationhealth care,” said Manilla.Her responsibilities in her new posi-

tion will be to ensure that health careprograms are being delivered and re-ported on in the Ontario Region. Thiswill put her in direct and regular con-tact with First Nation health care or-ganizations across the province.“It is very satisfying for me to ad-

vocate for First Nation health care andto help our communities ensure that

programs and services continue to bedeveloped and expanded to the needs ofthe community,” said Manilla.She believes in working towards more

equitable health services for everyone.Manilla added that this is especially truefor northern communities as these pro-grams inevitably create healthier andmore prosperous environments for indi-viduals to thrive in all areas.Originally from South Porcupine in

Timmins, Manilla has a health careservices career that spans over 23 years,mainly for Aboriginal organizations innorthern Ontario. Previous to WabunHealth, she took on several positions inadministrative and nursing for com-munities on the James Bay coast.She and her husband Robert enjoy

vices to apply her mostly social serviceand health care background to a new pos-ition with the tribal council.Naveau brings a wealth of personal

and professional experience through al-most 30 years of being involved in ad-ministrative and health care relatedpositions. She started as a Health CareAide in 1985 and then moved on to com-plete a Social Service Worker Programand graduate with honours in 1992. Atthe same time in 1992, she was involvedas a member of a steering committee forAboriginal Health that would eventuallyform the Misiway MilopemahtesewinCommunity Health Centre (CHC) inTimmins.She lived in Sarnia, Ontario for a time

where she took additional training andeducation as a Computer ProgrammerAnalyst and in Executive Office Admin-istration. Naveau moved back to Tim-mins and in 2001 worked for theTimmins and District Hospital as a Med-ical Transcriptionist. She also worked forthe Community Access Centre in Tim-mins to provide Administrative Support.At one time, Naveau also lived in

Sudbury, where she worked for the MetisNation of Ontario and at a local doctor’soffice that specialized in geriatric care.She grew up in a non-Native home in

Timmins and fully learned about her Ab-original roots in her 20s. Since then, shebecame active in learning as much as shecould about her Native background.Naveau was also able to reconnect withher father Lawrence Naveau ofMattagami First Nation, who worked

with her in several Aboriginal boards andorganizations.“I am proud of my connection to my

First Nation and I feel good being in aposition now where I am able to giveback to my community,” said Naveau.She has learned much about Native

ceremonies, traditional practices, FirstNation medicines and Aboriginal teach-ings to compliment her western educa-tion. She received her Spirit Name ‘FirstThunder Woman’ and has been identifiedas part of the WolfClan.Her family suffered a tragic loss, when

her 25 year old son Joseph Naveaupassed on in January 2014. She took timeaway from work to grieve with her familyand she credits much of her recovery toher connection to her cultural, spiritualand traditional roots. She was also grate-ful for the support of her family andfriends through this difficult time. Shealso takes great comfort and joy in herdaughter Josee Forget and granddaughterone year old Avery.At 49 years ofage, she continues to be

active in her community and in the city ofTimmins. Naveau regularly takes part intraditional teachings, ceremonies andprograms as a participant and volunteer.She is also a member of Take TwoTheatre, a local acting group in Timmins.

Matachewan First Nationand Liza Dube of QuebecCity. He was predeceased bysiblings: Stanley Batisse,Linda Batisse and James Ba-tisse. He is fondly re-membered by godchildren,Chantal Dube and RealBoucher and dear friends Li-onel and Jackie Boucher.His memory will be helddear by the many nieces,nephews, great nieces andnephews and great greatnieces and nephews.
