There are a number of international legal commitments or agreements that countries are signingup to, for example:
International Sustainable Development Goals and Habitat III
The United Nations (UN) conference on Housing and Sustainable Development (Habitat III) willtake place in Quito, Ecuador in October 2016. Its aim is to set a new global development agendafor sustainable urban development over the next 20 years. This will include adopting the newSustainable Development Goals and the New Urban Agenda. Both of these outcomes will helpguide the urban development efforts of nations, cities, regions and international developmentfunders, UN programmes and civil society.
International Framework on Climate Change
The UN Framework on Climate Change is also negotiating a new international agreementon tackling greenhouse gas emissions from 2020. The next climate conference
(Conference of the Parties (COP 21)), will take place in December 2015 inParis, France. The aim is for a more updated and legally bindingversion of the 1997 Kyoto Protocol the international treatythat commits signed-up countries to reduce greenhouse gasemissions. This new international agreement will aim forlow-carbon societies that can adapt to climate change,keeping global warming within a 2 degree Celsius limitand further reducing greenhouse gas emissions.

What is planning?
Who are planners and whatdo they do?
Urban and rural planners are skilledprofessionals in the built and naturalenvironment. They promote sustainabledevelopment.
Planners have a broad overview andunderstand how places work and what theyneed in order to function better. They are at theheart of development and work with otherprofessionals (for example project managers,
architects, engineers, surveyors,environmentalists). Planners also collaboratewith decision makers (politicians andlegislators), stakeholders and localcommunities to create and implement longterm visions so that places provide for peoplesneeds, function better, are healthier,economically viable and adaptable to changeas well as protecting the environment. The development hasprovided residents with a healthier lifestyleand local employment. It has also wonlocal awards and been certified by the USGreen Building Council.

This landmark 235 metre pedestrian and
cycling bridge, completed in 2011, linksformerly divided communities on the eastbank of the River Foyle with the city centreand the major regeneration site of theformer Ebrington Military Barracks.
Many complex planning issues, heritageand environmental constraints wereresolved in this project, includingprotecting bird and fish species. Plannerstook a collaborative and engaging roleto ensure the successful delivery of
the project.

Planners work in two main areas: policy andplan formulation; and managing and delivering
building / construction projects.
1. Policy and plan formulation
Countries have different planning systems. Ingeneral politicians and leaders create legislation,while planners produce, implement and enforcepolicies and plans based on this legislation.
These policies and plans aim to guide future
developments, address issues and set a vision forthe area. Planners do this by researching housing,population and health issues. They assess wherethe best areas are for different uses of land suchas housing, roads, water and waste treatmentfacilities. They also look at how to protect thenatural environment and cultural heritage, andhow to adapt to the impacts of climate change.The results are contained in documents such aslocal plans, town ordinances and zoning rules.
Planners are also involved in making sure thatpeople and developers abide by planninglegislation so that development does notnegatively affect the public.
Where do planners fit into the policy

The Auckland Plan, adopted in2012, sets a vision for the city and guidesfuture growth for the next 30 years.Aucklands aim is to become one of theworlds most liveable cities. This will bethrough increasing the density of the citycentre, integrating the existing rail systemto support the growth ofthe local population

2. Managing and deliveringbuilding/construction projects
Planners are also involved in building /construction projects. A new building,structure or a change in the use of landmight require permission. If permission isnot obtained then fines and legal actioncan be imposed and the building could bedemolished, or be difficult to sell or rent.The local community may also be negativelyaffected - for example the building may be too
big and block out daylight to neighbours.
Planners advise and obtain planning permission(consent/approvals). They help to deliver qualitydevelopments that meet legislation, zoning rights,plans and/or regulations, take into account localconditions, and contribute to the public good.Getting planning permission is often requiredbefore, or in combination with, other developmentpermissions such as building regulations,environmental consents and heritage consents.These are done by architects, engineers andenvironmental specialists but planners canprovide input to these too.
Getting planners involved at the start of a projectsaves developers time and money, and helps toreduce risk and get other developmentpermissions. They do this by surveying theproperty, seeing how it fits in with its surroundingarea, and what policies, plans or zoning rightsgovern the site. Planners advise what can be builtand where, if planning permission would begranted and what documents and plans areneeded. They also ensure stakeholders and thecommunity are consulted where necessary andliaise with the local authority. Finally, they negotiatewhat community benefits may be required forexample utility upgrades, provision of affordablehousing or schools and parks.

UN-Habitat and KSAs Ministry ofMunicipal and Rural Affairs areimplementing The Future Saudi CitiesProgramme. This includes creatingpolicies, plans and regulations promotingsustainable development via the urbanplanning and land use system. The newpolicies will cover issues such as disasterrisk reduction and resilience. There willalso be policies geared towardsempowering women and youth, andregularising informal settlements. The firstphase targets 17 cities over a four-yearimplementation period. UN-Habitat is alsohelping to develop an updated spatialinformation system (GIS) to support thedrafting of plans, and a trainingprogramme to enhance planning capacity
in institutions.

From 2005 to 2015, UN-Habitatsplanners worked with Kosovos nationaland local authorities and non-governmental organisations in improvingtheir planning system. Costing US$15mand financed by the SwedishDevelopment Corporation, UN-Habitat
assisted in building the capacity of localauthorities; and bridging gaps betweencivil society through facilitation andnegotiation. This was to manage growthand development. The project has usedvarious community engagement methodsand an integrated planning approach.

Other ways planners are helping to create
better development
After the devastation caused bythe December 2004 PacificOcean tsunami, the PlanningInstitute of Australia (PIA)developed a partnership with the SriLankan Government through the Instituteof Town Planners of Sri Lanka (ITPSL).This collaborative partnership helped
identify planning projects that assisted inre-developing areas. The PIA project tookten years to complete and was supportedby AusAID and the Australian Red Cross.

Helping communities recoverfrom disasters

Helping local communities understand
and participate in planning
Voluntary Service Overseas(VSO) utilise internationalplanning advisers to supportthe Zambian Government indeveloping a more inclusive planningsystem. In the past, Zambian planningpratice had little involvement from localcommunities. Through the VSO, planners
from a range of countries have beensuccessfully developing anddemonstrating new approaches tocommunity engagement. As a result,public participation is being recognised asan essential component of good practice.
