EGRA/EGMA BASELINE STUDY FOR SINDH READING PROGRAM

Project Objectives: Chemonics International hired VTT Global to support in carrying out an Early Grade Reading & Mathematical Assessment (EGRA/EGMA) Baseline in Sindh. VTT Global is recently completed the EGRA/EGMA baseline study by conducting the following tasks:

ECONOMIC GROWTH & AGRICULTURE IMPACT ASSESSMENT SURVEYS

Project Objectives:The main objectives of the impact assessment surveys are to assess how effective USAID EGA economic growth and agriculture interventions are at empowering beneficiaries economically and socially and promoting social change. The assessment needs to quantify whether the USAID-funded activities have changed beneficiaries’ lives, and if so in what way. The project seeks to evaluate the effectiveness of EGA interventions at empowering beneficiaries economically and socially, and promoting societal improvement. The impact assessment entails gathering socioeconomic data pertaining to three varied strata: Direct beneficiaries (1800) residing in the project areas of Sindh, Punjab and KPK; indirect beneficiaries (1800) residing in the project areas; and non-beneficiaries (1800) residing outside the project areas.

MAPPING OF HYDROPOWER SITES IN GILGIT-BALTISTAN

Project Objectives: To conduct GIS mapping surveys of 200+ hydropower sites across Gilgit-Baltistan, in order to help identify and strategize the Hydropower development potential of these areas. VTT Global team was responsible for: Collection of

secondary/primary data relevant to GIS mapping

Conducting stakeholder interviews from GB Power Department, GB Water & Power Board, WAPDA, AKRSP, and other governmental line departments.

MALAKAND SURVEY PROJECT

Project Objective:ACTED, in corporation with DFID, launched a comprehensive baseline and vulnerability assessment survey covering three districts, 50 Union Councils, and over 450 villages in Malakand Division, Pakistan. VTT provided expertise in formulating comprehensive methodologies for conducting assessment surveys, development of strata for stratified sampling, identification of primary and secondary data along with the mapping activity. The survey exercise and the resulting web-mapping application enabled each village profile in Malakand Division to be linked through Global Positioning System coordinates and digital capturing to present an in-depth view of the community.

The USAID funded Pakistan Jobs Project, a study aimed at evaluating the overseas employment market for skilled Pakistani labour. VTT created comprehensive methodologies for conducting a baseline study and performed thorough desk research incorporating many previous studies and also demand data as was available from potential demand countries. USAID considered its review of available information to have been thorough and comprehensive. VTT has provided concise implementation plan which contains practical and immediately achievable recommendations. VTT completed its job successfully within the tight time frame which includes: Identification of target sectors and countries for overseas

employment opportunities. Analyzed the target sectors in identified countries for

potential job positions. Identified and analyzed roles of stakeholders from

Government of Pakistan. Identified and analyzed private sector partner

organizations that could contribute towards skill enhancement and overseas placement for men and women.

Analyzed the Philippines model of overseas employment office and building a business case for setting up such a model in Pakistan.

The USAID Pakistan Jobs project is a USAID funded project designed to improve the competitiveness of the Pakistani economy by strengthening systems for workforce development. The overall objective of this project is to improve employment for youth and women, increase their incomes and contribute to the sales of enterprises.

OUR RECENTLY COMPLETED RESEARCH INITIATIVE FOR CONFLICT & STABILITY PROGRAM…CONFLICT MAPPING AND ANALYSIS FOR BRITISH HIGH COMMISSION JOINT ANALYSIS OF CONFLICT & STABILITY PROGRAM

In phase 1 - VTT was assigned to assess the current country situation and exploration of conflict and instability including; underlying structural causes, key actors, conflict dynamics and capacities for peace. BHC asked EI and VTT to present a bird’s eye view of the on-ground both empirically and through mapping – VTT carried out comprehensive data gathering and data analysis which than through the help of EI was converted in quintile color codded maps with details of trends and perpetrators, mode of conflict, gender and various other key attributes – this landmark study led to phase two where in;

Phase-II: EI and VTT were asked to carry out Empirical study of relationship between socio economic variables and conflict situation in Pakistan involving high end data analysis and statistical modeling

For this assignment VTT Designed and developed a Data Collection Matrix (DCM),Collected detailed incident data and organized under six categories, collected socio economic data and designed the methodology for building relationship and measuring the impact and finally converted overall data and statistical calculations into knowledge through building of relationships with real world events and situations. R(Square) regression was employed and detailed report was submitted to the client – the report would be used to help design future interventions

To provide the USAID /Pakistan monitoring and evaluation of its interventions portfolio in Pakistan. VTT was engaged by Management Systems International (MSI) in Sept 2012 to carry out a 5-year program for the monitoring and evaluation of the USAID’s development initiatives in Pakistan.

The project is currently on-going. Since the start of the program, VTT has executed 9 major monitoring and evaluation assignments under the MEP program for MSI.(Details will be provided in later sections)

VTT was independently assigned this 1 year BSM Program to monitor 5 different initiatives under the budget support initiatives of USAID for the GoP

1000+ sampled beneficiary household surveys were conducted to assess the cash distribution and infrastructure rehabilitation under BISP, IDP & PARRSA. 11 universities were assessed under the HEC UOB & UDP projects.

Provided the USAID /Pakistan including the Office of Foreign Disaster Assistance (OFDA) with quick independent and innovative third-party monitoring of its flood relief activities.

VTT was contracted by USAID to carry out the monitoring and assessment of the relief interventions undertaken by 23+ partners of USAID/OFDA in the flood-affected areas of Punjab and KPK.

During the monitoring period, VTT conducted 4000+ beneficiary survey interviews in 135 survey activities.

The project reports enabled USAID to keep an eye on the current projects and develop strategies for effective future relief operations.

Process Assessment and Document Census for the Malakand Grants Program

SME Grants Program was launched to support the rehabilitation and recovery of small and medium sized enterprises (SMEs) in Malakand Division. The purpose was to conduct a detailed assessment of the functional processes needed to administer the Grants Program in order to successfully deliver on the Grants Program. The challenge of this work was to develop effective processes quickly to meet the urgent demands for rollout of USAID rehab programs ie. PaRRSA.

VTT’s process development and optimization experts developed the functional processes for the FIRMS Malakand Grant Program. The effort includes background reading of Grants Manual and other program documentation, conducting interviews with relevant stakeholders and to utilize VTT’s experience and knowledge of international best practices to achieve optimized and practical process flows.

Early Grade Reading Assessment Baseline Study – Sindh

Education

Team carried out Baseline school-based surveys to support the evaluation of the USAID Pakistan Reading Project (PRP) and the USAID Sindh Reading Program. The Baseline Reading Assessment focused on a representative sample of schools (280 schools, 9000 students, and 900 teachers) targeted by the PRP & Sindh Reading Program. The reading assessment targeted students in grade 3 and grade 5

Organized & conducted (content and all material) training for the Enumerators and Field Supervisors.

Organized and provided lodging, per diem, transportation (to/from city and daily to training locations) and other personnel related costs for over 160 individuals.

Established a quality control and feedback mechanism, to report progress on the Data Collection Tracking Sheet with an approved data verification process.

Achieved 95%+ overall success in survey administration with some regions achieving 100% completion of EGRA questionnaires in accordance with the sampling plan

A study aimed at evaluating the overseas employment market for skilled Pakistani labor. The task of this desk study assignment was to design the methodology, explore and extrapolate the data, evaluate and benchmark the information, identify the gaps and define an implementation strategy.

Developed an effective overseas placement program for highly skilled Pakistani Human resource which will ensure maximum participation of women.

An implementation plan was developed that identifies opportunities evaluates the gaps which lie within the system and identifies a clear way forward for all stakeholders.

Strategy for Mobile Banking to increase the Outreach for Micro-Finance in Pakistan

Economic Growth

Kashf Foundation required to develop an extensive strategy to position Kashf (and its forthcoming Microfinance Bank) to effectively and persuasively approach the mobile operators with an appealing business proposition and come up with a Micro-Finance Mobile Banking Solution for pilot testing. The focus was to ease the payment process and increase the outreach for acquiring customers.

An Optimal and Efficient working model for the implementation of Micro-Finance Mobile banking in the country was created. The Client acquired a better understanding of the business rationale for the mobile phone companies for testing the micro-finance market

A complete outreach model was created which ensured ease of payment for Micro-Finance customers while reducing the transaction cost

IT Based Remote Patient Monitoring System for Rural Population

Health

This initiative is a precise illustration of how IT infrastructure and IT based skill sets can enhance the capacity of lady health workers in rural areas to significantly increase their efficiency through liaison with a centralized specialist doctor.

The Health Sector will benefit from the advancements in communication technology and will be able to improve the quality of health service in the country by providing health care at the customer’s doorstep.

This project will enable the government to fulfill its dream of providing basic medical facilities to all its citizens especially those living in remote areas.

As a result of this project, the people living in remote areas will have access to quality health services.
