VTS 103 Training
In association with our longstanding partner the Port of London Authority (PLA), together we can ensure your Operators are not
only proficient in the use of SIGNALIS VTS but also professionally qualified by an International Association of Lighthouse
Authorities (IALA) accredited training organisation to operate Vessel Traffic Services (VTS) systems.
The IALA V103 VTS Courses are conducted by the PLA which is an International Association of Lighthouse Authorities and Maritime
and Coastguard Agency accredited training organisation. The courses on offer to UK and international VTS professionals are:
V103/1 VTS Operator Training,
V103/2 VTS Supervisor Training,
V103/4 On-the-Job Training Instructor,
V103/5 VTS Revalidation Training.
Training is delivered in a dedicated VTS training facility with a state-of-the-art simulator and SIGNALIS VTS System. In addition
within the course curriculums time is allocated within the live PLA VTS centres, ship simulator and afloat on the river to bring the
theories and principles of VTS into direct operational context.
The courses are undertaken as part of one of the PLA’s scheduled courses or a specifically arranged group course at their Training
Centre in Gravesend, Kent, United Kingdom.

IALA V-103/1 VTS Operator Training
This course is the first professional qualification for newly appointed VTS personnel.
The course covers the full range of subject matter contained within IALA Model Course
V-103/1 including:
Language,
Traffic Management,
Equipment,
Nautical Knowledge,
Communication Coordination,
VHF Radio,
Personal Attributes,
Emergency Situation.
The course lasts for ten (10) days and is held at the PLA’s dedicated VTS training
facility in Gravesend, Kent, United Kingdom.
The first week of the course covers the theories and principles of VTS and involves a
wide range of delegate led activities with input from the PLA’s VTS professionals,
Harbourmasters, Contingency Management, Corporate Affairs and Pilotage specialists.
Time will also be spent in the ports live VTS Centres as well as on the river to fully
appreciate the wider context of a VTS.
The second week of the course allows delegates to put the theories and principles of
VTS into practice in the PLA’s state of the art simulator and SIGNALIS VTS system. A
wide range of exercises will be carried out increasing in complexity as the course
progresses. The exercises will be complemented by case studies and peer
review/experiential learning with input from the PLA’s specialists. All of the training is
managed and overseen by VTS professionals holding recognised further education
teaching qualifications. All VTS training courses include direct input from the PLA’s
team of experts in navigation safety, safety management systems, corporate affairs,
contingency management and VTS equipment.
The course is assessed by means of in class activities, written examinations and
continuous assessment in the VTS simulator. Upon successful completion of the course
delegates will be issued with formal certification

IALA V-103/2 VTS Supervisor Training
The purpose of the course is to prepare delegates for tactical and operational
leadership of all aspects of a VTS. The course draws on the past experiences of
delegates to prepare them for a leadership role in terms of overseeing VTS delivery,
VTS personnel and external stakeholders in addition to examining the VTS international
regulatory regime and safety and quality management systems in VTS.
The course has been structured to comply fully with the requirements of IALA Model
Course V-103/2 (Vessel Traffic Services Supervisor Training).
VTS Supervisor training follows the IALA Model Course V-103/2 and covers the
following six modules:
Advanced Traffic Management,
VTS Equipment,
Additional Personal Attributes,
Responding to Emergency Situations,
Administrative Functions,
Legal Knowledge.
The course is assessed by means of in class activities, the delivery of a professional
presentation and participation in a number of field trips. Upon successful completion of
the course delegates will be issued with formal certification
IALA V-103/4 VTS On-the-Job Training Instructor
This course is designed to prepare serving VTS professionals to plan, deliver and assess
a programme of VTS On-the-Job Training in accordance with IALA Model Course V-
103/3 (VTS On-the-Job Training). The course covers the theories and principles of
adult learning to enable delegates to effectively plan, prepare and deliver training in a
range of work based contexts.
The course consists of interactive classroom based activities combined with practical
training scenarios. The course is assessed by means of in class activities and the
delivery of a micro training session. Upon successful completion of the course
delegates will be issued with formal certification.
To gain a place on the VTS On-the-Job Training Instructor Course you must hold an
IALA V-103/1 qualification as a VTS Operator.

IALA V-103/5 VTS Revalidation Training
This course aims to provide professional development training to ensure that the
competence, knowledge and skills of VTS personnel are maintained and updated. The
VTS Recurrent Training Course comprises of lectures, presentations, workshops and
simulation. The VTS Recurrent Training Course constantly evolves, is job-centred and
directly related to:
The maintenance of operational standards,
The identification and discussion of recent changes, current/emerging
trends, and good practices that have been identified or promulgated by
the IMO IALA, Harbour Authorities, VTS Authorities, Pilotage Associations,
accredited VTS Training Organisations etc.
The identification and discussion of existing and evolving technological
developments that may have an impact on the VTS environment; and
A review and discussion of lessons to be learnt from and relevant
recommendations made by marine accident investigations and other
sources as a result of studies/investigations that may have an impact on
the delivery of VTS.
The VTS Recurrent Training Course will evaluate a delegates ability in the following:
Equipment,
Use of VHF Radio,
Personal Attributes,
Traffic Management,
Emergency Operations,
Communications Coordination.

The course is assessed by means of a pre course knowledge tester, in class activities
and continuous assessment in the VTS simulator. Upon successful completion of the
course delegates will be issued with formal certification.
