BRIEF HISTORY The first sewer system of the city

was built during the 1880’ on Comisia Centrală Street.

During 1888 – 1889 the water intake and distribution works from the points Babele and Cucuieţi located near Vidra village, have started.

Between 1907-1910 the water supply works have extended, and in 1912 the works for wastewater systems have started.

The community public utilities services (water supply, sewerage, maintenance and refurbishment of the state-owned housing stock, sanitation, heat distribution, etc.) have been organised until 1991 on a centralised basis in the county of Vrancea, being coordinated from Focşani.

CURRENT INSTITUTIONAL FRAMEWORK

Compania de Utilităţi Publice S.A. Focşani is the

Regional Operator for Vrancea County.

The company provides the following services: water catchment, collection, treatment, drinking water

supply, sewage collection and wastewater treatment.

The company provides these services from its head office in Focşani and its branches located in Adjud, Panciu, Mărăşeşti, Odobeşti and the Rural branch

(21 communes) to approximately 199.000 inhabitants.

The Association for Intercommunity Development „Vranceaqua”

SC Compania de Utilităţi Publice S.A. Focşani provides the water

and wastewater services under a Delegation Contract for the management of water and wastewater services, closed between

the company and „VRANCEAQUA”.

The association was established in 2008, following the Decisions of the Municipal Councils in Focşani, Adjud, Mărăşeşti, Panciu,

Odobeşti, Câmpineanca, Goleşti and Homocea, in order to implement the investment works through the Sectoral Operational Program for Environment – Priority Axis 1.

The Focşani agglomeration includes the same city, the villages of Mândreşti, Pietroasa,

Ceardac, as well as the communes of Câmpineanca and Goleşti.

has increased from 85 % before the

project, up to 98% after its completion.

The population benefiting from the

investments: 106282 inhabitants.

Over 56 km of the existing water supply

network and over 71 km of the existing

sewerage network were refurbished and

extended.

PANCIU AGGLOMERATION

Panciu agglomeration includes the city with the same name and the villages Neicu, Satu Nou, Crucea de

Jos, Crucea de Sus and Dumbrava.

Project Results:

The percentage of inhabitants connected to drinking water and wastewater systems has

increased from 78 % before the project, up to 94% after its completion.

Over 16 km of the existing water supply network were refurbished and extended by

over 10 km.

Also, 36.8 km of the sewerage system were refurbished and extended in order to

provide the wastewater collection services all throughout the agglomeration area.

to 93% after its completion, through :

chlorination and pumping plant

• refurbishment and extension of over 16,9 km of the existing

sewerage systems

• refurbishment of the WWTP.

Starting with 1996 the Public Utilities Company Focşani was the beneficiary of the MUNICIPALITY UTILITIES

DEVELOPMENT PROGRAMME – Second stage

Objectives:

Refurbishment of main intake system and of the drinking water supply network.

Implementation of a monitoring and metering system

Modernizing the Suraia water treatment station

ISPA Project In 2009 the company successfully completed the implementation of the

project

“Refurbishment and Extension of the Sewerage Networks and of the Waste Water Treatment Plant in Focşani”

through

ISPA Measure no. 2001/RO/16/P/PE/012-02 - Refurbishment and Extension of the Sewerage Networks in Focşani

Works included:

- Installation of 13.821 m sewerage piping for 45 streets and along the DN2 motorway by-pass

- Refurbishment of 1.279 m of the Sturza sewer

and ISPA Measure no. 2001/RO/16/P/PE/012-03 – Refurbishment and Extension of the Waste Water Treatment Plant in Focşani

The investment objective “Refurbishment and Extension of the Waste Water Treatment Plant in Focşani” is part of the

ISPA Project “Refurbishment and Extension of the Sewerage Networks and of the Waste Water Treatment Plant in Focşani”

PLANT LOCATION South-East of Focşani city, at approx. 800 m distance.

• Works started in November 2006 and were

completed in November 2009.

• The city waste waters are treated in the plant and

then discharged in the river Putna.

• The new waste water treatment plant can treat a

total volume of water of Qzi = 40000 m3 / day

• The technological process was designed to include

activated sludge treatment, with nitrification,

denitrification and biological phosphorous removal.

BIOGAS USE IN THE COMBINED HEAT AND POWER PLANT

Benefits of biogas combined heat and power production:

• Lowered energy use

• Source of additional revenue due to the electricity savings – covers a considerable portion of the electrical power consumption and heating needs of the entire wastewater plant

• Preventing the discharge of greenhouse gases in the atmosphere

• Designed to treat the foul odours generated during the wastewater treatment processes, thus eliminating the olfactory nuisance generated during sludge treatment processes.

Solar Drying Halls

Sludge dewatering is done in a mechanical dewatering plant with belt filter presses.

Additionally the sludge is dried under sunlight inside two greenhouses - a novelty in Romania.

The solar greenhouses were built in order to increase the Dry Solids content from a minimum 20% to 30%. There, besides thermal treatment, the sewage sludge is further stabilized and rendered inert by oxidation, with an electric mole and by ventilating the premises.

The sludge resulted after the solar drying is rich in phosphate, which makes it fit for use as fertilizer in agriculture.

Agricultural reuse of biological sludge

EFFLUENT LAGOON Biological pond – located where previously the digested sludge

was discharged, which generated foul smells and was also

polluting the groundwater.

In this pond there are life-sustaining conditions, the water being cleaned

additionally under UV light, because the pond is one meter deep.

Accesing new financial support The company signed on 03.06.2014 with the Ministry

of Environment and Climate Change the funding contract

Technical assistance for the preparation of the regional project „Extension and modernization of

the water and waste water systems in Vrancea county, Stage 2” with the scope of implementing the

second stage of the project of extension and refurbishment of the water and waste water systems

across the county.

Accesing new financial support

The project corresponds to the general objectives of the

Priority Axis 1A

Support for developing infrastructure projects in the sector of water/wastewater during the 2014-2020 financial programming period.
