The Reality of IlliteracyAccording to recent statistics, the average reading score of fourth-graders inAmerica has not significantly improved in more than a decade. Although basalreading programs are designed to teach fundamental literacy skills, 25-30 percentof elementary school students are continually left behind because they do not master these skills through their core curriculum. What’s more, average readingscores for minority and economically disadvantaged students remain consistentlylower than those of their peers.

Scientifically Proven InstructionUnlike many other intervention programs, Voyager Passport does not simply deliver“more of the core,” repeating lessons that students have failed to successfully learnin the past. Instead, Voyager Passport provides explicit, systematic instruction tobuild essential reading skills and accelerate struggling students to grade level.

Early Intervention for Young LearnersEarly intervention focuses on building fundamental reading skills through systematic, explicit instruction. Passport levels A, B, C and D target the five essential components of reading as defined in No Child Left Behind.

Daily 30-40 minute lessons emphasize word study and vocabulary to ensure students have a firm foundation for future reading success. Moving Beyond the FundamentalsWhen students fail to acquire basic literacy skills in the early grades, they continue to fallfurther behind as their core reading program moves on to more advanced material.Passport levels E, F and G deliver 40-45 minutes of intensive, sequenced dailyinstruction with engaging, age-appropriate materials for older students. Studentslearn to read a variety of text formats and develop the ability to comprehend com-plex text in major content areas. Longer passages are similar to those on high-stakes assessment texts, and lessons include weekly practice in test-taking strategies.

Benchmark Assessments Students using Voyager Passport are tested at the start of the program, mid-year,and at year-end using the Vital Indicators of Progress® (VIP®). This set of simpleand highly-predictive measurement tools is completely equivalent to the DynamicIndicators of Basic Early Literacy Skills™ (DIBELS) and provides teachers themeans to pinpoint each student’s exact level of reading ability.

1 The first benchmark assessment is used to determine the student’s placement in the program.

2 Mid-term assessments allow teachers to track student progress and adjust instruction where needed.

3 Year-end benchmarks show teachers and administrators each student’s learning growth.

Teacher’s Guide.

Ongoing Progress MonitoringRegular progress monitoring ensures that every student stays on track for readingsuccess. Progress monitoring assessments generally occur twice between eachbenchmark, enabling teachers to gauge student learning and adjust instruction, ifnecessary. Teachers also receive a set of Student Record Books, which containrecord sheets to evaluate students regularly.

The online system enables district administrators to access real-time data at the student, classroom, school, and district level to inform decision-making. Customized district-wide reports facilitate fidelity checks.

Web-based Data Management and Reporting System Every teacher, principal, and district leader can access reports on the readingprogress of students and the status of implementation through the VIP® onlinedata management system. These reports provide specific information and directionas to which children are at risk for reading difficulty and need additional support.Teachers can also access in-depth information on students’ skills and get instruc-tional recommendations.

making adequate progress or need more support to achieve grade-level reading outcomes
