Can you believe summer is here already? That means the Annual Meeting/APRN Conference is right around the corner . Hope you are not too busy to come to Hilton Head to find out what’s going on in nursing in SC!

Life is so fast – it can be too fast if you don’t make yourself slow down, periodically, to pay attention to what’s going on around you . Having a 4-yr . old living with you certainly brings many opportunities to do just that! Life has never been more fun than seeing the world as a fascinating adventure through the eyes of a very creative preschooler .

So, how about you? Are you taking time along your life’s journey to be fascinated? Have you slowed down to see what’s happening outside of your “me/mine” circle? Have you showed someone outside of your regular circle of family and friends that you are interested in what’s important to them? SCNA needs you to take time to be interested and show the Association you care!

Slow down and think . . . .what is your practice going to look like in 5 years? Who’s going to lead the way for growth or change? The recent call for nominations from the SCNA Nominating Committee yielded poor results for many offices . The poor response raises the question - do nurses in South Carolina care about the future of Nursing? 

This next legislative year may prove most critical for nursing to make a move, with consumer support, towards removing barriers to assure full scope of practice for ALL nurses in South Carolina . Are you sitting back to see what happens? What if no one steps up to provide the necessary leadership? What if everyone is too busy in their “me/mine” circles to slow down and care?

SCNA needs nurses at all levels of leadership . Many chapters are suffering . Many leaders are exhausted from both carrying the torch and beating the bushes for support/future leadership . Slow down and show you care .

If you are afraid to step forward, support is here to help you succeed . The Association has competent, strong, tech-savvy, politically-astute staff to help guide you along your adventure . Many caring nurses and nurse leaders already involved with SCNA are waiting for you to slow down to see what’s happening around you, show you care and begin a fascinating journey in nurse leadership .

I confess, I confess, I am a real bookworm . I am not particularly happy if I am not reading good books at all times . Thus, I was most delighted to have Barbara Blakeney, past ANA president, and wonderful person, suggest a book about Edith Cavell recently . The book, “Fatal Decision: Edith Cavell, World War I Nurse” was written by Terri Arthur . Arthur is herself a nurse and an entrepreneur in the business of continuing education for nurses, doctors and medical personnel . While she was born in New York and currently resides in Massachusetts, Terri has some significant South Carolina connections . She lived in Greenville for nine years and graduated from the Greenville Hospital School of Nursing as well as attending Furman University and Bob Jones University where she received her BS in Secondary Education and Biology .

I remembered learning about Edith Cavell in high school and knew that hers was a most dramatic story . Ms . Arthur has created a novel based on the heroic career of Cavell . She did extensive research in Belgium and the United Kingdom .

The work that she created made for compelling reading . I have been on a “tour” of literature based in the time leading up to, during and right after World War I . There are many offerings available since 2014 is the centennial of 1914 . The world as it knew itself was changed most dramatically during the period of time that was WWI . Edith Cavell’s story is of a most determined young woman who was intent on becoming a nurse in the mold of Florence Nightingale . The daughter of a parish priest, she was well educated in the manner of the times . She was always an active and curious child with a strong mind of her own . When she decided that nursing was her calling, she went to London to Whitechapel Road to be trained at the Royal London Hospital or “The London” as it was known . It was in a part of London that was not the civilized society that she was used to knowing . She thrived, even with the occasional butting of heads and ideas with the Matron of the school .

Years and many adventures later, Edith Cavell was invited to begin a nursing school in Brussels to educate and train nurses for Belgium . The concept flew in the face of current tradition and put the surgeon who invited her and Ms . Cavell at odds with the powerful Catholic hierarchy of Belgium . To shorten the story, success was hard fought for, but it was beginning to be success . Then came the concept that the Kaiser needed to expand Germany . In order to get to France, the Germans marched through neutral Belgium . Horrors and devastation ensued . Cavell stayed right where she was and began nursing for the Red Cross .

Thus began the chapter of Cavell’s life that was a testament to her thorough understanding of being an advocate for her patients and true to her fundamental nursing education . She nursed all who were brought

to her hospital . She nursed the wounded German invaders who were brought to the hospital . She nursed the Belgians, French and Brits who were also brought to the Red Cross hospital . It was for those who were not German soldiers that she became the most famous for giving care . As time went on, Cavell became part of the underground of brave citizens who endeavored to lead wounded soldiers of Belgium, France and Great Britain back to their homes . The work was terribly dangerous . The Germans finally planted a spy in the hospital and the underground was discovered . Cavell and other members of the underground were arrested . A sham trial was held and several were sentenced to death, todesstrafe . The hubris of the Germans was such that instead of simply imprisoning Edith Cavell for the duration of the war, they created a martyr to the cause of freedom . The power that she held over the Germans is hard to understand at this far distance, except she was the wielder of huge power for that which was noble, right, decent and good .

Edith Cavell’s execution at the hands of a German firing squad set off an international uproar the likes of which had not even happened at the sinking of the Lusitania off the coast of Ireland . Many count it as the turning point for America’s entry into the war that U .S . President Woodrow Wilson was so eager to avoid .

“Fatal Decision: Edith Cavell WWI Nurse” is a good read . It moves well and the story is enhanced by its being a novel . The underlying themes of women, power, nursing, and man’s inhumanity to man in the ignominy of war are all strongly part of the narrative, but, they do not interrupt the flow of a good story well told . I highly recommend it to all . I actually put it right up there with “Notes on Nursing” and Lytton Strachey’s “Eminent Victorians” essay about Florence Nightingale .

The fearless extraordinary leadership exemplified by Edith Cavell is a life lesson for each of us . My deep thanks go to Barbara for your wonderful recommendation and to Terri for your excellent novel . ONWARD!

presented plans for a May training meetingA report on legislative activities was presented,

including the payment of dues to the Access to Healthcare Coalition and the preparation for NP/CNM Day at the General Assembly .

A new policy on Member Terms of Use was adopted for use of communities of interest

Convention plans and information was shared to dateA request was made to notify members about April 16,

the national Health Care Decisions Day . Action was taken to notify all members of this important event .

May 16, 2014 Board Conference Call (Minutes not yet approved)

A quorum was presentThe Minutes were acceptedThe Finance Reports were accepted as circulated and

members were reminded that the Form 990 had been circulated to them in advance of submission before May 15, 2014 .

The Board was joined by Pam Cipriano and Jennifer Mensik, the two candidates for ANA President . Each candidate had 15 minutes to present her platform and to answer questions that had been sent to them from SCNA Board members in advance . It was a wonderful experience . Both candidates remained faithful to the time restraints and SCNA was delighted to have been honored by their presence at the Board meeting .

The Board voted to adopt the services of Congressional Quarterly to assist with the legislative work of SCNA .

An update on the plans for the SCNA Convention was given .

The Committee on Nominations Chair, Lois Hasan, reported to the Board .

The next meeting of the Board will be August 15, 2014

PAPIN Holds Group Leader Training

On Sat ., May 17 the Peer Assistance Program in Nursing (PAPIN) held a training session for new and ongoing group leaders . These dedicated volunteers give an hour a week (at minimum) to lead support groups for their fellow nurses who are on the journey of recovery from addiction disease .

SCNA, through PAPIN, has a contractual arrangement with the Recovering Professionals

Program (RPP) to provide weekly support groups in 9 locations around the state for nurses in recovery . PAPIN groups are also open to other nurses in recovery who are not RPP clients . Nurses deal with a variety of challenges as they work through licensing issues, finding re-employment if they have been out of work, and re-entering the workplace after addiction treatment . Being in a group of other nurses who are dealing with these same issues can be a key factor in a successful recovery and re-entry to practice .

Because of privacy issues, we do not publically acknowledge our PAPIN group leaders by name, but we do want to recognize their outstanding dedication and contributions to their professional colleagues .

For those of you who attended the June 28th presentation on the Quit Smart tobacco cessation program we hope you took away some knowledge and information to share . It is one of the Chapter’s goals to continue to present educational opportunities for not only the Chapter members but all members of a SCNA and students as well . With that in mind I would like to take this opportunity to inform you that the Chapter will be participating in the SC APRN conference

Millions of children are touched by domestic violence, also known as intimate partner violence (IPV), annually . This can be directly by suffering physical injuries, sexual assaults, verbal abuse and intimidation, or indirectly by witnessing violence within the family or by being neglected secondary to the violence . Because of its prevalence in today’s society, nurses are likely to encounter child victims of IPV in diverse settings and at different points in the cycle of violence . Nurses must collaborate with the community to combat the consequences of domestic violence for these children .

The purpose of this presentation, sponsored by the SCNA Women and Children’s Health Chapter, is to communicate the complexity of IPV as a stressor of children in society today and to suggest ways nurses can partner with the public in combating this major community problem . Regardless of the child’s age, domestic violence is a powerful stressor that may affect these children in all areas of their lives – physiologically, psychologically, socioculturally, developmentally, and spiritually – in both immediate and long-term ways and in both obvious and subtle ways . Nurses must actively partner with the community to reduce the effects of this pervasive stressor . Interventions can be divided into three categories based on the cycle of violence and on the Neuman Systems Model – prevention of encounters with domestic violence in society; early identification of child victims, removal from the violent setting, and meeting of immediate needs; and on-going support following the immediate recovery period including preparation for the future . Various strategies in each category will be identified, enabling nurses to incorporate them into their own personal practices and to make a difference in their communities . This presentation will be of interest to all nurses regardless of specialty area or practice setting .

Her proposal is to generate a counsel of 10 members that will include to South Carolina Law Enforcement, the Department of Health and Environmental Control, the Department of Labor Licensing and Regulation, the Board of Dentistry, the Board of Medicine, the Board of Nursing, the Board of Pharmacy, the Solicitor’s office, Department of Health and Human Services and the Department of Alcohol and other Drug Abuse Services .

They are charged with the task of proactively combating and preventing prescription drug abuse in South Carolina . They are to invite participation from legislators, professional organizations and other state agencies and entities necessary to enhance the state wide plan . They are also invited to integrate data from state and federal agencies related to overdose death records, narcotic units and other sources necessary to evaluate the extent of the problem in South Carolina . After identifying the specifics of the extent of the problem, they shall track and report such data . After which, provide a final state plan and continue with an annual report to the governor . The council will also assist and encourage local communities to engage existing coalitions and perhaps new coalitions to increase awareness at a state level . The council will also provide an interim report to the Governor and the State Inspector General on the status of the council’s efforts .

We hope our efforts will bring attention to the issue of prescription drug abuse in South Carolina and provide support to the Counsel addressing these matters .

The SCNA Board of Directors has created the SCNA ADVOCACY FUND to assist in supporting the advocacy work already done by the SCNA on behalf of the profession of nursing . This fund will assist in covering the costs of the advocacy work done by SCNA . These costs have been increasing as opportunities for action have also increased . These opportunities are in all areas of nursing practice . The Fund was unveiled during the SCNA APRN Chapter’s workshop recently held in Spartanburg, South Carolina . The attendees were most generous in getting the Fund off to a good beginning .

All members of the SCNA Board of Directors have also been asked to contribute in addition to all the volunteer time that they provide for advocacy on behalf of the nursing profession . SCNA Chapter members will also be challenged to participate in this exciting effort .

The Advocacy Fund will augment the SCNA budgeted amounts that are needed for a variety of costs related to advocacy . Contributions may be made by anyone to SCNA . The Fund is not a tax-deductible item for individuals due to the fact that it will be used for advocacy and lobbying . Donations may be made using the information found on the SCNA WEB site . SCNA Election Eligibility Information

For this election that is strictly for officers of SCNA all members of SCNA/ANA or SCNA Only will be eligible to vote for all offices for which they qualify according to information below .

In order to vote in the 2014 SCNA Election you must be a current member as of July 1, 2014 and meet the membership requirements for licensure found in the current SCNA and ANA Bylaws . The July 1st date was established based in the election beginning September 22, 2014 . The election process of SCNA requires each eligible voter to be a member in good standing at least two (2) full months from the 1st of the month prior to the month the election is held . (Example: Election begins August 14th therefore two (2) full months from the 1st of the month is June 1st) .

A list of current members will be published on the SCNA website prior to the first day of balloting . It is up to the individual members to validate the information and to contact the SCNA staff during regular business hours (as stated on the website) prior to voting if the member believes that he/she was omitted from the voting list in error so that a correction can be made . Any SCNA members in good standing may present evidence that there is an error in the list of current members prior to the voting and up to the closing of the election . Failure to notify SCNA of an error in the voting list prior to the closing of the vote is considered a waiver of the member’s right to challenge the voting list or the election . Failure to notify SCNA that the member is not on the voting list prior to the closing of the vote is considered a waiver of the individual’s right to challenge the voting list or the election .

Annual Meeting UpdateThe Annual Meeting of SCNA will take place

on October 24, 2014 at the Sonesta Hotel in Hilton Head, South Carolina . All members are welcome and encouraged to attend . There is no cost to attend the Annual Meeting, unless one wishes to stay for the luncheon that will follow the meeting .

As part of the Annual Meeting, a Resolution has been forwarded to SCNA by the Psychiatric/Mental Health Chapter and the PAPIN on the subject of support for Governor Haley’s Executive Order 2014-22 . The subject of the Executive Order is the creation of a “Statewide Drug Abuse Strategy .” The members present at the Annual Meeting will have the opportunity to study the Resolution and to act upon it as the body so desires . Other actions of the Annual Meeting will include the annual reports to the membership of the Board of Directors of SCNA and the announcement of the 2014 election results .

ResolutionsThe official call for Resolutions was made in

January issue of the SC Nurse . Resolutions must have been received by May 1, 2014 . To date not one has been received . There is a process for the presentation of Resolutions during the Annual Meeting . This process includes any Resolutions not previously forwarded to SCNA . The full explanation of the process may be found in the Standing Rules in the Annual Book of Reports . The Annual Book of Reports will be posted to the SCNA website under the Preparations for SCNA Annual Meeting tab no later than September 24, 2014 .

Report of the SCNA Nomination CommitteeThis article represents the initial report of the

Nomination Committee for the 2014 election . The following offices are open for election . In keeping with the SCNA Election Policy write-ins will be permitted for a member whose name does not appear on the ballot by writing in the name of that member ONLY if the member being written-in is a member in good standing and has consented to serve if elected . The consent to serve must be filed before the election opens . The election will open September 22, 2014 and close October 10, 2014 .

Palmetto Gold Award Recipient . In her role as Coordinator of the Spartanburg Congregational Nursing Program, Jenny is responsible for the ongoing education for the 75+ faith community nurses of the CNP Network . Her passion for serving the underserved and promoting health education is evidenced by her work in access to health care, health promotion activities, and by writing Wellness Wisdom, a monthly publication with a distribution of 100,000+ copies in the Spartanburg community . Wellness Wisdom is also found on many church websites . She has been recently appointed by the President of the Health Ministry Association to serve as the Director of Collaborative Development for 8 national regions, Jenny has also served as the Secretary and Chair of the SC Faith Community Nurses Association and board member for the Carolinas Health Ministry Partnership . There currently are positions open for two ADN Educators, a Nursing Services Administration-Mental Health Representative and an Advanced Practice Representative.

All ACON members must be currently licensed in South Carolina, practicing in the area they represent and not be under a current disciplinary order. Members are appointed by the Board for an initial term of two years with the possibility of reappointment for three years to provide for staggering of terms. All nominations, as well as requests for reappointment, are submitted to the Board for review. Members’ perspectives and participation are valued and necessary for continuity, so regular committee meeting attendance is very important. Advanced practice committee (Apc)The Advanced Practice Committee (APC) is a

standing, Board-appointed committee established to review current advanced registered nursing (APRN) trends and practice. APC advises the Board and nursing community on the safe and competent practice of APRNs. APC meets quarterly on the first Friday in February, May, August and November of each year. There currently is a position open for a Clinical Nurse Specialist (CNS) – Psychiatric Mental Health Representative.

All APC members must be currently licensed in South Carolina, not under a current disciplinary order, certified and practicing in the area they represent. Question: May an Advance Practice Registered Nurse (APRN) with prescriptive authority prescribe medications for members of his or her immediate family who do not have an established APRN/patient relationship?

Inasmuch as the Nurse Practice Act, S.C. Code Ann. §40-33-5, et seq., does not specifically address this issue, the South Carolina Board of Nursing must refer to the law governing the prescription of medications by physicians for guidance. S.C. Code Ann. § 40-47-113 sets forth the requirement of an established physician-patient relationship as a prerequisite to prescribing drugs, in relevant part, as follows:

(A) It is unprofessional conduct for a licensee initially to prescribe drugs to an individual without first establishing a proper physician-patient relationship. A proper relationship, at a minimum, requires that the licensee make an informed medical judgment based on the circumstances of the situation and on the licensee’s training and experience and that the licensee: (1) Personally perform and document an appropriate

history and physical examination, make a diagnosis, and formulate a therapeutic plan;

(2) Discuss with the patient the diagnosis and the evidence for it, and the risks and benefits of various treatment options; and

(3) Ensure the availability of the licensee or coverage for the patient for appropriate follow-up care.

(B) Notwithstanding subsection (A), a licensee may prescribe for a patient whom the licensee has not personally examined under certain circumstances including, but not limited to, writing admission orders for a newly hospitalized patient, prescribing for a patient of another licensee for whom the prescriber is taking call, prescribing for a patient examined by a licensed advanced practice registered nurse, a physician assistant, or other physician extender authorized by law and supervised by the physician, or continuing medication on a short-term basis for a new patient prior to the patient’s first appointment.

The South Carolina Board of Medical Examiners (BME) previously issued an advisory opinion regarding whether a physician should prescribe for a family member. The BME’s advisory opinion states:

While the Board recognizes that in certain instances a physician may need to prescribe medications for family members, the Board recognizes that such treatment may provide less than optimal care for a family member. Treatment of the immediate family members should be reserved for minor illnesses, temporary or emergency situations. Appropriate consultations should be obtained for the management of major or extended periods of illness.

State law requires the presence of a valid physician/patient relationship before any controlled substance can be prescribed. This relationship should include knowledge of the medical condition and an assessment of the benefit-risk ratio of the use of such substance. A practitioner cannot usually acquire a valid physician/patient relationship with himself or herself nor with a member of his or her immediate family for the purpose of prescribing controlled substances, due to the loss of objectivity in making the proper medical decisions.

The Board feels that prescribing controlled substances for family members is outside the scope of good medical practice in South Carolina except for a bona fide emergency situation where the health and safety of an individual may be at great detriment. A practitioner may prescribe limited amounts of controlled substances until such time as another objective practitioner can be contacted.

Appropriate records should be maintained for written prescriptions and/or administration of any Schedule II, III, IV, or V controlled substance.

The South Carolina Board of Nursing concludes that it is outside the scope of acceptable nursing practice for an APRN to prescribe medications for his or her family members outside of an established APRN/patient relationship except for a bona fide emergency situation where the health and safety of an individual may be at great detriment. Under no circumstances should an

APRN prescribe medications for anyone outside his or her approved protocol or prescribe a quantity of any medication in excess of that required for a “bridge” until the family member may seek treatment from an objective care provider. For purposes of this Advisory Opinion, the Board of Nursing defines a “bridge prescription” as a one-time prescription not to exceed a ten (10) day quantity.

A licensee’s prescriptive authority may be terminated by the Board of Nursing if the licensee prescribes outside the scope of the approved written protocols, violates a provision of Section 40-33-110 or violates any state or federal law or regulations applicable to prescriptions, pursuant to S.C. Code Ann. §40-33-34(G).

This statement is an advisory opinion of the Board of Nursing as to what constitutes competent and safe nursing practice.

I reNewed my lIceNSe: Now whAt?

Q: I renewed my license. Why have I not received my license card?As of November 2009, the Board no longer issues license cards.

1) Licensees renewing their licenses and applicants for new licenses will be notified by the Board by e-mail or regular mail when the license has been issued. In approximately 3 business days after receipt of the licensure notification, Licensee Lookup at https://verify.llronline.com/LicLookup/Nurse/Nurse.aspx?div=17 will be updated.

This information can also be viewed and printed by employers or the public. Licenses are renewed/ processed during normal business hours - 8:30 a.m. to 5 p.m. - Monday through Friday, except for designated state holidays.

Q: How can my employer verify that I have renewed my nursing license?If you need paper evidence of your nursing license and expiration date, you may obtain this information one of two ways:

1) Click on Licensee Lookup on the Board of Nursing website. Enter the bare minimum information (i.e. your last/ first name or license number only [no letters like RN, R, etc.]). You may print this page. If you type information in all blocks and it is not entered 100% the way it is in our system, you will receive an error message (appearing as if the nurse doesn’t hold a license in the state).

2) Licensees now have the capability through LLR’s website to download and print a wallet card as a courtesy after the license has been issued, reinstated or renewed. The cards can be printed from your printer. You will need Adobe Reader installed on your PC to view and print the card. For best results, use card stock instead of copy paper to print a more durable card. To print a wallet card, go to https://eservice.llr.sc.gov/SecurePortal/Login.aspx. Click on “Print License Card” and follow the instructions.

checkINg A lIceNSeTo check a nursing license, you may utilize one or all of

the following options:1. SC Licensee Lookup - Go to https://verify.llronline.

com/LicLookup/Nurse/Nurse.aspx?div=17 As you enter information, it is recommended that you enter a portion of the nurse’s name only. You will be provided with the nurse’s name, city and state, license number, as well as license type, date issued/expires, license status, and whether the license is multi-state or single-state.

2. Nursys QuickConfirm - Go to https://www.nursys.com/ click on QuickConfirm and follow the instructions. You will be provided with the nurse’s name, state of licensure, license type and number, license status, license expiration date and discipline status. The following states participate in QuickConfirm: Alaska, Arkansas, American Samoa, Arizona, California-RN, California-VN, Colorado, Connecticut, District of Columbia, Delaware, Florida, Guam, Iowa, Idaho, Illinois, Indiana, Kansas, Kentucky, Louisiana-RN, Massachusetts, Maryland, Maine, Michigan, Minnesota, Missouri, Northern Mariana Islands, Mississippi, Montana, North Carolina, North Dakota, Nebraska, New Hampshire, New Jersey, New Mexico, Nevada, New York, Ohio, Oregon, Pennsylvania, Rhode Island, South Carolina, South Dakota, Tennessee, Texas, Utah, Virginia, Virgin Islands, Vermont, Washington, Wisconsin, West Virginia-PN, West

You may check for discipline against a South Carolina nursing license on the Board’s website at www.llr.sc.gov/pol/nursing/ under Board Orders.

chANgINg A NAme oN A lIceNSeSection 40-33-36 (B) of the South Carolina Code

of Laws (Nurse Practice Act) states “A license must be issued in the person’s legal name as verified by a birth certificate or other legal document acceptable to the board. If a licensee changes her or his name after a license has been issued, notification of the change must be filed with the board within fifteen business days, [emphasis added] accompanied by a copy of the legal document that authorizes the change. A licensee’s name may not be changed on a record in the office of the board without written authorization for the change and an adequate identification of the applicant.”

If you have had a legal name change, submit your written request along with a copy of the legal document(s) (copy of marriage certificate, divorce degree, court order, etc.), to the LLR – Board of Nursing, Post Office Box 12367, Columbia, SC 29211. Include current name as shown on your nursing license as well as nursing license number in your request. Please indicate whether you will use your middle name or maiden name for your middle initial or if you wish to hyphenate your name. For example, if Jane Ann Doe marries John Smith will she use Jane Ann Smith, Jane Doe Smith, Jane Ann Doe Smith, or Jane Ann Doe-Smith? Your request will be processed within five business days of receipt in Board offices and will be reflected on Licensee Lookup within three to five business days after the change is made.

You may verify that your name change request has been processed on Licensee Lookup on the Board’s website (www.llr.state.sc.us/pol/nursing/). When utilizing Licensee Lookup, you do not have to enter complete names. For example, “J” and “Smith” will search for records with a last name of “Smith” and a first name beginning with “J.” Refer to Section 04-33-36(B) of the Nurse Practice Act regarding statutory requirements for your name on your license. You may view the Nurse Practice Act – Chapter 33 located under Law/Policies on the Board’s website.

updAtINg your AddreSSSection 40-33-38(C) of the South Carolina Code of

Laws (Nurse Practice Act) requires that all licensees notify the Board in writing within 15 business days of any address change. Notify the Board immediately whenever you change your address as failure to notify the Board of an address change, may result in disciplinary action from the Board. You may change your address online utilizing the address change form under Online Services found on the Board’s website.

Note: Changing your address with the South Carolina Nurses Association (SCNA) does not change your address on your licensing records with the South Carolina State Board of Nursing.

Q: How does changing my address affect my compact licensure status?Section 40-33-38(C) of the South Carolina Code of Laws (Nurse Practice Act) requires that all licensees notify the Board in writing within 15 business days of any address change.

Compact licensure is based on primary state of residence. Regulation 91-2(A)(3) defines ‘Primary state of residence’ as “person’s declared fixed permanent and principal home for legal purposes; domicile.” Sources of proof that boards of nursing may use to verify primary residence include, but are not limited to: 1) Driver’s license with home address; 2) Voter registration card displaying home address; 3) Federal income tax return declaring the primary state of residence. 4) Military Form # 2058 - state of legal residence certificate; or 5) W2 from US Government or any bureau, division or agency thereof indicating the declared state of residence.

If you are moving within the state of South Carolina, there is no change in your multistate licensure status. If you change your primary state of residence, whether to another Compact state or to a Non-Compact state, you must contact that state’s board of nursing and obtain a nursing license in that state. Compact states have time frames in which you can practice while awaiting your new state license. This information can be found on the National Council of State Boards of Nursing (NCSBN)

Note: Advanced Practice Registered Nurses (APRN) are not part of the Compact; however, the South Carolina APRN license includes an RN license. If a South Carolina APRN has declared South Carolina as his or her primary state of residence and is not under discipline, the RN portion of the SC APRN license is multistate and allows practice as an RN in other Compact states. The same rules apply for changing your address.
