In the Copenhagen meeting, Pakistan was represented by a sizeable delegation comprising of experts from the public and private sector. Scientific work from many centers in Pakistan was presented in the Poster sessions of the Congress. The Congress also provided an excellent opportunity for networking and developing collaborations. Details of these interactions are described in this edition of the newsletter. The regulation of the blood transfusion sector is being strengthening in Pakistan. This edition also includes a Report on the Board meeting of the Punjab Blood Transfusion Authority. The meeting was chaired by the Punjab Health Minister and reviewed the progress of the Authority. Strengthening of an Authority which regulates such a huge BT workload augurs well for the provision of access to safe blood in the province. The newsletter also includes report of various BT activities conducted in different parts of the country by the public and private sector partners. Regular activities on various aspects of BT in different cities is an encouraging sign especially in view of the fact that many of these activities are conducted independently by the partners and not just through the Safe Blood Transfusion Programme. The SBTP is using the social media to connect with the partners and the society. You can now learn more about our activities through Facebook, Instagram and Twitter. Meeting with Angela Cucchietti, DiaSorin In a meeting with DiaSorin, the SBTP team discussed the continuation of collaboration between the two partners and identified three new studies to jointly work on including; Prevalence of Syphilis in Blood Donors in Pakistan, Prevalence of HBV & HCV infection among multi- transfused thalassemia patients and Prevalence of Hepatitis E in Blood Donors in Pakistan. It was also agreed that the Poster presentation on comparison study of the screening kits performed with the support of DiaSorin was very well received in the ISBT Copenhagen Poster session. The SBTP will now write up the study and have it published in a journal of international repute. The progress on the publication of the earlier joint study on HBsAg Mutant was also discussed. The study has now been accepted for publication in Plos One. Meeting with Charles Landry, Abbott Diagnostics The international football star Christiano Ronaldo and Abbott Diagnostics are partnering for global promotion of regular voluntary blood donations through the “Be The 1” campaign. During the ISBT Copenhagen, the SBTP and Abbott Diagnostics team (Charles Landry, Reena Zachariah and Hussam Yahia) held detailed discussions and agreed to use the Ronaldo message in Pakistan also for strengthening the national voluntary blood donation campaign. Meeting with LMB The SBTP technical team had detailed meeting with the LMB experts and discussed the experience of using the LMB equipment in the Regional Blood Centers developed in the Phase I of the project. It was agreed that LMB would provide some of their new products for use in the PIMS blood bank for evaluation & feedback.

Meeting with WHO EMRO

Prof. H. A Zaheer and Usman Waheed held detailed discussions with Dr. Yetmgetta Abdullah from WHO EMRO and discussed the updates on the joint activities in Pakistan. WHO provides very valuable technical assistance to the SBTP and WHO experts frequently visit Pakistan also. The current focus of the WHO in Pakistan is on strengthening the BT Regulation system in addition to voluntary blood promotion and capacity building.

Meeting with the Italian Thalassemia Prevention Expert,

Prof. Paolo Rebulla

Prof. Rebulla from Italy is an internationally renowned expert who has made substantial contribution in eradicating thalassemia from Italy. Prof. Zaheer has a meeting with Prof. Rebulla in the Scientific Exhibition in ISBT Copenhagen and exchanged views about the thalassemia scenario in Pakistan and the achievements of the blood programmme in Pakistan. Prof. Rebulla shared his experiences and it was agreed that a detailed meeting would be held in the next ISBT Congress in Gongzhu, China in November 2017.

Meeting with Bangladesh BT Team

Prof. H.A Zaheer, National Coordinator, SBTP met the Bangladesh delegation led by Dr. Mazhur-ul-Haq, National Program Manager and Dr. Daud Adnan, Deputy Program Manager. The Bangladesh team invited Pakistan Blood Programme to attend the forthcoming AATM Conference in Dhaka in November 2017. Dr. Mazhar also invited Prof. Zaheer to make a presentation in the AATM Council meeting and share the experiences of the 2015 AATM Conference held in Islamabad, Pakistan. The Bangladesh organizers encouraged the Pakistani experts to attend the Dhaka meeting and present their work in the scientific programme.

The ISBT President Dr. Ravi Reddy and ISBT Executive Director Judith Chapman chaired the meeting of the President of the National Societies during the ISBT Copenhagen Congress. Prof. Zaheer represented Pakistan in the meeting. Discussions were held on the various activities and programs of the National Societies supported by the ISBT Academy. More than 40 participants from various countries participated in the breakfast meeting.

Health Minister Chairs Punjab BTA Board Meeting

Khawaja Salman Rafique, Punjab Health Minster chaired the meeting of the Punjab

Blood Transfusion Authority on July 06, 2017 in the Punjab Secretariat, Lahore. The

Secretary Punjab BTA Dr. M. Athar presented an update on the progress of the BTA

and informed that so far 256 blood centers have been registered and licenses have

been granted to 56 blood centers. The Minister appreciated the performance of the

BTA and added that it should open offices in Multan and Rawalpindi also and appoint

more inspectors to increase the coverage. He stressed that BTA focus should be on

strengthening of blood banks through a structured capacity building system rather

than closing them down. He also announced that CLIA/ELIZA technology would be

introduced in the 122 public sector blood centers to strengthen the screening system.

The Board members expressed their views and provided useful suggestions to

improve the regulation of the blood banks in Punjab. Prof. H.A Zaheer, Chairman,

Islamabad Blood Transfusion Authority was also especially invited to the meeting.

Prof. Zaheer congratulated the Minister on the recent approval of the Punjab Blood

Safety Law and the measures taken to institutionalize the regulation of the blood

sector in the province. He also offered the Punjab BTA to utilize the inspection tools

and systems developed by the IBTA and adopt them in Punjab as they are well suited

to the national needs and requirements. On the sidelines of the BTA meeting, Prof.

Zaheer also updated the Health Minister on the progress of the SBTP and discussed

the issues related to Punjab.

Hospital Transfusion Committee Meeting at the Blood Bank, DHQ Teaching Hospital, Mirpur

A meeting of the Hospital Transfusion Committee (HTC) was held

at the Blood Bank, DHQ Teaching Hospital, Mirpur. The meeting

was chaired by Dr. Farooq Ahmed Noor, Medical Superintendent.

Other participants included experts and specialists from DHQ

Teaching Hospital, Mirpur and the Safe Blood Transfusion

Programme Pakistan. The meeting was organized to increase the

awareness of the new concept of transfusion services focusing on

component therapy rather than fresh whole blood and

establishment of Blood Bank at new site within DHQTH, Mirpur.

The decisions taken at the meeting included that DHQTH Mirpur

will be upgraded from the SBT project Phase II which is German

funded project and in the month of August, a training workshop

will also be organized in DHQTH, Mirpur by the WHO and the

SBTP Islamabad on Rational Use of Blood Components.

Workshop on Clinical Use of Blood organized by WHO & SBTP in Gilgit RBC

The Regional Blood Centre, Gilgit hosted a training workshop on the Clinical Use of Blood for clinicians and physicians of the Gilgit Baltistan (GB) region in July. The workshop was organized by the Safe Blood Transfusion Programme with the support of the World Health Organization. The Gilgit RBC has been developed through the KFW grant from the German government. The workshop facilitators included Dr. Syed Imtiaz Hasan, Consultant Pathologist, FGSH, Dr. Rasheed Ahmed Khan, Focal Person SBTP GB, Dr. Abdul Latif, Pathologist, Regional Blood Centre, Gilgit and Mr. Usman Waheed, SBTP.

The workshop programme included presentations on the introduction to the blood safety reforms in Pakistan and briefing on workshop objectives by Dr. Rasheed Ahmed Khan, Focal Person SBTP, GB. Technical presentations discussed the quality criteria for blood transfusion process. The chief guest on the occasion was Dr. Bismillah Khan, Director Health, GB Health Department. He said the concept of whole blood has to be discouraged and reliance should be on the blood components. He appreciated the efforts of RBC staff for managing the workshop in a successful manner. He lauded the efforts of SBTP, WHO and German government for the capacity development initiatives in the Gilgit region. The participants also visited the different sections of the RBC and appreciated the establishment of a modern facility for the benefit of the people of Gilgit Baltistan.

Hospital Transfusion Committee Meeting in the Government City Hospital, Gilgit

A meeting of the Hospital Transfusion Committee was held in the Government City Hospital, Gilgit in July 2017. The meeting was chaired by Dr. Abdul Latif, Medical Superintendent and included the senior physicians and surgeons.

The meeting increased the awareness about component therapy and rational use of blood. The participants were also briefed about the role of the Regional Blood Centre established in Gilgit. The meeting decided to notify a Hospital Transfusion Committee, use standardized blood request forms, notification of adverse reaction to the blood bank, closure of operations at the Govt. City Hospital Blood Bank and the use of blood and blood components only from the RBC.

Meeting with Mr. Mohammad Farooq Lone, Deputy Secretary, Cabinet Division, Gilgit Baltistan

The SBTP consultants accompanied by the Manager Regional Blood Centre, Dr. Abdul Latif, held a meeting with the representatives of Cabinet Division; Mr. Muhammad Farooq Lone, Deputy Secretary Cabinet, and Mr. Abdul Hakeem, Section Officer Cabinet. Mr. Farooq Lone said that amended draft of the Gilgit Baltistan Blood Transfusion Safety Act 2017 has been finalized by the Law Department and will be sent to the Cabinet Division for checking before tabling in the GB Assembly for approval. The GB Blood Transfusion Authority will be notified after the approval of Blood Act and blood safety inspectors will be appointed. The consultants informed that the KfW and EPOS and the Islamabad Blood Transfusion Authority will provide technical assistance to the GB BTA.

WHO funded Workshop on Clinical Use of Blood, JPMC Karachi

A training workshop on the Clinical Use of Blood for clinicians and

physicians of the Sindh province was organized at Jinnah Postgraduate Medical Centre (JPMC), Karachi. The workshop was organized by Sindh

Blood Transfusion Authority in collaboration with the Safe Blood Transfusion Programme and the World Health Organization (WHO).

69 participants from Karachi and interior Sind attended the workshop. The Speakers of the workshop included Dr. Zahid Ansari (Secretory SBTA), Dr.

Muhammad Anwar (Assistant Professor/Incharge Blood Bank, JPMC), Dr. Netasha Ali (Hematologist, Agha Khan University Hospital), Dr. Bushra Jamil Ali (Infectious Disease Specialist, Agha Khan University Hospital), Mr. Sarfaraz Jafari (Consultant, Hussani Blood Bank), Mr. Bilal Ahmad (Blood Bank Manager, PIMS), Mr. Moen (Blood Bank Manager, JPMC). Dr. Ansari opened the workshop with the introduction to the blood safety reforms in Sindh and briefed on workshop objectives followed by technical speakers who discussed the quality criteria for blood transfusion process.
