At the end of the first decade of the 21st Century, Iwrote with a profound sense of disappointment thatit was a “lost decade” for the Caribbean Communityand Common Market (CARICOM). We had failedmiserably to complete the Caribbean Single Marketand Economy (CSME) and we had equally failed tobuild collectively the capacity that all CARICOMcountries desperately require not only to bargaineffectively in the international community but alsoto implement the things for which they havebargained.

The first year of the new decade was even worse,and 2011 portends greater grief unless CARICOMgovernments make up their minds about real andeffective integration.

The time for tinkering at the edges of integrationhas run out. CARICOM states must now eitherresolve to proceed with integration, and by so doingmaintain some autonomy over their affairs, andcrucially a Caribbean culture and identity, or theycan flirt with such short term opportunities that theymight derive individually from external governmentsthat find it convenient in their own interest to dallywith a few states separately. The latter is not asustainable development option, and is whollyreliant on the designs of the donor, not the bargainingstrength of individual CARICOM states.

Failure to strengthen CARICOM has not onlyweakened our already weak states, it has lost usrespect in the international community. And, this istrue of every aid agency and every international andmultilateral financial and trade institution includingthe Canadian International DevelopmentAgency, theEuropean Commission and the EuropeanDevelopment Fund, the United States Agency forInternational Development, the World Bank, theInter-American Development Bank and the WorldTrade Organisation (WTO).

What they see from their perspective is a regionthat fails to carry out its own agenda – a region thatpays lip service to regionalism. The things that areobvious to them are blatant: failure to complete theCSME; discrimination by CARICOM states againstthemselves as they try to block market access to eachother for goods and services while they are happy togive better access to others; a marked reluctance toapply for readily available money for regionalprojects – governments are interested in nationalprojects only; and the comedy that has been made ofthe Caribbean Court of Justice (CCJ) with Trinidadand Tobago declining to participate in a Court whoseheadquarters is located in its Capital as a directconsequence of its insistence that it should be there;and, more recently, the heavy hint from Jamaica’sPrime Minister, Bruce Golding, that Jamaica mightopt for its own final Court of Appeal,notwithstanding that it has an eminent jurist on the

Court, and the opportunity for others.The recent Golding heavy hint is strangely out

of synchronisation with the Jamaican government’smeasurable attitude to the institutions of theCaribbean Community where Jamaicans now prevailand will be even more dominant by April 2011.

Jamaicans now head four principal regionalinstitutions: the Caribbean Development Fund, theCaribbean Export Development Agency, theCaribbean Centre on Money and Finance, and theOffice of the Trade Negotiations (OTN) ofCARICOM. ByApril, a Jamaican will also head theCaribbean Development Bank putting fiveJamaicans at the headship of these regionalorganisations, and another Jamaican will most likelymove up from the number 3 position in the OTN tonumber 2. In addition, of course, Jamaica has a juriston the CCJ itself. No other CARICOM country canboast of heading so many regional bodies.

These Jamaicans are all highly capable peopleworking in the service of not only Jamaica but all ofCARICOM, and accepted by all of CARICOM tolook after CARICOM’s interest.

What then is the problem with the CCJ? IfCARICOM can show such confidence in Jamaicans,what is missing here?

The CCJ shambles has added to the level offrustration and - now increasingly - disrespect forCARICOM in the international community. But, notamongst them alone; the frustration is now manifestamong the region’s academics, business people,media, and all those who spent the better part of theirlives trying to maintain a Caribbean identity andculture, and, at least, a modicum of Caribbeanautonomy over the region’s affairs.

It is obvious to all who are, or have been,involved in our region’s development that none – notone – of our countries will successfully maintainCaribbean autonomy, culture and identity if thepresent trend of individual and opportunisticbargaining with larger and more powerful countriescontinues.

None of the CARICOM states have thecapacity, individually, to cope with the demands oftoday’s globalised world. For instance, in the case ofthe Economic PartnershipAgreement (EPA) with theEuropean Union (EU), few governments haveestablished machinery for implementing theirobligations, and it would be a great surprise if anyhave set up arrangements for monitoringimplementation by the EU. What would seem to bea simple thing - like sending notifications thatrequirements have been met - has not been done.And, not only in relation to the EPA, but also inregard to the WTO.

It may be, of course, that this is a deliberatestrategy – a strategy not to fulfil obligations until the

obligations of the treaties are enforced by the otherside through costly arbitration and, eventually,punitive measures. If that is indeed the strategy, itis a game of high-stakes poker, and not one that theregion can win.

The point is that CARICOM states have todecide whether they see their development in termsof gifts for the odd building, a newAirport terminal,a bridge here and a road there that are small plastersfor sores, but do not make the region holisticallyhealthy. While there is a place for these things indevelopment plans, they cannot be the entire plan.

What CARICOM has always needed – and whatis urgent now – is a comprehensive regional plandevised jointly by governments, the private sector,trade unions and the best Caribbean brains that canbe assembled from in and out of the region.And, thatplan must integrate production in a practical mannerutilising resources from every country that has them,facilitate cross border investment, and encourageregional amalgamations of productive enterprises.

The beggar thy neighbour policies that havecharacterised the region’s dealings for a decade anda year, should not continue into 2011. It is time forleaders of individual states to make up their minds,state the case for regionalism boldly, and stopplaying with the aspirations of the Caribbeanpeople.

WHILE CONCEDING THAT there is a lotof work to be done on theProvidenciales International expansionproject, Chief Executive Officer fortheAirportsAuthority, John Smith saidthe project is on target.

In an interview with The SUN,Smith said while there are some areasthat they are behind on due to rain,there are other areas that they are farahead on, noting that overall they areahead of schedule.

“We are on schedule to have itready on a reasonable time frame. Westill have a significant amount of workto be done. We are ahead of the gamein most areas, and we are on track fora reasonable completion date,” Smithsaid.

He said the apron area was about80 percent complete, likewise the

tarmac area, noting that the sub baseextension has already been completed.Smith said they are now looking to dooverlay work using asphalt.

He noted that work could havebeen farther advanced but due to rainson some of the nights that certain levelof concrete work was to be done, workthere had to be called off until the rainssubsided.

“From a square-footage point ofview, you may look and say there is asignificant square-footage work to bedone; from a time perspective, some ofthose areas – even though there are alot of square-footage to be covered, ittakes less time to do it, particularlywhen you are looking at the asphaltingand the overlaying.

“We did have some a bit of ahiccup with certain nights of rains andwe not able to work they way we wantto, so we kind of lost one or two daysthere, but overall we are confident that

we will have it done by the specifiedtime. We said the schedule(completion) time (for phase one)would be done by September, October,but the contractors are trying as muchto crash in as much as they can intotheir timeframe,” Smith noted.

The Airports Authority boss saidthat attention will now be turned totackle the construction of the newterminal, which is to be outfitted withboarding bridges and other state-of-the-art amenities. However, noted that theywould seek to have the current terminalrefurbished to accommodate theincrease in airlifts that the TCImanagedto snare in recent months, includingContinental Airways and JetBlue.

“In relation to the terminal, we arein the process now of looking at doingsome refurbishment work with theexisting terminal before we commencethe new building. The reason for thatwould be the immediate airlift coming

into the TCI and, we need to addressthat immediately.

“So that is our intention; we haveflipped it (work at the airport) slightlyinstead of going ahead and build thenew terminal straight away, and to thatend, we are having discussions withthe original building to get the originalspecs on all of that for the building,”Smith noted.

While not in a position to saywhen work would begin, Smith said itcould be very soon since it is a priority.

The Providenciales Airportexpansion project is being carried outby Dexter Construction from Canada,which came out on top as the preferredbidders following the tenderingprocess for the project. CoveConstruction and CMBS are retainedas the lead sub contractors for theproject. Other contractors such asHerzog have also managed to landwork on the site.

On Sunday January 16, this taxi flipped whiletravelling along Leeward Highway, ending up inthe carpark of Southern Shores, across from theMisick and Stanbrook lawfirm.

The ambulance quickly rushed to the sceneas well as dozens of curious onlookers.

The driver, David Handfield, did not sustainany serious injuries.

BAHAMIAN POLICE HAVE arrested two of theircountrymen for possession of cocaine shortly afterthey alighted from a private flight from the Turks andCaicos Islands on Sunday, January 16.

The arrest was confirmed by the Royal Turks andCaicos Islands Police Force, but the names of the menor which of the islands the plane departed were notgiven.

Press Officer Sergeant Calvin Chase in a reportnoted: On Sunday 16th January 2011 about 9:55 a.m.Bahamian Police Officers from The DrugEnforcement Unit in Nassau, Bahamas arrested twomale Bahamian nationals ages 38 and 45 at TheLynden Pindling International Airport Nassau,Bahamas after they arrived on a private aircraft whichoriginated out of the Turks and Caicos Islands.

“One of the men was carrying a suitcase andwhen it was searched it contained 16 packages ofsuspected cocaine. The Bahamian Police and Turksand Caicos Islands Police are conductinginvestigations into this incident.”

THE PROVIDENCIALES POLICE areinvestigating a high ranking member oftheir own following allegation by amember of the public that the officersold him 300 rounds of 9mmammunition, which are now in the handsof crooks, who broke into that resident’shome.

Assistant Commissioner of PoliceRodney Adams told The SUN thatinvestigators have been probing thematter, and as soon as theirinvestigations are complete the policewill update the general public.

“Certainly, that report in currentlyunder investigations, and of course atsome point at the conclusion of ourinvestigation the media will be informedof its findings; it is a matter currentlyunder investigations,”ACPAdams said.

However, some members of theRoyal Turks and Caicos Islands PoliceForce have been complaining undertheir breaths that the investigations weremoving to slow for their liking and arenudging the Governor, who isresponsible for policing in the TCI tomove with much more alacrity to bringthe guilty party to justice.

On Thursday, January 6, aresident of Long Bay Hills inProvidenciales informed the police that

thieves had broken into his house andremoved a number of items. Furtherinvestigations revealed that among theitems stolen from the premises were 300rounds of 9mm ammunition. Thehomeowner is the holder of a licensed9mm pistol; however, the gun was notstolen by hoodlums.

The SUN learned that when the

resident was grilled further byinvestigators as to how he becameowner of three hundred rounds, heinformed the crime sleuths that theywere sold to him by a high-rankingofficer of the force which he actuallynamed. The matter was reported to thepolice high command, but some officersbelieve that investigations were moving

too slow or were not moving at all.A local officer, who brought the

situation to media light, explained thatno private gun owner should be inpossession of so many rounds ofammunition, further stating thatprobably the most that are allowed areabout 20 rounds.

“And to make matters even worst,he said they were sold to him by a policeofficer in the Royal Turks and CaicosIslands Police Force. This needs to beinvestigated because 300 rounds in thewrong hands could be pointing atanyone living in the TCI. Right now Iam nervous because I don’t know if myname is on one of those bullets.

“I can tell you that a number of us inthe force are not happy about it, becauseit seems that while some of us areworking overtime to make the countrysafe, others don’t give a damn about thewell-being of those who live here andthose who come to work and live amongus.As a Turks and Caicos Islander and amember of the Royal Turks and CaicosIslands Police Force, I am so damnedashamed right now, it aint funny,” theofficer said.

It is not clear what would be the fateof the individual who alleged to havebought the rounds from the officer.

JOHN SMITH, THE Chief Executive Officer for the Turksand Caicos Islands Airports Authority (TCIAA) has putto rest rumours that landing fees for domestic carriers areto be increased.

There have been swirling rumours that the TCIAA haseither raised landing fees on local airlines or was in theprocess of doing so. As a result, a number of persons havecalled The SUN’s office to find out whether or not therumours were true, also expressing fear that a raise in locallanding fees may cause an increase in the cost of domestictravel.

“At the end of the day, the local travelling public willbe hurt and it is after their (TCIAA) big announcement ofgiving special concessions to the big international carrierslike Continental and Jet Blue,” one email noted.

But when contacted, Smith rubbished the rumourssaying that any such recommendation or ratificationwould have go though the proper government channel forscrutiny and would also be available for publicconsumption.

“All matters; anything that has to do with change instatutory record or increase are always gazetted, and

always go through the proper channel. It has to bepresented to the Advisory Council, and to the cabinet, andthey have to approve that.

“And, I could say to you that the Airports Authorityhas not put forward any recommendations to any changes,and has no intention of doing that in the short run,” Smithemphatically said, noting that he had not heard of therumour.

The TCIAA head also noted that since the travel feerevision that he had put forward and for which he gotapproval in 2008, no such recommendations have beenmade.

There are two local carriers now serving the T u r k sand Caicos Islands, they are Caicos Express Airways andAir Turks and Caicos. A third carrier Global Airways shutdown operation, because of what the SUN learn was highcost of operating here.

A source noted also that domestic travel is notprofitable either for Air Turks and Caicos, saying that theairline primarily benefits through its FBO, internationalflights and the selling of fuel. The source noted also thatCaicos Express survives because it does regular charterflights and its niche market.

“So there is no money in local aviation, it is a veryexpensive but necessary public service,” the source said.

IF ALL GOES well, in a few monthsresidents of Providenciales could seethe construction of a resort on 303acres of land at North West Point onthat island.

Paul Slattery of HAB Group,told The SUN that things are at avery early stage and could notprovide much information, eventhough expressing optimism aboutthe realization of the project, whichcould be a saving grace for “Yes, weare looking at a resort development.We have three hundred and threeacres up there; we are just looking atmaster-planning it at the moment,and we are just in the process of

doing that. We are looking at variousoptions.

“Apart from that we are in very,very early stages, and there isnothing concrete to give you,basically; as I have said, we are justlooking at master-planning it, to seewhat we can do with that land mass,”Slattery said.

The project, should it gothrough, could signal the start of acomeback for the constructionindustry which many declared ashesto ashes and dust to dust, followingthe collapse of the Americanfinancial industry, as a number oftheir banks were fanciers fordevelopments in the TCI, includingRitz Carlton Molasses Reef resortproject in West Caicos.

Following the collapse of theRitz Carlton development a numberof other projects have fallen through,including the much-toutedmultimillion dollar Dellis CayResort.

The Construction Industry isthe sector that employs the majorityof Turks and Caicos Islanders, andsince its dramatic slow down scoreshave been left out of work and left tofind other means of income, whichmany find extremely difficult to do.

While the airport expansionproject employs almost 90 percentof Turks and Caicos Islander, it is notconsidered a major employmentsource for Belongers, since it isunable to absorb a huge block of theunemployed.

AIR TURK AND Caicos announced thatit will start daily flights from PuertoPlata, Dominican Republic to thepopular Caribbean hub of San Juan,Puerto Rico fromApril 15th, subject toregulatory approvals.

The announcement was made at alavish reception hosted for the airline bythe Dominican Tourism Authorities atthe upscale Hemingway’s Cafe inPuerto Plata on Monday, January 17th,and was attended by the DeputyMinister of Tourism, César José de losSantos, the Chamber of Commerce aswell as representatives from local hoteland tourism organizations.

The airline was represented by itstop executives, Chairman LyndonGardiner, CEODarrell Richardson, VP,Business Development DeborahAharon and VP of Flight StandardsCapt. Harold Williams.

Deputy Minister De los Santosthanked the airline executives forchoosing Puerto Plata as their newgateway to San Juan and assured themthat the initiative would have the fullsupport of the Minister of Tourism Sr.Francisco Javier Garcia and hisMinistry.

President of the Puerto PlataChamber of Commerce Amaurys Pláalso welcomed the company and noted

that with the opening of the new routewould also come new businessopportunities for trading of goods andservices as well as tourism, andreiterated his organization’s support.

Max Iglesias, president of theNorthern Hotel Association, thankedthe executives of Air Turksand Caicosand said that he was pleased that theroute would open up many potentialconnections with other Caribbeanislands, and President of the HotelAssociation for the popular PlayaDorada region Roberto Casoni said thatthe daily flights would offer more

The 17th January, 2011 edition of Caribbean News Now!, ran an articleentitled “Turks and Caicos corruption investigations “moving full steamahead”.

The piece provided an update on the Garlick investigation from CEOMark Capes, gave an overview of the economic contraction, and containedthe following paragraph: “Capes went on to report that, during theChristmas holidays, numerous private jet arrivals demonstrated that moniedpeople are still targeting TCI as a primary destination”.

With respect, Mr. Capes has missed the real point: numerous private jetarrivals simply demonstrate the mobility of monied people and the choicesavailable to them.

The fact is that the Government’s incoherent approach to goodgovernance, taxation, immigration and development has created a dangerousvacuum of reliable information and of policy which has neatly played intothe hands of more street wise politicians and their followers.

The uncertainty created by Government’s approach is such thatpotential investors and immigrants posing simple questions such as “Whenwill there be elections?”, “Will taxation be imposed?”, “Can I get a workpermit / residency permit / PRC?” and “What is Government’s position withregard to new development?” cannot receive timely straightforward answers.

While I believe that Mr. Capes would like to attract the occupants of thenumerous private jets to stay here and invest, I (and they) cannot be sure.Until a base level of certainty exists, the private jets to which Mr. Capes referswill continue to arrive and, regrettably, depart.

Why would their occupants chose to stay? Government has providedscant reason for them to be anything other than visitors. It seems plain thatuntil Government can provide cogent policies and a sound investmentplatform upon which potential investors can rely, the private jet arrivals ofwhich Mr. Capes seems most enamored will become increasingly infrequentand leave us with a rueful knowledge of what might have been.

The SUN haS been informed that individuals who own homes and land on the troubled Ambergris Cay have been negotiating with British Caribbean Bank in a bid to gain access to the island by air and the use of its amenities such as electricity, water and sewerage.

Property owners were sent into a tailspin when the bank seized operation of the island without notice on Friday, November 12, after the island’s developers faltered on their loan agreement, The SUN was told. The sudden receivership of the Ambergris Cay by British Caribbean Bank, put scores of individuals out of work. Among other things, the self-contained island operated an aviation centre and a full-fledge fire department.

The seizure suddenly halted air services there, reducing access to the island only by boat, and so, homeowners who could gain access via sea would have life difficult, since power, water and sewerage services have been shut down.

DPS Sporting Club is responsible for the development of Ambergris Cay, through a subsidiary company – Ambergris Cay Partnership (ACP). DPS Sporting Club, its website said, develops properties all over the globe, including

Deep Water Cay Club in Grand Bahama and Ford Plantation in Savannah, Georgia, USA.

While DPS and ACP primarily oversaw the development of the islands, the Turks and Caicos Sporting Club was assigned as the management company for the island.

When British Caribbean Bank seized operation of ACP, it also confiscated the assets that belonged to the Turks and Caicos Sporting Club. And while private homes and private land were not seized, home owners there were prevented from gaining access to the amenities.

Employees were busy carrying out their daily routines when a representative from British Caribbean Bank turned up and informed them that operation there would be ceased with immediate effect. Later someone explained to the workers that DPS Sporting Club Development Company, though its subsidiary had defaulted on payments to British Caribbean Bank hence the receivership.

A source noted that weeks leading up to the seizure of the island by the bank, DPS representatives packed up and left the island, without even informing the top brass of ACP.

HIGHWAY SMASH UPThe police were called to the scene of a two motor vehicle accident on Saturday night, January 15, involving a Nissan Xterra SUV and a Ford SE motor car on the westbound lane of the Leeward High in the vicinity of Nell’s Gift Shop in Providenciales.

The occupants of the Exterra were reportedly injured and taken to the Cheshire Hall Medical Centre for treatment; however, the driver of the Ford car was not injured. The police are investigating the cause of the accident, but eyewitness said they saw the Exterra flipped three times before landing back on its tires in the middle of the roadway.

The car was seen resting in nearby bushes. A friend of the driver of the SUV said he was due to sell the vehicle that same night. Police could not confirm rumours that the SUV was unlicensed. It was removed and taken to the Providenciales Police Station for further investigations.

ABUNDANT LIFE MINISTRIESInternational – one of the mosteffective and all-round ministries in theTurks and Caicos Islands celebrates 10years in existence this year, notching aplethora of achievements.

The church, located along theLeeward Highway on Providenciales,gave birth on January 14, 2001 underthe aegis of the erudite, dynamic andvibrant Bishop C. Alexander WilliamsIII.

He summed up the organisation’sdecade of ministry as successfullycarrying out the mandate of JesusChrist in feeding the hungry andclothing the naked, in addition tounveiling the gospel and breaking itdown to an understandable andpractical level.

“I would say we have had a stellarperformance over the last ten yearsthrough a broad spectrum of ministriesthat we were able to carry-out and themany lives that we have touched, notjust by preaching on Sunday mornings,but preaching around the world. Wehave been meeting physical needsthroughout the nation and parts of theworld, and so, I thinkAbundant Life, inthe past 10 years, will receive a ‘welldone’mark for the job that it has done,”Bishop Williams said.

According to Bishop Williams, thevision was to create a place wherepeople can be encouraged or motivatedto live the abundant life physically,spiritually, financially and emotionally,which is why the mantra of the churchis taken from John chapter 10, verse 10,which said: I am come that they mayhave life and have it more abundantly.”

“Living the abundant life is notconsisting of money and things, butalso a state of mind and a healthy body,and so, over the years, we have tried todo a number of things, including theDominating Money seminar andentrepreneurship workshops to helppeople to recognize and to understandwhat the abundant life is really allabout. And so, from that particular day(time of inception), that has been ourfocus,” Bishop Williams revealed.

According to him, despite theministry’s success in touching so manylives, at times challenges weredaunting, and obstacles were gigantic,but said the church has always beensuccessful in overcoming the odds.

He said the ministry hasmaintained a ‘my brother’s keeper’attitude, always willing to aid a fallingbrother or sister, not necessarily achurch member, but individuals in thewider community, some of whom wereyet to accept Christ as their personallord and saviour.

“We always to try to come to theaid and rescue of our people and to bethat voice in the wilderness wheneverthey were marginalized or their rightshave been trampled upon. I think thechurch has played a leading role inrepresenting this country and the leastamong our people,” Bishop Williamselaborated.

Through the vision of theAbundant Life Ministries International,in addition to the chapel, a number ofother entities have emerged, such as the

diplomat centre – a complex designedto host international guests, and locatedupstairs the sanctuary building; WholeGospel Christian Academy – aneducational institution which not onlycaters to academics, but also spiritualand moral teachings. That institutioncomprised nursery, primary, junior highand high school, staging its second highschool graduation last year.

Over the past decade, it hasmanaged to promulgate the word of theLord all over the world through its useof the various media entities.

The Sunday services of AbundantLife Ministries International arebroadcast live around the world viaStreaming Faith and Ustream, also vialocal radio. On Sunday afternoons theprogramme, Abundantly Blessed, iswhich is aired on ZNS Television in theBahamas, is viewed also in the Turksand Caicos Islands, South Florida, partsof Jamaica and other CaribbeanCountries particularly in the easternsection.

Through its various ministerialarms, including the woman’s ministry– Daughters of Zion, its youthdepartment and men’s ministry, and itsoutreach ministry, Abundant Life wasable to augment its position on the locallandscape, changing the lives of alldemographic groups.

Each year its outreach ministryvisits Her Majesty’s Prison in GrandTurk to minister not only to theincarcerated, but also theadministration, and also present themwith gifts and toiletries. For the pasteight years Abundant Life MinistriesInternational has been visiting thegeriatric ward at hospital in Grand Turkto present gifts and share with theresidents there.

Additionally, for the past nineyears, it has been staging a seniorcitizens’ banquet, catering mostly toseniors in Provo and North Caicos. It isan anticipated event where seniors arehonoured and served gifts andsumptuous meals, while beingentertained.

Among its international outreachministry is Operation Haiti, where thechurch now runs a feeding programmethere for the needy. The ultimate goal,according to Bishop Williams, is toopen an orphanage in that destituteneighbouring country for abandonedchildren.

In the past Abundant LifeMinistries International had engaged ina number of impromptu internationaloutreach programme, including‘Operation Grand Bahama’ in theaftermath of two storms - Frances andJean. Cash donations were made to theChristian community who hadmembers of their church affected by thenatural disasters.

Back home, Abundant Life playeda leading role in aiding the victims inthe passage of Hurricane Ike, in GrandTurk and South Caicos in 2008. Theministry went as far as adopting one ofthe communities there - West RoadCommunity - by providing buildingmaterials in conjunction with a groupout of the Bahamas and also doling outother necessities to the residents there,such as food and clothing.

The achievements for the past tenyears for that ministry is just the tip ofthe iceberg, as the gear for a number of

other huge projects have already beenselect, the clutch soon to be lifted andthe gas pedal to be floored .

Among the projects is theAbundant Life Estates - affordablehome project to be sprawled on tenacres of land in the North West Pointarea of Providenciales that wouldenable especially its members to realizethe dream of homeownership. Thedrawing for the project has alreadybeen completed, according to BishopWilliams.

Last year the ministry secured a$3.5 million property to construct asupermarket, which, according BishopWilliams is geared to operate in such afashion as to drive down the cost offood on Providenciales.

Paneled in the vision also is arehabilitation centre geared towardscreating a safe place for TCI’s youngmen and women to be rehabilitated andtrained, so as to make them valuablecontributors to the society, workingwith prison and the parole board in thatvein.

The ministry’s vision is also tocreate a school of ministry, with a viewto allow individuals to hone theirChristian ministries skills in that areaof calling right here in the Turks andCaicos Islands.

Life Radio is another project thatAbundant Life Ministries Internationalis now pregnant with and could givebirth real soon.

Bishop Williams who received hisPhD in Theology in 2009 – majoring inPsychology - has been in ministry morethan a decade and a half ago. He firstattended the Barbados Baptist Collegebetween 1994 and 1996, where heobtained an Associate’s Degree inTheology.

Methodist Church stages 199th Annual Conference in TCI

The MeThodisT ChurCh in the Caribbean and the Americas Bahamas/Turks and Caicos Islands Conference staged its 199 Annual Session in the Turks and Caicos Islands from January 13 to 23.

Reverend Derek Browne, President and Bishop for the Methodist Church in the Bahamas and the Turks and Caicos Islands said the conference is held every year to deliberate on matters relating to the churches in the Conference.

He said the ministers from the circuit first met in a retreat setting on Thursday, January 13, and then began their ministerial session on Saturday, January 15. The ministers were joined by the lay delegates who came in on Sunday, January 16, to begin the weeklong general session.

He said the delegates were broken down in various committees and the members discussed matters relating to that their respective groups. The committees include Christian Education; Mission and Evangelism; General Education Committee; and Resource and Development.

Rev. Brown said business was done in the day and evangelistic services were done in the nights in various communities including Five Cays and the Bight. A communion service was also held during the conference. Every morning a public devotional exercise was held on the grounds of the Blue Hills Church with a different circuit leading each day.

On Saturday afternoon, January 22, there was a scheduled volleyball match between the ministers of the conference and the young people of the Wesleyan

Methodist Church. According to Rev. Browne, the game was geared at bridging the social

gap between the elders in the church and the young people, saying that it would be one way of establishing same level of interaction between the two groups so as to engender closer future relations between the demographic groups.

One of the highlights of the event was the flag-raising ceremony of the Bahamas and the Turks and Caicos Islands, the media was invited to promulgate the event.

Canadian Journalists for Free Expression (CJFE) is a Canadian organization founded in 1981 that works to defend and protect the right to free expression in Canada and around the world. CJFE champions the free expression rights of journalists and media workers around the world and is an active participant and builder of the global free

expression community, particularly through its management of the IFEX Clearing House.

Massey College is the only independent residential college solely for graduate students in the University of Toronto. Its architect-designed facilities provide a community for distinguished senior scholars, for elected graduates who are called Junior Fellows and some eminent members of the non-academic world. LIME TCI gavE the top three winners of the Christmas campaign a surprise to remember. General Manager Drexwell Seymour and Head of Corporate Sales, Delleriece Hall along with the television media greeted each winner who was picked up.

Ms. Yohlean Smith, Mr. Henry Harvey and Ms. Lavern Ingham were delightfully shocked and happiness radiated on the faces of the winners as they were brought back to the LIME office in a police escorted limousine for the announcement of who had won which prize.

At the beginning of the campaign, General Manager, Drexwell Seymour commented: “LIME’s grand prize of

‘Live free for a year’ with $24,000 for mortgage plus groceries and communications is the company’s way of helping in this challenging environment which we live. Other prizes include a Family vacation and an Entertainment pack which will alleviate the burden for some customers and help them start 2011 with a bright outlook.”

The winners received a cool drink in their personalized LIME champagne flutes as they received

flowers and wine. The atmosphere in the office was pulsing with excitement as the winners were seated and the presentation began.

Marketing Manager, Rachel Harvey welcomed everyone and gave a brief overview of the campaign. She said, “LIME is so pleased to be here today to conclude our Christmas promotion on a high note. All three customers won by using the text method of entry into the competition.” Staff members, Angell Gardiner, Darcia Ingham and Joanne Missick participate in the “big reveal” to indicate who had won. Each of them had a t-shirt with the name of one of the winners.

The 3D entertainment package which included a flat screen television, surround sound speakers and 3D glasses was captured by Mr. Henry Harvey. The crowd and the winners were then eagerly anticipating who would be announced next. Ms. Yohlean Smith won the Family vacation and when it was announced that Ms. Lavern Ingham had won the top prize, she was overcome with emotions and she cried.

Ms. Ingham said, “I have never

won anything in my life. Thanks LIME. This will be a great help.” Ms. Yohlean Smith said, “This is wonderful. I am going to be able to relax and enjoy a vacation compliments of LIME and I am so grateful.” Mr. Henry Harvey commented, “I said that I would enter by texting but I had no idea that I would win. I am in shock.”

Someone said at the end of the presentation, “It brought tears to my eyes.”

NOW THAT MORE Than a year haspassed and we have yet to see anysemblance of improvement in our livesowing to the intrusion subjected uponus by the Wetherall administration.Imperatively, it is more than high timethat we begin to expose them for thedictators that they are, andexpeditiously too.

First and foremost, Mark Capes,Wetherall’s eminent CEO has nostanding even under the suspendedparts of our Constitution! TheConstitution provides for the AttorneyGeneral, then Permanent Secretary forFinance - in that order to act during theabsence of the Governor. The DeputyGovernor would have been first in line,but since that post has been suspended,it does not come into play now. Onmany occasions during the Governor’sabsence, Mark Cape has acted, eventhough theAttorney General and/or thePS/Finance were in the country. Thatis certainly illegal under theConstitution, partially suspended ornot. This goes to show that anythingthat Capes did or is doing as ActingGovernor must perforce be illegal. Therecord would show that under hisname, Capes inflicted many atrocities,both known and unknown - that were,and are harmful to Turks and CaicosIslanders!

The InterimAdministration’s othernegative impact relates to the ChiefFinancial Officer, Caroline Gardinerand her Deputy, Stephanie Murrayboth leaving the country on Christmasholidays. In so doing, they effectivelylocked down our Treasury until theyreturned January 4/6. It has been notedthat only cheques Gardiner and herDeputy processed prior to their leavingthese shores could be distributed; andthat no matter how urgent the need itwas to provide companies orindividuals with payment forlegitimate bills, those were not to beaccommodated!

It may not be known fact, but thePS/Finance is the person with overallresponsibility for the Treasury.Therefore, I cannot comprehend bywhat legal authority that Gardiner hadto do what she did! Oh! But I forgot,these people have no respect for ourlaws, our culture and our people! Theonly time that they rely on the law iswhen they want to oppress us further!What that lady did was totallyegregious, and sends a clear messageto all Turks and Caicos Islanders thatshe and her cohorts think of us asnothing more that thieves and robbersand cannot be trusted with the moneythat we have raised without any helpfrom them. This, my people isappalling and condemnable.

I say before and I dare say again:

these people have no clue as to how torun and manage a small growingeconomy such as ours! We have asaying “When thieves fall out,righteous men get their due”!

I was heartened to read of the spatbetween Clive Stanbrook as head ofthe tourism-working group and thefinancial advisors! Stanbrook too hascome to realize that these guys arenovices and don’t mean this countryany good, else they would provide thefinances to prime the pump of oureconomic engine!

The Brits cried that there was notransparency and accountability in ourduly elected government; however Isee the Governor and Capes jet setting,living a lush and posh lifestyle at ourcountry’s expense, yet no one bats aneye, or has anything to say about it.They have yet to highlight one newminor, let alone major developmentproject that they has caused to comehere during their tyrannical reign.

This reminds me of what has nowproved to be prophetic in 2009, whenthe Turks and Caicos hosted theCaribbean Bank Board of Governors’Meeting on Providenciales. In theprocession, the director advised methat as Minister of Finance, theGovernor had to follow me into thehall. To which I said, somewhat in jestat the time: “Get thee behind mesatan!” That is certainly proving to beas close an approximation of hischaracter than I could have imagined!

Next is the feeding of erroneousand misleading information to theMinister responsible for the UKOverseas Territories to say on the floorof the UK Parliament! The informationpresented is without question: false!When and where was this civil unrestthat the Minister was speaking to withreference to Turks and Caicos Islands?These trumped up innuendos muststop; because all that it is doing isputting a bad taste in the mouths ofpotential investors. When the studentsin London protested the hiking oftuition fees, I did not hear civil unrest!When they threw egg or whatever onPrince Charles’ vehicle, I did not hearcivil unrest! One surmises that this toois a racial bias: “protest” for the mostlywhite UK students, however “civilunrest” for the coloured in thecolonies! This Interim Administrationmust stop the double standard andreport the truth for the sake oftransparency! Investors are alreadyskeptical about doing business withyou because there is no clarity ofpolicies and programmes and, theywant to deal with the people’srepresentatives and not some potentatethat has been set up to usurp the rightsof the people!

I keep hearing about this financialpackage that is supposed to be

provided so as to help us out of thiseconomic rut. What I have not heard ison what areas of priority that it wouldbe spent! I just hope against hope thatthey don’t intend to spend the moneyon what they think are priority forthem, and then leave us with the bill topay!

Under the Galmo Williamsadministration, we developed a 90-Day Plan for the economic recovery ofthis country. We clearly spelt out thepriority areas on which the money,once obtained would be spent to jump-start the economy. All you get fromthese guys are cloak and dagger andsmoking mirrors! Let some light shineon what you are doing!All the personsthat had some modicum of goodwillfor you are totally “p-offed” by yourlack of progress and your not tooclearly defined goals. I have said onnumerous occasions that you cannotget away with nebulous notions.Something concrete on which peoplecan hang their hats on must beprovided. The time for idle and at bestidealistic chatter has passed. Thepeople ofAnguilla are now saying thatthey are going to prepare themselvesin the immediate future to sever tiesbecause you have this notion that oneman from “foreign” knows better thanus who have been through the crucibleon the ground here.

Wendall Swann was correct inreading in the Consultative Forum theobligations of the UK Governmentwith respect to us “territory citizens”by signing on to the United NationsCharter; this is going to be theyardstick that your actions will bemeasured against. This notion that youare not going to permit elections untilwe have a balanced budget, is acting asif you are living in a fool’s paradise asI have previously said! Holding aphantom carrot in front of our faces tochase is foolhardy. Restricting us ofour continued growth and prosperitywhile you attempt to right the so-calledwrongs is dangerous and misleadingthe people of our nation; let alonestrangling us for a protracted amountof time is entirely unjust.

We want serious efforts be made in

reforming our electoral and votersystem! That would be the first signthat you are serious about elections.The voters’ list is key to any electionand if that is not sorted out; then theprospects of a real election is very fardown the road. We cannot stomach orcontinence any further erosion of ourdemocracy on the altar of some hairyfairy notion. It is really time to put upor shut up.

This Interim Administration wasushered in on the pretext that youwould fix the system in a jiffy andhand it back to us slickity split. Not so!While in control of our destiny, youhave excluded us from the process offinding a solution and now it is quiteevident to all and sundry that you haveno solution of your own: “TheEmperor has no clothes”! Now theposterior part of his anatomy isshowing. To try and cover up, you areeveryday moving the goal post! Youare not going to dilly dally on our timeand dime any more. The time for yourwasteful spending of our money isover. We are reasonable people andhave educated our youths at noexpense to you and total opposition toyou! But remember, that the voice ofreason only lasts for so long in the faceof obdurate resistance reason. We willpublish your wrongs to the world sothat all and sundry can see theadvantage that you are taking of ourpeople! You must cease and desistfrom such actions!

I was heartened recently bymembers of the public service gettingup off their seats of “do nothingness”to revitalize the Civil ServiceAssociation! This is a body that I havegreat respect for, having the likes ofFloyd Seymour and Derek Taylor, andmyself having been as past Presidents!The only way that the civil servants aregoing to get their rights is if they cometogether as one and provide a unifiedfront, utilizing all of the rules andregulations that have been laid downand at your disposal. Right out of theblock, some expatriate had to attackDr. Rufus Ewing, the new President. Ifyou cannot continence Turks andCaicos Islanders coming forth to leadthese important institutions, thenleave! We can most rightly do withoutyou! And this has nothing to do withsuppressing freedom of speech! If youhave to spill your bile, then leave anddo it. Don’t eat our food and belch inour faces!

This is a NewYear and we are notgoing to let you get away with“murder” as previously obtained! Youare surely, but certainly pushing thewrong buttons and you will get theresponse!

The 10th season of "American Idol"kicked off Wednesday night, but newjudges Steven Tyler and Jennifer Lopezdidn't quite shake it up as promised.

While theAerosmith front manwasplayful and flirty during two days ofNew Jersey auditions, J.Lo spent mostof the time struggling with two letters,N and O.

As promised, no members of thethree-strong panel - that includesreturning judge Randy Jackson - pulledthe Simon Cowell card.

Britney Spears' "Hold It Against Me" sold 411,000 digitalcopies this week, which enables Spears to break TaylorSwift's record for the biggest first-week sales tally for asong by a female solo artist. The old record-holder wasSwift's "Today Was A Fairytale," which sold 325K in itsfirst week a year ago.

This is Spears' biggest one-week digital sales total todate. It surpasses "Womanizer," which sold 303,000 copiesduring Christmas week 2008 (when sales traditionallyspike).

"Hold It Against Me" posted the fourth biggest first-week sales tally in digital history. It trails Flo Rida's "RightRound," which sold 636K in its first week in February2009; the Black Eyed Peas' "Boom Boom Pow," which sold465K in its first week in April 2009; and Eminem, Dr. Dre& 50 Cent's "Crack A Bottle," which sold 418K in its firstweek in February 2009.

"Hold It Against Me" debuts at #1 on this week's Hot100. This is the second time that Spears has opened atopthe chart. Most key plays made by declarer are arrived at through a progression of logical thoughts. Today’s deal illustrates how this pro-cess works.

1. After West leads the heart seven, South can count seven sure winners — three spades, one diamond, two clubs and a heart. Two addi-tional tricks are therefore needed.

2. If West has the king of diamonds, a simple finesse or two in that suit will yield 11 tricks, so declarer focuses on those hands where East has the king of diamonds.

3. The contract is safe if the opposing hearts are divided 4-4, since in that case the opponents can’t score more than three hearts and a dia-mond. Thus, the only real threat is a 5-3 or 6-2 heart division.

4. In view of the forego-ing, which heart should be played from dummy at trick

one? Highly relevant is the question of who holds the ace.

5. West must have the ace. Assuming he has led his fourth-best heart, East can have only one card higher than the seven. It can’t be the ace, because that would leave West with the J-10-9-7, from which he would have led the jack initially.

6. If the king is played from dummy at trick one, it will therefore win, but the contract eventually will fail after East takes the diamond king and returns a heart through the Q-8. So playing low from dummy must be considered.

7. Nothing can be gained by playing low from dum-my if the first trick is taken with the queen. The contract will still fail if the hearts are divided 5-3 or 6-2 and the diamond finesse loses. Allowing East to hold the first trick must therefore be considered.

8. If the hearts are 5-3 and the diamond finesse loses, three notrump cannot be made against best defense (West simply withholds his ace on the second round of hearts). But if the hearts are divided 6-2, the contract can be made by letting what-ever card East plays win the first trick. In the actual deal, playing low from both hands on the first trick renders the defense helpless, and South winds up with at least nine tricks.

After more than half a cen-tury, the big question about Mildred Gillars, also known as Axis Sally, is whether she was a genuine traitor or sim-ply a naive American who did what she had to do when she found herself in Nazi Germany following the out-break of World War II.

Born in Portland, Maine, in 1911, Gillars studied dra-ma at Ohio Wesleyan before moving to New York City, where she was able to secure only a few minor roles as a dramatic actress. Deter-mined to change her luck, she went abroad, where she taught English and studied music, eventually settling in Dresden, Germany. After the outbreak of World War II, Gillars began hosting broadcasts for German State Radio. She renounced her citizenship following the bombing of Pearl Harbor.

During one of her broad-casts she described herself as an Irish type, “a real Sally.” The name Axis Sally stuck.

Her programs featured American jazz and swing recordings and a sooth-ing voice she often used to taunt Allied troops about the supposed infidelities of their girlfriends back home, as well as the horrible fates they were likely to meet on the battlefield. During the siege of Berlin, she attempt-ed to escape disguised as a refugee but was captured by U.S. authorities in 1946.

Gillars was indicted in 1948 and found guilty the following year of one count of treason. She was sen-tenced to 10 to 30 years in prison and fined $10,000. Gillars was released in 1961, and completed her degree at Ohio Wesleyan University in 1973. She died in 1988 after a bout with cancer.

Richard Lucas has written the first full-length biogra-phy of Mildred Gillars, and it reveals the mostly untold story of the unfulfilled Broadway showgirl who found international fame as the notorious mouthpiece of the Third Reich in broad-casts aimed at millions of GIs.

Tips to EaseWinter’s Chill

Now that we’re halfway through winter, how are the drafts in your house? For all the winterizing we do in the fall, it sometimes can take a good blast of frigid air to see where the leaks really are.

Use a stick of lighted incense to check for leaks around windows and doors.

Although you can’t caulk outside while the tempera-tures are so low, windows can be caulked on the inside. Then install clear plastic insulating film. If your sill is deep enough, two layers 2 inches apart will give even better coverage against drafts.

Invest in thick thermal drapes. Open them on the sunny side of the house dur-ing the day and close them once the sun goes down. They’ll help keep out heat in the summer, too.

Uncarpeted floors can be chilly, especially if you have small children who run around in bare feet or who play on the floor. If you have wood, laminate or ceramic floors, consider getting a few inexpensive 5-by-8-foot carpets from a big-box store. A dark carpet that collects heat from the sun all day will add warmth

to the house and also pro-vide insulation. They can be rolled up and put under a bed during warm weather.

If you have an attic with insulation, measure how much is there. Get a free energy audit or take a sample to the hardware store and get advice on how much of what kind to put down. (If you get the roll type, remember to ask about whether the foil side goes up or down, depending on what you already have in place.) If you need the blown-in kind of insulation, you’re better off not doing it yourself. Get references from whomever you decide to hire to do the job.

Is cold air coming through your bedroom walls? It’s possible, especially on the north side of your house that never gets the sun. One way to block the cold is to hang a tapestry on the wall behind the head of your bed.

Check unused electri-cal plugs on exterior walls: Do you feel a cold draft on windy days? Invest in those plastic plug covers.

A final note: Change your air filter, even if you did that in the fall.

The Ministry of Health in Jamaica iswarning members of the public againsteating unfit and unopened ackees, sayingits surveillance unit has detected 35 casesof ackee poisoning between December1, 2010 and January 12, 2011.

Ackee is a very popular Jamaicanfruit that should only be picked whenripened and opened naturally on the tree.

If not properly ripened, ackee containshigh levels of hypoglycin which may bepoisonous and can potentially lead todeath if consumed.

Symptoms of ackee poisoninginclude vomiting, stomachcramps/abdominal pain, dizziness,diarrhoea and sweating. If persons areexperiencing these symptoms they

should seek medical attentionimmediately and should have a sweetdrink while on their way to the healthcentre or hospital. Children, especiallythose who are undernourished, are mostat risk.

The ackees should be properlycleaned by removing the seed and thepink or reddish membrane, then washedbefore cooking to prevent possiblepoisoning, especially because of the highlevels of toxins that may be contained inthe unripe fruit.

The water that is used to boil theackee should be discarded immediatelyand should not be ingested or reused forcooking other foods.

According to the ministry of health,all incidents of ackee poisoning havebeen from ackees cooked at home. Therehas been no incident involving tinnedackees.

Health Minister Rudyard Spencer —who has instructed the ministry’sOutbreak Response Team to devisestrategies to strengthen the programme ofpublic education as well as to enhance thecapacity of the surveillance system at theministry’s head office — yesterday saidspecial attention should be paid in

ensuring that only fit and wellopenedackees are used by householders.

“It cannot be said too often thatackee should be allowed to opennaturally and fully on the tree before it ispicked and eaten or sold.They should notbe opened by force, or by using a knifeor any other implement.The water that isused to boil the ackee should bediscarded immediately and should not beingested or reused for cooking otherfoods such as ground provisions andrice,” the minister stressed.

PORT-AU-PRINCE, Haiti –Haitiansadjusting to the sudden return of oneexiled ex-president could soon haveanother on their hands.

As former dictator Jean-Claude"Baby Doc" Duvalier held court withallies at an upscale hotel onWednesday, ousted former PresidentJean-Bertrand Aristide sent out a lettersaying he is ready to come back fromsix years of SouthAfrican exile "today,tomorrow, at any time."

"As far as I am concerned, I amready," he wrote in an e-maildistributed by supporters and postedonline. "The purpose is very clear: Tocontribute to serving my Haitian sistersand brothers as a simple citizen in thefield of education."

Aristide was ousted in 2004,leaving Haiti aboard a U.S. plane as asmall group of rebels neared the capital.His return has been a principal demandof his Fanmi Lavalas party, which haslost influence as electoral officialsblocked it from participating inelections including the disputed Nov. 28vote now under challenge — thoughAristide himself has remained a widelypopular figure.

He is two years younger thanDuvalier, the now 59-year-old ex-dictator he spoke against as a RomanCatholic priest in the La Saline slum.Together the men represent the twomain oppositional forces in Haitianpolitics over the last half century: stable,often brutal authoritarianism in favor ofelites against charismatic populism thatopponents said bordered ondemagoguery.

According to Duvalier's confidantsthe two men have never met. Theirmutual presence in Haiti could causelong-simmering tensions to erupt.

Aristide did not endorse a candidatein the current race and has said hewould not seek office if he came back.

Instead he said in the letter, whoseauthenticity was confirmed by Lavalasspokeswoman Maryse Narcisse, hisreturn is necessary to help hiscountrymen and for his medical needsfollowing six eye surgeries in his sixyears of exile.

"The unbearable pain experiencedin the winter must be avoided in orderto reduce any risk of furthercomplications and blindness," he said.South African winter begins in June.

"Let us hope that the Haitian andSouth African governments will enterinto communication in order to makethat happen in the next coming days,"he said.

Narcisse said supporters wereeagerly awaiting his arrival, pending thedelivery of a new Haitian passport.

The other: "We do not doubtPresident Aristide's desire to help thepeople of Haiti. But today Haiti needsto focus on its future, not its past."

Duvalier also applied for a newpassport Wednesday and intends toleave the country when he gets it, aspokesman said, insisting that the once-reviled strongman can neither be forcedto leave his homeland or compelled tostay and face a potential criminal trialon allegations of corruption andhuman-rights abuses.

He had been scheduled to leaveThursday but can't because his passporthas expired, said spokesman YvesGermain Joseph. He stunned thecountry Sunday with his sudden andmysterious return nearly 25 years afterhe was forced into exile by a popularuprising against a regime widelyviewed as brutal and corrupt.

The spokesman said he did notknow how long it would take to get anew passport but that the formerdictator known as "Baby Doc" was inno rush to leave Haiti.

"He is home here. He is a Haitian,"Joseph said. "Nobody can ask Mr.Duvalier or any Haitian to leave hiscountry at any time."

Duvalier may at least change hislodgings, according to his defenseattorney Reynold Georges. He said theformer leader would be leaving theluxurious Hotel Karibe. He said hecouldn't speculate how long the ex-dictator would stay in the country, but itwould take at least two weeks toresolve the legal cases filed againsthim.

"He will have to answer thatquestion himself but for now, we'rehere," Georges said.

Asked if Duvalier had been invitedto Haiti by anyone in the government,the attorney said not to his knowledge."It's his country. He doesn't need aninvitation."

Duvalier assumed power in 1971 atage 19 following the death of hisnotorious father, Francois "Papa Doc"Duvalier. The two leaders presided overone of the darkest chapters in modernHaitian history, a period when a secretpolice force known as the TontonMacoute tortured and killed opponents.The private militia of sunglass-wearing

thugs enforced the dynasty's absolutepower and lived off extortion.

He fell in 1986, followed by yearsof repressive rule by military officerswho continued his style of rule.

Aristide rose to prominence as acritic of those regimes' abuses and waselected in a 1990 landslide, then quicklyousted in a military coup. He wasreturned to power through U.S. militaryforce in 1994 but especially after beingre-elected in 2000 was also accused ofcorruption and abuses.

His former protegee, Rene Preval,was elected two years after his ouster, in2006, largely thanks to the votes ofAristide's supporters. But they nowconsider him a traitor for having failedto return their leader from exile.

Washington -- Chinese President HuJintao wrapped up his visit to the U.S.capital Thursday, telling an audience ofAmerican business leaders that Beijingis seeking closer ties and greater trustwith the United States on a range ofareas.

He sought to assuage concerns aboutChina's rising economic and militarypower, declaring that his country "willnever seek hegemony or pursue anexpansionist policy."

The Chinese leader wasunapologetic, however, about Beijing'sposition on politically sensitive questionsrelating to the status ofTibet andTaiwan,calling them a matter of Chineseterritorial integrity and a "core interest."

We are building "a socialist countryunder the rule of law," he asserted. Hesaid relations between Washington andBeijing need to be governed by a beliefin "equality" and "mutual respect."

Hu made his remarks at a luncheonhosted by the National Committee onU.S.-China Relations, the U.S.-ChinaBusiness Council, and several othergroups.

Earlier in the day, Hu traveled toCapitol Hill to meet with congressionalleaders, who used the occasion to raisestrong concerns about Beijing'scommitment to human rights andeconomic issues such as the protectionof intellectual property.

"I would not indicate therewas greatengagement ... other than a generalrecognition by the president of Chinathat they have a ways to go," Bermantold reporters.

On Wednesday, Hu met withPresident Barack Obama behind closeddoors at the White House for several

Human rights is always a touchysubject in China, as censors in Chinahave made clear during Hu's visit. Thecensors blacked out CNN's newsbroadcast each time human rights was

mentioned. Even when Hu spoke abouthuman rights, it was blacked out.

Censors also blacked the networkout in China whenever a CNN reportmentioned or showed video of Liu.

Footage of anti-China protestersnear the White House was similarlyblacked out.

Hu, who started his three-day trip tothe United States on Tuesday afternoon,was treated to amilitary honor guard andreview at theWhite House -- part of thetraditional pomp and circumstancereserved for visiting leaders of majorpowers.

Obama hailed Hu's visit as a chanceto lay a foundation for the next 30 yearsof Sino-American relations.

"At a time when some doubt thebenefits of cooperation between theUnited States and China, this visit is ... achance to demonstrate a simple truth,"Obama said. "We have an enormousstake in each other's success. In aninterconnected world, in a globaleconomy, nations -- including our own -- will be more prosperous and moresecure when we work together."

The February 14 celebration named after aChristian saint is not officially banned buthardliners have repeatedly warned about thecorruptive spread of Western values. Under Iran'sIslamic law, unmarried couples are not allowed tomingle.

In a blanket assault against seven mobfamilies in New York, New Jersey andRhode Island, the F.B.I. and localauthorities began arresting more than100 people on Thursday on chargesincluding murder, racketeering andextortion, people briefed on the arrestssaid.The sweep began before dawn and

the targets ranged from small-time bookmakers and crime-family functionariesto a number of senior mob figures andseveral corrupt union officials,according to several people briefed onthe arrests. Among those arrested orsought, some of the people said, weremore than two dozen made members ofNewYork’s five crime families and thefamilies in New Jersey and NewEngland, along with dozens of theirassociates.Several of of the men arrested, the

people who had been briefed said, werecharged with murders — some datingback to the 1980s and 1990s. Otherswere charged with selections from a fullmenu of mob crimes: racketeering,extortion, loan-sharking and gambling,as well as labor-racketeering crimes intwo sectors that officials say remainunder the mob’s sway: the constructionindustry and the waterfront.The arrests were based on more

2010 tied for warmest year on record

MIAMI- Burglars snorted the cremated remains ofa man and two dogs in the mistaken belief that theyhad stolen illegal drugs, Florida sheriff's deputiessaid on Wednesday.

The ashes were taken from a woman's home inthe central Florida town of Silver Springs Shoreson December 15. The thieves took an urncontaining the ashes of her father and anothercontainer with the ashes of her two Great Danes,along with electronic equipment and jewelry, theMarion County Sheriff's Office said.

Investigators learned what happened to theashes after they arrested five teens in connectionwith another burglary attempt at a nearby homelast week.

"The suspects mistook the ashes for eithercocaine or heroin. It was soon discovered that thesuspects snorted some of the ashes believing theywere snorting cocaine," the sheriff's report said.

Once they realized their error, the suspectsdiscussed returning the remaining ashes but threwthem in a lake instead because they thought theirfingerprints were on the containers, sheriff'sspokesman Judge Cochran said.

Police divers were trying to recover the ashes.The suspects were jailed on numerous burglary andother charges.

TUCSON, Arizona- Less than two weeks aftersurviving a bullet through the brain, Rep. GabrielleGiffords stood up and looked out the window of herhospital roomWednesday as she prepares to move toHouston to begin an arduous journey of intensivemental and physical rehabilitation.

Hospital spokeswoman Janet Stark said Giffordswas able to stand on her feet with assistance frommedical staff Wednesday in another significantmilestone in her recovery.

The next step is extensive rehabilitation in whichshe will have to relearn how to think and plan. It'sunclear if she is able to speak or howwell she can see.And while she is moving both arms and legs, it'suncertain howmuch strength she has on her right side.

Her swift transition from an intensive care unit toa rehab center is based on the latest research, whichshows the sooner rehab starts, the better patientsrecover.

Giffords' family hopes to move the Arizonacongresswoman on Friday to TIRR MemorialHermann hospital in Houston, where her husband livesand works as an astronaut. The exact day of the movewill depend on her health.

"I am extremely hopeful at the signs of recoverythat mywife hasmade since the shooting,"MarkKellysaid in a statement released by Giffords' congressionaloffice. The staff at University Medical Center inTucson "has stabilized her to the point of being readyto move to the rehabilitation phase."

Dr. John Holcomb, retired Army colonel and atrauma surgeon at the Houston hospital, praised thecare she received in Tucson and said Giffords would"move quickly toward a tailored and comprehensiverehab plan."

Giffords was shot in the forehead Jan. 8 whilemeeting with constituents outside a grocery store inTucson. She remains in serious condition. Herrecovery has amazed her family and impressed herdoctors, who say she is improving every day.

Over the weekend, Giffords was weaned off theventilator and had her breathing tube replaced with atracheotomy tube in her windpipe. Doctors also

inserted a feeding tube to boost her calorie intake andrepaired her right eye socket, which was damaged bythe bullet.

Since being taken off sedation, Giffords has beenalert and opening her eyes more often. She also startedrigorous physical therapy, dangling her legs over herbedside to exercise her muscles and sitting in a chairfor periods at a time. Kelly told ABC in an interviewthat she gave him a neck rub.

Still, the extent of her injuries and long-termprognosis won't be known for some time.

The gunman shot 18 other people, killing six andwounding 12. All survivors have been released fromhospitals, and doctors say the hospital is now no longerthe best place for Giffords.

"When she's medically stable, there's really noreason to keep her there," where she could getinfections and other complications long known toplague patients with long hospital stays, said Dr. SteveWilliams, rehab chief at Boston Medical Center andthe Boston University School of Medicine.

"Over the last five to 10 years, there has been a bigpush to getting patients rapidly to rehab," because

research shows they recover faster and better the earliertherapy starts, he said.

Giffords will likely be moved to Houston byMedevac jet, Williams said, and there is little risk of abrain injury from flying. Since part of her skull hasbeen removed, there is less pressure on the brain, andthere has been no problem with swelling during herrecovery. During rehab, she will probably wear ahelmet.

Once she arrives in Houston, doctors will do acomplete assessment of what Giffords can and cannotdo, said Dr. Reid Thompson, neurosurgery chief atVanderbilt University in Nashville.

"The rehab is going to be pretty intense for her,both cognitively and physically," because she'll needto recover frontal lobe functions, Thompson said."She's going to have to relearn how to think, plan,organize."

A penetrating brain injury like a bullet woundleaves a specific path of damage. Giffords' wound pathappears to be below the motor cortex, which controlsmovement, but may include an area controlling speech,Williams said.

He is not involved in Giffords' care and based hiscomments on diagrams and reports of her injury thathave been made public so far.

"One of the questions is whether she'll be able tospeak," Williams said. Giffords has a breathing tubenow, and even if this impedes her speech, she mightbe able to mouth words.

"That would be a good indication that she at leastis able to express herself," Williams said.

"The cognitive ability and the speech are the keythings," he said. "We know that she's moving herlimbs. The question is, how strong is she."

Giffords' family considered rehab centers inWashington, NewYork, Chicago andHouston, doctorssaid. The Houston one "has a national reputation fortreating serious penetrating brain injuries and is also ina community where I have family and a strong supportnetwork," Kelly's statement said.

He is scheduled to command NASA's last spaceshuttle flight inApril, but that's uncertain now.

Carlina White was just 19 daysold when she disappeared fromHarlem Hospital on Aug. 4, 1987.Police searched for her kidnappersbut never found enough evidence tocharge any suspects. Her mother, JoyWhite, always had a feeling that herbaby was alive, her family said.

On Jan. 4, a woman known asNejdra Nance, who was raised inBridgeport, Conn., and now lives inAtlanta, contacted White, sendingalong baby photos that looked nearlyidentical to shots of Carlina postedon a missing children's website.Nance told White she thought shemay be her daughter.

"She said she just had a feeling,she felt different from the peopleraising her," said Nance's maternalgrandmother, Elizabeth White, 71.

"She searched, and then she foundJoy."

Joy White contacted the NewYork Police Department to see if itcould help investigate whether thewoman was really Carlina White.

"It sounded legitimate andcredible, so I had missing personsreach out to her," said Detective

Martin Brown, who fielded the call.DNA tests performed on Joy White,her ex-husband, Carl Tyson, and 23-year-old Nance matched, police said.Nejdra Nance was Carlina White.

As part of their investigation,police are talking to retireddetectives who handled the caseyears ago. Because she was so young

"It was wonderful, she didn'teven seem like a stranger, she just fitright in," Elizabeth White said. "Weall went up there, we had dinnertogether, her aunts were there. Shebrought her beautiful daughter. Itwas magic."

Elizabeth White said she didn'task Nance too many questions abouthow she grew up or how she knewshe was not a member of the familywith whom she lived. She didn't wantto push Nance too much.

"That will all come," ElizabethWhite said of the history. "What'simportant now is our baby girl ishome. She's home."

SEOUL, South Korea - South Koreasaid Thursday it accepted a NorthKorean proposal to hold high-leveldefense talks a day after the leaders ofthe U.S. and China called for bettercommunication between the twoKoreas.

The talks could prove significant ifSeoul and Pyongyang can put asidemilitary and political tensions thatsoared to their worst level in years in2010 and lay the groundwork for aresumption of long-stalled internationalnegotiations on ending North Korea'snuclear programs. Lower-level defensetalks last year foundered over the issueof the sinking of a South Korean navalship in disputed waters.

Tunisian police fired shots into the air on Thursday totry to disperse hundreds of protesters demanding thatministers associated with the rule of ousted presidentZine al-Abidine Ben Ali leave the government.

The protesters, who gathered outside the Tunisheadquarters of the RCD, Tunisia's ruling party forseveral decades, refused to move back when policefired shots from behind a metal fence.

For the first time since the fall of BenAli last week,there were also protests in other towns across Tunisia.

The protesters on Mohamed V Avenue near thecenter of Tunis, chanted: "After Ben Ali and his wife,we want to bring down his thieves!" They also burnedthe logo of the party and carried banners saying:"Government out!"

One of the protesters, who gave his name asAymen,said: "We are here, we are not going to move until theRCD falls. We will come every hour and every day."

At the RCD headquarters, workmenwere removingthe large plaque from the outside of the building bearingthe party's name, a Reuters reporter said.

A mustachioed military officer whose unit wasguarding the building told the crowd: "Translate this asyou wish: the RCD is going away."

The protesters responded with rapturous applauseand began embracing members of the security forces. Itwas not clear if the officer had meant the RCD wassimply leaving the headquarters building or that it wasrelinquishing power.

BenAli fled to SaudiArabia on Friday after weeksof violent unrest spurred by anger over poverty,unemployment and repression. The popular revolt wasseen as sending shockwaves through autocraticgovernments across the Arab world.

The central committee of Ben Ali's RCD powerbase has been dissolved, state television reported. It saidthe decision was taken as many committee members,who were also government ministers, had quit the partyunder opposition pressure. The party itself will continueto operate, the report said.

The ministers in the interim government resignedfrom the RCD party in a bid to restore credibility afterfour opposition ministers quit the cabinet, sayingministers belonging to the RCD party must go.

President Barack Obama is getting abump in his approval ratings from animproving economy but Americanswant him to focus on reducing debt andspending, a Reuters/Ipsos poll showed.

The poll found reasons foroptimism for Obama as he searches forareas of compromise with newlyemboldened Republicans this year andlays the groundwork for his 2012 re-election bid.

Obama's job approval rating wentup to 50 percent from 45 percent inDecember, the first time Obama hasachieved 50 percent approval in thispoll since last June.

Still, many Americans still do notapprove of his job performance -- 47percent disapproved of him in this poll,compared to 46 percent in December.

With the economy showing signsof picking up its pace of growth, moreAmericans are likely to say the countryis on the right track -- 36 percent in

January, up from 29 percent inDecember. But 59 percent ofAmericansstill said the country is on the wrongtrack.

"As the economy gets better, sodoes the administration," said Ipsos

pollster Cliff Young. "Looking to 2011,he's going to have more credibilityamong voters. It suggests that pushinghis agenda, while difficult, is not goingto be impossible."

Obama had a good month inDecember as Congress approved keybills he supported, like an extension ofBush-era tax cuts, the START nucleartreaty with Russia and an end to a banon gays serving openly in the military.

Schmidt, 55, will still beavailable to advise Page, 37, and Google's other 37-year-old founder, Sergey Brin, as the company'sexecutive chairman.

Under the new pecking order effective April 4,Page will reclaim the CEO job that he held for threeyears before Google's investors insisted that a moremature leader be brought aboard.

Now cleared of fitness concerns,Ramnaresh Sarwan has been recalledwhile underachievers Devon Smith andRavi Rampaul are surprise inclusionsin the West Indies’ World Cup cricketsquad.

But there is no room for theBarbadian pair of Tino Best and RyanHinds in the 15-member squadannounced yesterday for theprestigious 50 over-an-innings globaltournament to be jointly held in India,Sri Lanka and Bangladesh fromFebruary 19 to April 2.

Neither has Trinidadian LendlSimmons nor Jamaicans MarlonSamuels and Jerome Taylor, who hadnot been named in the provisional 30-man list, but are now playing andperforming in the Caribbean Twenty20,been selected.

In explaining the reason whyformer captain Sarwan, who wasexcluded from recent West Indiesteams and not given a retainer contractbecause of fitness and attitudinalissues, has been selected, chairman ofselectors Clyde Butts told reporters atKensington Oval yesterday during aPress conference, that he hadpersonally seen him train in Guyanaand recognised improvements in hisoverall fitness and body structure.

Butts also noted there had been areport from the Guyana team’s trainerabout the training Sarwan had beendoing over the past five to six months,while he has played in the regionalTwenty20 and 50-over competitions aswell as the Champions League T20.

“As we have said before, he wascoming back into cricket and he didn’t

play as much cricket as we would’veliked.

He was getting injured more timesthan not so we have looked at him sincethen,” Butts said.

“We think, right now, he hasplayed injury-free as well and he looksfit. We are satisfied that he is fit andthat he can play cricket for us over aperiod of time without being injured,”Butts added, but acknowledged thatinjuries did happen.

He, however revealed that theWestIndies Cricket Board (WICB) wasunable to conduct its own fitness teston Sarwan, who has hit four centurieswhile amassing 5 098 runs in 156 ODIsat an average of 43.94.

Lucian allrounder Darren Sammy, alsoincludes rookie 22-year-old Jamaicanfast bowler Andre Russell, the onlyplayer in the squad who is yet to play aOne-Day International, while CarltonBaugh, whose last ODI was in 2008,gets the wicketkeeper’s position.

Also selected are sacked formerskipper Chris Gayle, and Trinidadianallrounders Dwayne Bravo and KieronPollard, who all refused contractsoffered by the West Indies CricketBoard for the 2011 season.

The trio is currently “DownUnder” playing in the Australian BigBash Twenty20 Tournament butparticipated in the last regional 50-overone-day tournament in Jamaica,qualifying for selection.

“The selection committeedeliberated extensively over theselection of this most important WorldCup squad and while choosing someplayers was straightforward we believethat we have come up with a good mixof players who will be able to do wellin the Asian conditions," Butts furtherpointed out.

“We have some of the mostexperienced ODI cricketers on theinternational stage along with theeffervescence and freshness of somequality young players who we areconfident can not only contribute to theteam but win matches,” he added.

Big-hitting Pollard, 23, only hasone 50 in 30 ODI at an average of19.92while the 29-year-old Smith, whoaccording to Butts had been scoringruns with the “A” Team, averages24.32 in 32 ODIs with three half-centuries and has a strike rate of 69.63.

Rampaul, 26, has taken49 wicketsin 50 ODIs at 34.14 with an economyrate of 5.04 runs an over. He took threewickets at an expensive 65.66 runsapiece in his last four ODIs againstSouth Africa in the West Indies’ lastOne-Day series.

Two specialist left-arm spinner,Sulieman Benn and Nikita Miller, arein the team, and according to Butts,they will get support from theexperienced Gayle, whose accurate off-spin has served theWindies well in thepast.

With Best, who was the mostimpressive fast bowler in the one-daytournament in Jamaica, named as oneof the three reserves, along withAntiguan wicketkeeper Devon Thomasand Barbadian batsman Kirk Edwards,Kemar Roach and Ravi Rampaul willlead the pace attack.

They will be backed up by theseam bowling of Sammy, DwayneBravo and Russell.

Prior to the World Cup, the WestIndies will return to Sri Lanka to playthree ODIs, which had to berescheduled after the one-day leg of thetour there late last year, was deferreddue to torrential rain.

Butts said a vice-captain for theside would be named at a later date.

Searching for a replacement for striker Darren Bent, Sunderland boss SteveBruce has opened talks with Stoke City to sign Reggae Boy Ricardo Fuller for£3 million, reports the Daily Mail newspaper.

Sunderland are reportedly looking at Fuller as a short term option beforeinvesting more of the £24 million they received from the transfer of DarrenBent to fellow English Premier League ClubAston Villa.

TheMail speculated that Fuller would be "an ideal solution before the endof the season and would allow Bruce to pursue bigger targets in the summer."

Fuller has scored three goals in 23 appearances for Stoke this season.

West Indies batting legend Brian Lara hasbacked India to win the ICCWorld Cup whichstarts next month, but says the one-daypowerhouses will need to play a measuredcampaign if they are to lift their second title.

"With the World Cup being held in Asia,India are definitely the favourites," Lara toldreporters here Tuesday.

"India have been on the top of their game,they will be a very tough team to beat. Theyhave a well-balanced team that can competewith anyone in the world, but playing beforehome crowds will not be easy."

India have been installed in Group B of thecompetition and will play alongside WestIndies, Bangladesh, England, Ireland, The Netherlands and South Africa.

"As hosts, India may find it difficult because they would want to start ontop and stay on top. They have to ensure that they do not run out of steam. Thisrequires both physical and mental strength."

India last won a World Cup when they beat West Indies in the 1983 final inEngland. One of India's biggest threats in the group will come from SouthAfrica,but Lara says while they were a strong side, they always falter at the bigshowpiece.

"SouthAfrica are a very good team. They can play consistently good cricket.But they have a bit of World Cup bogey which is why I won't put my money onthem," Lara said.

LONDON – IAAF President LamineDiack on Thursday issued hisstrongest criticism yet a proposal totear down London's Olympic Stadiumafter the 2012 Summer Games andreplace it with a soccer venue with norunning track, calling it "outrageous."

Premier League clubs Tottenhamand West Ham are bidding to use thestadium site after the Olympics, butonly West Ham would keep the trackused for athletics. Tottenham wants tolevel the stadium and build a newsoccer-specific venue.

The teams' proposals were put indoubt Thursday when the OlympicPark Legacy Company told TheAssociated Press it could still goahead with its original plan todownsize the stadium to a 25,000-seatathletics venue if neither bid wasdeemed "viable."

Diack then reiterated his criticismof the plans and urged London

organizers to stick to their originalpromise.

"To now demolish the Olympicstadium, throwing away the original500-million-pound investment ofpublic money seems to me anoutrageous proposition, especially inthe present world economic climate,"

Diack said in a statement. "Instead, letus keep London's promise alive andleave an athletics legacy at the venuewith a top football club as a valuedpartner."

Both Tottenham and West Hammust submit their final plans for thestadium to the Olympic Park LegacyCompany on Friday. West Ham's planinvolves rebuilding the stadium andreducing seating from 80,000 to60,000, while keeping the runningtrack.

If the OPLC board rejects thesoccer team bids, it would have toreopen the search for a tenant. The25,000-seat design is the only optionthat already has planning permission.

Diack said the pledge to maintainthe $853 million stadium, which isstill being constructed, as an athleticsvenue was part of the reason Londonwas awarded the games.

"This promise was not a footnoteof London's bid — it was a corepolicy of their presentation toconvince the Olympic family of theirexciting, viable legacy plans," he said."There is no doubt that thiscommitment played its part in the UKwinning the right to host the 2012games."

Tottenham's plans have angeredboth its own supporters, who areunhappy that the club would bemoving from north to east London,

and track stars, including Olympicchampion Usain Bolt.

West Ham, meanwhile, iscurrently at the bottom of the PremierLeague and facing a costly relegationto the League Championship.

Former British OlympicAssociation chief executive SimonClegg has said the stadium isunsuitable for both athletics andsoccer. Tottenham has produceddocuments showing that having arunning track around the field wouldhamper fans' ability to see actionduring soccer matches, while raisingquestions about West Ham's ability tofill a 60,000-seat stadium if the teamis relegated.

Under the original 25,000-seatdesign, the stadium couldn't host aworld athletics championships, butthe flexible design would allow thecapacity could be temporarilyincreased.

The initial plan was for thestadium to also house a secondaryschool for about 500 students, theNational Skills Academy for sportsand leisure industries, and the EnglishInstitute of Sport.

Those plans were criticized in2009 by the London DevelopmentAgency, which warned that the25,000-seat stadium could become awhite elephant "without a credibleanchor tenant."

PARIS – The notion that Lance Armstrong won theTour de France seven times because he was on somekind of secret wonder-drug somehow unavailable toothers riders has long floated around the froth-osphere where sports fans trade rumor, fiction andthe occasional fact.Now, Sports Illustrated gives a possible name

for such a potion — HemAssist. The magazinereports "the FDA has information that Armstronggained access" in the late 1990s to the experimentaldrug that was never commercialized. A doctor whooversaw the clinical studies spoke enthusiasticallyto SI about how HemAssist, theoretically at least,could help riders scale French mountain passes bydelivering oxygen to tired muscles."Better than EPO" — long a performance-

enhancer of choice in cycling — but without itspotential nasty side-effects like making bloodgooey, Robert Przybelski was quoted as saying.Mmmmmm. Really?If Armstrong doped, which he has always

vociferously insisted was not the case, then it'sdifficult to believe that a drug like HemAssist wouldhave been his magic bullet, or that he had a magicbullet at all. There are plenty of other products andmethods out there, unlike drugs in HemAssist'sfamily, that are known to truly give the boost thatcheats seek.Horrific but now depressingly mundane

practices like transfusing blood. Cocktails of growthhormone, steroids, EPO, testosterone. The list ofthings riders took to try to beat Armstrong runs onand on. EitherArmstrong was monk-like in resistingthe temptations so many others succumbed to or he'slying. SI's claims add to the pile of allegationsagainst Armstrong that has grown too large and tooexplosive to easily dismiss.Instead, let Jeff Novitzky get to the bottom of

it. The taxpayer dollars that Armstrong's lawyersgrumble are being wasted on the federalinvestigator's hunt of Armstrong will have beenmoney well spent if he unmasks the Tour's biggestchampion as a cheat or, alternatively, determinesthat there's really nothing or not much there.The current limbo of allegation vs. denial, of

mounting anecdotal evidence but no smoking-gunproof that Armstrong doped, is good for nobody,with the exception of journalists to whom this offersa rich vein of stories.Bad for Armstrong and the cancer survivors he

fills with hope. Bad for cycling, which combatsdoping more convincingly now than duringArmstrong's winning era. And bad for all of us whowant to believe in champions and be inspired by thehuman body's capacity to achieve incredible things.Now back to SI's HemAssist claim.Just the idea that a sports star could use his

wealth, clout and connections to accessexperimental drugs meant to be strictly controlledis alarming. It is way beyond the sports world'sremit or powers to probe such organized fraudalone. More reason to think that snooping bygumshoes like Novitzky is entirely valid.Still, the HemAssist allegation doesn't appear to

make much scientific sense.Scientists from Europe and Australia tried out

another HemAssist-like drug a few years back onsports students in the southern French city ofMontpellier, infusing them with Hemopure andhaving them pedal exercise bikes. They weresurprised to discover that, contrary to theirexpectations, the drug did not seem to boost athleticperformance or endurance. Those findings makethem doubt that HemAssist would have done hugegood for Armstrong if, indeed, he was cynicalenough to have used it.Armstrong spokesman Mark Fabiani says the

cyclist never took HemAssist. He also says thatbecause its developer, Baxter International,

abandoned trials of the drug in 1998, it was"impossible" that Armstrong could have gotten holdof it."It would have been a big story, 'Now we know

why Armstrong was so strong — because he tookHemAssist,'" says one of the researchers who tookpart in the study of Hemopure, Yorck OlafSchumacher of Freiburg University in Germany."But, pffff, I think that would be oversimplifyingthings."Of this type of drug, called hemoglobin-based

oxygen carriers or HBOCs, Schumacher adds:"There's nothing up to now that shows or proves thatit improves performance.""I'm very skeptical," says another of the

scientists, Michel Audran at the University ofMontpellier. The drug they tested, Hemopure, was"better than HemAssist and it didn't improveperformance, so it would surprise me that he(Armstrong) took this for nothing."He adds that a side-effect of Hemopure was that

it gave the students stomach gas."Either you burp or break wind. It's very

uncomfortable. I tried it out on people and I canguarantee that they were all ill," he says.Hardly ideal for an elite cyclist. But some of

them still gave this stuff a whirl, risking their health.Spanish rider Jesus Manzano keeled over at the2003 Tour after, he says, he was injected with anHBOC used to treat anemic dogs. Audran believesManzano's experience scared off other riders."Some of them used it, a few of them," he says.

"But after the Manzano story ... they abandoned it."An anti-doping blood test for HBOCs has been

in force since 2004 but, as far as the World Anti-Doping Agency knows, no athlete has yet testedpositive. Armstrong's seven consecutive Tour winsran through to 2005.Przybelski, who oversaw HemAssist's early

development for Baxter, maintained in a subsequentphone interview with The Associated Press that thedrug could have improved sports performance,although he added that no direct studies were doneto prove that theory."I could not imagine a cyclist using HemAssist orany HBOC day after day ... I would imagine thatsuch a product would be used selectively for a mostdifficult mountain stage," Przybelski wrote in afollow-up e-mail to the AP."But of course," he added, "I don't believe theseproducts were ever used."
