The LINK August 2015

ALBION CENTRAL SCHOOL --- Achievement, Character, and Success for Life!

Welcome back, Albion Central! September 9, the first day of school for students, is just a few weeks away and we at school are ready for their return. Teachers and other staff, including several we welcome to ACS for the first time, have been on campus preparing the buildings and grounds, their rooms, and lessons for the return of our students. Like our staff, some of our students have already returned,

participating in swim lessons, sports camps, and planning club and class activities for the new year. As we finalize plans for the new year at school, I’d ask you to review this copy of “The Link” at home and to keep it handy throughout the year. Like the district calendar and other start of the year materials, it contains important information, including dates and times of the campus open house and the kindergarten, sixth-grade, and ninth-grade welcome programs. Directions for signing up for the district’s phone, text, and e-mail alert system are also included. If you have not yet signed up for alerts, please consider doing so. If you are signed up, take a few moments to update the groups that you subscribe to as your child may have moved to a new building, changed the level of the sport he/she plays, or added new clubs and activities to his/her schedule. All of us were proud to have our high school selected as one of the 17 high schools recognized as a School of Opportunity by the University of Colorado’s National Education Policy Center. While the recognition program is designed to identify high schools that “engage in research-based practices that focus on closing gaps in opportunity,” the honor reflects the commitment our district makes to provide opportunities for students in every grade every day. We at school are grateful for the opportunity that we have, to partner with you to create opportunities for success for the children of Albion Central. Please continue that partnership with us by “checking in” with your child each evening about their school day. Feel free to contact your child’s teacher or other appropriate person at school if either of you has questions or additional needs as we go through the upcoming year. On behalf of our entire staff, I wish each of you and your families a restful end to the summer and a new year filled with opportunities and successes!

ALBION CENTRAL SCHOOL --- Achievement, Character, and Success for Life!

Dismissal Times:

Pre-K (AM session): 11:30 a.m.

Pre-K (PM session): 3:20 p.m.

Grades K-5: 3:20 p.m.

Grades 6-8: 2:23 p.m.

Grades 9-12: 2:22 p.m.

Bergerson Middle School, Grades 6 - 8

Opening of School Grade 7 and 8 students at the middle school will report to their homeroom at 7:43 a.m. At that time, students will be given their schedules for the year. Grade 6 students will report to the middle school auditorium where they will be greeted by their teachers. Dismissal will be at 2:23 p.m.

Late Arrivals/Leaving Early For students leaving early, parents must write a note excusing the absence. The student must bring it during homeroom to the main office to receive an “early dismissal pass.” At the appointed time, the student reports to the main office to await the person who will be signing him/her out. Students WILL NOT be allowed to leave the building on their own. If a parent is unable to pick up his/her child, then another adult (18 years or older and listed on the release form), may sign the student out.

Student Attendance In order for students to succeed in school and meet state expectations, it is imperative that students maintain regular attendance. We ask parents and guardians to assist us in this matter. We will be completing home visits for students not in regular attendance. If he/she will not be in school, please call 589-2021 before 9 a.m. to report the absence.

Assignment Notebooks, etc. During the first week of school, homeroom teachers will hand out assignment notebooks to sixth graders. All students will receive student handbooks along with various forms that need to be filled out, signed by parents, and returned to their teachers. These forms MUST be returned by Sept. 12, so school personnel can finalize the indexing of student information. The student handbook should be taken home to parents to be read together, as it contains important information pertinent to both students and parents. Included in the handbook is a listing of office phone numbers that parents will need to reach the appropriate office for absences, medical concerns, guidance concerns, and main office personnel. It may be helpful to “POST” these numbers where they are easily accessible.

Breakfast Breakfast will be available from 7:35 - 7:58 a.m. in the cafeteria. Students will not be admitted to breakfast after 7:38 a.m.

Community Parking All visitors must park in the designated “VISITOR PARKING” area, regardless of the reason for their presence in the building(s). Persons parking elsewhere or in a fire lane will be ticketed by the Village of Albion.

The Ronald L. Sodoma Elementary School staff looks forward to another exciting year of learning. The first day of school for grades Pre-K through 5 is Wed., Sept. 9. Doors will open at 9 a.m. Generally, during the first few days of school, buses will run a little later than normal. Please be patient. During the first few days of school, kindergarten children may be leaving their classroom ten minutes earlier than usual. This is to facilitate bus loading, until the children become familiar with getting on the bus.

Parent Transported StudentsParents who plan on transporting their children to school should note: STUDENTS SHOULD NOT ARRIVE PRIOR TO 9 A.M.

All visitors will enter the main entrance at the front of the elementary school building (under the canopy by the “crayons”). Parking for visitors will be the northeast parking lot, in front of the playground. Student drop-off will be the parking lot via Clarendon Road.

Only students who attend before school programs or breakfast will be allowed to enter the building prior to 9 a.m. In order to help keep our children safe, all doors to the building will be locked except the main lobby entrance. All visitors must sign in at that entrance. We appreciate your understanding regarding these security measures.

Pre-K StudentsPre-Kindergarten parents will receive a schedule in the mail of which day their child will be attending class during the first week of classes.

The first regular session for Pre-K students will be on Mon., Sept. 14.

Kindergarten StudentsKindergarten students should report to the EAST GYM on the first day of school. Teachers will pick up their classes from this area. If you bring a kindergarten student to school, do not leave him/her at the classroom.

Parents are requested to keep and have their child wear the bus tag (received in the mail) the first two weeks of school. This helps staff to identify kindergarten students. We encourage parents of kindergarten students to attend the Kindergarten Open House on Wed., Sept. 2, from 9 a.m. - 12 p.m. The purpose of this Open House is for your child to meet their teacher and become familiar with their classroom and building. This is not a time for a parent/teacher conference. Conferences are scheduled for Nov. 17 and 18.

Returning Students, Grades 1-5Returning students in grades 1-5 should report to the classroom as assigned. Adults will be stationed throughout the building to assist and guide students to their classrooms.

New StudentsNew students should go to the school’s main office. Staff members will be available to take your child to his/her new classroom.

Classroom AssignmentsClassroom assignments will be mailed out on Fri., Aug. 7. We encourage all parents and students to visit the school on Campus Tour Day, Sept. 1, between 9 a.m. and 12 p.m. to help your child become familiar with the location of his/her classroom. For any parent unsure of their child’s classroom assignment, they will also be available on that day at the Main Office.

School Arrival & DismissalArrival:• The regular school day begins at the Elementary School for grades K-5 at 9:00 a.m. Students

may not arrive before 9:00 a.m. • Parents may not walk students to classrooms after 9:10 a.m. • Morning Pre-K, 9:00 a.m. Afternoon Pre-K, 12:45 p.m.• Before School Programs: These programs (chorus, band, and possibly other morning

The doors will open for in classroom pickup or office dismissal at 3:20 p.m. Dismissal passes must be given to staff at the time of pick up. Parents are requested not to disrupt the class by picking up a child prior to the 3:20 p.m. dismissal time.

Parent HandbookOn the first day of school all students will receive a “Parent Handbook.” The handbook will also be available on Sept. 1 at the District Wide Campus Tour Day. Please read it carefully and save it for further reference. This is an important resource.

Student AttendanceIn order for students to succeed in school and meet state expectations, it is imperative that students maintain regular attendance. We ask parents and guardians to assist us in this matter. We will be completing home visits for students not in regular attendance.

Have you moved since last June?If you have moved over the summer, please contact the elementary school (589-2030) and the bus garage (589-2070) to change your new address. We do not know when families move and must rely on families to inform us. Please call by Mon., Aug. 24 so we can make appropriate changes.

Do you have a child pick-up or drop-off location that is not your home? If your child will be picked up and/or dropped off at a location other than your home (i.e. babysitter, grandparent, etc), you must fill out a transportation form. Even if your child was transported to the same location the prior year, you must fill out a form EACH YEAR. Please contact the elementary school office at 589-2030 or stop in to pick up your form no later than Mon., Aug. 24.

Attention Pre-Kindergarten and Kindergarten parents:Pre-kindergarten and kindergarten students will not be dropped off at their homes unless the bus driver sees an adult outside, or in a window, or standing in the door. If a driver does not see an adult, the child will be brought back to school and the parent will have to call to come and pick up the child. If you want an older sibling to take your child off the bus, please go to the elementary school and fill out a permission form.

Important Bus Transportation Information

All atudents are eligible for busing. MS and HS students in the village will be picked up by bus at corners. Please review the busing routes in this LINK issue to determine changes and where your child will be picked up. Please keep in mind that for the first few days of school, the buses will be running a little later than normal in the afternoon. The schedule will adjust within a few days. The parking lot on the north side of the Elementary school immediately in front of the building is for bus parking ONLY. If you are dropping off or picking up a student, please use the Clarendon Street entrance. BUS GARAGE HOURS: Open during the school year from 6 a.m. - 5 p.m. After hours, please leave messages on voice mail at 589-2070.

If Your Child Will Be Transported To/From A Residence Other Than Your Home… New York State Education Law obligates the District to transport students to and from their residence in accordance with defined limits. However, we understand that the babysitter’s residence becomes the school bus stop for many of our students. ACSD will, therefore, honor requests for transportation to and/or from a point other than the family residence on an annual basis. EACH YEAR, a transportation form must be completed to request transportation from an address other than your home. Requests are honored one time only. The District and the parents are obligated to the agreement for the entire school year. The District will not approve bus stops on differing days for any individual student or adjust a student’s bus assignment after the beginning of the school year unless you change your residence. This determination is based on the District’s requirement to ensure safe and secure transportation for every student. Emergency or extenuating circumstances shall be handled through respective building principals. The District is prohibited from transporting students to after school organizations such as Scouts, 4-H, dancing class, music lessons, or to a friend’s house. Requests of this nature are not considered “emergencies” and will not be honored by the District. It is the responsibility of the parent or guardian to provide transportation to and from these non-school related activities. If you want the bus to pick up or drop off your child at a residence other than your own home, you MUST fill out a transportation form EACH YEAR. Forms can be obtained at each building office. Information can not be accepted over the phone. Parent notes regarding bus changes are not accepted. A form must be filled out no later than Sept. 4. If applications are received later than that date, it may take up to one week to process them. If you have questions, please contact the District at 589-2056 or the bus garage at 589-2070.

Waiting for the Bus: All students must be outside in a visible location TEN minutes before the scheduled bus arrival time. When substitute drivers are placed on a route, they do not have house numbers of students. They are given the streets to pick up/drop off. Substitutes look for children standing by the road for pick up. Buses are not allowed to honk their horns for students to catch the bus.

Important Information for Pre-K & Kindergarten Student Transportation Home: Pre-kindergarten students will not be dropped off at their homes unless the bus driver sees an adult outside, in a window or standing in the door. If a driver does not see an adult, the child will be brought back to school and the parent will have to come and pick up the child. Kindergarten students will not be dropped off at their home unless the bus driver sees an adult at home or they are riding with an older sibling. Kindergarteners will be dismissed at 3:20 p.m. and will ride the Elementary School Bus home. The buses leave the Elementary School at 3:30 p.m.** Attention Oak Orchard Estate Students Bus stops will be at the Main office parking lot or by the mailboxes on North Street.

Instrument Donation Program

The elementary school is seeking out instruments in good working order that are no longer used by their current owners. Donations of working instruments (brass, woodwind, and percussion) would enable more students to learn how to play and be a part of our wonderful musical community. In an analysis of U.S. Department of Education data on more than 25,000 secondary school students, researchers found that students who report consistent high levels of involvement in instrumental music show “significantly higher levels of mathematics proficiency by grade 12.” This observation holds regardless of student’s socio-economic status, and differences in those who are involved with instrumental music vs. those who are not, is more significant over time. (Catterall, Chapleau, Iwanaga, 1999). If you would like to donate an instrument in good working order, please contact the District Office at 589-2056. Fourth- and fifth-grade students who qualify for the free and reduced lunch program will be eligible to receive an instrument from the donation program.

Albion Central School District Initial Notification Pursuant to Section 409H of State Education Law

New York State Education Law Section 409H, requires all public and nonpublic elementary and secondary schools to provide written notification to all persons in parental relation, faculty, and staff regarding the potential use of pesticides periodically throughout the school year. The Albion Central School District is required to maintain a list of persons in parental relation, faculty, and staff who wish to receive 48-hour prior written notification of certain pesticide applications. The following pesticide applications are not subject to prior notification requirements:• Anti-microbial products;• Nonvolatile rodenticides in tamper resistant bait stations in areas inaccessible to children;• Nonvolatile insecticidal baits in tamper resistant bait stations in area inaccessible to children;• Silica gels and other nonvolatile ready-to-use pastes, foams or gels in areas inaccessible to

children;• Boric acid and disodium octaborate tetrahydrate;• The application of EPA designated biopesticides;• The application of EPA designated exempt material under 40CFR152.25;• The use of aerosol products with a directed spray in containers of 18 fluid ounces or less

when used to protect individuals from an imminent threat from stinging and biting insects including venomous spiders, bees, wasps and hornets.

In addition, there will be no written notice of such application when a school remains unoccupied for a continuous 72 hours following an application. In the event an emergency application is necessary to protect against an imminent threat to human health, a good faith effort will be made to supply written notification to those on the 48-hour prior notification list. If you would like to receive 48-hour prior notification of pesticide applications that are scheduled to occur in your school, please complete the form below and return it to the Carol Neibert at the District Office.

Pesticide Notification

The Albion Central School District, complying with the Pesticide Neighbor Notification law effective July 1, 2001, is offering to you as a district resident an opportunity to register to receive a written notification prior to any pesticide application. Individuals on the 48-Hour Registry will receive the following not less than 48 hours prior to a pesticide application:• The specific date and location of the application (outdoor applications may include an

alternate date due to potential weather conditions).• The name of the product, including the EPA pesticide registration number.• The name and phone number of a school representative to contact for additional information.

Asbestos Inspection Information

In compliance with the U.S. Environmental Protection Agency (EPA), Asbestos Hazard Emergency Response Act (AHERA), asbestos Periodic Inspections were performed in each of our school buildings for asbestos containing building materials. The inspection findings are in the asbestos management plan and are on file in each of the school administrative office and our central administration office. The EPA requires us to perform periodic inspection every 6 months. During the 2014-2015 school year in January and July, the NYS Department of Labor (NYSDOL) certified asbestos inspector performed these inspections and a certified asbestos planner reviewed the results. This information was then submitted to the District and filed for review. No significant findings were noted during the periodic inspections of our school buildings. All asbestos materials in our schools remain in good condition, and we will continue to manage them in place as recommended by EPA guidelines and the NYSDOL certified management planner. Results of the inspection are on file in two locations: 1) The School Administrative Offices 2) The Director of Facilities Office

You are welcome to view these materials anytime during normal school hours, Monday through Friday from 8 a.m. until 4 p.m. Please contact the district office at (585) 589-2056 to set up an appointment.

When necessary, the district will implement measured, balanced and age-appropriate responses designed to correct the problem behavior, prevent another occurrence of the behavior, and protect the target of the act.

Instrumental Music Students

Clarinet, oboe, bassoon, and saxophone students will need to secure their own reeds, as they will no longer be available from the ACS band directors. Much as it is the students’ responsibility to go to math class prepared with their own pencils, woodwind students will now need to secure their own reeds for instrumental music classes. Reeds are available for purchase from most area music stores, and can also be obtained from Music & Arts, Inc., via the order forms left by that company’s representative in each building’s band room throughout the school year. (Payment for these reeds must be made directly payable to “Music & Arts, Inc.”) Students and parents are urged to plan ahead, and always be sure that they have at least three good reeds at all times. While oboe and bassoon reeds are sold individually, clarinet and sax reeds are sold by the box, in quantities of 5, 10 or 25. Band teachers can advise as to appropriate brand and strength, both of which will vary based upon student grade and ability level. Any student financially unable to purchase reeds should see his/her band teacher for assistance.

ACSD Board of Education The Board of Education meets the first Monday of each month at 7 p.m., (with limited exceptions) in the Elementary School, Conference Room A. These meetings are open to the public. Parking is available behind the district offices by the football field. Please enter through the doors marked “Community Entrance.” If you would like to address the Board of Education, you must fill out a purple form, located at the conference room entrance, and give it to the Board secretary.

The 2015-2016 Board of Education meeting dates are: September 14 October 5 November 2 December 7 January 4 February 1 March 7 April 4 May 9 June 6 July 11

Notification of Rights under FERPA for Elementary and Secondary Schools Access

to Student Records The Family Educational Rights and Privacy Act (FERPA) affords parents and students over 18 years of age (“eligible students”) certain rights with respect to the student’s education records. These rights are:

(1) The right to inspect and review the student’s education records within 45 days of the day the School receives a request for access.

Parents or eligible students should submit to the School principal [or appropriate school official] a written request that identifies the record(s) they wish to inspect. The School official will make arrangements for access and notify the parent or eligible student of the time and place where the records may be inspected.

(2) The right to request an amendment of the student’s education records that the parent or eligible student believes to be inaccurate, misleading, or otherwise in violation of the student’s privacy rights under FERPA.

Parents or eligible students who wish to ask the School to amend a record should write the School principal [or appropriate school official], clearly identify the part of the record they want changed, and specify why it should be changed. If the School decides not to amend the record as requested by the parent or eligible student, the School will notify the parent or eligible student of the decision and advise them of their right to a hearing regarding the request for amendment. Additional information regarding the hearing procedures will be provided to the parent or eligible student when notified of the right to a hearing.

(3) The right to consent to disclosures of personally identifiable information contained in the student’s education records, except to the extent that FERPA authorizes disclosure without consent.

One exception, which permits disclosure without consent, is disclosure to school officials with legitimate educational interests. A school official is a person employed by the School as an administrator, supervisor, instructor, or support staff member (including health or medical staff and law enforcement unit personnel); a person serving on the School Board; a person or company with whom the School has contracted as its agent to provide a service instead of using its own employees or officials (such as an attorney, auditor, medical consultant, or therapist); or a parent or student serving on an official committee, such as a disciplinary or grievance committee, or assisting another school official in performing his or her tasks. A school official has a legitimate educational interest if the official needs to review an education record in order to fulfill his or her professional responsibility. Upon request, the School discloses education records without consent to officials of another school district in which a student seeks or intends to enroll.

(4) The right to file a complaint with the U.S. Department of Education concerning alleged failures by the School District to comply with the requirements of FERPA. The name and address of the Office that administers FERPA are: Family Policy Compliance Office U.S. Department of Education 600 Independence Avenue, SW Washington, DC 20202-5605

In addition to the rights outlined above, FERPA also gives the school district the option of designating certain categories of student information as “directory information.” Directory information includes a student’s name, address, telephone number, date and place of birth, major course of study, participation in school activities or sports, weight and height if a member of an athletic team, dates of attendance, degrees and awards received, most recent school attended, class schedule, photograph, e-mail address, and class roster. You may object to the release of any or all of this “directory information;” however you must do so in writing to the building principal by the end of September each school year. If we do not receive a written objection, we will be authorized to release any or all of this “directory information” without your consent.

Release of Directory Information under FERPA

Unless objection to any of the specific items in the following “Directory Information” is submitted in writing by parents, legal guardians or those students over the age of 18 years, the Albion Central School District herewith gives notice of intention to provide, release or publish in the district or building newsletters; school or student newspapers; school website, yearbooks or other publications; daily or weekly newspapers; athletic programs; musical, theatrical or award programs; news releases and school related organizations any or all of the following directory information pertaining to students as may be appropriate under the circumstances: the student’s name, student’s photograph, parent’s name, major field of study, participation in officially recognized activities and sports, weight and height of members of athletic teams, dates of attendance, degrees and awards received and the most recent previous education agency or institution attended by the student. Under the regulations of this act, parents, guardians or students over the age of 18 who do not desire the release of any of the above directory information must make a specific request in writing to the Superintendent of Schools by Sept. 30. Failure to make such request shall be deemed consent to release, provide or publish directory information during the current school year. Please Note: Although not considered directory information, student created work, video or audio recordings, or electronic images may be used without prior consent in order to publicize or promote a school district program. If you wish to refuse permission for the use of your student’s work, video or audio recordings, or electronic images in district publications, media releases or district website, you must notify the building principal in writing by the end of September each school year.

Technology Brings Books Into Your Home We are so excited to introduce you to Storia School Edition for Elementary School students – the new eBook library from Scholastic that our school is using this year! Students of all ages and reading levels love Storia’s digital reading experience, and having Storia eBooks in our classroom will be a huge help for motivating readers and bringing an exciting digital component to our daily curriculum. And here’s what’s really great: your child has their very own account so they can also sign in to Storia at home to read eBooks on their own, or complete class assignments. Access at home is free and you can sign in on any device with an Internet connection, including desktops, laptops, and tablets. Students will be receiving a new login after school begins in September.

Regroup Emergency Alert Notification System

Albion Central School District has a mass communication system available to alert you to important information about our schools! In order to receive these messages, you must sign up at the district website. To register for alerts, go to the district’s website (www.albionk12.org) and click on the “Alert System” button on the left side of our homepage, under “Parent & Student Links” to be directed to the registration page and instructions. School closings and other emergency alerts will automatically be delivered to any phone number, text message system, and/or e-mail account you designate when you sign up. In addition to emergency alerts, you may request alerts from your child’s School Building, Extracurricular Activities or ACS Sports Teams by logging into your account and signing up for these optional groups. While you may withdraw from any of the groups in the three categories (School Buildings, Extracurricular Activities or ACS Sports Teams) by logging into your account, you are not able to withdraw from the system in this manner. Emergency alerts can only be stopped by deleting your membership in the system. To delete your membership, send an e-mail to [email protected]. Please include your username and the e-mail address you used when signing up for the account.

New York State Education LawHealth Examination Requirements

As part of a required school health examination, a student is weighed and his/her height is measured. Recent changes to the New York State Education Law require that districts now calculate students’ body mass index (BMI) using this information. The BMI may help health care professionals determine if the students’ weight is in a healthy range or is too high or too low. Please remember that this is only one measurement and is not used in isolation to make healthcare decisions. This information will remain confidential in each student’s health record. This assessment will occur in grade Pre-K or Kindergarten, and in grades 2, 4, 7 and 10. The State Education Department (SED) may select a number of districts to participate in a survey designed by the New York State Department of Health. If our school is selected to participate, we will be reporting specific information to the Department of Health. Districts will be responsible for sharing weight status information. No names and no information about individual students will be sent or shared. As the parent/guardian, you may choose to have your child’s information excluded from this survey report. The information being sent to the NYS Department of Health will help to develop programs and services that make it easier for children to be healthier. If you have questions or concerns regarding this survey or the data collection process, please contact Mary Leto, Assistant Superintendent of Instruction, at 589-2055. In addition, if you do not wish to have your child’s weight, height and BMI information shared with the NYS Health Department, please contact the building level nurses: Elementary School: Denise Johnston-Burris at 589-2033 Middle School: Karen Patterson at 589-2023 High School: Jean Swiercznski at 589-2043

Albion Athletic Department Uses Technology for Scheduling Sporting Events

To better serve our athletes, parents and the community, the district has subscribed to a new service, Arbiter Live, which allows access to updated athletic schedules 24/7. Follow the link to get right to all the Albion Purple Eagles schedules.

http://www.arbiterlive.com/Teams?entityId=27086

Once you access the site you can view the schedules of all of our teams as well as follow specific team(s) by choosing the “Follow Team” option. When you choose this option you will be asked to sign-up for the team(s) of your choice which will allow you to receive text messages and/or e-mails when schedule changes are made. For example, when you sign-up to follow a team you will need to:

1. identify your role: athlete, coach, fan, media, parent or other

2. how you want to receive Alerts: e-mails and/or text message

3. which events you want to receive alerts on: Games or Games and Practices (**this option isn’t available at this time)

4. when you want to receive alerts: when the schedule changes and/or a reminder before each game

The Arbiter Live site can also be accessed via a link on the District web-site. Click on the Athletics Tab and then click on Sports Schedules.
