American Bikers for Awareness,Training, and Education(A.B.A.T.E.) of Minnesota is a notfor profit, grass roots organizationthat is committed to educating mo-torcyclists and the general publicabout motorcycling. A.B.A.T.E.members ride many different typesand brands of motorcycles. We areall people with a common interestin a common activity. The fact thatwe share an interest in motorcy-cling is more important than thetype of motorcycle we ride.

There are chapters of A.B.A.T.E.located throughout Minnesota.Each of these chapters is repre-sented on the A.B.A.T.E. Board ofDirectors (B.O.D.). The B.O.D. alsoincludes the A.B.A.T.E. state offi-cers. The B.O.D. meets once eachquarter to discuss the operation ofthe organization. In addition, eachchapter holds a monthly meeting intheir area of the state. A.B.A.T.E. isa member driven organization.Members are encouraged to partic-ipate in any of these meetings.

A.B.A.T.E. seeks to promote thepositive aspects of motorcyclingand strives to protect the rights ofmotorcyclists by being involved in

the local, state and national politi-cal process. Safer motorcycling, re-ducing accidents and fatalities canbe best accomplished by educationand training of both the motorcy-clists and the general public, notnecessarily through additional leg-islation.

Our ability to enjoy many freedomswhile riding motorcycles in Min-nesota is the direct result of thework done by motorcyclists in ourstate. These people have joined to-gether to fight for our rights andfreedoms.

The efforts of these people havemade Minnesota a leader in motor-cycle safety. We have one of thetoughest licensing standards in thenation, the best public awarenessprograms, and the most compre-hensive rider education programsin the nation. These efforts havehelped reduce motorcycle acci-dents, injuries, and fatalities inspite of the growing number of li-censed motorcyclists in Minnesota.

To continue these efforts we needyour support and participation.Show your commitment to protect-ing and preserving your rights as a

motorcyclist in Minnesota. Partic-ipate in the meetings, rides, andthe fundraising activities. You willbe informed about the motorcycleactivities in the state by receivingRoad Noise, the A.B.A.T.E.monthly news publication.A.B.A.T.E. is fun, educational anda great way to meet people andmake new friends with similarinterests.

I am writing this on the day I returned home from the 26thannual Heartland STEAM. Heartland STEAM is a sevenstate regional conference sponsored by the motorcycle rightsorganizations of Minnesota, North Dakota, South Dakota,Iowa, Wisconsin, Nebraska and Illinois. The goals of STEAMare two-fold: Educate Midwest motorcyclists on protectingtheir lifestyle and raise money for the Motorcycle RidersFoundation (MRF), which protects our right to ride on a na-tional basis. This year's conference was hosted by A.B.A.T.E.of North Dakota in Bismarck and they did a fantastic job. Fri-day evening started with a panel discussion of 'unconven-tional vehicles' . These three wheelers are neither car normotorcycle and there is a great deal of interest in creating anew classification for them. Kirk 'Hardtail' Willard, Presi-dent of the MRF, then gave a rousing speech to the crowdfollowed by a roundup of legislative activities in the sevenSTEAM states. It was a great night to be among old friendsand meet many new friends too.Saturday morning was very special to me. A color guard ofVietnam Veterans presented the flag in a very emotional wayfollowed by one of the best versions of our National AnthemI have heard in a long while. Then our good friend SliderGilmore offered the crowd his newest seminar: 'The DiabeticRider' . As motorcyclists age, diabetes will creep into the livesof more bikers. Slider talked about the warning signs andwhat you can do to help yourself if this terrible disease be-gins to affect your body. Slider's mix of humor and informa-tion makes learning fun.After a quick break for lunch it was time for some shorterworkshops on a variety of topics. They run simultaneously,so I had to choose which to attend. My first class was 'Crisisand the Media' . This was presented by a former news re-porter who now owns a consulting business. We learned theright and wrong ways to handle a negative motorcyclingstory in the print and TV news. Also professional ways to get

your message out to the public. It was very interesting. Nextwas John Bowman's class 'We Are All Suspects' . The speakerpointed out the multitude of ways that the public is trackedand recorded as we go about our daily business. The toolsused include services like On Star and GPS, license platereaders, cell phone tracking and red light cameras. Many ofthe devices John described have a very useful purpose, butproblems arise over how long the information is kept andwho, exactly, has access to it. This was a hotly debated topicin the 2015 Minnesota legislature and you will be seeing it inthe news for a long time. John is a personal friend and I al-ways learn something new when we talk. I was also able tosit in on a showing of A.B.A.T.E. of Wisconsin's new Sharethe Road video. Those folks did a great job.We next heard from two great men with much knowledge offederal legislation. The first was US Senator John Hoeven. Heoffered a detailed overview of federal legislation, then said"Now I want to hear from you. Ask me anything you wantand I will answer" . Many times a public official will try tocontrol the discussion, but this showed me that Senator Ho-even is a standup guy. He is also the former North DakotaGovernor and a great friend of A.B.A.T.E. of North Dakota.Next up was Jeff Hennie, the MRF lobbyist in Washington,DC. Jeff is a virtual encyclopedia of motorcycling legislationon the federal level. He covered every piece of current legis-lation along with a history of how we got to this point andthe chances for success. Hennie is a pit bull in the halls ofCongress and I am glad he is on our side.With the work day over, it was time to relax. After a fabuloussupper, we were treated to one of the funniest comedians Ihave seen in a long while. They shouldn't make you laugh sohard after eating! We finished the evening with an auction ofvery nice items, which also contributed to the weekend'sfundraising totals.The event was a great success and A.B.A.T.E. of NorthDakota's hospitality was much appreciated. Don't miss the2016 Heartland STEAM to be hosted by A.B.A.T.E. of SouthDakota in Sioux Falls the first weekend of April.In closing I just want to say how proud I was of the 25A.B.A.T.E. of Minnesota brothers and sisters who made thetrip in challenging weather. Wow, what a spring and early summer we have been havinghere. Everything from 80 degree days to sleet and snow, andall in a week! Anyway, spring is here and it's time to get yourfriend ready for the riding season. Check it all; tires, lights,suspension, all those little screws and nuts. Remember, if youtake care of your bike, your bike will take care of you andnever leave you on the side of the road.Heartland STEAM is in the books for another year. Eventhough I decided not to attend, I know from past experiencesthat it was a learning and very informative meeting. It istruly amazing what we can learn if we all get together and

share ideas. After all, we are all working to improve ourrights as we drive our motorcycles. Our legislative session is over for another year here in Min-nesota as I write this. Did you do your part to further ourcause? Perhaps made a trip to the State Capitol, make somephone calls, talked to your legislators? As I have mentionednumerous times, There is strength in numbers. One persondoes not make a Army. A concerned group with the sameagenda WILL make a difference.So, off we ride into the summer and warm weather. Makesure we are spreading the gospel of A.B.A.T.E. Have a tri-foldready. Be informed and be pro-active. Since we cover the en-tire state, we should all be signing up new members every-where we go.Ok, I am done preaching, it's time to ride. Watch out for eachother and the 'Cagers'. Always leave yourself an 'out' and al-ways expect the unexpected and be surprised when it doesn'thappen.kt

You never know when you will meetpeople interested in A.B.A.T.E.This year's rally is back to Labor Day weekend. Thelonger rally make it easier to plan with less crampingof the events. This year KQRS will be advertising therally on their radio station, on their website, and ontheir events page. Brian Zepp will be at the rally onSaturday, the 5th. The specific time will be in theevents section of the Road Noise in July and August.They will be giving away t-shirts, movie passes, tick-ets, etc. They will be doing cool stuff at the rally.Thunder Roads Magazine will also be at the rally andthey will be advertising the rally in their magazineand on their website for us. We will have a new event at the rally: the motorcyclesled pull competition.We need a lot more people to sign up for security,front gate, and first aid. If you have even CPR train-ing we will take you. Smoker, the rally committee and I work hard to makethis a great rally for all of you. Now we need yourhelp with sponsorships and to sign up for shifts.We're still looking for people to pull 1:00 pm to 7:00pm shifts for the 3rd, 4th, 5th and 6th. I will give youa free promotional ticket into the rally to anybodywho signs up for those shifts in July. Remember to put the rally on any site you can. Face-book your friends and invite them. You don't need amotorcycle to come to our rally and have a great time.Anybody that wants posters can email me your ad-dress and I will mail them to you. So, please attendyour rally. U, I know that the 2015 Buddy Bearswere distributed to the chapters. One of the agree-ments that your chapter has made in agreeing to acceptdelivery of Buddy Bears is that someone each month

will send to me, either via e-mail or snail mail, thecount of how many Bears they have in inventory. Itdoesn’t matter if the Bears are paid for with your gam-bling funds or not. I still need a count of how manyyou have on hand each month while you have bears instock. And it does upset me that with all the chaptersthat took delivery of bears , so I do know they havebears in inventory, that I have only received an inven-tory report from one chapter. That really is not accept-able. I can understand how the chapters can forget tostart doing that again since they have not had to forawhile. So the chapters need to come up with a plan tomake sure that this reporting is getting done by the 1stof every month. I need to report our numbers to our ac-countant each month.If you or your chapter did not receive any State Rallyraffle tickets at the last board meeting, please feel freeto contact me and I will make sure to get some out toyou. Hopefully, we can sell more than last year. Eventhough the rally is back to a three day event, the rafflewill still be held on Saturday evening before the finalband. The deadline for chapter credit on this raffle isAugust 22nd. Everything needs to be post marked bythat day. If your chapter is doing an event and wouldlike the motorcycles there for display, please contact meand we can make that happen. We also will make surethat you have plenty of tickets for sale.Well, for those of you that don’t know, the biopsy that Imentioned last month did test positive for cancer. I dohave a treatment plan in place. As of this writing, Ihave completed one chemo session out of six. So far sogood. I hope I continue to feel good. Please get out andsupport your fellow chapters and their events. We alsocould use more members at our committee meetingson a regular basis. We make some pretty major deci-sions that effect this organization as a whole. It wouldbe nice to have a little bit more input.

short on time and in between two motorcycle rightsevents so I will cut to the chase. There was a bill intro-duced that would require motorcyclists to carry$25,000.00 PIP (personal injury protection) and a$5,000.00 death benefit. This bill will go nowhere thisyear, however the sessions run in two year cycles so itwill be back next time the Minnesota Legislaturemeets.All you have to do is call, email, fax, or visit your mo-torcycle insurance agent and ask them how much thisinsurance will or could cost you. Don’t be scared,they work for you, you pay them money. Get some-thing in writing, tell them about the bill, and askquestions. You need to learn about this stuff and Ineed to have a copy of the quote or their comments.Do not let them give you the run around, if theywon’t give you the answers you need then drop ahint that you can go to the other guy down the streetand see if they can help.Don’t delay, act now or start saving some money. I al-ready contacted my agent and I know how much itwould cost my family to insure three bikes but I’mnot going to tell you how much, it is a surprise. The 31st Annual Meeting of the Minds will this yearbe held in Milwaukee, WI, and hosted by our friendsto the east, A.B.A.T.E. of Wisconsin. If you’ve been toMeeting of the Minds before, you know how muchgreat information is presented and how much funthere is to be had at the event. If you’ve not been be-fore, you need to go! Simply put, Meeting of theMinds is the single biggest, most important motorcy-cle rights conference in the United States!

The event starts on September 24th and runs throughSeptember 27th and will be at the Sheraton Milwau-kee Brookfield. Pre-registration for MRF members(and you are a member, right?) is $80.00; for non-members it’s $90.00, and it’s worth every penny.Where else can you learn directly from the best mindsin motorcycling freedom?

With the event being so close to Minnesota, some-thing tells me there’s going to be plenty of opportuni-ties for group rides to the event, so get registered andlet’s start planning a Minnesota invasion of Milwau-kee!

Saturday May 2nd East Central Chapter had a membership table at the Dirty Rotten Biker Fest held in EastBethel at the SRO. The weather was awesome so the attendance was over 700 people. While I helped out for justa few hours, we signed up several new members and talked with many about A.B.A.T.E. Good job East Cen-tral!!! By the time this issue goes out, East Central will be having their Summer Thunder party June 13th, also

held at SRO this year. It's a new location for them and I think the attendance will go up. PLEASE mark your calendar and plan on at-tending! Metro Chapter had their Wash Out Saturday May 9th and we all enjoyed the great weather and talked to a lot of peopleabout watching out for motorcycles and all the great things A.B.A.T.E. does. Putz, thank you for organizing everything and thank youto the members that came and helped out! I am posting some pictures.The other big news in the Northeast District is the 1st Northeast District Campout on June 27th!! We will meet up at various points sowe can all ride in together to the Denham Run Bar & Grill. This is a way for the district to meet and have some fun together. Thecamping is free. The bonfire is free. And kickin' back enjoying the comrade is priceless! Please contact me with any questions at 612-599-2808. Let's have a big turn out from all the chapters in the Northeast District so we can welcome the Up North chapter to our dis-trict. Metro and East Central can meet at the VFW in Ham Lake on Hwy. 65 at 10:00 am then head over to Forest Lake VFW to meetup with the River Riders by 11:00 am. From there we go to Rock Creek at the Cricket on 35W to meet the Jack Pine Rider's and SandDunes chapter. Central chapter could ride over to Rock Creek also and be ready to leave by 12:00 pm. Northeast Chapter and UpNorth Chapter meet us at Denham by 2:00 pm. Let's get fired up about this guys!! I will need a count from each chapter on how manyplan on attending by June12th or so. The owner of the bar would like to have enough help for that weekend. An-other nice day and two of our three local TV stations airedsome nice segments on the news later that day and the next.The following Saturday about 30 bikes and even more peopleshowed up for the Billboard Party/Run. This is a very success-ful annual event put on by our chapter and WisconsinA.B.A.T.E. region 6B to raise money for Motorcycle Awarenessbillboards which are put up in our local area. All four of themare up now. They look great and you can't miss them! Thankyou to all the people who know how important it is to help inmaking sure these events continue to take place. We can neverdo too much to educate the public to keep their eyes open forall bikes on the road. Let's keep it up by supporting all the otherevents this season!We are also trying something new to support our State Rallythis year. Our chapter has purchased eight tickets for the Rallywhich will be given away to eight lucky winners. If you wouldlike to be included in the drawing, it's really simple. We are almost ready for our 10th Annual “Upper Kettle RiverShakedown". It's our biggest and our only chapter fundraiser ofthe year. Food, vendors, tattoos, bike games, human games,live auction, burn out pit, bonfires nightly, and more. There willbe recorded music with Rena Starr Thursday and Friday. Therewill be live music with FreighTwang and Bad Jack Friday night.Quamba, The FishTone Rockers and The Inglorious Hellcatswill play on Saturday. Come early if you don’t mind helpingwith the event set up. Any and all funds raised go towards pro-tecting the rights and freedoms of motorcyclists. This is not abrand specific or motorcycle only event. Stop by for a fewhours or stay for the weekend. Admission is $20.00 advance or$25.00 at the gate. Day passes are available. Tent camping isfree, RV’s are $35.00 extra (no hookups). Will call is also avail-able. We are looking for donations for the auction, as well assponsors for this year’s event.

We all were probably excitedwhen spring arrived so quickly this year. But I can’t stressenough to be aware of your surroundings on the road and staysafe!Since motorcyclists got back on the roads this spring, therehave been 11 rider deaths. The 11 fatalities so far is the highesttotal at this point in the riding season on record dating to 1994,the DPS said. There were 10 at this time in 2003. It’s up to ridersAND motorists to keep our roads safe. Remember these safety tips:• Watch for motorcycles, and always look twice before enteringa roadway or changing lanes.• Give riders room and check blind spots.• Pay attention and drive at safe speeds.• Wear the protective gear.• Don’t drink and ride.Every driver plays a role in preventing crashes, regardless ofthe vehicle they operate. Be alert, check your blind spots fre-quently and fully stop at stop signs to be certain there are novehicles that are difficult to see due to visual obstructions. Our chapter is forming a “membership committee” that willfocus on how to blanket a large segment of our region in searchof new memberships. I feel that without a current “hot buttontopic” such as a helmet law, most motorcyclists I have spokento have slipped into complacency. Our “Bike Show and Rodeo” will be held Saturday, August22nd. There is a lot going on in Marshall that weekend, such asSmokefest and Sounds of Summer. If you are looking for aweekend get-away, come visit us in Marshall! I hope that many will attend the July 18th, A.B.A.T.E. B.O.D.meeting, as our chapter is hosting the meeting in Tracy. Camp-ing will be available on the east end of town. In lieu of a hospi-tality room Friday night, our chapter has voted to cover the costof the per-person room charge at the Caboose.Our slate of officers will see a change in the treasurer’s position,as Betty Baldwin is moving out west in the next month. Thank-fully, long time member and freedom fighter, Renata Norgardhas agreed to fill the position of Treasurer and Dial-A-Ride forthe rest of the year! This last weekend I attended River Valley’s May Awareness Parade. Theyhad a great turn out. I have been doing my best to attend as many meetings as I am able. I attended Flatlandersmeeting the previous weekend. What a great group! I plan on attending Tri-County’s meeting this Thursday.As I am writing this I am planning on going to the S.T.E.A.M. convention in Bismarck, North Dakota this nextweekend. I am really looking forward to bringing information to all the chapters from the other states that will

be attending. This will be the third S.T.E.A.M. convention I have attended. Weather wise it seems like spring has finally sprung. Don’tforget to have your tri-folds on hand when you are out and about on your scoots this summer. We really need to get working on mem-berships. Our membership numbers are down. We work very hard for every motorcyclist here in Minnesota. Let’s see how many newand renewal memberships we can get each month. We have to ask ourselves, “What am I doing now to impact A.B.A.T.E. today.” Wedo have a membership poster to use at any of your A.B.A.T.E. functions. If you want to use it I will do all I can to get it to you. If youhave any questions or comments, please call me. I am always available. I plan on doing all I can to make a difference in this position. Iam very serious when I tell the chapters I want to know what works and what doesn’t work. Please stay safe out there. We all knowthe cagers don’t watch for us, so we have to watch for them. I look forward to attending more meetings now that I have my feet firmlyplanted on the ground I’m hitting the ground running. Some democrats and republi-cans alike are calling for individual states to be allowed to tolltravel on interstate highways. The President has proposedeliminating a longstanding ban on tolling existing interstates.Current law prohibits states from tolling any roads built sincethe inception of the Federal Interstate Highway System in1956.Visit www.TollFreeinterstates.com and say HELL NO to this bs.The dictionary defines an automobile as a 4-wheeled vehicle. Itdefines a motorcycle as a 2-wheeled vehicle. Simple enough.Although there is a growing popularity of 3-wheeled vehiclesthat have more car-like features, entering the market and beingclassified as motorcycles. U.S. Senate bill, S685, would create anew class of vehicle, the "autocycle." No kidding. I thought thatterm was used at the turn of the last century. The 3-wheelerswould be required to meet both motorcycle and passenger ve-hicle safety standards relating to seating systems, belted occu-pant protection, child restraints, roof crush resistance, andflammability protections. The Polaris Slingshot, Toyota I-Road,and vehicles built by Elio Motors are candidates for the newautocycle category. We do not want accident statistics fromthese vehicles being added to motorcycle accident statistics.Lane-splitting has been an accepted practice for years in Cali-fornia to relieve traffic congestion. Other states, Oregon, Texas,Tennessee, and Washington, are considering the benefits oflane-splitting. Each state's bills differ on specifics, but generallyif traffic has stopped or slowed to 10, 20, 25, or 35 miles perhour, a motorcycle can pass between lanes at a speed no morethan 10 mph over the speed of thecar traffic. There is little research onaccidents occurring during lane-splitting, but it is noted that a rideris at a higher risk of being rearended in slow or stopped traffic.Remember to always have an es-cape route. Weather was amazing and the fun run wasalso a success. Thank you to all members that worked hard forus! And thank you, Todd and his employees at Midtown forhosting our last stop with a great buffet of tacos and salads. Thebar was "decorated" for us and tables set nicely. I grew up on a farm in south central Minnesota. I bought my first motorcycle when I was nine, bought with pocket gopher money,they were worth 25 cents back then so I did have to trap quite a few. Most all the farm kids my age had motorcycles' from 90 Bridge-stone's to 50 Honda's and 125 Yamaha's, I even had a buddy with a old Cushman. On Saturday’s after everyone was done withchores someone would get on the phone and ring one long ring and them that heard it picked up to see where to meet to go riding(remember party lines). That was our form of communication and it worked well. Today we have different forms of communicationfrom emails to texting and yes even Facebook. My point to all this is that back then if we didn't embrace that technology we wouldjust plain miss out. Today I hear members complain about not knowing. For instance nobody told us of a change in the meeting dateor how come nobody told us their was a ride. No matter how much we hate the knew forms of communication it is ultimately our re-sponsibility to use it for that's the world we live in or you will just plain miss out.Remember I can't change the direction of the wind but I can adjust my sails to always reach my destination.See you on the roadFarmer Jeppe

LETTER TO THE EDITORWhat is a Young Activist? A Young Activist is a person between the age of 18 and 30 who has expressed an interest in, and devotedsome time to, their chosen passion. For purposes of this publication, motorcycle rights. Why do I ask what a Young Activist is? Be-cause the Motorcycle Riders Foundation Awareness and Education (MRFAE) is looking for a few. Why are we looking? So we canaward one or more Young Activist Scholarships (YAS) for this year’s Meeting of the Minds.

In addition to the age requirement mentioned above the successful candidate for this Scholarship also needs to be nominated by aState Motorcycle Rights Organization. The young person must be a member of that organization and have a valid motorcycle en-dorsement.

The nominee must also submit minimum three hundred (300)-word essay on why biker's rights are important to them. A well writ-ten essay from the heart is like a picture or blueprint of who the candidate is; coming directly from the candidate, this gives the com-mittee members a better perspective of the individual.

After all the work what does the winning nominee(s) receive? • One-year membership to the Motorcycle Riders Foundation, effective the first full day of the Meeting of the Minds during the year of award.

• Round-trip airfare to the MRF's Meeting of the Minds conference. • Hotel accommodations at the Meeting of the Minds conference. Accommodations will include the hotel room only. Telephone, food, movie rentals, etc. will be the sole responsibility of winning candidates.

• Meeting of the Minds conference registration and banquet fees waived. • Special recognition at the MRF's Meeting of the Minds conference. Said recognition will include a plaque, presentation of one-year membership, and other items or activities as approved by the MRFA&E Board of Directors.

What is the time frame? All applications must be submitted along with a Young Activist Scholarship Fund Nomination Form nolater than July 15. You can find the form at www.mrfae.org or www.mrf.org.
