JULIA GILLARD visited Cockburn’s Anning Park Thursday to announce her government will kick in $10 million for the Dockers’ $114m training HQ.
Flanked by the club’s Matthew Pavlich, Michael Waters and Aaron Sandilands, the PM says the project will bring “environmental as well as social and economic benefi ts to the residents of Cockburn and surrounding areas”.
“Importantly, the new centre
will generate 400 jobs during construction and create 600 ongoing jobs in the area.”
Cockburn Central is within the federal Fremantle electorate, represented by Labor’s Melissa Parke. At the March 9 state election, voters in the area swung heavily to the Liberals.
The Dockers recently signed an agreement with Cockburn council to shift from Fremantle to the site.

Tattoos don’t Need To Be ForeverThere are as many reasons for removing a tattoo as there is for getting
them in the first place. Tattoos can be removed safely and effectively at All Eyes Alfred Cove.
At All Eyes, they use a proprietary fluid to get under the ink and push it to the surface of the skin, there it will form a scab, and fall off. The tattoo is removed over a number of sessions depending on how big the tattoo is.
The success of the removal process will depend on the after care, with up to 10 weeks between treatments, they stay in touch to ensure everything is going as expected.
Tattoos don’t need to be forever, call 1300 TATT AWAY to book a consultation and test patch.

FEDERAL Fremantle Labor MP Melissa Parke is maintaining her rage over premier Colin Barnett’s last-minute expulsion of her fundraising event from the John Curtin College of the Arts theatre in Fremantle.
She says her o ce did everything by the book and even went to the extra trouble of alerting WA education minister Peter Collier about the event, a “conversation” between Ms Gillard and comedian Ben Elton in front of paying guests.
The event was widely advertised as a party political fundraiser and on June 4 Mr Collier’s o ce wrote it had “no query”. But just hours before the Wednesday evening event the premier said it would not be allowed on school grounds.
Organisers hurriedly switched it to Victoria Hall.
“It’s my absolute pleasure to welcome you to a special event, that the WA government did not want you to have,” Ms Parke said to the PM. “An event the WA government did not want you to see or hear. I wonder what they are afraid of—a bit of democracy?”
Ms Gillard’s been having a torrid time with Mr Barnett herself, over his refusal to sign up to Gonski, despite the carrot of nearly $1 billion in school education funding.

COPPER thieves are targeting Fremantle’s heritage buildings, whose gutters and downpipes can fetch up to $10 a kilo.
Industry sources say it is the same person or group doing the thieving because the sites stripped are close to each other: Fremantle Arts Centre, Princess May School, Scots Presbyterian Church and Warders Cottages.
They believe the thieves used a truck to carry the 3m to 4m downpipes, now replaced by plastic painted dark brown.
Former deputy mayor John Dowson fi rst noticed the plastic replacements at a recent public talk he gave at the former women’s asylum.
“That is inappropriate for heritage buildings of such signifi cance,” he says in a letter to council planning director Phil St John.
“The copper downpipes were installed many years ago and have become a part of the buildings’ character. Presumably, council has insurance which covers like-for-like replacement on heritage buildings.”
Mr Dowson demands the council stop using plastic and improve security at heritage sites.
A local roof repairer says the thieves are brazen, given the height of the buildings.
“In most cases, they have just yanked on the pipes and pulled them off the limestone,” he told the Herald.
“Council won’t replace them with copper because they risk being stolen again. It looks like local hawkers.”
Council assets manager Sam Bryce says plastic is nowhere near as valuable but just as functional.

A SMALL bar in South Fremantle can keep its liquor licence, prevailing over a formal protest by 38 nearby residents.
Mayor Brad Pettitt supported the Corner Room, “wholeheartedly” but WA police commissioner Karl O’Callaghan sided with residents, saying alcohol-related off ences were a problem for the area.
Complaints in a petition to the liquor licensing commission claimed patrons of the South Terrace bar were, “urinating on the applicants’ front fence” and pushing each other into hedges.
“There have been attempted break-ins and rubbish, including broken bottles, left lying around,” petitioners complained.
Dr Pettitt wrote to the

As for the event itself: Best described as tepid and at worst cringeworthy. If anyone in the 250-strong crowd thought they’d paid $125—some up to $250 apparently—to hear the potentially lethal Elton skewer the PM with wickedly pointed questions about asylum seekers, equal marriage, indigenous relations, or 457 visas they would have come away disappointed.
But given Ms Gillard received standing ovations upon arrival and exit, it’s unlikely anyone felt they’d done their dough.
It was a love-in par excellence, with the PM thrown slow googlies from Elton about her fascination with the Game of Thrones TV series and its similarities to her own life, her favourite Australian movie (Red Dog), and the person she’d most like to meet (Nelson Mandela).
• Melissa Parke—mad as hell.
commission off ering his full support for the business: “The City of Fremantle has a clear position of supporting small bars as a way of encouraging responsible consumption of alcohol in Fremantle by a greater diversity of people.
Petition supporter Kent Pursey says there are enough licensed venues in the area and, “smashed bottles, bins overturned and people urinating were a regular occurrence on the street”.
A liquor commission report stated, “between June 2011 and May 2012 there were 391 police attendances, primarily on the weekend, in the South Fremantle area relating to anti-social behavior and disturbances. Of those, 74 were in 250m radius of the restaurant.”
Corner Room part-owner Nick Spano says the issue has been resolved and declined to comment further.

OVEN CRISP BAKERY owner Tommy Nguyen is currying favour with the public after winning Australia’s best gourmet pie award.
His Bull Creek bakery—open just three years—out-cooked thousands to win best curry pie in the gourmet beef- fl avoured section at Australia’s Best Pie Competition in Melbourne last week. BICTON ratepayers are furious over plans to carve up a local park to extend a car park.
Melville city council wants to add 15 bays to the Phipps Street car park, taking a huge chunk off Bicton Quarantine Park, which backs onto the Swan River.
Graham Mackie, who lives across the road, says it’s a “bloody stupid idea”.
“It’s precisely where people sit with a picnic blanket, because it’s right underneath trees which provides a bit of shade,” he says.
“People walk to the park in the mornings with their dogs and come to the park at night to BBQ.
“But residents can’t see the justifi cation for more car parks because 95 per cent of the year, the park is unused.”
Council CEO Shayne Silcox says the council has received requests for years “for additional parking bays”. He says council staff have noted a lack of parking on weekends, for events and during summer.
Seventy-seven people submitted comments about the plan, with 56 per cent opposed.
Mr Mackie says despite most being against the plan, the council voted for it on June 18.
“Somehow the report author believes that an alleged ‘46 per cent of respondents being in favour’ is enough to justify the expenditure and park damage,” he says. “One wonders at this convoluted mathematics.”
Bicton Quarantine Park Action Group convenor Bryan Matthews says the car park is a waste of taxpayers’ money.
“It’s a small, unique park so just leave it green,” he says.
“They should spend the money on the upgrades of the toilets, which will benefi t everyone. You have to wonder if council knows what goes on down there, because it’s an uneducated decision.”
Joe Migro agrees, saying the bays are a stupid idea.
“We are talking about a good, prime grass area which we can’t aff ord to lose for a car park.
“If I look over my balcony now, I can only see three cars using the car park.”

For many of us its the connections between things that makes the individual parts more interesting. This is just as true for music as for anything else.
So what is the connection between early Beethoven, late Haydn and a short piece by a composer known more for his savage rhythms than his classical style? The answer is that each of them is exploring the unfamiliar, seeking a new path and expanding scope of their work.
For Beethoven, the idea of writing a piano concerto was an obvious one. He

herald lettersSit on itFOR goodness sake, how many articles do we have to endure with people whinging about concrete? (Herald, June 8, 2013).
We need as many sporting venues as we can build. Whether they are concrete, grass, timber it doesn’t matter. Sport and exercise are essential for our well-being. They bring people together, opening up communication, joy and laughter.
I’m hoping there are seats built around, so we can off er our encouragement and can join in the fun with our younger ones.

Don’t bury historyTHE concreting people need to work gently in Wilson Park, if at all (Herald, June 8, 2013). It is a place rich in our sporting and social history.
In the 1930s kids called the narrow stretch of grass near the railway line the Rec (for Recreation). It is where Frank ‘Scranno’ Jenkins, Jack ‘Corp’ Reilly, the Lewington brothers Clive and Neil, Jack Murray, occasionally ‘Hobart Harry’ Carbon and others played. They were also there when the terrible news came through that their hero Ron Doig had died of injuries received when captaining South Fremantle in 1932.
The space was always narrow. The Rec kids went “hard at the ball” before that became part of the football lexicon. By the forties and early fi fties, South Fremantle was the best football team in Australia and the Rec kids were stars.
There were other Rec personalities: Len Lewington, Clive’s cousin, distinguished himself there.
American servicemen bivouacked nearby: One, who happened to be a contender for world lightweight boxing title, was rash enough to pick a fi ght with Len who thrashed the pro. An interesting place needing care.
Ron DavidsonFothergill St, FremantleThe Ed says: Ron (and Dianne)
Davidson are linch-pins of the Fremantle History Society.
Wreaking havoc in FreoSO the mayor has gone to China to lecture them on sustainability (Herald, June 8, 2013). Meanwhile his unsustainable ideas are wreaking havoc in Fremantle.
The Herald’s front page of the same edition about concreting part of Wilson Park, coming on top of concreting the Esplanade reserve for a skateboard plaza, is evidence of expensive vandalism.
Never mind the mayor is toying with the idea of concreting the western end of Pioneer Park as well.
The mayor scoff ed at the idea we don’t have enough green spaces and grass.
Some councillors were happy to vote for concrete over grass on the Esplanade because of a “drying climate”—apparently indicating a necessity to reduce our green spaces. One council o cer described the councillors’ views as “insane”.
Fremantle council should do much better than this. The 2012 Catalyse Community Satisfaction survey showed only 22 per cent of people are delighted with the council as a governing body. That is well down on the average of 39 per cent. Perceptions of value for money from council have dropped from 69 per cent to 53 in four years.
Satisfaction with how the community is informed about local issues has dropped from 74 per cent
Concrete ironyHOW ironic that our fearless post-modern mayor has been invited to China to take part in a conference on the greening of coastal cities (Herald, June 8, 2013). This at a time when the city he presides over is slowly dying.
I realise some businesses are fl eeing the port city due to venal landlords who probably do not live within a bull’s roar of Fremantle: The Chinese could probably advise him how to deal with this—gulags and fi ring squads come to mind.
Dr Pettit could tell them how he is going to “Green” the Esplanade and Wilson Park with a skate park and a basketball court: This is probably just the sort of greening the Chinese specialise in, so he will be among like-minded people.
Whatever happens, I hope he will not return full of ardour to wreck what is left of Fremantle’s CBD.
Geoff DunstoneCarrington St, Palmyra
Slippery fi gsI AM not opposed to a basketball court on the chronically-underused Wilson Park, but question the wisdom of mixing fast-turning basketballers with squishy, slippery Moreton Bay fi gs. It’s no-one’s front yard—move it a little south.

in 2003 to 59 now, and with how vandalism and anti-social behaviour has been dealt with has dropped from 70 per cent to 52, and with eff orts to attract tourists has dropped from 88 per cent to 63 in the same period.
The number delighted with economic development in Fremantle is half that of other councils.
The council elections are only 16 weeks away. We need mature people with a smattering of wisdom to step up to the challenge of being on council. Fremantle is too important for there not to be an energetic contest for every council ward, and for the mayoralty.
John DowsonMouat St, Fremantle
Falling apartFREMANTLE is falling apart (Herald letters, June 8, 2013) and having been a resident here for more than 30 years, it is really sad to see.
Landlords charging exorbitant rents for shops is turning the centre of town into a dump. Landlords charging exorbitant rents for houses is causing so much suff ering for so many. Meanwhile, perfectly good housing is left to rot and be vandalised as the Homeswest waiting list grows beyond fi ve years.
For all those complaining about the horrors a skate park will bring to the city, have any of you sat and watched the kids skate? The support, encouragement, camaraderie and striving for perfection that is evident amongst these kids could be lesson to us all.
Now there are complaints about a basket ball court at Wilson Park. There used to be a basketball court on the beach side of the tracks. What did it get replaced with? A carpark. When do you ever see Wilson Park being used for anything but a car park? Hardly ever.
Personally I would rather see kids and youth positively engaged in a healthy, life-a rming physical activity than hanging around town bored, or stuck in front of a screen at home.

Made unwelcome in the place I learnI HAVE been a student at the University of Notre Dame for more than fi ve years and am studying Law and Arts.
I’m also in a long-term relationship, and comfortably identify as gay. This latter aspect of my character is not particularly relevant to my studies; it’s just another part of who I am.
I’ve always felt completely accepted by my peers, who by and large didn’t blink an eye when it fi rst came up in conversation. Has there been any issue reconciling my sexuality with my choice of tertiary education provider? No, because the two things have very little to do with one another.
My personal life is not up for discussion nor criticism at the hands of my teachers. I am studying law, not theology; therefore my university is teaching me to be a good lawyer, not a good Catholic.
So it came as a surprise when an email popped up in my inbox from campus admin, inviting me to attend a lecture by Professor John Finnis, on the topic of “opposing same-sex marriage”. After receiving several reminder emails, I did a quick search on this Finnis character, thinking there must be a good reason for urging the
entire student body to attend his talk.
Was this to be a balanced debate, an inclusive discourse on a timely and important subject? No, apparently not. His lecture may have been dressed up as a thoughtful academic discussion, governed by reason not faith, but all it took was a quick glance at his biography to deduce otherwise. John Finnis is a staunch Catholic with an attitude of thinly veiled disgust towards homosexuals.
If you look up the University of Notre Dame website, you will see a media release on the home page. The article summarises Professor Finnis’ speech, praises his “extraordinary series of works” and gushes about how “honoured” the university was to host “one of the leading philosophical thinkers of our time”.
Well, I’ve spoken to a number of Notre Dame students, and the reaction to this event may more aptly described as shame, embarrassment, and disgust. For an institution of higher learning to even consider allowing someone like John Finnis to speak on campus is one thing, but to push students to attend, and subsequently promote his hurtful agenda on the university website is simply unconscionable.
Students at Notre Dame have had to accept a ban on certain student associations whose views are seen as incompatible with those of the university. For Notre Dame to turn around and start proudly displaying its discriminatory views, by promoting those of Professor
Finnis, is simply hypocritical: It cannot say hurtful things and call it free speech one day, and then suppress our right to expression and association the next.
Professor Finnis has never met me but, according to him, I am “morally depraved” and contribute to the degradation of society. All these years I’ve been paying to study at Notre Dame, cultivating a passion for justice, equality, and the rule of law, with the obviously misguided idea in my head that my education will one day help me contribute to the betterment of society!
How silly of me. According to Professor Finnis, my sexual preference clearly negates all that. s a friend of mine and fellow student aptly concluded: Thank you, Notre Dame, for making me feel so unwelcome in the place that I come to learn.

Once elected, councillors take an oath of o ce to carry out their role impartially, to the best of their ability, and in the best interests of the municipality.
As an individual a councillor is expected to represent the interests of residents and ratepayers. This includes providing community leadership and guidance, and improving communication between the community and council.
A councillor can only make decisions at formally constituted council meetings. Actions occur after a majority vote decision of the council or of a formally delegated committee. As an individual, neither the mayor nor councillors have the authority to act or make decisions on behalf of the council or its staff .
I read the Herald’s excellent article, “Club to ramp it up?” (June 8, 2013) in which Cr Andrew Sullivan said he’d found it “di cult to tell the truth from the lies”.
And from the vice-commodore, Mr Kucera, who will study objections and “sort out the truth from fi ction”?
Now we knowNOW we all know why Freo council is building a $1.2 million skate park (the mayor is an avid skateboarder) would it be at all possible to divert a few dollars from this project to fi x the change-room and toilet facilities at our beaches?
My wife and I use Port Beach almost every day and the facilities are disgusting. I also note the new change facilities at Leighton, which were supposed to be rebuilt as part of the multi-million dollar developments there, are worse, as they have no roof!
It was noted in a recent Herald article the toilets at South Beach are on the nose too. Any chance the mayor could take a trip and check them out? We are a tourist destination. I wonder what they think of our beach facilities? I know the locals don’t think much of them.
I won’t hold my breath waiting but I do if I use the changerooms. Perhaps we could involve a local solar company and put in hot showers. Now, there’s a thought.

herald lettersWhen he told me he wanted to be
euthanised I immediately agreed with him as I did not see any reason to prolong his suff ering: We would not do it to our dogs and cats, so why to humans?
My dad received an injection from his GP after the entire family agreed with his decision and fi nally slept in peace.
I hear the argument this is not the Christian way, but surely Christianity is about humanity and the god christians believe in would not want to prolong human suff ering. Euthanasia is a humane way of showing our love for the people we care about. Keeping them alive when they suff er is cruel, inhumane and unchristian.

Two very similar comments by parties on the same side of the fence?
But we don’t know where the truth is and where the lies begin?
I think Cr Sullivan should get back onto the right side of the fence and support his ratepayers and residents. After all he is the councillor for the south ward and is bound by his obligations in the code of conduct for council members. Maybe he should review the code again for his own enlightenment?

As he is not permitted within 10 metres of the mayor, Cr Pazolli is unsure how it might aff ect his duties as an elected member.

NO Fremantle-based Greens party member even bothered to put their hand up to contest the federal election in September.
Instead, the party has pre-selected—in an uncontested ballot—an 18-year-old from Baldivis, who must renounce his UK citizenship before he can legally run.
That said, Jordon Steele-John is not your average teenager. Suff ering cerebral palsy and wheelchair-bound he is on the board of People With a Disability WA and is already a political veteran, having contested Warnbro for the Greens at the March state election.
Fremantle councillor Rachel Pemberton, a key behind-the-scenes player in the local Greens, says the party is “really pleased to have [Jordon] as our candidate as he is an outstanding

candidate”. “I believe that he is well on his way to becoming a future leader in the community and I am proud to be supporting him in that journey.”
She says a number of locals had considered running but were either caught up with work and other commitments or did not meet strict eligibility criteria.
She says Mr Steele-John’s nomination was “gratefully accepted by the regional group who selected him by consensus”.
Fremantle is regarded as the Greens’ spiritual home in WA. Senator Scott Ludlam—who faces an uphill battle to retain his seat—is based in the port city, as is state upper house MP Lynn MacLaren.
Until Adele Carles jumped ship it had for a brief time been home to the party’s fi rst lower house state MP. In 2010 the Greens polled 17 per cent in federal Fremantle and had high hopes of wresting the federal seat from Labor within two or three elections.
With polls suggesting the Greens’ vote is on the slide, and a disastrous result at the March state election, that now seems a lost hope.
“There is always a chance and especially in Fremantle there is always a chance,” Mr Steele-John says of his chances. “The electorate of Fremantle deserves a Green representative in parliament. I’m only 18 but I’ve had 18 years’ lived experience across a lot of diff erent issues.
“One of the reasons I wanted to be the candidate was to bust some of these myths and change the preconceptions about what young people can and cannot do.”
He says Fremantle needs more infrastructure to draw young people back into the community but he’s not keen on being pigeon-holed as a youth-issues candidate.

REFORMED binge drinker Christian, 27, has been off the “devil’s juice” for fi ve years.
Speaking to the Herald on the 78th anniversary of Alcoholics Anonymous, the Fremantle council worker says he became a totally diff erent person when drunk.
“My mum will have a couple of wines and know she has had enough,” he says over a coff ee at Gino’s on Monday.
“When I start, I can’t stop. I’d even drink Listerine if I didn’t have money.”
He was 13 when he started drinking at family barbecues and with mates.
“I just couldn’t do life,” he says. “AA saved me. It helped me grow up.”
The international self-help group, which meets regularly in Fremantle, consists of people of all ages from all walks of life and professions.
“There’s been a big infl ux of people,” he says. “But there are probably more out there who need help and don’t know where to go or what to do.”
Port district AA chair Dominic says the organisation provides people with the tools to quit.
Sober since 1994, he says AA focuses on getting its message to people still suff ering what it regards as a “disease”.
“People fall, people are human. People have clay feet,” he says.
“But there is hope.”Dominic says AA members from WA
are meeting in Bali today to attend AA’s 12th annual Bali international roundup. Fremantle hosts the Young People in AA convention in October.
AA was founded in Ohio in 1935 by stockbroker Bill Wilson and physician Bob Smith, who developed a 12-step program to beating the booze.
Named one of the most infl uential people of the 20th century, Mr Wilson nearly died of his addiction before he found sobriety “through God” while detoxing in hospital.
He dedicated the rest of his life to helping alcoholics. AA now has more than two million members worldwide.

THE death of a man in a tra c collision at the corner of South and Edmund Streets in Beaconsfi eld has prompted calls for changes to the intersection.
Local woman Ali Biddiscombe, one of the fi rst on the scene of the June 6 collision, says vehicles should be stopped from crossing South Street or from turning right into it from Edmund Street.
ScooterThe 57-year-old dead man, riding a
scooter, was travelling east along South Street when a car travelling north on Edmund Street struck him as it crossed South Street.
“The scene was awful and I don’t know who the young man was that was sitting wrapped in a blanket on the side of the road,” Ms Biddiscombe says. “But his face is an image that will stay with me for such a long time.”
She wants chicanes installed that will allow left-hand turns only from Edmund into South Street.
“Firstly, I believe we can change things at this intersection and prevent any future fatalities,” she says.
“Secondly, there is a bus stop on either side of South Street on the western side of this intersection. I can’t tell you just how many [near misses] I have witnessed here as pedestrians cross—usually in a hurry—to catch a bus or cross the road.
“It is a perilous stretch of South Street and so inappropriate a place to have two stops directly opposite one another and
on a blind spot too. “Thirdly, as the sun sets it is almost
impossible to see at many points on South Street if you are heading west.
White cross“By reducing the risk I believe we
could greatly reduce the incidences of near misses, accidents and tragic fatalities.”
She says this is the second fatality at the intersection in three years.
“The fi rst is marked by a white cross. I expect that another white cross will be erected there soon.”
Meanwhile an 83-year-old woman died after being hit by a car on North Fremantle on Tuesday.
She had been crossing at the corner of Stirling Highway and Harvest Road when struck about 3pm.

IF Fremantle council can’t get restorations right at the markets, what hope is there for the historic warders’ cottages a few metres away?
Heritage watcher John Dowson took these photos to illustrate the deterioration at Fremantle Markets since the council started spending money on repairs in 2011. “The work has disintegrated,” he told the Herald.
A critic of council moves to take over and restore WA’s oldest terraced building, Mr Dowson says the markets’ restoration program—a promise to ratepayers to accompany the council’s generous lease to Dalkeith’s Murdoch family—seems to have stalled.
“While on council I specifi cally put into the lease agreement that all money from the increased rent had to be spent on restoration,” he says.
“The schedule of works was supposed to add a lot more, to return the markets to their former iconic status.”
He says the council cannot be trusted to restore important buildings, “and yet council want to take over the cottages just a couple of metres away”.

ROLL up! Roll up! Buddha Express, Super Skunk and Time Bomb are some of the synthetic drugs enjoying a booming trade in Fremantle.
Adult shops sell it over the counter for about $65 for three grams while the same amount of marijuana sells for $50 to $60.
The products are dressed up in colourful packaging declaring the substance to be “legal” and “not for human consumption”. Most are labelled “pot pourri” and “incense”.
But their ingredients have police and health authorities increasingly concerned following the death of a 17-year-old who jumped off his third fl oor balcony, high on synthetic LSD.
90-day banThat prompted the NSW government
to announce last Sunday a 90-day ban on a range of synthetic drugs. Few shop owners in Fremantle had heard about the proposed ban, claiming users would simply go underground for a hit.
While viewing the range at one CBD retailer, the Herald observed a construction worker buying three Buddha Express bags, which he shoved into the top pocket of his overalls.
“Any Time Bombs?” a woman at the other end of the counter asked.
She was buying, anxious about kicking out her fl atmate.
“No, sorry, but Black Label is popular.”
Markets ‘crumble’ A new batch of Time Bombs was due in
this week. She bought two, apologising and
promising repeatedly to come back after her credit card failed to process the $130.
Drug and Alcohol O ce executive director Neil Guard says most of these substances, supposedly sold legally, contain ingredients not legal in WA.
“So buyers need to be aware, it is likely that products like these are already illegal to sell, supply or possess in WA,” he told the Herald.
“Often, the conditions associated with manufacturing illicit drugs means that you won’t know exactly what’s in them, the toxicity of the active substances or if any other chemicals have been added or substituted, which increases the risk of harm occurring.
“Consumers also need to be aware that there may be other substances present even if some ingredients have been listed.”
Falsely advertiseHe says even products that appear
identical in colour, logo, shape and brand had been found to contain diff erent ingredients.
Manufacturers have also been known to falsely advertise substances as being “legal” or “not for human consumption”.
Mr Guard says processes and early warning systems across government identify, monitor and assess harm of emerging psychoactive substances.
“We will continue to act quickly to deal with issue of emerging synthetic substances,” he says.
The two most commonly used synthetic drugs are bath salts (Blue Silk, Vanilla Sky, White Lightning) and incense, though not the scented crystals used in hot baths or the powder burned for aromatherapy. Synthetic drugs are made to pharmacologically resemble naturally occurring drugs.
It’s syn cityBusiness booming for synthetic drugs

PLANS for a multi-storey car park at Cockburn Central train station have been axed.
Cockburn city council shelved the idea—after spending $25,000 on preliminary designs and due diligence—after learning it would cost $28 million to build.
The council had launched the plan last May in a bid to deal with parking pressures at the site, which is often choked by 7am.
Slattery Australia told the council a 200-bay car park would cost $2.7 million, 400 bays $14.7m; 600 bays $21.5m and 800 bays $28.5m, requiring an eight to 10-storey building.
The Barnett government is unlikely to rescue the plan as it has committed to building an $80m train station at nearby Atwell.
Slattery said parkers would need to be charged $10 a day for the project to break even and most would “prefer to stay in queues of tra c” rather than pay.
Deputy mayor Kevin Allen says ratepayers wouldn’t want to be stuck with the bill.
“It would take too long for it to start paying for itself and would impact on other infrastructure projects,” he says.
“And most of all it would push more tra c onto a road system that just can’t cope out there now”.
Cr Steve Portelli says the project would be worth revisiting in the future.
“I personally would like to see the powerline easement used as off -location parking, with bus services taking them to the train station rather than have a huge parking station sitting right in the middle of the regional centre. We have noted that the increased parking in Knock Place has just added to the congestion.
“In the future we may be able to negotiate developer contributions to pay for these types of infrastructure.”

THE Barnett government was warned three years ago by WA’s auditor-general the $2 billion Fiona Stanley Hospital had “problems”, says WA health shadow Roger Cook.
He says part of the problem is Kim Hames being a “part-time” health minister.
Earlier this week Dr Hames said the Murdoch-based hospital was at least six months behind schedule due to technology delays and now won’t open till October 2014.
Mr Cook says the delay opening the

780-bed hospital will cost WA taxpayers millions of dollars in payments to expensive contractors like Serco.
“The minister failed to act in 2010 and then decided to ignore similar warnings echoed by a parliamentary committee last year.
“These problems have become a costly crisis as a result of Dr Hames’ inaction.
“The premier must remove either the health or tourism portfolio from Dr Hames so each portfolio is given the necessary leadership.”
United Voice secretary Carolyn Smith says health workers have been left in the dark, with some worried about their jobs.
“Shenton Park Hospital is closing next
year, Royal Perth Hospital and many of the frontline support staff and nurses will be moving across from both hospitals to work at Fiona Stanley hospital.
“However, they have not received any information from the health department.”
Dr Hames says WA’s fl agship hospital is 90 per cent complete.
“Our priority is on patient safety and quality of care and we are committed to getting the opening of the hospital absolutely right.
“The October timeframe will give us additional time to ensure that every service is tested, trialled and bedded down when Fiona Stanley Hospital opens its doors for patients.”

IT was a crisp autumn day when we marched up to Sushi with Goons.Copper leaves fell onto my
greying temples, creating a middle-aged collage.
Goons is a popular haunt for staff at the Chook: It continually serves up quality sushi at bantam prices.
Where else can you get fi ve jumbo pieces of sushi for $3.80—aside from old Mr Fishy-pants at the docks.
Mr Goon recently introduced bento boxes and udon soup for the winter; previously the only hot dishes on off er were spring rolls, prawn tempura and miso.
We selected our favourite table in the petite outdoor area.
Nestled in the South Terrace Piazza space is at a premium, and this Japanese cafe looks like it has has emerged from a tumble dryer.
Journo David Bell ordered the AC/DC of Japanese cuisine—chicken katsu ($12).
“The coating on the chicken katsu was beautifully crispy giving way to the tender meat,” he said. “It’s not the fi nest cut of meat but for $12 its damned good value.
“It’s also served with a slew of extras like fresh salad with seaweed, tomato and avocado, sharp and bitey dumplings, a couple of pieces of sushi and a big helping of rice.”
In these days of iPhones and high specialisation there is something refreshing about

a pair of chopsticks: two unpretentious bits of wood in perfect symmetry.
I could hear their clumsy clack as I ate my chicken teriyaki bento ($12)—the healthier cousin of katsu.
The moist chicken and light dipping sauce were delicious.
The waitress bustled out the doorway with our complimentary bowls of wasabi.
Mr Bell likes it hot, just like his miso soup ($1).
The miso in question is pretty darn good: Goon prepares a salty delight which is piping hot and fragrant.
It actually converted me to miso, because I used to think the cloudy broth tasted like seasoned dishwater.
Meanwhile, Chook ad man Simon was siphoning his udon noodle soup ($12).
“In my limited culinary experience, I’ve found udon noodles can sometimes vary from being a little bland to bland to quite bland,” he mused.
“Goon put a stop to that that with his delightful off ering of fresh udon noodles in a hot, fl avoursome broth with tempura seafood to boot.
“Perfect for a brisk day, this little heart-warmer succeeded in changing my mind and mood.”
The sushi is always fresh and tasty, with the tuna coming in at a ridiculous $3.80 and more sophisticated options—sashimi, salmon deluxe—only a few bucks more.
Goons is cheap, reliable and unpretentious—the Status Quo of sushi.

TANYA LEE says accidents can be an artist’s best friend, as
they lead to epiphanies that would otherwise have never happened.
Lee was doing a video performance draped in sprinklers—to explore how the everydayness of life can lead to absurd moments—when a kink in the hose gave the piece a calamitous authenticity.
Lee is seen grappling with the tangled hose, which she believes illustrates perfectly what she had been seeking to portray, the “politics and protocols that exist in the bunkers of suburbia”.
“I’m conscious that when making anything the ‘happy accident’ can be your best friend,” she says.
“I also try not to repeat performances as they lose that freshness and potential to shape themselves.
“When I have made a prop or costume I use it for the fi rst time on camera, I would never practice with it before-hand. You’d be surprised how quickly you adapt to something and then suddenly it’s not fresh anymore.”
Her fi rst solo show, Personal
Space, runs at the Fremantle Arts Centre till July 21. Lee uses drawings, performance documentation, photographs and diagrams to parody the way people hide behind their “picketed existence”.
In her video work she wears fence suits that replicate the varied architecture that pops up in the sprawling ‘burbs.
She says the works look at the paradox of how suburbanites fortify themselves from the world, while putting out a welcome mat to visitors.
Parody“The act of ‘wearing’ is very
important in my work,” she says.
“The tension between presenting something outwardly aesthetic and at the same time protecting and repelling becomes even more pronounced when physically worn.
“The work is a parody but maybe not as critical as you might think.
“I live in the suburbs too. I have a fence and I garden and I actively participate in these politics.
“I’m not outside this situation that I am presenting.”
The South Perth local says she’s had some peculiar responses from homeowners as she goes wandering past their abodes in her fence clobber.
“One of the best was when a homeowner returned to collect his mail from a house that I had assumed was empty,” she says.
“I was mid-performance when he appeared and just said ‘you have made my afternoon so surreal’.”
Lee says growing up in the tiny wheatbelt town of Wubin had little infl uence on her work.
“Not a lot actually, I guess spatial politics isn’t so pronounced when you live on a farm.
“Boundaries and ownership is vaguer. It is a very diff erent place in comparison to the suburbs. The Perth suburbs are very unique.”
Lee says the politics of suburbia may shift again with urban sprawl likely to move towards high-density clusters of single-family detached homes and townhouses.
“I think so, the rarer personal space becomes, the more highly we covet it,” she says.
“The indicators of territory might change, but similar spatial etiquette will probably prevail.”

THINKING OF SELLINGOR LEASING YOUR HOME?
Sheila Lansbury0408 910 692
herald at home
I WAS already rather well disposed toward this ultra-modern home
on Arundel Street. Then I walked into the ensuite on the third level.
“Oh my lord,” I gasped to the agent standing smugly on the balcony by shutters he’d rolled back, waiting for my reaction.
There’s something magical about a semi-outdoor bathroom, especially at this height.
Even with the glass-bifold doors closed the view from the loo seems to go on forever, over Freo roof tops and pine trees on the Esplanade, to Rottnest Island and the ocean, to the horizon.
I was so carried away by the idea of soaking in a deep bathtub open to the elements, I almost jumped in fully clothed.
This three-bedroom abode, and its neighbour, were created out of the old warehouse of former Oceania Trading wine merchants.
The front section is now a bottle shop selling quality wines and designer beers.
The uber-modern home retains industrial accoutrements including massive steel RSJ holding up the ceiling and a super-high red brick wall that creates a private courtyard.
From the entry and massive open-plan living/dining/kitchen, to the main bedroom on the third level, this is a stunning place to call home.
Golden Tassie oak fl oors shine underfoot, while super-high ceilings and many windows ensure there’s plenty of light.
The kitchen has beautiful black granite bench tops, including an island bench.
The stone is shot with chunky white seams, which reminded me of the stones in Merlin’s cave, beneath King Arthur’s alleged birthplace Tintagel, in Cornwall (I’d liked them so much I’d risked
overweight luggage and slipped a few in my bag).
Acres of space, Smeg appliances and a double pantry make the rest of the kitchen mouth-watering too.
The second level holds two of the three bedrooms, a generous sitting room and the second bathroom.
Keep climbing and the main suite is cavernous, with room for a couple of couches and a king-sized bed, not to mention huge windows with great views, and a walk-in-robe/dressing room.
The neighbouring property is similar, but without that “wow!” factor bathroom.
But it does have the original 1928 wine storage—a row of deep, concrete vats that once housed bulk wine waiting to be bottled.
If climbing three fl ights of stairs at bedtime is daunting there’s room to install a lift, but according to the Heart
Loo with view
AT HOME JENNY D’ANGERAA J
Foundation stairs add years to your life.
But then again so does walking and living this close to Fremantle’s CBD and you can get plenty of that, with no eff ort.

BEETHOVEN. STRAVINSKY. HAYDN. This extraordinary line-up is coming your way
22 and 23 June in Perth and Fremantle.Win a double pass to FCO’s next concert
The Fremantle Chamber Orchestra, conducted by Christopher van Tuinen, performs Beethoven’s fi rst piano concerto with soloist Jonathan Bradley, Stravinsky’s Dumbarton Oaks and Haydn’s moving D-minor Symphony. The Haydn symphony and Stravinsky piece are rarely played, so music lovers are in for a treat!
This is the second in FCO’s Beethoven Piano Concerto Series (Beethoven No 3 wowed audiences in April and May and the “Emperor” is to follow in November). “Ardent in feeling, robust in climaxes, this was a performance that augurs well for a young ensemble moving confi dently forward,” is how The West Australian saw it.
Soloist Jonathan Bradley is one of Australia’s most acclaimed pianists and organists having performed with the Royal Melbourne Philharmonic Orchestra, the Australian Classical Players and the Australian Brandenburg Orchestra to mention but a few. Jonathan toured China, including a performance in the Great Hall of the Forbidden City, in 2008 performing Beethoven’s 4th Concerto. His performance of Saint-Saëns’ 2nd Piano Concerto was televised live on Vietnamese television from the Hanoi Opera House. He will give a series of Chopin recitals next year during a return tour to China. In 2010 Jonathan gave an all-Chopin recital to a capacity audience at the Melbourne Recital Centre and organ recitals in Holy Trinity Cathedral, Auckland and St. Paul’s Cathedral, Melbourne.
Herald readers have the chance to win one of three double passes to the Sunday 23 June show (3pm, Fremantle Town Hall), see below for entry details.
If music is the food of love...
GETTING TO THE BOTTOM OF IT
Skeeta Anderson woke up one morning to fi nd that something was missing...something he never thought could go
missing. His bottom! But is wasn’t just Skeeta’s bum that had disappeared - the whole town was missing their backsides - 496 bottom to be exact!
Now that’s a lot of bottoms to vanish without a trace and now it’s up to Skeeta to catch the thief and return each and every bum to its rightful owner. This is the uproariously funny tale of the Bugalugs Bum Thief, brought to you by those masters of extraordinary puppetry - Spare Parts Puppet Theatre.
Based on the hugely popular Tim Winton book, the Bugalugs Bum Thief is a wonderfully silly story that will have you drawing on your skills of deduction to try to ‘get to the bottom’ of this hilarious mystery.
Herald readers have the chance to win one of three family passes to catch this fantastic show. See below for how to enter.
The Bugalugs Bum Thief runs from 6-20 July at Spare Parts Puppet Theatre Fremantle. For session times, bookings or further information, call 9335 5044 or visit www.sppt.asn.au

ARIES (Mar 21 – Apr 20)The mind is a mischievous servant when the master is absent. The master
is a well-intentioned heart that is ablaze with aware-ness. Without this, the thinking process on its own, is prone to leading us on wild goose chases. Watch out for such things. Mercury is being a trickster.
TAURUS (Apr 21 – May 20)It’s a rather odd and contrary week. There are planetary fl ows and there are planetary
obstacles. Be aware of the obstacles and trust in your capacity to fl ow around them. Assume that the fl ow is bigger than the obstacles. If it’s the other way round, you are bound to get entangled.
GEMINI (May 21 – June 21)As hard as you’d like to keep it straight-forward and logical, the more
emotional it all becomes. It’s time for acknowledging and honouring your buried twin. S/he is full of feeling and stock-full of emotionality. She is also capable of great happiness, if given permission to be herself.
CANCER (June 22 – Jul 22)Life has you hooked into some power-ful emotional currents. There are signifi -
cant astrological allies in the sky egging you on to go deep. Go deep. Immerse yourself completely in your great loves. Passion is bound to hit the occasional speed bump. Prepare for all contingencies.
LEO (Jul 23 – Aug 22)This week is a maze. There are openings that will lead you to bliss
and happiness. And there are obstacles that will lead to a genuine state of befuddlement. The best way to navigate all this, is to be aware of the fact from the very start, that you are going to meet both possibilities.
VIRGO (Aug 23 – Sept 22)The Moon begins it’s week in Virgo. This charges you up and pulls your energy
deep down into the womb of mother earth. The earth is where you get your vitality from. Curiosity and communication will both serve you well. Ask questions from a place of innocence.
LIBRA (Sept 23 – Oct 23)Venus is in Cancer. This brings to light both the well-spring of emotion that
is forming in your heart, and the walls of pride that prevent it from fl owing freely. It’s starting to become obvious that fl ow rather than pride is the better option to take. Be vulnerable and be open.
SCORPIO (Oct 24 – Nov 21)The Moon adds a dance to your step. In Virgo, it provides you with
the feeling of ground beneath your feet. Life is giving the impression of openness and possibility. Take the arms of your dance partner, stay close and be whisked around the dance fl oor. Life is intoxication enough.
SAGITTARIUS (Nov 22 – Dec 21)There’s no getting around the fact that this is an astrologically curly week. There’s
blessings to the left and chasms with rope bridges to cross, to the right. You are in the thick of it. It is your innate mutability, your capacity to turn on a sixpence, that will be your blessing here.
CAPRICORN (Dec 22 – Jan 19)As long as you remember that whatever you are going through is part of a grand
cosmic self- awareness conspiracy, you will shine. The wildness and hardiness of the goat is legendary. The horn of plenty, the cornucopia, is a goats horn. Find bounty under all conditions.
AQUARIUS (Jan 20 – Feb 18)Somehow, though mud is fl ying, nothing sticks. You are a living incarnation of one
of the new organic versions of Tefl on. That doesn’t mean that it’s appropriate to take your eye off the ball. It means that you get to enjoy walking through a busy planetary intersection, unscathed.
PISCES (Feb 19 – Mar 20)The Moon in Virgo will do all it can to wake you from your sleep. Now is not
the time to bliss out and disconnect. Though it’s easy to get lost in a fl uffy ball of positivity, there are a few snags under the water that require your full attention to navigate. Be a cat-fi sh - calm and alert.
