Well, after fighting off hurricanes in Florida, and two hour delays atPhiladelphia airport, I finally came back to town to be told by the editorthat I must come up with a theme for the New Music Seminar in NewYork. Well after slaving away for hours on end I thought it would be bestto go over some old ground for the folks who will be at the seminar, whomay not have had the chance to read the column before. Also to updatethe regular reader (thank you mum) on what is currently happening in

London.Firstly for the folks at the seminar, some good new bands to look out

for especially if you are a program director or jock, or maybe an A&R manlooking to pick up new product. Do listen to the fine debut album fromBelouis Some, he's signed to Parlophone in the UK, and in fact all overthe world. The act is superb live, and it is only a matter of time before ithappens. Look out also for Chakk signed to MCA, and about to releasesome product soon. A new name signed to Magnet Records, is a bandcalled.... Duck You Sucker. Look out for product from them soon. 400Blows, another new outfit signed to Illuminated Records could do quitewell in the US dance charts. Another two acts signed to Parlophone areThe Armoury Show, which features ex -members of The Skids, and alsoSpelt Like This.

The UK soul movement is happening very big here with acts such asJaki Graham, Loose Ends, Cool Notes, Five Star and Total ContraSt,all crossing over to National Top 40, and in the case of Five Star, andLoose Ends, starting to make waves in the USA too. Cool Notes havejust signed to Arista for The States, and are about to deliver their debutalbum in the UK.

Other soul acts who are doing amazingly well in the national chartsare Billy Ocean and Mai Tai. Soul music is the big thing in the UK at themoment, and dj's such as Tony Blackburn at BBC Radio London arereally supporting the music. Talking about Tony, his wonderful 'SoulNight Out' has just returned, with lots of guest starts coming along topromote their new releases.Heavy rock seems to have gone more commercial, and much moremelodic with acts such as Gary Moore and Dio making very high chartentries.

Big name acts continue to pour into London for sell out concerts:Names such as Diana FlOss, Commodores, Womack & Womack, GeorgeBenson and Bobby Womack to name just a few.O.K., now for some current news of what is happening in London. Bigchances at BBC Radio One. Mark Page will lose his friday afternoonshow to new boy Paul Jordan, Paul will get a sunday morning show too.Also Bruno Brooks now gets a five day week show, and 'Roundtable' isbeing rested. Tommy Vance will lose his thursday night 'Into The Music'show to Whistle Test co -presenter Andy Kershaw. Grahame Banner-man loses his saturday night show, and BBC Radio London Breakfastshow presenter Anne Marie Grey becomes a member of the Radio Oneteam.

Over at Invincta Radio former Capital Radio interviewer TonyDaughty has joined the team of dj's, and the station after having a fewfinancial problems, seems to be doing very well now.New releases in the shops worth checking out from The Smiths, Level 42,Five Star, Joan Armatrading, Hugh Cornwell, The Cure, and a new nameto watch out for Balaam & The Angel, they look all set to do big things inthe near future. Look out also for a new single from Canadian act GinoSoccio. The single has already been a hit in the dance charts of Canada,Holland and Italy, and has recently been a big selling import here inLondon. Hazel Dean has signed to EMI, and her new record is a cover ofa minor hit earlier this year for Kerry Delius. The song is called They SayIt's Gonna Rain. I think this will be big.

Duran Duran's Andy Taylor can be heard one new single from JohnAdams. You may remember a great little outfit called Private Lives, wellJohn used to be with them. Meanwhile Simon LeBon is preparing hisproject which is to be called Arcadia. Gary Crowley over at CapitalRadio recently did a live phone in from Canada with George Michael, andBoy George did a revealing interview with 'The Mail On Sunday'.Go West are doing some stuff with Rambo himself none other thanSilvester Stallone. I hope they all get on okay, otherwise they could endup as bait for Rambo Ill.Allright folks, that's it for another two weeks, when we will have more ofthe same

The wellknown Berlin Funk Exhibition proved again very tiredsome forindustry experts as it is always hard to do real business at a combinedconsumer and industry fair. German productions and especially the so-called 'schlager' are getting more and more share on German radio.Media Control reports that in the radio hitparades of the various topstations 93 German productions were represented from April till June (75last year). Radio Bremen started its third channel, giving most attentionto youth music. In the meantime Berlin's RIAS is changing formatsSeptember 30th onwards with more recognisable target groups for itstwo full programmes. CBS continues to push hard on its alreadysuccessful German artists roster. After the renewed Nena success,much is expected from the new single and album by beautiful rockstarsJennifer Rush and Cosa Rosa.

Although the traditional German version recordings of internationalhits are much less popular than a few years ago, Phonogram actLeinemann has a major hit with the title Mein Tuut Tuut (Can you figureout what the original is?). New albums are released by national megas-tars Peter Maffay (an album on Teldec, the video with WEAL formerEurovision Song contest winner Nicole (Jupiter) and Howard Carpen-dale (EMI). A new Polygram structure was announced by chairmanRichard Busch. The marketing and sales activities of the 3 companiesDGG, Metronome and Phonogram will be placed in a central unit andDGG is called Polydor from now on. Louis Spillman remains as ManagingDirector for Phonogram. Heino Wirth takes the helm at Polydor (exMetronome), while his former position is taken by Klaus Ebert.

PARIS CALLING

EXPLOSION FOR FRENCH MEDIAPresident Francois Mifferand wants to keep to his promise, 4 years ago,of deregulating the French airwaves. After more than 35 years of statemonopoly over French TV, there will be a new national all entertainmenttv channel early 1986 almost totally filled with music programs. Biddingfor the channel are a consortium including radio's Europe Un and NRJ,but also Club Mediterranee, Virgin Records and Hachette Filipacchi as

network will be distributed on the TDF satelite and will carry general -interest

well as a possible partnership between RTL and RMC. Another new

interest programming. These to be added to the existing 3 national Cchannels (71, Antenna 2 and FR3) and pay-tv Canal Plus.

Radio -wise the amount of new FM radio stations during the I 4years has been enormous and still is in constant turmoil. Latest ccessstones come most definitely from NRJ, the 'franchising' chain -aded byJean -Paul Baudecroux, Max Guazzini and Jean-Pierre d'Ami o Not onlyis their main station NRJ Paris by far the biggest in e capi al, but thechain now includes more than 30 different stations all around France andhas become a major force in promoting national and internationalrecords. Latest rumours are that NRJ is investigating franchisingpossibilities across the borders in Belgium and Switzerland.

RADIO RATINGSThe 1psos/BVA ratings also confirmed the NRJ dominance, especiallyamongst the 12-34 years age group. More than 40% of youth aroundParis (the so-called Ile de France) report NRJ their favourite station (RTL20,9 Europe 15,7 France Inter 14). In total the RLP stations (Local Radio!)are gaining points. Most popular Local radio's outside Paris includeParadis in Brest, Radio Star Mulhouse, RVS Rouen, Ille in Rennes,Vibration Orleans and the NRJ franchised units in Strassbourg, Le Havreand Montpellier.

The runner-up FM position for Paris could now be claimed by RFM,the station headed by Patrick Meijer and with Media celebrity Jean -Bernard Hebey in the Program Directors seat. RFM may be anothercandidate to broaden its scope via satellite soon. In spite of pessimisticexpectations non-deejay station HIT FM seems to be doing fine in Paris.Back at AM, France's no 1 station FITL is going through managementchanges, as long-time directeur general Rogier Kreicher retires. Thestation will now be headed by Philippe Labro, who headed the entertain-ment department. His job has now been taken by Philippe Micouleau.Kreicher will continue to be special adviser.

HOLLAND CALLINGWith the Dutch government deciding on a new broadcast legislation inthe near future, there is already a major battle with the ministry over thenew status of Veronica. The Dutch divide their available radio andtelevision airtime in a complex way. The many different broadcastorganisations (various still with a religious or political background) fightfor more so- called 'members' in a semi -commercial way. Each yearnumbers are counted and so the stations have an A, B or C status.Former pirate (the ship on the Northsea) Radio Veronica claimed A statusalready a year ago, but the Dutch government refused to grant them theirextra airtime on grounds of dubious numbers. It looks like the station hasnow won the battle through various court hearings and is an A station.Veronica is particularly very popular with the young audience and will beadding more music programs, pleasing the Dutch recording industry.(While at NMS congratulate Program Directors Lex Harding and Rob deBoer).

Further legislation is expected to put levy on blank audio andvideotapes before the year is over. The industry's Gala Of The Year willbe held and broadcast October 11th with Alison Moyet, Bryan Ferryand Jermaine Jackson amongst the international guests. Golden Ear-ring members Barry Hay & George Kooymans launched their RingRecords, a new independent with new pop and rock talent to bedistributed by Ariola. The new RCA/Ariola group will be headed inHolland by Martin Kleinjan, who was already at the helm of Ariola.

BothMarillion and Dio have strong movingalbums at the moment and are steadysellers in eight European countries. Al-though Marillion is not a real hard rockband they are however regarded by manyas belonging to this genre.

Apart from this act nine hard otherrock albums can be found in the Top 100Albums. Thcfr real exponents of the hardrock school include Scorpions, Saga,AC/DC, Gary Moore (new entry at 57this week), ZZ Top, Motley Crue, Saxon(new entry at 93 this week) and the earliermentioned Dio. Vandenberg - Alibi- Atco3rd Album from one of Hollands BestRockbands signed with the American labelAtco. As expected, they totally deliver thegoods. Once In A Lifetime, the current single isgetting a deserved strong airplay and HowLong is again an emotional heartbumingballad, with excellent vocals. Not to mentionthe superb guitarparts on all of the tracks. Thisalbum certainly contains some very strongsongs in an excellent and transparentproduction by Stars on 45 maker JaapEggermont. Tullio De Piscopo - Eastern Passage- ZyxStop Bajon was for many holiday-makers thesummerhit of last year. Not so many howeverwere aware that the artist was Tullio DePiscopo coming from Italy. This allroundpercussionplayer already worked withrenowned musicians like Quincy Jones, GerryMulligan, Billy Cobham and Stefan Grappelli.Eastern Passage is a mix of folk songs, disco/dance, arable elements as well as SouthernAmerican influences. The single 'E Ratto 'ESorde! E? (Money -Money) is a rhythmic rap -song (check the 12" version) and Radio Africahas hiphop influences on a disco/dance basis.

Many of these shows, especially in Germany,France, Italy and Spain take their annual summer break from the end ofMay untill early September. The record industry is most effected by this inGermany where the only regular national television show (with mostlyclips) Formel Eins starts another weekly run now. Although the showhas to be run on a tight budget and even with their broadcast divided ondifferent evenings in the various German regions, Formel Eins hasbecome a vital toot in the promotion of singles. Producer AndreasThiesmeijer shows a run-down of the US and UK charts (approximately30 -seconds clip portions), presents the new entries in the GermanCharts and also national and international tips filmed live in the famousBavaria Films studio in Munchen.

The Pay For Play issue is still a major source of debates within theEuropean Music communities with disagreement presently running highin Italy (see Milano Calling). The International Programming Panel atthe 6th New Music Seminar this year includes European TV celebritieslike Music Box chairman Charles Levinson, Italo Uno's Claudio Cec-chetto, Dutch Veronica's Program Director Lex Harding, Germany'sHans Kruger and is moderated by Eurotipsheet's Theo Roos. The PayFor Play and Censorship issues will give ground for lively discussions aswill the differences in programming decisions between the variousmarkets. Billboard presented one of its biggest- ever issues during theAmerican VSDA convention. Some record people may be complainingthat the magazine turns more and more to Video (with Jane Fonda on thefrontcover) and computer games, but isn't that the idea of music andhome entertainment?

VIDEO ARTWith the 'censor' debate making worldwide headlines it is healthy to seethat the well respected New York Museum Of Modern Art is running anexhibition entitled Music Video; The Industry And Its Fringes as part ofthe museum's film department 50th anniversary celebration, It includes a90- minutes video with segments from The Beatles, Bowie, Jackson,Queen, Yello to The Cars. A must for NMS attendees (running untillSept 30).

Pan -European Satellite music channel Music Box has finally addedGermany to its already impressive list of countries, where they arebroadcasting. Berlin is the latest city hooked on with 75,000 householdsnow, but with a potential of 180,000 homes before the end of the year.Even with music industry participation at the London Musexpo, to beheld mid -October, expected to be cautiously low, it will be interesting tosee how well the new IMV, International Music Video Festival, which isheld same time same place will do. It is organized on the ruins of lastyears failing St.Tropez fest and costs 425 UK pounds per company and200 per individual. There still is exhibit space available. In the USA moreand more clip stations are in financial trouble and the new Pay For Playpolicy from major record labels (WFA is also announcing a new fee) willadd to their ordeal.

Pan -Europe's combined satellite effort Olympus will change itsname just prior to its October 5 launch date. A Japanes Corporation withthe same name threatened to sue and now the chiefs of the Europeannational broadcasting organisations decided to find a new name at theirrecent conference held in Portugal. Whether they make the projectedlaunch date is also still uncertain.

A close look at the European AirplayTop 50 this week shows that 2 covers, 4re- releases and original B-side appear.The charity cover Dancing In the Street isstill Europe's best played single (and thedifference with the no. 2 is huge). TheSunny & Cher cover / Got You Babe is at5. Originally appearing as a B-side ofAngel Madonna's Groove is currently at3 (dipping 1 place) and the re-releases

BUBBLERSLooking at the bubblers under the AirplayTop 50 we even find more re-releases:U2's Sunday Bloody Sunday (re-releasedin the Benelux), Maria Vidal 's Body Rock,Amil Stuart's double A -sided singleKnock On Wood/Light My Fire, Tavares,Heaven Must Be Missing An Angel (in theperfect Ben Liebrand mix currently shoot-ing up the Benelux charts), D- Train'sYou're The One For Me, Jaki Graham'sHeaven knows, Dan Hartman's 1 CanDream About You and of courseMadonna's Holiday.

Although the Huey Lewis' singlePower of Love is at the moment onlycharted in the UK, Holland, Switzerlandand Ireland, airplay on this one rose con-siderably last week and the single is at themoment Europe's second best playedsingle.

Stevie Wonder, Jahn Parr, Mad-ness and Princess are among the other

records in Europe gaining a lot of airplayduring this week. Scritti Politti has thehighest entry in the Airplay Top 50 (Per-fect Way closely followed by Bonnie Tylerand Aretha Franklin

TRIBUTENo doubt that the Hall & Oates singleThe Way You Do The Things You Do/ MyGirl will be a Hot Radio Add next week;this tribute to the old Motown days getsan extra dimension by the assistance ofex- Temptation vocalists David Ruffin andEddie Kendrick. Further adds next weekmight include Diana Ross' Eaten Alivewith an impressive all- star lineup (writtenby Gibb brothers and Michael Jacksonand with Michael backing the vocals); thelong awaited INXS single (This Time pro-duced by legendary Chris Thomas) andBucks Fizz. While John Parr's Elmo'sFire shoots up the airplay charts (20-38)the Parr/Meatloaf written Magical is Fizzlatest and a new entry in the Englishcharts this week (57).

The most exciting new independentrelease comes from the engllsh band TheBolshoi entitled Happy Boy (SituationTwo); memorable vocals on a catchy anda steady beat.

In spite of hectic political discussions between the partners of the European community(EEC), the Eighties are slowly but surely turning into the c''Rcade of Pan-Euromarket.Evidently there are talks about diminishing the traditional national borders, not only custom -

wise, but also in many other areas. The new European money unit, the ECU already hadquite an impressive launch and is lastly gaining in importance. Soccer (the European cup)and songfestivals (Eurovision) were amongst the first signs, but the last few years haveprovided a further break -through to the Pan European idea, with much deeper implications.

Especially the changing face of the media; radio, television and press will give the'Europasation' a lasting meaning. This has become also very clear in the consumers tastefor pop and rock music. There is much less difference now between the tastes in Northern,Central and Southern Europe than a few years back.

EUROHITS SCORING 1-1 1( --Ec6 1(46The United Kingdom has always been amajor force for new talent and was vitalfor the innovation of international pop andlately it has even increased its major roleon all continents. The A&R experts of theAmerican record labels know that theyhave to keep their ears wide open for this"British invasion", lately dominating thetop of the Billboard charts.

In the past, the other European mar-kets were only able to score well fromtime to time. We all remember the Dutchwave, the Swedish and a little later aGerman boom.

However Continental Europe isnow starting to become very estab-lished as a major talent source, not inthe least inititated by a number of activeindependents. Especially during the lastfew months, the European Top 100bestseller lists, as prepared by EuropeanMusic Report, are showing more andmore Euro crossover records breaking inmany countries outside their market oforigin. First positions were taken by Italianact Baltimora, charted in no less than 15of the 17 Euromarkets with Tarzan Boyand Austrian act Opus, with the sing -a-long track Live is Live. But with thenumber of continental Euro hits rising ev-ery week, it no longer is a 'wave' but aconstant factor the international record-ing industry will have to reckon with.Whether it is Germany's Nena, ModernTalking, Harold Faltermeyer or Al-phaville, France's Jean -Jacques Gold-man, Jeanne Mas or Rita Mitsouko,Italy's Righeira, Raggio De Luna,Spain's Ivan, Holland's Star Sisters,Mai Tai, Band Of Gold and many others,they all have a Continental Europeanbackground.

Language barriers become less andless of a problem, producers and arran-gers are no longer trying to copy theirAnglo American heroes and studios arestate of the art.. Europe is -on the go!Eurotipsheet is the first Pan -Europeantrade to follow this trend and will keepyou updated.

ON THE FOS

PAN EUROMEDIAThe European media may seem to be inturmoil, but there is only one directionthey are heading for... more stations, lessborders, The new phenomena of broad-casting reaching across the national fron-tiers has not only changed the somewhatold fashioned way of music program-ming, especially in Central Europe. It hasfinally given some healthy competition tothe often state controlled and dominantstations and certainly gave ground toemotional outcries in the parliaments ofmany European countries, where politi-cians are afraid of diminishing controlover the media and much smaller adver-tising revenues, which is often used tofinance these media.

There does not seem to be a wayback. Due to public pressure various gov-

emments need to open their airwaves tonew radio and television stations, often asa tool to attract voters and to combat thenew international satellite and cable prog-rams.

Most dramatic is the change in theBenelux countries and France. In HollandUK based IV satellite programs Sky andMusic Box present a major force on thecables of the big cities, Pirate radio sta-tions Laser 558 and Radio Caroline arequite well listened to and the Dutch postalauthorities are chasing new local piratestations nearly every day. With Dutch net-work Radio Veronica reaching A -status(See Holland Calling), this at least givessome counter balance, as Veronica is ahip music station. In Belgium, a countrywhich due to its geographical position isalready receiving a string of Dutch,French, German and Luxembourg sta-tions, the picture is almost identical andMusic Box is expected to enter the cablesystems very soon.

In France the change is even moredrastic. The traditionally strong AM sta-tions like RTL, Europe, RMC arechallenged by a barrage of new FM sta-tions emerging in all major areas andgiving a tremendous boost to internation-al 'pop repertoire. Although this givesground to a lot of chauvinistic criticism(French culture protectionism), it has alsoimproved the quality and internationalchances for French produced rock. Lat-est news is the expected broadening ofTelevision channels (see Paris Calling).

Italy and Spain already have a widespectrum of radio and television channelsfor a longer period and competition thereis very fierce. Especially in Italy it presentsa complex picture with national RAI com-peting, but also joining forces with the

independent channels.The most. conservative moves take

place in the United Kingdom and Ger-many, but the signs of change are alsoevident in these major countries. In theUK the independent radio stations are.gaining importance, although BBC Radio1 still is a vital tool in the break through ofnew product. There are more music tele-vision programs than before, although stillrelatively few showing videos (due to themusicians union protests?). Cable is notyet a major factor. Pirate radio is, and theBritish government is trying to stop themin every possible way, including cuttingthe sea routes for the supply ships ofLaser and Caroline. Satelite is clearlycoming, but not yet important.

Germany is opening its cable sys-tems for new radio ventures, like RadioGong and Radio C in Munchen, but alsoto foreign owned TV stations like MusicBox. These satellite programs are alsomaking strong impact in Scandinavia andSwitzerland.

EURO INDIESIndependent labels have always been in-fluentual in England and their huge quan-tity made it difficult for the retailers tokeep track of new releases. This im-proved a bit with the birth of some Inde-pendent Label Organisations like the ILA(an initiative later followed in the States).However many top acts started with anindependent and some of these smallerlabels, like Beggars Banquet, ZTT,Mute, Rough Trade and Jive/Zombabecame wellknown names. Still todaythere seems to be a new label launchedevery day in the UK and the majors arequick to pick them for joint ventures,pressing and distribution. The last yearshave been good for hits on Fiction, DepInt, 10, Supreme, Statik, Some Bizarre,Towerbell, just to name a few.

But since a more recent period, theother European countries are becomingmuch more active with independentlabels popping up all over the continent.Partly due to lesser chances with a smal-ler number of major record companiesaround, new creative talent is in constantsurge of financiers and join smaller unitsor start one on their own. Many of thenew winning Euro crossover artistsemerged from small, sometimes obscurecorners. They break first in their owncountry, then join the Pan -European hit

market and aim for the world.The G.A.S. countries (Germany, Swit-

zerland, Austria) are particularly creativewith labels such as Hansa (Modern Talk-ing), OK (Opus), Zyx (Scotch). Italy hasalways had a string of successful com-bined production/ label units. Baby Re-cords, Strum, Italo Heat, DDD and Dis-cotto are just the recent winners. In Hol-land CNR has a big hitname. Boni andRamshom score with dance orientatedproduct. Carrere still is the major Frenchtalent exporter (with even an active officein the UK), but during the last few yearsothers have also discovered thepossibilities beyond national borders,such as Flarenash and Vogue.

CHART METHODOLOGYIf you want to know more about theway our charts are compiled, contactus anytime! The basic systems are;EUROPEAN TOP 100 (Singles - Al-bums):The charts are based on sales infor-mation from the 16 major markets ofEurope(*). From those countries wereone chart is recognised by the musicindustry as the "official" hitparade, thedata of that chart Is used. For this weare (gratefully) assisted by wellknownresearch companies like the IFPI, BPI,Gallup, Deutsche Phonoverband,Nielsen. There are also a number ofcountries, which do not have one or-ganised hitparade. From these mar-kets we use various data, such asbestseller lists of the major rackjob-bers and wholesale firms, a 'combina-tion' of different national hitparadesand direct sales information.

Each final chart position for everycountry then receives, relevant to itsposition, an equal points rating, whichin turn is multiplied by a factor. Thisfactor is determined through the latestknown sales percentage of total sales,which that country holds in relation tothe rest of Europe. Different percen-tages and data is used for singles andalbums. The sales percentages areprovided by the official industry organ-isations IFFil and BPI and are updatedeach quarter.EUROPEAN AIRPLAY TOP 50:This charts is basically compiledthrough 2 sorts of data. First the play -lists of the major European radio sta-tions are used. These include all theleading stations in Europe. Each sta-tion has its own weighting factor. Thedata is then completed with the tips ofthe 400 correspondents, which are re-ceived each week by our team. Notethat not all tips are printed every weekin Eurotipsheet, but they are al! usedfor the compilation of the TOP 50. Thisresults in a European playlist, whichincludes the new additions and up-coming powerplays and therefore thisis a HOT NEW EURO PLAYLIST!.

FINLANDThe Finnish market only publishes amonthly chart; therefore things remainthe same as stated in our issue 35:best selling single in Finland is from the

ITALYWith most of the holiday-makers re-turning (after nearly a month of com-plete silence) things are graduallycoming back to normal, Most of theItalian stations have addedMadonna's Groove over the last fewweeks, the single is fastest moving in-ternational product. Although DuranDuran, Hardcastle, Simple Minds andUSA For Africa still top the Italian salescharts Madonna is close by and willundoubtedly move into Top 5 nextweek. PORTUGALEx -PhD singer Jim Diamond is ex-tremely popular in Portugal.Diamond's first single I Should HaveKnown Better was a hit all over Europe,but his follow-up Remember 1 LoveYou failed to make much impact withthe exception of Portugal where thesingle is at 3 in it's 10th week. TwoEuroproductions still on top, Baltim-ora and Opus. Bryan Adams has twosingles charted, Heaven at 8 (from 16)and Somebody at 15 (in it's 14thweek).
