The June 2 MSPS Board of Directors meeting was busy as usual with a lot of issues addressed:

Annual Meeting Excitement continues to grow in anticipation of the 60th

Annual Meeting of MSPS moving back to the Twin Cities for 2012. The Annual Meeting Committee has been busy preparing for the event at the Ramada Mall of America (the old Thunderbird Hotel) February 15-17, 2012; speakers are being selected, the program is being refined and sponsors/sustaining members are being notified. The goal is to make this event bigger and better than ever by providing innova-tive professional development opportunities in a setting that will encourage attendees to bring their entire family. Nearby attractions such as the Mall of America, Sea Life Aquarium and Water Park of America will provide many opportunities for family fun.

BudgetAt our last meeting there was a motion before the board

to save $25,000 per year by eliminating the professional lob-byist from the budget. Saving $25,000 per year in this way can be relatively harmless because:

1. Our current contract with the lobbyist covers only moni-toring activities before the legislature; lobbying services are extra.

2. The courts have the greatest effect on land surveying, not the legislature.

3. Our dues would be fully deductible as a business ex-pense.

4. Our members who are computer savvy can do a good job of selecting key words to use to search for bills that may affect land surveyors. Our current lobbyist is not a surveyor.

5. This will take pressure off our budget, which has already been cut by reducing donations and cancelling trips to national events.

Please respond to a Board member or the Government Relations Committee with thoughts/comments.

Another cost-saving idea that was discussed was to change the Minnesota Surveyor magazine to an electronic version for-

mat as default, while still allow-ing members to “opt in” to re-ceive printed copies. This would save an estimated $7,000 per year in printing and postage.

Definition of Land SurveyingAnother item of concern is proposed legislation to revise

the definition of Land Surveying. The thoughts and com-ments, in response to a blast email sent to members, have been compiled by Denny Honsa and have been submitted to the Board of AELSLAGID for introduction to 2012 leg-islature.

LightSquared LLCChris N. Ambourn, our NSPS Governor, is busy making

us aware of the Adverse impact on GPS due to FCC File No. SAT-MOD-20101118-00239. We should have serious con-cerns about the FCC granting LightSquared LLC conditional approval (FCC File No. SAT-MOD-20101118-00239) to push forward with its initiative to build a nationwide 4G-LTE wireless broadband network. Early testing by GPS technology leaders Garmin and Trimble Navigation demonstrated that LightSquared’s technology would likely interfere with GPS (Global Positioning System) receivers, degrading their perfor-mance in the best case scenario and completely jamming GPS receivers in the worst case scenario. Many have taken time to send a note to their members of Congress, encouraging them to instruct the FCC to block approval of this application un-til the GPS-using community can be assured that we will not be affected. MSPS’s email to members on April 21, 2011 has additional information and a sample letter.

Wisconsin Requirements for LicensureThe MSPS-sponsored seminar at Ewald Consulting’s of-

fice, held on June 17, on Wisconsin laws relating to surveying (in order to meet Wisconsin requirements for licensure) had a great turnout. Thank you to Paul Vogel for his efforts and to Douglas R. Crane for an informative seminar.

itive and a great source of networking with young surveyors interested in the surveying profession — our future leaders. Check out MSPS YP on Facebook.

Summer MeetingSave the dates of August 19-20, 2011 for the Summer

Meeting Presented by Chapter 1 in Fairmont, MN. Check out the schedule on page 11 and use the registration form on page 12 if you haven’t already registered.

Other Items in Progress:

• Re-writing the “Benefits of MSPS membership.”

• John Freemyer and others continue work on re-writing Report 4 with preliminary copies available for the Sum-mer Meeting.

• Chapter 1 is making progress on plans for the Summer Meeting.

• The Historical Committee has found a new home for its surveying display booth beginning in August, at a mu-seum in Anoka — after being at the Sherburne County Museum in Becker. They also have installed an informa-tional kiosk near Lee’s Monument on the west side of the Mississippi River near New Albin, Iowa.

• The Public Relations Committee is gearing up for a re-vival.

• The Board Development committee has been successful in finding new Board members for vacancies.

• MACS has completed scanning more than 300,000 pages of historical survey notes from the PLSS.

• All the Chapters and CALSA are meeting with great turnouts.

It still will be a while before our business gets back to profitability but it appears the recession may be over — this, too, will pass.

My last comment is again to suggest to all to get involved in MSPS. It wouldn’t be the respected organization it is today without the support and involvement of its members. The time spent on committees and attending chapter meetings goes a long way to building relationships and meeting new people. MSPS is an organization of Minnesota surveyors for Minnesota surveyors.

A bit of a milestone… A brief look back at five years and what’s next

I have just completed my fifth year as Executive Direc-tor of MSPS. It has been an honor to work with a highly committed Board of Directors and many dedicated commit-tee members. I remember vividly the well organized “pre-bid” information meeting at Bolton and Menk, where new MSPS President Ed Otto, Immediate Past President Steve Jobe and others provided background on the organization, went through a detailed scope of work and answered ques-tions from association management companies interested in working for the Society. I went back to the office that day and told my business partner “these folks are methodical, smart and really care about their organization. I really want to work for them.” We were delighted to get the call a week or two later…

It has also been a pleasure to meet personally with the membership at various meetings and events. It is easy to stay engaged in this work for two primary reasons: 1) the leader-ship is committed and enthusiastic and 2) because MSPS does meaningful work. These might sound like simple attributes that all associations and societies should have, and many do — but many do not. Some organizations lack purpose or are not clear on exactly what that purpose should be. Disengaged leadership will be of little help in defining “purpose.” Fortu-nately, MSPS has good leadership and a strong purpose.

The dedication of leadership, members and this strong sense of purpose have sustained the Society through a few lean years. I had a couple years under my belt before the reces-sion hit and we had to make some adjustments to the bud-get based on declining registrations at the Annual Meeting. We made those adjustments and are on relatively solid foot-ing. But back to “purpose” — no matter the market condi-tions, MSPS fills critical and value-adding roles. MSPS brings members together for networking, continuing education and information/experience sharing that are always important. MSPS is also able to accomplish goals as a group of members versus the members working alone, including goals related to public and government relations. These areas in particular do not necessarily speed or slow with market conditions. A case in point is the work MSPS is currently undertaking to gather and summarize input regarding the definition of “Land Sur-veying” in Minnesota. This is important work to maintain the

integrity of the profession and many voices together can speak with authority.

Some recent devel-opments and looking ahead…YP Group

MSPS has established a young professionals (YP) group. Since its founding early this year, members have already held a few events and reached out to close to 100 people between their Facebook followers and event attendees. The group gathers for social events, study groups, and monthly meetings to discuss land surveying topics. Anecdotes following events have been very positive. This group has created another nice “touch-point” for MSPS and another proving ground for fu-ture leaders of the organization.

Annual MeetingYou have probably heard or read by now that MSPS is

moving the Annual Meeting from Saint Cloud to the Ramada Hotel-Mall of America in Bloomington for the 2012 event. This will start a new chapter for the Annual Meeting after so many years in the same location. We look forward to plan-ning this event with some different options and opportuni-ties. At the same time, we are very thankful to the staff at the Kelly Inn and Saint Cloud Civic Center. They did great work for MSPS.

New EventWe added a new event for this year: the Wisconsin Sur-

vey Law seminar. We did this in response to dual licensed members’ question/concerns about how they were going to get these Wisconsin professional development hours taken care of. We held the event at the MSPS offices. This could be a good model for future needed trainings if they can not be accommodated at the Annual Meeting or the fall or spring seminars.

New BooksOver the last year, MSPS published a great book by Rod

Squires, A Striking Triumph of Geometry over Physical Geog-raphy: Vignettes of the Public Land Surveys. We have recently

started carrying two books from Clint McLagan, The Land Surveyor’s Handbook of Statutes – Book One and Book Two. I encourage you to take a look at these new books if you have not yet had the opportunity. We are working on an-other book, too: rewrite of Report Four: Metes and Bounds Descriptions. Thanks to John Freemyer for his work to date on updating a useful book that was written by Jesse Fant, Alver Freeman and Carlisle Madson.

In ConclusionFor nearly 60 years, MSPS has done laudable work on

behalf of the organization’s members — including shaping

the regulatory landscape for surveyors in Minnesota, setting and achieving public relations goals and working together to set ethical standards and guidelines for professional practice. These are important examples of the critical work that can of-ten only be done with many people working together. It has been my pleasure to work with the Society in helping achieve some of these goals and I look forward to helping address whatever challenges and opportunities are down the road…

Greetings,

Just a quick update on your national organization; dis-cussions about restructuring the relationship between ACSM and NSPS are ongoing and will likely dominate the annu-al ACSM conference in July. I look forward to hearing the ACSM proposal.

A couple important items are working through the fed-eral government and Congress right now. One is proposed legislation that would repeal the Davis Bacon Act. Obviously this would have wide-ranging implications, so NSPS and ACSM are monitoring it closely. The second deals with an is-sue that I alerted you about a number of weeks ago — where a company called LightSquared has applied to use a portion of the frequency band dedicated for GPS to develop a terrestrial wireless broadband service. Preliminary testing has indicated that this usage could jam or interrupt GPS signals, so we have joined with a growing contingent in opposing this applica-tion until sufficient testing can be completed.

Again, I’d like to thank all of you who took the time to partici-pate in the NSPS Surveying USA event in March despite the cold weather. In total I received data from seven events around the state, which I forwarded on to the national coordinators. They have compiled the data and are putting together the results; they are also meeting with people from the Guinness Book of World Records. I’ll report on the final nationwide results as soon as I have them. I’ve included photos from some of the events below.

Time and time again, we are impressed with the amount of dedication and commitment members of MSPS have! Pres-ident Nelson has reported to you that there is an initiative to better promulgate the benefits of MSPS Membership. This has surfaced in the past and should remain at the forefront of our organization. This is a work-in-progress with many subjects to “boil down” to a core. Here are some snippets of thought while we work to make sure both that our members know that they truly receive value being a member and how impera-tive the success of this organization is to our fine state.

MSPS advocates for the Land Surveyor. We have a spe-cialized skill set that benefits the public. As an organization, we monitor legislative/government relations where appropri-ate and help convey to our members activities potentially af-fecting our profession. We are a voice to facilitate commu-nication between parties of interest. Some recent examples include our expressed interest with St. Cloud State University regarding their commitment to maintain an Upper Midwest 4-year degree program for surveyors; our recent request for comments by the State Board of Registration regarding the definition of Practice of Land Surveying; and another recent legislative action in our state regarding occupational licensure definitions. The last of these three examples was brought to the Board’s attention by a member — and it is great to see that we are actively monitoring activities related to our profes-sion. This is not merely bound by our state line.

Nearly every state bordering ours has current legislative actions pending that would affect Land Surveyors and through our respective organizations, we continue to inform and ed-ucate our profession and the public. Media outlets such as

this publication and our webpage help facilitate communication and provide notice of educational opportunities to membership.

By providing professional speakers and encouraging youth through the national Trig-Star program and recent initiatives with the YP Group, we encourage the next generations of Surveyors. Our Firm Members have the benefit of a referral service through the website. We support and encourage the local chapters carrying respective chapter voices forward as well. We offer employment listings, For Sale Advertisement space and provide important links through the webpage.

Believe it or not… this is not enough! Please help us to better our profession and strengthen our organization. As al-ways, contact information to the board and Ewald Consult-ing can be found on the website at www.mnsurveyor.com. We encourage your input!

With regards to educational opportunities, MSPS worked with a Wisconsin based company to provide our Wisconsin licensed members with credits toward the State of Wiscon-sin newly implemented land surveyor rule specific education. This was a reasonably priced, half-day seminar in the metro area. As with most states, this program cannot be preapproved by the Wisconsin Department of Regulation & Licensing. We will post the presenter’s bio and seminar outline.

2012 MSPS Annual Conference – Bigger and Better Than Ever!

After careful consideration the conference committee and the board of directors has made the decision to move the annual conference back to the Twin Cities for 2012 and 2013. The event will be held at the Mall of America–Ramada Hotel and Conference Center, February 15-17, 2012. The goal is to make this event better than ever by providing innovative professional development opportunities in a setting that will encourage at-tendees to bring their entire family. Yes — it will likely be cold outside, but indoor attractions such as the Aquarium and Rides at Mall or America plus the indoor water park will provide many opportunities for family fun.

MSPS Chapter 1 (Pioneer Land of Southwestern Minnesota) invites all members and guests to join us in Fairmont, MN, for the 2011 MSPS Summer Meeting. The meeting will be held at the Holiday Inn Hotel. Hopefully you have all heard about “MSPS-YP”! It stands for Minnesota Society of Professional Surveyors Young Pro-fessionals. “YP” is a new concept in professional groups de-signed to encourage participation by the younger generation in a particular field. Though MSPS is a strong organization with a lengthy history, there is a disconnect, or a generation gap. We hope “YP” will be the answer to more participation by young surveyors in MSPS activities as well as being a vi-brant group in its own right.

Young professional groups work in a different way than traditional professional organizations. They are much more informal, with communication primarily via social media, email and word of mouth. Events may be planned, or more spontaneous. The goals are more social than MSPS goals. It’s about meeting your peers, and networking within your indus-try. It’s about talking about your successes, failures and ques-tions. It’s about learning from peers. For students, it’s a great way to meet potential employers. It’s a place for younger sur-veyors to get to know more “seasoned” members of the pro-fession. Most importantly, it’s a place for surveyors to build cohesiveness within the profession and for young surveyors to develop leadership skills and an organizational “voice” for what they feel is important.

Though the group is called MSPS-YP, it’s not just for folks of a certain age. It’s for the young and “young at heart.” The group needs mentors and surveying veterans in the mix, as well as folks who are eager to learn and prove themselves. This article stands as a call for help to the MSPS membership. It’s a call for encouragement and participation in YP events to help guide and shape this new group. It’s a call for companies

and individuals to encourage their staff, including licensed surveyors, CAD personnel, field crews and GIS professionals to get involved. We want everyone’s input from throughout the state!

MSPS-YP functions have been held in the Twin Cities (February), Pequot Lakes (March), St. Cloud (April), and Duluth (May). We expect to host another Twin Cities event in June, and one in Fairmont in conjunction with the August summer meeting. If anyone has a request for an event in your area, post something on Facebook or email me to work out the details.

The National Geodetic Survey (NGS) has created a new service through which subscribers can receive NGS-related news via email. NGS expects to distribute news announce-ments in a more timely manner with this service.

Dear Ms. Grahl:

I am writing today to remind all surveyors that they have a National Museum in Springfield, IL, that is dedicated to their profession and its noble and illustrious history.

American surveyors, stung by the recent economic turn-down, may have forgotten the existence of the Museum or they may have felt that they could not afford to support it under the current economic climate. I would urge them to re-consider becoming a member, and also strongly encourage them to actually visit the Museum.

The story of surveying is, in many ways, the story of America. From the laying out of the original colonial bound-aries, roads, and railroads, to the western expansion that in-spired the unique Public Land Survey System, land surveyors were at the forefront of a developing and pioneering nation. Surveying has a very rich historical heritage in America, and as we well know, many of our Presidents and statesmen were also surveyors at one point in their careers. It is a fitting trib-ute for this profession to have a National Museum that hon-ors all surveyors, both past and present.

It is also fitting that this Museum be located in Spring-field, Illinois, near the center of the nation and in the home-

town of one of our famous surveyor-presidents, Abraham Lincoln. The Museum meshes well with the other Lincoln attractions and sites: The Lincoln Home National Historic Site, The Abraham Lincoln Presidential Museum and Li-brary, New Salem State Historic Site (where Lincoln learned his surveying skills), and many others. The sites tell a critically important story in the history of the United States leading up to and beyond the Civil War and the abolition of slavery.

Springfield is also the Capitol of Illinois, and attractions related to that status also await the visiting public. In short, I encourage all surveyors to put a visit to Springfield on their travel “to do” list. I’m sure sure they will not be disappointed. I would also encourage all surveyors to support their Nation-al Museum as well in any way they can. It’s an undertaking that’s worthy of their support.

Minnesota Surveyor Picks Up Honors from NSPS

For the third time in four years, the Minnesota Surveyor has won an award from the National Society of Professional Surveyors in the NSPS Excellence in Professional Journalism Contest.

The Minnesota Surveyor received an honorable mention in the State Society Magazine category. First place went to The Californian Surveyor, second place to The Benchmark (New Hampshire), and third place to The Florida Surveyor.

In the State Society Newsletter category, first place went to Lines & Points (Wyoming), second place to The TBM (New Hampshire), and third place to L’Arpenteur Lousiana (Louisi-ana). The California and Florida websites tied for first place, with Ohio taking third place in the website competition.

All 2011 awards will also be announced at the Survey Summit in San Diego, CA. Chris Ambourn will accept the award on behalf of MSPS. Thanks and congratulations to Dave Zenk, volunteer editor of the Minnesota Surveyor , as well as to all the volunteer writers and MSPS staff for their efforts!

The first article of information distributed to the mem-bership of the Minnesota Land Surveyors Association (MLSA) was referred to and known as the Newsletter of the Minne-sota Land Surveyors. This publication was written by Harold L. “Tuffie” Hofstrand, printed and distributed to the entire membership in January 1956. A second newsletter written by Harold L. Hofstrand was distributed to the membership in July 1956.

The first issue of the magazine known as DIS-CLOSURES was written by Harold L. Hofstrand as Volume 1, No. 1 in November 1957. During 1958, Harold L. Hofstrand wrote and had copies mailed to the membership of Volume 1, Nos. 2 and 3. These early issues included information on what the board of directors was doing to promote unity among the surveying community and other professional groups, as well as what work was transpiring with the legislature on issues of

concern to surveyors. There is no record of any articles be-ing written and distributed to the membership from January 1959 through December 1963.

From January 1964, under the editorship of Roland W. Anderson (who wrote articles in Volume 2) up to the editor-ship of David D. Zenk at the present time, there have been three to six issues provided to the membership annually. In the early years, most articles were written by the editor, but he continued to solicit information and articles for publication from the membership. In the past 56 years there have been 192 issues prepared and distributed to the membership.

The magazine was known as DIS-CLOSURES because it was the intent of the originators of the magazine to disclose as much information to the membership as was known by the executive board. The magazine was called DIS-CLOSURES

from November 1957 until Fall 1993. At the annual meeting in February 1994, by vote of the membership, the name of the magazine was changed to the Minnesota Surveyor. With John E. Freemyer as editor, he felt a magazine should better tell who and what we are and therefore the name was changed.

Eight persons have served as editor since 1956 to the pres-ent time, many others have served as assistants or co-editors, and many members have written articles for the magazine. In the recent 22 years, only 2 persons have served as editor: John E. Freemyer and David D. Zenk.

Throughout the years, articles have been written on main-taining contact and working relationships with the engineers, county recorders, legal professionals and other professional organizations. Articles have been provided by the member-ship on topics of interest to the surveying community. These contacts helped to retain a working relationship in getting

legislation passed that was helpful to the surveying profession. Copies of all issues of DIS-CLOSURES and the Minnesota Surveyor are available in an indexed file in the garage of Theo-dore D. Kemna.

In addition to the magazines and newsletters mentioned above, all presidents from James F. Simonet in 1964 to the present have written reports regarding action that took place and should be of interest to the surveying community. These newsletters are available in a voluminous book in the files of Theodore D. Kemna in Plymouth, MN.

The Minnesota Society of Professional Surveyors (MSPS) has thrice received recognition from the National Society of Professional Surveyors (NSPS) for the quality of editing and presentation for the magazine. Following is a list of editors and the years each served.
