Casoliva replacesFinaly at Cadena 100by Howell Llewellyn

MADRID - Jordi Casoliva is the newhead of COPE's national CHR/AC net-work Cadena 100, following the surprisedeparture of Carlos Finaly earlier thismonth.

Finaly left for "personal reasons,"according to COPE sources, and is plan-ning new projects from home. He hadbeen general coordinator of the networkfor 13 months, following thecontroversial exit of RafaelRevert, who had helped setup Cadena 100 in 1992.

Casoliva has worked atCadena 100 for three yearsas coordinator of the Catalo-nia region, dividing his timebetween Madrid and hishome city of Barcelona. He had previ-ously spent four years at arch rival SER,where he worked for CHR network Los40 Principales, and the AC/gold M-80.

Casoliva says that "Carlos Finalywill continue to collaborate with us onsome Cadena 100 and COPEprogrammes."

Last week's vote on the Copyright Directive by theEuropean Parliament in Strasbourg was a resounding vic-tory for the whole music community.

The amendments adopted seriously improve the flawedoriginal draft directive proposed by the EuropeanCommission, and MEPs endorsed most of the points themusic industry considered most important.

What is interesting is the methods which have beenused to achieve that result. The music industry's lobbyingefforts began a few years back, when the CopyrightDirective was at a very early stage. However, the sizeableforce of its opponents in these matters (mainly telecom-munication groups, cable operators and Internetproviders) forced the music industry-and in particularthe IFPI-to raise its game and devise a coherent anddecisive strategy.

A few object lessons in lobbying can be learned from themusic industry's campaign, which could well serve as amodel for future generations: Set the right targets. In this case: the EuropeanCommission, the European Parliament and individual EUstate members No need to follow five leads at the same time.

Get the right message across. The industry selected a fewimportant points (the right to authorise, liability, etc) andsimply repeated them again and again. Act both globally and locally. Each initiative at aEuropean level was also carried out in each individual EUmember state at a governmental and parliamentary level. United you win. Although hard to achieve, the combinedforces of the record labels (through the IFPI), authorsrights societies and artists was a key factor. Don't be afraid to use your strengths. Farmers don't hes-itate to send cattle onto the streets of Brussels when they'renot happy. The music industry understood that it needed toput some familiar faces before the policy makers. Artistsprovided crucial battalions at the front line of the copyrightwar, with special credit due to IFPI's artists' spokesmanJean -Michel Jarre. Make friends and cherish them. Greek MEP NanaMouskouri was instrumental in winning over many of hercolleagues to a more music -friendlytext in the European Parliament.

The approved text has now to goback before the EuropeanCommission and the Council ofMinisters in order to be finallyadopted. So, the battle is not overyet, but who would have predictedsuch a favourable outcome at thisjuncture 12 months ago?

Cardigans, Petter dominate Swedish Grammisby Fredrik B. Nilsson

STOCKHOLM - The Cardigans andhip -hop act Petter swept the board atthe 1998 Swedish Grammis awards,held on February 15 at Stockholm'sKungliga Tennishallen venue.

It was a memorable night for TheCardigans, who were voted pop/rockgroup of the year, with Gran Turismo(Stockholm/Universal) receiving thealbum of the year accolade. GuitaristPeter Svensson was voted composerof the year and Tore Johansson,acknowledged as the man behind thegroup's distinctive sound, was votedproducer of the year. Currently on aU.S. tour, the band performed anacoustic version of My FavouriteGame live via satellite fromMinneapolis.

BMG Sweden's Petter, the firstcommercially acclaimed local -lan-guage rapper in Sweden, took homethree awards (newcomer, male artistand lyricist of the year) for his debutalbum Mitt Sjtitte Sinne. WithSwedish lyrics, Petter is predicted to

be the first in a longline of Swedish rappersto reach out to a widerpublic.

Swedish video pro-ducer Jonas Akerlundwas given a specialaward for his work onMadonna's Ray OfLight video and SmackMy Bitch Up by Prodigy.

And for the secondsuccessive year theSwedish government-with trade minister LeifPagrotsky in attendance-awarded itsspecial export prize. The recipient wasproducer Max Martin, who has beenworking with the likes of TheBackstreet Boys, Jessica Folcker, Five,and is also behind Britney Spears' cur-rent hit Baby One More Time. Atouched Martin dedicated the award tohis former production partner, the lateDenniz Pop. "Without him I wouldn'thave been were I am today," he said.

Among the acts performing at theawards show were E -Type, Roxette,

Meja, JenniferBrown and Emilia,with the latterscooping the songof the year catego-ry with Big BigWorld (Rodeo/Universal), andBrown picking upthe female artist of the year prize.The whole event was broadcast oncommercial TV channel TV4 later thesame evening.

Key appointments at Music & MediaLONDON - Ron Betist has beennamed publisher of Music & Mediaand Kate Leech has been nameddirector of operations. The appoint-ments, which are effective immedi-ately, will strengthen the publica-tion's leadership in this, its 15thanniversary year.

Betist, who is promoted frominternational sales director, has beenassociated with Music & Media sinceits earliest days as Eurotipsheet, andhas played a central role in its growthand development. In his new role, hewill be spearheading all M&M's sales,marketing, promotion and circulationoperations, among other priorities.

Leech has made significantbehind -the -scenes contributions to

Music & Media since the pub-lication relocated fromAmsterdam to London in1997, and her new appoint-ment reflects this. In particu-lar, she will be overseeing theupgrading of M&M's chartand information services, andthe 1999 edition of theEurofile directory. She contin-ues as chief financial officer for BPICommunications' London operations.

ON I/ II Bl AlARD DETERMINED TO KEEP ADSSTUTTGART - At a meeting held in Stuttgart on Febru-ary 8/9, the directors of Germany's public broadcastingumbrella organisation ARD made it crystal clear thatthey will not accept any proposals to ban advertising inthe public TV and radio sector. The statement wasissued in response to a report from the BertelsmannFoundation published at the end of last year, whichquestioned whether public broadcasters should contin-ue to take ads. ARD chairman Peter Vofl stated: "Themixture of [licence] fees and advertising to finance pub-lic broadcasting is important to keep the dual systemworking, and in balance. The reason why commercialstations can be successful is that the public broadcast-ers give a commitment to information and education, aswell as entertainment."

BORSATO WINS HIS HARPHILVERSUM - The Netherlands' Gold-en Harps awards, which are stagedannually by authors rights bodyBUMA and Conamus (the foundationwhich promotes Dutch music) havefinally paid tribute to the country'sbiggest superstar. Marco Borsato(Polydor) and his long-time artisticpartner John Ewbank both received a

Golden Harps at the February 15 event in recognition oftheir lifetime's work. Rowwen Hem (HKM/CNR),Willem Nijholt (Brigadoon) and producer Roy Beltamnalso picked up Golden Harps, and for the third year ina row, violinist Andre Rieu (Mercury/Polydor) won theExport Prize.

UPSTAIRS ON THE AIRCOPENHAGEN - CHR/AC station Upstairs 100 FMbegan broadcasting to the Roskilde area of Denmark onFebruary 8, filling a gap in the market left by the clo-sure of Radio Roskilde more than a year ago. Upstairs,which only received its licence after a proposed businessnews station failed to get off the ground, will have apotential audience of more than half a million, includ-ing parts of Copenhagen. "We're heavily marketing thenew station and in particular the 100 FM frequency,"says station manager Anders Eichhorn. Jacob Jor-gensen is head of music at the new station.

SPANISH BANDS GIVE ANIMAL AIDMADRID - A number of cutting -edge Spanish bands,including Ska-P, Reincidentes, Porretas, Sober,Soziedad Alkoholika and Barricada, have recordedmaterial for a charity album promoting the Animal Lib-eration Alternative (ALA), entitled En Defensa De LosAnimales (Desobediencia). The songs mainly protestagainst bullfighting, but also vivisection, the wearingof fur coats and indiscriminate hunting.

MOVING CHAIRSPARIS - Patrick Pepin has been appointed deputygeneral manager in charge of local and regional stationsat public broadcaster Radio France. He will overseeRadio France's 38 local stations, nine city stationsunder the FIP moniker and two satellite -delivered ser-vices. Pepin was previously director of news for publicstation RFO. Meanwhile, Jean -Francois Acker hasreplaced Alex Taylor as programme director of Frenchinternational service RFI.HuwEasum - Frank Eijken isthe new managing director of theArcade Media Group, whichincludes Dutch music TV chan-nel the Music Factory (TMF)plus radio stations Radio10Gold, JFK Jazzradio and LoveRadio. Formerly director of saleshouse IP in the Netherlands,Eijken replaces Lex Harding(pictured), who is retiring, but will remain with thecompany as a consultant.

BMG's De Wall takes Danish helmby Emmanuel Legrand

LONDON - BMG's Europeanoperation in London is losingsomeone it describes as "one ofour best" to Denmark.

The accolade from RichardGriffiths, BMG U.K. and Ire-land chairman and executiveVP, BMG Central Europe,refers to BMG VP of marketingfor Europe Freddie De Wall,who has been appointed man-aging director of BMG Den-mark.

In his new position, effectiveMarch 1, De Wall will beassuming the day-to-day man-agement of BMG's Danish affil-iate, reporting to BMG VPNordic region, Hasse Brei-tholtz. De Wall replaces HenrikBoedtcher, who departed thecompany earlier this month.

De Wall, who recently coor-

dinated BMG's European mar-keting campaigns for acts suchas Blondie, Whitney Houstonand Eros Ramazzotti, moved toLondon from his native Ger-many in 1997 to join BMG'sinternational marketing team,following a six year stint with

PolyGram's German labelMetronome. He is believed tohave been contemplating amore directly operational rolewithin the organisation forsome time.

De Wall will be focusing ondeveloping BMG Denmarkthrough its local repertoire inparticular-the company's ros-ter includes Thomas Helmig,Caroline Henderson, Gnagsand Zoom.

In London, it is understoodthat De Wall's replacement willbe announced in the foreseeablefuture, and that the company'sEuropean marketing structurewill remain unchanged.

Czech music faces major radio testby Michele Legge

PRAGUE - The viability of anational domestic music sta-tion in the Czech Republic isabout to be tested with thelaunch of Radio Impuls onFebruary 25.

Impuls's daytime for-mat will feature a 50/50mix of AC music and talk. Some65 percent of that music will bedomestic product, mainly fromthe country, rock and pop genres,while the speech elements willinclude news, phone-ins and cur-rent affairs programmes. Duringthe evenings, Impuls will bemore music -driven. The stationaims to attract listeners in the 25to 40 year -old age group.

Zbynek Knobloch, managingdirector of the Czech Sony

Music/Bonton label, is confi-dent there is room in the mar-ket for a station majoring onCzech music. "It's generally

nice to remind people thatCzech music exists on CD," hesays. "But it's difficult to saywhether [the station] will boost[domestic music] sales."

However, Michal Zelenka,president of the Czech Associa-tion of Commercial Broadcast-ers, is less convinced that theformat will be successful. "Ifyou take every good AC Czechsong from the '60s to '90s, thereare no more than 300 songs

that could be used."Radio Impuls General direc-

tor Jiri Hrabak Hrabak saysthat the new station hopes topoach listeners from public

news/talk station Radiozur-nal, which is currently themost -listened to station inthe Czech Republic with a

daily reach of 1.4 million lis-teners, according to officialMediaprojekt ratings.

Radio Impuls was granted anational licence in June lastyear by the Czech Council forBroadcasting, after the regula-tor decided not to renew the sixyear licence of national AC sta-tion Radio Alfa, following long -running disputes between theCouncil and Alfa over unautho-rised format and ownershipchanges.

Universal Espana aims for top spotby Howell Llewellyn

MADRID - Universal MusicEspana (UME) will be the mar-ket leader in Spain within twoyears, and will possess the coun-try's strongest domestic roster.

That's the prediction ofUME president Jesus Lopezand VP Carlos Ituino, followingthe release last month ofdetails of the newly -mergedcompany's structure in Spain(M&M, February 13). "We esti-mate that, at present, UME isin joint third place with EMI,with around 17.7 percent ofmarket share, behind Warnerand Sony," says Ituino. "Butour priority is to be marketleader in Spain within twoyears,, just as Universal MusicGroup is now world leader."

A key plank in the new com-pany's strategy is what Lopez

describes as an"innovative"A&R structure,which will bedecentralisedfrom Madrid andwill see UMEbecome the firstSpanish label toemploy local"scouts." "Spainis a large coun-try, and there areimportant localscenes in regionssuch as Catalonia, the BasqueCountry, Galicia, Andalucia,that cannot always be coveredwell by an A&R team based inMadrid," comments Ituino.

Asked about the effect ofUME's plans on the Spanishmusic industry as a whole,

acknowledges that "theSpanish market cannot grow at

the same rate as ithas been untilnow-it is going tostabilise. If ourplans work out, itwill probably meansome of the majorslosing marketshare."

Ruin() notes thatUniversal and Vir-gin Music Spainwere the last twomajors to createlocal rosters in the

mid -'90s. "Both labels haveincreased their market shareat the expense of other majors."

Lopez confirms that UMEwill be moving to the largerPolyGram building in Madridfrom the current Universal siteby July, but "we are looking fora new building to move to with-in a year."

New chapter for Spain's Radio 3by Howell Llewellyn

MADRID - More cultural contentsuch as literature and cinema, butstill "eminently musical."

That's the vision for Spain's alter-native public station RNE Radio 3,under the leadership of its new direc-tor Federico Volpini.

"It's a question of putting musicinto a broader context, adding newelements without taking anythingaway," explains Volpini, a Radio 3veteran who has worked at the sta-tion since its 1979 launch.

Speaking on the day Radio 3 cele-brated its 20th birthday with a fiestaat Madrid's Fine Arts Centre, Volpiniemphasised that Radio 3 will not bedeparting from its basic program-

ming format of alternativeand new age/world music.

"Each new elementwill be introduced bit bybit into establishedmusic programmes, butonly if the presenteragrees," says Volpini."Radio 3 will travel alongthe paths of humour and imagina-tion. The programming is a livingbeing, complete with defects. Butthe audience must identify with itand feel at home, and not just bespoon-fed entertainment."

RNE director Diego Armario alsodismisses any fear that the manage-ment changes, which follow thedeparture of Paco Perez -Bryan fromthe top job at Radio 3 (M&M,

January 23) will diluteRadio 3's role as anational vehicle foralternative music."Radio 3 was born as analternative to the tradi-tional networks," hesays. "A public networkcan and should be

experimental, and not conditioned bycommercial values, and that's howRadio 3 will continue."

HILVERSUM - The Dutch recordindustry has been warned to pro-tect the CDs it produces against"cloning" by April 1, or face a totalboycott of all its products by thecountry's largest record retailer,the Free Record Shop (FRS) chain.

FRS is worried about popularityof cloned CDs (produced on record-able CD players) in the Neth-erlands, which have become popu-lar sales items in school play-grounds.

Paul Solleveld, managingdirector at Dutch labels' bodyNVPI, acknowledges the threatfrom FRS to source its stock fromoutside the Netherlands as a real

one, but notes: "It's the same discus-sion we had before over audio cas-settes. That was solved at the timeby a special tariff on blank tapes.FRS' warning might seem like astorm in a teacup, but it is absolute-ly right; it's an enormous problem.Having said that, across the worldthe whole industry is tackling thisproblem. April 1 comes way too soonas the deadline to solve it."

FRS general manager Juan daSilva concedes that the chain's actionis largely intended as a gesture to stirthings up. "If they [the industry] sayApril 1 is impossible, but June 1-orwhatever-is a better option, thenthat's okay with us, as long as theystart doing something about it. It'sabout time, I would say."

Annisette, vocalist with Den-mark's The Savage Rose, showsoff two recent accolades-on theleft is the Dansk Grammy awardshe picked up last month for BestFemale Vocalist, and on the rightis a gold disc marking 25,000domestic sales of the group's cur-rent album Tameless (Mega).

Indie pioneers Baby bounce backby Mark Dezzani

MILAN - Italy's ground -breakingindie label Baby Records has re-launched after a 10 year hiatus.

Baby sold over 60 million recordsduring the '80s, with artists such asRondo Veneziano, Toto Cutugno,Ricchi e Poveri and the husband/wifeduo Al Bano & Romina Power.Founder Freddie Naggiar was one ofthe first to exploit the new advertis-ing opportunities presented by theexpanding national commercial TVnetworks in Italy owned by mediamagnate Silvio Berlusconi.

Saturation TV spot advertisingalso helped Baby shift millions ofrecords by pop -dance artists such asLa Bionda, Gazebo, Den Harrow andSabrina Salerno. However, the com-pany was subsequently wound downwhen Berlusconi launched his ownrecord label, RTI Music.

The father and son team ofFreddie and Maurizio Naggiar haveambitious plans for their born-again label, Baby RecordsInternational. President FreddieNaggiar says he plans to set upBaby affiliates in the French,German and British markets. "Iintend to become a small multi-

national operating from Italy," hereveals, although he recognises that"the media are getting much moreinvolved in direct music productionand marketing through their ownlabels. This represents a big prob-lem for independent labels. We needto establish a good relationship withkey media, otherwise we could findmedia groups such as NRJ squeez-ing us out of the market."

Domestically, Baby Records is cur-rently enjoying its first chart success

since its re -launch with the singleOnce Upon A Time (K Town) from thehip -hop -pop duo Down Low. Thetrack has been licensed fromGermany's ZYX and is being distrib-uted by RTI Music.

Palmer extends sell -by datewith new setby Nigel Williamson

Once an artist's biggest hits are more than tenyears old, record labels don't come knockingon the door-unless, that is, you're RobertPalmer and your voice is still in top form.

Palmer's last international Top 10 hit wasAddicted To Love (Island) in 1986. Now he isback with another shot of Rhythm and Blues,his first album of new material in almost fiveyears, due out on April 12. Switzerland -basedPalmer, who turned 50 at the beginning of theyear, secured a 50/50 deal with U.K indepen-dent Eagle Records for the album, which willbe promoted with the biggest marketing bud-get Eagle has ever devoted to one record,according to MD John Knowles.

"We signed Palmer on the strength of histrack record and on the quality of his newmaterial," says Knowles. With Rhythm &Blues and the first single, True Love, whichwill be released on March 22, Eagle aims to"win back the original fans Palmer had at hispeak, and add a few more," adds Knowles.

Forced into a lengthy silence following asplit with previous label EMI, which eventu-ally led to EMI buying out his contract,Palmer recorded the new album at studios inItaly and Germany at his own expense. "Itwas a real blow when the EMI deal crashed,"says Palmer, "so I financed the album myselfand then shopped around for distribution.Eagle were very keen and I said 'there it is,let's go with it.' "

The marketing campaign kicked off withan industry showcase in London on February3, attended by press and television crews fromGermany, France, Austria and Spain. EagleRecords marketing manager Joe Munns says"the showcase was to remind people ofRobert's musical heritage, but also to show

that he is committed to work the new albumvery hard."

A 22 -date tour through the U.K, Germany,France and Holland starts in April, supportedby major TV appearances. "It will be a veryvisual campaign," says Eagle Records directorinternational Lindsay Brown. "You're going tobe seeing a lot of ad -shell posters, and therewill be a high profile in-store campaign acrossEurope."

In Europe, the album will be distributedthrough edel, the German independent whichrecently took a substantial stake in Eagle,except in Finland where it goes through K -Tel,and the Benelux countries where it is handledby PIAS.

Meanwhile Palmer's former labels, EMIand Island, also intend to make the most ofthe singer's come -back with companion com-pilations. In April, EMI/Metro Blue willrelease Woke Up Laughing: Adventures InTropical Music, while Island has a Palmer col-lection due in its Primer series.

Eclectic Catalans mix culturesby Howell Llewellyn

Everybody who saw Dusminguet performat Midem in Cannes last month was takenwith the sheer energy of the Catalan band,and the strength of the material featuredon their debut album, Vafalungo (Che-waka/Virgin Spain).

"The names come from graffiti scrawledon the walls of our village, La Garriga, nearBarcelona," says guitarist and singerDaniel Calabrita. "In a way they reflect thefact that we are hard to pin down, and thatwe embrace almost any music that isdanceable and popular-just like a goodband at a village fiesta."

Reggae, cumbias, tex-mex, rumbas,merengues, waltzes, pop, funk, rap-they allfeature in Dusminguet's music. Calabritaadds: "Dusminguet are a direct offspring ofthe village fiestas, and we try to make astand in favour of the blending of differentmusics and cultures. We are a southernEuropean combo with north African influ-ences. If our audience didn't dance, we'd feelfrustrated. But this hasn't happened yet. Weplay the people's dance music."

Chewaka director Javier Linan says hesigned Dusminguet "because my attentionwas caught by their attitude and iconoclasticmusic, which leaps from latino to ragamuffin

to gypsy to Turkish -inspired. They reflectChewaka's attitude of looking for real 'street'music with a kitsch air. Their cheeky self-con-fidence contrasts favourably with the majori-ty of indie bands in Spain, who still like toplay 'Western' pop/rock with English lyrics."

In some respects, Dusminguet are theheirs of pioneering French -Spanish rockband Mano Negra. Former Mano Negraleader Manu Chao-now a successful soloartist-is a big fan.

"Like Mano Negra, we play pachanga[party] music with a certain dirty instrumen-tal sound, but ours is not the same pachangaas Mano Negra, which is much more punkrock oriented," says singer and accordionplayer Joan Anxoveta. "Our local fiesta pot-pourri is similar to that of a lot of Frenchbands, but we are somewhat rougher thanmost of them."

IlDcrncgroovesTHE ACCEPTABLE FACE OF TRANCEGermany's Kosmo Records have hit paydirt recently withTom Novi vs. ENIAC and Niels Van Gogh's Pulverturm,a hypnotic pop trancer with a highly addictive soul vocaland a neat radio edit, could be the label's next big hit. Thetrack maintains a fine underground/overground balancewith riffy keyboards, some entertaining production trick-ery and a Moroder style chord progression. Trance butnot as we know it.

COMEBACK TIMEBasing itself around a dark and funky, "industrial lite"groove, the remake of Front 242's 1988 industrial classicHeadhunter 2000, Pt.1 is one of the best releases onBelgian label Lightning Records to date. With banks ofsquealing synths and a strident, growling vocal the trackretains all the original menace but is infinitely moredanceable. The Xinghu Hill mix is the main contender fordancefloors. The extra emphasis on the track's trance ele-ments in the mixes will do it no harm either.

GALLIC BREAKBEAT MAYHEMOn Strong Like A Lion, unsigned French act Pooncy &Moore (Warner Chappell France) make music thatdefines the word hybrid. A full-bodied production style,reminiscent of LTJ Bukem's U.K label Good Looking,unites junglist breakbeats, delicate wah-wah guitar,flashes of ragga and smooth soul vocalising. All this isrounded off by a fine selection of drops and snatches offilm dialogue. Yet more undeniably talented Frenchgeezers.

POPTASTICWith vocals by ex -Snap singer Thea Austin and a samplefrom boogie classic Let's LoveDance Tonight by Gary'sGang, the Soulsearcher's Can't Get Enough(Defected/UK) recently crashed into the U.K top 10. Onthe Jazz -N -Groove Nu Disco Vocal the late '70s vibe ofthe radio edit is taken one stage further with stringsweeps and syndrums. For the dancefloor, Robbie'sFiltered Monster Anthem lives up to its name by tough-ening up the drum track, adding some big drops and con-centrating on the chorus.

TWO PAGES RE -READAfter the sheer class oftheir 1998 album TwoPages, 4 Hero kick-start1999 with the follow-up,Two Pages Reinter-pretations (Talkin' Loud/UK). This second chapter,made up of previouslyunreleased and promo -only remixes, carries onthe duo's habit of boldlygoing where others do notdare to tread.

With the line-up of pro-ducers at the remix controls ranging from German crewJazzanova and Brazilian proto latin jazz funkersAzymuth to N.Y. housemeisters Masters At Work, theeleven versions of seven tracks on Reinterpretations arerich, risque and joyous. Much that has been writtenabout 4 Hero's relevance to the avant-garde of today,their "utter outhereness," is true but misses the point.Their appeal really boils down to the fact that their workis beautifully structured, knowingly mischievous anddownright sophisticated soul music.

Celine Dion, BryanAdams, Alanis Morissette,Shania Twain are just afew of the names to haveachieved internationalstardom, and to haveestablished the credibilityto the Canadian annualshowcase of the JunoAwards. In this CanadaSpotlight, Kerry Doolefocuses on the currentstate of the industry, andthe talent which may beproviding the next waveof international repertoirefrom the "other" NorthAmerican market.

Strength in depthThe Junos are likely to become theCeline show, with Dion collectingher second InternationalAchievement award, and at leastsome of the six other trophies forwhich she's been nominated.Selling 80 million albums andstaking a powerful claim as theworld's premier pop diva areachievements which inviteacknowledgement.

More important, however, is thefact that Canadian music is not aone -trick pony in terms of interna-tional success. Shania Twain (whowon't leave the Junos empty-hand-ed) and Alanis Morissette (who'llscore next year with SupposedFormer Infatuation Junkie -already topping five million inworldwide sales) are global artists.Then there's Lilith Fair creatorSarah McLachlan (five millionplus U.S. sales with Surfacing),and recent U.S. chart -topperDeborah Cox. The now -veteranBryan Adams also remains apotent force; world music minstrelLoreena McKennitt has sold mil-lions around the globe with BookOf Secrets, and Amanda Marshallstands poised for divadom with herimminent new record (see talentsection, Page16).

Canadian francophone artistssuch as Lara Fabian, BrunoPelletier, Daniel Lavoie and com-poser/Juno Hall of Fame inducteeLuc Plamondon (with his NotreDame De Paris stage smash) aredominating the French charts,with Kevin Parent and NancyDumais waiting in the wings.

Barenaked Ladies are provingpop music can be intelligent, funand extremely successful at thesame time, while such original tal-ents as Rufus Wainwright, RonSexsmith, Holly Cole, Bran Van3000 and Lhasa are receivinginternational critical accolades.

Sustained world profileFurther examples abound. Theresult is that now, more than everbefore, Canada is being looked atglobally as a major source of inter-national repertoire. The feelingwithin the industry is that thecountry will continue to be up tothe challenge. There appears to bea self-confidence engendered bysuccess. Companies are aware of

new international opportunities,and are taking steps to capitaliseon them.

Richard Zuckerman, VP interna-tional A&R/marketing for SonyMusic Canada, enthuses: "I think it'samazing how Canadian music seemsto be hitting the forefront of themusic industry around the world."

BMG Canada president LisaZbitnew stresses she is "optimisticbut realistic. It's a matter of under-standing the global marketplacebetter, breaking down borders with-out the expectation of everythinghappening at once. Unless, forinstance, you have a Crash TestDummies. They had a six millionworldwide sales base with GodShuffled His Feet, and have a newrecord [GiveYourself A Hand] whicheveryone is accepting quickly."

Two-way influenceEuropean musical tastes are alsoinfluencing the signing policies ofCanadian major labels. As LarryLeBlanc, Canada correspondentfor Billboard, observes, "CanadianA & R has finally woken up to the

fact that there is a pop presenceworldwide. They still haven't total-ly grasped the fact there's anurban presence here too."

That's changing, though, andurban acts such as the Rascalz(BMG), veteran Maestro (Attic),and Choclair (Virgin) may well joinsuch new pop signings as Montrealduo Sky and The Moffatts (bothEMI) in making moves.

Canada's longstanding reputationas a repertoire source of strong rockbands also retains its validity.Alongside domestic rock heroes OurLady Peace and The Tragically Hip,the likes of The Watchmen, TeaParty, Econoline Crush, I MotherEarth, Sloan, Big Sugar, TheMatthew Good Band, Wide MouthMason, Blue Rodeo, and 54-40 enjoystrong local and varying degrees ofinternational support.

If the domestic industry's expec-tations are fulfilled, recentCanadian global successes may rep-resent only the tip of the iceberg.More like the Titanic soundtrackthan the ship of that name,Canadian music looks unsinkable.

The Junos: the road tointernational recognition

e Juno Awards night is uni-versally recognised as the mostimportant date on theCanadian music industry cal-ndar. It's also the premier

public showcase for domestic talent,via the highly -rated (close to 2 mil-lion viewers) TV show broadcast liveon CBC-TV every year.

It was not always like this. "Iremember the 1977 awards inToronto when virtually no-one came,"recalls Daisy Falle, president of Junoorganising body the CanadianAcademy of Recording Arts andSciences (CARAS).

The Junos' current credibility mir-rors the impressive strides made bythe Canadian industry over the pasttwo decades. Pride in the huge inter-national successes of domestic artistshas reached an all-time high, andthis is reflected in both the calibre ofartists appearing on the Junos andthe media attention the show nowgenerates.

Long historyThe 1999 celebrations take place onMarch 7th, at Copps Coliseum inHamilton (near Toronto). It's the 28thanniversary of the Juno Awards,although the concept of a nationalmusic awards show dates back to1970. The Gold Leaf Awards werestarted then by trade publicationRPM, and became theJunos a year later. Thename is a punningacknowledgement ofPierre Juneau, creator(in 1971) of theCanadian Content reg-ulations which boostedthe local industry.

CARAS was thenformed to handle theevent, enlisting the co-operation of all seg-ments of the musicbusiness. Initially tele-vised in 1975, the Junos havemarched steadily towardsrespectability ever since.

"I've seen the baby grow from thebeginning," explains Falle, a long-time CARAS member now in herfirst year as Juno head. "It has beenreally nice to see it grow like that,and I just foresee that continuing."She cites 1985 as a breakthroughJuno year. "We did Bryan Adams in aduet with Tina Turner on the show.That was a watershed year, havingCanadian artists onstage with inter-national acts."

Back then, a combination of theindustry's lack of self-confidenceand the common apathy of theCanadian public towards their ownartists meant visiting foreign per-formers were often cajoled intoJuno appearances. There wereeven awards for Best InternationalSingle, Album and Entertainer.Their discontinuance in 1992 testi-fies to far greater public and indus-

try acceptance of Canadian talent.

Home-grown talent enough"We got to the point where we didn'tneed them," says Falle. Now theCanadians supply their own interna-tional stars. For instance, a JunoInternational Achievement Awardwas presented in 1997 to the trio ofdivas Celine Dion, Alanis Morissetteand Shania Twain. This year, Dionreceives another such award, and herJuno night performance is sure to bea highlight.

As well as Dion, the eclectic bill offeatured artists at the 1999 eventincludes pop heroes Sloan, risingQuebec star Bruno Pelletier, soul-sters The Philosopher Kings (three -time nominees), teen popsters TheMoffats, rappers the Rascal? andguests, swing blues ensemble ColinJames and the Little Big Band, and aduet by flamenco guitarist JesseCook and celtic fiddler NatalieMacMaster.

InfluentialAnother Juno turning point camewhen it went public in 1995. Now,10,000 Canadian music fans annual-ly pack the Hamilton arena. "Nowthe artists are even more interestedin being on the show. I can't see itgoing back to just an industry eventever again," stresses Falle.

A Juno nomination,victory or performancedefinitely enhances anartist's profile, althoughdirect impact on airplayis minimal. According toThronto radio presenterKim Hughes (long-timehost of Live In Torontoon modern rock stationThe Edge 102), "theJunos have no bearingon programming, whichis all about focus groupsnow."

Lisa Zbitnew, president of BMGCanada, claims "it depends on thetiming of a [featured] record. If it'sstill current, you do see a profilespike that'll lead to a sales spike. Ithink back to Celine onstage at theJunos for the first time, singing inEnglish. Those moments are thepoint of entry to break careers."

Sony Music Canada's RichardZuckerman (VP internationalA&R/marketing) concurs. "TheJunos reflect excellence in Canadianmusic over the past year. It can helpcontinue selling an album if there's areally good performance. I thinkwe're still selling Amanda Marshall'sdebut based on her appearance twoyears ago."

The Junos' major problem now istoo little time to completely show-case Canada's diverse musical trea-sures. "We've got 41 categories torecognise this year, and only 12 cango on air. I want three hours, nottwo," laments Falle.

Barenaked Ladies: Out forfun in EuropeThese Toronto popsters have writtena compelling success story in theU.S. over the past year, and they arelooking to repeat it in Europe (seefront page story).

They burst onto the Canadianscene with a fresh sound whichmixed humour, strong melodiesand a highly appealing persona.The band won a Juno for BestGroup in 1993, but as their domes-tic popularity waned they turnedtheir energies to the U.S. market.Hard work has paid off. Currentalbum Stunt now stands at 3.6 mil-lion in sales in the U.S. (almost300,000 in Canada), while smashsingle One Week was the firstAmerican No. 1 hit from aCanadian band since the GuessWho's American Woman in 1970.

Stunt is released in the U.K.and Europe in late February onWarner, and initial response toOne Week is strong. BNL songs areradio -friendly, as Brian Stewart,music director/assistant program-ming director of Toronto hot ACstation Chum -FM confirms."They're in the highest rotationhere. They're just a fun pop singa-long type band that works rightnow. They've always been kind ofquirky and fun, and now they'veclicked in the rest of the world."Current Canadian BNL single It'sAll Been Done is charting on theCHR, Rock and AC radio formats.

Kim Stockwood: Aiming forCHR successThis Toronto -based pop singer/song-writer will release her second EMIMusic Canada album, 12 Years Old,in March, with European territories(on EMI) to follow. Her title tracksingle is already scoring impressivedomestic play, and the mature,melodic sound of the album marksStockwood as an international con-tender.

Her winning personality is akey asset, while her songwriting isstrong enough to have attractedsuch collaborators as GlennTilbrook (Squeeze) and rock legendRandy Bachman (BTO).

Her debut release, Bonavista,received some European exposurevia its hit single, Jerk, andStockwood is optimistic about thenew album: "The people at EMIPublishing in .the U.K really likethe record and I know they'll helpme as much as they can." She citesCHR as probably the most respon-sive radio format, while joking: "Aslong as the people who would like itget to hear it, I don't care where it's

played."Karen Klug, EMI Canada's

international marketing director,sees Stockwood fitting into pop andAC formats. "The album has somefantastic pop gems and beautifulballads. We want to launch Kiminternationally with a successstory here, and we're getting thatindication out of the box with thesingle."

Chum -FM's Brian Stewartagrees that "she is a good bet. She'sbeen picked up by [manager] BruceAllen, who handles Bryan Adams,and he'll probably do somethingwith her."

Love Inc.: Dance for theworldThis new dance -pop trio havemade great strides in Canada overthe past year, and are up for twoJuno nominations-Best NewGroup, and Best Dance Recordingfor smash single Broken Bones.The ViK/BMG Canada act are ledby DJ/producer/remixer ChrisSheppard, long a key figure on theCanadian dance scene.

Sheppard says that with theirself -titled debut, "I wanted to cre-ate something for the world. Therewas so much attention to detail onthe production, to make it interna-tional -sounding."

"Chris has a magic touch and hethinks globally. He's a visionary,"enthuses Edge 102/Toronto presen-ter Kim Hughes "We play Love Inc.,"adds Chum -FM's Stewart. "It is soft-er urban, and that makes it work onmore formats than just CHR."

Broken Bones, for instance, wasone of the most -played songs onCanadian radio in 1998. It hasalso, according to BMG Canada'sJim Campbell (VP international/domestic artists repertoire), "beenon an incredible number of pop anddance compilations around theworld, totalling about 1.6 millionin sales so far.

"We have launched it slow andsure around the world," he adds,"including south east Asia andLatin America. Broken Bones andthe [self -titled] album are alreadyout in Spain, where the single hitNo. 1."

He acknowledges that, else-where in Europe, "the response tothe song was great, but we felt themixes weren't right. But we nowhave something the U.K. feels isright for them, and it just enteredthe U.K.'s danceclub chart."

The single has also scored goodairplay in Sweden and Holland."Everybody believes in the song somuch they want to relaunch it

before moving on to [next single]You're A Superstar. The idea wouldthen be to follow with the album byearly May. The group does aSpanish festival on May 29, and I'lltry to build the European promo-tion around that date."

Our Lady Peace: Hot tip forinternational breakthroughThey are almost universally beingpicked as the next Canadian rockersto break big internationally. They'reduelling with The Tragically Hip forthe title of most popular domesticrock band, as confirmed by OurLady Peace's two 1998 Juno Awards(Group Of The Year, and Best RockAlbum for Clumsy).

Their second Columbia release(it came out on Epic in Europe),Clumsy, has just been certifiedoctuple platinum (800,000 units) inCanada, with a similar number soldin the U.S. Singles from the albumreceived saturation rock and mod-ern rock radio airplay in Canada.

"Every single was in medium tohigh rotation here," confirms JeffWoods, music director/assistant PDon Toronto rock station Q-107."We're still giving lots of spins inrecurrent, two years after the recordcame out." He views OLP as "the topof the heap in terms of Canadianbands making inroads elsewhere."

Manager Eric Lawrence(Coalition) explains that in Europe"we created a buzz. We've set our-selves up well for the next record."The group played select Europeandates last summer, but U.S. com-mitments precluded a major push."It would have been best if we couldhave cloned this band and been inEurope when they were hot there,"says Lawrence.

A much -anticipated new albumis planned for a late summer North

American release, possibly simul-taneously in Europe.

Amanda Marshall: Diva -in-waitingThere may be not one, but two newCanadian divas waiting in the wings.As well as R&B singer Deborah Cox,now scoring internationally, power-house vocalist Amanda Marshall'supcoming sophomore release carrieshigh hopes.

Richard Zuckerman, VP inter-national A&R/marketing for SonyMusic Canada, explains the label'splans. "We're looking at a May 18release simultaneous for NorthAmerica and Europe. In earlyApril, Amanda will go to Europe todo media and upfront press. Weexpect really big things from thealbum. We're building on a debutthat was a 2 million sales world-wide success, and there's a majorcommitment from the company."

He stresses a flexible approachto dealing with European radio."We're always very open to dis-cussing with our affiliates, andEuropean regional offices, whatwould tailormake the right trackfor the individual markets. WithCeline Dion, we've let our affiliatesgo with different singles from[those released in] North America,and that's been a wise decision."

Zuckerman believes Marshall'snew album "is even better than thedebut. It's a more personalisedalbum, and is five singles deep."

AC and CHR radio embracedMarshall's first record enthusiasti-cally. Q -107's Woods admits "she'stoo pop adult for my station, but Ithink she has incredible interna-tional potential. She's charming,looks fantastic, and does have agreat voice. I think she's poised totake over the world."

Where its prede-cessor, Blur (Food, 1997),trod water for want of aclear vision, 13 blazes atrail for a new kind ofrock'n'roll. Or, as Blurfrontman Damon Albarndescribes it, "Blur was amove in a new direction,just like Modern Life IsRubbish (Food, 1993). 13 is the Parklife to Blur'sModern Life Is Rubbish." The album marks a newchapter for Blur, who parted company with producerStephen Street and enlisted William Orbit to capturetheir sound in the studio. If you only know Orbit fromhis job on Madonna's Ray Of Light you will be in for asurprise. The sound on 13 is stripped to the barebones, with Graham Coxon's guitar chugging alongjust like it might have done during a session atChicago's Chess studios in 1951. Tender, the first sin-

gle due for release on March 1, is an uplifting countrygospel with backing vocals by the London Communi-ty Gospel Choir and pounding percussion. Positive and encouraging signalsare coming from Germany as theradio and record industries estab-lish a dialogue with the goal ofchampioning homegrown music.

The groundbreaking round -tabletalks on February 3 between theBavarian media regulator BLM, the German music pub-lishers' association DMV and music trade publicationDer Musikmarkt (Music & Media Feb.20) focused on acommon concern: the development of domestic music tal-ent. It is encouraging that the discussion maintainedfirm concentration on that concern, since these types ofmeetings often stray from the real agenda into peripher-al topics, or are hijacked by people with their own axesto grind.

The importance of the issues at hand was under-scored by the participation of top level, influential fig-ures from major record companies, broadcasters andgovernment.

Of course there were disagreements. That makes forhealthy discussion. But, more importantly, everyoneinvolved agreed that together they could take the initialsteps to bolster domestic talent.

BLM president Wolf -Dieter Ring told the participantsthat, since the music and radio industries must equallyshare the blame for "neglecting" local music in the past,they must now share the responsibility of promoting it.

Fortunately, the idea of imposing a domestic musicquota-similar to the one which has caused so muchangst across the border in France-was met with littleenthusiasm at the meeting. Bavarian state presidentErwin Huber told the delegates that quality, not quanti-ty, is the winning formula.

Overall, the meeting was significant as a new initia-tive with no apparent hidden agendas, and as a means ofopening the door to future cooperation between theindustries. In fact, another meeting is being set up in sixmonths to discuss other issues.

Meanwhile in France, record labels and broadcastersare working together to lobby broadcasting regulator theCSA for a full-time jazz station in Paris. The spinoff ofthis is that it helps open new lines of communication,which could lead to joint tackling of bigger issues-suchas relaxing France's francophone music quota law.

The forging of new relationships between the radioand record industries, as exemplified in Germany, willbe a long process. It will have its challenges, positiveresults and setbacks, but it is worth persevering.

For example, in the U.K. the relationship between thetwo industries is arguably the healthiest it's been inyears. Fifteen years ago the annual Radio AcademyMusic Radio Conference was merely a finger -pointingsession, with no issues really being addressed orresolved. The sides were miles apart.

Now the conference, which will be held next month,has evolved into the event where ways of cooperation arediscovered and put into practice for the benefit of all.

On the airweekly uirplay analysis column

While the album sales charts are eager for freshentrants, the European Radio Top 50 shows thatradio programmers are already jumping on thenew material.

This week, half the tracks listed in the EuropeanRadio Top 50 are first singles from albums, andtracks which hail from still -to -come or just -releasedalbums are making the best progress. Roxette enjoytheir second week at the top with Wish I Could Fly(Roxette Recordings/EMI), from their forthcomingset Have A Nice Day, staying ahead of teensensation Britney Spears, whose Baby One MoreTime (Jive)-off her future album with the sametitle-is this week's greatest chart points gainer.Further on, Blondie's Maria (Beyond/RCA) from NoExit rises to number 6, Blur's Tender (Food) fromnew album 13 climbs ten places to 11, and ArmandVan Helden's You Don't Know Me from 2 Future 4 Usoars to 12.

We find the highest new entry, Lauryn Hill, atnumber 26 this week. Ex -Factor (Columbia), thenew single from her widely acclaimed album TheMiseducation Of Lauryn Hill, is adding up in theU.K, Scandinavia and Italy. Bob McCreadie,programme controller at local CHR-formattedOrchard FM in Taunton, south west England, ishappy to programme Ex -Factor: "It's a song thatreally crosses over. Over the last year, the trend hasbeen for different genres to become a little bit morecommercial, and, as a 'family get-together' station,we welcome that."

Unusually for an FM Station in the U.K.,Orchard FM targets a broad (25 -44 -years -old)audience range, and on a monthly basis reaches anastonishing 83 percent of that target demographic.Sometimes that means tough decisions forMcCready: "You have to focus on the younger end ofthat demographic. Luckily, the older listeners don'twant to be labelled as 'old,' and still want to knowwhat their kids are listening to. We have to becareful, though, with songs that sample well-knownoldies, but on the other hand we can sandwichcome -back artists like Howard Jones in betweenhits. In the end, it's good tunes that count."

Back to the charts, the third single from SherylCrow's The Globe Sessions, Anything But Down

(A&M), comes in at 27, thanksto the U.K, Spain, Poland andSwitzerland. At 43, the '70spastiche of The New Radicalsis liked in Scandinavia, Italyand Holland. In the lattercountry, You Get What You Give(MCA/Universal) is alreadynumber 8 in the regionallistings, as the Major MarketAirplay section indicates. At 46

in the main list, Strong (Chrysalis), the latest singlefrom multiple Brits winner Robbie Williams, isalready powerful in the U.K, Poland and Denmark.One place lower, Kula Shaker's psychedelic rocktune Mystical Machine Gun (Columbia) is firing inthe U.K, in Italy and on music television.

Two re-entries emerge this week. At 40,Liquido's Narcotic (Virgin) crosses over from theG/S/A countries to Poland and Italy. And at 49, IWant You For Myself (Northwestside) by AnotherLevel featuring Ghostface Killah leaps into Polandand the Benelux territories.

"Each station will produce its ownlocal programming following the samesoft AC/gold music format, and OpenSpace will provide advertising salesand programming know-how in addi-tion to a powerful brand [RTL] that isalready widely known."

Signed up so far are Radio Mobilifi-ci di Cantu in Milan (which willbecome RTL Milano); Linea Radio inModena (RTL Bologna); Radio Energyin Turin (RTL Torino); Radio Crudeliain Florence (RTL Firenze); and RadioSerena in Rome, which has droppedits current syndication contract withCHR network Station One to becomeRTL Roma.

RTL is operating its new AC/goldnetwork on a syndicated basis viaOpen Space because Italian anti-trustand media laws prevent the companyfrom directly owning any more sta-tions. "All of the [syndicated] stationsare bound contractually, but retaintheir present ownership," confirmsViscardi.

The idea of syndicating a formaton existing regional operators with astrong local track record was also anattractive concept in itself, accord-ing to Viscardi: "The project derivedfrom Open Space's own research,which showed that regional opportu-nities for their clients was the bestway to expand advertising sales.Many major advertisers want toselect one or several regions forcampaigns instead of having tospend out on a national campaign."

Tony Vandoni, head of promo-tions for Italian repertoire at BMGRicordi, believes the strategy willprove successful. "It's a very goodidea to create a regional networktargeting the top 20 markets," heconcurs. "There is also a lack of areal soft AC format with nationalreach, and the soft AC/gold formatalso represents new possibilities forpromoting catalogue product."

Marot unveils 'heavenly' teamby Christian Lorenz

LONDON - Universal -Island U.K.managing director Marc Marot hasrevealed the team which he hopeswill make work in practice what hedescribes as "a marriage made inheaven."

Marot, the former Island U.K MDwho has finally been confirmed asMD of the new British operation aftera period of uncertainty, will be sup-ported by a senior management line-up largely drawn from Universal

manager Mark Crossingham isappointed deputy managing director,Universal's head of marketing KarldBadgei takes over as marketing direc-tor, and Universal director of promo-tions Damian Christian is appointed tothe same role at Universal -Island.

Among the few ex-PolyGram orIsland executives finding a desk atthe new company are former Islanddirector of international SteveMatthews, who will continue in that

role, and PolyGram Island Publish-ing head of A&R Nigel Coxon, who isappointed director of A&R.

The company combines the formerIsland Records roster with that ofMCA, Universal and Motown, andwill initially be based at Island's St.Peters Square offices in Londonbefore it moves to its new home onNew Kings Road in August. "I amextremely excited about the rosterthat we will be working with," saysMarot. "From where I am sitting thefuture looks very bright indeed."

Brit Awards restore TV audience

Virgin Records U.K, described theaudience increase as a "fantastic resultand achievement," and adds, "everyoneshould be pleased."

John Deacon, director general ofU.K labels' body the BPI (which organ-ises the Brits), comments: "Theincrease in viewing figures reflects thegrowing importance of the Brit Awardsshow, and is testament to the high cali-bre of performers this year."

Robbie Williams' opener at theDocklands Arena venue in London, LetMe Entertain You, very much set thetone for the evening. One musical high-light chased another, with Placeboteaming up with David Bowie to coverT -Reis glam classic 20th Century Boy,and the Eurythmics, recepients of thisyear's Lifetime Achievement award,reforming for the night to play a selec-tion of their greatest hits, assisted byStevie Wonder. Other highlightsincluded the live performance by Ire-land's Corrs, who collected the bestinternational group award, and a med-ley of ABBA hits performed by Cleopa-tra, Steps and Tina Cousins.

The show also offered a publiclaunchpad to the Jubilee 2000 cam-paign, which aims to increase theawareness of the debt crisis in the thirdworld. The charity was presented withthe Freddie Mercury award for out-

standing social engagement, which wasaccepted on its behalf by boxing legendMuhammad Ali.

Overseas, Initial's TV coverage ofthe Brits has so far been sold to TVnetworks in 106 different territories(through distribution company EagleRock Entertainment), while broad-casters in 10 countries have so fartaken the radio coverage of theevent, produced by London -basedsyndicator Wise Buddah.

At Swiss CHR station DRS 3, arecorded package of the Brits wasscheduled to be broadcast as part of itsweekly chart show on February 21. "Itwill be very exciting for us and ouraudience," says DRS 3 programmingexecutive and chart show presenterJean -Luc Wicki, after hearing a pre-view of some of the material to bebroadcast. "Although it is exclusivelyBritish, many of the artists featuredand who performed at the show are inour charts, so it fits in very well. Wedon't have these types of glamorousaward shows in Switzerland, so thatadds to the appeal."

Meanwhile, national Italian CHRnetwork RTL 102.5, which took a feedof the show live and had a reportingteam at the venue, was flooded with"hundred of e -mails," according to pro-gramme director Luca Viscardi.

Canada's Barenaked Ladies seduce Europeengineer taking a U.S. holiday inNovember. "He brought a copy of OneWeek back to Dublin and said 'This isall over the States, it's going to behot,' " recalls Dave Kelly, head ofmusic and deputy programme direc-tor at the station.

The track became pick of the weekon FM 104's "Strawberry AlarmClock" breakfast show, and then wentinto light rotation until Reprise'sEuropean marketing and releaseplans were in place. Says Kelly: "Obvi-ously the record company asks you tohold back [airplay] a bit so you don'tburn the track, so I just placed it hereand there. Then we went mad with itjust after Christmas. One Week has anAOR feel to it, and although we're ahot AC station, we have an AOR edgeand it worked."

Barenaked Ladies recently com-pleted their first full round of Euro-pean promotion, with media days orshowcases in such cities as Amster-dam, Paris, Malmo, Milan and Ham-

burg, bookended by two London gigs."The response has been incredible,especially where people have beenable to hear them play," says LizKessler, international manager,artist development at Warner Broth-ers in London.

The band's manager, TerryMcBride (also behind the multi -plat-inum achievements of another Cana-dian artist, Sarah McLachlan) saysthe strategy used to break BarenakedLadies in the U.S. is now beingemployed in Europe. "The plan wasquite simple: hold back the Europeanrelease date to a period where theycould come over and properly pro-mote the album.

"The strongest promotional tool isthe actual band," continues McBride."There is nothing like this band live,plus they're very funny, friendly peo-ple. Our whole North Americanmicro -marketing philosophy requiresthe band in the marketplace to pull itoff. Our launch in Europe pays more

attention toprint media andTV, not just theradio, retail andplaying liveapproach."

Kelvin MacKenzie, the controversial formereditor of The Sun newspaper in the U.K., iswasting no time in bringing his famously forth-right style to his latest position as chairmanand chief executive of Talk Radio-he'sdemanding that the British government and theEuropean Commission rectify a "serious distor-tion in the U.K. radio market." In letters to U.K.ministers and the Commission, MacKenziecharges the European Broadcasting Union(EBU)-which is mostly comprised of publicbroadcasters-with denying commercial radiostations access to international sporting events."The EBU is a bureaucratic dinosaur, aEuropean cartel which is strangling competitionand choice," writes MacKenzie.

Hotline hears thatViktor Worms, head ofentertainment at Germanpublic TV broadcaster ZDF,has been in discussion withDieter Gorny, managingdirector of music TV channelViva, to agree a deal whichwill provide ZDF with musicprogramming for itsSaturday afternoon musicshow "Chart Attack."

As previously reported in M&M, the Germanoffice of Dutch indie label Arcade will be closingits doors by the end of the month. But it appearsthat Arcade Germany MD Joachim Uhrig hasalready found a new project-he's rumoured tobe pitching for an FM radio licence in the south-ern German state of Baden Wurttemberg. Thestate's media authority will formally invite appli-cations for the frequency during March.

U.K. indie label One Little Indian (OLI) anddrum 'n' bass imprint Partisan have partedcompany by mutual consent. The move followsstaff cuts at OLI last December. Partisan direc-tor Caroline Butler confirms that Partisan hasentered into an agreement with SteveSimmonds and John Truelove's trance andtechno imprint Truelove Label Collective,which will see the south London label movinginto Truelove's Camden offices.

In France, NRJ's AC/comedy network Rire &Chasons has a new programme director in theshape of NRJ presenter Sebastien Cauet. 26year -old Cauet, who will be reporting to NRJgroup programme director Christophe Sabot,will relinquish his on -air duties in order to focuson his new position.

Friday February 19 was the last day at theoffice for Warner Music Europe presidentManfred Zumkeller, who is retiring after 15years with the company, and will be returning toGermany. Zumkeller, who will announce hisfuture plans shortly, was feted by his colleaguesduring a Warner Music International boardmeeting in Rome three days prior to his depar-ture, and on February 19 by Warner MusicInternational employees at the company's BakerStreet headquarters in London.

Ireland's broadcasting regulator the IRTChas decided to re -advertise the licences of allexisting local commercial radio stations duringthe period 2002-2003, forcing the broadcasters toreapply for their licences. When licences werefirst awarded to stations in 1989, they were atthe same time automatically offered anotherseven-year licence, but the IRTC has decidedagainst a further extension.

Finally, with the awards season currently infull swing, news that rock veterans GoldenEarring (CNR Music) and Toto (Columbia) areset to receive lifetime achievement prizes at theNetherlands' Edison music awards on March 4.
