leased or transferred from the facility. Such duties include but are not limited to:

From the desk of Administrative Rules: Below is a list of status changes for the DOC administrative rules since 4/7/17: 291-026: Contracts and Government Agreements

These rule amendments are necessary to bring the rules current with state procurement rules, poli-cies, and statutes and to reflect operational and organizational changes that have occurred within the department since the rules were last revised.

The last day to submit comments is July 19, 2017.

Subject: Changes to STTL

The Short-Term Transitional Leave (STTL) rule is changing! The new rule will become effec-

tive on June 12, 2017. A few of the more significant changes are highlighted below. If you

are currently eligible for short-term transitional leave, please review the changes carefully.

For more detail you can obtain and review a copy of the revised rule (OAR 291.063) through

your facility law library.

Significant Changes

Additional crimes are now restricted from being eligible.

You cannot have been found guilty of any Level 1 or 2 major violations within 15

months of your projected release date (PRD).

You cannot have received a failure of corrections plan (FOCP) within 15 months of

your projected release date (PRD).

You cannot have failed non-prison or short-term transitional leave during your current

term of DOC incarceration, or the one immediately previous.

You cannot have been designated as a sexually violent dangerous offender, predatory

sexual offender, or classified as a Tier III sex offender.

You must have an eligible period of post-prison supervision.

The new rule also adds an Administrative Review Process. An offender may obtain an admin-

istrative review of a denial by submitting a request in writing to the Assistant Director of the

Community Corrections Division. All administrative review decisions are final. Since the

rule now includes this process, grievances regarding STTL denials will no longer be accepted

or processed.

After reading the rule if you still have questions regarding your eligibility please contact your

release counselor.

Seasonal allergy time…is upon us at PRCF! The best hay fever treatment is to avoid the substances that cause your reaction. Howev-er, this isn't always possible. These self-care measures should provide you some relief….

Antihistamine Claritin (Loratadine) is available on canteen. Newer oral antihista-mines work as well or better than the older antihistamines and are less likely to make you drowsy.

Try to identify the allergen and avoid it!

Analgesics may help with discomfort; Tylenol, Ibuprofen and Aspirin are available on the unit.

Drink plenty of fluids.

Continue to practice good hygiene…washing face (especially when you return from outside) and hands often.

It is suggested that you use available canteen products. If you have purchased the availa-ble allergy medication and you are still experiencing significant allergy symptoms, please notify Medical Services.

Reminder: If you are no longer part of the outside crews, but still have outside crew gear, please return it ASAP to R&D.

(Example: Boots, Gloves, Safety vests etc).

Here’s what a G.P. Committee member has to say

For nearly nine years I’ve been wasting away in prison, dwelling on every-

thing that I’ve lost. It’s pointless to count the times I’ve told myself and others

that I would do anything for another chance at life, another chance to be with my

3 beautiful children. I’ve seen many others say the same, get that chance and

throw it all away once again for their addiction. I came to the conclusion that no

matter how many chances I get it doesn’t matter until I can confront my addiction.

In my addiction, my value system was distorted, it didn’t matter what I put at

the top of my list, my children, women, freedom; none of it mattered. I would

always choose my addiction first. For a lot of years I have waited for this oppor-

tunity to get into the AIP Program. I didn’t let all the horror stories about the pro-

gram distract me; how hard the program was, that it was a rat program, that I

would walk around like a brainwashed robot for 16 hours a day. I told myself not

to take anything that people said to heart because we all know that misery loves

company, but still, I was worried! I couldn’t help it.

Failing the program was not an option for me, so I signed up for GP Outreach

to see what it was honestly about and how I could prepare for the program. They

answered my questions and told me ways that I could get a head start in the pro-

gram. I did what I could and remained patient. Eventually my time came to go

into the program, 45 months sooner I get to be with my children and to do all the

things that I’ve been dreaming about for years. So yah, I’m getting a time cut, but

more than that, I’ve learned the tools that I need to ensure that there will never be

another prison sentence for me to do in the future.

The AIP Program is nothing like others have made it out to be, it’s actually

harder to fail than it is to succeed. The accountability system is no more than a

way to address one and others behaviors, its up to us (the peers to handle behav-

iors at the lowest level). We don’t get the C/O’s or the staff involved. And yes we

do get up early, but it’s teaching me the importance of structure and organization.

I believe the communication skills that I’ve learned are going to make me a better

father, son, husband, friend and employee. I’ve learned to be assertive, set

boundaries and how to express myself in a pro-social manner. I’m tired of being

sick and tired and I can’t wait to experience my life in new ways rather than just

survive in a state of miserable existence. I am extremely grateful for the oppor-

tunity that the AIP Program has provided for me.

PRCF is accepting applications’ for Library/Chaplain Clerk. Work assignment will include: Compiles rec-

ords, sorts and shelves books, and issues and receives library materials. Records data and due dates, inspects

books for damage. Maintains library catalog.

Minimum Qualifications:

6 months until release or eligibility date for treatment.

6 months clear conduct—No MR’s, Daily Work Fails or Program Failures.

GED or enrolled to earn GED.

Must have above beginning level computer skills.

PRAS Points: 9-Entry level, 11-Intermediate, 14-Advanced
