SEASON’S GREETINGS! FROM THE EDITOR-IN-CHIEF

Welcome to the GMA Talk, on-line news brief of the Global Metrology Academy (GMA). I am pleased to tell you that the second issue of GMA Talk has been ready for being distributed to readers all over the globe. The second issue presents you a brief overview of the group courses that will be offered by GMA in 2015. There will be two (2) courses dealing with technical subjects of flow measurement and calibration (FMC) and ionizing radiation (IR). In addition, there will be one more course that will address selected strategic issues of metrology in general (MiG). The MiG course has been strategically designed for those people responsible for advancing the institutional and national performance national measurement system, which plays the underpinning role in enhancing the industrial and economic performance of the community. At this context, I would like to draw special attention of QMS managers, chief of metrology laboratories, NMI directors to the MiG course. It is strongly recommended that high-level governmental officials in charge of policy-making on national measurement system could also come and join the MiG course. I am confident that they are the very right audience who will enjoy benefits from the MiG programs. GMA is going to offer three (3) group courses in 2015. Different from the past years, where all courses were dealing with technical subjects of metrology such as MRQ, Length, Thermometry and Humidity, Electricity and Magnetism, GMA will organize in 2015 one strategic course in addition to the two technical courses. Themes for the two technical courses have been picked up out of fundamental and applied fields of metrology. For the sake of better performance in learning at the hands-on sessions among others, the number of participants in each of the two technical courses will be up to 10 people. When it comes to the course of MiG, around 20 people will be accepted.

MiG course welcomes QS Managers, Chief of

Laboratories, Directors of NMIs, and High-level Officials of government

in charge of national measurement system!

The MiG course has been created for the target audience of QMS managers, heads of metrology laboratories, and directors of NMIs. The course programs were strategically designed for sharing Korea’s experiences in advancing its capabilities of scientific metrology, conformity assessment and legal metrology, and standardization. For this purpose, speakers are invited not only from

within KRISS but also from the local metrology community of Korea. In this sense, it is strongly recommended that the high-level government officials will also come and join the MiG course. It might be perfect that at least a couple of participants from one country could be coming along, with one people from the NMI and the other from the government in charge of national measurement system.

Announcement of call for application is being sent out on the websites of the global and regional metrology communities such as the BIPM, APMP, COOMETS, SIM, AFRIMETS, and GULFMET. The NMIs and the participants in the previous GMA courses are also on the list of recipients of the announcement.

Applications are due by:

- January 31, 2015 for the course of Metrology in General (MiG):

- March 31, 2015 for FMC; and

- June 30, 2015 for IR, respectively.

For the first two years of its operation, GMA has been offering HRD programs of metrology all at the laboratories of KRISS in Korea. As an effort to further widen the horizon of its services and for the sake of better benefits of our customers, GMA has added a new item to its service portfolio. It is the outreach service that is to be offered on site of our customers. Upon request of customers, GMA is ready to offer services on site of customers

abroad. The competitive advantages that customers could enjoy with the outreach services include, among others, its wide coverage of services. The GMA programs offered at KRISS are primarily focused on addressing technical capability of the customers. The outreach services could take a more comprehensive approach, ranging from diagnosis to prescriptions, dealing with not only technical but also strategic issues to which the customers expect to find

solutions. Activities of the outreach services therefore consist of fact-finding survey, lectures, training and technical advice. Beneficiaries of the outreach service will not merely stay with a few but spread widely over the national metrology community of the customers. PTB-APMP-APLMF PROJECT

PTB-APMP-APLMF Project

Metrology – Enabling

Developing Economies in Asia (MEDEA)

At its annual meeting of the Asia-Pacific Metrology Programme (APMP), which was held in September 2014 in Daejeon, Korea, APMP DEC defined a series of work-packages to be carried out under the PTB-APMP-APLMF joint project. With the financial support of the German government, PTB has secured a fund of EURO 2 000 000 to be invested in the project “MEDEA:” Metrology – Enabling Developing Economies in Asia. As is clear from its title, the joint project

aims to develop the metrological capability of developing economies in Asia covering the key issues of scientific metrology and legal metrology of interest to the beneficiaries in Asia. Out of the eleven work-packages of the project, HRD in metrology takes significant parts. KRISS has decided to share efforts for the regional collaborations. It is envisaged that GMA will be working with other partners in forms of offering group and/or individual training opportunities.

Dr. Toshiyuki Takatsuji (NMIJ, Japan) serves as coordinator for the packages of Instrument Bank and TC Initiatives. Mr. Abdul Rashid (SIRIM, Malaysia) is in charge of coordinating the packages of Technical Training and CMC Publication, while the package of Metrology in Chemistry is coordinated by Mr. Charun Yafa (NIMT, Thailand). The project is running for five years by the end of 2018.

KRISS-UST GRADUATE SCHOOL OF METROLOGY Congratulations! How nice it is to share with such a good news that four friends of KRISS will be awarded their advanced degrees from the UST, University of Science and Technology of Korea! They have been studying at the metrology laboratories of KRISS under the program of KRISS-UST Graduate School of Metrology. Mr. Suhelan, who came from KIM-LIPI, the national metrology institute of Indonesia, has completed all the requirements for his doctoral degree. Under the supervision of Dr. Yong-Gyoo Kim of KRISS, Mr. Suherlan

studied thermometry for three years since he joined KRISS in September 2011. Mr. Mulugeta Derebew of Ethiopia will obtain his master’s degree at the commencement ceremony scheduled to take place in February 2015. He has been studying force and torque measurement at Dr. Min Seok Kim’s laboratory of the KRISS Center for MRQ for two years beginning in March 2013. Mr. James Tshilongo will also be awarded his doctoral degree on completion of his study on gas analysis

at the Division of Metrology for Quality of Life of KRISS. Dr. Jeongsoon Lee served as the chief professor for his study for three yeas since he came to KRISS in March 2012 flying such a long distance from South Africa. Mr. Nguyen Thach from Vietnam studied nano characterization of thermo-physical properties of materials. Since March 2010 he has studied under the supervision of Dr. Jinhee Kim of KRISS to be honored with his doctoral degree.

Founded in 2002, UST has been jointly operated with the participation of 30 government-funded research institutes of Korea, who offer excellent faculty members for the unique graduate school of science and technology. Since 2005 KRISS has been accepting students under the programs of KRISS-UST graduate school of metrology.

As of December 2014, there are 17 UST students who have been studying at KRISS for their advanced academic degrees on subjects of fundamental and cutting-edge areas of metrology. Please visit www.ust.ac.kr and take a chance for you to develop your career as metrologist under the program of KRISS-UST Graduate School of Metrology.

GMA Promoted over the Globe While operating HRD programs in metrology, GMA has also been making effort for promoting its services and program widely to every corner of the globe. As it is beyond the reach of GMA alone, partners were asked and kindly accepted to work together with GMA in promoting the GMA in the annual meeting of the regional metrology organizations. In June 2014 when AFRIMETS (Intra-Africa Metrology System) were gathered for their general assembly in Addis Ababa, Ethiopia, Mr. Mohammed Abdurahman of NMIE, the National Metrology Institute of Ethiopia, made a presentation of GMA. Mr. Mohammed graduated from the UST early this year with this mater’s degree in mass metrology.

In the middle of August, ASEAN’s Expert Group of Metrology met together in Singapore. Dr. Jin Seog Kim, Vice President of KRISS was delivered a talk on the human resources development in metrology offered by GMA. The General Assembly and Related Meetings of APMP (Asia-Pacific Metrology Programme) was hosted by KRISS , Korea in September. The printed version of GMA Talk of its first issue was distributed to the participants. In addition, Dr. Mego, chair of the APMP DEC made his report to the members of DEC with GMA highlights included. When it comes to the COOMET (Euro-Asian Cooperation of National Metrological Institutions), Dr. Pavel

Neyezhmakov, chair of the COOMET TC 4 (Information and Training) kindly helped us by presenting GMA activities to the participants in the 11th meeting of the TC meeting held in Yerevan, Armenia in October 2014. In early November 2014, SIM (Inter-America Metrology System) had its annual meeting of General Assembly in Bogota, Colombia. GMA was invited to make a presentation on GMA’s activities for human resources development in metrology. All at GMA extend our most profound thanks and sincere appreciation to all of our partners who kindly shared effort for spreading the GMA widely over the globe.
